Protected areas are considered some of the most versatile as well as important instruments of nature conservation and environmental policies. The `classic' model of nature conservation aims at the isolation of large areas in order to preserve their `pristine' nature from human interference. However, the transfer of this model to developing countries led to serious conflicts with local people. From a socio-geographical viewpoint, protected areas can be understood as regulative tools for the shaping and controlling of space. This approach helps to recognise the influence of distinct modes of appropriation of space and nature on the emergence and course of conflicts. In the present article it is used to analyse the leading role played by Brazilian NGOs in the transformation of the classic model of protected area management at the beginning of the nineties. Two case studies – dealing with the implementation of the Amazonian Mamirauá Reserve and with the reform of the Brazilian protected area legislation – are used to illustrate not only the success of the new approaches, but also the expectations and contradictions which surround the future development of protected areas in Brazil.  相似文献

Within the context of neoliberal conservation and ecotourism development, the Honduran state has prioritized the desires of foreign tourists and private investors over the needs of indigenous and black coastal inhabitants, and increasingly this is leading to state-sanctioned violence against marginalized groups. I use Peluso’s analytic of coercive conservation (1993) to show how conservation practice furthers the expansionist policies of the state and elite investors while simultaneously dehumanizing the indigenous peoples that depend on natural resources for their livelihoods. While Garífuna culture is central to Honduras’s ecotourism ambitions, their livelihoods, in the eyes of many developers and conservation NGOs, are a potential threat to the viability of the emerging tourism imaginary. Black and indigenous coastal inhabitants are valued for the cultural cache they add to regional tourism plans, yet denigrated for their inherent “backwardness” and presumed inability to respect the delicate ecosystems they inhabit. This imaginary authorizes material practices of racialized dispossession, which were set in motion by neoliberal conservation regimes designed to exploit the natural and cultural resources upon which tourism development is premised.  相似文献

This paper examines the role of custom and tradition in the process of nation building and resource management in post-independence Timor Leste (East Timor). While customary land tenure is alluded to but not explicitly recognized under the Timorese Constitution, it is clearly stated that all natural resources are owned by the State. However, this paper argues that rather than waiting for the government to create land and resource management related laws, local people in Timor Leste are making and remaking their own laws, mobilizing their customary practices and, increasingly, ‘performing’ their traditions in public demonstrations of their extant capacities. In part, this process can be read as a way of enticing in outsiders, making them a party to the law making process, a witness to its legitimacy. Often critical to such processes, is the ability of local level leaders to draw in outsiders through their engagements with the idea of ‘nature’ – a concept which allows diverse interests to come together in conversation and build relationships despite what is often a dissonance in the meanings and priorities attributed to the concept (see Tsing, A.L., 2005. Friction: An Ethnography of Global Connection. Princeton University Press, Princeton and Oxford). The paper focuses on a view from the margins – Tutuala in the far east of the country – and ways in which this community is attempting to both resist and embrace the developmental hegemony of a centrist state. This, it is argued, is a case which demonstrates the power of the local (both ritually and politically) to shape and intervene in the national development process and the associated discourses of nature preservation.  相似文献

Major mountain environments of the world are delineated and all their protected areas (MTNPA) are listed by IUCN categories. MTNPA are those places subjected to nature conservation such as national parks and nature reserves. A total of 442 IUCN Category I–IV areas with a minimal size of 10,000 ha and a minimal relief of 500 m are listed. These MTNPA constitute 42 percent of the world's area devoted to nature conservation. Summaries of the mountain protected areas in each biogeographical realm are given, sites of international importance are identified and observations are made on lacunae. The review concludes with six recommendations for more and better managed mountain parks and reserves.  相似文献

With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature.  相似文献

Since the late 1970s, the UK has experienced a series of changes in the mechanisms of governing local economic development. This paper considers the methodological consequences of these recent changes. Drawing on two local elite-based case studies, involving semi-structured interviews, we reflect on our acquired ‘situated knowledge’ and argue that this is related to the contingent nature of our respective research access. We advocate that an approach sensitive to ‘research situatedness’ (with respect to the politics of time as a ‘research moment’) is essential to avoid over generalising from our experiences. To address this concern, the paper offers two concepts for debate – political-temporal contingency and the mode of entry.  相似文献

This paper examines the nature of environmental action in and around the home. Given the rise of local sustainable development and the emphasis placed on individual actions for sustainability, the paper examines the role of citizens in adopting sustainable lifestyles, incorporating a range of behavioural responses from energy saving and water conservation, to waste recycling and green consumption. Focussing on the debate in geography concerning the engagement of the public in environmental action, the paper argues that despite the assertions of those who advocate a deliberative approach to engagement (see [Owens, S., 2000. Engaging the public: information and deliberation in environmental policy. Environment and Planning A 32, 1141–1148]), an approach based on a social–psychological understanding of behaviour can have significant benefits. Such an approach is being developed by geographers in a range of settings and in this paper these developments are situated within the context of existing research that has identified environmental ‘activists’ in terms of their values, attitudes and demographic composition. The paper aims to examine environmental behaviour in relation to two key issues: (1) the way in which environmental action is framed in everyday practices (such as consumption behaviour) and (2) how these practices are reflected amongst different segments of the population to form lifestyle groups. The paper provides new insights for examining sustainable lifestyles that further our appreciation of how actions to help the environment are lived in everyday practices and framed by different lifestyle groups. Accordingly, the paper offers both academics and policy makers new insights into the potential use of focussing on lifestyle groups as a means for changing behaviour.  相似文献

The paper addresses cultural assumptions about ‘nativeness’ and ‘belonging’ to place as they are implicated in notions of ‘ecological restoration’. Given the centrality of complex notions of ‘indigeneity’ to the issue of what ecological ‘restoration’ means in Australia, this is a rich area for cultural and historical analysis. Case materials illustrate the negotiated and ambiguous nature of Australian ideas about what ‘belongs’ ecologically and culturally across the broad continent of this relatively young post-Settler nation. We seek to foreground these issues through consideration of what ‘restoring’ nature might mean in the context of debates about native plants, the re-introduction of an iconic species of ground dwelling bird, the removal of cane toads that are demonised as highly ‘alien’, and the multiple ways in which the dingo is regarded ambiguously as both native and a ‘pest’ that needs to be controlled and culled. By showing how ‘restoration’ can be understood and mobilised in a variety of ways – in terms of the ‘re-naturing’, ‘re-valuing’ and/or ‘repatriating’ of indigenous species, as well as impassioned rejection of ‘exotics’ – we emphasise the importance of social science for building a well-grounded sense of how environmental management priorities and approaches are informed by a wider set of cultural assumptions.  相似文献

Migration is frequently portrayed as a negative force in its relationship with economic and social development. This negative perception is exhibited through describing population movements as either ‘forced’ (e.g. political and environmental refugees) or ‘voluntary’ movements (e.g. economic and uninhibited relocation). This paper examines the limitations of this conceptual dualism. It points out that the dualistic approach, widely used in the context of developing countries, simplifies a highly complex phenomenon by ignoring its essential heterogeneity and spatial and temporal dynamics. As such, it is limited in explaining and understanding the globally diversified, historically and politically contextualised situations. Focusing on the migratory experiences of contemporary Vietnam, the study identifies major patterns and trends of population mobility in the country in the past fifty years. It shows that despite the state’s continued attempts to reshape the spatial distribution of population over recent historical periods, the policy outcomes with respect to population mobility have been swayed as much by individuals and their families in pursuit of their own aspirations and livelihoods as by state plans. The Vietnam case has provided evidence of a much more complicated relationship between migration and livelihoods than the conceptual dichotomy assumes, and the opportunity for a richer set of policy options. We argue that the evidence from Vietnam, and elsewhere, warrants an integrated approach to studying migration, combining analysis at the macro- and micro-levels with the nexus lying at the critical decision-making point of the individual or household.  相似文献

In this paper we aim to rethink the political geography of African development at the beginning of the 21st century. Central to our thesis are two intertwining legacies, paralleling Edward Said’s Orientalism. The first is the construction of Africa in the western imagination and the second is an enduring trusteeship towards the continent. The core movement we seek to critique and move beyond is the complicity between racialised knowledges about Africa and a series of political interventions that seek to ‘help’ Africans to develop. The paper begins by examining the legacy of colonialism in the policies towards and representations of Africa. Although selective and schematic we argue that what unites these power–knowledge constructions is a sense of trusteeship towards the continent. The next step is to look at ways of decolonising our knowledges as a means to effect more appropriate political engagement with Africa. For this we touch on a range of theoretical positions, but look most closely at the corpus of post-colonial theory for ways of doing this. While not uncritical of post-colonialism we find it potentially useful for destabilising western authority and in addressing questions of popular agency and cultural constructions of exclusion. From here we attempt a reformulation which addresses the role of the state, the politics of place and space, and the ways in which ‘we’––professional geographers––might go about our work.  相似文献

Modern, small-scale renewable energy technology has the potential to enable and sustain rural livelihoods, particularly in developing countries remote locations without access to the grid. Yet, the provision of rural energy to isolated communities might not achieve the desired long-term result unless its development is part of wider national policy geared to sustainable development and social equity. This article shows how a combination of technology and policy targeted at the improvement of livelihoods in rural areas is the best solution for maximising the capacity of renewable energy to deliver services. It pinpoints the transforming processes and the institutions participating in the delivery of energy technology. This work draws on the Cuban experience of renewable energy technology, that country’s efforts to improve quality of life for remote populations, and its pledge to promote environmental sustainability. Using a sustainable livelihoods approach, the results of a survey in a rural community are analysed in the framework of existing assets and policies. The article describes how it is not only local users who benefit from a comprehensive technical, social and environmental energy approach. The same governmental administration that promotes such services has much to gain from technology that works well, benefits the poor in remote locations and protects the environment within its larger policy promoting sustainable and egalitarian society.  相似文献

This article examines the epistemological reconstitution in Japan—from Eisei (hygiene) to Kankyo (environment and ecology)—in the 1960s, particularly focusing on Yokkaichi city in the Mie prefecture that was infamous for environmental pollution. Post World War II, Yokkaichi port and its petrochemical industrial complexes were regarded as a symbol of Japan’s development. Referred to as ‘a million dollar night’s view’ for its ability to provide light the entire day, it played a central role in the country’s industrial reconstruction. Due to its reputation for ‘nature’-filled countryside, many enjoyed swimming at Yokkaichi despite the presence of the nearby industrial plants. Both these facts imply that people did not realize the risks posed by the dirtiness of the wastewater and the fumes emitted by the plants, an ignorance that may be traced back to the epistemic constitution of hygiene in Japan at the time. Since modernization, the government had adopted the idea of hygiene to control infectious and venereal diseases. The Department of Interior in 1873, and later, the Ministry of Health and Welfare in 1938 were also instituted to discipline human aesthetics through bio-politics. In the 1960s, when diseases of unknown origins began to appear and ‘scientific’ researches made the risks of wastewater and fumes visible, a new idea, Kankyo (which included but went beyond that of hygiene), was implemented to mitigate these risks. This transition saw the landscape of ‘a million dollar night’s view’ being transformed into a symbol of injustice and became a basis for grassroots political acts.  相似文献

For a better understanding of siliciclastic shelf environments, correlation between sequence stratigraphy and organic geochemistry is used. Our study is focused on the Cretaceous deposits of Marcoule (Gard, France), particularly on a close-packed siltites layer (200–400 m thick), which is well characterized as a marine flooding facies of a single trangressive–regressive cycle. During the Uppermost Albian and the Lower Cenomanian, the stratigraphic data indicate a change in the depositional environment from offshore to shoreface. Organic geochemistry is used in order to characterize origin and variability of the organic matter in relation to the stratigraphic data. The study is carried out on core samples from 2 drill holes (MAR 203 and MAR 501). Analyses of the aliphatic and aromatic hydrocarbons were performed using GC–MS and focused on biomarker distributions. The biomarkers indicate a contribution of mixed terrestrial and marine organic matter. The changes in molecular signatures are related to variations in the source of organic matter (marine versus terrestrial), preservation conditions (largely influenced by clay and early diagenesis), environmental oxidation-reduction and acidic conditions as well as bioturbation. Various environmental zones, characterized by different molecular signatures, can be distinguished. Resin derived biomarkers can be assigned to higher plant material input and may reflect the evolution and diversity of Gymnospermae versus Angiospermae during the transgressive/regressive cycle. The relative sea-level variations are clearly correlated with the nature and the preservation of the organic matter. For example, the Pr/Ph and Pr/n-C17 ratios as well as the regular steranes distributions underline the maximum flooding surface evidenced by other studies. We observe a good correlation between the organic data and sequence stratigraphy: changes in geochemical signatures reflect the 3rd order depositional cycles.  相似文献

Tourism in Southern Africa is synonymous with the wildlife safari. In the post-colonial era the establishment of so-called ‘peaceparks’ that straddle the borders of states has come to be seen as a key not only to increasing tourism in the Southern African region, but also to the modernizing of conservation policies and the development of rural economies. This paper focuses on the global and continental presence of transfrontier conservation areas, the link between conservation and tourism development, and the current factors that constrain and influence the realization of an ‘African Dream’ — ‘establishment of the greatest animal kingdom’. The unstable political situation in Zimbabwe and how this negatively affects wildlife conservation and tourism in the Gonarezhou part of the Greater Limpopo Transfrontier Park, serves as a case study. This paper aims to bring the work of Ludwig Wittgenstein into contact with the growing interest and concerns over the status of practice, performance and non-representational ‘theory’ within human geography. Drawing predominantly on Wittgenstein’s later work, the aim is to use Wittgenstein’s comments to illuminate how certain presuppositions and idealisations over the nature of understanding and meaning are or have been built into our (social scientific) modes and methods of explanation. Thus Wittgenstein’s work is used as a diagnosis––a diagnosis of how the modus operandi of giving an explanation can, and often does, prevent us from acknowledging the practical and the performative, from witnessing the taking-place of meaning and understanding. The paper carries out this task by focusing first on Wittgenstein’s critique of the role of ‘rules’ and ‘rule-following’ in the construction of social scientific accounts and secondly, through a consideration of the implications of Wittgenstein’s ‘scenic’ style of writing through which he attempts to deconstruct the epistemo-methodological idealisations and representationalist desires of social analysis. The claim here is not that Wittgenstein’s work provides the solution to the problematics which confront us in considering the status (or otherwise) of practice, but rather that his work may provide us with other ways of going-on, ones more sensitive to the eventful, creative, excessive and distinctly uncertain realms of action.  相似文献

Ecotourism within protected areas is paradigmatically considered a neoliberal conservation strategy along with other market-based interventions that devolve authority to non-state actors, rely on market corrections to socio-environmental problems, and effectively try to “do more with less” (Dressler and Roth, 2011) or “sell nature to save it” (McAfee, 1999). However, the neoliberalisation of conservation is a path-based process that is shaped by local histories and on-the-ground engagements with different market forms, and a growing body of scholarship has demonstrated that there are significant gaps between “vision” and “execution” in neoliberal conservation. Through a case study of ecotourism in Ban Mae Klang Luang in Northern Thailand, this research approaches the question of why such programs often fail to reconcile environmental and economic concerns through an exploration of the internal contradictions in the governmentalizing processes embedded within market-led conservation projects. Specifically, I argue that the contradiction in encouraging both disciplinary environmentality and neoliberal environmentality ironically forces conservation and development interests into opposition. Furthermore, ecotourism’s deployment of neoliberal environmentality contributes to the exaggeration of inequality and individualism in the village, creating tensions among community members. Despite the win–win expectations of neoliberal philosophy in conservation policies, the contradictory logics involved call the long-term viability of such strategies into question.  相似文献

South Africa is unique in that its globally significant biodiversity, which is under significant threat, coexists with an apartheid history of dispossession that produced a starkly unequal land ownership pattern and widespread rural poverty. It is in this context that the post-apartheid government must fulfil constitutional and international obligations to safeguard environmental assets as well as undertake land reform benefiting the previously dispossessed. Consequently, there is a continuous challenge of reconciling complex and often conflicting relationships between poverty, inequitable access to resources, and the protection of biodiversity. Current efforts to conserve the Cape Floral Kingdom emphasize partnerships between private landowners and existing nature reserves to promote sustainable utilisation of biodiversity. This paper presents a case study exploring how this approach might be reconciled with land rights and opportunities for land-based livelihoods among farm dwellers in the Baviaanskloof area of the Eastern Cape. The paper identifies systemic and structural tensions in current attempts to reconcile biodiversity conservation and farm dwellers’ interests, and documents issues of process and principle that could become important in the future. In doing so, it highlights the influence of on-farm power relations and overly complex institutional arrangements in determining the real extent of participation by affected farm dwellers and the efficacy of social safeguard policies. Findings also caution against an over-reliance on ecotourism as the major occupation and the paper argues instead for support for multiple livelihood strategies.  相似文献

The available geological, geochronological and isotopic data on the felsic magmatic and related rocks from South Siberia, Transbaikalia and Mongolia are summarized to improve our understanding of the mechanisms and processes of the Phanerozoic crustal growth in the Central Asian mobile belt (CAMB). The following isotope provinces have been recognised: ‘Precambrian’ (TDM=3.3–2.9 and 2.5–0.9 Ga) at the microcontinental blocks, ‘Caledonian’ (TDM=1.1–0.55 Ga), ‘Hercynian’ (TDM=0.8–0.5 Ma) and ‘Indosinian’ (TDM=0.3 Ga) that coincide with coeval tectonic zones and formed at 570–475, 420–320 and 310–220 Ma. Continental crust of the microcontinents is underlain by, or intermixed with, ‘juvenile’ crust as evidenced by its isotopic heterogeneity. The continental crust of the Caledonian, Hercynian and Indosinian provinces is isotopically homogeneous and was produced from respective juvenile sources with addition of old crustal material in the island arcs or active continental margin environments. The crustal growth in the CAMB had episodic character and important crust-forming events took place in the Phanerozoic. Formation of the CAMB was connected with break up of the Rodinia supercontinent in consequence of creation of the South-Pacific hot superplume. Intraplate magmatism preceding and accompanying permanently other magmatic activity in the CAMB was caused by influence of the long-term South-Pacific plume or the Asian plume damping since the Devonian.  相似文献

This paper argues that there is an immanent and evolving relationship between the prevailing form of taxation and the economic geographies of the state. Despite this, the geographic significance of taxation has been obscured by the language in which its historic transformation tends to be couched. Prevailing fiscal systems tend to be presented as essentially static – institutionally and spatially fixed and routinely inscribed within the fixed boundaries and territories of the ‘sovereign’ fiscal state. Any threat to, or change in the nature or geography of the fiscal state tends to be couched in terms of ‘crisis’ – of negative and discontinuous change. This paper contends that these related and essentially conservative discourses of fiscal geography mask the degree to which fiscal spaces are both multiple and continuously evolving. More importantly, it argues, this fluidity and multiplicity does not threaten the stability and viability of state form, but it is an essential process in its maintenance and reproduction. Running counter to the prevailing discourse of the ‘national economy’, the practice of fiscal geography is an under-analysed but key aspect of the historical evolution and transformation of the imagined geographies of economies.  相似文献

The Baltic Sea environment has since the early 1970s passed through several phases of spatial objectification in which the ostensibly well-defined semi-enclosed sea has been framed and reframed as a geographical object for intergovernmental environmental politics. Based on a historical analysis of this development, this article suggests that environmental politics critically depend on the delineation of relatively bounded spaces that identify and situate particular environmental concerns as spatial objects for politics. These spaces are not simply determined by ‘nature’ or some environmental-scientific logic, but should rather be seen as temporal outcomes of scale framing processes, processes that are accentuated by contemporary conceptions of the environment (or nature) in terms of multi-scalar ecosystems. This has implications for how an environmental concern is perceived and politically addressed.  相似文献
