“控制大城市规模,合理发展中等城市,积极发展小城市”是我国城市建设的基本方针。自提出以来,各地在具体的城市规划和城市建设实践中,一方面贯彻执行这条方针,另一方面也在检验其合理性。总的看来,“方针”确实在不少城市的规划建设中发挥了积极的指导作用。然而,也曾在另外的情况下带来过迷惑和疑问。例如,有些城市在规模上已跨入大城市行列,但从经济、社会和环境等诸方面进行分析,则需要,也有条件继续发展;同样,有些城市规模虽小,但限于各种因素,已不宜毫无控制地大力发展。在这种情况下,脱离实际地去硬性执行“方针”,必将使社会、经济和人民生活蒙受不应有的损失;而围绕“方针”去讨论“大城市该不该发展”和’小城市该不该控制”,又难以得出一致的结论。看来,要 相似文献

通过建立生态发展评价指标体系,对中国十大城市群生态发展状况进行多层次的比较研究。认为在微观层面,中心城市对城市群生态发展影响巨大,城市群内城市之间生态发展水平差距很大;在中观层面,中国十大城市群的生态发展路径相似,但是没有形成良好的区域联动,造成区域发展非均衡性;在宏观层面,中国十大城市群生态发展水平直接关系我国生态经济可持续发展程度,国家对大城市群的定位不同,不同的战略定位影响其生态发展水平。结果显示:中国十大城市群生态发展状况与世界先进水平相比还存在巨大差异;无论城市群内部还是城市群之间均存在明显的非均衡性。尽快缩小各城市群之间的发展差距,努力提高欠发达地区城市群生态发展能力是解决区域发展不平衡的关键所在。在此基础上,从中国十大城市群生态发展状况的综合层面和影响城市群生态发展状况的各个因素层面分别提出了缩减生态发展状况非均衡差异的政策建议。 相似文献

随着社会主义市场经济体制的建立与中心城市职能的加强，大城市农业区域农业生产与空间结构必将发生重大变动。从外部市场条件与区域功能的变动演化两方面对这种变化的原因进行了探讨，从市场方面分析了农副产品生产所面对的市场层次特点以及当前生产与市场不适应的状况，迫切要求调整与改变农产品生产结构。从地域功能考虑，认为大城市农业地域功能要服从城市总体规划需要，并得出大城市农业地域农业功能正逐步相对弱化的结论。最后，提出了今后大城市农业区域、农业生产结构调整方向和空间分化的三圈模式。 相似文献

通过对世界国际性城市的研究梳理，提炼出城市功能驱使大城市地位转变的内在逻辑，构建了“战略功能-基础功能-城市地位”三者之间的作用模型。文章提出世界（国际性）城市功能可以分为战略功能与基础功能两类。其中，战略功能是驱使大城市地位转变的根本动力，在国家经济、区域布局中承担控制中心的角色。基础功能则是战略功能的重要外在表现，是维持和提高战略功能的重要保障，起到枢纽、节点的作用，能够提供高度现代化的基础设施与国际服务功能；同时也会间接影响战略功能的作用效果以及城市地位的转变。利用此逻辑框架，对杭州城市地位升级的实现路径进行了论证，识别出数字经济功能是杭州的战略功能，证实了数字经济的腾飞使得杭州发展迅速，城市地位提升，也回应了当下杭州进入“一线城市”的舆论呼声。 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
