Critical to improving environmental governance is understanding the fit (alignment) between institutional arrangements and key ecological processes. This is particularly true for biodiversity hotpots and ecologically sensitive areas that are subject to significant impacts from human activities. Here, we have developed an innovative approach to quantify ecological-institutional alignment across an environmentally and politically complex large-scale marine social-ecological system. We mapped the trans-boundary networks of marine population dispersal corridors, and intersected these with estimates of cross-country institutional linkages related to marine management and conservation. In integrating large-scale ecological-institutional networks, we identify geopolitical fit and misfit between a region's ecological processes and its governance. We have demonstrated this approach in the Indo-West Pacific region, a global marine biodiversity hotpot in the Indo-West Pacific. We present region-specific institutional and ecological networks, highlight current challenges, and suggest future directions to refine the proposed approach to quantify alignment between ecological processes and governance arrangements. Ultimately, our method has the potential to assist management efforts in prioritizing and strengthening governance to effectively safeguard ecological processes across multiple jurisdictions.  相似文献

Existing research emphasizes interdependencies between social and ecological systems in climate change adaptation. Ecological systems are often complex and span several issues that are not integrated in the social governance system. In order to increase the fit between social and ecological systems, understanding factors that promote the integration of interdependent issues is crucial. In this paper, we consider 11 issues related to flood risk management, e.g., technical flood protection and habitat loss, which are typically addressed in different policy sectors but exhibit ecological, functional, or geographical interdependencies. We analyze two bases for issue integration: a) political actors connecting issues and, b) the legal framework cross-referencing issues. We propose a network method for systematic comparisons between issue integration based on actors and integration based on laws. For the case of Swiss flood risk management, we find that actor- and law-based issue integration co-vary and might be self-reinforcing. We further find that issue integration mostly rests on laws, although cases exist where actors are the main basis of integration. Results promote our understanding of potential bases for the integration of policy issues, thereby contributing knowledge about adaptive governance capacities in social-ecological systems that buffer the effects of climate change.  相似文献

Sea level rise is one of the most pressing climate adaptation issues around the world. Often, coastal communities are interdependent in their exposure to sea level rise – if one builds a seawall, it will push water to another – and would benefit from a coordinated adaptive response. The literature on social-ecological systems (SES) calls for actors placed at higher levels of governance (e.g. regional government in a metropolitan area) to improve coordination between local managers by serving as brokers. However, we lack empirical insight on how higher-level actors might improve coordination in practice, and theoretical development on the implications of their intermediation. To address these gaps, we study the case of adaptation to sea level rise in the San Francisco Bay Area. We build a social-ecological network of social actors and shoreline segments using original survey data and simulated scenarios of tidal and traffic interdependencies between shoreline segments. We perform a frequency analysis of network motifs that operationalize social-ecological ‘fit’ in the context of the Bay Area. We find that regional actors and non-governmental organizations increase social-ecological fit by providing intermediation between actors who work on different shoreline segments, whether interdependent or not. This shows that these actors provide adaptive social-ecological fit, future-proofing the Bay Area to current and future climate adaptation challenges.  相似文献

Natural disasters present a multitude of entangled societal challenges beyond the realms and capacities of single actors. Prior research confirms that effective collaboration is of critical significance to address such complex collective action problems. Yet, studies rarely investigate if patterns of collaboration are appropriately aligned (‘fit’) with how different challenges (tasks) are interdependent, or how levels of fit influence collective action performance. We develop a set of hypotheses specifying what constitutes a good fit between collaborative networks and task interdependency. Using unique empirical data from the response to a major wildfire in Sweden, we examine how individual actors select collaboration partners and tasks during the formation the collaborative crisis response network. Then we test if levels of fit in the established network influence performance. We show that patterns of actor and task interdependency influence the formation of collaborative networks and that a good fit seems to be associated with more effective collaboration. Our data even suggest that a good fit is more important for performance than actors’ prior crisis management experience and level of professionalization. Further, we show that actors only partially engage in actor-task configurations conducive to high performance. Our study probes the limitations of simplified accounts of collaborative disaster management by enabling more precise and theoretically informed empirical inquiries regarding the mechanisms that shape the structure and performance of collaborative networks.  相似文献

Research on the governance of social-ecological systems often emphasizes the need for self-organized, flexible and adaptive arrangements to deal with uncertainty, abrupt change and surprises that are characteristic of social-ecological systems. However, adaptive governance as well as transitions toward alternative forms of governance are embedded in politics and it is often the political processes that determine change and stability in governance systems and policy. This paper analyses five established theoretical frameworks of the policy process originating in political science and public policy research with respect to their potential to enhance understanding of governance and complex policy dynamics in social-ecological systems. The frameworks are found to be divergent in their conceptualization of policy change (focusing on incremental or large-scale, major changes), highlighting different aspects of bounded rationality in their model of individual behavior and focusing their attention on different aspects of the policy process (role of information, attention, beliefs, institutional structure, particular actors, etc.). We discuss the application of these frameworks and their potential contribution to unravelling the political dimension in adaptive governance and transformations.  相似文献

Possible changes in temperature extremes and wildfires in the 21st century in the regions of Russia are analyzed using a regional climate model (RCM) with high space-time resolution. The IPCC A2 scenario of greenhouse gas and aerosol concentration increase in the atmosphere is used. It is shown that changes in extreme wildfires appear to be in the 21st century most pronounced relative to changes in moderate and high wildfires. In some areas, along with decreased moderate and high wildfires, a significant increase in extreme wildfires is expected. Further studies should be associated both with RCM development, aimed at improving simulation of the wildfire atmospheric condition, and with enlarging the parameter set for wildfire analysis. Not only seasonal mean, but also monthly mean wildfire conditions should be studied, along with the use of statistical methods of model data interpretation to analyze intraseasonal and interannual variability of wildfire characteristics.  相似文献

The consequences of wildfires are felt in susceptible communities around the globe on an annual basis. Climate change predictions in places like the south-east of Australia and western United States suggest that wildfires may become more frequent and more intense with global climate change. Compounding this issue is progressive urban development at the peri-urban fringe (wildland–urban interface), where continued infrastructure development and demographic changes are likely to expose more people and property to this potentially disastrous natural hazard. Preparing well in advance of the wildfire season is seen as a fundamental behaviour that can both reduce community wildfire vulnerability and increase hazard resilience – it is an important element of adaptive capacity that allows people to coexist with the hazardous environment in which they live. We use household interviews and surveys to build and test a substantive model that illustrates how social cohesion influences the decision to prepare for wildfire. We demonstrate that social cohesion, particularly community characteristics like ‘sense of community’ and ‘collective problem solving’, are community-based resources that support both the adoption of mechanical preparations, and the development of cognitive abilities and capacities that reduce vulnerability and enhance resilience to wildfire. We use the results of this work to highlight opportunities to transfer techniques and approaches from natural hazards research to climate change adaptation research to explore how the impacts attributed to the social components of social–ecological systems can be mitigated more effectively.  相似文献

Avoiding further aggravation of the consequences of global environmental change remains a complex governance challenge. Social relational structure among actors plays a key role for enhancing the capacity of collaborative approaches to environmental governance. We present an encompassing conceptual framework to advance understanding of the mechanisms that shape dynamics in environmental governance entities. Narrative theory is integrated with insights on group dynamics grounded in social network theory to contextualize local social complexities in governance processes. We assume that social relational structure between actors, and narrations they tell, co-produce narratives and dynamics at the group level. Three important mechanisms that influence dynamics are described: (1) the interplay between collaborative relationships and narrative congruence between individual actors, (2) the characteristics of actors, and (3) the actors’ embeddedness in the wider social structure. A set of testable hypotheses on the interplay between narration, narratives and social relational structure in environmental governance processes is presented. We conclude by discussing why we regard this framework useful to study local and regional governance entities in the context of addressing global environmental change.  相似文献

Faced with accelerating environmental challenges, research on social-ecological systems is increasingly focused on the need for transformative change towards sustainable stewardship of natural resources. This paper analyses the potential of rapid, large-scale socio-political change as a window of opportunity for transformative change of natural resources governance. We hypothesize that shocks at higher levels of social organization may open up opportunities for transformation of social-ecological systems into new pathways of development. However, opportunities need to be carefully navigated otherwise transformations may stall or lead the social-ecological system in undesirable directions. We investigate (i) under which circumstances socio-political change has been used by actors as a window of opportunity for initiating transformation towards sustainable natural resource governance, (ii) how the different levels of the systems (landscape, regime and niche) interact to pave the way for initiating such transformations and (iii) which key features (cognitive, structural and agency-related) get mobilized for transformation. This is achieved through analyzing natural resource governance regimes of countries that have been subject to rapid, large-scale political change: water governance in South Africa and Uzbekistan and governance of coastal fisheries in Chile. In South Africa the political and economic change of the end of the apartheid regime resulted in a transformation of the water governance regime while in Uzbekistan after the breakdown of the Soviet Union change both at the economic and political scales and within the water governance regime remained superficial. In Chile the democratization process after the Pinochet era was used to transform the governance of coastal fisheries. The paper concludes with important insight on key capacities needed to navigate transformation towards biosphere stewardship. The study also contributes to a more nuanced view on the relationship between collapse and renewal.  相似文献

Global visions of environmental change consider gender equality to be a foundation of sustainable social-ecological systems. Similarly, social-ecological systems frameworks position gender equality as both a precursor to, and a product of, system sustainability. Yet, the degree to which gender equality is being advanced through social-ecological systems change is uncertain. We use the case of small-scale fisheries in the Pacific Islands region to explore the proposition that different social-ecological narratives: (1) ecological, (2) social-ecological, and (3) social, shape the gender equality priorities, intentions and impacts of implementing organizations. We conducted interviews with regional and national fisheries experts (n = 71) and analyzed gender commitments made within policies (n = 29) that influence small-scale fisheries. To explore these data, we developed a ‘Tinker-Tailor-Transform’ gender assessment typology. We find that implementing organizations aligned with the social-ecological and social narratives considered social (i.e., human-centric) goals to be equally or more important than ecological (i.e., eco-centric) goals. Yet in action, gender equality was pursued instrumentally to achieve ecological goals and/or shallow project performance targets. These results highlight that although commitments to gender equality were common, when operationalized commitments become diluted and reoriented. Across all three narratives, organizations mostly ‘Tinkered’ with gender equality in impact, for example, including more women in spaces that otherwise tended to be dominated by men. Impacts predominately focused on the individual (i.e., changing women) rather than driving communal-to-societal level change. We discuss three interrelated opportunities for organizations in applying the ‘Tinker-Tailor-Transform’ assessment typology, including its utility to assist organizations to orient toward intrinsic goals; challenge or reconfigure system attributes that perpetuate gender inequalities; and consciously interrogate discursive positions and beliefs to unsettle habituated policies, initiatives and theories of change.  相似文献

This research is motivated by the compelling finding that the illicit cocaine trade is responsible for extensive patterns of deforestation in Central America. This pattern is most pronounced in the region's large protected areas. We wanted to know how cocaine trafficking affects conservation governance in Central America's protected areas, and whether deforestation is a result of impacts on governance. To answer this question, we interviewed conservation stakeholders from key institutions at various levels in three drug-trafficking hotspots: Peten, Guatemala, Northeastern Honduras, and the Osa Peninsula in Costa Rica. We found that, in order to establish and maintain drug transit operations, drug-trafficking organizations compete with and undermine conservation governance actors and institutions. Drug trafficking impacts conservation governance in three ways: 1) it undermines long standing conservation coalitions; 2) it fuels booms in extractive activities inside protected lands; and 3) it erodes the territorial control that conservation institutions exert, exploiting strict “fortress” conservation governance models. Participatory governance models that provide locals with strong expectations of land tenure and/or institutional support for local decision-making may offer resistance to the impacts on governance institutions that we documented.  相似文献

Freshwater ecosystems are warming globally from the direct effects of climate change on air temperature and hydrology and the indirect effects on near-stream vegetation. In fire-prone landscapes, vegetative change may be especially rapid and cause significant local stream temperature increases but the importance of these increases relative to broader changes associated with air temperature and hydrology are not well understood. We linked a spatially explicit landscape fire and vegetation model (FireBGCv2) to an empirical regression equation that predicted daily stream temperatures to explore how climate change and its impacts on fire might affect stream thermal conditions across a partially forested, mountainous landscape in the western U.S. We used the model to understand the roles that wildfire and management actions such as fuel reduction and fire suppression could play in mitigating stream thermal responses to climate change. Results indicate that air temperature increases associated with future climates could account for a much larger proportion of stream temperature increases (as much as 90 % at a basin scale) than wildfire. Similarly, land management scenarios that limited wildfire prevalence had negligible effects on future stream temperature increases. These patterns emerged at broader spatial scales because wildfires typically affected only a subset of a stream’s network. However, at finer spatial and temporal scales stream temperatures were sensitive to wildfire. Although wildfires will continue to cause local, short-term effects on stream temperatures, managers of aquatic systems may need to find other solutions to cope with the larger impact from climate change on future stream warming that involves adapting to the increases while developing broad strategies for riparian vegetation restoration.  相似文献

Reducing Emissions from Deforestation and Forest Degradation projects currently cover an area approximately twice the size of Germany and challenge traditional concepts of centralization and decentralization in studies of environmental governance. Emerging from the interactions of a complex network of actors, Reducing Emissions from Deforestation and Forest Degradation demonstrates that transnational governance networks of organizations can become spatially centralized. Using a historical analysis of the development of Reducing Emissions from Deforestation and Forest Degradation, we argue that the evolution of Reducing Emissions from Deforestation and Forest Degradation policy has been directed primarily from donor countries, especially in North America and Europe. Adopting a social network analysis approach, we present findings from a new dataset of collaboration on 276 Reducing Emissions from Deforestation and Degradation, avoided deforestation, and sustainable forest management projects that began some on-the-ground operations between 1989 and June 2012, finding that organizations in donor countries have from the beginning been the central actors in the Reducing Emissions from Deforestation and Forest Degradation network. We conclude that Reducing Emissions from Deforestation and Forest Degradation exhibits spatial centralization within transnational governance architectures despite institutional fragmentation, raising important normative questions about participation in transnational forest governance.  相似文献

Private governance of environmental and social performance of organizations, processes and products is gaining prominence in market and policy arenas, and thus, increasingly influencing sustainability outcomes. This study presents a concept of rival private governance where multiple initiatives compete for rule-setting authority. Specifically, we argue that heterogeneous actors organize in network form to establish legitimacy of new sustainability governance fields. In an effort to preempt threats from these new fields of governance, nonparticipating actors create rival private governance networks and compete based on each network's ability to access unique relational assets from participants. Based on the cases of carbon off-set standards, green building rating systems and sustainable forestry certifications, we suggest that this competitive market vetting results in pressures toward the convergence of governance rules over time, but not a single winning set of rules. Our findings illustrate that multiple and competing networks can provide innovative, legitimate and dynamically evolving governance of sustainability, while presenting new challenges for public and private sector actors.  相似文献

Encouraging pro-environmental behavior is an urgent global challenge. An interdisciplinary framework covering governance, economic, social, ecological, and psychological dimensions is required to understand the salient features that encourage pro-environmental outcomes within and across contexts. We apply the Ostrom social-ecological systems framework to model voluntary investments by members of civil society into the aquatic environment. Using a data set of 1,809 angling clubs managing water bodies for fish stocking and habitat management in Germany and France, we show that a small set of factors, most crucially social-ecological and governance context as well as social norms and other bottom-up social pressures, drive environmental investments. These factors appear to override behavioral influences from psychological variables of the decision-maker. By contrast, the contextual setting related to property rights, size of the resource system, and social expectations were found to be strongly related to behavioral decisions, highlighting that the social-ecological context as well as incentives may be more important than knowledge and cognitions in driving certain pro-environmental actions.  相似文献

Resent research has identified the existence of social networks as a common and important denominator in cases where different stakeholders have come together to effectively deal with natural resource problems and dilemmas. It has even been shown that social networks can be more important than the existence of formal institutions for effective enforcement and compliance with environmental regulations. However, all social networks are not created equal. On the contrary, the structural pattern of relations (i.e. the topology) of a social network can have significant impact on how actors actually behave. This clearly has implications for actors’ abilities to manage environmental challenges. This review aims to add more precision to initial insights and pending hypotheses about the positive impacts of social networks on governance processes and outcomes, by reviewing and synthesizing empirically based literature explicitly studying structural characteristics of social networks in natural resource governance settings. It is shown that significant differences in governance processes and outcomes can be expected among networks experiencing structural differences in terms of density of relations, degree of cohesiveness, subgroup interconnectivity, and degree of network centralization. Furthermore, the review shows that none of these structural characteristics present a monotonically increasing positive effect on processes of importance for resource governance, and that favoring one characteristic likely occurs at the expense of another. Thus, assessing the most favorable level and mix of different network characteristics, where most of the positive governance effects are obtained while undesired effects are minimized, presents a key research and governance challenge.  相似文献

During the last decades, wildfires have received growing attention because of their major impact on the natural and anthropogenic infrastructures worldwide. The present paper focuses on investigating the relationship between the meteorological/climatological conditions and wildfires in Greece on a variety of temporal and spatial scales. This is performed through the identification of the mean surface temperature, the sea-level pressure, and the absolute humidity anomalies during wildfires at 26 meteorological stations covering both maritime and land environments in the Greek domain and the subsequent construction of the derived GIS surface contour maps. A case study analysis through composite anomaly maps of temperature, pressure, precipitable water, 500-hPa geopotential height, specific humidity, and vector wind is also performed. It is concluded that positive surface temperature, absolute/specific humidity, 500-hPa geopotential height, and vector wind anomalies are observed during wildfires while sea-level pressures are anomalously negative. Furthermore, western regions display lower magnitude anomalies compared to the more central and central-eastern regions during wildfires. The above meteorological/climatological findings in conjunction with medium range to seasonal climate forecasts could be used by wildfire risk managers to provide increased wildfire prediction accuracy and thus benefit many aspects of the natural and built environment.  相似文献

Few case studies have considered the impact of network structure on the resilience of complex resource management systems that operate over large spatial scales. To help fill this knowledge gap our study examined two types of relational ties—knowledge exchange and policy influence—within a marine wildlife co-management network in Northern Australia. We conducted interviews and follow-up surveys with key-informant stakeholders in dugong and marine turtle management and used these data to perform social network analysis for the dugong and turtle co-management network. The network structure of this marine governance system supports extensive cross-scale information flow, but with a disproportionate amount of top-down policy influence compared with knowledge accumulation, an arrangement that may hinder evidence-based decision making. We developed a typological ‘map’ of stakeholder roles in the network to characterize each stakeholder's contribution of knowledge and ability to influence policy, helping to identify gaps or overlaps in network linkages. Improving communication links between knowledge producers and policy makers is important for evidence based decision making throughout the management network, while addressing overlapping management roles and functions should help decrease conflict in the system. These improvements would increase social-ecological resilience in the management network by providing better protection for marine species while meeting the needs of diverse stakeholders.  相似文献

A climatic series (1941 to 1994) from a Mediterranean locality of NE Spain was used to calculate two wildfire hazard indices based on daily meteorological data. Both fire hazard indices increased over this period, as a consequence of increasing mean daily maximum temperature and decreasing minimum daily relative humidity. These trends were observed in both mean values of the indices and in the number of very high risk days. Annual data on the number of wildfires and burned area also show an increase from 1968 to 1994, and are significantly correlated with both fire hazard indices. Although other non-meteorological causes (e.g., human activities, fuel accumulation) have likely contributed to the observed increase of wildfires, an effect of climatic warming on wildfire occurrence is supported by this relationship.  相似文献

Dzud is the Mongolian term for a severe winter weather disaster. With global change dzud may increase in frequency and intensity, placing livestock and livelihoods at risk. We conducted in-depth case studies of dzud impacts and responses in two mountain-steppe and two Gobi desert-steppe districts in Mongolia. We used focus groups, key informant interviews, a household survey and photovoice to document individual and community experiences with dzud and identify the factors that make some households and communities more vulnerable to dzud and others less so. We found that dzud is a complex social–ecological phenomenon and vulnerability to dzud is a function of interacting physical, biological, socio-economic and institutional factors. Vulnerability was affected by factors within and interactions between communities as well as cross-level dynamics. Communities that are well prepared for dzud at the household level may suffer disproportionate losses if exposure is increased by in-migrating livestock from other districts. Relief aid that helps prevent loss of life, suffering and impoverishment in the short-term may contribute to long-term dependence syndromes, social disparities, and lack of initiative on the part of both herders and local government. Based on our findings, we recommend that dzud policies and programs promote: (1) increased individual responsibility for disaster preparedness; (2) greater cooperation and communication on disaster planning and response among different actors within communities and across governance levels; (3) sustained and scaled out investment in building local capacity for collective action through formal herder organizations; and (4) effective cross-level institutions to manage pastoral movements and pastures.  相似文献
