It is generally acknowledged that immovable property taxes are one of the main revenue sources for local government. The literature emphasizes that the administration of property taxes needs well-developed inventories or registers that provide complete and accurate records of the taxed properties and their legal-economic attributes. This requirement is generally fulfilled by Spatial Data Infrastructures (SDIs) in which the coordinate exchange and sharing of geo-spatial data is provided by separate registers/information systems such as: cadastral systems, building and address registers. Recently, the Open Geospatial Consortium presented a core component of a 3D SDI in the form of an international domain standard for representing, storing and exchanging 3D city models. The CityGML allows the semantic and 3D geometrical representation of physical objects but does not deal with the legal and administrative aspects of the city objects which are required for the process of property taxation. This paper outlines the development of an Application Domain Extension (ADE) for the immovable property taxation domain that expands the CityGML data model with the legal and administrative concepts defined in Turkish Law. The study shows that this ADE could be a 3D national data model for municipal information systems and facilitate a more efficient taxation process, as well as providing data for urban planning, facility management and other municipal services. 相似文献

Cadastral surveying plays an important role in defining legal boundaries of land and property. The current practice for recording cadastral survey data mainly relies on 2D digital or analog documents. This practice is efficient for simple land parcels but can be challenged in complex building developments. To address the issues stemmed from 2D methods of representing cadastral survey data, 3D spatial information models can be considered as a viable solution for managing cadastral survey data. Building Information Modeling (BIM) enables colsslaborative 3D management of the design, construction, and operation of buildings. There have been extensive studies conducted to investigate the connectivity between BIM and 3D cadaster. Most of these studies focus on managing legal information, such as ownership boundaries and attributes, in BIM-based environments. However, there is limited investigation on how survey- ing measurements can be mapped into BIM. In this study, the proposed method for integrating the cadastral survey data into the BIM environment includes identifying cadastral survey requirements, using BIM entities relevant to cadastral survey data, enrichment of a BIM proto- type, and evaluation of the prototype. The major contribution of this study is to demonstrate the storage of cadastral survey data such as survey marks and traverse lines in the BIM environment. Therefore, this research contributes to the further enrichment of BIM with incorporating data elements related to cadastral surveying practices. It is confirmed that current BIM-based tools provide restricted capabilities for explicit management and visualiza- tion of cadastral survey data. This limitation can be addressed in the future enhancements of BIM in terms of supporting important elements for cadastral survey data. 相似文献

This article presents a methodology for designing a WebGIS framework intended for automatically analyzing spatial data and updating statistics of interest with new information inserted daily by multiple users via a Web portal. A practical example is used on vehicle accident data for assessing risk in specific road segments. Two main blocks integrated together will be described: the collaborative block and the data‐analysis block. The former gives end‐users computer‐aided tools to view, insert, modify and manage data related to accidents and traffic monitoring sensors, whereas the latter is developed to automatically analyze the accident data coming from user's collaboration. Because different agencies can survey accident sites, a collaborative environment is necessary – and a Web‐based solution is ideal – for permitting multi‐user access and data insertion. A centralized approach to process the data in real time is described in all its components. Server‐side Structured Query Language functions optimize performance by using dedicated libraries for spatial processing and re‐structuring the attributes associated with elements which are consequently re‐classified for correct color‐scaling. The end‐product is a system that provides a seamless integration of front‐end tools for user collaboration and back‐end tools to update accident risk statistics in real time and provide them to stakeholders. 相似文献

Abstract In the summer of 2000, the Annapolis Valley of Nova Scotia, Canada was selected for a high‐resolution elevation survey utilizing LIDAR (Light Detection And Ranging). Two different LIDAR systems were used to acquire data for the area. The vertical accuracy specification for the survey called for heights to be within an average of 15 cm of measured GPS heights and 95% of the data to be within 30 cm. Prior to the application of these data to geoscientific problems, extensive validation procedures were employed. High precision GPS and traditional surveys were conducted to collect height validation checkpoints. Two validation methods were developed in a GIS environment that involved comparing the checkpoints to the original LIDAR points and to an interpolated “bald earth” DEM. A systematic height error between flight lines for one of the LIDAR methods was detected that related to the calibration procedures used in the survey. This study highlights the differences between laser systems, calibration and deployment methodologies and emphasizes the necessity for independent validation data. 相似文献

We estimate spatiotemporal models of average neighborhood single family home prices to use in predicting individual property prices. Average home-price variations are explained in terms of changes in average neighborhood house attributes, spatial attributes,
and temporal economic variables. Models adopting three different definitions of neighborhoods are estimated with quarterly
cross-sectional data over the period 2000–2004 from four cities in Southern California. Heteroscedasticity and autocorrelation
problems are detected and adjusted for via a sequential routine. Results of these models suggest that forecasts obtained using
city neighborhood average price equations may have advantage over forecasts obtained using city aggregated price equations.

Considerable effort has been devoted over the years to fighting uncertainty in geographic information in its different manifestations. Thus far, research on handling inaccuracy, fuzziness, error and related issues has focused for the most part on problems with spatial data and their direct products, typically representations of spatial objects or fields. This paper seeks to broaden the discussion of uncertainty in the geospatial domain by shifting the focus from information to knowledge. It turns out that there is a surprising number of things that we cannot know (or questions we cannot answer) that are not the result of imperfect information. Forms of not knowing are pervasive in domains as diverse as mathematics, logic, physics, and linguistics, and are apparently irreducible. This being the case it may help to explore how these realms of ignorance may affect our efforts. The paper distinguishes three different modes or forms of geospatial knowledge production, and argues that each of them has built–in imperfections, for reasons of logical principle and not just empirical fact. While much can and needs to be done to manage and resolve uncertainties where possible, I argue for accepting that uncertainty is an intrinsic property of complex knowledge and not just a flaw that needs to be excised. 相似文献

As he remarks, the question is not simple, but it is easier to say what the function of the map is than to decide of what the map should consist in order that it may fulfil its function. Broadly speaking we may state that the function of the map is to record the boundaries of landed property in such a manner as not only to afford a pictorial representation but also to supply data for the identification of these boundaries on the ground when occasion requires. Public participation geographic information systems (PPGIS) are an increasingly important tool for collecting spatial information about the social attributes of place. The availability of Internet‐based options for implementing PPGIS presents new opportunities for increased efficiency and new modes of access. Here we used a mixed‐mode approach to evaluate paper versus Internet mapping methods for the same PPGIS survey in Wyoming. We compared participant characteristics, mapping participation, and the spatial distribution of mapped attributes between participants who responded to the paper versus Internet option. The response rate for those who completed the paper version of the survey was nearly 2.5 times the response rate of the Internet version. Paper participants also mapped significantly more places than did Internet participants (43 vs. 18). Internet participants tended to be younger, more likely to have a college degree, and had lived in the region for less time than paper participants. For all but one attribute there was no difference in the spatial distribution of places mapped between Internet and paper methods. Using a paper‐based PPGIS survey resulted in a higher response rate, reduced participant bias, and greater mapping participation. However, survey mode did not influence the spatial distribution of the PPGIS data. 相似文献

Modelling and extracting 3D geographical data presents numerous challenges that require continual research to attempt to evolve an efficient, reliable and accurate solution. LiDAR data capture and analysis has become a preferred acquisition choice for elevation data because the resulting quality and level of detail far exceeds traditional methods for large survey areas. As with any data collection system, LiDAR is prone to errors. Analysing these errors, ascertaining causes and producing error correction strategies is vital if accurate and confident results are to be obtained. Eight years of LiDAR datasets (from 1998 to 2005) have been closely analysed for a large coastal area of South Wales. This article provides a detailed and accurate summary of the identified LiDAR data issues and subsequent errors which affect the accuracy of end products such as Digital Surface Models (DSMs). 相似文献

Forest stand structure is an important concept for ecology and planning in sustainable forest management. In this article, we consider that the incorporation of complementary multispectral information from optical sensors to Light Detection and Ranging (LiDAR) may be advantageous, especially through data fusion by back-projecting the LiDAR points onto the multispectral image. A multivariate data set of both LiDAR and multispectral metrics was related with a multivariate data set of stand structural variables measured in a Scots pine forest through canonical correlation analysis (CCA). Four statistically significant pairs of canonical variables were found, which explained 83.0% accumulated variance. The first pair of canonical variables related indicators of stand development, i.e. height and volume, with LiDAR height metrics. CCA also found attributes describing stand density to be related to LiDAR and spectral variables determining canopy coverage. Other canonical variables pertained to Lorenz curve-derived attributes, which are measures of within-stand tree size variability and heterogeneity, able to discriminate even-sized from uneven-sized stands. The most relevant result was to find that metrics derived from the multispectral sensor showed significant explanatory potential for the prediction of these structural attributes. Therefore, we concluded that metrics derived from the optical sensor have potential for complementing the information from the LiDAR sensor in describing structural properties of forest stands. We recommend the use of back-projecting for jointly exploiting the synergies of both sensors using similar types of metrics as they are customary in forestry applications of LiDAR. 相似文献

In this article we describe the analysis of 25,000 objects from the OpenStreetMap (OSM) databases of Ireland, United Kingdom, Germany, and Austria. The objects are selected as exhibiting the characteristics of “heavily edited” objects. We consider “heavily edited” objects as having 15 or more versions over the object's lifetime. Our results indicate that there are some serious issues arising from the way contributors tag or annotate objects in OSM. Values assigned to the “name” and “highway” attributes are often subject to frequent and unexpected change. However, this “tag flip‐flopping” is not found to be strongly correlated with increasing numbers of contributors. We also show problems with usage of the OSM ontology/controlled vocabularly. The majority of errors occurring were caused by contributors choosing values from the ontology “by hand” and spelling these values incorrectly. These issues could have a potentially detrimental effect on the quality of OSM data while at the same time damaging the perception of OSM in the GIS community. The current state of tagging and annotation in OSM is not perfect. We feel that the problems identified are a combination of the flexibility of the tagging process in OSM and the lack of a strict mechanism for checking adherence to the OSM ontology for specific core attributes. More studies related to comparing the names of features in OSM to recognized ground‐truth datasets are required. 相似文献
