A complex controversy emerged when the grey seal population in the Baltic Sea recovered after decades of stagnation. The seals now cause substantial economic losses to coastal fisheries. The paper analyses the attempts taken in Finland to mitigate the problems of fishermen. The mitigation attempts include the hunting of seals, fishing technology development, economic compensations and more comprehensive management approaches. These measures are discussed in light of the long-term sustainability and adaptability of a coastal fishery. This question is important with respect to further discussions on the possibility of the coastal fishery’s co-existence with seals and sheds light on more general goals for the adaptability in the management of social–ecological systems. The paper concludes that the more comprehensive measures taken have acknowledged the need to enhance the fishery’s adaptability, but the managerial approach they represent falls short of the requirements for successful adaptive management, especially in terms of embedding the management into specific coastal contexts.  相似文献

Ireland's waters represent a valuable resource encompassing productive fishing grounds and important oil and gas reserves. As a species rich marine environment, Ireland's waters are also an important habitat for many species of marine mammal. Specifically, grey seals (Halichoerus grypus) and harbour seals (Phoca vitulina) are widespread in Irish coastal waters and at least 24 species of cetacean have been reported at sea. The coastal zone represents critical habitat for many of these species, in particular seals that use both terrestrial and aquatic coastal habitat and are vulnerable to habitat degradation. Increasing exploitation of marine resources has increased their exposure to a range of anthropogenic effects including pollution and habitat loss. As top predators seals interact with commercial fisheries both directly and indirectly for resources and conflicts arise. The relatively recent move towards ‘greener’ resource exploitation such as marine renewable energy does not come without negative consequences for marine mammals including seals, which are afforded protection under national and international conservation legislation, highlighting the difficulties faced by resource managers. The sustainable exploitation of resources whilst conserving biodiversity is a challenging task and effective management implementation depends on appropriate policy informed by reliable scientific data. This paper outlines the conservation needs of seals in Irish waters, reviews our current knowledge of these species in Irish water, provides a critical analysis of the existing legislative framework and describes how research outputs can inform present and future policy decisions.  相似文献

Overcapacity in the fishing fleets is considered as the most serious threat to sustainable fisheries. More effective fishing vessels and catching gear contribute to increased catch capacity. Increased catch capacity causes environmental problems such as overexploitation and calls for larger quotas. The problem of overcapacity indicates the need for a stronger integration of technological aspects into fisheries management. This article assesses the differences in sustainability between the Norwegian ocean and coastal fishing fleets in the cod fisheries, by using systems engineering methods. Attributes of sustainability in the Norwegian cod fishing fleets are investigated, as well as acceptance criteria and performance indicators. The results show that there are huge differences in the performance between the vessel groups, and that the results of an evaluation of sustainability in the fishing fleets are dependent on which attributes are explored. Thus, the discussion may contribute to a better decision basis and improved sustainability in fisheries management.  相似文献

Human migration is a considerable issue for many coastal societies, affecting the ways that people use and manage natural resources. This paper examines reasons for migration in 14 coastal communities in Papua New Guinea (PNG) and compares coastal resource use and socioeconomic conditions between migrants and non-migrants to test the hypothesis that migrants have different levels of coastal resource use than non-migrants. Migrants had lower participation in the fishery, ranked fishing as a less important livelihood strategy, and had lower involvement in village decision-making, but had higher levels of human development. Common property systems such as tenure rights may prevent migrants from accessing marine resources. However, migrants' marginalization in decision-making processes may become increasingly contested where resources are scarce and migrants desire an increasing say in how they are allocated. The current limited use of coastal resources by migrants may be a latent problem that needs to be considered by resource managers, particularly in areas where rapid socioeconomic change is occurring and tenure institutions are fragile.  相似文献

Interactions between seals and the fishing industry are an on-going problem in Ireland and indeed globally across the range of most seal species. These interactions occur at both the operational (seal damage to catches and fishing gear) and biological (competition for shared resources) level. With declines in fish stocks there has been increased interest in the extent of competition for resources between commercial fisheries and seals. High levels of seal damage perceived by the fishing industry has led to frequent calls for seal culls, highlighting the significance of the problem. However, the scale of interaction between seals and commercial fishing and aquaculture in Ireland heretofore remained unclear. A comprehensive review of existing data, augmented with data from key stakeholders on the current state of play is presented to provide a realistic and representative account of the situation. This suggests that seal interactions with commercial fisheries in Ireland are most significant in inshore (<12 nautical miles from shore) static-net (or passive) fisheries (e.g. gill/tangle nets) and have increased following the driftnet ban in 2006, which suggests displacement of seal interactions from salmon to other fisheries. The industry highlighted pollack, angler fish, cod, and turbot fisheries as the main inshore fisheries currently impacted by operational damage to gear and catch by seals. Seal damage to line-caught salmon continues, with industry feedback suggesting large geographical variation in the range of damage levels reported. Salmon farming installations are also increasingly being targeted by seals, with significant losses due to seal depredation being reported. In the absence of robust data on seal depredation, the extent to which changes in fishing gear and practices have reduced damage levels, or resulted in displacement of seal foraging effort, is unknown. Recommendations are made to suggest how research efforts should be focused to address critical data gaps identified in the study.  相似文献

There are two types of interactions between seals and commercial fisheries in South Africa: biological (potential competition for shared resources between the two "predators") and operational (conflicts during fishing operations). Using data for the 1980s, a comparison is made of relative consumption by different predators in South African waters. Seals and fisheries are not the major consumers in the system, but they do take comparable amounts. This has resulted in calls for a reduction in the seal population, but to date, no studies have shown that reducing seal predation of commercial species will make more fish available for the fisheries. Most fisheries are subject to some form of operational interaction with seals. These interactions include consumption of catches (operational consumption), disturbance of fishing operations (operational disturbance) and damage to fishing gear (operational gear damage); they vary in degree of severity, both seasonally and regionally. Estimates of the consumption by seals from fishing operations in South Africa show it to be a minimal percentage of fishery catches and a small proportion of the total predation by seals. Preliminary calculations of overall economic losses resulting from seal interference show this to be small in comparison with the wholesale value of the catches. Seals die as a result of fishing operations, and estimates of the potential mortality through entanglement, drowning and deliberate killing indicate this mortality to be of a magnitude that should be monitored.  相似文献

Management of the interactions between social/economic interests and the coastal environment requires practical, interdisciplinary assessment techniques. Backbarrier systems are critical natural resources that provide both economic and social benefits. Activities such as aquaculture, fishing, shipping and port activities, sediment mining, salt extraction, and tourism all take place in these ecosystems but are often not compatible with each other. Therefore, a program to manage such a system must congregate many different types of activities and stakeholders with potentially conflicting interests. In this paper, we develop a proposed coastal management program (CMP), based on the driving-pressure-state-impact-response (DPSIR) framework and the integrated coastal management (ICM) cycle, for the management of channels located in backbarrier systems subject to dredging operations. The conceptual model involves the application of regional sediment management (RSM) actions and is applied to a case study, Faro Channel, located in the Ria Formosa backbarrier system in Algarve, Portugal. The CMP provides results on the interactivity between scientists, stakeholders, and decision-makers, by defining and clarifying the economic and environmental aspects of decision-making processes through the utilisation and measurement of local coastal indicators. The proposed CMP proved to be a useful tool in the definition of coastal management initiatives for channels inside backbarrier systems, since it identified management problems and allowed management solutions to be formulated. The CMP could be used within a broader ICM program but would also be effective when used on its own.  相似文献

Consideration of subsistence fishing activities seems particularly relevant to coastal fisheries policy, yet formal recognition of subsistence fishing is often absent from associated policy frameworks. A critical problem is the very meaning of the term “subsistence.” A review of the literature on subsistence, dominated until recently by North American research, reveals a schism between interpretations emphasizing material aspects of subsistence and interpretations highlighting cultural aspects. The North American literature on the subject is heavily influenced by a focus on Arctic indigenous populations emphasizing cultural survival. Ultimately, subsistence can be a matter of survival in the belly, the soul, or both. International case studies suggest that different interpretations of subsistence are appropriate in different circumstances, and that appropriate policy can be fashioned only after the local context of subsistence is understood.  相似文献

Socio-economic development of small-island fishing communities is greatly dependent on local coastal and marine resources. However, illegal fishing and aggressive practices in insular ecosystems lead to over-exploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents the adequate monitoring of marine resources. This paper focuses on the integration of local fishing communities into decision-making processes with the aim of promoting artisanal fishing on the Island of Tenerife (the Canary Islands), as a way to preserve the marine ecosystem and socio-economic development of traditional cofradias (fishers' organisations). A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was used to identify the main factors impeding the sustainable development of the artisanal fishing sector on the island and to elaborate collective proposals with policy implications. The fishing community involved identified four main issues that are maintaining an unsustainable island fishery: 1) Over-exploitation; 2) Poor self-management of cofradias and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. Results show the required policy enhancements to tackle them and the need to adapt regulations to the local situation.  相似文献

Marine renewable energy (MRE), though a relative newcomer to the ocean and coastal commons, has become a significant driver of marine spatial planning in the US, posing particular challenges to commercial fisheries and fishing communities. State and federal agencies with primary oversight for MRE development have focused on the identification of places where MRE might proceed unhindered by other uses, most notably coastal fisheries. These agencies and MRE developers have focused on potential space-use conflict and standard mitigation measures for loss of access to that space. However, discussions with fishery participants and other community members, as well as observations of processes on the US West and East Coasts, reveal a complex, multi-faceted social–ecological system not easily parsed out among users, nor amenable to classic mitigation formulas. Recent ethnographic research on potential space-use conflicts and mitigation for MRE demonstrates that marine space use is dynamic and multi-dimensional, with important linkages among fisheries, communities and other interests. Although experiences vary within and across regions and fishing communities, this research illustrates the weak position of fishing communities in marine spatial planning in the context of MRE development. This paper considers the implications of MRE for US East and West Coast fisheries and fishing communities situated within the larger context of neoliberalism and commodification of the ocean commons.  相似文献

This article discusses application of systems engineering principles and trade-off analysis of sustainability in the fishing fleet. Sustainability in the fishing fleet may be characterized by seven attributes measured by performance indicators. Evaluations show that the energy consumption is higher for the Norwegian ocean going fleet than the coastal fleet, whereas the opposite is the case for the number of fatalities. An important part of the systems engineering process is analysis and optimization of system alternatives. Thus, the main objective of the article is to investigate ranking of the sustainability attributes, which implies use of multi-attribute decision-making methods. The analytic hierarchy process was used to interview stakeholders to the fishing fleet about their preferences. The article concludes that if “accident risk” is weighted as the most important attribute, the smallest fishing vessels are not as sustainable as often claimed.  相似文献

Fishing for prawn (Macrobrachium rosenbergii) postlarvae is a major contributor to the livelihoods of the coastal poor in Bangladesh, including women. A study of coastal livelihoods along the lower Pasur River in southwest Bangladesh indicates that on average 40% of total annual income comes from postlarvae fishing during the few months involved. However, indiscriminate fishing of wild postlarvae, with high levels of by-catch, has an impact on biodiversity in coastal ecosystems. This has provoked imposition of restrictions on postlarvae collection. The ban has, however, not been firmly enforced because of the lack of alternative livelihoods for coastal poor. A conceptual framework, drawn from an approach to poverty reduction known as the sustainable livelihoods approach, is applied to understanding the role of prawn postlarvae fishing. Evidence from this study suggests that postlarvae fishers faced a number of livelihood constraints, including poor livelihood assets. This paper concludes that wider livelihood options need to be found for postlarvae fishers to support their livelihoods.  相似文献

In an earlier paper, we presented a statistical study dealing comprehensively with the so-called “artisanal fleet”, with data on the typology of vessels and on the extractive effort. In this paper, we focus our research on safety and working conditions.Although numerous factors are known that can directly influence the health of the sailor or fisherman, and that are present one way or another in both the fishing and merchant fleets, it is necessary to address in particular the problem of coastal fishermens’ health in order to identify areas of health and safety that need to be improved. The results of this analysis, among other aspects, identify the injuries associated with machinery, tools, nets and protection devices, the health status, the life styles and the working conditions.  相似文献

This paper describes a new initiative in coastal management in northeastern Tanzania. The region is within the equatorial part of the Western Indian Ocean. The priority environmental issues being faced include declining fish catches, use of destructive fishing techniques, mangrove cutting and coastal erosion. There is a widespread perception among the users of the coastal resources that management of these issues is inadequate. This programme initiative is developing flexible, community-based approaches to identifying the problems and to take achievable actions. The programme provides training in a wide range of skills and appropriate technical methods for government officials, extension workers and villagers. A collaborative process is evolving that includes participatory appraisals, village environmental committees, facilitation by government extension workers, technical advise and supervision by district technical teams, and regional-wide workshops with key players. Village initiatives taken so far include new by-laws, gear inspection, reef zoning and closures. A number of village mariculture projects are being piloted.  相似文献

Many African, Caribbean and Pacific (ACP) countries sell fishing licenses to distant water fleets. Fishing agreements have the potential to improve the performance of local fishing sectors. They create income that can be reinvested into domestic industries and often go along with partnerships in management and enforcement. However, many fishing agreements run a serious risk of undermining sustainable resource management. The present study critically reviews trends in distant water fishing as well as identifies those tropical host countries most dependent on fishing agreements. It is shown that traditional, more responsible distant water fleets (DWFs) are being displaced by less responsible, low-cost DWFs and that the most vulnerable host countries are small coastal states with large exclusive economic zones that lack the ability to benefit from value adding processes associated with fishing. The results suggest that the once-promising concept of fishing agreements is gradually posing a threat to both economic development and environmental sustainability of ACP countries.  相似文献

Many coastal communities have strong links to fishing that span generations where fishing is a way of life that goes beyond the means to earning a living. Fishing's influence is not confined to those activities that take place at sea, but spills over onto land to create a particular identity and sense of place in coastal towns inherently linked to fishing. Using Hastings in south-east England, with Britain's largest beach-launched fleet, as a case study, this paper considers how marine fishing contributes to place-making. Through an examination of the physical environment and semi-structured interviews, the study found that fishers have deep attachments to the fishing beach, called the Stade, which also defines their identity as individuals and as a fishing community. Non-fishers also value the contribution that fishing makes to the character of the town and its importance for related industries such as tourism. A deeper understanding of the attachments that fishers and non-fishers form with fishing places is needed to inform both local planning and regeneration strategies and, more broadly, fisheries and marine policy.  相似文献

Resource conflict is a common feature of coastal management. This conflict is often managed by using spatial planning tools to segregate uses, with access decisions made through a comparison of the economic costs and benefits of the competing sectors. These comparisons rarely include an in-depth analysis of the extent or nature of the conflict. One commonly experienced form of resource conflict in coastal communities involves professional fishing, recreational fishing and broader coastal tourism. In New South Wales, Australia the professional fishing industry is often seen as being in conflict with recreational fishing and tourism, and there are frequent calls to close areas to professional fishing, arguing that this will provide improved economic benefits to local communities. This research examined the relationships between the three sectors using economic valuations, qualitative interviews and a large-scale representative questionnaire of the general public. The results revealed highly interconnected and mutually supportive relationships, with professional fishing providing a range of services that benefit both tourism and recreational fishing. These results suggest that spatial management exercises that seek to segregate or remove one sector from an area, may be counterproductive to the interests of all these groups. Relying on economic valuations of each sector as if they stand alone is insufficient to adequately understand their roles in local communities. Resource allocation decisions should be based on evaluations that consider the interconnections between sectors, and consider whether negotiated sharing of resources may provide greater community benefits than excluding certain groups of users.  相似文献

To ensure sustainable uses of the coastal zone, an integrated ecosystemic approach and ecosystem models are required to frame ecological processes and evaluate environmental impacts. Here, a mass-balance trophic (Ecopath) model of the Mont Saint Michel Bay (MSMB) was developed, to analyze the bay's functioning as an ecosystem. This bay, intensively exploited by fishing and for shellfish farming, is also suffering from the proliferation of the gastropod Crepidula fornicata, an exotic species.  相似文献

To understand the confounding fishing effect and physical influence on fish production, catch time series in the East China Seas were analyzed. Principal component analysis partitioned 18 catch time series into interannual trends and variations. While the trends were attributed to growth in fishing effort, variations in catches were related to precipitation and monsoon wind speed. Correlations of catch variations with the physical variables suggest that land-based runoff and monsoon circulation of the diluted coastal water masses are the physical forces dominating catch variability and the influences are largely through the associated nutrient supply on primary production. Runoff inputs nutrients to the coastal ecosystem, while monsoons drive their distribution. Offshore diffusion of the coastal water masses by the summer monsoon increases distribution and efficiency of nutrients and has a positive effect on fish production. Southerly transport of coastal currents alongshore by the winter monsoon confines nutrient distribution and induces nutrient loss from the northern waters. This process reduces overall and northern production, but increases production to the south. A long-term variation in catches was identified, which corresponds to a trend in the local winter monsoon as well as large-scale atmospheric changes. Prediction of the catch variation by the local wind speed suggests that large-scale atmospheric circulation determines the trend in the local winter monsoon, and the local winter monsoon that drives nutrient distribution should be directly responsible for the long-term variation of fish production in the East China Seas.  相似文献
