在阐述生物多样性保护的研究背景基础上、以《生物多样性公约》的条款和义务为主线,综述了我国在生物多样性编目、保护技术研究、信息系统建立和生物技术研究等领域的工作进展与成就;并根据国际生物多样性保护研究发展动态,讨论了今后我国生物多样性保护方面需要加强的研究领域,主要是查明与监测、生物资源持续利用技术、数据管理和信息网络建设、生物技术与生物安全等。  相似文献

简要介绍了千年生态系统评估(MA)项目编写的<生态系统与人类福祉:生物多样性综合报告>的核心内容.报告表明,生物多样性是生态系统服务与人类福祉的源泉,当前的生物多样性丧失是由直接驱动力与间接驱动力综合作用的结果,而且这些驱动力的作用尚未出现减缓迹象,预计未来几十年仍将持续存在,甚至可能进一步增强.因此,为了减缓生物多样性的丧失,必须在原有工作的基础上做出更大努力,制定并实施一整套的保育及可持续利用对策.它们包括:①以保护为主的对策,比如建立保护区等;②以可持续利用为主的对策,如建立生物多样性与生态系统服务的付费制度及交易市场等;③兼顾保护与可持续利用的综合对策,如加强多边环境协议之间的协调等;④侧重于驱动力与促成条件的对策,如取消鼓励过度利用生态系统服务的补贴等.  相似文献

地质多样性在维持生物多样性与生态系统服务方面具有重要作用。研究地质多样性对生物多样性的影响,有助于理解自然生态系统内地下—地上、地质—生物的耦合作用。结合国内外地质多样性研究进展,阐述了地质多样性与生物多样性的关系,认为地质多样性与生物多样性共同维持着自然生态系统,并且地质多样性支撑着生物多样性,其中关键问题是研究高地质多样性支撑高生物多样性形成和维持的机制;梳理了不同空间维度地质多样性对生物多样性的影响,认为此影响在全球尺度、景观尺度和局域尺度等空间维度具有差异性,特别是保护区范围的地质多样性对生物多样性的影响及其驱动机制目前尚未形成统一认识;总结了地质多样性评估的方法,主要有定性评估、定量评估和定性—定量评估3种,认为定性—定量评估方法是最有效的;未来应该在自然保护区范围的地质多样性驱动生物多样性实证分析、将地质多样性驱动生物多样性研究应用于保护区管理以及地质多样性评估方法优化等方面加强研究。  相似文献

生物多样性是指生命有机体及其借以存在的生态复合体的多样性.生物多样性包括遗传多样性、物种多样性和生态系统的多样性三层含义.遗传多样性,即指所有遗传信息的总和;物种多样性,即生命机体变化的多样化;生态系统的多样性,即栖息地、生物群落和生物圈内生物过程的多样化.相应的生物多样性保护也在环环相扣的多个生物空间等级层次上进行,即景观和生态系统总和体层次、群落层次、物种层次、基因层次[1].  相似文献

为研究矿山开采及修复过程中如何开展生物多样性管理,本文借鉴IUCN(世界自然保护联盟)发布的《矿山生物多样性管理系列指南》成果,将相关理论和方法应用到广东大宝山矿生态修复实践中。文章在介绍IUCN的“综合生物多样性管理体系”方法主要内容的基础上,将其作为大宝山矿实施生态修复依据,阐述了该管理体系在矿山生态修复工程中的应用,并结合广东大宝山矿的实际情况,提出了大宝山矿生物多样性管理的保护与修复框架,包括全周期的生物多样性管理手段,重点阐述大宝山矿生物多样性调查与监测、评价、保护与受损控制及恢复的技术方案,最后分析了对中国矿山生物多样性保护和修复的启示,IUCN矿山生物多样性管理系列指南对于指导我国矿山生态修复具有重要作用。  相似文献

随着生态文明建设成为国家发展战略,国土整治修复需要更多生态科学和技术的支撑。农业景观生物多样性是重要的自然资源,为人类可持续发展提供了重要的生态系统服务,并提供了应对气候变化等风险的途径。本文分析了我国农业景观生物多样性保护及其对国土整治生态修复的重要性,国土整治生态修复中农业景观生物多样性保护面临的挑战,并总结了欧盟在农业景观生物多样性保护方面的经验和方法。最后,文章提出了将农业景观生物多样性保护整合到国土整治生态修复的四项策略,包括生态空间的“生态修复和管护-生态补偿-民生改善”策略、农业空间的“生态基础设施-生态系统服务提升-绿色发展”策略、城乡生活空间的“多功能景观-绿色宜居空间营造”策略、国土全域“生物多样性保护网络”策略,为生态文明背景下的国土整治生态修复提供参考。  相似文献

基于条件价值法评估罗源湾海洋生物多样性维持服务价值   总被引:4,自引:0,他引:4  
海洋生物多样性维持服务指海洋中不仅生活着丰富的生物种群,还为其提供了重要的产卵场、越冬场、索饵场、避难所、栖息地等场所.基于条件价值法,于2009年8月对福建罗源湾周边城镇居民进行问卷调查,掌握当地居民对保护罗源湾生物多样性的支付意愿,进而评估罗源湾生物多样性维持服务价值.结果显示,2009年罗源湾4种珍稀生物的支付意愿为618.8元/户.2004-2008年罗源湾生物多样性维持服务价值分别为747.17万元、1 912.52万元、2 565.08万元、3 821.92万元、5 272.00万元.分析表明:家庭年收入、对保护生物的了解程度和环保意识是影响生物多样性维持服务价值的主要因素.对于保护海洋生物多样性来说,经济发展政策和环保政策都是必要的,如何做好这2个政策的平衡是政府应该关注的.  相似文献

During the past two decades biodiversity conservation has become the major focus of international interventions by donor organizations and nongovernment organizations (NGOs) working in Madagascar. Despite these efforts, biodiversity losses continue unabated and the conservation activities undertaken to date appear ineffective. This paper summarizes the findings of a research study conducted on the central highlands of Madagascar that sought to examine possible reasons for the continued erosion of biodiversity in the country. A political ecology research framework is used to identify different social actor groups vying for access to natural resources and the extent to which their actions influence biodiversity on the island. The application of this framework reveals three major findings: (1) the existence of tensions between groups of social actors vying for access to and use of natural resources; (2) the characteristics and role of power differs greatly by actor group and it is the maldistribution of power, and its manifestations of use, that have detrimental effects on regional biodiversity; and (3) there are numerous aspects of the `conventional wisdom' that have permeated the thinking of staff from extralocal actor groups (especially NGOs, donors, and government agencies) and are largely false. Such `wisdom,' perpetrated by discourse and media, lacks understanding of local livelihood patters and local needs. However, endowed with political power and financial influence, this wisdom dominates local knowledge and ultimately leads to the conception and realization of conservation projects that fail to achieve their stated objectives. The behaviors of all of the actors in this situation perpetuate the status quo, including current patterns of biodiversity elimination.  相似文献

Biodiversity provides many ecosystem functions and services in the coal mine areas and plays an important role in improving the environment and sustainable development of mining area. From the view of coal mining-damage-the whole process of reclamation, the biodiversity conservation planning and biodiversity survey, monitoring and evaluation technology were briefly introduced before coal exploiting. The main contents for biodiversity conservation and technology including the protection of topsoil seed bank, soil fauna, biological soil crusts and optimization techniques of concurrent mining and reclamation during coal mining and the operational phase were elaborated. The key factors affecting biodiversity restoration in land reclamation stage were analyzed. The research on soil improvement and revegetation was discussed. Finally, the development direction of research about conservation and restoration of biodiversity in land reclamation of coal mine were proposed. South Africa is unique in that its globally significant biodiversity, which is under significant threat, coexists with an apartheid history of dispossession that produced a starkly unequal land ownership pattern and widespread rural poverty. It is in this context that the post-apartheid government must fulfil constitutional and international obligations to safeguard environmental assets as well as undertake land reform benefiting the previously dispossessed. Consequently, there is a continuous challenge of reconciling complex and often conflicting relationships between poverty, inequitable access to resources, and the protection of biodiversity. Current efforts to conserve the Cape Floral Kingdom emphasize partnerships between private landowners and existing nature reserves to promote sustainable utilisation of biodiversity. This paper presents a case study exploring how this approach might be reconciled with land rights and opportunities for land-based livelihoods among farm dwellers in the Baviaanskloof area of the Eastern Cape. The paper identifies systemic and structural tensions in current attempts to reconcile biodiversity conservation and farm dwellers’ interests, and documents issues of process and principle that could become important in the future. In doing so, it highlights the influence of on-farm power relations and overly complex institutional arrangements in determining the real extent of participation by affected farm dwellers and the efficacy of social safeguard policies. Findings also caution against an over-reliance on ecotourism as the major occupation and the paper argues instead for support for multiple livelihood strategies.  相似文献

In the Alexander von Humboldt National Park in eastern Cuba many endemic animals and plants are found in various different natural habitats, which are considered to be the most important ones for in-situ conservation in the entire Insular Caribbean. In some areas of the National Park agriculture is practised. Thus, the objective of this study was to document and analyse the different land use activities and their consequences for local resource management and conservation of biodiversity in two village areas. A particular question was: what has changed since the foundation of the National Park in 1996? As time series data for land use and aerial photographs were not available for this part of Cuba, a qualitative evaluation was carried out. For this, six different land use units were mapped in 2001 and additional information gathered for areas with special interest related to sustainable land use and resource conservation. Although most parts of the study area are influenced to various degrees by human impact, the different types of land use seem presently not to have a crucial or detrimental impact on the land resources of the Alexander von Humboldt National Park. However, exploitation of the natural resources in certain areas could be improved with different management options to reach sustainability as well as to meet the conservation objectives of the National Park. This includes reduced or abandoned agricultural use of steep slopes to reduce erosion risk as well as a facilitated regeneration of natural vegetation in many parts of the study area to be able to conserve the high valuable biodiversity of the Park. Environmental education seems to have played an important and successful role since the foundation of the Park in 1996. Since then, cropping on steep slopes as well as illegal logging and poaching could be reduced.  相似文献

This paper introduces the Special Issue of the Proceedings of the Geologists' Association on ‘Valuing the Quaternary – Nature Conservation and Geoheritage’, arising from the International Union for Quaternary Research (INQUA) Congress in Dublin, in July 2019. It presents an overview of the values of Quaternary geoheritage, which merit recognition as an integral part of nature conservation, to protect priority sites and features for scientific research and education, and to deliver wider ecological, cultural and aesthetic benefits. The paper highlights the benefits of incorporating knowledge and understanding of Quaternary geoheritage for nature conservation and society. Palaeoenvironmental, palaeoecological and palaeobiological archives are a key source of ecological and environmental data that allow learning from the past to help address contemporary conservation challenges such as biodiversity loss, anthropogenic pressures and climate change. Quaternary science plays a vital part in supporting the wider nature conservation agenda, including strengthening the role of protected and conserved areas in the sustainable management of natural capital and ecosystem services, climate change adaptation, marine conservation, nature restoration and recovery, connecting people and nature and informing nature-based solutions to threats faced by society. However, challenges remain to achieve protection of key geoheritage sites and landscapes globally, and to integrate better understanding of geodiversity in nature conservation research, policy development and practice to help address the twin crises facing nature conservation – biodiversity loss and climate change. Quaternary studies provide temporal and spatial perspectives to inform forward-looking nature conservation that is dynamic rather than static in outlook.  相似文献

Protected areas will more efficiently protect biodiversity if threats to the persistence of populations are addressed. Seagrass meadows are globally regarded as critical habitats because of their ecosystem services, human use values, and their diminishing extent. While selecting priority areas for conservation of seagrass meadows is largely aimed at maximizing the protection of their biodiversity, little attention is paid to consider simultaneously the representation of biodiversity and the minimization of threats. This study developed and tested an approach for integrating vulnerability of seagrass meadows to anthropogenic disturbance with the selection of estuarine-protected areas. Vulnerability was measured by data on different land use types in subcatchments. Conservation value was measured by irreplaceability, diversity indices, and rarity of macroinvertebrate species in seagrass meadows. Vulnerability was incorporated into conservation planning by plotting grid cell scores for conservation value versus their scores for vulnerability. The results showed that the performance of the model for the integration of vulnerability into estuarine conservation planning was sensitive to the data treatment. The vulnerability of seagrass meadows and accordingly the arrangement of priority areas for conservation and management attention may change if more information is incorporated into the measurement of vulnerability.  相似文献

Approaches to sustainable forestry in the Piatra Craiului National Park   总被引:1,自引:0,他引:1  
Declared in 1990, the Piatra Craiului is one of Romania's 15 national parks and biosphere reserves. It has exceptional scenic and biodiversity value but is under threat from unsustainable agricultural, forestry and tourism management. The paper examines these threats in a historical context, regarding both the growth of the town of Braşov and areas of dispersed rural settlement on the mountain edge, and argues that a sustainable future will require negotiation between the park authorities and all stakeholders, including the local communities and private woodland owners who have benefited or will benefit from restitution. The way forward is explored with forest management in a central role. First, the certification of woodlands, along with the establishment of forest user groups and community woodlands, should help to reconcile the conflicting interests in the woodlands and in wood processing in support of sustainability. Second, the overgrazing of the meadows which is degrading the pastures, restricting forest regeneration and conflicting with large carnivore conservation, could be moderated by the growth of ecotourism linked with bears and wolves which would generate a new source of income to compensate farmers for reducing their flocks – given the importance of the biodiversity resources and the socio-economic pressures – and the paper therefore considers how new approaches to forest management might provide a basis for conservation and sustainable development. It will be for the recently-established national park management system – developed with World Bank Global Environment Facility funding – to take these ideas forward in due course. 文章分析了现有石漠化治理模式、物种选择、石漠化治理综合效益评估、消除贫困等方面存在的不足,并结合国家对西南岩溶石漠化区主体生态功能的定位,对未来石漠化治理过程中的几个关键问题进行了探讨,认为未来石漠化治理要更有效地兼顾生态与经济效益,提高生态补偿标准,完善生态补偿体制,促进石漠化区农村人口的城镇化转移,减少人口压力,消除农户破坏环境的驱动因素,促进石漠化治理成效的长期可持续发展,以保证西南岩溶石漠化区水土保持和生物多样性维护主体生态功能的实现。   相似文献
