This paper will explore the relationship between the local and the global in the music industry through the lens of place-based cultural policies.The first part of the paper will outline current debates around the complex interaction of the local and the global in culture in general and the popular music industry in particular. Alongside the continuous expansion of globalisation has been a reassertion of ‘place', of ‘locality'. Whilst this has been investigated to some extent at the level of local music scenes it has never been fully addressed in terms of music industry policy as part of an economic development strategy. Yet it is here that the particular values of ‘place' are asserted in the face of some ‘global' music industry with a view to developing (or at least retaining some of the benefits of) a local music industry.Whilst situating itself within these debates about the relationship of local and global musical production and consumption, the paper explores the different strategies of two northern English cities and their attempts to promote culture, and music, within each cities ‘cultural quarter': Sheffield's Cultural Industries Quarter and Manchester's Northern Quarter. The paper analyses the role and appropriateness of local authority policy intervention, the importance of ‘soft' networks within local music scenes and the different ways in which authorities in each example have tried to overcome dichotomies of art and industry, cultural and economy.  相似文献

In this paper, I examine the role of cultural policy in a newly industrialised economy, which is at the same time a state with a short history and only nascent beginnings in nation-building and efforts to construct a distinctive cultural identity. Using Singapore as the site of analyses, develop an understanding of the intersection between the economic and socio-cultural agendas behind cultural development policies. I illustrate the hegemony of the economic, supported by the ideology and language of pragmatism and globalisation. At the same time, I explore the reception of and attempts to negotiate (and at times, contest) state policies by “cultural practitioners” – artists, dancers, playwrights, actors, directors and so forth, illustrating the disjuncture between state policies and practitioners' ideals. This may be cast as a conflict between social and cultural development priorities as envisaged by the practitioners as opposed to economic development priorities as embodied in the state’s cultural economic policies.  相似文献

The rise of cultural industries is in part facilitated by the rise of leisure and entertainment in the advanced industrialized economies. This article explores one such example, taking ‘ethnic’ art, flamenco, and examining the role of consumption in shaping flamenco, both as an art form and as an industry. The global reach of the flamenco industry is assessed by focusing on two major markets, Japan and the United States. It suggests the presence of a geographic paradox in contemporary cultural industries, which, on the one hand, points to the need to retain their place-based identity, and on the other hand, indicates the need for regional cultures to establish links to export markets for their survival. It also shows that contemporary cultural change is not a unilateral process of the global invading the local. Rather, it is a process of consumers interpreting, appropriating, and adopting a cultural commodity in their own terms.  相似文献

Encouraged by government policies to promote city centre living and to increase residential land use on brownfield sites, there has been considerable repopulation of the city centre. Through detailed small-area census analysis of Birmingham, Bristol, Cardiff and Swansea, supplemented by household surveys and key informant interviews, the research points to a range of population characteristics and changes occurring in the British city centre. Certain characteristics such as a high proportion of lone person households, fewer children and low car ownership remain fairly consistent. However, substantial population expansion affirms that a large part of the population is “new”. Between 1991 and 2001, men came to outnumber women, and each of the city centres saw a relative expansion of its young adult population. The new residents have a higher appreciation than longer term residents of proximity to work and leisure facilities, and of the stylishness of city centre living. Most of the new residents rent their accommodation, generally in flats, and the predominance of renting is associated with a transient attitude to city centre residence among the new population. Socio-economic evidence indicates a striking rise in social status or gentrification in all the city centres investigated, especially where high status private housing developments encourage the trend. With policies promoting residential development, the city centre is becoming increasingly socially exclusive.  相似文献

Preliminary claims have been made that working practices within cultural industries such as fashion, music, design and the night time economy may differ from Fordist or modernist arrangements. Cultural firms are often imagined to be more innovative, information-rich, dynamic, flexible, non-hierarchical and dependent on local clusters and networks than their Fordist counterparts (Lash and Urry, 1994). As their impact and significance increase, understanding how creative and cultural industries actually work is of high priority. This paper presents preliminary findings from an on-going ESRC funded study of cultural Micro and Small Enterprises (MSEs) within Manchester, England. Drawing on one element of the project, this paper considers the significance of risk and the importance of social trust for the cultural entrepreneur. Following a discussion of Beck’s development of risk as an analytical concept, and its intersection with Giddens’ notion of ‘active trust’, the paper examines how risk and trust are defined, experienced and negotiated by entrepreneurs in Manchester’s cultural industries. It is suggested that senses of risk are constitutive and often pivotal to the whole economic and social basis of cultural entrepreneurship – risk being central to choices made not only in business but in the lifeworld more generally. The paper then investigates the importance of trust for facilitating as well as countering or offsetting risk. Empirical evidence is presented to show how risk and trust co-relate and interact as constitutive elements within a wider set of shifting relationships between work, leisure and lifestyle in the ‘creative city’.  相似文献

Focusing on the case of the World Heritage Site and Wildlife Sanctuary Thung Yai Naresuan, the paper sketches the interdependences of international and national forest and conservation policies in Thailand since the middle of the 19th century. In the context of Thailand’s globalization and modernization, these policies resulted in a coercing conservationism which focuses increasingly on the so-called ‘hill tribe’ ethnic minority groups. The shifting cultural and political framings of the area that became a national wildlife sanctuary and a ‘global heritage’ reflect external economic, political, and ideological interests. The people of the Karen ethnic minority group who live in the sanctuary are conceived of as a disruptive factor and never have had a chance to participate in these framings. After the designation of the area as a World Heritage Site, the remaining villages face increasing pressure from the Royal Forest Department which is trying to remove them with the help of the Military. Drawing on the different vested interests and the relativity of cultural conceptualizations, the paper questions the external framing, pointing to three major problems that are raised with regard to Thung Yai, but are symptomatic of modern conservationism at large: inconsistencies between normative claims and political practice; distortions of scale between conceptions designed at different levels of social space from the local to the global, and; the problem to reconcile conflicting cultural patterns and conceptualizations. The paper argues for a reframing of the conflict to conceive the Karen in Thung Yai as an integral part of the ‘global heritage’.  相似文献

In the endeavour to reveal the politics behind landscape production, cultural geographers often neglect the most fundamental question of landscape, namely the question of how: how does the landscape work as both a visual and material space? How does it ‘stick' in the mind and in the world? By relying on concepts such as ideology, hegemony and naturalized discourse, cultural geographers have parried the question by assuming a structural connection between the landscape's appearance in the world and people's everyday consciousness. The goal of this paper is to provide an alternative account of the landscape's existence. I argue that the landscape comes to appear in the world as it is put to task. This means that the landscape's existence is not founded on its capacity to inscribe or normalize consciousness through its appearance in the world but on the landscape's capacity to be called forth through practice. The argument is elaborated through the work of George Bataille whose concept of the labyrinth provides the theoretical groundwork for an alternative understanding of what the landscape is as well as how it can be studied.  相似文献

Scholars who have critically analyzed the commodification of nature have explored how the specific biophysical features of the objects to be commodified can shape the outcome of the commodification process. Thus, the establishment and behavior of a market system is closer to a political struggle than it is a simple technical and spontaneous process. Despite their contributions, these approaches have not focused on the resistance that cultural exegesis, self-identification, and the affective connection between the human and non-human pose to market systems. In this paper, I show how the Atacameño people from the Atacama Desert (Chile) have subverted the radical pro-water market model imposed by the Chilean military dictatorship in 1981 by relying on their water-related cultural values. In some Atacameño communities, the water market has not operated to ensure that water rights are put to those uses with the highest economic value (e.g., mining or urban water consumption). Indeed, in these communities, internal rules both forbid the sale of water rights to the mining sector and regulate the distribution of water within the community in terms that operate as barriers to other transactions. These rules form part of a moral economy of water that is a concrete ethic based on shared values and affective connections between humans and non-humans, mandating how people should relate to one another in relation to water. Together, these relations have decommodified water and contradict the neoliberal explanation of how a free water market should work.  相似文献

This paper discusses the dynamic cultural economy of British drum and bass (D&B) music, which emerged out of Britain’s rave culture in the early 1990s. We suggest that D&B offers insight into more general issues regarding the relation between alternative cultural economies and capitalism. We examine relations between D&B and the mainstream capitalist economy and argue that D&B calls attention to the possibility for alternatives to conventional capitalist relations to survive and possibly thrive without pursuing separation from capitalism. We also theorize D&B as a vehicle towards empowerment regarding the industry segment vis-à-vis the mainstream music industry and also regarding D&B’s practitioners, many of whom can be understood as marginalized discursively and/or materially. However, D&B empowerment is fragile, due in part to technological changes that threaten practices that have helped cultivate innovativeness as well as communal relations. The empowerment of alternative practices is fragile not only for D&B as an industry segment, but also from the vantage point of internal power relations – notably with respect to differences along axes of gender and generation/age. Our conclusions indicate the broader significance of the paper for critical social theory and propose how new research might build on our dynamic view of D&B’s cultural economy.  相似文献

After more than three decades of isolation from the West and a paralyzing economic crisis in the early 1990s, Cuba is increasingly globally active in both cultural and economic realms. In this paper I use Bourdieu’s (The fields of cultural production, 1993) fields of cultural production as a general frame through with to inspect the commercialization of Cuban music. Through a case study with Juan de Marcos Gonzalez, the creator of the Buena Vista Social Club, I explore the dialectical relationship of music as an expression of cultural and a cultural asset, and at the same time a commodity for the international market. I show that de Marcos uses his position between the international music industry and the local music scene in order to preserve cultural authenticity and survive economically. In doing so he challenges the all-to-typical place of the artist in the contested space of cultural production between the West and the Third World.

The visual turn presents new challenges and methodologies for the pursuit of geography as we seek to communicate our ideas and understanding within and beyond the discipline. This paper attempts to show the potential importance of visual culture within a field that we may call cultural climatology. Cultural climatology seeks to explore the dialectic between society and atmosphere, weather and climate at a variety of temporal and spatial scales. A new visual approach to cultural climatology is presented as a possible way of stimulating conversations across the divide between the social and physical sciences. Images and visualisation assert their presence in the understanding, modelling and communication of many nature/culture debates, highlighting a need both for visual literacy across geography, and for social and physical scientists to share their visual methodologies. Cultural climatologists, like other scientists, need visual methodologies for both the critical construction and deconstruction of the images they wish to present and with which they are confronted. To illustrate the importance of visual literacy for cultural climatologists this paper introduces a sample of works from three artists: Constable, Monet and Eliasson. It shows how an exploration of their work (via a theory of pictures) could help to provide: firstly a methodology for understanding the cultural symbolism of skies and weather; secondly an assessment of the urban atmosphere in London at the turn of the 20th century and thirdly an example of the effective representation of atmosphere, weather and climate involving public participation and understanding. Lessons learned from deconstructing these works of art will then be used to suggest improvements in the visualisation of weather in the production and consumption of weather forecasts (thus, picturing theory).  相似文献

There is little doubt that a phenomenological approach in the Husserlian mould is valuable in curbing the excessive positivism and naivety that have characterised much of the social geography undertaken in Britain during the past twenty years. However, the operational value of phenomenology in social geography is more controversial. Ley's formulation of a phenomenologically based social geography focussing on the concept of place suffers from certain methodological and theoretical problems that stem, in part, from his adoption of Schutz's conceptualisation of the social world. A phenomenologically inspired but modified approach, involving the concepts of structuration and power and drawing heavily on the work of Giddens, is suggested as superior. This conceptualisation, which connects human action with structural explanation, permits a valuable reformulation of the geography of mental illness and may have similarly worthwhile applications in other areas of interest to social geographers.  相似文献

The commodification of culture has received much attention in social and cultural geography. Based on empirical research in Lijiang, a World Heritage site in China, this paper contributes to an understanding of commodification through a focus on selling ethnic music to tourists. Drawing upon a theoretical framework of tourism commodification and the cultural politics of music, I argue that the commodification of music is embedded in a temporal process in which culture, economy, and politics synthesize to shape place making and identity building. This paper presents three major findings: (1) commodification sustains discourses of identity building and cultural revival that in turn serve to justify the pursuit of profit; (2) commodification is variegated over time and across space; and (3) commodification provides the conditions for local musicians to increase their capacity to produce local narratives of music. By demonstrating the commodification of ethnic music and the cultural politics of musical space in Lijiang, this paper calls for an interconnection of economy, culture, and politics in understanding the materiality of music.  相似文献

This paper considers the development of a particular cultural industry, the indigenous film and television production sector, in a specific locality, Vancouver (British Columbia, Canada). Vancouver’s film and television industry exhibits a high level of dependency on the location shooting of US funded productions, a relatively mobile form of foreign investment capital. As such, the development of locally developed and funded projects is crucial to the long-term sustainability of the industry. The key facilitators of growth in the indigenous sector are a small group of independent producers that are attempting to develop their own projects within a whole series of constraints apparently operating at the local, national and international levels. At the international level, they are situated within a North American cultural industry where the funding, production, distribution and exhibition of projects is dominated by US multinationals. At the national level, both government funding schemes and broadcaster purchasing patterns favour the larger production companies of central Canada. At the local level, producers have to compete with the demands of US productions for crew, locations and equipment. I frame my analysis within notions of the embeddedness or embodiment of social and economic relations, and suggest that the material realities of processes operating at the three inter-linked scales, are effectively embodied in a small group of individual producers and their inter-personal networks.  相似文献

Agricultural intensification is at the core of the current agrarian transition in Southeast Asia. New crop varieties promise higher productive outputs, but depend on significant increases in chemical inputs. In the highlands of northern Vietnam, we find that adopting hybrid maize is inevitably associated with an increasing dependence on cash for direct and indirect inputs and investments. This reliance on the cash economy is a new reality for semi-subsistence ethnic minority Hmong households, and provides evidence of the advancing agrarian transition in Vietnam’s remote northern highlands. While livelihood outcomes of hybrid seed adoption include increased maize yields, local farmers highlight numerous drawbacks, including unstable input prices, limited storage periods, pest concerns, and the increased reliance on cash. Strong preferences for the taste of traditional local maize, as well as concerns over regular harvests, lead many households to resist the full adoption of new hybrid varieties and redirect hybrid maize to livestock feed and household alcohol production instead. Thus while state policies extoll the virtues of high-yielding hybrid maize for poverty reduction, we find that food availability is an overemphasized element of household food security and upland agricultural development policies. Food security interventions must move beyond conceptualizing food security as a result of food availability alone, and also incorporate cultural acceptability of food, better understandings of hybrid maize cultivation challenges, and respect the seed diversity on which local livelihoods and food security rely.  相似文献

The paper adopts a cultural economy approach to explore the emergence of a market in so-called weather derivatives, referred to in the paper as a form of ‘geomoney’. These are specially designed financial products that allow firms to protect their profits against the impact of changing weather conditions. The paper approaches the emergence of this market, and the issues its growth raises, in three interlinked stages. Weather derivatives are located amongst the hybrid collective that is contemporary finance and are analysed through the conceptual apparatus afforded by a cultural economy approach to finance. The paper employs this analytical line to examine the assumptions and models that enable the weather to be turned into a risk and then be transported and traded within capital markets. Through specific examples of weather products together with a discussion of the International Finance Corporation’s recent involvement in this market, the paper suggests something of the ‘world making’ capabilities of finance theory and the politics of finance often hidden beneath the mathematical models. The paper concludes by highlighting not only the usefulness of a cultural economy of finance to geographers but, in light of the examples discussed, the need for cultural economy to recognise and to engage critically in its analysis the politics that such a conceptual approach to the making of financial markets exposes.  相似文献

As new analytical techniques are brought to sourcing studies and researchers compile data into multi‐laboratory databases, systematic evaluation is essential. The importance of precision and accuracy is clear, but Shackley (2005) also calls for “archaeological accuracy.” Hughes (1998) offered a framework to consider precision and accuracy alongside the concepts of reliability and validity. These four concepts can serve as a foundation to evaluate archaeological sourcing data and procedures, but adoption of Hughes’ framework has been nearly nonexistent. Unfortunately, Hughes’ formulations of reliability and validity are somewhat at odds with their conventional definitions, hindering his framework. Furthermore, the concept of precision has become outdated in analytical circles, and superfluous terms (e.g., replicability) have emerged in the archaeological literature. Here I consider the basis of Hughes’ framework and how its four components, when applied consistently by the sourcing community, are best applied to evaluate analytical data and techniques for sourcing.  相似文献

In a former industrial part of Barcelona, as in the de-industrialising neighbourhoods of many big cities, the ‘new’ economy and the ‘cultural’ economy have started to replace the ‘old’ economy, bringing new life into a declining district but also causing conflicts of land use, housing or the preservation of architectural heritage. The latter is an important part of regeneration and marketing policies of city governments, whereby the ‘new’ economy not only emerges from the old but the physical space of the old industrial quarter becomes the tool and setting in which the city can re-present itself and its success story of transformation and regeneration. Through the increasing use of information and communication technologies, which are at the same time driving this transformation - an industry as such as well as business-aid in various sectors, cultural industries in particular - the city has acquired a second, virtual presence. The city exists and ‘lives’ on numerous websites. Those by city government and city organisations often have the express purpose of marketing and presenting the city, while those by (cultural) businesses and other organisations in the district add to the mosaic of the virtual city. As a result, the old industrial space continues to live and be productive, its economic value having changed largely into a cultural value. This coexistence of the real and the virtual, old and new, also meets with a conflict at certain junctures. There is the positive representation of plans and events on the city's websites on the one hand, and the undercurrent of protest and disenchantment among the local population who find themselves marginalised from the profits and success of development, on the other. This article reviews how the process of corporatization transforms public sector management by adopting private sector principles. It argues that corporatization, as an institutional form emerging from a second wave of neoliberalism, threatens to undermine the democratic accountability of local authorities by virtue of restructuring the state in ways that are invisible to the public yet with highly negative outcomes for low-income communities. The article provides a case study on the water sector in Cape Town, South Africa by tracing the local authority's adoption of three cost-recovery policies and their impacts on low-income households over a five year period (1997-2001). Engineers are the key agents in the promotion of cost-recovery policies in the efforts to deliver services more `efficiently'. While these officials are highly skilled professionals in dealing with the technical side of the production process, they lack the social training necessary to deal with the politics of distribution. The prominence of the neoliberal agenda in urban management can be in part be attributed to the power of the technical over the political as engineers displace politicians in the deliberations over how to deliver services to poor areas of the city.  相似文献
