Fisheries observers can both collect scientific data and report on compliance with fisheries regulations. Observers are used only for scientific purposes in most US fisheries. However, North Pacific groundfish fisheries observers are required to report violations of fisheries regulations that they witness. Based on evaluation of historical enforcement incidents and survey data, this paper considers the effects of mandatory reporting in the North Pacific. The goal of this analysis is to determine whether and how observer enforcement in the North Pacific differs from observer enforcement in other US fisheries and to determine what benefits observer enforcement might yield if adopted in other fisheries.  相似文献

Information on the cost of fishing is integral in measuring fisheries performance and correctly evaluating the economic impacts of fisheries regulations and management rules. However, limited availability of cost data often renders such analyses either incomplete or implausible. This study discusses a survey effort that was undertaken in the Northeast US to collect fisheries annual fixed cost data directly from commercial fishermen. Stratified random samples of fishing vessel owners were surveyed in 2012 and 2013. An overview of the survey procedures, sample selection and administration is given here. The data cleaning process, non-response bias and data summaries are also presented. A modeling framework is discussed for estimating fisheries cost data. Robust cost models in combination with regular data collection efforts will allow for more complete economic and financial analyses relevant to fisheries management and conservation.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

The organisation of a fisheries statistical system dictates the potential usage of its information output. Information is used for planning of food production (fish as a commodity), for fisheries management (fish as a renewable natural resource), and for nature conservation (fish as an indicator for ecosystem quality). In this sequence, the required temporal, spatial and categorical resolution of data increases, while aggregation into meaningful ecological spaces requires a subtle way of organising the data flow. The effective usage of the present fisheries information of Vietnam is constrained by (1) its low categorical resolution and (2) the non-transparent aggregation of data into mere administrative spaces. Information requirements can be better articulated with the instalment of mandatory evaluation procedures at all levels in the fisheries administration. Our examples range from the national administration of the 4 million ton marine fisheries in Hanoi, to the local administration of a fishing commune in the Red River Delta.  相似文献

This paper reviews the socio-economic and ecological context of Fijian reef fisheries. This review is deemed necessary because improved understanding of the state and trends of Fiji's coral reef fisheries on a national level is required for designing an effective management plan for Fiji's inshore reef fisheries. The most important point that emerges from our review is that despite numerous studies of Fiji's reef fisheries, the current status of reef-associated fisheries at the national level is still uncertain due, mainly, to the lack of dependable data on the subsistence fisheries. This in turn leads to uncertainty about how the continuation of fishing, in particular, fishing focused on target species for the coral reef resources trade, will affect fishing communities and the ecosystem.  相似文献

Within the European Union, scientific fisheries research and advice is passed down a chain of central European institutions before being incorporated into policy. However, advice is often poorly or only partially implemented and the system has largely failed to achieve sustainable fisheries management.This paper aims to explain why, by examining the use of fisheries science within the Common Fisheries Policy (CFP). The problem is examined with respect to both the political system and fisheries science, to show that the factors in both the supply, and the subsequent use, of scientific data inhibit effective fisheries management.  相似文献

Fisheries management determines how much of each stock can be landed when, where and how fishing is permitted. It has been identified to strongly influence the environmental performance of the fishing industry, including fuel use. As fuel data for fisheries is scarce, especially on a detailed level, the aim of this study was to develop an approach for utilizing fleet-wide fuel data to estimate the fuel use of individual fisheries and mapping how fuel efficiency in Swedish fisheries is influenced by management. Swedish demersal trawl fisheries were studied between 2002 and 2010. Results show that the overall fuel efficiency has improved and interesting patterns between different fisheries and vessel sizes emerged. The difference in fuel efficiency per kilo landing between large and small trawlers was generally small, unless catch capacity was lowered e.g. by selective grids. Stock rebuilding was shown to be highly important for fuel efficiency, as fuel use was inversely correlated to the biomass of eastern Baltic cod. However, rebuilding can also lead to trade-offs e.g. in the case of selective trawling, where protection of depleted stocks comes at the cost of higher fuel intensity per landing. Finally, tax exemption of fuel use in fisheries was shown to maintain inefficient fisheries. These results could be used to reduce overall environmental impacts of fishing further by incorporating fuel use as an additional aspect into the fisheries management system.  相似文献

Private enumeration of landings data and traceability is an emerging phenomena in developing world tuna fisheries. The general goal of these systems is to facilitate compliance with mandatory market requirements such as the European Union’s Illegal, Unreported and Unregulated fisheries regulation, as well as support aspirations for voluntary requirements such as the Marine Stewardship Council. The long-term success of these systems appears to be dependent on their ability to complement and extend government data and information systems. Developing and maintaining the credibility of these voluntary private enumeration and traceability systems requires strong market incentives as well as strong state support and assurance. If this credibility can be maintained private fisheries information systems may provide a promising basis for innovative stock assessment and management approaches relevant for complex developing world fisheries such as tuna.  相似文献

There are currently three dominant approaches to fisheries stock assessment: analysis of catch-at-age data; simple models of biomass dynamics (often called surplus production models) that rely only on catch and some index of abundance; and analysis of length frequency data. A key characteristic of all these methods is that they rely primarily on one type of data and ignore most of what is known about the biology of the species in question and what has been learned from fisheries elsewhere. Other information is sometimes included subjectively after the stock assessment is complete. The first major trend in assessment methods is developing ways of incorporating all that is known about the biology of a species into a single unified assessment procedure. The second major development is in methods of incorporating uncertainty in stock assessment, using statistical decision theory. At present few agencies have formal methods for treating the uncertainty inherent in stock assessment, and therefore uncertainty is often ignored. A number of trends in fisheries management are reviewed, including adoption of formal harvest strategies, recognition that fisheries management is a matter of decision-making and risk-taking, and the use of Monte-Carlo evaluation of fisheries management options. Future trends in stock assessment and management will likely include more attention to the behaviour of fishermen in response to regulations, more involvement of user-groups in decision-making, much more allocation of property rights, including complete privatization of some fisheries, and demand for evaluation of cost effectiveness of research and management activities. Threats to commercial fisheries as now known are discussed, including growing allocation to recreational and aboriginal users, environmentalists and the impact of aquaculture.  相似文献

Colombia has coasts on both the Atlantic and Pacific Oceans, but its marine fisheries are limited by the relatively small size of commercially important stocks. However, diverse fishery resources have traditionally been exploited by coastal communities, and industrial fisheries have grown in recent years with the intensification of tuna fishing in both oceans. The management of Colombia's fisheries has been hampered by frequent administrative changes, which has notably led to the disappearance of a part of the official landings data. We estimated total fisheries removals (reported plus discards and unreported catches) in the Colombian Atlantic and Pacific Oceans for the period 1950–2006. We used secondary sources of information to estimate missing data, and we estimated subsistence fishing and the unreported by-catches of the shrimp and tuna fisheries. We used available information on seafood prices to estimate the relative economic impact (gross revenues) of the small-scale and industrial sectors for the period 2000–2006. Our results suggest that for the period 1950–2006, the Colombian marine fisheries catches may have been almost twice the landings reported by FAO on behalf of the country (2.8 times higher in the Atlantic; 1.3 times higher in the Pacific). Although the total gross revenues of industrial fisheries were higher than those of the small-scale sector, the latter commanded higher gross revenues in the Atlantic in 2006.  相似文献

This article investigates the role and value of user participation in fisheries management. New empirical data on changes in the institutional structure of fisheries management systems is presented by examining the management structure of two Danish fisheries. The analysis focuses on how user participation functions are institutionalized as co-management between administrators and user groups. General lessons for successful user participation in management are deduced. The paper concludes that co-management is able to overcome some of the fundamental problems related to modern fisheries management and that co-management can work as an active and effective management tool rather than as an impediment to efficient management.  相似文献

We assess, based on fisheries and interview data collected on-site, whether Malthusian overfishing is occurring in Pulau Banggi, Sabah. Fisheries resources in Pulau Banggi have been perceived to be declining over the past 20 years, and characteristics of Malthusian overfishing are evident, although not at a magnitude comparable with other more heavily exploited artisanal fisheries in the Philippines. It appears that Pulau Banggi's reef fisheries are at an early stage of Malthusian overfishing, and this is therefore a critical time for addressing and mitigating drivers of overfishing to prevent inevitable and further decline of Pulau Banggi's reef fisheries.  相似文献

There are tradeoffs in managing fisheries, and ideally such tradeoffs should be known when setting fisheries policies. An aspect of this, which is rarely considered, is the spin-off effect of different fisheries: the economic and social benefits that fisheries generate through processing through distribution and on to the end consumer. This study evaluated the benefits generated in the Peruvian marine fisheries sector through a comprehensive value chain analysis, based on a newly-developed combined ecosystem-economic modeling approach, which was integrated in the widely-used Ecopath with Ecosim approach and software. The value chain was parameterized by extensive data collection through 35 enterprise types covering the marine fisheries sector in Peru, including the world's biggest single-species fishery for anchoveta. While anchoveta is what is known about Peruvian fisheries, the study finds that anchoveta accounts for only 31% of the sector contribution to GDP and for only 23% of the employment. Thus, while anchoveta indeed is the fundamental fish species in the Peruvian ecosystem, there are other fisheries to be considered for management. The study indicates that the economic multipliers for Peruvian fisheries were 2.9 on average over the industry, and that these varied surprisingly little between fleets and between seafood categories indicating that the multipliers can be used beyond Peru to generalize the spin-off effect of the value chain. Employment multipliers vary much more across types of fisheries, but also around an average of 2.9; here it was clear that longer value chains result in more employment.  相似文献

The fisheries data supplied to the Food and Agriculture Organization of the United Nations (FAO) by national agencies have served as the primary tool for many global and regional studies. However, it is recognised that these data are incomplete and often underestimate actual catches, particularly for small-scale fisheries. This study reconstructed total marine fisheries catches from 1950 to 2005 for Mozambique and the United Republic of Tanzania, by applying an established catch reconstruction approach utilising all available quantitative and qualitative data, combined with assumption-based estimations and interpolations. Since the 1950s, Mozambique has reported primarily industrial catches and has substantially under-reported the country's small-scale fishing sector due to lack of resources and civil war. In Tanzania, Zanzibar's recorded fisheries statistics prior to 2000 are absent from Tanzania's marine fisheries catches reported to FAO, and total mainland catches are at least one-third larger than officially reported. Based on our reconstruction, since 2000, Mozambique caught between 150 000 and 172 000 t y?1, while the United Republic of Tanzania caught at least 95 000 t y?1. For the period 1950–2005, reconstructed total marine catches were 6.2 and 1.7 times greater than data supplied to FAO by Mozambique and Tanzania respectively. The reliance on incomplete and substantially under-reported national data puts authorities under serious risk of over-licensing fishing access and mismanaging marine ecosystems and national food security.  相似文献

Expansion and development of the fisheries sector was the driving force behind Iceland’s economic transformation during the 20th century. However, the role of fisheries in national and regional economies is neither well documented nor understood. National accounts do not fully reflect the significant part played by the fisheries as they do not take into consideration the various ways economic activity in the fisheries sector affects other branches of the economy. The fisheries sector, which includes fishing and fish processing, has been established as a base industry within the Icelandic economy. Using data collected during 2010 and 2011 and cluster analysis techniques, this paper seeks to establish the economic importance of the fishing industry in Iceland. As a base industry, this paper finds that a wide range of companies have gradually developed to service the sector and through these interlinkages, the fisheries sector and its related operations can be viewed as an industry cluster.  相似文献

Fisheries statistics provided by the Hellenic Statistical Authority (HELSTAT) have been often criticized for unusual estimates in landings and fishing effort data and for limitations in the sampling methodology, although there is no study on the identification of these biased and misreporting estimates. In the present study the landings per species and fishing subarea, as well as the fishing effort data per fishing gear reported by HELSTAT were analysed over the period 1982–2010. The results showed abrupt changes of both the recorded species and species landings per subarea, spurious correlations of landings among different species groups and misreporting estimates in the number of fishing vessels per fishing gear. These might be likely attributed to: (a) differences of the HELSTAT administrative infrastructures at local scale, (b) changes in the sampling protocol followed by HELSTAT, (c) reporting faults made by HELSTAT, (d) fisheries restrictive measures at local basis, (e) other factors that increased the bias and the uncertainties of HELSTAT fisheries data and related to socio-economic (i.e. fuel price) and operational (i.e. spatial structure of the fisheries fleet) aspects and/or (f) to environmental changes that might possibly affected fisheries dynamics. The present study aims to the improvement of the effectiveness of the national fisheries statistics as pinpointed by Common Fisheries Policy in order to avoid imprecise and/or biased estimations about the state of the fisheries.  相似文献

Stock assessments of quota or effort managed fisheries in which the duration of the fishing season is 12 months are invariably delivered well into the subsequent fishing season. As a result, quotas are frequently based on year-old data. This delay is often unavoidable because it may take months to collect, collate and analyse data necessary to assess fishery performance. The South Australian fisheries for blacklip (Haliotis rubra Leach, 1814) and greenlip abalone (H. laevigata Donovan, 1808) have addressed this issue by using provisional data on current stock status to inform application of the harvest strategy decision rules that set the quota for the next year. The primary index of relative abundance for these fisheries is catch per unit effort (CPUE). Our study uses 25 years (1988–2012) of CPUE data to quantify the differences between the provisional and complete-season CPUE estimates at the spatial scales used to assess the fisheries. We demonstrate that, in most cases, there was a strong relationship between the provisional and complete-season CPUE estimates for both species, with little evidence of bias. As the provisional CPUE estimates were a reliable and accurate predictor of the complete-season CPUE estimates, this provides a high degree of confidence in using provisional CPUE estimates to set quotas, thereby overcoming the difficulty of basing decisions on aged data. These findings are likely to be applicable to other fisheries, particularly those where much of the annual catch is obtained (or effort expended) in a short time period at the commencement of the fishing season.  相似文献

Although local knowledge is a crucial source of information for fishery development, its generally unsystematic presentation and nebulous content makes use by policy makers or managers difficult. Based on field data obtained using Participatory Rural Appraisal at Bang Saphan Bay, Prachuap Khiri Khan Province, Thailand, we attempt to show here how local knowledge can be effectively systematized, analyzed and displayed visually using a Geographical Information System (GIS) for use in fisheries management. PRA data on location fished, time of fishing, techniques and technology used and species targeted were obtained from local fishers then mapped using Arcview (3.1). In this way local fisheries knowledge can be converted into geo-spatial data form via GIS, and the succinct results used easily to guide fishery management and planning, especially by offering directions for rights-based fisheries and co-management.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献
