Ecological conflicts in Poland   总被引:1,自引:0,他引:1  
Transformation of the political system, observed in Poland for 10 years in connection with economic restructuring and basic socio-economic reforms to harmonise with European Union structures, is also evident in terms of environmental management. Pollution has been reduced in many ways but the rise in living standards, linked with the rapid growth of cars and other forms of consumption, has had a negative effect and environmental conditions have deteriorated in the central areas of large cities. The growth of waste water and refuse is a considerable problem. More areas are now officially protected and the three levels of local government established at the beginning of January 1999 (voivodeship, district and community) all have certain defined environmental protection responsibilities which are cumulatively greater than before. Meanwhile there is a greater awareness in society of environmental issues, although it does not yet lead to a high level of participation in protection work. However, there are strongly-expressed opinions on the ecological acceptability of certain economic developments and conflicts are frequently arising within communities and local governments and also between investors on the one side and ecological organisations and environmental protection institutions on the other. Most controversial are new roads, power stations (like the Zarnowiec nuclear project) and reservoirs like the one on the Dunajec river at Czorsztyn. Local communities frequently resist plans for waste dumps, incinerating plants and other developments which are seen as injurious to health or the quality of life. The planned reprivatisation of the state-owned forests is also criticised by foresters and ecological movements. Conflicts are likely to grow as economic development accelerates but better information and greater public understanding of the need for sustainability should make for consensus. This paper investigates China's changing investment systems, investment patterns and their impact on regional development. It reveals that the reforms have brought profound changes to Mao's investment system and investment allocation. Investment decentralization has given localities considerable autonomy and incentives in economic development. Budgetary investment has declined dramatically while enterprise funds, bank loans and foreign investment have increased significantly in China. An increasing amount of these new sources of fixed investment have been channeled to more profitable non-state sectors. In terms of regional changes, China's coastal provinces, particularly Guangdong, Jiangsu, and Zhejiang have recorded more rapid investment growth and have much higher per capita investment than many interior provinces. In addition, investment in the coastal provinces relies less on the state and is more profitable than that in the poorer interior. The sectoral and regional unevenness of fixed investment has significantly contributed to the uneven regional development in China. This research also has important theoretical implications, as it shows that regional investment is neither a cumulative causation process nor a convergent process, but influenced greatly by government policy, local states and local conditions, and foreign capital. An analysis of these factors should improve the understanding of investment allocation and regional development, especially for the transition economy in which the control and capacity of the central state has declined, while local and global forces have emerged as equally important forces shaping spatial change.  相似文献

In May of 2000, thousands of residents of the town of Walkerton, Ontario became ill from drinking municipal water contaminated by Escherichia coli and Campylobacter jejuni bacteria. Seven people died, while many suffered debilitating injuries. A highly unusual and risk prone local hydrological regime, coupled with manure spreading on farms near municipal wells, and lax oversight by municipal water utility officials, were quickly blamed by Ontario government figures, including then premier Mike Harris. However, the scandal surrounding Walkerton's tragedy and a subsequent public inquiry into the incident also implicated neoliberal reforms of environmental governance introduced by Harris's government subsequent to its election in 1995. This paper examines the Walkerton incident as an important example of a “normal accident” of neoliberalism, one that can be expected from neoliberal environmental regulatory reforms arising from systematic irresponsibility in environmental governance. This irresponsibility is promulgated by an overarching hostility to any regulatory interference with free markets, as well as specific regulatory gaps that produce environmental risks. The paper also serves as a case study of the extent to which neoliberalism is constituted by environmental governance reform, and conversely, how environmental governance reform is reconfigured as part of the emergent neoliberal mode of social regulation.  相似文献

The article overviews the most important changes in the internal urban structure of Prague since 1989. Post-communist urban development has been influenced by government-directed reforms of political and economic system, internationalisation and globalisation, public policies favouring unregulated market development, economic restructuring in terms of deindustrialisation and growth of producer services, and increasing social differentiation. The three most transparent processes of urban change in Prague have been (1) commercialisation of the historical core; (2) revitalisation of some inner city neighbourhoods; and (3) residential and commercial suburbanisation in the outer city. Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

The Conference, ‘Engaging with Geodiversity—Why it Matters’, December 2010, addressed the wider relevance of geodiversity in Scotland. A key challenge is to integrate geodiversity within existing policy relating to the way we work and live, and therefore to inform better the decisions we make about a sustainable future for our environment. This will require partnership working among the geoscience, geoconservation and voluntary sectors at both national and local levels, not only to demonstrate convincingly the economic, social, cultural and environmental values and benefits of geodiversity, but also to deliver real outcomes for both people and nature. The key drivers that provide particular opportunities, as well as challenges, for the integration of geodiversity are the development of an ecosystem approach and how society responds to climate change. Addressing these will be crucial from a geoconservation perspective to develop a wider understanding of the essential environmental role played by geodiversity and for the protection of key sites, both from a policy perspective in delivering economic, social and environmental benefits, and from an academic perspective in ensuring support for geoscience. The key message – that geodiversity matters – must be communicated strongly to the highest levels of government, among key interest groups and at a local community level.  相似文献

Globally, modifications to the landscape have drastically transformed social and ecological communities. The implication of global climate change for small islands and small island communities is especially troublesome. Socially, small islands have a limited resource base, deal with varying degrees of insularity, generally have little political power, and have limited economic opportunities. The physical attributes of small islands also increase their vulnerability to global climate change, including limited land area, limited fresh water supplies, and greater distances to resources. The focus of this research project is to document place-specific human–environmental interactions from a political ecology perspective as a means to address local concerns and possible consequences of global environmental change. The place in which these interactions are examined is the barrier island and village of Ocracoke, NC. I focus on the specific historical-geography of land and water management on Ocracoke as a means to examine relationships between local human–environmental interactions and environmental change. I provide an account of technological changes in potable water procurement and the paralleling development of island growth (i.e. people, buildings, tourism). Then, relying on interviews with island residents, I consider how advancements in local water infrastructure, specifically the installation of an additional reverse osmosis unit, are hinged on anticipated future economic development. Lastly the social dimensions of change are discussed with specific focus on the increase in housing density and overburdened septic drainage fields in relation to changing hydrologic processes with an examination of how all of these factors affect local vulnerability.  相似文献

This paper examines how mechanisms of social control function to mediate human-environment relations and processes of environmental change in the city. Using the Fairmount Park System of Philadelphia as a case study, I argue that a history of social control mechanisms, both formal and informal, maintained viable socio-environmental urban relationships. Their decline over the last several decades has produced a legacy of fear towards the city’s natural environment that has had, and continues to have, profound socio-spatial and ecological implications. I argue that these changes have their origin in a set of racially motivated decisions made during the volatile years of the late 1960s and early 1970s and that African American women, in particular, have been impacted disproportionately by their consequences. Fear of crime in the natural environment and suspicion of environmental change have resulted in the exclusion of local women and children from what was, historically, a politically and socially viable public space. In this context, urban ecological change is locally understood as more an issue of social control than one of environmental concern.  相似文献

In 1997 there was a change in government in the UK with the Labour Party coming into power for the first time since 1979. Among the commitments made was the intention to put sustainability at the heart of government and decision-making. There was also a commitment to introduce reforms of the utility sector. In part this was a response to public concern over the conduct and behaviour of the privatised utilities, made more pertinent in the case of the water sector by the impact of several seasons of below average rainfall and high levels of leakage. In light of this the need for change took on a particular urgency. This paper examines some of the developments in water regulation under the 1997-2001 Labour administration. Through two sets of events; the 1997 Water Summit and the 1997-1999 Price Review the paper examines the discursive processes through which sustainability has been incorporated into water regulation. It discusses the changes in the practices of regulation and whether these could be characterised as the adoption of sustainability by the water sector or a strategy of adaptation to accommodate sustainability within an existing economic paradigm.  相似文献

Considerable environmental damage occurred during the socialist era as a consequence of the rapid rate of economic growth with low priority for the quality of life. High levels of air and water pollution impacted negatively on human health as well as the physical environment. The rural areas did not escape because of soil and forest degradation, while open pit mining and associated tipping devastated large areas of countryside especially in former Czechoslovakia and East Germany. The Chernobyl nuclear disaster proved to be a turning point since public opinion was mobilised to the point that underground movements began to lobby for improvements and environmental quality became a factor in system change in 1989. Much has been achieved over the past decade, thanks in part to expertise and financial help from abroad, and the priority currently being given to membership of the European Union means that all the requirements of the environmental 'acquis' must be met over the medium term. However, the 1990s have also introduced the sustainability agenda and current challenges are much more extensive that those of the past. While many obligations now carry the full force of law, it is also evident that sustainability is a matter for interpretation nationally and locally in the light of economic pressures and cultural values, moderated through the education process and negotiation with both statutory bodies and environmental non-governmental organisations (ENGOs). Astract Recent economic reforms and shifts in land use planning in China have greatly changed the size and structure of urban land use. In this paper, an overview of the problems in urban land use and the impacts of economic reforms and planning policies on rapid urban land expansion and structural transformation is outlined. This is followed by statistical analyses to reveal determinants of urban land size. The study shows that urban land use in China has been improved, and urban land use size is related to urban reforms, urban land use adjustment, as well as to population growth and economic development.  相似文献

Spatial and planning policies in Britain have increasingly become focused on regional inequalities and the creation of mixed, sustainable and balanced communities. Within these new policy paradigms the category of the key workers has emerged as an essential element in the socio-economic sustainability of any bounded area programmes have been introduced to support their needs. Yet, defining key workers is an inherently political process as it necessitates the selection of essential and non-essential workers. Theoretical approaches that highlight state selectivity and the ways in which key policy subjects and objects are identified and mobilised have become increasingly popular across the social sciences and key worker support programmes provide a clear example of these processes in action. This paper draws on archival research to explore the formation of the category ‘key’ worker as an object of government in spatial development policies of the post-war period. It examines how key worker programmes were established to tackle the economic problems of Development Areas. It argues that definitions of key workers were forged in and through particular social, political, and economic contexts and that their emergence as an object of government presupposed and reinforced the existence of different classes of workers and different types of citizens. The paper highlights the significance of such historical work in assessments of contemporary policy and academic debates concerning the changing character of sustainable communities and citizenship, regional development, and changing modes of state regulation.  相似文献

Pacific Islands are considered among the most vulnerable geographies and societies to the effects of climate change and variability (CCV). This study addresses the mismatch between global climate change narratives and local perceptions of environmental change in Moorea, French Polynesia. This study builds on CCV risk perception and adaptation research by analyzing how temporal and historical socio-economic, cultural, political, and ecological contexts shape local perceptions of environmental change among a sample of environmental stakeholders in Moorea. The data were collected prior to the widespread global narrative and social amplification of climate change risk and its particular impact on islands. As such, they offer an important portrait of environmental perceptions in French Polynesia prior to the influence of a circumscribed climate change narrative, which has since come to shape government and NGO responses to environmental change in the Pacific Island Countries and Territories. The data presented in this paper illustrate that perceptions of drivers and effects of environmental change and risk in Moorea are embedded in larger social processes of political economy and ecology, particularly related to contemporary environmental politics, contextualized within the histories of colonialism and tourism-led economic development. Integrating the complexity of local environmental risk perceptions into CCV policy will help to avoid maladaptation, social movements against CCV planning, and may help maximize government and donor investments.  相似文献

This article uses findings from recent studies of gated communities in England, together with historical material, to explore their typology. Sustainable groundwater management strategies in water-scarce countries need to guide future decision-making processes pragmatically, by simultaneously considering local needs, environmental problems and economic development. The socio-hydrogeological approach named ‘Bir Al-Nas’ has been tested in the Grombalia region (Cap Bon Peninsula, Tunisia), to evaluate the effectiveness of complementing hydrogeochemical and hydrogeological investigations with the social dimension of the issue at stake (which, in this case, is the identification of groundwater pollution sources). Within this approach, the social appraisal, performed through social network analysis and public engagement of water end-users, allowed hydrogeologists to get acquainted with the institutional dimension of local groundwater management, identifying issues, potential gaps (such as weak knowledge transfer among concerned stakeholders), and the key actors likely to support the implementation of the new science-based management practices resulting from the ongoing hydrogeological investigation. Results, hence, go beyond the specific relevance for the Grombaila basin, showing the effectiveness of the proposed approach and the importance of including social assessment in any given hydrogeological research aimed at supporting local development through groundwater protection measures.  相似文献

With neoliberal reforms and the growth of multinational mining investment in developing countries, corporate social responsibility (CSR) has become notable (and debatable) for its potential to fill a social and environmental governance gap. As yet, there has been limited analytical attention paid to the political struggles and power dynamics that get reflected through specific CSR guidelines and their implementation in local contexts; this is particularly apparent with respect to the human rights dimension of CSR, and more specifically, indigenous rights. This study documents the debates, issues of accountability, and different interpretations of CSR between NGOs representing indigenous rights and a mining corporation. These debates focus on environmental impact assessments; indigenous rights to land; and the indigenous right to Free, Prior, and Informed Consent. These exchanges illustrate the socio-political, as well as economic, positioning of these actors, and the different agendas associated with their positions that determine issues of accountability and shape alternate interpretations of CSR guidelines. The outcomes of these debates also reflect the different degrees of power that these actors hold in such contexts, irrespective of the strength or validity of their arguments about CSR. This dialogue is thereby a lens into the more complex and contentious entanglements that emerge with CSR as a mode of governance, as it plays out ‘on the ground.’ These findings also reinforce questions regarding what we can expect of CSR as a mode of governance for addressing human rights issues with resource extraction projects, particularly within the constraints of overriding political and social structures.  相似文献

China's contemporary paradox springs from spectacular economic growth built upon a foundation of environmental degradation. Combined with rapid social stratification, serious challenges to the state's legitimacy result at a time when its ability to meet the needs of the broad majority is constrained by both structural and political limitations. These contradictions will become increasingly apparent as more critical assessments are made of the reform era. The agrarian sector, through articulation into new markets, is being transformed through short-term practices that emphasize individual income over long-term sustainable development. Using a multi-level analysis, this paper illustrates these issues through village and household case studies in northeast China, contextualized within a brief overview of the reform era, and China's rapidly changing global position.  相似文献

This leads to a reassessment of the role of the government, which is the sole proprietor of the land, in the economy – while it acknowledges the importance of market forces. The first part shows how, since 1945, Hong Kong authorities have been obliged to intervene more in urban planning and local development, despite their liberal ideology. The second part focuses on the interaction between government action and market forces, and their influence in this development. The third part deals with the question of the economic integration between Hong Kong and the Pearl River Delta (PRD) after China started its economics reforms in 1978. The deconcentration of Hong Kong industries to China was mainly due to market forces, but provided a new role for the government. This role is analyzed through its transportation policy – the domain with the most visible governmental intervention before and after 1997. It indicates the preference of the government to develop the territory rather than better integration with the PRD, because of the internal economic problems that may emerge from this integration. Nevertheless, for political and economic reasons, this integration is also seen as necessary. The future of Hong Kong’s economy lies in the answers the authorities will give to this dilemma.  相似文献
