Through a series of case studies, this paper discusses the three stakeholders in land development for housing in Dhaka city: the public and private sectors, and NGOs. In a scenario in which urban planning merely serves to the fulfil formal requirements and benefit certain groups, in which the public sector is an accomplice to the private sector, and where NGOs have their own private interests; urban planning in the public interest is interlocked with private interests. NGOs are important tertiary stakeholders in planning and service provision. While they vary in their types and objectives, environment NGOs in particular often find themselves in an antagonistic position concerning public and private land development. However, the interventions to the public and private sectors placed by the NGOs can provide a platform for future negotiation and participation in policy formulation.  相似文献

This paper focuses on the socio-material, political and spatial implications of urban infrastructure bundling practices. Our work examines how network bundling best practices piloted in the Indian city of Bangalore (Bengaluru) have been deployed as a policy model for urban road re-engineering. Drawing on work in actor-network theory (ANT)-inspired assemblage urbanism and policy mobilities, we examine the assembling of Bengaluru's Vittal Mallya (VM) Road in conjunction with Tender-SURE (Tender Specifications for Urban Road Execution) as showcase projects for bundled network infrastructures. Our paper introduces an ‘infrastructurescape’ typology – boundaries, intersections, cul-de-sacs and peopling – as an analytic for examining the socio-material and spatio-political implications of bundling. Our findings discuss the rise of powerful local infrastructure coalitions of private and civic interests in Bengaluru. Besides the low accountability of these coalitions, we identify the potential problematic effects of infrastructure bundling including: spatial exclusions and fragmentation; the valorization of commercial space and automobility; and the limited participation of wider publics in shaping urban infrastructural futures. Bundling urban networks and setting local urban infrastructural priorities, we suggest, represent politically-charged processes that reconfigure specific city streets and scapes. Infrastructure bundling practices have important implications for the city-at-large and the city-region of the future in India and beyond.  相似文献

In many cities of the developing world, poor residents occupy land and build their dwellings before infrastructure is provided. Expanding the infrastructure networks for the poor is a long, expensive and complicated affair. Before the 1990s, the public sector was generally in charge of the basic services; but these services have been liberalized and, in many cases, privatized since then. In this new context, a relevant question is: have these reforms contributed to urban integration? Or, on the contrary, have they contributed to deepen urban fragmentation? This study presents the case of water and telecommunications services in Lima, Peru, the most contested and politically sensitive urban sectors. The objective is to test Graham and Marvin’s claims about the splintering of networked infrastructures expressed in Splintering Urbanism.The findings show that the reforms have improved the situation at aggregate level, but there is still no sustainable solution for the crucial dilemma of cities with high poverty restrictions: self-financed network expansions versus service affordability. The diverging paths of the utilities reform in Lima illustrate that privatization is not the main issue in the discussion to expand the networks for the poor. The main conclusion is that sensible policies complemented with carefully targeted subsidies and continuous regulation can successfully provide water for all. Good governance practices at the urban level help to achieve this goal. Water and telecommunications in Lima also show that are no general solutions for the universalization of the services; each city is different and some sectors are much more complex and problematic than others. This demands careful and continuous technical and political consideration of the local circumstances to reform the utilities.  相似文献

This paper focuses on the extent to which recent infrastructure-oriented urban developments in Stockholm concord with various aspects of the ‘splintering urbanism’ thesis of Graham and Marvin. This contextualisation allows us to extend their work empirically and conceptually. In the first instance, we study a particular case of the decline of a unitary networked city (in an urban context largely absent from their book). In the second instance, we develop their notion of ‘unbundling’ to capture not just core changes in the organisation of infrastructure provision, but an overarching disjunction of the established nexus between networks, planning and social welfare in the city. This disjunction operates through interlinked transformations concerning, for example, privatisation and outsourcing in network services, separation of infrastructure planning from broader urban planning, contradictions between the environmental and social mandates of infrastructure, and a (prospective) curtailment of the redistributive, social role of essential network service provision. We conclude nonetheless that this ‘destructive’ moment of unbundling has not so far been pursued by more explicitly ‘creative’ urban fragmentation strategies, due largely to the vestiges of a socio-political consensus based around redistribution and equality. In this respect, the Stockholm case pleads for a conception of ‘splintering’ as a dynamic and multi-stage process which is not only always ongoing, unstable and incomplete, but also non-linear and open to resistance/regulation.  相似文献

Tree planting programs are being implemented in many US cities (most notably New York, Los Angeles, and Chicago) on the basis of the multiple environmental and health benefits they may provide. However, the magnitude and even the direction of the impacts of trees on specific urban environments have seldom been directly measured. In addition, there has been little research on the historical, cultural, political or institutional origins of such programs, or on their implementation process. Pending questions include the degree to which these programs are integrated in the existing frameworks of city government and infrastructure management, how they are paid for, and the kinds of collaborations between nonprofit organizations, the public, and public agencies at all levels they may require in order to succeed. Dear and others associated with the ‘Los Angeles School of Urbanism’ have presented a series of challenging ideas regarding changes in urban form as a consequence of the shift from modernism to post-modernism. Some of those challenges relate to a city’s ethnic diversity and residential segregation, with Los Angeles presented as a paradigm exemplar of an emerging new urban form. This paper evaluates the arguments that Los Angeles in particular, and Californian metropolitan areas more generally, differ from metropolitan areas elsewhere in the United States in the nature of ethnic residential segregation there. Regression analyses provide little support for the argument, but graphical analyses show that although Los Angeles does not differ from the general, US-wide trends, its almost unique nature in terms of its ethnic diversity means that it clearly stands out as a place with a different pattern shared by very few others.  相似文献

The analysis of the history of the management and distribution of electricity, water and sanitation networks in Santiago de Chile throws light on a problem which is central to thinking on the relationship between urban services management and territorial splintering: what is the impact of urban policy, in particular housing policy and urban planning, on access to services and on the potential levels of social segregation and institutional splintering of metropolises?The Chilean example is eminently anchored in its political and institutional history. We shall see, for example, that the authoritarian urban policy of the military government, associated with early liberal reform, enabled the improvement of access to networks in every municipality of the Greater Santiago area. However, this success, leading to the integration by urban services of a large territory, does not signify that networks remained neutral as regards the process of spatial segregation. Inversely, we can defend the theory that the presence of an integrated service was a necessary condition and a reinforcing factor of the process of urban spread and residential segregation. This paradoxical argument is a result of the ambivalent liberal network and urban policies of the military government. Urban expansion was largely sustained by the development of integrated infrastructures and universal services. The processes of liberalising land and urban services were mutually sustaining and provided the necessary conditions for the birth of an extremely intense movement of urban sprawl and segregation between 1985 and 2000.  相似文献

This paper engages with emergent conceptualizations of political–industrial ecology to understand the politics surrounding how the volume, composition, and material throughput of stormwater in Los Angeles is calculated and applied by experts. The intent is to examine the unfolding relationship between the volume and material flow of stormwater, and the social, political, and technical practices involved in identifying stormwater as a new and underutilized water resource. Specifically, it seeks to understand how the active processes of calculating the metabolic inflows and outflows of stormwater in Los Angeles serve as a way for the city to render value and meaning to the flows of stormwater. I suggest that the ways urban metabolisms are calculated reflect a volumetric approach to environmental governance that serves to achieve certain political goals. I refer to this type of governance as volume control—a way of organizing technopolitical interventions around overcoming problems related to the volume of resources flowing and circulating into, through, and out of cities and industrial systems. I argue that understanding this form of governance relies on taking a political–industrial ecology approach that accounts for both the social and material dimensions of resource flows. While the categories and motivations of stormwater governance remain contested over time and space, it is shown that stormwater in Los Angeles needs to be understood in relation to the ecological systems and scientific, political, and cultural practices designed to make it into a resource and align with existing patterns of growth and development.  相似文献

Natural disasters are a worsening problem in many of the world's largest cities. Since an increasing majority of the world's population will soon live in cities, and mostly in large cities, the trend towards increasing urban hazard poses serious societal challenges for the future. Beginning in the mid-1990s, the International Geographical Union's Study Group on the Disaster Vulnerability of Megacities undertook a series of case studies of megacities that have been – and are – exposed to major natural disasters. These include: Tokyo, Seoul, Sydney, Lima, Mexico City, Los Angeles, San Francisco, Miami, London and Dhaka. Case studies focused on reviewing the historic record of major disasters in each city and on documenting recent changes in different components of hazard including, risk, exposure, vulnerability and response. It was found that exposure and vulnerability are the components of hazard that are changing fastest and with the gravest implications for urban populations. Because hazards are only one part of the typical urban management agenda, hazards management in large cities should be pursued with careful regard to the context of general urban policy manking and management. Sustainability has become a guiding principle of urban management but the relationship between hazard and sustainability is little understood and little explored. The way lies open for hazard researchers to develop alternative contextualized approaches to the analysis and resolution of urban hazard issues. The Los Angeles test is one of the few mechanical test methods that provides information on the quality of railway ballast. However, the Los Angeles value is subject to large variability. Since important economic decisions depend on this value, the reasons for its variability are investigated. An extensive series of tests using four types of rock as well as an in-depth analysis of particle geometry and petrography are carried out. The impact of particle characteristics on the test results is investigated. The deviation of the petrographic composition within a given sample turns out to have a considerable impact on the Los Angeles test results, whereas the influence of the respective deviation of particle geometry is relatively small. The latter effect only comes into play in connection with petrographically homogeneous rock types. The distribution of the geometric features is similar in almost all of the rock types investigated. Due to the large deviation in particle shape and angularity, the sample mass of 10 kg (as provided in the standards EN 1097-2 and EN 13450) is not found to be representative. The necessary number of test repetitions in order to exclude the effect of deviation of particle geometry is estimated. The one result parameter according to the standard, the Los Angeles value, does not allow for discriminating between the amount of abrasion and the fragmentation occurring during the test. An additional result parameter for the estimation of the fragmentation rate is therefore proposed.  相似文献

A recent study on the European integration of the Italian urban system shows that globalisation processes do not necessarily separate cities from their regional networks. The most successful cases of recent urban development in Italy are associated with the formation of metropolitan networked regions in which a major metropolitan centre is linked with cities of a lower level by hierarchical, complementary and synergetic relations. The paper examines the result of an analysis carried out on 148 major Italian daily urban systems. It takes into account two sets of indicators: one referring to the supraregional network interactions, measuring the degree of globalisation, and one referring to the proximity interactions inside the regional networks, measuring the degree of regional cohesion. They allow the definition of typologies of urban systems founded on a (normally positive) correlation between supraregional functional openness and regional integration.  相似文献

This study compares architectural and planning approaches to urban form and design within a North American context. It presents a critical assessment of the results of semi-structured, in-depth interviews with a group of highly experienced architects, landscape architects, and planners from the Greater Toronto Region. Dialogues with practitioners revealed a growing intellectual divide in regard to understanding urban form and design issues. Planners portrayed the urban form as a product of social and economic forces or a backdrop for civic institutions, private development initiatives, and public action. Architects and landscape architects, on the other hand, emphasized the importance of built configurations and spatial relations in shaping economic, social, and cultural patterns. With such a polarized perspective of urban development processes, each group of practitioners proposed different and somewhat contradictory visions for the future of North American built forms. This study develops an understanding of theoretical and pragmatic concerns within design professions (architecture/landscape architecture) and social science professions (planning at large) that hamper the development of integrative urban design visions. It extends an interdisciplinary understanding of built environments and the forces that shape them and paves the way for more in-depth studies aimed at creating more integrative urban design theories and development strategies.  相似文献

Indian metropolises have witnessed the growth of ‘new towns’ on their peripheries over the past two decades, which have attracted investment as well as affluent residents. Most research on new towns examines the contentious politics of land acquisition and development, but less is known about urban governance and everyday life. This article focuses on solid waste management in Noida, a new town on the periphery of Delhi that has been unable to develop a large-scale waste management system, and we have two main foci. First, we show that the municipal government has sought to regulate waste collection, while waste processing and disposal have remained unregulated and this has discouraged the entry of medium and large-scale private enterprises. Second, we explore the contentious politics surrounding actually existing waste management practices that have emerged in the absence of significant public or private investment. Most waste is managed by small- and medium-sized enterprises in the informal sector, so associations that represent the so-called ‘new’ middle class must interact with informal-sector waste workers. These interactions result in moderately high levels of waste collection but waste disposal remains haphazard and this exposes the limits of the new middle class’ control over urban space. Ultimately, we show how municipal governance and the actually existing politics and practices of waste management contribute to the production of Noida’s socio-spatial landscape.  相似文献

The paper explores the importance of specialised networks in shaping local/regional responses to the deepening crisis of conventional agriculture in the EU, as well as potentially creating a more sustainable platform for rural development. The emphasis will be on the problem-solving aspects of network creation and maintenance within a broader and not necessarily supportive competitive and regulatory environment. This involves examining, both over time and space, how networks function to shape knowledge and create a competitive willingness to innovate to achieve mutually beneficial goals. Through a process which we call ecological entrepreneurship, key actors facilitate sustainable development in the countryside by a combination of fragmentation, specialisation and quality building strategies. We empirically explore these evolutionary and spatial factors through two farming-centred networks—an organic farming network in the UK: the Graig Farm Producer Group; and a regional quality brand in the Netherlands: the Waddengroup Foundation.The analysis of these two networks is used to examine in-depth the significance and construction of the social and spatial milieu for providing the individual and collective capabilities to establish viable problem-solving responses. This raises questions of: (i) how such networks are and can be sustained over time; (ii) the extent to which there are common evolutionary pathways which reproduce and embed problem-solving network building; (iii) how different spatial relations are engendered and (iv) whether such ‘local’ projects can advance to wider counter-movements in the context of the prevailing political economy.  相似文献

This paper analyses local level apprenticeship contracts and networks to highlight informal urban livelihoods within the context of socio-economic vulnerability and wider contemporary changes taking place in Koforidua, Ghana. It does so by specifically examining the complex entanglements of interpersonal relationships that characterize apprenticeship contracts within which home-based entrepreneurs and artisans in Koforidua engage in to sustain both current livelihoods, as well as to shore themselves against socio-economic vulnerability triggered in part by adjustment. As a result of the changing geography of the city, network entanglements, comprising resilient ties and egalitarian relations, have become vital to urban livelihoods in this community. However, apprenticeship contracts and the networks they engender can be a double-edged sword. For instance, demands of reciprocity or support from co-network members, neighbours and family, can be so taxing that some individuals opt out of the network. This tension notwithstanding, this paper contends that apprenticeship contracts and the network spaces they create have created a new social cohesion and community that transcend the traditionally known spaces of social support, i.e. ethnic ties, family ties or even institutional support.  相似文献

This study explores the spatial transformation of urban South Africa since the ending of Apartheid rule two decades ago. It places this experience within the context of countries which have also gone through a “loosening” of political control and of related controls over spatial arrangements. The paper provides a discussion of South Africa’s spatial trends between 1996 and 2011, focusing on urbanisation; urban form; and socio-spatial segregation, and exploring the extent to which changes identified are shaped by the state, private sector investment, and the everyday actions of households and individuals. It shows that South Africa’s urban spatial transformation, post-Apartheid, is both idiosyncratic and comparable. The consequences of spatial controls, and of their loosening, have been diverse across countries, but also within countries. Loosening has led to differing relationships between state, citizenry and private enterprise, and to complex new crossing points between these groupings, affecting spatial change. In South Africa, significant trends have been: movement to the major cities where employment growth is stronger; levels of racial desegregation; and densification of parts of cities and towns, along with peripheral growth and employment decentralisation. Many of the changes however are differentiated across space and between settlements. While proactive state policies have had some impact (not necessarily in the direction of desired spatial transformation), and there are complex interrelationships, our empirical studies suggest that the major weight of evidence is towards the roles of private enterprise and people in shaping spatial change, enabled in part by forms of state loosening.  相似文献

The paper questions the pluralization of policing devices and security agents across the Johannesburg metropolitan area, which has been accelerated and actually encouraged by public policies in the post-apartheid period. Are the various security initiatives and networks coordinated in a metropolitan security “system” – the regulation of which would need to be analysed – or does their development lead to urban fragmentation? Based on an analysis of an extensive documentation of security services, as well as a series of interviews with involved (street level) actors, different dimensions of potential urban fragmentation linked to security are examined: spatial fragmentation, with the development of road closures and their contestation; financial fragmentation, emblematised by business improvement districts encouraged by the municipality; and political fragmentation, as reflected by the analysis of the broader security policy framework. The paper argues that although the integrated vision of Johannesburg’s policing creates the basis for redistribution of resources and forms of policing regulation at a metropolitan level (in contrast with the apartheid period), the choice of neo-liberal urban policies, of which security strategies form a part, tends to encourage policing fragmentation, or in other words, the differential and unequal provision of security services according to place, income and race.  相似文献

The privatization of urban space, as represented in the trend towards a wide variety of common interest developments and increasing prevalence of gated communities, is an international phenomenon. Recent research has not systematically explored the ways in which these types of developments are collectively re-shaping the public and private realms of the city at large. This empirical study of community areas in a Canadian city describes a number of historical private neighbourhood development trends and their convergence in space and time. Based on the empirical generalizations, a conceptual model is developed to illustrate how the trends may have combined to produce a new geography or ecology of space privatization within the city, one in which the older public city is being circumscribed and bounded by new territories of multi-tiered privatization.  相似文献

This study contributes to the existent literature on neoliberal urban governance examining the process-based character of this formation. I maintain that neoliberal governance is a fluid and evolving formation which is continuously being constructed and reconstructed beneath a rhetorical veneer of inevitable emergence and permanence. In this context, this work examines the interconnections between neoliberal urban ascendancy, changing rhetoric and urban waste management policies, and waste pickers (cartoneros), in a case study setting, Buenos Aires. Since 2002, the neoliberal urban governance in Buenos Aires (its institutions, programs and policies) has mobilized different rhetoric and policies to negotiate the waste pickers’ “disturbing” and “dirty” presence in the streets. In that process, the waste pickers, originally marginalized and stigmatized by the neoliberal discourse, have been regulated and disciplined into legal and “well behaved” workers. I would argue that, regulating this activity does not entail giving the waste pickers an opportunity to become central actors in the future of urban waste management in the city. Rather, it is compatible with the logic of the local neoliberal urban projects, focused on disciplining the city’s physical and social landscape as new opportunities for growth and development continue to emerge.  相似文献
