‘New regionalism’ has become a buzzword in current debates on regions and regional governance. Much of this discussion revolves around the ‘right’ scale and structure of regional governance, implying changes to the ways in which the conventional main variables institutions, hierarchy and territoriality interact to circumscribe ‘regions’. The main difference between ‘old’ and ‘new’ regionalism is the degree of variability and responsiveness to locational strategies by businesses, i.e. essentially relative regional competitiveness, and thus by implication the question of territoriality and boundedness. Evidence ‘on the ground’ among policy makers, however, suggests that the changes may go further than theoretical arguments with their emphasis on territory and scale (Brenner, 2000, 2003) are suggesting. Much of the difference revolves around the distinction between technocratic, planning focused and firmly institutionalised understandings of territorially fixed regions within a government structure on the one hand, and more purpose driven, flexible, and inherently temporary and variable arrangements outside fixed government structures, whose territoriality is composed of the varying spatial background of the participating actors. Here, regional territoriality is an incidental rather than determining factor. The cleavage between ‘old’ and ‘new’ regionalism has become particularly obvious in post-socialist eastern Germany, where staid forms of traditional institutionalism and territorial governance had been transferred from ‘west’ to ‘east’. Increasingly, these arrangements appeared inadequate to respond to the vast and spatially widely varying challenges of post-socialist restructuring. The result has been a tentative emergence of new forms of regionalisation in between, and in addition to, the established ‘old regionalist’ approaches. Evidence from eastern Germany suggests that ‘new’ is not necessarily replacing ‘old’ regionalism’ in the wake of a shift in paradigm, but rather that the two coexist, with new forms of regionalisation sitting within established conventional territorial-administrative arrangements. This points to the emergence of a dual track approach to regionalisation, sometimes covering the same territory, more often relating to variably sized areas that overlap. Both forms of regionalisation aim at an internal and external audience, using varying images and employing different sets of actors when dealing with the two main sources/directions of consumption: internal (local) and external (corporate, competitive). By their very nature, however, these processes are varied and differ between places, rooted in particular local-regional constellations of policy-making pressures, actor personalities and established ways of doing things. This paper examines such processes for two regions in eastern Germany, both with distinctly different economic traditions and geographical contexts, aiming to illustrate the multi-layered process of regionalisation and region making. Inevitably, within the scope of this paper, the study cannot cover all possible models and regionalisation approaches across eastern Germany, because they not only differ between places, but also over time.  相似文献

This paper aims to bring the work of Ludwig Wittgenstein into contact with the growing interest and concerns over the status of practice, performance and non-representational ‘theory’ within human geography. Drawing predominantly on Wittgenstein’s later work, the aim is to use Wittgenstein’s comments to illuminate how certain presuppositions and idealisations over the nature of understanding and meaning are or have been built into our (social scientific) modes and methods of explanation. Thus Wittgenstein’s work is used as a diagnosis––a diagnosis of how the modus operandi of giving an explanation can, and often does, prevent us from acknowledging the practical and the performative, from witnessing the taking-place of meaning and understanding. The paper carries out this task by focusing first on Wittgenstein’s critique of the role of ‘rules’ and ‘rule-following’ in the construction of social scientific accounts and secondly, through a consideration of the implications of Wittgenstein’s ‘scenic’ style of writing through which he attempts to deconstruct the epistemo-methodological idealisations and representationalist desires of social analysis. The claim here is not that Wittgenstein’s work provides the solution to the problematics which confront us in considering the status (or otherwise) of practice, but rather that his work may provide us with other ways of going-on, ones more sensitive to the eventful, creative, excessive and distinctly uncertain realms of action.  相似文献

Commodity geographies are politically weak. Geographical pedagogy isn’t particularly engaging. Radical geography should make connections. But it rarely leaves room for interpretation. Too much seems to be too didactic. And to preach to the converted. That’s a problem that needs attention. So, is it possible to develop a radical, less didactic, geography? With research funding, publication and teaching the way they are? To engage more students, more heartily, in the issues studied? To promote social justice, critical citizenship, and participatory democracy? But not by setting out the right ways to think, be, or act. Some film-makers, artists and writers have been able to do this. It seems. Subtly and cleverly. Through projects attempting to de-fetishise commodities. But their politics have been placed largely in the background, between the lines of, or separated out from, the presentation of scenes, things, relations, bodies, lives and voices. Seen and unseen elements of their audiences’ lives. Re-connected. Perhaps. Through communication strategies giving audiences something to think about and to think with, to argue about and to argue with. Putting themselves in the picture, in the process. These less didactic materials may be difficult to master for an exam or an essay. They may not make it clear who or what’s right or wrong or what audiences are supposed to do. But they could engage them in less direct ways. When they’re shopping for petrol or fish, or when they’re doing or thinking about completely different things. Things that may not even come under the heading of ‘production’ or ‘consumption’. This approach might be labelled as ‘weak’, ‘relativist’, a bit too ‘cultural’ ‘post-modern’, or ‘defunct’. But it’s an approach that may be radical in effect because its ‘politics’ aren’t so straightforward or ‘up front’. This paper is about changing relationships between research, writing, teaching, learning and assessment; expanding fields of commodity geographies to include classrooms as sites not only of ‘instruction’, but also of learning, for researchers and their students1; showing how such learning might usefully shape research and writing elsewhere in these fields for those engaged in this defetishising project.  相似文献

Benthic and planktonic oxygen isotope (δ18Occ) and Mg/Ca analyses in two cores from the Northeast Atlantic have permitted the reconstruction of surface- and deep-water temperature (Tdw) and δ18O (δ18Ow) variations across the last two deglaciations. These records allow the timing of de-glacial melt-water pulses reaching the Northeast Atlantic to be compared with the evolution of local deep-water Tdwδ18Ow conditions. Although each glacial termination is unique in detail, a similar pattern of hydrographic change is reconstructed for both deglaciations, with the first major decrease in deep-water δ18Ow (due to sea-level and/or purely local deep-water change) occurring in parallel with the onset of intensely cold glacial surface-water temperatures, and prior to a ‘terminal’ ice-rafting and melt-water event. The evolution of deep-water across both de-glaciations involved two transient incursions of cold, low-δ18O water into the deep Northeast Atlantic, the second of which was particularly pronounced each time. These pulses of cold deep-water are interpreted to reflect the incursion of water directly analogous to modern Antarctic Bottom Water (AABW), and containing a significant component of brine rejected during sea-ice formation. The results presented here show that the same type of transient changes in deep-water circulation that occurred across Termination I also occurred across Termination II, and that as a result of these deep-ocean changes, the timing of each benthic δ18O ‘termination’ cannot precisely reflect the timing of de-glacial sea-level change, as many palaeoceanographic interpretations (and some controversies) are prone to assume. Such ‘imprecision’ (in timing especially) may well extend to marine isotope stage (MIS) boundaries in general, as a principle of hydrographic variability and its expression in the geological record.  相似文献

Richard Titmuss’ classical 1970 study of blood donation has provided a powerful conceptual model for characterising transactions involving human bodily materials. This now paradigmatic model suggests that such transactions are typically organised in accordance with one or other of two dichotomous, and mutually exclusive, modes of exchange: gifting or commodification. In this paper I utilise findings from my own and others’ empirical research to illustrate the range of complex, multiply constituted, and contested modes of commodification that now typically attend the exchange of human body parts and tissues of which Titmuss’ model can take no effective account. Drawing on work by Radin, Callon, and Miller I illustrate the complex justificatory work that those involved must perform to fit their lived experiences of tissue exchange into this now outmoded paradigm. I then consider how the protagonists themselves ontologise their practices and with what effects. In the second part of the paper I consider how neo-liberal ideologies and instruments are being employed to suborn a variety of highly differentiated and geographically distinct practices of bodily commodification to the ‘logic of the market’. I explore here what the operative effects of defining the global circulation of body parts and tissues as a new ‘economy’ might be. I then consider how, if at all, a market logic could ‘Value’ all those ‘calculations of interest’ and ‘values’ that underpin exchanges of human body parts and tissues in specific national, communal or institutional settings. I conclude by reflecting on the desirability or possibility of performing normative assessments of the ethicacy of highly geographically and culturally differentiated practices of bodily commodification.  相似文献

In this paper we aim to rethink the political geography of African development at the beginning of the 21st century. Central to our thesis are two intertwining legacies, paralleling Edward Said’s Orientalism. The first is the construction of Africa in the western imagination and the second is an enduring trusteeship towards the continent. The core movement we seek to critique and move beyond is the complicity between racialised knowledges about Africa and a series of political interventions that seek to ‘help’ Africans to develop. The paper begins by examining the legacy of colonialism in the policies towards and representations of Africa. Although selective and schematic we argue that what unites these power–knowledge constructions is a sense of trusteeship towards the continent. The next step is to look at ways of decolonising our knowledges as a means to effect more appropriate political engagement with Africa. For this we touch on a range of theoretical positions, but look most closely at the corpus of post-colonial theory for ways of doing this. While not uncritical of post-colonialism we find it potentially useful for destabilising western authority and in addressing questions of popular agency and cultural constructions of exclusion. From here we attempt a reformulation which addresses the role of the state, the politics of place and space, and the ways in which ‘we’––professional geographers––might go about our work.  相似文献

Analysis of ‘neoliberalism’ in recent geographical work has usefully drawn attention to the manner in which certain political-economic ideas resonate with a diverse range of state projects, policy objects and socio-political imaginaries. Positioning neoliberalism as a multifaceted political phenomenon, scholars have explored its local manifestations: the embodiments of an express commitment to market exchange in specific geo-historical contexts. Key to this process, it is argued here, is the attempt to instil a series of values and social practices in policy subjects. This process can have lasting effects by virtue of being embedded in practices of governance at the local level, a dimension that has been given less attention in existing research. Using the implementation of the New Deals for the Unemployed and New Deal for Communities in Bristol as an illustrative case, this paper investigates this potentiality by positioning New Labour’s construction of social exclusion as a mechanism of neoliberalisation and exploring the legacy of the neoliberal values espoused in and through its social exclusion policies.  相似文献

A combination of ‘bomb spike’ calibration and conventional calibration of AMS 14C dating has been used to determine a detailed age-depth model for a 1-m sediment section collected from a salt marsh in Poole Harbour, southern England. These data were compared with the chronology obtained from 210Pb analysis and 137Cs age markers. We report post bomb values of over 1.46 F14C (> 146% modern 14C), and both the rising and falling limbs of the atmospheric ‘bomb spike’ are identified. Five pre-bomb samples were analysed using multi-target high-precision 2‰ AMS analysis, and after the replicates were combined the one-sigma uncertainty was as low as ± 9 14C yr on some ages. These data, and an additional three normal-precision pre-bomb 14C samples, were calibrated using CALIB 5.0 and the chronology constrained using the ‘prior knowledge’ of independent age markers obtained from the analysis of pollen and spheroidal carbonaceous particle (SCPs). No agreement was found between the 14C ‘bomb spike’ dates and the CRS 210Pb chronology modelled for this sequence. In addition, poor agreement was found between the signal of the 1960s weapons test fallout indicated by the 14C ‘bomb spike’ dates and the timing suggested by the 137Cs data. This disagreement is attributed to the influence of the local discharge of 137Cs from the former UKAEA site at Winfrith. We use our new chronology to confirm the existence of an acceleration in sedimentation rates in Poole Harbour during the last 100 yr previously reported for this site by Long et al. (Long, A.J., Scaife, R.G., Edwards, R.J. 1999. Pine Pollen in intertidal sediments from Poole Harbour, UK; implications for late-Holocene sediment accretion rates and sea-level rise. Quaternary International, 55, 3–16.), and conclude that ‘bomb spike’ 14C calibration dating may offer a more robust alternative to the use of 210Pb chronologies for dating sediment deposition in salt-marsh environments. In addition, we demonstrate how the use of high-precision AMS analysis has the potential for reducing some of the uncertainties involved in the high-resolution dating of recent salt-marsh sediments.  相似文献

The available geological, geochronological and isotopic data on the felsic magmatic and related rocks from South Siberia, Transbaikalia and Mongolia are summarized to improve our understanding of the mechanisms and processes of the Phanerozoic crustal growth in the Central Asian mobile belt (CAMB). The following isotope provinces have been recognised: ‘Precambrian’ (TDM=3.3–2.9 and 2.5–0.9 Ga) at the microcontinental blocks, ‘Caledonian’ (TDM=1.1–0.55 Ga), ‘Hercynian’ (TDM=0.8–0.5 Ma) and ‘Indosinian’ (TDM=0.3 Ga) that coincide with coeval tectonic zones and formed at 570–475, 420–320 and 310–220 Ma. Continental crust of the microcontinents is underlain by, or intermixed with, ‘juvenile’ crust as evidenced by its isotopic heterogeneity. The continental crust of the Caledonian, Hercynian and Indosinian provinces is isotopically homogeneous and was produced from respective juvenile sources with addition of old crustal material in the island arcs or active continental margin environments. The crustal growth in the CAMB had episodic character and important crust-forming events took place in the Phanerozoic. Formation of the CAMB was connected with break up of the Rodinia supercontinent in consequence of creation of the South-Pacific hot superplume. Intraplate magmatism preceding and accompanying permanently other magmatic activity in the CAMB was caused by influence of the long-term South-Pacific plume or the Asian plume damping since the Devonian.  相似文献

The paper addresses cultural assumptions about ‘nativeness’ and ‘belonging’ to place as they are implicated in notions of ‘ecological restoration’. Given the centrality of complex notions of ‘indigeneity’ to the issue of what ecological ‘restoration’ means in Australia, this is a rich area for cultural and historical analysis. Case materials illustrate the negotiated and ambiguous nature of Australian ideas about what ‘belongs’ ecologically and culturally across the broad continent of this relatively young post-Settler nation. We seek to foreground these issues through consideration of what ‘restoring’ nature might mean in the context of debates about native plants, the re-introduction of an iconic species of ground dwelling bird, the removal of cane toads that are demonised as highly ‘alien’, and the multiple ways in which the dingo is regarded ambiguously as both native and a ‘pest’ that needs to be controlled and culled. By showing how ‘restoration’ can be understood and mobilised in a variety of ways – in terms of the ‘re-naturing’, ‘re-valuing’ and/or ‘repatriating’ of indigenous species, as well as impassioned rejection of ‘exotics’ – we emphasise the importance of social science for building a well-grounded sense of how environmental management priorities and approaches are informed by a wider set of cultural assumptions.  相似文献

KAr analyses on whole rock and minerals are reported for the Kokoumi anorogenic pluton and alkaline volcanics of the Benue valley, west of Garoua (northern Cameroon), which belong to the northern part of the ‘Cameroon Line’. The two formations yield similar ages of 39 and 37 Ma, respectively. These values likely correspond to the time of emplacement. They are in agreement with the interpretation considering the ‘Cameroon Line’ as a huge lithospheric crack tapping a hot deep asthenospheric zone. To cite this article: R. Montigny et al., C. R. One uses the principle of flexural isostasy to represent the uplift of the ‘Seuil du Poitou’ in response to erosion. The model indicates that a different uplift of on the last five millions years resulted from an erosion paradoxically stronger in the crystalline basement than in the limestones bedrock. The Malaysian government has embarked on an ambitious refashioning of the nation called Vision 2020 in pursuit of its goal of becoming a ‘developed country’. A pivotal component of this ‘vision’ is the planning and provision of information technology (IT) infrastructure in a multi-billion dollar urban mega-project called the Multimedia Super Corridor (MSC). The purpose of my paper is twofold. First, I situate an official planning document for the MSC entitled Physical Design Guidelines for the Multimedia Super Corridor in the activity of transnational planning practice. Second, I argue that a thematic series of organizing planning concepts and practices can be identified in this document. These concepts and practices work in two ways: first, by representing highly positioned notions of sub-urban, middle-class urban design conventional in specific North American cities as universally applicable to, and desirable for, the broader national development goals the MSC is intended to lead; second, by creating a ‘total image’ for the MSC that suggests an apparently seamless relationship between the MSC and the proper citizens for it at every imaginable scale. One important effect of these plans is the material transformation of a rural landscape of and for production into an urban landscape of and for consumption. This transformation raises the question of who can belong to the ‘nation’ being (re)imagined via the MSC.  相似文献

Translocal assemblages: Space, power and social movements   总被引:3,自引:0,他引:3
Colin McFarlane   《Geoforum》2009,40(4):561-567
In this paper, I deploy an analytic of ‘translocal assemblage’ as a means for conceptualising space and power in social movements. I offer a relational topology that is open to how actors within movements construct different spatial imaginaries and practices in their work. In using the prefix ‘translocal’, I am signifying three orientations. First, translocal assemblages are composites of place-based social movements which exchange ideas, knowledge, practices, materials and resources across sites. Second, assemblage is an attempt to emphasise that translocal social movements are more than just the connections between sites. Sites in translocal assemblages have more depth than the notion of ‘node’ or ‘point’ suggests – as connoted by network – in terms of their histories, the labour required to produce them, and their inevitable capacity to exceed the connections between other groups or places in the movement. Third, they are not simply a spatial category, output, or resultant formation, but signify doing, performance and events. I examine the potential of assemblage to offer an alternative account to that of the ‘network’, the predominant and often de facto concept used in discussions of the spatiality of social movements. I draw on examples from one particular translocal assemblage based in and beyond Mumbai which campaigns on housing within informal settlements: Slum/Shack Dwellers International.  相似文献

The Sarliève marsh sediments (Massif Central, France) contain two tephras. The first tephra [, ca. 12 000 BP], regionally well known, enables to date the beginning of lacustrine infill to the Lateglacial. The second tephra, the ‘tephra de Sarliève’, the emitting volcano of which is unknown, would be dated to around the Early Subboreal from pollen data. This occurrence, after the discovery of the ‘tephra de Beaunit’, emphasizes that volcanic eruption(s) occurred in the ‘Chaîne des Puys’ or in the volcanic Cézallier more than 1000 years after the last known eruption (Pavin) in the ‘Chaîne des Puys’ at around 6.6/6.7 ka (5800/5900 BP). In the Sarliève piles, these tephras, well preserved in thick and more silicated deposits of deltas, were not observed in carbonated basin sediments where they were altered. The abundance of authigenic zeolites formed during the Lateglacial in restricted depocentre lacustrine waters allows us to detect initial CF1 tephra occurrence. To cite this article: A. The Yunkai Terrane is one of the most important pre-Devonian areas of metamorphosed supracrustal and granitic basement rocks in the Cathaysia Block of South China. The supracrustal rocks are mainly schist, slate and phyllite, with local paragneiss, granulite, amphibolite and marble, with metamorphic grades ranging from greenschist to granulite facies. Largely on the basis of metamorphic grade, they were previously divided into the Palaeo- to Mesoproterozoic Gaozhou Complex, the early Neoproterozoic Yunkai ‘Group’ and early Palaeozoic sediments. Granitic rocks were considered to be Meso- and Neoproterozoic, or early Palaeozoic in age. In this study, four meta-sedimentary rock samples, two each from the Yunkai ‘Group’ and Gaozhou Complex, together with three granite samples, record metamorphic and magmatic zircon ages of 443–430 Ma (Silurian), with many inherited and detrital zircons with the ages mainly ranging from 1.1 to 0.8 Ga, although zircons with Archaean and Palaeoproterozoic ages have also been identified in several of the samples. A high-grade sillimanite–garnet–cordierite gneiss contains 242 Ma metamorphic zircons, as well as 440 Ma ones. Three of the meta-sedimentary rocks show large variations in major element compositions, but have similar REE patterns, and have tDM model ages of 2.17–1.91 Ga and εNd (440 Ma) values of −13.4 to −10.0. Granites range in composition from monzogranite to syenogranite and record tDM model ages of 2.13–1.42 Ga and εNd (440 Ma) values of −8.4 to −1.2. It is concluded that the Yunkai ‘Group’ and Gaozhou Complex formed coevally in the late Neoproterozoic to early Palaeozoic, probably at the same time as weakly to un-metamorphosed early Palaeozoic sediments in the area. Based on the detrital zircon population, the source area contained Meso- to Neoproterozoic rocks, with some Archaean material. Palaeozoic tectonothermal events and zircon growth in the Yunkai Terrane can be correlated with events of similar age and character known throughout the Cathaysia Block. The lack of evidence for Palaeo- and Mesoproterozoic rocks at Yunkai, as stated in earlier publications, means that revision of the basement geology of Cathaysia is necessary.  相似文献

Institutions are objects of study that raise questions about the relationship between continuity and change. Employment is changing and for this reason it presents an opportunity to explore how it is that paid work might be thought of as an institutional ‘space’ that is made up of enduring and shifting power relations. This paper views institutions through a lens of ‘power-geometries’, that is, as complex webs of relations of domination and subordination (Massey, D., 1992. New Left Review 196, 65–84). The paper illustrates these power-geometries by exploring employment in local authority cleansing depots in South East England. I concentrate on how the inequity of employment relations enables the institutionalisation of work practices. Employment relations were found to have shifted to different degrees according to the particular geographies and histories of labour markets, employer strategies, local politics and worker solidarities. Despite these variations the asymmetry of employment relations is seen to have endured. I conclude by arguing that whilst power-geometries are not fixed, when ‘institutionalised’ they are not easily changed during ‘everyday’ interaction.  相似文献

A Late Hauterivian interval (127.5 Ma), called the ‘Faraoni Event’, which is characterised by the deposition of deep-marine black shales in the Mediterranean Tethys, is demonstrably of sufficient geological brevity to be qualified as an anoxic event. This event lies within the Pseudothurmannia catulloi ammonite subzone, coincides with the extinction of the calcareous nannofossil species Lithraphidites bollii, and records an increase in a globular planktonic foraminifer. High quantities of marine organic matter were preserved in pelagic successions from northern and central Italy, Switzerland, southeastern France, southern Spain and probably elsewhere in the Mediterranean Tethys and Atlantic Ocean. Carbon-isotope stratigraphy from Tethyan and Atlantic sections shows a minor positive excursion in the uppermost part of the Hauterivian and Lowermost Barremian, suggesting accelerated extraction of organic carbon from the ocean reservoir just after the ‘Faraoni Event’. The duration of this short event is less than 100 ka according to cyclostratigraphy and coincides with a third-order sea-level rise. It is likely that similar forcing mechanisms responsible for global OAEs operated during this short time interval. To cite this article: F. Baudin, C. R. Geoscience 337 (2005).  相似文献

Based on an environmental geochemistry case study carried out in the neighbourhood of a W–Sn abandoned mine, the pollution in stream sediments was modelled through a Global Contamination Index. Such an index permits one to summarize the combination of deleterious elements in a single variable, obtained by the projection of samples onto the first axis of a PCASD (Principal Components Analysis of Standardized Data) applied to the entire n × p matrix containing the available concentrations of p = 16 elements in the set of n = 220 collected samples. In order to provide a sound basis for a coherent planning of the remediation process which will be put in operation in the affected area, it is necessary to balance the costs of reclaiming with the probabilities of exceeding the upper limits accepted for concentrations of environmentally harmful elements in sediments. Given these limits, they are back-transformed in the index values, providing a practical threshold between ‘clean’ and ‘contaminated’ samples. On the other hand, the minimum dimension of the cell to be reclaimed is restrained by the selected remediation process to be applied in the affected area. Hence, to meet the constraints of such a remediation process, it is required to estimate the probabilities of exceeding the index threshold in technologically meaningful sub-areas. For this end, the Indicator Block Kriging technique was applied, producing a series of maps where sub-areas to be reclaimed can be spotted for different probability levels. These maps, on which the decision making remediation agency can rely for its cost-benefit analysis, take into account both the spatial structure of ‘clean’ vs. ‘contaminated’ samples and the constraints of the reclaiming process.  相似文献

Deep-rooted enigmatic piercement structures in sedimentary basins, including ‘mud volcanoes’, ‘shale diapirs’, ‘salt diapirs’, and ‘asphalt volcanoes’, range in size from less than 1 km2, surface area, up to 64 km2, and have often an unknown depth of penetration due to incomplete imaging. We propose that they form a family associated with fluid flow. Our argument is based partly on their inferred location (above deep faults) and on the chemical analysis of emitted products, which includes liquid clays, brines and other substances from salt diapirs, and asphalt and light oils from the asphalt volcanoes. We explain these compositions by chemical alteration caused partly by supercritical water, a phase of water existent at high pressure and temperature, locally and temporarily achieved at depths generally beyond 10 km below surface, i.e., at the sediment–crust boundary. Our hypothesis overcomes some of the problems with interpreting fluid flow products, which are otherwise very difficult to explain. In case this hypothesis can be further verified, the family could perhaps be called ‘hydrothermally associated piercement structures’.  相似文献
