Stock assessments based on fitting sex‐and size‐structured population dynamics models, combined with projections of the future implications for available biomass and egg production, currently form the basis for scientific management advice for rock lobster, Jasus edwardsii, off Victoria, Australia. Traditionally, assessments have been conducted for two “zones” (east and west) off Victoria. However, recent analyses indicate finer‐scale spatial resolution in growth and the probability of being mature as a function of size. Assessments were therefore conducted for six regions, as well as for the two conventional zones, and Bayesian model selection criteria were used to compare alternative model formulations. The results suggest that better fits to the data can be obtained by conducting assessments by region than by zone. The general qualitative conclusion of past stock assessments is that the rock lobster populations off Victoria are depleted to below the target reference point of 40% of the available biomass in 1951 and this conclusion is robust to how the data are treated spatially. However, the time‐trajectories of egg production and available biomass differ among the regions, with the areas in the centre of Victoria being more depleted than those at the extremes.  相似文献

Although New Zealand rock lobster (Jasus edwardsii) fisheries can be assessed with a sophisticated Bayesian length‐based model, these assessments are expensive and time consuming; they cannot be conducted for each area every year. Harvest control rules are increasingly important management tools in New Zealand rock lobster fisheries. Recent work has developed and evaluated procedures for rebuilding or maintaining lobster stocks based on criteria agreed by stakeholders. Most management procedures depend on a single abundance index, often catch per unit of effort (CPUE). When management procedures react slowly to changes in vulnerable biomass, allowable catches get out of phase with the stock, causing large oscillations in both catches and CPUE. Lags between data and management actions and “latent years” are features of rules that reduce responsiveness. This study explores ways to improve the responsiveness of harvest control rules by using additional data to predict changes in vulnerable biomass. Four data sets are examined: CPUE trends, pre‐recruit indices, puerulus settlement indices, and size frequencies. Only pre‐recruit indices, which were explored with a simple delay‐difference model based on parameter estimates from recent assessments, appeared to have immediate potential for use in improving management procedures.  相似文献

Since 2002, 5.3% of the Victorian coastal waters have been declared as Marine Protected Areas (MPAs). These are aimed at safeguarding important marine habitats and species, significant natural features, and areas of cultural heritage and aesthetic value. However, MPAs impact the fishery for southern rock lobster (Jasus edwardsii), as total allowable catches (TACs) were previously set to allow the biomass to recover to pre‐specified target levels. The model on which assessments and risk analyses are based is extended to include the impact of MPAs. The MPAs and the area open to fishing are modelled as subpopulations with different levels of mortality and consequently different density and population size‐structure. A range for the probability of a lobster moving from a MPA to the fished area from 0 to 15% is considered, based on the results of tagging studies. The reduction of biomass available to the commercial fishery because of the introduction of MPAs is estimated to be 8% and 16% (Western and Eastern Zones) respectively. The results of a risk assessment show that if the current TACs are maintained, the time to increase the biomass available to the commercial fishery by 50% would be delayed 5–9 years in the Western Zone and 1–4 years in the Eastern Zone because of the impact of displaced effort. In contrast, spawning biomass in the Eastern Zone is currently below the agreed limit reference point, and the introduction of MPAs would enhance the rate of recovery, although only marginally initially, faster than the absence of the MPAs.  相似文献

Based on the assumption that depleted stocks would have recovered during a six-year layoff from fishing, trapping for deep-water spiny lobster Palinurus delagoae and slipper lobster Scyllarides elisabethae off eastern South Africa resumed in 2004 until 2007. A generalised linear modelling approach was used to investigate the effects of year, sampling area, depth, month and trap soak-time on catch and lobster size, and to construct standardised abundance indices. The renewed trapping rapidly reversed partially restored nominal catch rates. Fishing strategy changed from targeting spiny lobsters during the first months of each fishing season to targeting slipper lobsters during later months. Small spiny lobsters were abundant in the southern area, identified as a recruitment hotspot. Spiny lobster abundance and size in this area increased over four years of fishing, but conversely, large adult spiny lobsters predominated in the central and northern areas, where trapping depleted their abundance over time. The adult populations in the central and northern areas are upstream from the recruitment hotspot, and are presumably a source of larvae. Slipper lobster abundance peaked in 2005, remained relatively constant across areas, and increased with depth. Trapping for deep-water lobster is unlikely to be sustainable in its present form. However, the clear gradients in spiny lobster size and abundance by sampling area and depth provide a good framework for spatial management planning.  相似文献

The southern rock lobster, Jasus edwardsii, is South Australia's most valuable fisheries resource, with an annual landed value of c. AU$100 million. Approximately 80% of this revenue comes from the southern zone (SZ) rock lobster fishery, which has been managed under an individual transferable quota system since 1993. The total allowable commercial catch is currently set at 1900 tonnes. Long‐term spatial trends in catch and effort were analysed over the period 1970–2005 to investigate possible changes in the spatial dynamics of the fleets as a result of quota introduction. Data indicate that the fishery contracted into three main Marine Fishing Areas (MFAs) after 1993. In particular, the long‐term catch average in MFA 51 decreased from 185.4 tonnes pre‐quota to 59.8 tonnes post quota. This MFA is located in the northern region of the SZ and is one of the furthest MFAs from the main fishing ports in the region. The fishery is also spatially contracted within MFAs. Approximately 80% of the annual catch comes from <60m depth despite catch rates being 2–3 times greater in offshore sites as evidenced from both fishery‐dependent and independent sources. Such trends appear driven by recent market preferences that select for small (<1 kg), red‐coloured lobster that are primarily located on inshore grounds. As a result, fishers now target inshore sites to maximise returns under the quota‐based system. The observed shift in the spatial dynamics of the SZ has clear implications for the biological performance indicators on which the fishery is managed. Specifically, the results highlight the need for a fishery‐independent assessment of the resource that provides estimates of catch rate and biomass independent of current harvest strategies. Preliminary results from a trial survey undertaken in 2005/06 and 2006/07 show higher lobster abundance in lowly exploited offshore sites compared with inshore areas. These trends highlight the need for refined spatial management of the resource, which is the focus of the new management plan for the fishery.  相似文献

The waters off South Africa's coastline boast a rich mix of commercially fished species. Quantitative assessments of these marine resources have developed from simple methods first applied in the 1970s, to models that encompass a wide range of methodologies. The more valuable resources have undergone regular assessments in recent decades, with frequencies closely related to the management approach employed for each fishery. Many of these assessments form the operating models used to simulation-test candidate management procedures. This paper provides a comprehensive review of the assessments of 11 of the most important fisheries resources in South Africa. Some assessments use simple biomass dynamics models, whereas others are a hybrid of age- and length-based models, each designed to model the specific characteristics of the resource and fishery concerned. Many of the assessments have been disaggregated by species/stock and/or area as related multispecies/stock/ distribution hypotheses have arisen. This paper explores the similarities and differences in the data available and the methods applied. The review indicates that, whereas the status of three of these resources cannot be estimated reliably at present, the status of six resources is considered to be reasonable to good, whereas that of abalone Haliotis midae and West Coast rock lobster Jasus lalandii remains poor.  相似文献

Southern rock lobster (Jasus edwardsii) support significant commercial and recreational fisheries in Tasmania, Australia. Since the mid 1990s the number of persons holding recreational lobster licences increased by over 80%, with c. 15 500 persons licensed in 2002/03. Assessment of the recreational fishery has been undertaken periodically since 1996 using a telephone‐diary survey method. The fishery was concentrated off the south‐east and east coasts of Tasmania and characterised by strong seasonality in catch and effort, which peaked markedly early in the fishing year (November‐January). Although pots were the most popular fishing method, daily catch rates by divers were more than double those for pots. Divers selectively harvested larger lobsters than those taken by pots and more frequently attained the daily bag limit of 5 lobsters. The estimated recreational harvest increased significantly since 1996/97 and in 2002/03 effectively reached a management trigger level of 10% of the total allowable commercial catch, flagging a review of recreational management arrangements.  相似文献

Sardine Sardinops sagax distributed off the west and south coasts of South Africa have traditionally been assumed to comprise a single well-mixed stock for assessment and management purposes. New research, however, lends weight to the possibility of two stocks in this region. A precautionary management approach thus needs to consider the impact of management decisions on the hypothesised two individual stocks as well as on the resource as a whole. As a first step in this process, Bayesian assessments of South African sardine are presented, which compare results for the traditional single-stock hypothesis with those that follow from a new two-mixing-stock hypothesis. Recruits from the west stock are assumed to move to and remain part of the south stock in annual pulses of varying size. This movement is estimated to be appreciable, and to take place from a substantially more productive west stock to the south stock. This immigration makes a greater contribution to the south-stock biomass than do years of above-average south-stock recruitment. Importantly, this two-mixing-stock hypothesis is shown to be consistent with the data available. Further alternative sardine stock-structure hypotheses suggested by the most recent data are discussed.  相似文献

The rock lobster Jasus lalandii expanded its centre of distribution south-eastwards into an area known as ‘East of Cape Hangklip’ on the south-west coast of South Africa in the early 1990s. Using historical and present data, we analysed differences in the abundance of key species and functional groups between the pre- and post-rock lobster invasion periods at two sites along that coast: Cape Hangklip and Betty's Bay. Pre-1989, lobsters were absent, but after 1995 they reached densities approximating 0.4–0.8 m?2. Benthic community composition also changed significantly with herbivores being abundant whereas macroalgae and sessile invertebrates were scarce pre-invasion. We attribute the decline of herbivores to the direct effects of lobster predation, in turn indirectly promoting macroalgae. Post-invasion sessile invertebrates and macroalgae increased by 2 600% and 453% respectively, whereas herbivores declined by 99.3%. The virtual elimination of the sea urchin Parechinus angulo-sus by rock lobsters has substantial implications for the commercial harvesting of the abalone Haliotis midae, because its juveniles are intimately associated with this urchin. The lobster invasion has thus not only led to a regime shift of the ecosystem but has also substantial economic consequences, which calls for an ecosystem approach to the management of the pool of commercially exploited resources in this region.  相似文献

East coast rock lobsters Panulirus homarus are collected by the indigenous people of the Wild Coast, in the Eastern Cape, South Africa, and are sold to coastal hotels and holidaymakers. The South African government has proposed a small-scale commercial fishery based on P. homarus to improve socio-economic conditions in that region. Catch data and information on fishery operations were collected for the artisanal fishery from Coffee Bay, Presley Bay, Port St Johns and Mbotyi, as well as from a commercial buying station near the Mdumbi Estuary, between March 2003 and October 2005. The catch per unit effort of rock lobster poling varied from 13.5 ± 7.7 fisher–1 outing–1 at Port St Johns to 5.9 ± 3.1 fisher–1 outing–1 at Coffee Bay, but the number of fishers or fishing frequency could not be verified. About two-thirds of the lobsters caught (69%) were smaller than the minimum legal size. Hotels and the buying station complied with size limits, but cottages and campers often bought undersized lobsters. Smaller lobsters (females) are caught by poling than by diving. Geographical variations in poling effort and lobster mean sizes could be indicators of heavy fishing pressure on shallow, inshore reefs. The implications of commercialising the fishery and its associated management are discussed.  相似文献

The California spiny or red rock lobster, Panulirus interruptus, is an ecologically and economically important species that has been exploited since the 1800s. No previous study in California has assessed the impacts of the recreational or commercial lobster harvest. Before the 2003–04 commercial and recreational lobster seasons, we conducted a fishery‐independent trap survey at Santa Catalina Island to document the impact of the lobster fisheries on the size structure, abundance, and sex ratios of mature P. interruptus (>65 mm carapace length (CL)). We concurrently sampled a predominantly commercially fished area, a recreationally fished area, and a 23‐year‐old invertebrate no‐take (INT) reserve. Relative to the INT reserve, legal‐size lobsters in the recreational area were similar in CL, but 31% less abundant. Legal‐size lobsters in the commercial area were 8% smaller and 70% less abundant than those in the INT reserve. The sex ratio of legal‐size lobsters, although near 50:50 in the recreational and INT reserve areas, was male‐dominated (67:33) in the commercial area. Differences in CPUE and mean CL of sub‐legal lobsters in the recreational and commercial areas suggest that factors in addition to harvesting pressure may affect these populations. Total biomass of mature lobsters in the recreational and commercial areas was 92% and 45%, respectively, of biomass in the INT reserve. Fecundity in the recreational and commercial areas was 83% and 42%, respectively, of fecundity in the INT reserve. This study provides preliminary data for future ecological studies and fisheries management evaluations.  相似文献

The use of ITQ management in multi-species fisheries has been the subject of much debate and the complexities and difficulties of managing multi-species fisheries are well known. A major problem is that the species mix in fishery catches may not necessarily match the mix in combined TACs or in quota holdings. While a number of solutions have been proposed or implemented to improve transferability of quota and other incentives to reduce over-quota fishing and discarding, it is surprising that there has been little focus on TAC-setting itself and coordinating this across multiple species/stocks as a means of dealing with some of these issues. In this paper, data were analysed from the trawl sector of the Australian Southern and Eastern Scalefish and Shark Fishery to determine the relationship between primary species and companion species and the implications this has for TAC setting. The primary species is the species being considered when setting an individual species TAC. The companion species are ones that should also be considered when setting the TAC of the primary species, because a considerable proportion of the primary species catch is taken as a companion species non-target catch. The target species in each fishing operation was determined and was used to characterize recent multi-species catch data into primary and companion components. This approach provides an empirical means to examine the impact of individual species TAC decisions across all of the quota species in a fishery.  相似文献

Kingklip Genypterus capensis inhabit deep continental shelf and slope waters off southern Africa and are now largely harvested as a bycatch in trawl and longline fisheries for Cape hakes Merluccius spp. Regional differences in growth, vertebral count and otolith morphology indicate that kingklip may consist of three stocks. In this study, allozyme markers are used to test whether the two southern stocks, the putative Cape and South Coast stocks, are genetically distinguishable. Standard electrophoretic methods detected Mendelian polymorphisms at six (23%) of 26 enzyme-encoding loci in five samples extending from about 29°S on the West Coast to about 25°E on the South Coast. No deviations from Hardy-Weinberg proportions were observed in the samples or in the pooled sample. Gene diversities (heterozygosity) ranged from HS = 0.039 to 0.042 among samples, and averaged 0.041. Genetic differentiation among localities was remarkably small, FST = 0.003, and did not differ significantly from zero. A Bayesian analysis of population structure, based on detecting departures from Hardy-Weinberg proportions and gametic phase equilibria between loci, indicated with a high likelihood that the five samples were drawn from a single genetic population. In combination, these results are consistent with the occurrence of a single population off South Africa. However, the most conservative management strategy is to set harvest quotas individually on the Cape and South Coast stocks.  相似文献

Fecundity of female rock lobster Jasus lalandii was studied in order to examine whether regional differences existed along the west coast of South Africa, where growth rates (at least of males) were known to vary considerably. The study, in August/September 1985, included all major rock-lobster Fishing grounds from Port Nolloth in the north to Olifantsbos on the Cape Peninsula in the south. Earlier studies showed that growth rates of adult rock lobsters are fast in areas where per capita food availability is high (the south-central region of the West Coast), whereas growth rates were slower where food supplies are limited. The results presented indicate that fecundity of females is also higher in areas where growth rates of males are fast. Year-to-year variations in fecundity of females may possibly be an indicator of growth rates of adult rock lobsters.  相似文献

Limited entry and biological quotas were implemented in the lobster fishery of the Northwestern Hawaiian Islands in 1991, during a period of declining stock abundance. A companion use-it-or-lose-it permit provision has had the perverse effect of increasing fishing effort during times of declining stocks. Despite its unfavorable short-term prospects, the fishery has the potential to be very lucrative for a small number of boats over the long term. This paper introduces a dramatically different management regime that would create ownership rights in a private management corporation for the current limited-entry permit holders. This corporation would function within a renewable operating contract with the government to protect the public interest in the conservation of the lobster population and its associated ecosystem. The Eastern Baltic cod stock was until recently below safe biological limits and suffered from high fishing pressure. In most recent years, fishing mortality substantially declined and spawner biomass more than tripled. Similar developments have not been observed for any other depleted cod stock in the North Atlantic during the last few decades. This paper investigates relative impacts of changes in different ecological and management-related drivers, which could have contributed to the rapid recovery of the Eastern Baltic cod. The results show that the success to reduce fishing mortality below management target in 2008 was due to a combination of increased recruitment and improved compliance with TAC. The reversal of the negative trend in biomass and rebuilding of the stock to the present level were largely driven by increased recruitment. Harvest control rules of the multi-annual management plan for setting TACs currently maintain the fishing mortality at a low level, which allows the stock to accumulate biomass and further accelerate its recovery. Relatively strong incoming year-classes and recently better control over removals distinguish the Eastern Baltic cod from other depleted European cod stocks, which have not shown similar positive trends in recent years. Sound management measures and compliance to those as well as favourable biological conditions are required for a successful stock recovery.  相似文献

Movement patterns of the Southern Rock Lobster Jasus edwardsii in Victoria, Australia were investigated from 8,533 tag-recapture events across a 20-year period (1992–2012). In total, 83% of lobsters were recaptured within 1?km of their tagging site and 93% within 5?km. While largely resident, elevated movements were observed within specific regions, with the overall direction of movement being from inshore to offshore areas. Movement was not impacted by lobster sex, size, or reproductive stage. The fishery for Southern Rock Lobster within Victoria is currently managed into two zones with separate total allowable commercial catches in each area. Given the high levels of site fidelity, our findings suggest that management of the resource at this spatial scale is appropriate and that consideration of significant movement between zones is not warranted in fishery stock assessment models.  相似文献

World fisheries, already vulnerable, are under increasing pressure from the impacts of climate change. Using the Tasmanian rock lobster industry as a case study, we considered the efficacy of risk perception as a tool to inform how to communicate the science of climate change and suggestions for management in relation to development of adaptation strategies for fisheries. Fishers surveyed in this study operate in a fishery that is expected to undergo large changes as a consequence of climate change. Fishers also reported observations of similar large changes in the marine environment and lobster fishery consistent with climate change; yet most fishers surveyed expressed doubts about whether climate change was a real process. The important point for adaption of the industry to climate change is that fisher perceptions of risk tended to create barriers to acceptance of climate change as an issue. This means that there is a barrier to communication and awareness about climate change and thus a barrier to future action on the issue. Improving acceptance of climate change and thus ability to adapt will require the development of communications that are culturally appropriate and palatable to fishers. We argue that the application of social learning principles in communications about climate change may be one constructive way forward.  相似文献

The major processes involved in the supply and removal of dissolved oxygen in the shelf region between 24 and 28°S are discussed in relation to the development of oxygen-deficient conditions. The area subject to this oxygen deficiency varies both seasonally and geographically. It is suggested that both the shallow distribution of rock lobster in this part of the Benguela Current system and the periodically low catch per unit effort may be related to the onset of oxygen deficiency. Preliminary laboratory findings indicate that avoidance of oxygen-deficient areas by rock lobster might not be caused solely by the lack of oxygen per se, but by the co-existence at low oxygen concentrations of toxic reduced compounds such as hydrogen sulphide.  相似文献

The status of a fishery is often defined as the probability of fishing mortality rate exceeding a perilous level for long‐term sustainability. Lobster stock assessments are often subject to large uncertainty in input data and high levels of natural variability in lobster life history processes, which calls for incorporating uncertainty associated with both indicator and management reference points in an evaluation of biological risk of overfishing. Using a Monte Carlo simulation approach, we evaluated the impacts of uncertainty in modelling on the determination of the status of the Taitung spiny lobster (Panulirus penicillatus) fishery (Taiwan), which has not been quantitatively determined despite its commercial importance. The commonly used biological reference points derived from the per recruit model (F 0.1 the fishing mortality rate where the slope of the curve of yield‐per‐recruit model is 10% of the maximum slope and F 4Q%, the fishing mortality rate that reduces the expected egg production for a cohort of female lobsters to 40% of that produced in the absence of a fishery of the egg‐per‐recruit model) were influenced by uncertainties associated with lobster life history and fishery parameters. A large uncertainty in the current fishing mortality rate (F cnr) and estimates of biological reference points (F BRPs) increased the uncertainty in determining the risk of overexploitation throughout the confidence levels of the stochastic decision‐making framework. This simulation study suggests that the target reference point of F 40% is less sensitive to the input parameters’ uncertainty than F 0.1 We suggest a further evaluation of other F‐based references points and development of biomass‐based reference points before final selection and implementation for the management of the Taitung lobster fishery.  相似文献
