Abstract

In this paper we argue that the discussion on how to get to an equitable global climate change regime requires a long-term context. Some key dimensions of this discussion are responsibility, capability and development needs. Each of these, separately or in combination, has been used in designing schemes for differentiation of commitments to limit or reduce greenhouse gas emissions. Many implementation problems of these proposals are often side-stepped. In particular, some proposals may be incompatible with Article 2 of the United Nations Framework Convention on Climate Change (UNFCCC), i.e. they are unlikely to keep the option open of long-term stabilisation of atmospheric greenhouse gas concentrations at relatively low levels. We present some evidence that shifting the emphasis from emission reduction to sustainable development needs can contribute significantly to relieving the threat of human-induced climate change.  相似文献

Abstract

In response to Article 2.2 of the Kyoto Protocol, the International Maritime Organisation (IMO) and the International Civil Aviation Organisation (ICAO) have begun to consider greenhouse gas (GHG) emissions from international aviation and shipping. However, neither ICAO nor IMO have taken any effective action on the issue yet and progress can be characterised as slow. The lack of action has so far not been made up for by measures within the climate change regime or by individual countries. An important motivation for the efforts of ICAO and IMO so far has been the potential regulatory competition with the climate change regime. However, given the lack of political will to act on the issue within the latter, this motivation has not been very forceful. Against this backdrop, I argue that there are in particular three options for furthering progress within ICAO and IMO, namely (1) enhancing the threat of regulation of GHG emissions from international transport under the climate change regime; (2) undertaking unilateral domestic action by various countries (in particular the EU); and (3) furthering a learning process within ICAO and IMO. Furthermore, a closer coordination of efforts under ICAO, IMO and the climate change regime could facilitate and accelerate progress.  相似文献

Abstract

While most of the world has pursued absolute emission limits for greenhouse gases, the Bush administration has proposed an alternative policy formulation based, among other things, on reducing emissions intensity—that is, emissions per dollar of real gross domestic product (GDP). Critics of this formulation have denounced the general idea of an intensity-based emission target, along with its voluntary nature and modest targets. This raises the question of whether intensity-based emission limits, distinct from the other features of the Bush initiative, offer a useful alternative to absolute emission limits. This essay makes the case that they do, based on how emission targets are framed. The argument draws on four key observations: greenhouse gas emissions will continue to rise over the near term; absolute targets emphasize zero or declining emissions growth while intensity targets do not; developing countries' economic development is integrally tied to emissions growth for the foreseeable future; and intensity targets need not be any more complicated to administer than absolute targets.  相似文献

The complex politics of climate change cannot be properly understood without reference to deeper geopolitical trends in the wider international system. Chief among these is the growing resurgence of ‘great-power politics’ between China and the US, along with failures of socialization and enmeshment into global governance structures in relation to these two powers. Traditional theoretical frameworks have failed to adequately account for these developments. Nonetheless, this current great-power contestation is at the core of an order transition that has prevented the large-scale institutional redesign required to remove deadlocks in existing global governance structures, including climate governance. Examples from the 2009 Copenhagen Climate Change Conference provide ample evidence for these claims. The slow progress of the climate change negotiations are due not just to the politics of the issue itself, but to the absence of a new political bargain on material power structures, normative beliefs, and the management of the order amongst the great powers. Without such a grand political bargain, which could be promoted through a forum of major economies whose wide-ranging remit would go beyond single issues, the climate change regime is only ever likely to progress in a piecemeal fashion.

Policy relevance

Despite the achievements of the 2012 Doha Climate Change Conference, the climate negotiations are not on course to limit warming to 2 °C, and thereby avoid ‘dangerous’ climate change. Several factors have been invoked to account for such slow progress: notably, the nature of the climate change problem itself, the institutional structure of the climate regime, and lack of political will among key players. An alternative explanation is proposed such that the failure to seriously address climate change – as well as other global problems – reflects a resurgent meta-struggle between the ‘great powers’ of China and the US over the nature of the global order. Without such a broader understanding of the deeper dynamics underlying the stalemates of the climate change negotiations, there is little chance of turning those negotiations around.  相似文献

Abstract

The present stalemate in climate negotiations between the USA and the other Annex I countries has led policy analysts and economists to explore the possible emergence of alternative climate regimes that may be applied after 2012. This article explores the idea of replacing international cooperation on greenhouse gas emission control with international cooperation on climate-related technological innovation and diffusion. This idea—recently proposed among others by Barrett (2001) and Benedick (2001)—is based on the insight that incentives to free-ride are much smaller in the case of technological cooperation than in the case of cooperation on emission control. This article provides a first applied game theory analysis of a technology-based climate protocol by assessing: (i) the self-enforcingness (namely, the absence of incentives to free-ride) of the coalition that would form when countries negotiate on climate-related technological cooperation; (ii) the environmental effectiveness of a technology-based climate protocol. The analysis is carried out by using a model in which endogenous and induced technical change are explicitly modelled. The results of our analysis partly support Barrett's and Benedick's conjectures. On the one hand, a self-enforcing agreement is more likely to emerge when countries cooperate on environmental technological innovation and diffusion than when they cooperate on emission abatement. However, technological cooperation—without any commitment to emission control—may not lead to a sufficient abatement of greenhouse gas concentrations.  相似文献

The recent change in US presidential administrations has introduced significant uncertainty about both domestic and international policy support for continued reductions in GHG emissions. This brief analysis estimates the potential climate ramifications of changing US leadership, contrasting the Mid-Century Strategy for Deep Decarbonization (MCS) released under the Obama Administration, with campaign statements, early executive actions, and prevailing market conditions to estimate potential emission pathways under the Trump Administration. The analysis highlights areas where GHG reductions are less robust to changing policy conditions, and offers brief recommendations for addressing emissions in the interim. It specifically finds that continued reductions in the electricity sector are less vulnerable to changes in federal policy than those in the built environment and land use sectors. Given the long-lived nature of investments in these latter two sectors, however, opportunities for near-term climate action by willing cities, states, private landowners, and non-profit organizations warrant renewed attention in this time of climate uncertainty.

Regional climates are a major factor in determining the distribution of many species. Anthropogenic inputs of greenhouse gases into the atmosphere have been predicted to cause rapid climatic changes in the next 50–100 years. Species such as the Gila trout (Oncorhynchus gilae) that have small ranges, limited dispersal capabilities, and narrow physiological tolerances will become increasingly susceptible to extinction as their climate envelope changes. This study uses a regional climate change simulation (Leung et al., Clim Change 62:75–113, 2004) to determine changes in the climate envelope for Gila trout, which is sensitive to maximum temperature, associated with a plausible scenario for greenhouse gas increases. These regional climate changes are downscaled to derive surface temperature lapse rates using regression models. This procedure indicates that suitable, warm season habitat for Gila trout will be reduced by 70% by decreasing the size of their climate envelope. Warmer temperatures coupled with a decrease in summer precipitation would also tend to increase the intensity and frequency of forest fires that are a major threat to their survival. The climate envelope approach utilized here could be used to assess climate change threats to other rare species with limited ranges and dispersal capabilities.  相似文献

Abstract

US President Bush repudiated the Kyoto Protocol because, in his view, it is ‘fatally flawed in fundamental ways’. This paper evaluates seven proposals to redress the protocol according to their potential to deal with three key issues that have reinforced US intransigence: hot air, cost uncertainty and developing country participation. It argues that negotiations on intensity targets hold the most promise. Because intensity targets limit hot air, but do not limit economic growth, and a high variance of carbon intensity exists among countries with similar GDP per capita, intensity targets based on best practice levels might be agreeable to developing countries and the US. If a protocol specifying such targets were implemented, less warming would be associated with larger world GDP than would otherwise be the case, and countries' carbon intensity and emissions per capita would tend to converge to best practice levels at every stage of development.  相似文献

Climate scientists have played a significant role in investigating global climate change. In the USA, a debate has swirled about whether a consensus on climate change exists among reputable scientists and this has entered the policy process. In order to better understand the views of US climate scientists, we conducted an empirical survey of US climate scientists (N?=?468) in 2005, and compared the results with the 2007 Intergovernmental Panel on Climate Change (IPCC) physical science report and policy summaries. Our results reveal that survey respondents generally agree about the nature, causes, and consequences of climate change, and are in agreement with IPCC findings. We also found that there is strong support for a variety of policy initiatives to reduce greenhouse gas emissions.  相似文献

Abstract

To stabilise atmospheric greenhouse gas concentrations, all countries will eventually need to be included in the effort to limit climate change. This article explores what potential future greenhouse gas allocation schemes might mean for key developing countries. The need for development is widely acknowledged, but growth in non-Annex I country emissions means that such development may need to take a different path to business as usual. The national interests of developing countries in negotiating potential future commitments are shaped by basic characteristics, notably emissions (both annual and historical cumulative), economic growth and population. These factors in turn shape the acceptability of allocations based on ability to pay, emissions intensity, or emissions per capita.

Results for six major developing countries (China, India, Brazil, South Africa, Argentina and Nigeria) show that the implications for developing countries differ widely. For example, ability to pay does not favour Argentina; a reduction based on emissions intensity is not appropriate for Brazil; and per capita allocations would be problematic for South Africa. It is difficult to conceive of a single allocation scheme that would be appropriate for all developing countries. This points to the need for differentiation between developing countries in terms of any potential future commitments.  相似文献

Abstract

This paper aims at exploring options for differentiation of future commitments in global greenhouse gas emissions control, linked to climate targets. This is done on the basis of theEUtarget of a maximum global temperature increase of 2°C compared to pre-industrial levels. The Framework to Assess International Regimes for the differentiation of commitments (FAIR) is used to explore the implications of two possible climate regimes: (1) increasing participation (i.e. a gradual increase in the number of parties involved and their level of commitment according to participation and differentiation rules) and (2) ‘contraction and convergence’ (C&C) with universal participation and a convergence of per capita emission permits. It is found that in a regime of increasing participation, stabilising the CO2 concentration at 450 ppmv by 2100 requires participation of major developing countries before 2050 in global emission control, irrespective of the participation and differentiation rules chosen. In the case of stringent climate targets, a convergence regime seems to provide more incentives for a timely participation of developing countries, and opportunities for an effective and efficient regime for controlling global emissions than increasing participation.  相似文献

Abstract

The aim of this article is to discuss the international legal implications of a sector-based approach to long-term climate policy. Sector-based approaches have emerged as a possible way of engaging all the major emitters of greenhouse gases into the system. The article divides sectoral approaches into two main categories based on their legal relevance. Substantive sectoral models focus on ways of defining emission levels for global industry sectors. From the point of view of international law, substantive sectoral models could be integrated into the existing climate change regime if the Parties so agree. Procedural sectoral models focus on actors. Some procedural sectoral models envisage treaty regimes involving non-State actors, such as organizations representing global industry sectors undertaking to reduce emissions of greenhouse gases. Carbon capture and storage (CCS) is considered by some to be a promising technology to reduce greenhouse gas emissions, and advocates are seeking policies to facilitate its deployment. Unlike many countries, which approach the development of policies for geologic storage (GS) of carbon dioxide (CO2) with nearly a blank slate, the U.S. already has a mature policy regime devoted to the injection of CO2 into deep geologic formations. However, the existing governance of CO2 injection is designed to manage enhanced oil recovery (EOR), and policy changes would be needed to manage the risks and benefits of CO2 injection for the purpose of avoiding GHG emissions. We review GS policy developments at both the U.S. federal and state levels, including original research on state GS policy development. By applying advocacy coalition framework theory, we identify two competing coalitions defined by their beliefs about the primary purpose of CO2 injection: energy supply or greenhouse gas (GHG) emission reductions. The established energy coalition is the beneficiary of the current policy regime. Their vision of GS policy is protective: to minimize harm to fossil energy industries if climate policy were to be enacted. In contrast, the newly formed climate coalition seeks to change existing GS policy to support their proactive vision: to maximize GHG reductions using CCS when climate policy is enacted. We explore where and at what scale legislation emerges and examine which institutions gain prominence as drivers of policy change. Through a detailed textual analysis of the content of state GS legislation, we find that the energy coalition has had greater success than the climate coalition in shaping state laws to align with its policy preferences. It has enshrined its view of the purpose of CO2 injection in state legislation, delegated authority for GS to state agencies aligned with the existing policy regime, and protected the EOR status quo, while creating new opportunities for EOR operators to profit from the storage of CO2 The climate coalition's objective of proactively putting GS policy in place has been furthered, and important progress has been made on commonly held concerns, such as the resolution of property rights issues, but the net result is policy change that does not significantly revise the existing policy regime.  相似文献

The surface air temperature increase in the southwestern United States was much larger during the last few decades than the increase in the global mean. While the global temperature increased by about 0.5 °C from 1975 to 2000, the southwestern US temperature increased by about 2 °C. If such an enhanced warming persisted for the next few decades, the southwestern US would suffer devastating consequences. To identify major drivers of southwestern climate change we perform a multiple-linear regression of the past 100 years of the southwestern US temperature and precipitation. We find that in the early twentieth century the warming was dominated by a positive phase of the Atlantic multi-decadal oscillation (AMO) with minor contributions from increasing solar irradiance and concentration of greenhouse gases. The late twentieth century warming was about equally influenced by increasing concentration of atmospheric greenhouse gases (GHGs) and a positive phase of the AMO. The current southwestern US drought is associated with a near maximum AMO index occurring nearly simultaneously with a minimum in the Pacific decadal oscillation (PDO) index. A similar situation occurred in mid-1950s when precipitation reached its minimum within the instrumental records. If future atmospheric concentrations of GHGs increase according to the IPCC scenarios (Solomon et al. in Climate change 2007: working group I. The Physical Science Basis, Cambridge, 996 pp, 2007), climate models project a fast rate of southwestern warming accompanied by devastating droughts (Seager et al. in Science 316:1181–1184, 2007; Williams et al. in Nat Clim Chang, 2012). However, the current climate models have not been able to predict the behavior of the AMO and PDO indices. The regression model does support the climate models (CMIP3 and CMIP5 AOGCMs) projections of a much warmer and drier southwestern US only if the AMO changes its 1,000 years cyclic behavior and instead continues to rise close to its 1975–2000 rate. If the AMO continues its quasi-cyclic behavior the US SW temperature should remain stable and the precipitation should significantly increase during the next few decades.  相似文献

Abstract

A new version of the PAGE model, PAGE2002, has been used to calculate the marginal impacts of CO2, CH4 and SF6 emissions based on Scenario A2 of the IPCC. The mean marginal impact of CO2 is found to be US$19 per tonne of carbon (or about US$5 per tonne of CO2), for methane it is US$105 per tonne, and for SF6 it is US$200,000 per tonne. For each gas, the range between the 5% and 95% points is about an order of magnitude. The climate change impacts of methane are a significant proportion of its market price, and for SF6 the climate change impacts are much larger than the market price. The economics of schemes to reduce the leakage of SF6 are transformed once the climate change impacts are properly counted.  相似文献

Article 2 of the United Nations Framework Convention on Climate Change commits its parties to stabilizing greenhouse gas concentrations in the atmosphere at a level that “would prevent dangerous anthropogenic interference with the climate system.” Authors of the Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC 2001a, b) offered some insight into what negotiators might consider dangerous by highlighting five “reasons for concern” (RFC’s) and tracking concern against changes in global mean temperature; they illustrated their assessments in the now iconic “burning embers” diagram. The Fourth Assessment Report reaffirmed the value of plotting RFC’s against temperature change (IPCC 2007a, b), and Smith et al. (2009) produced an unpated embers visualization for the globe. This paper applies the same assessment and communication strategies to calibrate the comparable RFC’s for the United States. It adds “National Security Concern” as a sixth RFC because many now see changes in the intensity and/or frequency of extreme events around the world as “risk enhancers” that deserve attention at the highest levels of the US policy and research communities. The US embers portrayed here suggest that: (1) US policy-makers will not discover anything really “dangerous” over the near to medium term if they consider only economic impacts that are aggregated across the entire country but that (2) they could easily uncover “dangerous anthropogenic interference with the climate system” by focusing their attention on changes in the intensities, frequencies, and regional distributions of extreme weather events driven by climate change.  相似文献

Although climate change is an urgent problem, behavioural and policy responses have not yet been sufficient to either reduce the volume of greenhouse gas emissions or adapt to a disrupted climate system. Significant efforts have been made to raise public awareness of the dangers posed by climate change. One reason why these efforts might not be sufficient is rooted in people’s need to feel efficacy to solve complex problems; the belief that climate change is unstoppable might thwart action even among the concerned. This paper tests for the effect of fatalistic beliefs on behavioural change and willingness to pay to address climate change using two cross-national surveys representing over 50,000 people in 48 nations.

Abstract

This article introduces and explores a new form of international commitment to limit greenhouse gas (GHG) emissions, called an action target. Action targets differ from other forms of targets, such as the Kyoto Protocol's fixed targets, in that they define a quantity of GHG abatement to be achieved, rather than a future emission level to be reached. This article explains the basic mechanics of how action targets might operate, and analyses the approach across a range of criteria, including uncertainty management and contributions to sustainable development in non-Annex I (developing) countries. The analysis suggests that action targets might improve the prospects of widening and deepening developing country participation in the international climate regime.  相似文献

Abstract

This article describes a new concept for an international climate regime for differentiation of future commitments: the ‘common but differentiated convergence’ approach (CDC). Under CDC, Annex-I countries' per-capita emission allowances converge within a convergence period to a low level. Individual non-Annex-I countries' allowances converge to the same level also within the same period (‘common convergence’), but starting when their per-capita emissions are a certain percentage above global average (‘differentiated’). Until then they may voluntarily take on ‘positively binding’ targets. This approach eliminates two concerns often voiced in relation to gradually converging per-capita emissions: (i) advanced developing countries have their commitment to reduce emissions delayed and their targets are not the same as Annex-I countries with equal per-capita emissions; (ii) CDC does not provide excess emission allowances to the least developing countries. Under CDC, stabilizing greenhouse gas concentrations at 550 and 650 ppm CO2-equivalent can be reached with participation at roughly 0% and 50% above global average and convergence to around 3 and 4.5 tCO2-eq/cap within 40 years. Even if the CDC approach is not implemented in its entirety, it is possible that the step-by-step decisions on the international climate regime can be guided by the principles provided in the CDC approach.  相似文献
