Evident mismatches exist between the demand and supply of water in many countries particularly in the semi-arid and arid worlds. The resulting food gaps which concern both the national governments of these countries as well as the international agencies which extend assistance to them, appear at first sight to pose challenges beyond the economic and political capacity of peoples and institutions to make the necessary adjustments. The institutions with responsibility for the allocation and planning of water use at international, national and local levels do not seem to be robust enough, or informed enough, to provide the necessary leadership to ensure that scarce water is used sustainably.It will be argued that despite the great difficulties which governments and users face in coping with the need to manage water so that it brings a sound return, as well as according to principles of equity, safety, and ecological sustainability, everywhere there are examples of conflict over water being avoided. And while the avoidance of conflict can in many cases be calculated to have been at a cost to the environment, nevertheless, to date conflict of a hot nature has been avoided. Case studies from a region seen to have the worst water resource future outside the industrialised world, the Middle East and North Africa, will be discussed which exemplify the numerous strategies adopted by countries in their various ecological, economic and political circumstances. A fortunate few governments have substituted oil capital for water while others have filled the food gap, which is generally an expression of the water gap, by ceding economic and political autonomy.  相似文献

International boundaries in the Middle East are less likely to represent a major source of international stress than is generally perceived. Formal treaties exist for 80% of the regions' land boundaries and current political processes seem to be working in favour of the status quo and territorial stability. Regarding maritime boundaries, over 60 such issues have yet to be delimited throughout the region. Of these, the major maritime boundary disputes are concentrated in the Persian Gulf, while the boundary between Greece and Turkey remains a focus of regional conflict in the Mediterranean Basin. Although the function of international boundaries are changing, the delimitation process can be expected to continue in the Middle East. Given political will to resolve problems of delimitation, the ultimate demarcation of boundaries should progress without serious conflict between states in the region.  相似文献

London is an international tourist destination and one of the world's most well known tourist capitals. Over 23 million overseas and domestic visitors contributed £ 4700 million to the city's economy in 1987. In this paper, the implications of a continued growth in international and domestic tourism are considered in the light of recent predictions which envisage that London's overseas and domestic visitors will rise from 23 million in 1987 to 27 million in 1990. One of the most pressing issues which tourist agencies such as the London Tourist Board face, is directing some tourists to new areas and attractions away from the existing concentration in the West End of London. In this paper, the existing and proposed development of tourism in the East End of London (London Docklands) will beexamined as a new area with the potential to attract visitors from the West End. London Docklands has attracted international attention due to the prestigious and controversial regeneration of the area where commercial and residential development has been stimulated by a government funded Urban Development Corporation. Tourist and leisure developments seem set to bring a lasting economic benefit to the area though they have attracted very little attention to date.  相似文献

Geographic research in tourism recognizes destinations to be socio-spatial constructions shaped by historic, cultural, and political discourses. These discourses are reflected in and reproduced by tourism literature such as guidebooks. Guidebooks are a key resource for potential tourists to learn about a destination. These texts produced by international publishing companies draw upon existing discourses for a place that will allow external audiences to make sense of the contextual information provided for the destination. At the same time, they reify these discourses by presenting them to readers as objective facts. This paper uses discourse analysis to examine tourism guidebooks for the European destination region, the Eastern and/or Central European sub-region, and Slovenia. In particular, it examines the competing and conflicting discourses of Eastern and Central Europe in these externally authored and oriented texts to understand the socio-spatial construction of Slovenia as a European tourism destination.  相似文献

The Eastern Mediterranean and the Middle East (EMME) is suffering from abnormal cooling of weather conditions and existence of an extreme weather phenomenon known as ice storm Alexa. The present paper investigates the weather conditions over Europe that causes this abnormal weather over the EMME through December of 2013. Daily data sets of several meteorological elements (temperature, precipitation, relative humidity, sea level pressure, and geopotential height at level 500 hPa, etc.) over the northern hemisphere, including Europe and EMME of December of 2013, have been used through the present work. In addition, to that, a time cross section analysis of the daily operational data for meteorological elements (mean surface temperature, temperature and geopotential height at level 500 hPa, relative humidity, precipitation rate, and sea surface pressure) was done over the EMME for December 2013. The methodology of anomaly and correlation coefficient techniques for the data sets has been used. The results uncovered that the EMME has abnormal and very cold weather conditions due to the inference of meridional blocking persisted over Europe and the existence of the extremely negative geopotential height anomaly aloft over Eastern Europe throughout this month.  相似文献

Conclusions Transport via the Siberian railway in trade between West Europe and Japan is clearly advantageous compared with sea transport. Whether the Siberian transport route is productive for the Soviet Union measured by Western standards is difficult to say. Some Western experts at least have expressed their doubts.It is known that some industrial western market-economy countries have been asked to invest in the construction of the Baikal-Amur railway in return for promised supplies of earth gas and oil. The development of the Siberian transit transport route may also be taken as a sign of an opening up of the Soviet Union to Western countries in a wider sense, and her growing interest in forming trade relations with the West.From the start the Siberian transit transport route was intended, in addition to the Soviet's own transport needs, for goods traffic between West Europe and Japan. Since then connections have been made with Hong Kong and the Philippines. In the future connections via Siberia may be made with Taiwan, South Korea and other East Asian countries and Australia. Thus the international significance of the Trans-Siberian railway in trade between the Far East and Europe will increase considerably. This will mean that the Soviet officials will be faced with what may prove a difficult decision concerning the growing demands of international transit traffic in relation to the increasing domestic transport on the same rail network.It seems likely that the Soviet Union will obtain an increasing proportion of the foreign exchange she needs from this growth in transport. In 1975 this sum was estimated at US $ 150.000.000. With the development in traffic the Soviets are also obtaining and developing new technological know-how. The biggest losers are the shipping lines belonging to the Far-Eastern Freight Conference. They are mainly from Western countries, but there are also members from Poland and East Germany who will lose freights to the Siberian transport route.  相似文献

Since the early 1970s the Australian economy has undergone major transformations common to other western industrialised countries. Jobs in manufacturing declined precipitately whilst the service economy grew, most significantly in producer services but also in lower skilled jobs. Tourism and services exports began to rival traditional agricultural and mining staples. Social outcomes, also typical of international trends, included rising unemployment and polarisation of incomes. Australia's changing global context, especially the nation's increasing orientation towards Asian growth economies, have underpinned restructuring. A political climate of economic rationalism has facilitated and accentuated restructuring. The economic shifts of the past quarter century have meant that everywhere the basis for economic growth has changed. Overlaying and reinforcing the re-definition of competitive advantage has been a shift in the pattern of agglomeration economies and diseconomies. New growth regions have emerged, others have had their prospects reinforced, and still others have had their outlook diminished in absolute or, more commonly, relative terms. The paper traces the regional outcomes of national economic restructuring and shifts in the balance of agglomeration economies and diseconomies over the period from 1971 to 1991. The focus is on the top end of the urban hierarchy, on specialised industrial cities where job loss from manufacturing has hit hard, amenity regions where international and domestic tourism have been major factors in growth, and non-metropolitan balances where growth has been uneven but generally low. Demographic, economic sectoral and welfare indicators are woven into a tableau of change expressed at national, intra-state and intrametropolitan scales.  相似文献

Unlike other bi-national cities, Eilat and Aqaba constitute a special case in which the interaction between the two cities is dependent upon external factors, mainly of a political nature. Eilat in Israel and Aqaba in Jordan straddle each side of the Gulf of Aqaba. Both are similar from a functional aspect: they are port and tourism towns and both constitute a gateway to east Africa and the Far East. They are both situated in a desert region near a sea. The Oslo Accords and subsequently the peace agreement between Jordan and Israel, have opened up many possibilities for cooperation and joint development activity. A number of projects have been put forward, including a joint airport aimed at serving both cities, as well as the shared use of the seaports. Tour packages from Europe to both cities are another feature that holds a substantial economic potential, as do connecting roads and joint plans for the preservation of the unique landscape in this region. A border-crossing point between the two countries has been opened up and tens of thousands of tourists have flocked (mostly from Israel) to visit nearby Petra and Wadi Ram. Laborers from Jordan have begun to be seen in Eilat, working mostly in construction. The long history of the Arab-Israeli conflict is still casting a heavy shadow on the great possibilities for cooperation. The signing of a peace treaty is a necessary but not a sufficient condition for the bringing about of cooperation in the field. The enmity and the military activity between Israel and the Palestinians, especially during recent months since the outbreak the intifada for the second time, have resulted in a drastic decline in cooperation that started initially at a slow and hesitant pace following the signing of the peace treaty with Jordan (1994). The fact that about 60% of the Jordanian population is of Palestinian origin, causes the Jordanian government to maintain a cautious stance in promoting cooperation with Israel. Thus, the development of Eilat and Aqaba as a bi-national city is, to a great extent, dependent on the advancement of the peace process between Israel and all its Arab neighbors, and especially on the outcome of the Israeli-Palestinian conflict. This paper presents a global overview of international tourism, concentrating on three major themes: generating regions, destination zones and the creation of resorts and regions. The world's major markets for international tourism are to be found in Europe and North America, regions which also constitute the world's major destination zones. Distinct groupings can be identified in each with changes in both markets and destinations being slow and limited. The regions of East and South Asia, and the Pacific Islands are among the most-hazardprone areas in the world. Because of this, during the last century, most of the humancasualties of `natural-triggered' disasters have taken place in this region. This circumstance therefore has become a major global humanitarian concern. Another major concern, specifically for the donor agencies, is the damage sustained by infrastructure resulting from environmental disasters. These recurrent loses take away a significant proportion of the cumulative economic gains accrued from development investments over many years.Stepwise multiple regression results substantiated the fact that many of the socio-economic and demographic variables significantly influence disaster-related deaths and injuries in this part of the world. A comparative temporal analysis has shown that, over the past two decades, demographic variables have become prominent predictors of disaster-loss in South, Southeast and East Asian and the Pacific states.Many countries of the region are lagging behind in understanding and recognizing thebroader scope of disaster mitigation and management. Emerging needs and awarenessamong the decision-makers and the general public, however, have prompted institutionsin many countries to initiate a critical review of the prevailing approaches. Thecountry-specific disaster-management capacities and needs in the region vary widely.There are many differences in historical courses, institutional and administrative settings, sociocultural characteristics, as well as political and economic systems. Development of a common institutional framework for the region, therefore, seems unfeasible. Based upon a regional review, it has become clear that the research calls for improving the understanding of the significance of disaster mitigation and management in light of sustainable development and the emerging global issues. The emergence of a real West European capital requires a transfer of national decision-making power to a European common body or a form of federalism in Europe. The first uniting phases and later some voting results in member countries of the EEC point to an emergence of a possible future political core area in the Benelux countries. There is a large choice of cities in Europe as to the position of a future federal capital. Using the location of the headquarters of European international organizations, large firms, financing firms, and taking the accessibility of the cities into consideration, Brussels, London and Paris receive a nearly equal and high position in rankings. This, and an abundance of smaller international centers, point to an existence in Europe of a system of highest level decision-making centers rather than a single capital city. To a great extent this three point construction is located inside the European megalopolis. The whole supranational decision-making city system is very marginally oriented to the west within the continent. The modest share of Germany in these activities is conspicuous. Economically, however, it is now the strongest country in Europe. The territory of the youngest European state is crossed by strategically important passes, the lowest in the entire Alps, leading from the Danubian basin to the Mediterranean (Italy). Thus, the Slovenes had been under cultural, civilization and political domination of centers from these two parts of Europe all until 1918. Because the mountanous land forms, dissected also by valleys and basins, were prone to processes of diffucion rather than fusion, the Slovenians became a national and political subject of their own as late as 19th C. From 1918 to 1990 they were joined with Yugoslavia, a SE European state, and learnt to their cost all the differences between the cultures of W and Central Europe on the one hand, and SE and E Europe and the Near East on the other. Hence the plebiscite decision by the nation for an independent state.  相似文献

It is generally believed that more than 100 tropical countries are suffering from desertification or land degradation as a result of climatic changes. There is also concern that the rising temperature would lead to further environmental degradation and cause economic, social and other environmental impacts (1) in the Middle East. This paper is a modest attempt to investigate temperature and rainfall data in three countries of the Middle East (Oman, Bahrain, and Sudan) to determine if any change has taken place in the weather conditions. The short term environmental impact of the GulfWar in 1991 has been included in the study.The study confirms that temperatures are rising and rainfall is decreasing in Oman (2, 3) and other two countries, leading to increasing desertification processes. Here, following Hume and Kelly (4) desertification is taken to mean degradation in dryland regions or the permanent decline in the potential of the land to support biological activity and hence human welfare. A brief geographical discussion of Oman, Bahrain, and Sudan precedes a detailed analysis of temperatures and rainfall regimen in all three countries.  相似文献

Conclusion As all the political and economic changes of the fifth continent Australia's approach to Asia is a gradual process. With the political recognition of the People's Republic of China Australia gave up its strict anticommunist attitude, regarding its alliances with the USA as of secondary importance to its future policies and trying to find its own political position. The political approach to Asia was accompanied by an economic one after Britain's entry into the EEC that caused a restraint on trade for Australian products on the British market. The intensive relationship with the highly industrialized Japan gave remarkable impulses to the economic develoment of Australia; the trade relations to the other countries of Asia, especially to those of South-East Asia, were expanded. An enlarged foreign trade with these countries, however, requires the establishment and expansion of the native industries and markets as well as their organisation and the stabilization of their financial powers to enable them to export products important to Australia and to receive Australian exports of high value on normal terms. So not only humanitarian and political reasons but sturdy economic interests are at the bottom of Australia's economic and technical aid given to these countries. Although Australia's approach to Asia still excludes a change of its immigration regulations for the time being it can already be regarded as efficient. By this approach Australia aims, in its own interest, at the political stability of South-East Asia and the Pacific and at the economic development of the countries in this region.  相似文献

使用中国科学院大气物理研究所的全球大气环流模式,曾就上新世中期(距今约3百万年前)气候进行过数值模拟试验,在已有针对全球气候进行分析的工作基础上,集中研究了该地质时期我国气候的变化特征。数值试验结果表明,除了青藏高原地区由于地形海拔高度变化而引起的局地冷却现象以外,上新世中期我国约100°E以东地区地表气温上升4~8℃,升温中心位于江淮流域下游地区; 该经度线以西地区地表气温升幅相对要弱一些,在1~4℃之间。上新世中期年均降水在我国东部地区显著减少,平均减幅在0.5mm/天以上,特别是在长江中游地区; 新疆北部、青海和西藏大部年均降水略有增加,而新疆中部和南部年均降水略有减少。在对流层低层,上新世中期东亚冬季风系统减弱,夏季风系统总体上略有减弱; 在对流层中层,冬季东亚大槽显著减弱,夏季中高纬度地区500hPa位势高度升高。在以上结果中,上新世中期我国气候相对于现在偏暖、东亚冬季风强度减弱得到了代用资料的支持。  相似文献

Croatia is located on the southeastern edge of Central Europe (Ruppert 1995), between the navigable Danube River and the Adriatic Sea, so that participates not only in continental traffic, but in the maritime and river traffic of Europe as well.Although the transit position of Croatia is very favorable, transportation itself has unfortunately not been developed in accordance with these advantages. This is a result of the social-economic, especially political, development of the region in the course of its history. Unfortunately, politics also influences the selection of transit routes in this part of Europe today. With the break-up of socialist states, particularly the former Yugoslavia, new states have appeared which are seeking their place in the European traffic network. Because of the momentarily uncertain political circumstances, the construction of some transit routes in Croatia have not been foreseen in international developmental plans for continental transit, despite the fact that they would be logically expected given the advantages of their position.  相似文献

“丝绸之路经济带”的实施将西北重要的生态屏障区——甘肃转变为向西开放的前沿阵地,提出了对外开放、突出地方特色、着重绿色发展的新发展思路。处于丝绸之路关键段的河西走廊是甘肃省生态屏障建设水平最高的地区,集历史、民族和全样自然景观等多元旅游资源于一身,是我国最早发展入境旅游的地区,具有较好的知名度和开发经验。随着大众旅游的常态化,包括中国在内的亚太地区愈加被世界旅游所关注,而露营旅游成为时下旅游市场的刚需和新的增长点,将入境旅游和露营旅游相结合已成为大势所趋。因此,通过回顾露营旅游的发展态势和建设情况,以入境旅游为视角,对河西走廊露营旅游的资源、政策、区位、交通、经济、文化、环境、人才、客源地和露营地进行了剖析,从定位、方略及对策等方面提出合理化建议。分析表明:河西走廊可通过露营旅游将多元旅游资源融合、串接,进一步凸显地方特色。河西走廊露营旅游应面向国际,定位高端旅游开发和建设。中长期瞄准国际高端市场,近期可借助政府引导培育河西走廊的周边和发达地区。另外,将现代发达的交通方式与地方、历史的交通体验相结合,在不同时期,设立不同主题的营销系列,将目前的观光旅游向增强体验感和参与度进行转变。同时,借势“丝绸之路经济带”建设,拓展国际市场,提升河西走廊旅游业。  相似文献

The purpose of this paper is to examine the future geopolitics of the Middle East against the backdrop of the Gulf War crisis and its aftermath. Special attention was given to the case of Palestinians and their search for peaceful solution to their territorial conflict with Israel. It is suggested that in an era of a new world order most Middle Eastern governments will give priority to their domestic problems, gearing toward power sharing at home and evolving a certain degree of liberalizations as an attempt to be accommodated within a worldwide sphere of social, economic and political reconciliation. Having overcome the post-Gulf political isolation, the Palestinians are now in a better position to make their claim for self-determination recognized. Ultimately, the fulfilment of such claim is desirable for achieving lasting peace and regional stability. This paper also proposes concrete suggestions for future Palestinian territorial behaviour addressed mainly to the Palestinian government to be considered while they are engaging in peaceful negotiations with Israel.  相似文献

In the developed world at least, the century-long migration towards the high density core regions is over. To establish this thesis, internal migration statistics for 22 countries are examined, covering the period 1950–1979. Of these 22 countries, five categories are distinguished: (1) the countries of north-western Europe (Belgium, Denmark, France, the Netherlands, and West Germany), in which there is moderate net out-migration from the core regions; (2) the countries of North America (Canada and the United States), in which net out-migration from the core regions has become quite substantial; (3) countries on the periphery of western Europe (Finland, Iceland, Italy, Norway, Spain, Sweden, and the United Kingdom), and including Japan and New Zealand, in which the modal pattern is one of increases in net migration towards the core regions between the 1950s and 1960s, followed by a sharp decline in the 1970s, though not to the point where a sustained net flow of population away from these regions has been observed; (4) the countries of eastern Europe (Czechoslovakia, East Germany, Hungary, and Poland), in which net migration towards the core regions, though quite moderate, has yet to show a systematic decline; and (5) two advanced developing countries in eastern Asia (South Korea and Taiwan), in which net migration towards the core regions is very large and showing no signs of imminent decline. The countries of the first three categories belong to the developed world, in which economies of further agglomeration in the core regions no longer exist, according to the hypothesis put forward in the second half of this paper. The distinguishing feature of the countries in the first two of these three categories is that their less urbanized, peripheral regions offer sites for urban and industrial development which are competitive with those of the core regions. In contrast, the peripheral regions of the countries of the third category do not offer competitive sites for industry and urban development, due to fundamental deficiencies in physical geography. Thus, despite the disappearance of the agglomeration advantages of the core regions, a sustained net flow of population away from these regions has yet to be observed. Finally, the countries of the fourth and fifth categories, according to our hypothesis, are those in which the economies of further agglomeration in the core regions are still present, due to a lower level of economic development. What distinguishes these last two categories of countries is the strong state policies of decentralization in the countries of eastern Europe, which seem to have avoided the very large and growing net flow of population towards the core regions observed for South Korea and Taiwan, where decentralization policies, though extant, are still subservient to national economic growth policies and are consequently much weaker.  相似文献
