Small cetacean bycatch in gillnet fisheries may be reduced by deterring odontocetes from nets acoustically. However, different odontocete species may respond differently to acoustic signals from alarms. Therefore, in this study a striped dolphin and a harbour porpoise were subjected simultaneously to sounds produced by the XP-10 experimental acoustic alarm. The alarm produced 0.3s tonal signals randomly selected from a set of 16 with fundamental frequencies between 9 and 15kHz, with a constant pulse interval of 4.0s (duty cycle 8%) and a Source Level range of 133-163dB re 1muPa (rms). The effect of the alarm was judged by comparing the animals' respiration rate and position relative to the alarm during test periods with those during baseline periods. As in a previous study on two porpoises with the same alarm, the porpoise in the present study reacted strongly to the alarm by swimming away from it and increasing his respiration rate. The striped dolphin, however, showed no reaction to the active alarm. Based on harbour porpoise audiograms and the specific audiogram of the striped dolphin in the present study, and the low background noise levels during the experiment, both animals must have heard the alarm signals clearly. This study indicates that cetacean species are not equally sensitive to human-made noise disturbance. Therefore, source levels of acoustic alarms should be adapted to the species they are supposed to deter. In addition, alarms should be tested on each odontocete species for which they are intended to reduce bycatch.  相似文献

Harbour porpoises Phocoena phocoena are protected under the Habitats and Species Directive (92/43/EEC) and listed as a priority species in the City and County of Swansea's Biodiversity Action Plan (BAP). Increased coastal pressures demand better governance and this study adopted a dimensional analysis to produce a local management framework for harbour porpoise populations. Having established basic behavioural dynamics and identified critical habitats, a coastal zone use model was developed. This highlighted porpoise and coastal user interaction from a species perspective. Evidence was determined from observations and published research, and an Environmental Risk Assessment (ERA) was undertaken. An estimation of consequence probability was determined and revealed that continued coastal use, without mitigation, is likely to have significant local impacts on porpoise populations. A strengths, weaknesses, opportunities and threats (SWOT) analysis and legislative appraisal highlighted potential opportunities and deficiencies. Mitigation refers principally to industry, fisheries and recreation and suggestions include flexible zoning; speed and vessel restrictions; engineering solutions to noise intrusion and fisheries monitoring. A mixture of formal and informal regulations is recommended, together with educational projects and industry-funded research opportunities.  相似文献

Overexploitation of bycatch and target species in marine capture fisheries is the most widespread and direct driver of change and loss of global marine biodiversity. Bycatch in purse seine and pelagic longline tuna fisheries, the two primary gear types for catching tunas, is a primary mortality source of some populations of seabirds, sea turtles, marine mammals and sharks. Bycatch of juvenile tunas and unmarketable species and sizes of other fish in purse seine fisheries, and juvenile swordfish in longline fisheries, contributes to the overexploitation of some stocks, and is an allocation issue. There has been substantial progress in identifying gear technology solutions to seabird and sea turtle bycatch on longlines and to direct dolphin mortality in purse seines. Given sufficient investment, gear technology solutions are probably feasible for the remaining bycatch problems. More comprehensive consideration across species groups is needed to identify conflicts as well as mutual benefits from mitigation methods. Fishery-specific bycatch assessments are necessary to determine the efficacy, economic viability, practicality and safety of alternative mitigation methods. While support for gear technology research and development has generally been strong, political will to achieve broad uptake of best practices has been lacking. The five Regional Fisheries Management Organizations have achieved mixed progress mitigating bycatch. Large gaps remain in both knowledge of ecological risks and governance of bycatch. Most binding conservation and management measures fall short of gear technology best practice. A lack of performance standards, in combination with an inadequate observer coverage for all but large Pacific purse seiners, and incomplete data collection, hinders assessing measures' efficacy. Compliance is probably low due to inadequate surveillance and enforcement. Illegal, unreported and unregulated tuna fishing hampers governance efforts. Replacing consensus-based decision-making and eliminating opt-out provisions would help. Instituting rights-based management measures could elicit improved bycatch mitigation practices. While gradual improvements in an international governance of bycatch can be expected, market-based mechanisms, including retailers and their suppliers working with fisheries to gradually improve practices and governance, promise to be expeditious and effective.  相似文献

Tropical shrimp trawl fisheries are unsustainable, and similar sets of management measures are used globally to address the direct and indirect costs of their practices. Yet little is known about shrimp fishers’ perceptions, despite the clear importance of human behaviour in determining the success of fisheries management. This article presents the results of interviews with industrial shrimp trawl fishers from the southern Gulf of California, Mexico, and reveals fishers’ knowledge and attitudes that should be considered when developing management plans for industrial shrimp trawl fisheries. Fishers were asked to comment on problems facing the fishery, management options to address the issues, and the future of the fishery in general. The interviews also elicited new knowledge on effort and valuable components of bycatch, useful to the management process. Among the problems facing the Gulf of California fishery, fishers tended to identify those generated externally—fluctuations in shrimp populations, increases in fishing effort, decreases in shrimp prices and increasing overheads—and thus distance themselves from responsibility for management options. The successes of any mitigation measures for the fishery are likely to depend on proper enforcement and reliable governance, as our study indicates. Should strong enforcement be put in place, then trawl free areas seem to be the most pragmatic way to alleviate problems associated with the fishery; our effort data point to areas that might have greatest acceptance among fishers. A reduction in capacity would clearly complement marine zoning for trawl free areas. In the long run, however, it may be economic extinction of the fishery that reduces pressure on the marine ecosystem.  相似文献

The implementation of the Natura 2000 network of marine protected areas under the European Habitats Directive (92/43/EEC) has far-reaching implications for fisheries. To date, no consistent approaches have been established to develop fisheries management measures in Natura 2000 areas, and no European member state has proposed any fisheries measures to the European Commission for consideration under the Common Fisheries Policy. Four key issues are identified in the relationship between fisheries and Natura 2000, and the possible role that the future Common Fisheries Policy could have in this context is discussed. There is a need (1) for a consistent framework to integrate scientific advice, stakeholder participation and management in the management process; (2) for a common methodology to prioritize conservation objectives, in particular for transboundary protected areas; (3) for a consistent framework to assess and evaluate fisheries impacts to define management measures; and (4) to define spatial properties for fisheries. The results from the projects EMPAS (Germany), FIMPAS (the Netherlands), and INDEMARES (Spain) and the Dogger Bank case are discussed.  相似文献

Many odontocetes die annually in gillnet fisheries. Why they become entangled is not yet clear. Maybe some species detect the nets too late to avoid collision. Therefore, the target strength of 11 types of bottom-set gillnets was measured under 0 and 45 degrees angles of incidence. From these target strengths and from knowledge on the echolocation abilities of two odontocete species (harbour porpoises, bottlenose dolphins), the detection ranges of the nets by these small cetaceans could be estimated. The 90% detection range by echolocating harbour porpoises, approaching the nets at right (perpendicular) angles under low noise level conditions, varied between 3 and 6 m depending on the net type. For bottlenose dolphins, under high noise conditions, the 90% detection range varied between 25 and 55 m. At other angles of approach, the estimated detection ranges are shorter. The study suggests that echolocating bottlenose dolphins can detect nets in time to avoid collision, whereas echolocating harbour porpoises cannot in most cases. Suggestions for future research to reduce small cetacean bycatch by improving the nets' detectability by echolocation are given.  相似文献

Mitigating the environmental impact of commercial fishing, by avoiding, minimizing and compensating for adverse effects, is core business for fisheries management authorities globally. The complex interplay of ecological, economic, and social considerations has often resulted in bycatch management being reactive, confrontational and costly. In many cases it has been difficult to demonstrate success and to establish whether bycatch management has been efficient or effective. This article proposes standards for bycatch management following reviews of literature, international agreements and Australian domestic fishery management policies, and consideration by many technical experts and several stakeholder representatives. The standards have been developed using Australian Commonwealth fisheries – and the international fisheries agreements to which Australia is party – as a baseline, but should be applicable to both domestic and regional/international governance systems. The proposed standards involve quantifying fisheries bycatch, agreeing on operational objectives, assessing the effects of fishing on bycatch populations, establishing the cost-effectiveness of mitigation measures, and evaluating performance. The standards encourage domestic management measures that are consistent with the guidance and requirements of international agreements and regional fisheries management organisations. The importance of engaging stakeholders throughout the process is recognised. The standards provide a framework for measuring performance and a checklist of actions for managing bycatch at a fishery level. They have the potential to facilitate the development of more strategic and effective approaches to bycatch management, with defined goals, monitoring systems, and adaptive decision-making. This review of past bycatch management, including the application of the proposed standards to the mitigation of shark bycatch in an Australian longline fishery, demonstrates that the proposed standards are operationally feasible but that they have not always been applied. Specifically, monitoring the performance of bycatch management measures has not always followed their implementation.  相似文献

We investigated the occurrence of harbour porpoises in the North Sea off Schleswig-Holstein by conducting aerial surveys with emphasis on calves. Fourteen per cent of the sighted porpoises off the islands of Sylt, Amrum and southern Rømø were calves, whereas the average calf proportion for the whole North Sea as established during the 1994 SCANS survey was only 5.4%. The significantly higher proportion of calves off Sylt and Amrum indicates that these coastal waters are used as a preferred calving ground for harbour porpoises. Analysis of stranding data showed that the identified calving ground does not extend south of Amrum and that harbour porpoise calves are present off Sylt and Amrum all year round. The combination of sighting and stranding data demonstrates the special importance of the investigated area for harbour porpoises as a calving and nursing ground. Fisheries learning exchanges (FLE) can be useful for enhancing fisheries management. Reversing the decline of the North Pacific loggerhead turtle is a priority articulated in US, Japanese, and Mexican natural resources policy. However, by 2005, while nesting beach protection was strong in Japan and bycatch reduction had been achieved in U.S. Hawaii-based longline fisheries, bycatch mortality was very high in Mexican artisanal fisheries and believed to be problematic in Japanese coastal fisheries. Efforts to conserve the population were hindered by lack of understanding and cooperation by and between fishers, conservation practitioners, scientists, and managers of all three countries. The authors produced a trinational FLE with participants from Japan, Mexico, and Hawaii to share bycatch challenges and develop solutions. The trinational FLE gave fishers and other participants new, otherwise unattainable knowledge, perspectives, and experiences that empowered them as leaders among their peers, resulting in unexpectedly strong cultural and conservation outcomes that included: a) understanding of the myriad threats to loggerheads throughout their ranges and lifetimes, b) development of a transpacific conservation partnerships to undertake coordinated recovery efforts, c) participatory research to develop and test bycatch reduction technological and practical solutions for Japan and Mexico, and d) hundreds of juvenile loggerheads spared per yr from bycatch mortality via changes in fishing practices by FLE participants. The authors conclude that the reciprocal FLE can serve as a practical tool with potential for broad application for empowering fishers and other fisheries stakeholders to improve fisheries.  相似文献

Fleet communication systems report near real-time observations of bycatch hotspots to enable a fishery to operate as a coordinated “One Fleet” to substantially reduce fleet-wide capture of protected bycatch species. This benefits the bycatch species per se, reduces waste, and can provide economic benefits to industry by reducing risk of exceeding bycatch thresholds and causing future declines in target species catch levels. We describe case studies of fleet communication programs of the US North Atlantic longline swordfish fishery, US North Pacific and Alaska trawl fisheries, and US Alaska demersal longline fisheries, and identify alternative fleet communication program designs to reduce fisheries bycatch. Evidence supports the inference that these three fleet communication programs substantially reduced fisheries bycatch and provided economic benefits that greatly outweighed operational costs. Fleet communication may be appropriate in fisheries where there are strong economic incentives to reduce bycatch, interactions with bycatch species are rare events, adequate onboard observer coverage exists, and for large fleets, vessels are represented by a fishery association.  相似文献

The 2MP alarm produced 0.3 s tonal signals randomly selected from a set of 16 with similar fundamental frequencies but with random pulse intervals of between 2 and 5 s (duty cycle 8%). The frequency spectra and source levels of the 2MP and XP-10 alarms varied depending on the signal selected. The HS20-80 alarm produced a constant, but asymmetrical frequency modulated sinewave between 20 and 80 kHz with total pulse duration of 0.3 s. with random pulse intervals of between 2 and 5 s (duty cycle 4.6%). The porpoises reacted to all three alarms by swimming away from them and by increasing their respiration rate. The XP-10, which on average had the highest source level, had the strongest effect.  相似文献

This paper reviews the available information (observer programs, estimates, statutes, regulations) for bycatch of marine mammals, sea turtles, and seabirds in fisheries of the United States. Goals of the review were to evaluate the state of knowledge of bycatch and the role of existing protective legislation in shaping bycatch management for different taxa. Pressing issues are identified, as well as knowledge gaps and policy limitations that hinder multi-species bycatch reduction. The USA has made important progress toward reducing bycatch in its fisheries, but the efficacy of its management has been limited somewhat by a focus on taxon- and fishery-specific regulation and the lack of consistent mandate across taxa for taking a cumulative perspective on bycatch. Applying consistent criteria across taxa for setting bycatch limits (e.g., extending the approach used for marine mammals to sea turtles and seabirds) would be the first step in a multi-species approach to bycatch reduction. A population-based multi-species multi-gear approach to bycatch would help identify priority areas where resources are needed most and can be used most effectively.  相似文献

This study examined the perceptions of fishers from two fishing communities with differing use histories and involvement in the long-standing (16 yr) multiple use Mafia Island marine protected area (MIMP), Tanzania. A randomly distributed questionnaire indicated that 94% of fishers believed that without the MIMP, there would be overfishing, dynamite use, destroyed habitats, and few fish. Fishers were more positive about core zones (no-take fishery closures) than general use zones (areas allowing selective fishing) as a consequence of increases in fishing pressure. Those that reported increased catches and sizes of fish since the creation of the MIMP were more likely to agree with present zone locations and more positive in general about fisheries and conservation planning. Most thought that fish size and gear restrictions were preferable to permanent closures. Perceptions differed among communities and gear users. Community and gear type explained 46% of the variance in responses about the perception that fisheries and conservation are compatible goals. Somewhat surprisingly, these effects were more important than catch increases or involvement in MIMP-related activities. The differences in perception between communities may be partly attributed to different fishing histories. Multiple-use zoning provides a means to identify and resolve conflicts and achieve what are likely universal objectives for fisheries sustainability and conservation.  相似文献

The Magnuson-Stevens Fishery Conservation and Management Act (MSA) is the primary law that codifies marine fisheries management in United States federal waters. The MSA was amended in 2006 with Section 610, an international provision that directs the Secretary of Commerce to unilaterally identify foreign nations engaged in the incidental capture (bycatch) of protected living marine resources (PLMRs) under specific conditions. In 2013 the United States identified Mexico for bycatch of a PLMR – the North Pacific loggerhead turtle – representing the first time a nation has been identified for bycatch under section 610. This paper evaluates the initial effects of the identification on loggerhead bycatch management efforts in Mexico and provides policy recommendations for improving the law and its implementation. In the wake of the unilateral identification, Mexico downplayed and denied the bycatch problem that their agencies had previously accepted and cancelled a bycatch research partnership between their federal fisheries science agency and U.S. researchers. Moreover, fishers invested in bycatch reduction and monitoring programs ceased to participate, jeopardizing their understanding of the problem and their co-development of bycatch solutions. However, the identification and subsequent consultation process ultimately resulted in Mexico implementing federal loggerhead bycatch regulations that are temporarily comparable with relevant U.S. measures. These regulations establish a temporary fisheries reserve (authorized for two years) that includes monitoring of bycatch, a loggerhead bycatch mortality cap, temporal and spatial restrictions on fishing gear and practices, and a closure of all finfish fisheries during the summer of 2016. As a result, turtle bycatch was likely substantially reduced in 2016, but at the cost of artisanal fishers' entire seasonal income. Policy recommendations are made, highlighting the need to: 1) better assess the socioeconomic, political, and environmental consequences associated with using the threat of trade sanctions to compel nations to reduce their bycatch; and 2) facilitate a more consistent consideration of bycatch data across nations such that the current policy does not create a disincentive for other nations to assess or report PLMR bycatch.  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

This paper provides an overview of the small-scale fisheries sector in countries within the Benguela Current Large Marine Ecosystem (BCLME), one of the most productive large marine ecosystems in the world. The study revealed that Angola, Namibia and South Africa have very different legal and policy frameworks, show different levels of compliance with international and regional agreements to protect the livelihoods and food security of small-scale fishers, as well as of integration of fisheries into food security objectives. Angolan law recognises and protects small-scale fishers through legal and institutional mechanisms. In Namibia, this sector of fishers is not legally recognised, while in South Africa traditional fishers have been largely excluded from the new fisheries management framework. Trends in national and regional fish consumption and in the extent of export orientation in fisheries are explored, as well as the potential threats to small-scale producers and food security in the region posed by ongoing drives to incorporate fisheries in the World Trade Organisation (WTO) agreements.  相似文献

Ecosystem Based Fisheries Management (EBFM) requires the consideration of potential impacts of a commercial fishery on all components of the ecosystem. Assessment of the impact of commercial fishing on marine mammals generally focuses on species at known risk from bycatch. For cetaceans in particular, inclusion under the Threatened, Endangered and Protected (TEP) species component of Ecological Risk Assessment for the Effects of Fishing (ERAEF) can seem redundant if a species is already known to be at risk or is not thought to interact with the fishery with consequences for its conservation. A spatially and temporally explicit Productivity Susceptibility Analysis (PSA) procedure was developed for inclusion under ERAEF to allow cetacean species to be screened for risk. The technique is demonstrated by assessing the potential risk to harbour porpoise and minke whales from a number of static gear fisheries. The results demonstrate that although a fishery might pose high risk to a species, low or moderate risk areas can exist within the range of the fishery, enabling management measures to focus on areas of greatest risk. Designed to complement and support existing methods of bycatch assessment, this approach is a repeatable and standardised assessment, the outputs of which can be used to systematically document the level of risk posed to different species in a transparent way to aid the inclusion of cetaceans in ERAEF and EBFM both now and in the future.  相似文献

The purpose of this short communication is to describe the Third International Workshop on Sea Turtle Conservation and Fisheries Exchange that took place from April 22–30, 2009 on Cuba’s Isla de la Juventud [Isle of Youth]. A group of 28 fishers, conservationists, marine scientists and fisheries managers from Cuba, Mexico and the U.S. gathered at Siguanea Bay off the island’s southwest coast. The goals of the exchange were to 1) provide a forum for sea turtle experts and fishing communities in Cuba, Mexico, and the U.S. to share experiences on conservation activities, 2) develop the scientific basis for future conservation in this highly biologically important region of Cuba, and 3) increase support by Cuban fishers for local sea turtle conservation efforts. During the exchange, participants met with local Cuban fishers about the challenges of conserving sea turtle populations while maintaining their fishing livelihoods, shared solutions developed by fishers to accomplish the same in Mexico, and undertook field and cultural activities. Key outcomes for the exchange include an improved understanding of sea turtle bycatch off the Isla de la Juventud, enhanced collaboration among the three nations in turtle conservation, and increased motivation by fishers to participate in sea turtle research and conservation. Additionally, as a direct result of this exchange, the community of Cocodrilo on the Isla de la Juventud has hosted annual sea turtle festivals that increase support for turtle conservation efforts by the local community.  相似文献

For decades, cetacean bycatch has been a major conservation and welfare concern in Europe, with high numbers of harbour porpoises, dolphins and whales continuing to die each year. Despite binding legal requirements to reduce bycatch, there has been limited effective monitoring or mitigation. Bycatch is also an important welfare issue. At this critical juncture, with discussion of incorporating monitoring and mitigation of bycatch of protected species in Europe into the Data Collection Framework and Technical Measures Framework taking place to help deliver the reformed Common Fisheries Policy (CFP), a clear, effective strategy could identify the steps that are required by all EU Member States to reduce bycatch towards zero. Here, implementation of current monitoring and mitigation obligations are reviewed. Recommendations are made for the provision of clear EU guidance in order to improve and unify population surveillance and bycatch monitoring, with enhanced implementation and enforcement from Member States. A more regionalised evidence-based approach to monitoring and mitigation is in line with the move to more regionalised management under the CFP, with Member States robustly showing that bycatch levels are decreasing over a set period of time (e.g. 5 years) by a specified amount. To this end, an EU Action Plan on Cetacean Bycatch, comparable to the existing 2012 Action Plan for reducing incidental catches of seabirds in fishing gear, might be beneficial and could ultimately form a model for an international Food and Agricultural Organisation (FAO) Cetacean Bycatch Reduction Action Plan.  相似文献
