At present China is facing challenges from economic globalization, ecological economy and knowledge economy in its process of economic development. The following ideas may be heuristic in establishing China’s regional development strategies: 1) In locating industries, the impact of industries on the eco-environment should be fully considered. 2) Industrial restructuring should be focused on the restructuring of products, not on the restructuring of the three traditional industries (primary, secondary and tertiary industries). 3) The establishment of key industries should be focused on large-scale corporations or famous brand products, not on a particular industrial sector. 4) The complementarity and cooperation between the east and the west of China should be on products and markets, not on natural resources. The advantages in natural resources for the west of China can not be over-estimated. The advantages in products and market potentials for the west of China may be explored.

In China, the urban industrial district is usually an organic concentrated district including many factories that are in big, middle or small size, and are coordinated in the process of production, or use infrastructure in common. The formation and development of the urban industrial district in China are affected by not only general factors such as natural factor, transportation factor, labour factor, ecologic factor, but also special factors such as agglomeration factor, technologic factor and social factor. To the district’s formation, both the social factors and natural factors are important, especially the attitude the government have towards the district and the regional natural condition. But the agglomeration, market and transportation costs here are not as important as those in the traditional Industrial Location Theory. Now we must pay great attention to these three factors owing to the new economic conditions in China. In the development of the district, the main factors are technology and agglomeration. This indicates that the technologic factor is gradually the essential condition in the development of the district. Besides, we must also know the affection of the ecologic factor in the development of the district. According to the reality of Caohejing district, this paper gives every factor mark in the Analytic Hierarchy Process (AHP). With the result of the AHP, some suggestions have been put forward to Caohejing Hi-Tech Park and other urban industrial districts as well.

Industrial transformation of Shenyang city
Industrial transformation represents a unique economic phenomenon in China‘s regional economy, and old industrial city reconstruction has long been a key problem that affects state security. As a typical old indus-trial city in China, Shenyang established its heavy industrial city position in the First Five-year Plan period (1953-1957), and this industrial structure has been consolidated for a long time. After 1978, Shenyang began its long last-ing industrial reconstruction in an all-round way by 3 main initiatives including restructuring economic system, up-grading traditional industrial technology and developing high-tech industry. In the end of the 1990s, it could be i-dentified that remarkable structural changes took place in city economy at large as well as individual industrial sec-tor. According to the GDP proportion change, Shenyang is on the way to a high level industrial structure. The sec-ondary industry also engendered significant shifting as smelting and textile industry declined sharply but IT industry increased largely. Although the ratio of the heavy industry to the light industry changed periodically, the heavy in-dustrial output value most time kept a high proportion over 60% of the gross industrial output value in the past five decades. Shenyang has favorable conditions for developing equipment manufacturing industry, but it should carry out the program by establishing its leading role in urban economy plan, building “Theme Industrial Parks“, improv-ing Tiexi Industrial Zone, removing any kind of system barrier, enlarging private and other ownerships economy and improving technology, marketing and management by IT application. In response to economy globalization,Shenyang needs to expand the cooperation worldwide and improve the cohesion with surrounding cities.  相似文献

The study shows that the regional differentiation of Hong Kong direct investment (HKDI) in China was enlarged in the 1980s and has been reducing since 1991. The concentration of HKDI in the southern China and the coast has been replaced by the trend of moving northwards and inlandwards after 1989. But in terms of manufacturing sectors this trend has not clearly appeared until now. Those changing patterns are clearly related to the behaviour of Hong Kong industrial investors. The survey results suggest that “enjoying lower production cost” is the most important motive for their investment in China. In consequence, “close to Hong Kong”, “cheaper labour” and “favourable policy” are major factors for determining the investment locations. This behaviour, together with the lack of comparison study in location selection among most investors, explains that Guangdong absorbed most Hong Kong investment in the 1980s. As the production costs have been increasing in Guangdong, some companies have started to invest in non-Guangdong locations since the end of the 1980s. From the mental map of Hong Kong investors, however, only some of the non-Guangdong locations are practically attractive. 1 Introduction Northeast China consists of the three provinces of Heilongjiang, Jilin and Liaoning. Since the founding of the People's Republic of China in 1949, this region has supported the whole country with huge quantity of grain, raw materials, primary products, and heavy industrial products at the cost of environment and resources, and thereafter became an old industrial base as well as an important marketable grain base in the whole country (Zhang et al., 2004). However, since the 19…

This paper meant to analyze the spatial evolution of a large country in its process of integration with the world economy in general, and, to look into the possible effect of China‘s accession into WTO on the future development of its spatial economy in particular. Through an approach of increasing returns, external economy, product differentiation and path-dependence, with foreign trade costs incurred by different regions within the large country discriminated, a model of investment and employment flow is developed as a simulation of a large country‘s process of integration with the world economy. The modeling indicates that in the process of integration, as there exist differences in foreign trade costs among different regions within the large country, either the spatial economy of the country deviates from its symmetric structure in autarky and falls into a core-periphery relationship, or the effect of industrial agglomeration is reinforced, amplified and locked in, if the agglomeration had been started. The economic gap on either the aggregate or structural basis between different regions within the large country will increase rapidly as the integration proceeds.

The investment of Samsung Electronics in China is divided into three types: production companies, sales companies and R&D institutions. Based on an analysis of the spatial structure of Samsung's three types of investment and parent company, it is put forward that regional bias exists during the operation of a multi-national corporation (MNC) in China, i.e., regional biases of technology, price, sales as well as decision-making. Front office and back ofrice, two terms related closely with the location of modern MNCs, are defined and locational principles of each are studied. It is pointed out that production companies and R&D institutions belong to back office, while sales company falls into the type of front office. Based on a summarization on the spatial distribution of production companies, sales companies and R&D institutions, the locational principles of front office and back office are then applied in explaining the location of Samsung's operating entities in China. By analyzing the spatial structure and locational principles of Samsung, a typical MNC in China, this paper aims to understand the internal operating mechanism of modern MNCs and then bring assistance to related policies to cope with those problems about MNCs that have attracted growing attention in recent years.

Since China opening to outside world, the economy in the Pearl(Zhujiang) River Delta(PRD) has been dou-ble digit growth. It has been known as one of mature fast growth areas in the world and become the model and hope of Chi-nese reform and opening to outside world. The regional development in PRD is the outcome of polarization effects. The polar-ization effects actually are extension of international regional division and a combination of Hongkong‘‘s influence and re-form and open-door policies on the mainland. Since the 1990s, driven by knowledge-based economy, the PRD has furtheradjusted the industrial structure and achieved good progress in upgrading industrial structure. Its high technology industryhas developed quickly and the economic internationalization has deepened, meanwhile, the region is going through transforma-tion and some new trends have begun to appear, which include: university towns springing up, industrial globalization andthe construction of Hi-tech development zones. The paper suggests that with the economic growth changing from relying onthe low level production elements to relying on high level production elements, the regional policies in GuangdongProvince should develop correspondingly: 1) make a plan to prohihite the blind construction in innovative spatial construc-tions; 2) make measures to attract the overseas talents to establish a pool of talent; 3) work out the favorable policies forabsorbing larger capital; 4) formulate the policy of attracting a cluster of industries to speed up the upgrade of industrialdevelopment.

Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and developing new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holistic regional project including economy growth, society progress and environment improvement.

As one kind of organizational relation of regional space, in essence, urban system is the spatial reflection of the deep social economic movement.(HERZOG,1991). Since the 1980s, by means of the globalization of economy and high technology and the particular spatial effect, the evolution of urban system has taken on one brand-new landscape different from the traditional one, which also raise new concepts and requirements for urban system planning. Meanwhile, it′s no doubt that active plannin…

County-level industrial development and structure upgrade is one of the most important issues of revitalizing old industrial base of China. After the cluster analysis on GDP per capita and GDP per area of each county in Liaoning Province, this paper finds the similarity of population size, land use intensity, and economic development of each county. Location quotient reflects the specialization intensity of industries in each county, and it also reflects the spatial differences of county-level industrial development. Economic development level is higher in the southeast than in the northwest of Liaoning, and the industry driving effect on county-level economy is apparent. The main influencing factors include location, industrial foundation and economic system reform, capital input level, knowledge and technology dissemination, conditions of domestic and overseas markets, population and labor force transfer. Industrialization is an important approach to urbanization for the counties in Liaoning Province. The proportion of agriculture is much higher in the northwest than in the southeast of Liaoning, so it will be take longer time for counties in the northwest of Liaoning to make industrialization, urbanization and modernization.

Northeast Asia with China ,Japan and South Korea as the main components has drawn more and more atten-tion worldwide. Many scholars have researchec on the prospect of some alternatives of regional economic integration in Northeast Asia/or Yellow Sea Rin as its core area.In this paper the authors start with an introduction of the major arguments embracing Yellow Sea Rim regionalism, and attemptto identify the dynamics challenging the proposed approach-es of sub-regionalism of Northeast Asia. The paper firstly gives a brief review on the undate development of bilateral econom-ic exchanges, mainly Sino-Japanese and Sino-South Korean trades and direct investments with related contemporary is-sues.When the changing pattern of economic interactions is analyzed, special concerns are given to the possibility to real-ize the supposed potential of regional economic cooperation mainly based on economic complementarity among the related regions of China ,North Korea,South Korea, and Japan. The authors then made their major efforts on putting forward possible approaches of multilateral cooperation of three countries in the near future, that is ,deepened cooperation in select-ed sectors of industry and transportation and coordinated development among major cities. The authors stress that the develop-ment of sub-regional sectoral cooperation and the formation of interactive network of city-regions via social and economic interactions at local level are significant to the future regional integrated development in Northeast Asia..
