耕地保护经济补偿运行机制及补偿效应分析 总被引：3，自引：0，他引：3
在对耕地保护经济补偿机制内涵界定的基础上,提出了"农业保险+社会保障+实物技术货币一体化的区内经济补偿机制"和"基于上级政府调控和财政转移支付的耕地保护区际经济补偿协商机制",并对区内和区际经济补偿方式、运行机理进行了分析.同时,在对耕地保护经济补偿效应概念、类型界定的基础上,结合农户问卷调查,对耕地保护经济补偿效应进行了系统分析.研究表明:(1)耕地利用生态社会效益的外部性是耕地非农化的根本原因,而构建耕地保护的经济补偿机制则是抑制耕地非农化的根本途径.(2)耕地保护的经济补偿体系由区内经济补偿和区际经济补偿共同组成,耕地保护经济补偿方式、补偿标准是影响其补偿效应的重要因素. 相似文献

分析和评述了国内耕地利用与保护的研究动态,对今后的研究方向进行了展望。国内有关耕地利用与保护的研究经历了研究背景由耕地无保护向耕地严格保护过渡,研究方法由定性为主向定量和计量为主转变,空间落点由东部经济发达地区向城镇化速度快、耕地资源禀赋条件好的中部地区转移。在某一研究论题断面上,东、中部地区始终先于西部地区。得出以下结论:经济、社会因子与耕地数量保护之间的作用机制研究已近饱和;耕地质量变动对耕地利用与地区生态环境演变的响应机制探讨亟待深入;我国应开展广义的耕地保护,走"目标多样化、政策多样化、途径多样化"的可持续耕地保护之路。 相似文献

耕地资源对农业和国民经济可持续发展起着不可替代的基础性作用。中国人均耕地资源短缺，快速工业化、城市化进程对耕地的占用使耕地资源更趋紧张。目前的市场机制必然驱动耕地资源不断向获利更多的用途转移，最终会危急食物安全。因此，创新耕地资源利用与保护的调控机制已迫切之至。基于中国耕地资源流失原因及态势的分析，提出了最小人均耕地面积和耕地压力指数概念，并以此为基础提出了构建耕地资源利用和管理调控机制的思路。实际数据分析结果表明，以最小人均耕地面积和耕地压力指数作为耕地保护的基本标准，能因地制宜地兼顾食物安全和经济发展对土地的需求，具有显著的科学性和可操作性。 相似文献

本文综合运用文献资料法、对比分析法评述了中国耕地保护机制建设研究进展,分析了存在的主要问题,并展望了下一步的研究重点与方向。研究结果表明:中国耕地保护机制建设重点研究了耕地保护经济补偿机制和共同责任机制。对经济补偿模式与整体框架设计、经济补偿标准厘定、经济补偿资金管理与运作、中央政府-地方政府耕地保护关系、耕地保护多主体共同责任关系等问题进行了分析。基于分析得出机制建设是耕地保护的治本之策,农户行为与意愿研究、耕地非市场价值研究、中央政府激励机制设计将是下一步研究主要方向的结论。 相似文献

对武汉市480户居民家庭进行随机抽样调查,分析社会公众对耕地外部效益、保护目的、保护工作存在问题、耕地减少对家庭生活的影响预期等方面的认知程度,了解居民自愿参与耕地保护的支付意愿,并运用CVM对武汉市耕地资源的非市场价值进行评估.调查及研究表明,随着耕地保护意识的增强,武汉居民已经意识到耕地资源非市场价值的存在,受访居民中对耕地保护有支付意愿的家庭有394户,占样本的83.65%;从居民参与耕地保护的支付意愿出发,居民每年保护耕地的支付意愿价值为9.67亿元,折合单位hm2耕地的非市场价值为59171元;全市现有耕地面积36.16万hm2,非市场价值约合213.98亿元,是资源价值构成中无法忽略的重要组成部分. 相似文献

我国农村和城市的发展都处在转型时期，对土地的需求将进一步扩展，而开发边际土地的余地已经有限，未来耕地食物安全的形势将更趋势严峻，因而保护耕地成为我国的基本国策，但实际上由于缺乏保护机制，耕地仍在继续向效益更高的其它土地用途转移，因此，保护耕地的根本大计在于建立机制，保护耕地的经济机制是提高农业的比较经济效益，耕地生态服务功能的价值实现至关重要，在政策管理机制方面，要强化政府在耕地保护中的作用，规范土地管理行为，明确独立于市场的政府土地管理目标，并以法律形式固定的规划作为实现目标的手段，城市发展要加强内涵集约度。 相似文献

在明确粮食生产作为耕地基础性功能的前提下,从粮食安全的角度提出了2020年北京不同耕地保护目标下的3种情景模式,分析了各情景经过生产波动校正后单产情况,采用最小人均耕地面积法,结合粮食自给水平和规划人口数量测算了北京耕保需求的底线数量.结果显示,无论以何种目标进行耕地保护,北京的耕地保护压力都是严峻的.结合测算分析结论,并针对现有耕保政策对耕地保护单一采用数量约束指标的问题,提出 "等效面积"的概念,采取综合权重系数方法对影响耕地质量和作物产量的基本因素和拓展因素进行了分析,将耕地实际面积转化为等效耕地面积.最后,从制度和政策方面分析了基于"等效面积"的耕保机制. 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
