Extreme forms of weather are predicted to become more frequent experiences in the future. However, the hardest event to mitigate against is the unexpected. In the UK, the occurrence of winter snowfall is difficult to predict, highly variable, both spatially and temporally and predicted to become less common in the future. This paper examines the consequences of the severe winter of 1946/1947 at the local scale through a Welsh case study of Cwm Tywi, a community of upland sheep farms. This community had shown great resilience during the snowiest winter on record in comparison with other, more urban communities, but the inhabitants eventually abandoned their homes because of the emotional distress caused by the loss of a large proportion of the livestock. In addition to the severity of the snow, perceptions of the extreme nature of this event and the community??s ability to mitigate as a result of rurality, self-sufficiency and remoteness are investigated through the analysis of interviews, oral histories, and other documentary accounts. This case study provides an insight into the complexity of understanding vulnerability, adaptation and resilience, which are temporally and spatially specific.  相似文献

This paper reviews research traditions of vulnerability to environmental change and the challenges for present vulnerability research in integrating with the domains of resilience and adaptation. Vulnerability is the state of susceptibility to harm from exposure to stresses associated with environmental and social change and from the absence of capacity to adapt. Antecedent traditions include theories of vulnerability as entitlement failure and theories of hazard. Each of these areas has contributed to present formulations of vulnerability to environmental change as a characteristic of social-ecological systems linked to resilience. Research on vulnerability to the impacts of climate change spans all the antecedent and successor traditions. The challenges for vulnerability research are to develop robust and credible measures, to incorporate diverse methods that include perceptions of risk and vulnerability, and to incorporate governance research on the mechanisms that mediate vulnerability and promote adaptive action and resilience. These challenges are common to the domains of vulnerability, adaptation and resilience and form common ground for consilience and integration.  相似文献

While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological considerations. Empirical studies examining how community-based organizations (CBOs) “practice” resilience on the ground and what enables these CBOs to organize and mobilize around resilience are lacking. Moreover, in the growing context of competitive and entrepreneurial urbanism and conflicting priorities about urban (re)development, it is unclear how urban development dynamics influence community-based resilience actions. Through empirical research conducted on the Lower East Side, a gentrifying neighborhood in Manhattan, and in Rockaway, a socio-spatially isolated neighborhood in Queens, we investigate community organizing of low-income residents for (climate) resilience in a post-disaster context. Results show that both the operationalization of resilience – how resilience is “practiced” – and the community capacity to organize for the improved resilience of low-income residents are strongly influenced by pre-existing urban development dynamics and civic infrastructure – the socio-spatial networks of community-based organizations – in each neighborhood. The Lower East Side, with its long history of community activism and awareness of gentrification threats, was better able to mobilize broadly and collectively around resilience needs while the more socio-spatially isolated neighborhoods on the Rockaway peninsula were more constrained.  相似文献

We develop a systems framework for exploring adaptation pathways to climate change among people in remote and marginalized regions. The framework builds on two common and seemingly paradoxical narratives about people in remote regions. The first is recognition that people in remote regions demonstrate significant resilience to climate and resource variability, and may therefore be among the best equipped to adapt to climate change. The second narrative is that many people in remote regions are chronically disadvantaged and therefore are among the most vulnerable to climate change impacts. These narratives, taken in isolation and in extremis, can have significant maladaptive policy and practice implications. From a systems perspective, both narratives may be valid, because they form elements of latent and dominant feedback loops that require articulation for a nuanced understanding of vulnerability-reducing and resilience-building responses in a joint framework. Through literature review and community engagement across three remote regions on different continents, we test the potential of the framework to assist dialogue about adaptation pathways in remote marginalized communities. In an adaptation pathway view, short-term responses to vulnerability can risk locking in a pathway that increases specific resilience but creates greater vulnerability in the long-term. Equally, longer-term actions towards increasing desirable forms of resilience need to take account of short-term realities to respond to acute and multiple needs of marginalized remote communities. The framework was useful in uniting vulnerability and resilience narratives, and broadening the scope for adaptation policy and action on adaptation pathways for remote regions.  相似文献

There is a growing use of resilience ideas within the disaster risk management literature and policy domain. However, few empirical studies have focused on how resilience ideas are conceptualized by practitioners, as they implement them in practice. Using Hajer's ‘social-interactive discourse theory’ this research contributes to the understanding of how practitioners frame, construct and make sense of resilience ideas in the context of changes in institutional arrangements for disaster risk management that explicitly include the resilience approach and climate change considerations. The case study involved the roll out of the Natural Disaster Resilience Program in Queensland, Australia, and the study involved three sites in Queensland. The methods used were observation of different activities and the physical sites, revision of documents related to the Natural Disaster Resilience Program and in-depth semi-structured interviews with key informants, all practitioners who had direct interaction with the program. The research findings show that practitioners construct the meaning of disaster resilience differently, and these are embedded in diverse storylines. Within these storylines, practitioners gave different interpretations and emphasis to the seven discourse categories that characterized their resilience discourse. Self-reliance emerged as one of the paramount discourse categories but we argue that caution needs to be used when promoting values of self-reliance. If the policy impetus is a focus on learning, research findings indicate it is also pertinent to move from experiential learning toward social learning. The results presented in this study provide helpful insights to inform policy design and implementation of resilience ideas in disaster risk management and climate change, and to inform theory.  相似文献

This paper examines adaptation to current storm surge flood risk as one indicator of anticipatory adaptation to climate change impacts. Focusing on community businesses, a web-based survey obtained information on hurricane preparedness and risk perceptions in Sarasota County, Florida. A model of current precautionary action that utilized previously identified business characteristics predictive of business preparedness and post-disaster recovery, a spatial variable indicating storm surge exposure, and items measuring the risk perception and information-seeking behavior of business owners explained a majority of the variance in current levels of preparedness. Use of online risk information sources and the geographic distribution of customers and were the strongest predictors of preparedness. Results indicate that the adaptive capacity of businesses may vary significantly with types of businesses, locations, and socio-cognitive characteristics of business owners. To encourage overall community resilience, risk communication efforts should be targeted based on specific elements that predict business preparedness.  相似文献

Developing appropriate management options for adapting to climate change is a new challenge for land managers, and integration of climate change concepts into operational management and planning on United States national forests is just starting. We established science–management partnerships on the Olympic National Forest (Washington) and Tahoe National Forest (California) in the first effort to develop adaptation options for specific national forests. We employed a focus group process in order to establish the scientific context necessary for understanding climate change and its anticipated effects, and to develop specific options for adapting to a warmer climate. Climate change scientists provided the scientific knowledge base on which adaptations could be based, and resource managers developed adaptation options based on their understanding of ecosystem structure, function, and management. General adaptation strategies developed by national forest managers include: (1) reduce vulnerability to anticipated climate-induced stress by increasing resilience at large spatial scales, (2) consider tradeoffs and conflicts that may affect adaptation success, (3) manage for realistic outcomes and prioritize treatments that facilitate adaptation to a warmer climate, (4) manage dynamically and experimentally, and (5) manage for structure and composition. Specific adaptation options include: (1) increase landscape diversity, (2) maintain biological diversity, (3) implement early detection/rapid response for exotic species and undesirable resource conditions, (4) treat large-scale disturbance as a management opportunity and integrate it in planning, (5) implement treatments that confer resilience at large spatial scales, (6) match engineering of infrastructure to expected future conditions, (7) promote education and awareness about climate change among resource staff and local publics, and (8) collaborate with a variety of partners on adaptation strategies and to promote ecoregional management. The process described here can quickly elicit a large amount of information relevant for adaptation to climate change, and can be emulated for other national forests, groups of national forests with similar resources, and other public lands. As adaptation options are iteratively generated for additional administrative units on public lands, management options can be compared, tested, and integrated into adaptive management. Science-based adaptation is imperative because increasing certainty about climate impacts and management outcomes may take decades.  相似文献

Critical attention has recently turned to the climate change “synecdoche”: a place uniquely exposed to the environmental consequences of climate crisis, such as sea-level rise, that becomes a stand-in for the global crisis as a whole and a harbinger of more widespread disaster. The Maldives, which scientists, politicians, and activists predict could be completely submerged by 2100, filled that role between the 2008 inauguration of Mohamed Nasheed, the country's first democratically elected president after years of authoritarian rule, and his 2012 ouster. This ethnography of the Maldivian challenge to climate change asks how claiming a geopolitical identity as the world’s “canary in the coalmine” fostered an emerging internal political culture.I argue that arming climate change solutions became a state-making device in the Maldives, whose fragile coral atoll ecosystem itself became the synecdoche of a young democracy. Between 2008 and 2012, how was environmental knowledge creation understood as a democratic activity? To answer this question, I draw on ethnographic interview testimony and participant-observation in Malé, the Maldivian capital, with politicians, activists, and city residents, as well as an analysis of the Nasheed administration’s public rhetoric. The article centers on the case of Bluepeace, the country’s oldest environmental NGO, which has seen significant international publicity. Following Bluepeace’s efforts to help the Maldives achieve carbon neutrality by 2020—part of Nasheed’s plan to end global climate change through exemplary national sacrifice—this article finds that climate problem solving and democracy were put to work for one another through small-scale mitigation and adaptation experiments.  相似文献

Climate change is increasingly affecting rural areas worldwide. The Lower Mekong Basin (LMB) is at particular risk due to heat stress, changing rainfall patterns, rising sea levels, and more frequent and extreme climatic events. It is imperative that local-level adaptation plans are developed in a manner that builds resilience to these growing threats. Strategies for developing adaptation plans tend to comprise predominantly science-led or predominantly community-led processes. This study examines an approach that balances inputs from both processes in characterizing community vulnerability as a component of the adaptation planning workflow. Evaluation sites are located within four distinct sub-regions of the LMB: the Vietnam Mekong Delta, the Annamite Mountains of Lao PDR, the Cambodia central lowlands, and the mid-elevation forests of northern Thailand. Our results indicate that by merging science-based data with community-level perspective, knowledge gaps from both sides are filled and a more comprehensive understanding of vulnerability is factored into adaptation planning.  相似文献

Amory Lovins’ distinction between ‘soft’ and ‘hard’ paths of energy technologies is applied, mutatis mutandis, to humanity's efforts to adapt to climate change. It is argued that hard adaptive measures involve capital-intensive, large, complex, inflexible technology and infrastructure, whereas soft adaptive measures prioritize natural capital, community control, simplicity and appropriateness. The prevalence of these two types of adaptation pathways is illustrated through two case studies from the Maldives: The Safer Island Development Program and the Integrating Climate Change Risks Program. Policymakers must be aware that hard and soft adaptation measures may trade off with each other, and give both paths due consideration.  相似文献

Quantified flood risk assessments focus on asset losses, neglecting longer-term impacts to household welfare via income and consumption losses. The extent of welfare losses depends upon resilience – the ability to anticipate, resist, cope, recover and learn from a shock. Here, we use a novel welfare loss modelling framework and perform a high-resolution spatial analysis in coastal Bangladesh to quantify welfare losses from a tropical cyclone under present and future climatic and socio-economic conditions. We further test various adaptation options that are intended to enhance resilience. Results show that poor households experience, on average, 7% of the asset losses, but 42% of the welfare losses. Combining dike heightening, post-disaster support and stronger housing can reduce welfare losses by up to 70%, and foster sustainable development by benefitting the poor, increasing resilience and demonstrating robustness under socio-economic and climatic uncertainties. Thus, a welfare-orientated perspective helps to identify adaptation options that enhance resilience and leave no-one behind.  相似文献

An environmental history of the Leliefontein community of Namaqualand, Northern Cape provides a detailed case of the nexus between social and ecological stresses shaping livelihood change. By combining an historical proxy precipitation data set with a livelihood change study the value of historical research in integrated studies of past human-environment systems is illustrated. The identification of effective livelihood adaptation to extreme climatic conditions is examined, illustrating the tradeoffs made between adaptation and ‘coping’ strategies which were unsuccessful over the long term. During the course of the 19th century the Namaqua Khoikhoi population changed from a sustainable nomadic pastoral community to a poverty stricken rural community with a diversity of livelihood strategies. For the Namaqua increased livelihood diversity – usually an effective adaptation in times of stress – instead of promoting resilience, contributed to their material decline. Widespread transhumance between different climatic regions is shown to have been a successful adaptation to climatic extremes, but external economic exposure and restricted access to land become drivers of decline. The ‘double exposure’ framework used in contemporary studies, proved useful in accounting for this decline as it can accommodate both environmental and economic stressors.  相似文献

Assessments of adaptation in agriculture have evolved considerably from early, top-down, impact assessments. These early assessments, internationally and in New Zealand, provided a limited view of ‘smart farmer’ adaptation. While impact assessment provides some useful insights, experience with vulnerability and adaptation assessment provides a more appropriate foundation for understanding and characterising practical smart farmer adaptation. Findings are presented from 8 years of engagement with farmers in eastern regions of New Zealand. A comprehensive farm resilience picture has emerged from this work. This picture reflects a strong belief from real-world smart farmers that there is sufficient knowledge and experience to adapt to climate change. Proactive farmers are already reading multiple signals, including changes in climate, and are responding. The farm resilience picture provides a foundation for exploring alternative adaptation options and pathways for agriculture. These are presented and discussed in response to two proposed climate change scenarios, a high carbon world scenario and a rapidly decarbonising world scenario. Knowledge intensive, low input systems are consistent with the resilience picture drawn from farmers. Such systems are also consistent with a rapidly decarbonising world scenario and, it is argued, are likely to become increasingly attractive under a high carbon world scenario. A smart farming approach, focused on resilience, provides the basis for development of a response capacity, with potentially significant co-benefits in terms of adaptation and mitigation to climate change. Wider issues and needs to support the further development of farm resilience, and more widely landscape or regional resilience, are identified and discussed. It is apparent from this work that ongoing engagement with smart farmers, focused on resilience, can contribute significantly to development of a coordinated ‘bottom up’ and ‘top down’ response capacity. Addressing the psychology of change is a fundamental need to ensure wider engagement.  相似文献

Climate change is expected to have particularly severe effects on poor agrarian populations. Rural households in developing countries adapt to the risks and impacts of climate change both individually and collectively. Empirical research has shown that access to capital—financial, human, physical, and social—is critical for building resilience and fostering adaptation to environmental stresses. Little attention, however, has been paid to how social capital generally might facilitate adaptation through trust and cooperation, particularly among rural households and communities. This paper addresses the question of how social capital affects adaptation to climate change by rural households by focusing on the relationship of household and collective adaptation behaviors. A mixed-methods approach allows us to better account for the complexity of social institutions—at the household, community, and government levels—which drive climate adaptation outcomes. We use data from interviews, household surveys, and field experiments conducted in 20 communities with 400 households in the Rift Valley of Ethiopia. Our results suggest that qualitative measures of trust predict contributions to public goods, a result that is consistent with the theorized role of social capital in collective action. Yet qualitative trust is negatively related to private household-level adaptation behaviors, which raises the possibility that social capital may, paradoxically, be detrimental to private adaptation. Policymakers should account for the potential difference in public and private adaptation behaviors in relation to trust and social capital when designing interventions for climate adaptation.  相似文献

The lack of resilience of urban systems to weather and climate variability—termed type I adaptation—and also to climate change—type II adaptation—are both major challenges to the livability and sustainability of cities in the Global South. However, there is often competition and conflict in these cities between actions that address existing adaptation deficits (type I) and projected adaptation gaps (type II). Extending the concept of the environmental Kuznets curve, this paper argues that synergistic action on type I and type II adaptation is essential in order for these cities to maintain their livability and build resilience to climate variability and climate change in the face of growing urban populations. A proposed unifying framework has been demonstrated in Can Tho, Vietnam, where there are significant adaptation deficits due to rapid urbanization and adaptation gaps due to climate change and socioeconomic changes. The analysis in Can Tho reveals the lack of integration between type I and type II measures that could be overcome by closer integration between various stakeholders in terms of planning, prioritizing, and implementing adaptation measures.  相似文献

This paper examines contemporary national scale responses to tropical storm risk in a small island in the Caribbean to derive lessons for adapting to climate change. There is little empirical evidence to guide national planners on how to adapt to climate change, and less still on how to build on past adaptation experiences. The paper investigates the construction of institutional resilience and the process of adaptation to tropical storm risk by the Cayman Islands’ Government from 1988 to 2002. It explains the roles of persuasion, exposure and collective action as key components in developing the ability to buffer external disturbance using models of institutional economics and social resilience concepts. The study finds that self-efficacy, strong local and international support networks, combined with a willingness to act collectively and to learn from mistakes appear to have increased the resilience of the Cayman Islands’ Government to tropical storm risk. The lessons learned from building resilience to storm risk can contribute to the creation of national level adaptive capacity to climate change, but climate change has to be prioritised before these lessons can be transferred.  相似文献

The consequences of wildfires are felt in susceptible communities around the globe on an annual basis. Climate change predictions in places like the south-east of Australia and western United States suggest that wildfires may become more frequent and more intense with global climate change. Compounding this issue is progressive urban development at the peri-urban fringe (wildland–urban interface), where continued infrastructure development and demographic changes are likely to expose more people and property to this potentially disastrous natural hazard. Preparing well in advance of the wildfire season is seen as a fundamental behaviour that can both reduce community wildfire vulnerability and increase hazard resilience – it is an important element of adaptive capacity that allows people to coexist with the hazardous environment in which they live. We use household interviews and surveys to build and test a substantive model that illustrates how social cohesion influences the decision to prepare for wildfire. We demonstrate that social cohesion, particularly community characteristics like ‘sense of community’ and ‘collective problem solving’, are community-based resources that support both the adoption of mechanical preparations, and the development of cognitive abilities and capacities that reduce vulnerability and enhance resilience to wildfire. We use the results of this work to highlight opportunities to transfer techniques and approaches from natural hazards research to climate change adaptation research to explore how the impacts attributed to the social components of social–ecological systems can be mitigated more effectively.  相似文献

Managing disaster risk is increasingly being considered a key line of response in climate adaptation. While funding support for adaptation has been pledged, rationales for support and cost implications are essentially unclear, which may explain why financing is currently only forthcoming at low levels. Various estimates for the costs of adaptation have been suggested, yet the rationale and robustness of the estimates have been difficult to verify. Focusing on weather-related extreme events, we conduct a global assessment of the public finance costs for financially managing extreme event risks. In doing so, we assess countries’ fiscal disaster vulnerability, which we operationalize as the public sector's ability to pay for relief to the affected population and support the reconstruction of lost assets and infrastructure. Methods employed include minimum-distance techniques to estimate the tail behaviour of country disaster risks as well as the inclusion of non-linear loss and financing resources relationships. We find that many countries appear fiscal vulnerable and would require assistance from the donor community in order to bolster their fiscal resilience. Our estimates may inform decisions pertaining to a global fund for absorbing different levels of country risks. We find the costs of funds covering different risk layers to be in the lower billions of dollars annually, compared to estimates of global climate adaptation which reach to more than USD 100 billion annually. Our estimates relate to today's climate, and while disaster losses have currently not been robustly linked to climate change, physical science has made a strong case in attributing changes in climate extremes to anthropogenic Climate Change. We suggest that estimates of current weather variability and related risks, although also associated with substantial uncertainty, can be interpreted as a baseline for discussion and any future projections of risks.  相似文献
