Water resource management requires knowledge of the natural variability in streamflow over multiple time scales. Reconstructions of streamflow derived from moisture-sensitive trees extend, in both time and magnitude, the variability provided by relatively short gage records. In this study, we present a network of 14 annual streamflow reconstructions, 300–600 years long, for gages in the Upper Colorado and South Platte River basins in Colorado generated from new and existing tree-ring chronologies. Gages for the reconstruction were selected on the basis of their importance to two of the largest Colorado Front Range water providers, who provided the natural flow data for the calibration with tree-ring data. The reconstruction models explain 63–76% of the variance in the gage records and capture low flows particularly well. Analyses of the reconstructions indicate that the 20th century gage record does not fully represent the range of streamflow characteristics seen in the prior two to five centuries. Multi-year drought events more severe than the 1950s drought have occurred, notably in the 19th century, and the distribution of extreme low flow years is markedly uneven over the past three centuries. When the 14 reconstructions are grouped into Upper Colorado, northern South Platte, and southern South Platte regional flow reconstructions, the three time series show a high degree of coherence, but also time-varying divergences that may reflect the differential influence of climatic features operating in the western U.S. These reconstructions are currently being used by water managers to assess the reliability of water supply systems under a broader range of conditions than indicated by the gage records alone.

Prior to the 20th century Northern Hemisphere average surface air temperatures have varied in the order of 0.5 °C back to AD 1000. Various climate reconstructions indicate that slow cooling took place until the beginning of the 20th century. Subsequently, global-average surface air temperature increased by about 0.6 °C with the 1990s being the warmest decade on record. The pattern of warming has been greatest over mid-latitude northern continents in the latter part of the century. At the same time the frequency of air frosts has decreased over many land areas, and there has been a drying in the tropics and sub-tropics. The late 20th century changes have been attributed to global warming because of increases in atmospheric greenhouse gas concentrations due to human activities. Underneath these trends is that of decadal scale variability in the Pacific basin at least induced by the Interdecadal Pacific Oscillation (IPO), which causes decadal changes in climate averages. On interannnual timescales El Niño/Southern Oscillation (ENSO) causes much variability throughout many tropical and subtropical regions and some mid-latitude areas. The North Atlantic Oscillation (NAO) provides climate perturbations over Europe and northern Africa. During the course of the 21st century global-average surface temperatures are very likely to increase by 2 to 4.5 °C as greenhouse gas concentrations in the atmosphere increase. At the same time there will be changes in precipitation, and climate extremes such as hot days, heavy rainfall and drought are expected to increase in many areas. The combination of global warming, superimposed on decadal climate variability (IPO) and interannual fluctuations (ENSO, NAO) are expected lead to a century of increasing climate variability and change that will be unprecedented in the history of human settlement. Although the changes of the past and present have stressed food and fibre production at times, the 21st century changes will be extremely challenging to agriculture and forestry.

We analyze reconstructions of large-scale surface temperature patterns in past centuries for insights into long-term climate change in the Middle and Near East. The temperature reconstructions, which have been described in detail previously, are based on calibration of widespread networks of high-resolution proxy and long instrumental/historical records against the 20th century global instrumental surface temperature record. We document the influence of several distinct patterns of large-scale surface temperature variation on Middle/Near East temperature (`MNET') in the region during past centuries. The dominant pattern of influence on interannual and decadal timescales is the North Atlantic Oscillation (NAO), exhibiting significant amplitude modulation on multidecadal and century timescales. Other patterns dominate multidecadal timescale MNET variations. The influence of such patterns, and recent decadal trends in the NAO, may mask the influence of anthropogenic climate change in the MNET region in recent decades.

The impacts of year-to-year and decade-to-decade climatic variations on some of the Pacific Northwest's key natural resources can be quantified to estimate sensitivity to regional climatic changes expected as part of anthropogenic global climatic change. Warmer, drier years, often associated with El Niño events and/or the warm phase of the Pacific Decadal Oscillation, tend to be associated with below-average snowpack, streamflow, and flood risk, below-average salmon survival, below-average forest growth, and above-average risk of forest fire. During the 20th century, the region experienced a warming of 0.8 °C. Using output from eight climate models, we project a further warming of 0.5–2.5 °C (central estimate 1.5 °C) by the 2020s, 1.5–3.2°C (2.3 °C) by the 2040s, and an increase in precipitation except in summer. The foremost impact of a warming climate will be the reduction of regional snowpack, which presently supplies water for ecosystems and human uses during the dry summers. Our understanding of past climate also illustrates the responses of human management systems to climatic stresses, and suggests that a warming of the rate projected would pose significant challenges to the management of natural resources. Resource managers and planners currently have few plans for adapting to or mitigating the ecological and economic effects of climatic change.

Tree-ring-width data of Himalayan cedar [Cedrus deodara (Roxb.) G. Don] from 11 homogeneous moisture stressed sites in the monsoon shadow zone of the western Himalaya were used to develop a mean chronology extending back to ad 1353. The chronology developed using Regional Curve Standardization method is the first from the Himalayan region of India showing centennial-scale variations. The calibration of ring-width chronology with instrumental precipitation data available from stations close to the tree ring sampling sites showed strong, direct relationship with March?CApril?CMay?CJune (MAMJ) precipitation. This strong relationship was used to supplement the instrumental precipitation data back to ad 1410. The precipitation reconstruction showed extended period of drought in fifteenth and sixteenth centuries. Increasingly pluvial conditions were recorded since eighteenth century, with the highest precipitation in the early part of the nineteenth century. The decreasing trend in reconstructed precipitation in the last decade of the twentieth century, consistent with the instrumental records, is associated with the decreasing trend in frequency of western disturbances. MAMJ precipitation over the monsoon shadow zone in the western Himalaya is directly associated with the North Atlantic Oscillation (NAO) and NINO3-SST index of El Nino-Southern Oscillation (ENSO), the leading modes of climate variability influencing climate over large parts of the Northern Hemisphere. However, the relationship between ENSO and MAMJ precipitation collapsed completely during 1930?C1960. The breakdown in this relationship is associated with the warm phase of Atlantic Multidecadal Oscillation (AMO). A spectral analysis of reconstructed MAMJ precipitation indicates frequencies in the range of the variability associated with modes of NAO, ENSO and AMO.

Severe droughts in the middle-12th and late-13th centuries appear to have affected Anasazi (pre-Columbian Native American) populations. During the first drought most of the great houses in the central San Juan Basin were vacated; the second drought resulted in the abandonment of the Four Corners region. During the first drought, villages may not have been completely abandoned. The multi-year drought periods probably were characterized by reductions in both winter and summer precipitation. Maize is dependent on winter precipitation for its germination and initial growth and on summer (monsoonal) precipitation for its continued growth. Reductions in precipitation are hypothesized to have resulted in low yields of maize, the dietary staple of the Anasazi. A comparison of historic climate data and tree-ring-based reconstructions of precipitation in the Four Corners region with tree-ring-based reconstructions of the Pacific Decadal Oscillation (PDO) and the Atlantic Multidecadal Oscillation (AMO) indicate that severe and persistent drought in the Four Corners region occurs when the PDO is negative and the AMO is positive. Historic climate data from the greater San Juan Basin indicate that a negative PDO is characterized by reductions in both water-year and summer precipitation, reinforcing the concept that at least some multi-year droughts involved weakening of the summer monsoon with attendant decreases in the yields of maize.

This study presents the first multi-proxy reconstruction of rainfall variability from the mid-latitude region of south-eastern Australia (SEA). A skilful rainfall reconstruction for the 1783–1988 period was possible using twelve annually-resolved palaeoclimate records from the Australasian region. An innovative Monte Carlo calibration and verification technique is introduced to provide the robust uncertainty estimates needed for reliable climate reconstructions. Our ensemble median reconstruction captures 33% of inter-annual and 72% of decadal variations in instrumental SEA rainfall observations. We investigate the stability of regional SEA rainfall with large-scale circulation associated with El Niño–Southern Oscillation (ENSO) and the Inter-decadal Pacific Oscillation (IPO) over the past 206 years. We find evidence for a robust relationship with high SEA rainfall, ENSO and the IPO over the 1840–1988 period. These relationships break down in the late 18th–early 19th century, coinciding with a known period of equatorial Pacific Sea Surface Temperature (SST) cooling during one of the most severe periods of the Little Ice Age. In comparison to a markedly wetter late 18th/early 19th century containing 75% of sustained wet years, 70% of all reconstructed sustained dry years in SEA occur during the 20th century. In the context of the rainfall estimates introduced here, there is a 97.1% probability that the decadal rainfall anomaly recorded during the 1998–2008 ‘Big Dry’ is the worst experienced since the first European settlement of Australia.

The Southern Oscillation Index (SOI)??a measure of air pressure difference across the Pacific Ocean, from Tahiti in the south-east to Darwin in the west??is one of the world??s most important climatic indices. The SOI is used to track and predict changes in both the El Ni?o-Southern Oscillation phenomenon, and the Walker Circulation (WC). During El Ni?o, for example, the WC weakens and the SOI tends to be negative. Climatic variations linked to changes in the WC have a profound influence on climate, ecosystems, agriculture, and societies in many parts of the world. Previous research has shown that (1) the WC and the SOI weakened in recent decades and that (2) the WC in climate models tends to weaken in response to elevated atmospheric greenhouse gas concentrations. Here we examine changes in the SOI and air pressure across the Pacific in the observations and in numerous WCRP/CMIP3 climate model integrations for both the 20th and 21st centuries. The difference in mean-sea level air pressure (MSLP) between the eastern and western equatorial Pacific tends to weaken during the 21st century, consistent with previous research. Here we show that this primarily arises because of an increase in MSLP in the west Pacific and not a decline in the east. We also show, in stark contrast to expectations, that the SOI actually tends to increase during the 21st century, not decrease. Under global warming MSLP tends to increase at both Darwin and Tahiti, but tends to rise more at Tahiti than at Darwin. Tahiti lies in an extensive region where MSLP tends to rise in response to global warming. So while the SOI is an excellent indicator of interannual variability in both the equatorial MSLP gradient and the WC, it is a highly misleading indicator of long-term equatorial changes linked to global warming. Our results also indicate that the observed decline in the SOI in recent decades has been driven by natural, internally generated variability. The externally forced signal in the June?CDecember SOI during 2010 is estimated to be approximately 5% of the standard deviation of variability in the SOI during the 20th century. This figure is projected to increase to 40% by the end of the 21st century under the A2 SRES scenario. The 2010 global warming signal is already a major contributor to interdecadal variability in the SOI, equal to 45% of the standard deviation of 30-year running averages of the SOI. This figure is projected to increase to nearly 340% by the end of the 21st century. Implications that these discoveries have for understanding recent climatic change and for seasonal prediction are discussed.

Over the last 100 years, linear trends of tributary streamflow have changed on Columbia River Basin tribal reservations and historical lands ceded by tribes in treaties with the United States. Analysis of independent flow measures (Seasonal Flow Fraction, Center Timing, Spring Flow Onset, High Flow, Low Flow) using the Student t test and Mann-Kendall trend test suggests evidence for climate change trends for many of the 32 study basins. The trends exist despite interannual climate variability driven by the El Niño–Southern Oscillation and Pacific Decadal Oscillation. The average April—July flow volume declined by 16 %. The median runoff volume date has moved earlier by 5.8 days. The Spring Flow Onset date has shifted earlier by 5.7 days. The trend of the flow standard deviation (i.e., weather variability) increased 3 % to 11 %. The 100-year November floods increased 49 %. The mid-Columbia 7Q10 low flows have decreased by 5 % to 38 %. Continuation of these climatic and hydrological trends may seriously challenge the future of salmon, their critical habitats, and the tribal peoples who depend upon these resources for their traditional livelihood, subsistence, and ceremonial purposes.

We used dendroclimatology to quantify inter-annual to multi-decadal climatic variation effects on white spruce radial growth in southwest Yukon, Canada. Local climate is dry and cold, such that tree growth was primarily moisture- rather than temperature-limited, although the mechanisms varied temporally. During the 20th century, significant increases in precipitation countered warming temperatures, so that heat?moisture indices have not changed significantly. Directional climatic change, superimposed on variation due to the Pacific Decadal Oscillation (PDO), resulted in unstable climate?growth relations. Prior to 1977, ring widths were positively correlated with previous growing season precipitation and warm temperatures had a negative impact, exacerbating moisture limitations in dry years especially during the cool, dry negative PDO phase (1946?1976). After 1977, correlations with previous growing season precipitation became negative and correlations with previous fall and winter precipitation and current year July and August temperatures became positive, although not statistically significant. These changes suggest precipitation and temperature increases over recent decades benefitted white spruce growth. Climate projections for this region include further temperature and precipitation increases, which may promote white spruce growth depending on the seasonality and interactions between temperature and precipitation. This study demonstrated the complexity of potential responses of white spruce to climate variation and change.

Egypt is almost totally dependent upon water that originates from the upstream headwaters of the Nile in the humid Ethiopian and East African highlands. Analysis of rainfall and river flow records during the 20th century demonstrates high levels of interannual and interdecadal variability. This is experienced locally and regionally in the headwater regions of the Nile and internationally through its effects on downstream Nile flows in Sudan and Egypt. Examples of climate variability are presented from areas in the basin where it exerts a strong influence on society; the Ethiopian highlands (links with food security), Lake Victoria (management of non-stationary lake levels) and Egypt (exposure to interdecadal variability of Nile flows). These examples reveal adaptations across various scales by individuals and institutions acting alongside other social and economic considerations.Water resources management in the downstream riparian Egypt has involved institutional level reactive adaptations to prolonged periods of low and high Nile flows. Observed responses include the establishment of more robust contingency planning and early warning systems alongside strategic assessment of water use and planning in response to low flows during the 1980s. In the 1990s high flows have enabled Egypt to pursue opportunistic policies to expand irrigation. These policies are embedded in wider socio-political and economic considerations but increase Egypt's exposure and sensitivity to climate driven fluctuations in Nile flows. Analysis of climate change projections for the region shows there is no clear indication of how Nile flows will be affected because of uncertainty about future rainfall patterns in the basin. In many instances the most appropriate entry point for adaptation to climate change will be coping with climate variability and will play out against the certainty of looming national water scarcity in Egypt due to rapid population growth and its possible exacerbation by water demands from upstream riparians.

Reconstructing the temporal and spatial climate development on a seasonal basis during the last few centuries, including the ‘Little Ice Age’, may help us better understand modern-day interplay between natural and anthropogenic climate variability. The conventional view of the climate development during the last millennium has been that it followed a sequence of a Medieval Warm Period, a cool ‘Little Ice Age’ and a warming during the later part of the 19th century and in particular during the late 20th/early 21st centuries. However, recent research has challenged this rather simple sequence of climate development. Up to the present, it has been considered most likely that the ‘Little Ice Age’ glacial expansion in western Scandinavia was due to lower summer temperatures. Data presented here, however, indicate that the main cause of the early 18th century glacial advance in western Scandinavia was mild and humid winters associated with increased precipitation and high snowfall on the glaciers.

Monthly (1659–1995) and seasonal (1500–1658) North Atlantic Oscillation (NAO) indices were estimated using instrumental and documentary proxy predictors from Eurasia. Uncertainty estimates were calculated for the reconstructions, and the variability of the 500-year winter NAO has been assessed. The late twentieth century NAO extremes are within the range of variability during earlier centuries.

The Flexible Global Ocean-Atmosphere-Land System model, Spectral Version 2 (FGOALS-s2) was used to simulate realistic climates and to study anthropogenic influences on climate change. Specifically, the FGOALS-s2 was integrated with Coupled Model Intercomparison Project Phase 5 (CMIP5) to conduct coordinated experiments that will provide valuable scientific information to climate research communities. The performances of FGOALS-s2 were assessed in simulating major climate phenomena, and documented both the strengths and weaknesses of the model. The results indicate that FGOALS-s2 successfully overcomes climate drift, and realistically models global and regional climate characteristics, including SST, precipitation, and atmospheric circulation. In particular, the model accurately captures annual and semi-annual SST cycles in the equatorial Pacific Ocean, and the main characteristic features of the Asian summer monsoon, which include a low-level southwestern jet and five monsoon rainfall centers. The simulated climate variability was further examined in terms of teleconnections, leading modes of global SST (namely, ENSO), Pacific Decadal Oscillations (PDO), and changes in 19th–20th century climate. The analysis demonstrates that FGOALS-s2 realistically simulates extra-tropical teleconnection patterns of large-scale climate, and irregular ENSO periods. The model gives fairly reasonable reconstructions of spatial patterns of PDO and global monsoon changes in the 20th century. However, because the indirect effects of aerosols are not included in the model, the simulated global temperature change during the period 1850–2005 is greater than the observed warming, by 0.6°C. Some other shortcomings of the model are also noted.

We assess the potential impacts of climate change on the hydrology and water resources of the Nile River basin using a macroscale hydrology model. Model inputs are bias corrected and spatially downscaled 21st Century simulations from 11 General Circulation Models (GCMs) and two global emissions scenarios (A2 and B1) archived from the 2007 IPCC Fourth Assessment Report (AR4). While all GCMs agree with respect to the direction of 21st Century temperature changes, there is considerable variability in the magnitude, direction, and seasonality of projected precipitation changes. Our simulations show that, averaged over all 11 GCMs, the Nile River is expected to experience increase in streamflow early in the study period (2010–2039), due to generally increased precipitation. Streamflow is expected to decline during mid- (2040–2069) and late (2070–2099) century as a result of both precipitation declines and increased evaporative demand. The predicted multimodel average streamflow at High Aswan Dam (HAD) as a percentage of historical (1950–1999) annual average are 111 (114), 92 (93) and 84 (87) for A2 (B1) global emissions scenarios. Implications of these streamflow changes on the water resources of the Nile River basin were analyzed by quantifying the annual hydropower production and irrigation water release at HAD. The long-term HAD release for irrigation increases early in the century to 106 (109)% of historical, and then decreases to 87 (89) and 86 (84)% of historical in Periods II and III, respectively, for the A2 (B1) global emissions scenarios. Egypt’s hydropower production from HAD will be above the mean annual average historical value of about 10,000 GWH for the early part of 21st century, and thereafter will generally follow the streamflow trend, however with large variability among GCMs. Agricultural water supplies will be negatively impacted, especially in the second half of the century.

The El Niño/Southern Oscillation (ENSO) strongly influences the large-scale atmospheric circulation over the extratropical North Pacific during boreal winter, which has an important impact on North American winter climate. This study analyses the interdecadal variability of the ENSO teleconnection to the wintertime extratropical North Pacific, over the period 1900–2010, using a range of observationally derived datasets and an ensemble of atmospheric model simulations. The observed teleconnection strength is found to vary substantially over the 20th century. Specifically, 31-year periods in the early-century (1912–1942), mid-century (1946–1976) and the late-century (1980–2010) are identified in the observations when the ENSO teleconnection to the North Pacific circulation are found to be particularly strong, weak and strong respectively. The ENSO teleconnection to the North Pacific in the atmospheric model ensemble is weak in the mid-century period and substantially stronger in the late-century, closely following the variability in the observed ENSO-North Pacific teleconnection. In the early-century, however, the atmospheric model also exhibits a weak teleconnection to the North Pacific, unlike in observations. In a subset of the model realisations that exhibit similar ENSO-North Pacific teleconnection as in observations during the early-century period there are large differences in extratropical circulation but not in equatorial Pacific precipitation anomalies, in contrast to the late-century period. This suggests that the high correlation in the early century period is largely due to internal extratropical variability. The important implications of these results for seasonal predictability and the assessment of seasonal forecasting systems are discussed.

We developed the first tree-ring chronology, based on 73 cores from 29 Pinus tabulaeformis trees, for the Xiaolong Mountain area of central China, a region at the boundary of the Asian summer monsoon. This chronology exhibits significant (at 0.01 level) positive correlations with precipitation in May and June, and negative correlations with temperature in May, June and July. Highest linear correlation is observed between tree growth and the seasonalized (April–July) precipitation, suggesting that tree rings tend to integrate the monthly precipitation signals. Accordingly, the April–July total precipitation was reconstructed back to 1629 using these tree rings, explaining 44.7?% of the instrumental variance. A severe drought occurred in the area during the 1630s–1640s, which may be related to the weakened Asian summer monsoon caused by a low land-sea thermal gradient. The dry epoch during the 1920s–1930s and since the late 1970s may be explained by the strengthened Hadley circulation in a warmer climate. The dry (wet) epochs of the 1920s–1930s (the 1750s and 1950s) occurred during the warm (cold) phases of the El Ni?o-Southern Oscillation and the Pacific Decadal Oscillation that are often associated with weakened (strengthened) East Asian summer monsoon. These relationships indicate significant teleconnections operating over the past centuries in central China related to large-scale synoptic features.

Under the impacts of climate variability and human activities, there are statistically significant decreasing trends for streamflow in the Yellow River basin, China. Therefore, it is crucial to separate the impacts of climate variability and human activities on streamflow decrease for better water resources planning and management. In this study, the Qinhe River basin (QRB), a typical sub-basin in the middle reach of the Yellow River, was chosen as the study area to assess the impacts of climate variability and human activities on streamflow decrease. The trend and breakpoint of observed annual streamflow from 1956 to 2010 were identified by the nonparametric Mann–Kendall test. The results showed that the observed annual streamflow decreased significantly (P?<?0.05) and a breakpoint around 1973 was detected. Therefore, the time series was divided into two periods: “natural period” (before the breakpoint) and “impacted period” (after the breakpoint). The observed annual streamflow decreased by 68.1 mm from 102.3 to 34.2 mm in the two periods. The climate elasticity method and hydrological model were employed to separate the impacts of climate variability and human activities on streamflow decrease. The results indicated that climate variability was responsible for 54.1 % of the streamflow decrease estimated by the climate elasticity method and 59.3 % estimated by the hydrological modeling method. Therefore, the climate variability was the main driving factor for streamflow decrease in the QRB. Among these driving factors of natural and anthropogenic, decrease in precipitation and increase in water diversion were the two major contributions of streamflow reduction. The finding in this study can serve as a reference for regional water resources management and planning.
