Climate-related disasters are among the most societally disruptive impacts of anthropogenic climate change. Their potential impact on the risk of armed conflict is heavily debated in the context of the security implications of climate change. Yet, evidence for such climate-conflict-disaster links remains limited and contested. One reason for this is that existing studies do not triangulate insights from different methods and pay little attention to relevant context factors and especially causal pathways. By combining statistical approaches with systematic evidence from QCA and qualitative case studies in an innovative multi-method research design, we show that climate-related disasters increase the risk of armed conflict onset. This link is highly context-dependent and we find that countries with large populations, political exclusion of ethnic groups, and a low level of human development are particularly vulnerable. For such countries, almost one third of all conflict onsets over the 1980-2016 period have been preceded by a disaster within 7 days. The robustness of the effect is reduced for longer time spans. Case study evidence points to improved opportunity structures for armed groups rather than aggravated grievances as the main mechanism connecting disasters and conflict onset.  相似文献

The potential impact of climate change on hydrological extremes is of increasing concern across the globe. Here, a national-scale grid-based hydrological model is used to investigate historical trends and potential future changes in low flow frequency across Great Britain. The historical analyses use both observational data (1891–2015) and ensemble data from a regional climate model (1900–2006). The results show relatively few significant trends in historical low flows (2- or 20-year return period), whether based on 7- or 30-day annual minima. Significant negative trends seen in some limited parts of the country when using observational data are generally not seen when using climate model data. The future analyses use climate model ensemble data for both near future and far future time periods (2020–2049 and 2070–2099 respectively), which are compared to a baseline sub-period from the historical ensemble (1975–2004). The results show future reductions in low flows, which are generally larger in the south of the country, at the higher (20-year) return period, and for the later time period. Reductions are more limited if the estimates of future potential evaporation include the effect of increased carbon dioxide concentrations on stomatal resistance. Such reductions in river flow could have significant impacts on the aquatic environment and on agriculture, and present a challenge for water managers, especially as reductions in water supply are likely to occur alongside increases in demand.  相似文献

It is widely acknowledged that private finance has a key role to play in achieving low-carbon development and resilience to climate change. However, while there have been several studies that have closely examined the data on public climate finance, there have been few such studies of the private climate-related finance data. There is a political dimension to accounting for ‘private finance’ given the commitment of industrialized countries – enshrined in the Copenhagen Accord and the Cancun Agreements – to mobilize US$100 billion of public and private finance for developing countries by 2020, on an annual basis. The availability and quality of data for different types of private climate finance flows with climate benefits (investments, carbon market payments, and voluntary funding) are analysed, and these flows are assessed according to various criteria for inclusion in the $100 billion figure. While existing data suggest that private climate finance invested in developing countries and mobilized by industrialized countries might currently be in the range of $27–123 billion per year, this number is a questionable point of reference. Existing data are limited and of very poor quality: definitions of ‘private climate finance’ are missing and data are hardly verified. Therefore, policy makers will first have to clearly define ‘private climate finance’ and develop systems for measuring, reporting, and verifying it, before using private finance numbers in international climate agreements.  相似文献

Civil conflicts have swept through many parts of sub-Saharan Africa in the past half century. Recently, scholars from backgrounds as diver as climate science, economics, political science, and anthropology have explored the effects of climate change on these civil conflicts, with mixed results. Our empirical results confirm effects of temperature on the incidence of civil conflict. The key findings are as follows: (i) between 1970 and 2012 in sub-Saharan Africa, a high temperature during maize growing season reduced the crop’s yield, which in turn increased the incidence of civil conflict and (ii) future expected warming is expected to increase civil conflict incidence by 33% in the period 2031–2050, and by 100% in the period 2081–3010, compared to levels between 1981 and 2000. These results highlight the importance of sufficient food supplies and adaptation to increased climate warming to facilitate peace in sub-Saharan Africa.  相似文献

The adoption of the Warsaw mechanism on loss and damage has again highlighted the North-South divide in those parts of UNFCCC negotiations dealing with international climate finance. Current estimates put required funding from rich countries at 50–100 billion Euros per year to induce non-Annex I countries to take on greenhouse gas limitation commitments and to assist highly vulnerable countries. Results from survey-embedded conjoint experiments can help policy-makers anticipate opportunities and pitfalls in designing large-scale climate funding schemes. We implemented such experiments in the United States and Germany to better understand what institutional design characteristics are likely to garner more public support for climate funding among citizens in key developed countries. We find that climate funding receives more public support if it flows to efficient governments, funding decisions are made jointly by donor and recipient countries, funding is used both for mitigation and adaptation, and other donor countries contribute a large share. Contrary to what one might expect, climate change damage levels, income, and emissions in/of potential recipient countries have no significant effect on public support. These findings suggest that finance mechanisms that focus purely on compensating developing countries, without contributing to the global public good of mitigation, will find it hard to garner public support.  相似文献

Armed conflicts trigger region-specific mechanisms that affect land use change. Deforestation is presented as one of the most common negative environmental impacts resulting from armed conflicts, with relevant consequences in terms of greenhouse gas emissions and loss of ecosystem services. However, the impact of armed conflict on forests is complex and may simultaneously lead to positive and negative environmental outcomes, i.e. forest regrowth and deforestation, in different regions even within a country. We investigate the impact that armed conflict exerted over forest dynamics at different spatial scales in Colombia and for the global tropics during the period 1992–2015. Through the analysis of its internally displaced population (departures) our results suggest that, albeit finding forest regrowth in some municipalities, the Colombian conflict predominantly exerted a negative impact on its forests. A further examination of georeferenced fighting locations in Colombia and across the globe shows that conflict areas were 8 and 4 times more likely to undergo deforestation, respectively, in the following years in relation to average deforestation rates. This study represents a municipality level, long-term spatial analysis of the diverging effects the Colombian conflict exerted over its forest dynamics over two distinct periods of increasing and decreasing conflict intensity. Moreover, it presents the first quantified estimate of conflict's negative impact on forest ecosystems across the globe. The relationship between armed conflict and land use change is of global relevance given the recent increase of armed conflicts across the world and the importance of a possible exacerbation of armed conflicts and migration as climate change impacts increase.  相似文献

Advance knowledge of conflicting trajectories of water–energy–food (WEF) nexus is highly relevant for water policy and planning, especially for basins that cross national boundaries. The Brahmaputra River Basin in South Asia, home for 130 million people, is such a basin. Development of new hydropower projects, upstream water diversions and possible climate changes introduce concerns among riparian countries about future water supply for energy and food production in the basin. This study presents a new hydro-economic water system model of the basin coupled with ex post scenario analysis under the “nexus thinking” concept to identify and illustrate where development paths are in conflict. Results indicate that the ability of future development to remain free of conflict hinges mostly on the amount of precipitation falling in the basin in the future. Uncertain future precipitation along with uncertain future temperature and the unknown amount of upstream water diversion combine to strongly influence future water, energy and food production in the basin. Specifically, decreases in precipitation coupled with large upstream diversions (e.g., diversion in the territory of China) would leave one or more riparian countries unable to secure enough water to produce their desired energy and food. Future climate projected by General Circulation Models suggest a warmer and wetter climate condition in the region, which is associated with an increase in streamflow and easing of conflicts at the WEF nexus in the basin. The methodology presented here is expected to be generally useful for diagnosing the conditions that may cause water resources development goals to not be achieved due to either changes in climate or water use among competing users.  相似文献

This study explores the implications of shifting the narrative of climate policy evaluation from one of costs/benefits or economic growth to a message of improving social welfare. Focusing on the costs of mitigation and the associated impacts on gross domestic product (GDP) may translate into a widespread concern that a climate agreement will be very costly. This article considers the well-known Human Development Index (HDI) as an alternative criterion for judging the welfare effects of climate policy. We estimate what the maximum possible annual average increase in HDI welfare per tons of CO2 would be within the carbon budget associated with limiting warming to 2°C over the period 2015–2050. Emission pathways are determined by a policy that allows the HDI of poor countries and their emissions to increase under a business-as-usual development path, while countries with a high HDI value (>0.8) have to restrain their emissions to ensure that the global temperature rise does not exceed 2°C. For comparison, the well-known multi-regional RICE model is used to assess GDP growth under the same climate change policy goals.

Policy relevance

This is the first study that shifts the narrative of climate policy evaluation from one of GDP growth to a message of improving social welfare, as captured by the HDI. This could make it easier for political leaders and climate negotiators to publicly commit themselves to ambitious carbon emission reduction goals, such as limiting global warming to 2°C, as in the (non-binding) agreement made at COP 21 in Paris in 2015. We find that if impacts are framed in terms of growth in HDI per t CO2 emission per capita instead of in GDP, the HDI of poor countries and their emissions are allowed to increase under a business-as-usual development path, whereas countries with a high HDI (>0.8) must control emissions so that global temperature rise remains within 2°C. Importantly, a climate agreement is more attractive for rich countries under the HDI than the GDP frame. This is good news, as these countries have to make the major contribution to emissions reductions.  相似文献

This paper investigates how the role of climate in tourist destination choice has changed over the last 15 years. To this end, a demand model for international tourism is estimated, including the main classic determinants but allowing a time-varying climatic sensitivity of tourists. Moreover, a complete database considering international tourism movement between 178 countries for the period 1995 to 2010 is used. Results show how turning point temperatures in origin and destination countries have changed over the period of analysis, evidencing a loss of competitiveness for traditional warm destinations. Additionally, using data for the projected growth of Gross Domestic Product per capita and climatic conditions within A2, B1 and B2 scenarios, an updated vision of their expected impact on international tourism flows is assessed, evaluating how climate change would imply a greater loss of attractiveness for traditional warm destinations around the world but would increase attractiveness for high latitude countries.  相似文献

Little progress has been made in climate negotiations on technology since 1992. Yet the diffusion of climate change mitigation technologies to developing countries (non-Annex I) has increased dramatically over the last twenty years. The shift has mostly concerned emerging economies, which are now reasonably well connected to international technology flows. This is good news, as the bulk of emissions increases are expected to take place in these countries in the near future. In contrast, the least developed countries still appear to be excluded from international technology flows, mostly because of their negligible participation in the recent economic globalization. This article focuses on the policy implications of the contribution of climate negotiations to international technology diffusion.

Policy relevance

The discrepancy between the small amount of progress made in climate negotiations on technology since 1992 and the steady increase in the international diffusion of climate mitigation technologies leads to the perhaps controversial view that the diffusion of climate mitigation technologies does not need strong international coordination over technology issues under the UNFCCC. However, climate negotiations can play a key role in stimulating the demand for low-carbon technologies by setting ambitious emission reductions targets and policies.  相似文献

The so-called ‘European Migrant Crisis’ has been blamed on armed conflict and economic misery, particularly in the Middle East and Sub-Saharan Africa. Some have suggested that this process has been exacerbated by climate change and weather events. In this paper, we evaluate these claims, focusing on the role of droughts in influencing irregular migration flows to the European Union. Drawing on temporally disaggregated data on the detection of unauthorized migrants at EU external borders, we examine how weather shocks affect irregular migration. We show that weather events may indeed influence migration. Yet, in contradiction to the findings from recent research, we find no evidence that a drought in a sending country increases unauthorized migration to the EU. If anything, and while not entirely conclusive, the incidence of drought seems rather to exert a negative, albeit moderate, impact on the size of migration flows, in particular for countries dependent on agriculture. Conversely, higher levels of rainfall increase migration. We interpret this as evidence that international migration is cost-prohibitive, and that adverse weather shocks reinforce existing financial barriers to migration.  相似文献

Social scientists and science communicators are concerned about the apparent discrepancy between the scientific consensus on climate change (Anderegg et al. Proc Natl Acad Sci 107:12107–12109, 2010; Doran and Zimmerman EOS Trans Am Geophys Union 90:22–3, 2009) and the general public’s views (Knight Environ Sociol 2:101–113, 2016; Lee et al. Nat Clim Chang 5:1014–1020, 2015). It is reasoned that increased public awareness and perceived threat of climate change may pressure governments to enact policy to counteract climate change (e.g. setting stringent carbon emissions targets). Despite a logical link between public awareness and government-set emissions targets, this relationship remains untested. We examined the relationship between public awareness about and perceived threat of climate change and governmental emissions targets across 71 countries and 1 region. We found a positive association between the proportions of a country’s population that are aware of climate change and the unconditional emissions reduction targets set by that country in the Paris Agreement (Rogelj et al. Nature 534:631–639, 2016). However, the proportion of people in a country who perceive climate change as a personal threat was not associated with higher emissions reduction targets. Our results suggest that public awareness may be an important part of garnering the public support required for policies designed to mitigate climate change to succeed.  相似文献

A meta-modelling approach has been adopted to link simulations of low and high water flows with simulations of suitable climate space for a selection of fen and bog species with differing drought and flood tolerance. The linked meta-models were used to examine the impacts of socio-economic and climate change scenarios on wetlands in two contrasting regions of the UK. The hydrological model shows that low and high flows are sensitive to climate change and to the regional distribution of abstractions and discharges. Where there are large changes in urbanisation, flows are more sensitive to socio-economic change. The changes in high flows have little impact on the species selected, but changes in low flows result in a number of areas becoming marginal or unsuitable due to dryness. At the regional scale, adaptation options appear to be limited and mostly involve, for surface water-influenced wetlands, increased water imports (either directly through increased non-consumptive water demand or indirectly through river augmentation), which may not be consistent with the socio-economic scenario or be feasible. This paper shows, therefore, that changes in hydrological regime are important for the future of wetlands and that these may depend as much on the future socio-economic situation as the projected changes in climate.  相似文献

In this study, we apply De Martonne and Pinna combinative indices to analyze the aridity in Central Serbia. Our dataset consists of mean monthly surface air temperature (MMT) and mean monthly precipitation (MMP) for 26 meteorological stations during the period 1949–2015. MMT and MMP are used for calculating monthly, seasonal, and annual aridity indices for period of 66 years. According to the De Martonne climate classification, we determine five, three, and four types of climate on the monthly, seasonal, and annual basis, respectively. During the observed period, winter was extremely humid, spring and autumn were humid, and summer was semi-humid. Humid and semi-humid climate with Mediterranean vegetation are identified by the annual Pinna combinative index. We find that there is no change in aridity trend in Central Serbia for the period 1949–2015. Aridity indices are additionally compared with the North Atlantic Oscillation and El-Niño South Oscillation in order to establish a possible connection with the large-scale processes. Results are further compared with several earlier studies of aridity in Serbia. With this study, the analysis of aridity in whole Serbia has become complete.  相似文献

There is mounting evidence that major improvements in environmental quality in high-income countries over the past decades may have been achieved to a large degree through relocation of environmental impacts of consumption to other, usually poorer countries. While political and academic debates on appropriate policy interventions to address this challenge are gaining ground, we still know rather little about the drivers of international environmental impact shifting, other than international trade flows per se. We address this issue by focusing on the effects of economic inequality and political factors. We argue that income inequality between and within countries as well as variation in political institutions, environmental clauses in preferential trade agreements (PTAs), and participation in international environmental treaties could be important drivers or mitigators of environmental impact shifting between countries. We use novel panel data on five types of environmental impact flows between country dyads (187 countries, 1990–2015) to assess these arguments. We find that richer countries and countries with higher domestic economic equality tend to be the “outsourcers”, and poorer, domestically more unequal countries the “insourcers” of environmental impacts. Discrepancies in democracy levels aggravate the outsourcing from more equal to more unequal societies. In turn, environmental clauses in PTAs have a mitigating effect on environmental impact shifting, but participation in international environmental agreements has no such effect. Our findings highlight the need for green economy policies that reduce environmental footprints of consumption not only within high-income democracies, but also make their global supply chains more sustainable.  相似文献

Reporting the links (or lack of them) between human-induced climate change and individual extreme weather events poses a series of challenges for journalists. In recent years, their task has become more complicated by the increase in the number of extreme event attribution (EEA) studies which assess how climate change is affecting the intensity or likelihood of specific weather events. Such studies are complex, contain uncertainties, and can be difficult to explain to a lay audience. Previous scholarship has largely focused on media coverage of extreme events in developed countries, and on the volume of coverage of the links to climate change, without examining references to EEA studies. To help fill this gap, we take India as our case study, and the mainstream media coverage there of the Chennai rainfall event and the heat wave in Andhra Pradesh in 2015. Both events were subject to attribution studies. Amongst our findings are that journalists most commonly used generic phrases to describe the link between such events and climate change; politicians and NGOs often ‘blamed’ climate change without reference to the science; and relevant EEA studies were seldom quoted. Based on our findings, we make some preliminary recommendations for training journalists in India and elsewhere to support accurate reporting of extreme events and their possible linkages to climate change.  相似文献

Mean and variance evolutions of the hot and cold temperatures in Europe   总被引:1,自引:1,他引:0  
In this paper, we examine the trends of temperature series in Europe, for the mean as well as for the variance in hot and cold seasons. To do so, we use as long and homogenous series as possible, provided by the European Climate Assessment and Dataset project for different locations in Europe, as well as the European ENSEMBLES project gridded dataset and the ERA40 reanalysis. We provide a definition of trends that we keep as intrinsic as possible and apply non-parametric statistical methods to analyse them. Obtained results show a clear link between trends in mean and variance of the whole series of hot or cold temperatures: in general, variance increases when the absolute value of temperature increases, i.e. with increasing summer temperature and decreasing winter temperature. This link is reinforced in locations where winter and summer climate has more variability. In very cold or very warm climates, the variability is lower and the link between the trends is weaker. We performed the same analysis on outputs of six climate models proposed by European teams for the 1961–2000 period (1950–2000 for one model), available through the PCMDI portal for the IPCC fourth assessment climate model simulations. The models generally perform poorly and have difficulties in capturing the relation between the two trends, especially in summer.  相似文献

One of the major unresolved questions in the study of vulnerability to climate change is how human migration will respond in low and middle-income countries. The present study directly addresses this lacuna by using census data on migration from 4 million individuals from three middle-income African countries over a 22-year period. We link these individuals to climate exposures in their origins and estimate climatic effects on migration using a fixed-effects regression model. We show that climate anomalies affect mobility in all three countries. Specifically, mobility declines by 19% with a 1-standard deviation increase in temperature in Botswana. Equivalent changes in precipitation cause declines in migration in Botswana (11%) and Kenya (10%), and increases in migration in Zambia (24%). The mechanisms underlying these effects appear to differ by country. Negative associations between precipitation anomalies, unemployment, and inactivity suggest migration declines may be due to an increased local demand for workers to offset production risk, while migration increases may be indicative of new opportunities in destinations. These country-specific findings highlight the contextually-specific nature of climate-migration relationships, and do not support claims that climate change is widely contributing to urbanization across Africa.  相似文献

We investigate the relationship between a thousand-year history of violent conflict in Europe and various reconstructions of temperature and precipitation. We find that conflict was more intense during colder period, just like Zhang et al. (Clim Change 76:459–477, 2006) found for China. This relationship weakens in the industrialized era, and is not robust to the details of the climate reconstruction or to the sample period. As the correlation is negative and weakening, it appears that global warming would not lead to an increase in violent conflict in temperature climates.  相似文献

Equity has been at the core of the global climate debate since its inception over two decades ago, yet the current negotiations toward an international climate agreement in 2015 provide a new and critical opportunity to make forward progress on the difficult web of equity issues. These negotiations and the discussions about equity are taking place in a context that has shifted: all countries will be covered under a new agreement; growing climate impacts are being felt, especially by the most vulnerable; and there is an emergence of new institutions and increasing complexity in the international climate regime. Innovative thinking on equity, including which countries should take action and how, is therefore essential to finalizing an agreement by 2015. A broader, deeper, and more holistic view of equity is necessary, one that sees equity as a multi-dimensional challenge to be solved across all the facets of the international climate process.

Policy relevance

This article is relevant to policy makers following the development of the United Nations Framework Convention on Climate Change (UNFCCC) Ad Hoc Working Group on the Durban Platform as it prepares the way for a new agreement in 2015. The article focuses specifically on the issues most relevant to the debate around equity in the negotiations and how that debate is evolving with the expansion of the UNFCCC. It explains the current state of the negotiations and what issues are on the negotiating table, including the fact that negotiations on equity are now much broader than the mitigation commitments, to include the possible ‘equity reference framework’, concerns relating to adaptation and loss and damage, and the need for ambition in terms of mitigation and finance support.  相似文献
