In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance.  相似文献

The roles of governance and technological innovation have been widely recognized as important parts of sustainability transitions. However, less attention has been paid to understanding the mechanisms of the emergence and spread of innovative ideas for stewardship of social–ecological systems. This study considers how theories of innovation and agency are able to provide explanatory power regarding the spread and impact of such ideas. This includes how innovations may contribute to resolving the mismatches between the scale of ecological processes and the scale of governance of ecosystems. The emergence and spread of Marine Spatial Planning (MSP) is used as an illustrative case study. The study shows that individuals embedded in informal networks have played a key role in driving the emergence of MSP across scales and in constantly re-framing the tool in order to overcome obstacles to adoption and implementation. In a number of cases, MSP has been decoupled from the ecosystem despite being framed as a tool for ecosystem-based management. Finally, this study is important to understand the process of emergence of new integrated tools for ecosystem stewardship at the global level.  相似文献

An essential component of ecosystem-based approaches in coastal zone management and the emerging field of marine planning are partnerships and collaborations between a range of multi-sector organisations and individuals. Ensuring that partnerships are effective is a priority for those responsible for planning and management in coastal and marine environments. Current partnership evaluation approaches, however, tend to view effectiveness as the cumulative end result of a set of variables acting in a linear process at a specific point in time. Given that governance and participation are acknowledged as non-linear and multifaceted processes, more reflective and nuanced approaches that take account of the dynamic, multidimensional and geographically embedded nature of the collaborative process are needed. This paper proposes a new framework for partnership evaluation based on policy narratives and indicators, and demonstrates the potential of the approach using three case studies of partnerships focused upon marine nature-based tourism. The insights from this research have direct relevance to the agencies and organisations responsible for delivering integrated coastal management, including marine spatial planning.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

In 1998, the Australian Government released Australia's Oceans Policy (AOP), a world first policy initiative focused on providing a framework for integrated ecosystem-based management of Australia's vast marine domain. The South East Regional Marine Plan, the first regional marine plan to be implemented under AOP, was released on 21 May 2004. This paper argues that although full integration across sectors and jurisdictions has not occurred, new AOP initiatives, institutions and governance processes have considerably increased sectoral and jurisdictional coordination in the South East region.  相似文献

Marine spatial planning (MSP) has emerged worldwide as a tool for sustainable ocean governance. This paper reviews how sustainability and ecosystem-based management (EBM) have been included so far within the MSP general framework, by carrying out: (1) a review on the links between sustainability, EBM and MSP in EU maritime policy initiatives; (2) an analysis on the differences between ecosystem-based MSP versus MSP focused on delivering blue growth; and (3) a discussion on how adaptive management may address some of the main challenges found in achieving sustainable ocean management. From the EU Green Paper (2006) to the MSP Directive Proposal (2013), MSP processes based on the principle of EBM have been recognized as a necessary tool to ensure maritime sustainable development. Although ecosystem-based MSP has been recently presented as the best way to ensure both ecosystem conservation and development of human activities, most national and European MSP initiatives seem to follow a MSP approach focused in delivering blue growth. A challenge, therefore, arises: how to adjust policy decisions to properly preserve ecosystems and the services they provide? If truly implemented, an adaptive approach seems to be a way forward in ensuring that spatial planning, management and policy-making in marine spaces can be continuously adjusted, thus allowing for sustainability.  相似文献

This analysis documents the reasons for emerging interest in ecosystem-based fisheries management (EBFM) and relates this management model to others. It highlights the central challenges to EBFM in the tropical context and examines an ongoing project, Fisheries Improved for Sustainable Harvest (FISH), in the Philippines—likely the first EBFM project in the tropics. The Philippine legal and institutional context provides major governance challenges to EBFM, especially as management is scaled up. A monitoring framework with process and output criteria is applied to FISH to establish progress to date. Major institutional and governance challenges for EBFM will require monitoring, evaluation, and adaptation.  相似文献

Commonly, the Baltic Sea is pictured as a proactive region with a long-standing tradition for cooperation and surrounded by the “greenest” EU countries. In contrast, southern countries often suffer from the “Mediterranean Syndrome” in which the heterogenous socio political situation is given as the “proof” that cooperation would not work. The Marine Strategy Framework Directive adopted by European Union in 2008 is an important step towards ecosystem-based marine management and provides a legal document suggesting marine regions as a scale for cooperation. In this paper, we aim to explore stakeholders׳ perspectives on key factors for good governance at the regional sea level covering the Eastern Baltic States and the south of France. We targeted a broad panel of professionals from different sectors with a political, economic or societal importance in the respective seas. We suggest that Baltic and Mediterranean stakeholders are going through very different stages of governance adjustment fitting the purpose of ecosystem-based marine management. Baltic institutions are well established, which in some way prevents structural analysis of whether the current governance model is the most appropriate reaching GES. In the Mediterranean, the EU strategies faces institutional challenges, which is leading stakeholders to think “out of the box” about what is really needed for implementing ecosystem-based marine management for this sea. It is suggested that a golden opportunity exists at present in the Mediterranean to create a regional platform of cooperation, not only to fit the MSFD implementation, but also to improve governance of the Mediterranean Sea and its environmental status.  相似文献

Transitioning ocean governance into an ecosystem-based approach requires improved knowledge of ecosystems and existing management systems. While there has been increased effort to compile and synthesize ecological data, relatively little scholarship has been focused on improving and understanding ocean management systems. This paper presents a unique dataset that makes objective analyses of ocean management possible across multiple jurisdictions and sectors in the California Current. Following an explanation of the criteria used to compile relevant statutes and regulations, the paper suggests applications for the dataset including education and policy uses and ecosystem-based management tool development to identify and measure problems of fragmented management.  相似文献

The main objective of recent international legislative measures and policies concerning marine ecosystems is to ensure sustainable environmental management to maintain a good status for marine waters, habitats and resources, with the ultimate target of achieving an integrated ecosystem-based approach to management. Because bioinvasions pose significant threats to marine ecosystems and the goods and services these provide, non-indigenous species (NIS) are included in the more recent legislative documents. A major challenge for the scientific community is to translate the principles of the legislative directives into a realistic, integrated ecosystem-based approach and at the same time provide stakeholders with best practices for managing NIS. The aim of this paper, prepared by members of the Working Group on Introductions and Transfers of Marine Organisms (WGITMO) of the International Council for the Exploration of the Sea (ICES), is to provide guidance for the application of NIS related management in the European Union Marine Strategy Framework Directive (MSFD). Ten recommendations, including NIS identification, standardization of sampling and data, indicators, propagule pressure and management issues are considered in this paper. While most of these suggestions were developed to improve the implementation of the MSFD, several may be more widely applicable.  相似文献

For decades, the scientific community has conducted essential background research and developed appropriate modeling tools in support of an ecosystem-based approach to natural resource management. Resource managers and the public, however, lack a clear roadmap for working with scientists to move beyond the traditional single-species approach. With current management processes so strongly focused on working in a species-by-species framework, there are entrenched cultural and institutional challenges to shifting those processes toward ecosystem-based management. We propose using the integrated ecosystem assessment process to both develop new management ideas for a particular ecosystem, and to help shift public policy processes and perceptions to embrace ecosystem approaches to management.  相似文献

Although significant advancements on protecting marine biodiversity and ecosystems of the Mediterranean Sea have been made, much remains to be done to achieve the targets set by the Convention for Biological Diversity (and the Barcelona Convention) and ratified by the 21 Mediterranean governments. Particularly, these targets require the design and implementation of an ecologically representative network of marine protected areas that covers 10% of the Mediterranean surface by 2020. Despite the many efforts to gather spatial information about threats to the Mediterranean and conservation planning initiatives that identify sensitive areas for conservation, we are far from achieving this target. In this paper, we briefly review existing and proposed conservation initiatives at various scales throughout the Mediterranean to recognise those that have political endorsement and those that serve more as lobbying tools. We then propose a model process that can be applied to advance marine spatial planning within the eleven ecologically and biologically significant areas (EBSAs) through a multi-step process designed for moving conservation forward in this particularly complex region. The proposed process combines tenets of professional urban/regional planning and systematic conservation planning. As shown with two specific examples, despite some conventional wisdom, there is enough information on the Mediterranean Sea to move forward with ecosystem-based marine spatial management for conservation purposes using the EBSAs as a starting point - and the time is right to do so.  相似文献

Australia's Great Barrier Reef is the largest coral reef ecosystem on earth. The governance of such a large and iconic area is complex due to the overlapping federal and state (Queensland) jurisdictions. Since 1975 this globally significant area has been protected by pioneering federal legislation which enabled the ‘reasonable use’ of natural resources to co-exist with conservation, thus introducing the concept of a multiple-use marine park. In 1981 the Great Barrier Reef was listed as a UNESCO World Heritage Area. Today a federal multiple-use Marine Park covers 99% of the Great Barrier Reef Region and World Heritage Area, with the remaining areas under state jurisdiction. A close working partnership between the federal and state governments has evolved over 37 years and includes complementary legislation, joint field management and joint permits. In the face of increasing pressures, management of the Great Barrier Reef continues to be effective for a range of reasons, including a sound governance/legislative framework together with complementary federal/state legislation; integrated management with relevant federal and state agencies; and the application of ecosystem-based management principles both inside and outside the area of the marine park's jurisdiction. This integrated and comprehensive management model is widely regarded as effective by marine and coastal managers around the world.  相似文献

This study explores the role of institutional entrepreneurship in the creation of an international agreement to radically transform management of coastal and marine resources in the Coral Triangle. It analyzes how institutional entrepreneurs develop strategies to overcome barriers to change and navigate opportunity contexts to mobilize support for ecosystem-based management. The analysis shows that institutional change depends on collaboration among several institutional entrepreneurs that have access to different networks and are supported by different types of organizations. It also shows that interplay between institutional entrepreneurship and high-level political leadership plays a critical role in institution building. Institutional entrepreneurs must therefore align their ideas of ecosystem-based management to multiple political priorities and transfer experience and social capital from previous multilateral projects. By supporting the development of new governance arenas for deliberation, institutional entrepreneurs may enhance the fit between domestic and multilateral policy making. Lastly, institutional entrepreneurship may raise critical questions about legitimacy, accountability and ownership.  相似文献

Effectively reducing cumulative impacts on marine ecosystems requires co-evolution between science, policy and practice. Here, long-term social–ecological changes in the Baltic Sea are described, illustrating how the process of making the ecosystem approach operational in a large marine ecosystem can be stimulated. The existing multi-level governance institutions are specifically set up for dealing with individual sectors, but do not adequately support an operational application of the ecosystem approach. The review of ecosystem services in relation to regime shifts and resilience of the Baltic Sea sub-basins, and their driving forces, points to a number of challenges. There is however a movement towards a new governance regime. Bottom-up pilot initiatives can lead to a diffusion of innovation within the existing governance framework. Top-down, enabling EU legislation, can help stimulating innovations and re-organizing governance structures at drainage basin level to the Baltic Sea catchment as a whole. Experimentation and innovation at local to the regional levels is critical for a transition to ecosystem-based management. Establishing science-based learning platforms at sub-basin scales could facilitate this process.  相似文献

This paper conceptualizes the coast as commons and treats the implications of collective governance driven by the characteristics of coastal commons. Institutional control is essential, and two key institutions – state and local resource management institution – are central to the control of the coast as every other institution, from international aid agencies to private sector and non-government organizations, must go through them to develop and manage the coast. Risk communication has recently evolved from the design of unidirectional (from scientists to the public) information flow toward a more integrative deliberative procedures (involving scientists, policymakers, stakeholders and the general public) aimed at reconciling diverging social constructs of risk. Furthermore, risk communication is seen now as an activity that is transverse to the risk governance process as a whole. Risk communication is therefore part of the preassessment, appraisal, characterization/evaluation and management phases of risk governance. At the same time the development of risk management Decision Support Systems are increasingly geared at facilitating decision making while taking into account and streamlining all the phases of the risk governance process. These recent trends lead to a redefinition of the role of risk communication in the context of the development of DSS.This paper explores these issues by analysing how risk communication can be integrated into THESEUS's DSS. A first step of this analysis consists of applying grounded theory to analyse stakeholders' perception in three of THESEUS's application settings. We then compare this theorization to the grounded theorization of the foundational model of THESEUS's DSS. The result of this comparison points to diverging, yet not incompatible, paradigmatic views on the nature of coastal risks. These divergences are further analysed through semi-structured interviews with key informants involved in the development of the DSS.Building on these results we develop a communication scheme that should allow a progressive convergence of paradigmatic views occurring through the use of the DSS; we are thus proposing that the DSS in itself be a locus where risk communication as a deliberative practice occurs. In order to achieve this we propose that the cognitive pathways followed by DSS users be proactively designed and involves integrative exchanges between designers, users and policy makers.  相似文献

Stakeholder participation is vital when introducing and implementing ecosystem-based management (EBM) at any scale. This paper presents the results of a survey covering four European Regional Seas (Baltic Sea, Black Sea, Mediterranean Sea and North-East Atlantic Ocean) aimed to collect stakeholders׳ perspectives on their Regional Sea governance to implement the European Union (EU) Marine Strategy Framework Directive (MSFD). In this survey, drivers of good governance including stakeholder involvement, willingness and capacity to cooperate, efficiency, institutional ambiguity and decision-making were explored. The results indicate a clear gap in perception between the current, the ideal and the foreseen situation regarding the implementation of the MSFD. The preferences for the future governance structures vary between stakeholders and across seas although some similarities can be found. Based on the results of the survey, this paper concludes that tailor-made rather than off-the-shelf solutions will be needed to accommodate regional cooperation in the European marine environment for implementing ecosystem-based management under the MSFD.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

Implementation of marine ecosystem-based management requires improved understanding of existing governance, including gaps and overlaps resulting from fragmented management. Focusing on overlaps, this paper presents a technique using text analysis to assist in the identification of agencies and laws involved in overlaps from a system perspective. The overlaps analysis uses term frequency counts on ocean laws and regulations in conjunction with relevant agency authority. Such information delivered in a transparent user-friendly presentation can help policymakers and other constituents of ecosystem-based management to find existing overlaps as a step to facilitate improved coordination.  相似文献
