This article presents a methodology for designing a WebGIS framework intended for automatically analyzing spatial data and updating statistics of interest with new information inserted daily by multiple users via a Web portal. A practical example is used on vehicle accident data for assessing risk in specific road segments. Two main blocks integrated together will be described: the collaborative block and the data‐analysis block. The former gives end‐users computer‐aided tools to view, insert, modify and manage data related to accidents and traffic monitoring sensors, whereas the latter is developed to automatically analyze the accident data coming from user's collaboration. Because different agencies can survey accident sites, a collaborative environment is necessary – and a Web‐based solution is ideal – for permitting multi‐user access and data insertion. A centralized approach to process the data in real time is described in all its components. Server‐side Structured Query Language functions optimize performance by using dedicated libraries for spatial processing and re‐structuring the attributes associated with elements which are consequently re‐classified for correct color‐scaling. The end‐product is a system that provides a seamless integration of front‐end tools for user collaboration and back‐end tools to update accident risk statistics in real time and provide them to stakeholders.  相似文献

ABSTRACT

Open data are currently a hot topic and are associated with realising ambitions such as a more transparent and efficient government, solving societal problems, and increasing economic value. To describe and monitor the state of open data in countries and organisations, several open data assessment frameworks were developed. Despite high scores in these assessment frameworks, the actual (re)use of open government data (OGD) fails to live up to its expectations. Our review of existing open data assessment frameworks reveals that these only cover parts of the open data ecosystem. We have developed a framework, which assesses open data supply, open data governance, and open data user characteristics holistically. This holistic open data framework assesses the maturity of the open data ecosystem and proves to be a useful tool to indicate which aspects of the open data ecosystem are successful and which aspects require attention. Our initial assessment in the Netherlands indicates that the traditional geographical data perform significantly better than non-geographical data, such as healthcare data. Therefore, open geographical data policies in the Netherlands may provide useful cues for other OGD strategies.  相似文献

The provision of open data by governments at all levels has rapidly increased over recent years. Given that one of the dominant motivations for the provision of open data is to generate ‘value’, both economic and civic, there are valid concerns over the costs incurred in this pursuit. Typically, costs of open data are framed as internal to the data providing government. Building on the strong history of GIScience research on data provision via spatial data infrastructures, this article considers both the direct and indirect costs of open data provision, framing four main areas of indirect costs: citizen participation challenges, uneven provision across geography and user types, subsidy of private sector activities, and the creation of inroads for corporate influence on government. These areas of indirect cost lead to the development of critical questions, including constituency, purpose, enablement, protection, and priorities. These questions are posed as a guide to governments that provide open data in addressing the indirect costs of open data.  相似文献

This article describes an open source web‐based visualization tool for exploring stakeholder conflicts in land‐use planning. It implements a multi‐criteria, decision‐analytic framework which solves a conflict‐constrained knapsack problem in order to find Pareto efficient combinations of actions which maximize public value, given the conflict constraint. The user interface is centered around an interactive map in which geographical subareas are color‐shaded in proportion to the mean strength of preference for a particular chosen action within the population in the selected area. The aim of this work is to investigate the use of web technologies and formal problem‐solving methods for improving public participation in land‐use planning and support local governments in the pursuit of improved decision‐making. The tool was developed using the free statistical programming language R and the web application framework Shiny. Its usefulness is demonstrated through a case study in Upplands Väsby municipality in Stockholm County, Sweden. The article ends with a summary together with some ideas for future research and development.  相似文献

Synchronous geocollaboration helps geographically dispersed people to work together in a shared geospatial environment. Its real‐time nature, multiple users' interaction and diversity of work context impose some special social, organizational and technological requirements, making the development of such real‐time geocollaboration systems a challenging task. A conceptual framework is therefore needed to specify and describe what synchronous geocollaboration is, considering its social, spatial and technical aspects. The geo‐social model presented in this article describes a conceptual framework for synchronous geocollaboration systems addressing the above aspects, identifies the core elements of the system and describes how these elements collaborate with each other. This model is presented using application‐level ontology and is then applied to a multi‐agent system based prototype in which multiple users can interact and negotiate in a shared 3D geospatial environment.  相似文献

With the widespread availability of a large volume of urban data, stakeholders from different domains require advanced tools to manage, visualize and understand cities and their evolution. During the last few years, researchers have proposed numerous research works and applications to illustrate the cities of the past and possible scenarios of the future under different conditions. However, many of these approaches are one-time solutions and not based on standards, making them obsolete and unusable for reproducible research. In this article, we present UD-SV: an Urban data-Services and Visualization open-source framework for multidisciplinary research to handle complex processing, analysis, and visualization of urban data. However, our goal is not to present a one-time monolithic software solution for urban data management and analysis, but we demonstrate the design and development of an open and interoperable software framework driven by use cases from diverse users to solve applied research challenges. The main contribution of UD-SV is that it uses open standards and open data with documented and reproducible processes with a particular emphasis on the reuse of existing open-source software components. We also show an enhanced use of standards to enable a shift toward components that are interchangeable or composable with other existing components in the GIS community.  相似文献

The discovery of and access to capacity building resources are often essential to conduct environmental projects based on Earth Observation (EO) resources, whether they are Earth Observation products, methodological tools, techniques, organizations that impart training in these techniques or even projects that have shown practical achievements. Recognizing this opportunity and need, the European Commission through two FP7 projects jointly with the Group on Earth Observations (GEO) teamed up with the Committee on Earth observation Satellites (CEOS). The Global Earth Observation CApacity Building (GEOCAB) portal aims at compiling all current capacity building efforts on the use of EO data for societal benefits into an easily updateable and user-friendly portal. GEOCAB offers a faceted search to improve user discovery experience with a fully interactive world map with all inventoried projects and activities. This paper focuses on the conceptual framework used to implement the underlying platform. An ISO19115 metadata model associated with a terminological repository are the core elements that provide a semantic search application and an interoperable discovery service. The organization and the contribution of different user communities to ensure the management and the update of the content of GEOCAB are addressed.  相似文献

This article reports on a study performed to understand the geographic and linguistic coverage of web resources, focusing on the example of tourism‐related themes in Switzerland. Search engine queries of web documents were used to gather counts for phrases in four different languages. The study focused on selected populated places and tourist attractions in Switzerland from three gazetteer datasets: topographic gazetteer data from the Swiss national mapping agency (SwissTopo); POI data from a commercial data provider (Tele Atlas) and user generated geographic content (geonames.org). The web counts illustrate the geographic extent and trends of web coverage of tourism for different languages. Results show that coverage for local languages, i.e. German, French and Italian, is more strongly related to the region of the spoken language. Correlation of the web counts to typical tourism indicators, e.g. population and number of hotel nights rented per year, are also computed and compared.  相似文献

The field of GIS (S for Systems, Sciences, Services, and Studies) is at a cross‐road in the early 2010s. Aiming to link the multiple visions for the next phase of GIS development, this article suggests that the emerging open GIS should serve as a guiding concept. Contextualized in the broader literature of open science, this article proposes open GIS should include eight dimensions related to data, software, hardware, standards, research, publication, funding, and education. For the GIS community, open GIS offers four exciting opportunities: (1) technology‐driven opportunities for addressing challenges posed by the (spatial) big data deluge; (2) application‐led opportunities for confronting the problems of a rapidly changing planet; (3) curiosity‐inspired, crowd‐powered opportunities for the development of an open and geographic citizen science; and (4) education‐focused opportunities for implementing the vision of a spatial university. Although there are academic, legal, social/political, and environmental impediments for the practice of open GIS, open GIS will become increasingly important in shaping our research and educational agendas in the future.  相似文献

Recently, increasing numbers of mobile phones are appearing on the market that feature advanced navigation capabilities: embedded GPS receivers for global positioning, integrated digital compasses for detecting the heading of the device, or accelerometer‐based tilt sensors will potentially enable upcoming and future mobile phones to measure their location and orientation in 3D space. In this paper, we present an application framework for building spatially aware mobile applications – applications that visualize, process or exchange geospatial information – on mobile phones equipped with such features. The core component of the framework is a novel, platform‐independent XML data exchange format for the interface between application server and mobile device that describes the geographic vicinity of the user. The format enables a variety of new mobile interaction styles and user interface types – from traditional text‐based local search and information interfaces to innovative real‐time user interfaces like Geo‐Wands and Smart Compasses.  相似文献

GIS is increasingly used in poverty mapping but there is no generic data model for database development. Examples exist already of industry‐specific models. Having such a data model eases the complexity of incorporating spatial data in poverty assessments. This article raises awareness about the need for a generic poverty data model for use in poverty mapping. It seeks to stimulate a lively debate that will lead to the development and adoption of such a data model. The ultimate goal will be to get to some level of standardization for common data types that would facilitate spatial data use in poverty assessment and sharing among poverty projects. This article is a first step at developing a data model for poverty mapping at a conceptual level. Handling multidimensional social problems, such as poverty, using a spatial framework can be challenging because of the myriad of poverty indicators in use. Employing the entity‐relationship approach, a conceptual model is developed in the current article that identifies the key thematic layers, entities, and relationships. The conceptual model produced is useful for modeling the content of the database for use in assessing and monitoring poverty.  相似文献

The concept of Volunteered Geographic Information (VGI) has progressed from being an exotic prospect to making a profound impact on GIScience and geography in general, as initially anticipated. However, while massive and manifold data is continuously produced voluntarily and applications are built for information and knowledge extraction, the initially introduced concept of VGI lacks certain methodological perspectives in this regard which have not been fully elaborated. In this article we highlight and discuss an important gap in this concept, i.e. the lack of formal acknowledgment of temporal aspects. By coining the proposed advanced framework ‘Volunteered Geo‐Dynamic Information’ (VGDI), we attempt to lay the ground for full conceptual and applied spatio‐temporal integration. To illustrate that integrative approach of VGDI and its benefits, we describe the potential impact on the field of dynamic population distribution modeling. While traditional approaches in that domain rely on survey‐based data and statistics as well as static geographic information, the use of VGDI enables a dynamic setup. Foursquare venue and user check‐in data are presented for a test site in Lisbon, Portugal. Two core modules of spatio‐temporal population assessment are thereby addressed, namely time use profiling and target zone characterization, motivated by the potential integration in existing population dynamics frameworks such as the DynaPop model.  相似文献

Uncertainty research represents a research stream of high interest within the community of geographical information science. Its elements, terminology and typology are still under strong discussion and adopted methods for analysis are currently under intensive development. This paper presents a conceptual framework for systematic investigation of uncertainty which occurs in applications of land cover change modelling in Geographical Information Systems (GIS) based on historical map data. Historical, in this context, means the map is old enough to allow identification of changes in landscape elements of interest, such as vegetation. To date such analyses are rarely conducted or not satisfactorily carried out, despite the fact that historical map data represent a potentially rich information source. The general validity and practicability of the framework for related applications is demonstrated with reference to one example in which forest cover change in Switzerland is investigated. The conceptual model consists of three domains in which main potential sources of uncertainty are systematically exposed. Existing links between data quality research and uncertainty are investigated to access the complex nature of uncertainty and to characterise the most suitable concepts for analysis. In accordance with these concepts appropriate methods and procedures are suggested to assess uncertainty in each domain. One domain is the production‐oriented amount of uncertainty which is inherent in the historical map. Vagueness and ambiguity represent suitable concepts for analysis. Transformation‐oriented uncertainty as the second domain occurs owing to editing and processing of digital data. Thereby, the suitable concept of uncertainty is error. The third domain is the application‐oriented uncertainty which occurs in comparing semantically different data. This domain relates to multi‐temporal discord which assumes the assessment of ‘equi‐temporal’ ambiguity and is thus connected to the production‐oriented domain. The framework provides an estimation of the overall amount of uncertainty. This can be linked to subsequent assessment of ‘fitness for use’. Thus the model provides a practicable and systematic approach to access the complex nature of uncertainty in the scope of land cover change modelling.  相似文献

Using volunteered geographic information (VGI) as a cost‐saving environmental monitoring and public participation mechanism has been thought to be a proof of concept to assist environmental decision‐making with insufficient managerial resources. However, research literature also often found institutional resistance when implementing VGI as part of the decision‐making process. This research develops a conceptual framework as the foundation to conduct a cross‐case comparison for four empirical cases in recreation and invasive species monitoring, but general enough for other such case comparisons. The VGI Reporting Assessment Framework (VGI‐RAF) adopted aspects of the Decision Situation Assessment (DSA) framework as the foundation to address institutional flexibility, stakeholder dynamics, and technical considerations. Using a cross‐case comparison can accumulate deep observations from cases and increase validity of insights through comparing processes. Results show that eight aspects of the VGI‐RAF reveal the suitability of embedding voluntary information within existing institutional decision‐making processes. VGI‐RAF depicts considerations for: (1) existing participation arrangements, (2) institutional arrangements, (3) managers’ needs and stakeholder expectation, and (4) interaction mechanism and technical needs. The cross‐comparison results indicate that a public participation mechanism should be accompanied by VGI development to increase effectiveness. Institutional arrangements should match local government's information needs with participants’ expectations. Knowledge gaps between institutional information needs and volunteer knowledge should be filled through technology enhancements. For ease of implementation and to promote long‐term success, we recommend that volunteered information be connected with existing communication channels to minimize changes to existing information systems.  相似文献

通过对模型库、GIS与应用分析模型集成方式的探讨,结合未来以分布式资源共享为特征的系统构建模式,提出了面向服务的分布式地学模型集成框架。该框架通过将XML文档对象模型引入到模型定义中,统一了模型数据和功能的定义,基于COM技术实现了模型集成运行服务器和模型服务访问组件。模型服务器扩展了传统模型库的功能,为异构模型提供了集成和运行环境;服务访问组件实现了面向对象的服务访问接口,为应用系统开发提供了一致的集成模式。  相似文献

Location‐based social networks (LBSNs) have become an important source of spatial data for geographers and GIScientists to acquire knowledge of human–place interactions. A number of studies have used geotagged data from LBSNs to investigate how user‐generated content (UGC) can be affected by or correlated with the external environment. However, local visual information at the micro‐level, such as brightness, colorfulness, or particular objects/events in the surrounding environment, is usually not captured and thus becomes a missing component in LBSN analysis. To provide a solution to this issue, we argue in this study that the integration of augmented reality (AR) and LBSNs proves to be a promising avenue. In this first empirical study on AR‐based LBSNs, we propose a methodological framework to extract and analyze data from AR‐based LBSNs and demonstrate the framework via a case study with WallaMe. Our findings bolster existing psychological findings on the color–mood relationship and display intriguing geographic patterns of the influence of local visual information on UGC in social media.  相似文献

ABSTRACT

The current popularity of government open data platforms as a way to share geospatial data has created an opportunity for government to receive direct feedback and edits on this very same data. This research proposes four models that can define how government accepts direct edits and feedback on geospatial data. The four models are a “status quo” of open data provision, data curation, data mirroring, and crowdsourcing. These models are placed on a continuum of government control ranging from high levels of control over data creation to a low level of control. Each model is discussed, with relevant challenges highlighted. These four models present an initial suite of options for governments looking to accept direct edits from data end users and can be framed as a partial realization of many of the principles of open government. Despite the varied potential of these approaches, they generate a shift in locus of control away from government, creating several areas of risk for government. Of these models, near-term interest may focus on data curation and data mirroring as evolutionary, rather than revolutionary steps that expand on the simple provision of open data.  相似文献
