The ‘global land rush’ or ‘global land grabbing’ phenomena has prompted concerns over the potential of large-scale land acquisitions to displace rural populations and impact food security in lesser-developed countries. State actors often assert that lands being leased to investors are ‘marginal’, ‘wasteland’, ‘barren’, or ‘unused’ without explicitly stating the criteria that are used to classify those spaces. Using Ethiopia as a case study, this paper synthesizes semi-structured interviews and geospatial land-use data to unpack the federal government’s notion of ‘marginal land’ to investigate how land qualifies for deposition into a federal land bank set aside for future investment and the agro-ecological characteristics and human-environment interactions endemic to these areas. We find that government officials conceive land bank areas to be generally fertile but currently ‘unused’. In reality, we find land bank areas: (1) are used by pastoralists or rural people practicing land extensive forms of cultivation that are only loosely integrated into the Ethiopian state, (2) overlap with protected areas such as National Parks, and (3) are located in places that have surface water resources the government intends to use for large-scale development such as irrigation or hydropower projects. We argue that the intended land uses of banked lands serve not only to fulfill larger development objectives but also increase state-accessible product produced in these areas strengthening the link between ‘othering’ labels, development, and state-making in the context of the global land rush.  相似文献

While the concept of urban agriculture investigates the way in which disused land within the consolidated city is returned to its citizens through a variety of farming practices, many pockets of rural land in peri-urban areas continue to be contested by institutions and communities – including informal farmers, formal farmers, municipal planners, metropolitan agencies, and investors – with contrasting interests. To date however, little scholarly attention has been paid to informal practices within the degraded areas of urban fringes and, more specifically, to the link between the expansion of peri-urban agriculture and the civic appropriation and negotiation of space in neglected peripheral areas. In this paper, we ask how a metropolitan sustainability fix is produced and contested both materially and discursively. We also explore how local residents involved in peri-urban agriculture claim the use of land for agricultural practices and in turn attempt to influence the urban agenda of the neoliberal city. Inquiring how competing visions of nature act as obstacles in this negotiation process, our analysis of the peri-urban Baix Llobregat Agricultural Park in Barcelona reveals that the imposition of official visions about how needs for food and agriculture should be fulfilled, which landscapes are esthetically acceptable, what nature is, and how land should be controlled and developed indicate why apparently “marginal” and informal urban agriculture in the periphery has come to be subordinated to the planning of the neoliberal city and of a metropolitan sustainability fix – a partial sustainability fix that is however progressively being questioned and renegotiated.  相似文献

In Ghana, the contested concepts of “land grabbing” and “land transaction” are strategically applied by proponents of critical and win–win discourses respectively to describe outcomes of land deals. Using case study methods and discourse analysis, this paper explores four cases of biofuels investments in Ghana and the implications of the choice of concepts used to represent them. Proponents of the critical discourse use the “land grabbing” concept to invoke imageries of “illegality”, “theft” and “food insecurity” when describing land deals. Consequently, some biofuels investments have been hampered in their potential to generate profit and local employment. The biofuel investors in this study, whose projects have been labeled “land grabbing”, therefore switched to food production to downplay public scepticism. Proponents of the win–win discourse portray biofuels investments as “pro-poor” projects and use the “land transaction” concept to pre-empt possible public criticisms in the media and elsewhere. Such representations of these biofuels investments are therefore mainly intended to pre-empt criticisms or attract public praise. Some projects with potentially promising outcomes have thus been terminated, while others with problematic outcomes have continued to be promoted. In contexts characterized by weak land regulations and ambivalence towards large-scale agriculture, the trajectory and outcomes of biofuels investments are often influenced by land deal representations drawn from global discourses and how they interact with pre-existing local discourses.  相似文献

硒是重要的生命必需元素,开发富硒农产品是提升我国人体硒摄入水平的安全有效途径,富硒土地资源评价与利用规划是土地质量地球化学调查成果服务于特色农产品发展与脱贫攻坚的重要切入点。本文评述了近年来在土壤和作物硒含量、土壤硒成因来源、土壤硒赋存形态及其生物有效性影响因素、土壤-作物系统硒吸收运移、硒与重金属镉等元素之间的相互作用等调查研究成果。针对我国土壤硒背景值约0.20mg/kg,远低于世界土壤背景值0.40mg/kg,整体上处于低硒水平的实际情况,认为采用0.40mg/kg Se作为富硒土壤标准具有较强的科学依据;多数情况下土壤硒主要来源于成土地质背景,部分地区与人为活动密切有关;富硒土壤可分为地质高背景、次生富集作用、人为输入及其多种作用的叠加成因,元素地球化学性质决定了硒与镉等重金属元素共生的普遍性;土壤硒成因来源以及pH、Eh、有机质、铁铝氧化物等土壤理化条件决定了硒和重金属赋存形态与生物有效性,进而影响到富硒土地的可利用性,成为制定富硒土壤地方标准的理论基础与考虑因素;不同作物种类对硒吸收富集能力不同,筛选适应当地农田生态环境、富硒低镉的农作物具有实际意义;现有的部分富硒农产品标准未充分考虑人体补硒目的,并存在标准间协调性差等问题,急需加强富硒农产品标准的制定。本文提出,富硒土地资源评价不仅需要考虑土壤硒和重金属含量,而且需综合土壤硒成因来源及其生物有效性、土壤-作物系统硒迁移累积、硒与重金属镉等元素之间的相互作用机制,以及当地气候、土壤和景观条件下作物种植的适宜性,依据富硒土地资源可利用性进行分类分区、科学规划和合理种植管理。同时建议,为满足富硒土地资源调查评价与可利用性分析、富硒农产品健康效应研究的需要,需要加强土壤和作物硒含量及其形态的提取分离与分析测试方法技术研究与应用。  相似文献

This paper explores territorial struggles around ecotourism in community-based conservation in wildlife rich Northern Tanzania. At the centre of analysis are two emblematic and distinctly different ecotourism business models that rely on a particular territorialization of property relations and resource control: one model is based on land sharing with local communities and villages, while the other relies on the appropriation of large parts of village land for exclusive access and control. Conceptually engaging critical geography debates on internal territorialization with a poststructuralist political ecology inspired by the framework of multiple environmentalities, the paper shows how ecotourism companies employ different techniques of government to secure business-friendly environments and territories in neoliberal conservation. Different business models underpin different processes of territorialization that in turn produce different modes of engagements and regimes of rule and authority. While the case of ecotourism through land sharing reinforces village land rights through a neoliberal environmentality, ecotourism through land appropriation illustrates how neoliberal, sovereign and truth environmentalities are put to work to facilitate the re-territorialization of property relations and resource control to undermine land rights of an entire village or an ethnic minority.  相似文献

Conflicts arise increasingly in Tanzania which involve claims in land located in conservation areas. These conflicts arise, in many cases, between members of the local communities and the state authorities in charge of the conservation areas. They concern customary land rights both of pastoral and of agricultural communities, a topic which also touches upon their identities. The article investigates the legal dimension of these disputes by discussing the law governing conservation areas in the wider context of land tenure legislation. Within this context, the legal framework of conservation areas is discussed from both historical and contemporary perspectives. Nature conservation must respect the needs of the local population affected. It is therefore argued that concepts of community-based conservation should be developed further to work towards the goal of integrating nature conservation and the sustainable use of natural resources. Karamoja is notoriously food insecure and has been in need of food aid for most years during the last two decades. One of the main factors causing food insecurity is drought. Reliable, area-wide, long-term data for detecting and monitoring drought conditions are critical for timely, life-saving interventions and the long-term development of the region, yet such data are sparse or unavailable. Due to advances in satellite remote sensing, characterizing drought in data-sparse regions like Karamoja has become possible. This study characterizes agricultural drought in Karamoja to enable a comprehensive understanding of drought, concomitantly evaluating the suitability of NDVI-based drought monitoring. We found that in comparison with the existing data, NDVI data currently provide the best, consistent, and spatially explicit information for operational drought monitoring in Karamoja. Results indicate that the most extreme agricultural drought in recent years occurred in 2009 followed by 2004 and 2002 and suggest that in Karamoja, moderate to severe droughts (e.g., 2008) often have the same impact on crops and human needs (e.g., food aid) as extreme droughts (e.g., 2009). We present in a proof-of-concept frame, a method to estimate the number of people needing food assistance and the population likely to fall under the integrated food security phase classification (IPC) Phase 3 (crisis) due to drought severity. Our model indicates that 90.7% of the variation in the number of people needing aid can be explained by NDVI data and NDVI data can augment these estimates. We conclude that the biggest drivers of food insecurity are the cultivation of crops on marginal land with insignificant inputs, the lack of irrigation and previous systematic incapacitation of livestock (pastoral) alternatives through government programming. Further research is needed to bridge empirical results with social–economic studies on drought impacts on communities in the region to better understand additional factors that will need to be addressed to ensure livelihood resilience.  相似文献

A common management technique for preserving and maintaining biodiversity is the establishment of large refuges and preserves. Although extensive sanctuaries can provide crucial protection for many organisms and ecosystems, they cannot fulfill all the needs of regional conservation. An alternative to a few large refuges is to create many different habitats across the landscape that enhance and improve local and regional biodiversity and provide immediate benefits to nearby communities in the form of ecosystem services. Furthermore, these can all be initiated and achieved by individuals or communities. Some key landscape enhancements can be undertaken on a local level: the creation or expansion of small wooded areas, windbreaks, or hedgerows; the construction of small wetlands; and the release of some lands from heavy pressure for the reestablishment of natural ecological processes, namely, the natural accumulation of woody and other organic materials. Newly created ecosystems can be inoculated at the outset with soil biota such as seed banks, microbes, fungi, and organic material that can accelerate ecological functioning and balance. In addition to increasing much local and regional biodiversity, locally enhanced areas can provide fuel, plant and animal food and medicinal products, and agroforestry products directly to the nearby community. These small ecological oases can serve as nesting and overwintering sites for numerous pollinators that are hugely beneficial to agricultural production. Moreover, several ecosystem enhancements may contribute positively to local and regional hydrologic cycles and prevent prolonged droughts. Enhancements to local landscapes can take on many forms. We believe that any changes that increase structural complexity in natural systems almost certainly lead to increases in local biological complexity. In addition, wider landscape level considerations, such as corridors and connectivity of populations, can be integrated on a broader scale to improve regional biodiversity and ecosystem services. Small landscape enhancements undoubtedly cannot provide for all conservation needs, but they can greatly increase widespread biodiversity, restore local ecosystem services, and can be used to complement the relatively few larger parks.  相似文献

Since all agricultural systems depend on land, the ownership of, or access to, agricultural land becomes crucial in the consideration of factors which determine agricultural land-use systems. The land tenure system affects agricultural land use and prospects for improvement. This paper examines the structure of the land tenure system in the Okun Area of Kwara State, Nigeria, and its influence on the farming system in that area. It reveals that despite the fact that this is a predominantly agricultural rural community, the operation of the land tenure system is exceptionally liberal and only marginally affects both the size of individual farm holdings and the way the land is cropped. This situation results mainly from two factors. First, the Okun people perceive land as a God-given entity and therefore it is held in trust for Him and second, the population density is very low, with plenty of land to go round. In the present circumstances, large-scale agricultural projects developed in the Okun area over the last decade have been offered land freely by the people rather than finding the land tenure system a hinderance.  相似文献

The formation and evolution of agricultural land uses in the Zhujiang Delta of South China are examined in the light of the dynamics of people and the environment and their interplay. The origin and propagation of agriculture are found to have a close relationship with the climate and sea level changes in the Holocene era. The development of rice cultivation, horticulture, and dike-pond system exemplifies human-environment interactions in a specified geographical and social context, which are manifested by the impact of environmental changes and population growth on agricultural innovations. The technologies of dike building and land reclamation, which represent local farmers effort to build a new and harmonious relationship with the changed environment, were critical to the agricultural success and sustainability. Imprudent use of a new agricultural technology could damage the environment, as evidenced by a frequent flooding that followed inappropriate dike building and premature reclamation. Diverse agricultural land uses are as a result of the adaptation of agricultural technology innovations to the environmental conditions.  相似文献

The majority of rural communities have limited agricultural development opportunities within the hills and mountains of Nepal. While the dominant development model, which focuses on technology transfer and the evolution of commercial production systems, is effective when access to inputs and markets enables farmers to produce and trade successfully, many communities are marginalised from development opportunities by poverty and poor infrastructure. Complementary development approaches that value, conserve, develop and market agrobiodiversity could alleviate the extreme poverty where these conditions prevail as in the hills and mountains, the rural margins of Nepal. Formalised in situ approaches to agrobiodiversity conservation are in their infancy in Nepal, yet suggest that opportunities exist for a complementary agricultural development approach in the rural margins based on working with the local diversity, rather than its elimination. The obstacles of widespread poverty and inadequate infrastructure ensure that effective in situ agrobiodiversity conservation programs must provide for the needs of local people for sustainable development.  相似文献

内蒙古科尔沁沙地历史上曾是科尔沁大草原,现在是农牧交错区,该区的土地利用关系到生态安全、国家粮食安全和农民生计。该区域“坨甸相间”地貌特点造成不同地形部位土壤含水量存在差异,降水量年际变化大。通过卫星影像数据解译出土地利用/覆被类型图与土壤图进行叠加,获得了显性沙地和隐性沙地数量与分布信息。首先保留耕地以外的其他地类,再利用卫星影像数据反映不同降水年型耕地的归一化植被指数(NDVI),将偏欠水年NDVI低于平均值的耕地退耕还草,消除这些耕地的冬春沙化风险,以进行土地利用布局调整。这种直接利用遥感数据获取土地利用/覆被类型和耕地的NDVI进行土地利用空间布局调整的方法,十分简单实用。本文还根据地貌和沙地降水入渗快的特点,提出了与高标准农田建设模式不同但与区域地理环境相吻合的农田整治模式,即利用自然沙丘作为区域风沙防护工程,土地开发不做大平整,不修建灌溉系统,发展雨养农业。以上根据区域地理环境条件进行土地利用布局和确定农田开发建设模式,可将农业生产与荒漠化防治和谐结合在一起,实现土地可持续利用。  相似文献

Massingir district is located in southern Mozambique, bordering South Africa. From the mid-2000s onwards, foreign private and domestic investments in the district have been on the rise in the agribusiness, tourism, and conservation sectors. This has resulted in events that scholars and activists have come to describe as land, water, and green grabs. The on-going discussions have urged the government to fully implement the policy and legal frameworks that oblige investors to undertake community consultations based on the principle of Free and Prior Informed Consent (FPIC) and to safeguard the communities’ land right acquisition. However, little has been clarified about how the consulted communities actually have experienced the consequences of their consent after they agreed to resettle or to concede parts of their communally managed land to investors. This article elaborates on a case study of a community resettled from the Limpopo National Park in Massingir and the neighboring community, which, after struggling to secure land and to improve their livelihood, began to reflect on their initial consent, interact with various actors, and craft strategies for expressing dissent and re-negotiating the deal they had struck. The article argues that the current emphasis on consultation for the purposes of building consent overlooks the importance of paying systemic attention to these strategies that are emerging from the community’s everyday experiences with the consequences of their act of giving consent. Inclusive land governance entails an institutional mechanism that closely responds to people’s experiences with policy practices.  相似文献

In an effort to halt soil erosion, desertification and sandstorms, the Chinese government has recently launched a series of land conservation programs targeted at the country’s north, northwest and southwest areas where problems are severe. This paper provides an overview of the current status of the major land conservation projects and their environmental and social-economic significance, as well as the challenges encountered. Conflicts of interests and objectives among different administrative entities involved and problems associated with the lack of local participation are addressed. Impacts on the food economy and implications for the environment are discussed in light of the options for meeting the country’s increasing food demand. The analysis highlights the necessity of improving cooperation and integration across different administrations and the imperative of participation of local communities in the planning and management process for achieving the goals of land conservation campaign. The importance of internalizing the environmental externality of land degradation and stipulating sustainable national food supply strategies is also stressed.  相似文献

The development of agriculture is recognised to be an essential preliminary and on-going element in the economic development strategies of most developing countries. The contribution of agricultural production to gross domestic product, food self-sufficiency and export income are amongst the major development goals exercising the governments of such countries. In addition, in many countries the agricultural sector is regarded as one with a potential for generating a surplus to sustain other economic activities and to have an important stabilising role in reducing the movement of population from rural areas. This article discusses renewable natural resources, soil and water, as the basis for agricultural development and especially of irrigated farming. A number of case studies will be referred to which illustrate the idea that many national governments attribute quite unreal qualities to soil and water resources. Once development schemes were launched appropriate rhetoric was mobilised to invest the reclamation of ‘virgin lands’ and ‘new lands’, with the character of ‘green revolutions’. These ventures have been sustained not because of their success but because the ‘fantasies’ have been circulated amongst ill-formed urban populations, remote from the arduous realities of land reclamation. Case studies in the Soviet Union and the Middle East are discussed.  相似文献

Our research questions and analytical approaches are used to examine coupled human-natural systems in the Northern Ecuadorian Amazon. They are based on complexity theory and extend from our earlier work in Cellular Automata (CA) in which land use/land cover (LULC) change patterns were spatially simulated to examine deforestation and agricultural extensification on household farms. The basic intent is to understand linkages between people and the environment by explicitly considering pattern-process relationships and the nature of feedback mechanisms among social, biophysical, and geographical factors that influence LULC dynamics within the study area. In this research, we describe how our CA modeling approach emphasizes the human dimensions of LULC change by including socio-economic and demographic characteristics at the household-level along with biophysical data that describe the resource endowments of farms, geographic accessibility of farms to roads and communities, and the evolving nature of human-environment interactions over time and space in response to exogenous and endogenous factors.A LULC change scenario is examined by comparing model outcomes generated for a base CA model and an alternative CA model to explore the effects of increases in household income on land use change patterns at the farm level, achieved as a consequence of improved geographic accessibility to roads and communities and increased off-farm employment as a household livelihood strategy. Growth or transitions rules in our CA model, as well as neighborhood associations are sensitive to socio-economic and demographic factors of households, resource endowments of farms, geographic accessibility, and the uncertainty associated with peasant farming in a frontier setting. Model outcomes indicate that increases in household income are associated with more land in pasture and more land being cultivated for crops as a result of greater access to agricultural markets. In addition, more land in secondary forest succession occurs as a consequence of greater access to roads and communities, thereby, affording a better opportunity for off-farm employment and greater levels of household income.  相似文献

梳理1978年之后贵州省农业政策及农业农户概况,构建耕地功能评价指标体系,并运用熵权法计算指标权重与其功能值,对耕地多功能进行分类和评价,对比全省及各个州市耕地在不同社会经济条件下所承载的功能,分析差异及原因,研究表明:(1)贵州省耕地功能呈下降趋势,功能转型从2006年前后开始,各州市存在一定差异,经济发展较快的地区在2004年前后已提前转型,经济发展较慢的地区在2012年前后转型;(2)耕地功能存在空间分布差异,主要与地区耕地压力和经济发达程度组合状况有关,低耕低压力高GDP(如遵义、六盘水)耕地功能值最高,高耕低压力高GDP(如贵阳市)则次之,高压力低GDP(如安顺等地区)再次之,低压力低GDP(如黔南等地)最低;(3)耕地数量减少,耕地化学品负荷加剧,建议注重耕地生态保护,减少以过度化学品的投入换取粮食产出等不合理做法;从当地实际出发选择适合的农业发展方式,协调粮经作物、种养业发展的关系,推动农业结构优化升级。   相似文献

What started as a media-driven hype about the global land rush has developed into a well-established academic debate on land governance and an important domain for policy intervention. Research over the past decade has deepened our understanding of how land, water and forests, which were once considered to be local assets and the sources of livelihoods, are transformed into global goods and the focus of capital investments. We are now clearly aware that such transformation generates significant impacts on the livelihood security of vulnerable groups. In response to this, a variety of policy interventions have been devised to minimize the negative impacts (‘do not harm’) and create new opportunities (‘do good’). Yet, it is still unclear how actual policy implementations play out on the ground, what the real impacts are at the local level and whether these interventions help people to improve their livelihoods. In this paper, we present an overview of the existing intervention approaches and their theoretical underpinnings, and discuss how to optimize the developmental outcomes. We argue that the once popular livelihood research framework should be revised and then incorporated more robustly in the existing intervention approaches, as it could help investors and governmental actors to engage in making their investments more relevant to local development.  相似文献

自2004年底的南亚大海啸、美国遭受飓风侵袭以来,人类社会如何采取应对措施以降低灾害的冲击成为国际科学界的一个重要议题。台湾在几年前也遭遇巨大的地震灾害,1999年9月21日凌晨,震中发源于台湾中部、芮氏规模7.3级的巨大地震,造成全台湾2 000多人死亡,8 000多人受伤,除了造成直接的经济社会损失外,也造成山区土石松滑、地层松动与山崩,直接改变了地表的覆盖状况。在后续几年台风所带来的强风豪雨下,丰沛的降雨量使原本因地震而松滑的土石大量滑落,造成严重的土石流灾害,河床也因土石泥沙的堆积而被提升,形成严重的洪患。这些自然环境的变化不仅再次改变地表的覆盖,也使重建后的小区面临极大的灾害风险。此次冲击促使当地居民重新思考人地关系之意义,通过重建过程凝聚小区意识,发展有别于过去的土地利用形态。因此为检验当地居民对灾害的暴露程度、敏感性与适应能力,本研究采用近年来在国际环境灾害研究课题备受重视的脆弱性研究途径,并利用野外调查以及遥测与地理信息系统分析呈现地震后的土地覆盖变化。希望通过分析人与环境系统的变化,以及人类社群的社会内部固有特质,归纳出重要机制以发展降低脆弱性的策略。 研究结果显示,灾害是人与环境耦合系统(coupled system)共同形成的结果,非单一的独立事件,也不是不可避免的;且地方的脆弱性具有演化与多元化的特性,同一地方下不同族群与个体对灾害的脆弱性皆不同,因此灾害研究必须更关注于灾害发生的机制,相关的政策与策略也必须建立在更小的社会与空间单元上。  相似文献

Agricultural land use in much of Brong-Ahafo region, Ghana has been shifting from the production of food crops towards increased cashew nut cultivation in recent years. This article explores everyday, less visible, gendered and generational struggles over family farms in West Africa, based on qualitative, participatory research in a rural community that is becoming increasingly integrated into the global capitalist system. As a tree crop, cashew was regarded as an individual man’s property to be passed on to his wife and children rather than to extended family members, which differed from the communal land tenure arrangements governing food crop cultivation. The tendency for land, cash crops and income to be controlled by men, despite women’s and young people’s significant labour contributions to family farms, and for women to rely on food crop production for their main source of income and for household food security, means that women and girls are more likely to lose out when cashew plantations are expanded to the detriment of land for food crops. Intergenerational tensions emerged when young people felt that their parents and elders were neglecting their views and concerns. The research provides important insights into gendered and generational power relations regarding land access, property rights and intra-household decision-making processes. Greater dialogue between genders and generations may help to tackle unequal power relations and lead to shared decision-making processes that build the resilience of rural communities.  相似文献
