三峡生态脆弱区耕地非市场价值评估   总被引:12,自引:0,他引:12

经济补偿是破解耕地保护外部效应外溢的有效途径。耕地非市场价值是耕地保护外部效应的核心,合理评估这部分价值对耕地保护经济补偿标准的确定具有重要的参考价值。本文运用条件价值法对三峡生态脆弱区耕地非市场价值进行了评估,对712 份有效问卷统计分析表明:① 生态脆弱与贫困耦合地区居民对耕地保护及耕地非市场价值的认知存在一定差异,经济、文化、社会、政府、心理等因素影响到民众的认知水平。② 农户对耕地非市场价值支付意愿率达到76.77%,城镇居民支付意愿率仅占到64.87%。受访者往往将耕地价值与自身的切身利益结合,更多地表现为理性经济人而非理性社会人。③ Probit 回归与Logit 回归分析表明,经济社会特征对受访者的决策产生一定影响。收入限制成为影响农户决策的主导因素,而捐赠历史与耕地保护认知成为影响城镇居民决策的主导因素。④ 农户与城镇居民的最大支付意愿分别为157.92元/(户·a) 和206.28 元/(户·a)。受访者单位耕地支付意愿为607.65 元/(hm2·a),最终评估出三峡生态脆弱区耕地非市场价值约为104.26×108元。  相似文献

宝天高速公路沿线保护生态环境总经济价值评估   总被引:9,自引:1,他引:9  
条件价值评估法是当前国际上流行的衡量环境物品非利用经济价值的唯一方法。通过调查居民针对不同环境状况变化的支付意愿,从而定量确定环境状况变化带来的经济效益和损失。针对宝天高速公路修建过程中沿线保护生态环境的问题,用支付卡的方法设计了320份调查问卷,调查了沿线居民对保护宝天高速公路沿线生态环境的支付意愿(WTP)。结果表明:在宝天高速公路修路过程中采取各种技术措施,使沿线的生态环境尽可能保持原样,沿线总共有84.33%的居民家庭有支付意愿,有支付意愿家庭的平均支付意愿为每年每户62.17元,将这一结果推广到面上,得到保护宝天高速公路沿线生态环境的总经济价值为:5781 756元。  相似文献

条件估值方法是当前国际上流行的衡量环境物品非利用经济价值的唯一方法。通过调查 居民针对不同环境状况变化的支付意愿,从而定量确定环境状况变化带来的经济效益和损失。 针对额济纳旗生态系统恶化的现状,以投标支付卡的方法设计了700份调查问卷,调查了黑河 流域居民恢复额济纳旗生态系统的支付意愿。分析结果表明,用20年时问将额济纳旗生态系 统恢复到20世纪80年代初水平,黑河流域共有92.3%的居民家庭存在支付意愿,有支付意 愿家庭的平均支付意愿为每年每户37.96元,但随居仲区域不同存在一定差异,其中黑河干流 区域居比平均支付意愿为每年每户40.15元,要高于周边地区居民平均每年每户32.10元的支 付意愿。在综合考虑不同区域居民支付意愿的差异,生态系统经济效益折旧率的基础上将支付 意愿弃时空尺度上加总,得到恢复额济纳生态系统总经济价值为 16.37×108元。  相似文献

以流经浙江北部的重要河流东苕溪流域为研究区域,从社会效益的视角,遵循意愿调查评估法的思想和技术,估算东苕溪流域居民对水质改善的支付意愿金额,分析影响支付意愿的主要因素。结果发现:357份有支付意愿,占问卷的65.9%,支付意愿范围为104.01~128.54元,中位数的支付意愿为115.63元/(a·户); 185份零支付愿意,占问卷的34.1%。其中影响流域居民支付意愿度的主要因素为:水质改善应为政府或企业的责任,流域居民不应是水质改善的承担者。同时,家庭人口数、文化程度、是否知道其饮用水源来自东苕溪与支付愿意度成正相关,对自家自来水状况的评价与支付意愿成负相关。基于此,研究提出适当增加水费用于水质改善;建立水环境信息制度,引导广大居民参与决策;严格执行环保标准,减少企业污染物排放等建议。  相似文献

红树林湿地是处于海陆边缘的独特湿地生态系统,具有多种不可替代的生态功能和作用。以深圳湾海滨公园及其滨海休闲带为研究对象,利用条件价值评估法分析居民对深圳湾红树林湿地生态系统的认知度、支付意愿和服务意愿。结果显示:对于红树林湿地生态系统保护,同意支付金钱的受访者占56.38%,同意付出服务时间的占69.07%,居民对志愿服务形式的接受度更高。受访者对红树林湿地生态系统服务功能的人均支付意愿为260.62±76.07元/a,人均服务意愿为9.16±2.35 h/月。影响居民支付意愿和服务意愿的主要因素有受访者的性别、年龄、受教育程度、月收入、保护团体和志愿者经历等。研究表明WTW模型拟合度更高,适用于需要居民通过劳动和服务方式参与环境和资源保护的价值评估。  相似文献

干旱区绿洲城市普遍存在居住区绿地率低、居住环境质量不高的问题,量化居民对居住区绿地的支付意愿及城市居住区绿地的愉悦价值,有利于正确评价城市绿地的价值,科学规划城市空间。基于问卷调查,利用支付卡式条件价值法和Tobit模型测算乌鲁木齐市居民对改善居住区绿地建设与服务的支付意愿,借助计量模型的假设检验对其影响因素进行定量分析,并基于支付意愿得到城市居住区绿地的愉悦价值。结果表明:(1) 乌鲁木齐市居民人均支付意愿为148.75 元·a–1,远高于东部地区,不同属性居住区的支付意愿为商业小区>单位大院>自建房。(2) 受访者性别、收入、家庭结构、需求偏好、认知与意识等特征对其支付意愿有显著影响,且非虚拟变量对决策的影响程度可借助经济学中的“边际理论”度量。(3) 乌鲁木齐市居住区绿地愉悦价值为3.31×108 元·a–1,利用居民对绿地生态功能和社会功能的认知赋分,发现其生态服务价值略大于社会服务价值。研究可为建立不同尺度绿地支付机制,提升绿洲城市居住区人居环境质量,优化城市空间布局及维护绿洲城市生态平衡提供科学参考。  相似文献

统筹推进山水林田湖草沙综合治理是赋予荒漠化治理的新任务,建立市场化、多元化生态补偿机制是实现荒漠化治理重要手段。基于阿拉善左旗224户居民调查数据,采用支付卡式条件价值评估法和Heckman两阶段模型,对沙区居民生态补偿支付意愿与水平及其影响因素进行实证分析。结果表明:86.61%居民具有生态补偿支付意愿,13.39%居民不具有生态补偿支付意愿;沙区居民生态补偿户均年支付意愿值为649.3元,占居民户均收入的0.76%。沙区居民生态补偿支付意愿和支付水平受个人特征、家庭特征以及对生态补偿认知特征影响。因此,从加强生态补偿的政策宣传,鼓励多样化的就业方式,建立多元化的生态补偿支付方式以及构建差异化生态补偿征收标准方面来提高沙区居民生态补偿支付意愿和支付水平,以期为构建多元化生态补偿机制以及完善生态补偿政策提供参考。  相似文献

采用条件价值评估法定量评估了宁夏盐池县沙漠化逆转的生态经济效益。运用SPSS对样本各因素与支付意愿和支付意愿值的相关性进行分析,结果表明:高收入、高教育水平、环保意识较强的居民,愿意支付的比例高;高收入、高教育水平、环保意识较强的城镇居民,支付意愿值高。根据总样本参数估计得出,盐池县沙漠化逆转的5年总生态经济效益的现值为3.813×107元。若一次性支付,盐池县沙漠化逆转的总生态经济效益为3.415×107元;根据各乡镇居民平均支付意愿值的参数估计得出,盐池县沙漠化逆转的5年总生态经济效益的现值为3.895×107元,调查对象的平均支付意愿值在区域中存在较大的差异。  相似文献

运用条件价值法这一成熟的方法 ,定量评价了扎龙湿地生物多样性维持服务价值。采用实地调研和网络发放问卷相结合的方式,共发放支付卡式问卷424份,回收有效问卷414份。结果表明:2011年扎龙湿地的生物多样性维持服务价值为340.82亿元;对生物多样性的关心程度和调查方式是影响居民支付意愿的主要因素,当保护物种越具体时,公众的支付值越高。为了保护好扎龙湿地生物多样性,政府应加大宣传力度,提高公众的环保意识。  相似文献

以福建厦门、福州、南平为例,通过对627户农户的问卷调查,全面比较分析不同经济发展水平地区农户耕地保护意愿的影响因素,结果表明:(1)家庭特征是影响各地区农户耕地保护意愿的基础与普遍性因素;(2)经济价值认知是影响经济欠发达地区农户耕地保护意愿的核心因素;(3)用途转换收益是影响经济发达地区农户耕地保护意愿的关键因素;(4)政策相关特征是农户耕地保护意愿的导向性因素。为提升农户耕地保护意愿、守住耕地资源红线,建议结合地方经济水平,制定出符合当地实际的耕地保护政策;尊重农户意愿,合理调整耕地保护政策执行方式;建立符合市场经济要求的农村土地流转机制,推进耕地集中经营。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献
