Introduced marine organisms continue to threaten coastal resources around the world. Many agencies rely on lists of potentially harmful species for risk assessment and to prioritise management responses to an incursion. This study outlines a deductive hazard assessment technique to identify potential marine pests that may arrive via ballast water and/or hull fouling. This technique is then applied in an Australian context to identify potential "next pests" for this region. An extensive literature review identified 851 introduced marine species from around the world. The following selection criteria were then applied to develop a next pest list: (a) the species has been reported in a shipping vector or has a ship-mediated invasion history; (b) the vector still exists; (c) the species is responsible for economic or environmental harm; and, (d) it is exotic to Australia or present in Australia but subject to official control. The selection criteria are transparent and consistent with other international and national biosecurity initiatives. Thirty three of the species identified in the initial literature review satisfied all four selection criteria. These species are described here together with their associated vectors and impacts.  相似文献

The potential for oil rigs to transport diverse, reef-like communities around the globe makes them high risk vectors for the inadvertent spread of non-indigenous species (NIS). This paper describes two case studies where a suite of pre-border management approaches was applied to semi-submersible drilling rigs. In the first case study, a drilling rig was defouled in-water prior to departure from New Zealand to Australia. Risk mitigation measures were successful in reducing biosecurity risks to the recipient region, but they resulted in the unintentional introduction of the non-indigenous brown mussel (Perna perna) to New Zealand when the rig was defouled in-water by divers. In the second case study, lessons learned from this high-profile incursion resulted in a more structured approach to pre-border management, and this serves as a useful template for future rig transfers.  相似文献

Biosecurity management allows countries to meet a number of international obligations and provides some protection from potential degradation of environmental, economic, social and cultural values. Ocean governance relies on the precepts of ecologically sustainable development to manage the multiple uses in the coastal zone. The increasing reliance on aquaculture to provide food security and economic development has led to an increase in the use of non-native target species grown as food sources. Increased economic activity has led to shifting trade patterns and increased efficiencies in vessels with the resulting increase in the number of introduced marine species via ballast water and hull fouling. Herein we review the different marine biosecurity strategies and legislation that have been implemented internationally and locally that aid in preventing and managing introduced marine species, with some attention to Australia and New Zealand as examples. Typical tools being used include quarantine, Import Health Standards, voluntary cleaning guidelines, and risk assessment, all of which aim to prevent introductions.  相似文献

Anthropogenic influences on the biosphere since the advent of the industrial age are increasingly causing global changes. Climatic change and the rising concentration of greenhouse gases in the atmosphere are ranking high in scientific and public agendas, and other components of global change are also frequently addressed, among which are the introductions of non indigenous species (NIS) in biogeographic regions well separated from the donor region, often followed by spectacular invasions. In the marine environment, both climatic change and spread of alien species have been studied extensively; this review is aimed at examining the main responses of ecosystems to climatic change, taking into account the increasing importance of biological invasions. Some general principles on NIS introductions in the marine environment are recalled, such as the importance of propagule pressure and of development stages during the time course of an invasion. Climatic change is known to affect many ecological properties; it interacts also with NIS in many possible ways. Direct (proximate) effects on individuals and populations of altered physical-chemical conditions are distinguished from indirect effects on emergent properties (species distribution, diversity, and production). Climatically driven changes may affect both local dispersal mechanisms, due to the alteration of current patterns, and competitive interactions between NIS and native species, due to the onset of new thermal optima and/or different carbonate chemistry. As well as latitudinal range expansions of species correlated with changing temperature conditions, and effects on species richness and the correlated extinction of native species, some invasions may provoke multiple effects which involve overall ecosystem functioning (material flow between trophic groups, primary production, relative extent of organic material decomposition, extent of benthic-pelagic coupling). Some examples are given, including a special mention of the situation of the Mediterranean Sea, where so many species have been introduced recently, and where some have spread in very large quantities. An increasing effort by marine scientists is required, not only to monitor the state of the environment, but also to help predicting future changes and finding ways to mitigate or manage them.  相似文献

Biofouling increases drag on marine vessels resulting in higher fuel consumption and can also facilitate the transport of harmful non-indigenous species (NIS). Antifouling technologies incorporating biocides (e.g., copper and tributyltin) have been developed to prevent settlement of organisms on vessels, but their widespread use has introduced high levels of contamination into the environment and raised concerns about their toxic effects on marine communities. The recent global ban on tributyltin (1 January 2008) and increasing regulation of copper have prompted research and development of non-toxic paints. This review synthesises existing information regarding the ecological impact of biocides in a wide range of organisms and highlights directions for the management of antifouling paints. We focus particularly on representatives of the recent past (copper and tributyltin) and present (copper and ‘booster’) biocides. We identify knowledge gaps in antifouling research and provide recommendations relating to the regulation and phasing-out of copper.  相似文献

Monitoring surveys are an important tool for detecting new arrivals of exotic species, for documenting patterns of invasion, and exotic species impacts. Faced with time and cost constraints, these surveys are increasingly focused on lists of target pest species, identified as being most likely to arrive and cause significant harm. We used the national survey of Australian international ports for introduced marine pests as a case study to assess: (1) the taxonomic rigor of surveys focused on detection of target species; and (2) how the ability of port surveys to inform invasion patterns is dependent on taxonomic approach. Our analysis of the 46 available reports revealed common sub-optimal taxonomic practices that compromised their utility to identify abiotic conditions that are good predictors of biological invasion. Thus, although surveys for target species may provide information on the distribution of a handful of species, they may fail to do much else.  相似文献

Non-indigenous species (NIS) are a growing problem globally and, in the sea, aquaculture activities are critical vectors for their introduction. Aquaculture introduces NIS, intentionally or unintentionally, and can provide substratum for the establishment of other NIS. Little is known about the co-occurrence of NIS over long periods and we document the coexistence over decades of a farmed NIS (a mussel) with an accidently introduced species (an ascidian). Both are widespread and cause serious fouling problems worldwide. We found partial habitat segregation across depth and the position of rafts within the studied farm, which suggests competitive exclusion of the mussel in dark, sheltered areas and physiological exclusion of the ascidian elsewhere. Both species exhibit massive self-recruitment, with negative effects on the industry, but critically the introduction of NIS through aquaculture facilities also has strong detrimental effects on the natural environment.  相似文献

Introductions of non-indigenous species (NIS) are mostly discussed through their impact on biodiversity. However, NIS can also act as ecosystem engineers, influencing the habitat itself, positively or negatively, directly or indirectly, which should be included when making risk assessments. Special concern should be given to changes in ecological services provided by the ecosystem. Physically, NIS may affect the substrate itself, or alter habitat architecture, indirectly influencing water movements, sediment accumulation, and light conditions. Chemical changes brought upon by NIS occur both on small and large scales, some having positive effects on ecosystem services, others can perturb epibionts. Furthermore, NIS may negatively affect natural resources, aquaculture or create fouling communities, all resulting in a negative impact on economics. However, if removed, already established NIS can be used as bioremediators, having a positive effect on different ecosystems. Using NIS for habitat management may be economically profitable, but could affect the habitat adversely.  相似文献

Vector management is the primary method for reducing and preventing nonindigenous species (NIS) invasions and their ecological and economic consequences. This study was the first to examine the efficacy of in-water scrubbing using a submersible cleaning and maintenance platform (SCAMP) to prevent invertebrate species transfers from a heavily fouled obsolete vessel. Initially, prior to treatment, 37 species were recorded in a biofouling matrix that reached 30cm depth in some locations. The bryozoan Conopeum chesapeakensis, and bivalves Mytilopsis leucophaeata and Ischadium recurvum, were dominant sessile species that created structure, supporting mobile biota that included crabs and the associated parasitic barnacle Loxothylacus panopae. Scrubbing had the effect of significantly reducing organism extent and the number of species per sample, but a substantial and diverse (30 species) residual fouling community remained across the entire vessel. Further assessments of management options are needed to prevent potentially damaging NIS transfers. Additional measures taken within an integrated vector management (IVM) strategy may further improve invasion prevention measures.  相似文献

Over the past nine years, the US Coast Guard has incorporated the prevention through people (PTP) philosophy as a “human factors” approach to learn how maritime operations can be regulated safer and be more efficient by evaluating training, management policies, operational procedures, and establishing partnerships with the maritime industry. One of the key elements of applying a PTP approach is identifying and incorporating lessons learned from major marine casualties and pollution incidents. Since 1997, the US Coast Guard National Strike Force has responded to three major oil spills involving foreign freight vessels grounding, which included the removal of highly viscous oil using various lightering equipment and systems. An informal workgroup consisting of the US Coast Guard, US Navy Supervisor of Salvage (NAVSUPSALV), and various representatives from oil pollution clean-up companies met at the following facilities: the Chevron Asphalt Facility in Edmonds, WA (September 1999), the Oil and Hazardous Materials Simulated Environmental Test Tank (OHMSETT) testing facility in Leonardo, New Jersey (November 1999 and March 2000), the Alaska Clean Seas (ACS) warehouse annex in Prudhoe Bay, AK (October 2000), and Cenac Towing Company facility in Houma, LA (May 2002). The group shared ideas and techniques, and tested different pumps and hose lengths with viscous oil. It was during the early tests that the first quantitative results showed just how efficient lubricated transport of heavy oil product could be, and broadened the knowledge of such methods to the entire industry. Although this technology had existed for many years in the oil production and handling industry, its use had never been investigated in a laboratory setting with regard to salvage response lightering systems.  相似文献

These compounds have been found to enter the marine environment where they have the potential to bioaccumulate in biota. Limited information is currently available concerning the levels of PBDEs in Australian marine wildlife. This study presents baseline information on PBDE levels in a variety of marine species from Queensland, Australia and considers the influence of species-specific factors on contaminant levels and tissue distribution in marine turtles. Overall, the PBDE levels measured in this study are relatively low compared to marine biota from the northern hemisphere, indicating low level input into the marine system of Queensland. This is in general agreement with global estimates which suggest low PBDE usage in Australia. Previous studies, however, have found relatively high PBDE levels in Australian human milk and sera. This discrepancy in contamination trends between terrestrial and marine biota suggests that future transport of PBDEs may occur to the marine system in Australia.  相似文献

The potential impacts of naval sonar on cetaceans has led to a series of court cases and statements of concern by international organizations. However, there has been no research conducted on attitudes of the general public with respect to this issue. To investigate this, a preliminary public survey was conducted in Fairfax, Virginia (the Washington, DC Metro region). The majority of the public sampled believed that naval sonar impacted marine mammals (51.3%), that the US Navy should not be exempt from environmental regulations in time of peace (75.2%), and that sonar use should be moderated if it impacts cetaceans (75.8%). Individuals who were conservative, Republican, and have served in the military were more likely to believe the Navy should be exempt from marine mammal protection regulations. In addition, expert interviews were conducted to gain opinions on the potential ramifications of the recent US Supreme Court case on naval sonar mitigation.  相似文献

This paper describes the significant depositional setting information derived from well and seismic survey data for the Upper Cretaceous to Lower Eocene forearc basin sediments in the central part of the Sanriku‐oki basin, which is regarded as a key area for elucidating the plate tectonic history of the Northeast Japan Arc. According to the results of well facies analysis utilizing cores, well logs and borehole images, the major depositional environments were of braided and meandering fluvial environments with sporadically intercalated marine incursion beds. Seismic facies, reflection terminations and isopach information provide the actual spatial distributions of fluvial channel zones flowing in a north–south trending direction. The transgression and regression cycles indicate that the Upper Cretaceous to Lower Eocene successions can be divided into thirteen depositional sequences (Sequences SrCr‐0 to SrCr‐5, and SrPg‐1 to SrPg‐7). These depositional sequences demonstrate three types of stacking patterns: Types A to C, each of which shows a succession mainly comprising a meandering fluvial system, a braided fluvial system with minor meandering aspects in the upper part, and major marine incursion beds in the middle part, respectively, although all show an overall transgressive to regressive succession. The Type C marine incursion beds characteristically comprise bay center and tidal‐dominated bay margin facies. Basin‐transecting long seismic sections demonstrate a roll up structure on the trench slope break (TSB) side of the basin. These facts suggest that during the Cretaceous to Eocene periods, the studied fluvial‐dominated forearc basin was sheltered by the uplifted TSB. The selective occurrences of the Type C sequences suggest that when a longer‐scale transgression occurred, especially in Santonian and early Campanian periods, a large bay basin was developed, creating accommodation space, which induced the deposition of the Cretaceous Kuji Group along the arc‐side basin margin.  相似文献

The removal of biofouling from vessels during hull cleaning can pose a biosecurity threat if viable, non-indigenous organisms are released into the aquatic environment. However, the effect of cleaning on biofouling organism viability in different types of cleaning operations has been poorly studied. We compared the effects of hull cleaning on biofouling organisms removed from 36 marine vessels during in-water (without capture of cleaning waste) and shore-based (with capture, and treatment of cleaning waste) cleaning. In-water cleaning resulted in higher proportions of viable biofouling organisms surviving cleaning (62.3 ± 7.1% of all organisms examined) compared to dry dock (37.8 ± 8.6%) and haul-out (20.1 ± 5.3%) operations. For shore-based facilities with effluent treatment systems, concentrations of organisms and/or their propagules in cleaning effluent was reduced by ≥ 98.5% compared to initial hydro-blast effluent concentrations. These results can be used in guidance for hull cleaning operations to minimize associated biosecurity risk.  相似文献

The Italian Strong Motion Network is a permanent monitoring system run by the Italian national emergency management department (Dipartimento della Protezione Civile, DPC). The network is known as RAN (Rete Accelerometrica Nazionale). An extensive project for updating and improving the technology of RAN instruments as well as the number of recording points was performed in the last 10 years. A wide site selection survey was carried out from eastern Sicily along the Italian peninsula, covering high seismic risk areas. The recording station density and the choice of high-quality digital strong motion instruments ensure reliability of the RAN network in the long-term. At the end of 2008, the free field sites selection and instruments installation, planned in the project, were quite completed. In planning and drawing the new RAN, special attention has been devoted to the robustness of the transmission systems, and to the distribution of new stations in order to ensure plenty of data during a seismic emergency. We spent special care both in the estimation of the RAN site responses and in the diffusion of the strong motion data. In order to better identify damaged earthquake areas, improved ground motion parameters need to be set. Such parameters will also assist future progress for engineering seismic design techniques as well as disaster mitigation.  相似文献

A brief analysis of the current situation pertaining to marine pollution prevention and management in the East Asian Seas is outlined, particularly focusing on pollution arising from both land and sea-based sources. This paper highlights the results of a Regional Programme supported by the Global Environment Facility (GEF) in addressing some of the key marine pollution management problems of the region. The Programme has made significant progress in the following areas: (a) successfully developed and tested working models on the application of integrated coastal management (ICM) in addressing land-based sources of pollution; (b) tested risk assessment and risk management methodologies for addressing pollution in the Straits of Malacca; (c) attained commendable records in the ratification of marine pollution-related conventions; (d) developed an operational modality for stronger public and private sector partnerships; (e) demonstrated the cost-effectiveness of marine pollution monitoring programs; (f) focused on capacity building at the local level, and (g) with the above achievements, it has illustrated a paradigm shift in concept, approach and methodology in addressing the mounting environmental pressure caused by increasing marine pollution loads.  相似文献

Nitrogen oxide (NOx) emissions from marine diesel engines pose a hazard to human health and the environment. From 2021, demanding emissions limits are expected to be applied to sea areas that the Royal Navy (RN) accesses. We analyze how these future constraints affect the choice of NOx abatement systems for RN ships, which are subject to more design constraints than civilian ships. In recent years, Australian governments and fishing industry associations have developed guiding principles aimed at reducing the impact of fishing on non-target species and the benthos and increasing community awareness of their efforts. To determine whether they reduced seal entanglement in lost fishing gear and other marine debris, we analysed Australian sea lion and New Zealand fur seal entanglement data collected from Kangaroo Island, South Australia. Contrary to our expectations, we found that entanglement rates did not decrease in recent years. The Australian sea lion entanglement rate (1.3% in 2002) and the New Zealand fur seal entanglement rate (0.9% in 2002) are the third and fourth highest reported for any seal species. Australian sea lions were most frequently entangled in monofilament gillnet that most likely originated from the shark fishery, which operates in the region where sea lions forage--south and east of Kangaroo Island. In contrast, New Zealand fur seals were most commonly entangled in loops of packing tape and trawl net fragments suspected to be from regional rock lobster and trawl fisheries. Based on recent entanglement studies, we estimate that 1478 seals die from entanglement each year in Australia. We discuss remedies such as education programs and government incentives that may reduce entanglements.  相似文献

A total of 150 different organisms, including one plant species and 12 animal phyla were identified from sea-chests of 42 vessels visiting or operating in New Zealand between May 2000 and November 2004. Forty-nine percent of organisms were sessile, 42% mobile adults and the remaining 9% sedentary. Decapods were the most represented group with 19 species present among 79% of vessels. Forty percent of organisms were indigenous to New Zealand, 15% introduced, 10% non-indigenous, and 35% of unknown origin. Sea-chests have the potential to (1) transfer non-indigenous organisms between countries across oceanic boundaries; and (2) disperse both indigenous and introduced organisms domestically. The occurrence of adult mobile organisms is particularly significant and indicates that sea-chests may be of greater importance than ballast water or hull fouling for dispersing certain marine species. These findings emphasise the need to assess and manage biosecurity risks for entire vessels rather than different mechanisms (i.e., ballast water, hull fouling, sea-chests, etc.) in isolation.  相似文献
