Summary This paper focuses on the ways in which demographic, social and environmental factors, combined with differential emphases on priorities and patterns of spending between local authority jurisdictions, are contributing to a changing spatial geography of caring. This is examined firstly by highlighting how macro factors contribute to a restructured landscape of care, and secondly by examining the personal geographies of carers located within the Scottish environment. Finally, the paper suggests that as care moves from institutional space to the homespace, it may be creating a blurring of the boundaries between what has traditionally been public/institutional space, and the homespace. 1  相似文献

The New Zealand government approach to regional development and the economy more broadly has oscillated from the 1970s economic growth and investment focus to 1980s neoliberal neglect, followed by the more recent rediscovery of the regions' importance in national economies, all with tenuous outcomes. This paper explores the changing scope of regional development initiatives by successive New Zealand governments over the last 60 years to show a pattern of opportunism and neglect that suggests regional development is more aligned to electoral priorities than regional success.  相似文献

In three recent papers, Bourne has suggested that the rate of gentrification in Canadian cities will decline, for both demand and supply reasons, notwithstanding economic recovery in the mid- 1990s. This prognosis for Canadian cities is so much at odds with the activity currently being generated in the upper-income housing markets at the center of the five largest Australian cities that it invites further investigation. Evidence is presented of recovery in the inner-suburban terrace housing submarket, and what began as countercyclical investment in the Australian equivalent of the loft-conversion and condominium submarkets. This latest phase of residential revitalization in the inner city heralds a trend to higher-value, high-rise living at the center of Australian cities. By the early 1990s enough Australians had become conditioned to inner-area living to provide optimism about the underlying demand, while the projected yields brought condominium development into the realm of financial feasibility. But concerted government action also was necessary to prime the core-area market for residential project development at the time (1991–1993). This raises a series of interesting questions about the advisability of state governments pursuing a property-led development strategy in recovery when the Anglo-American experience suggests that it might be short-lived at best. Lastly, some consideration is given to the implications for gentrification research and theory of possible divergence through the 1990s in the experience of North American and Australian cities.  相似文献

In 2007, the Australian federal government introduced a ‘new’ graduate visa scheme, the 485 visa sub-class. This visa facilitates the transition from student to worker for overseas graduates from Australian higher education institutions, with the potential to significantly increase their numbers in the country. At the same time, local governments have introduced various policies designed to attract and retain human capital in rural areas to address the shortfall of highly skilled individuals. This paper redresses the current lack of research into the spatial dynamics of overseas human capital in Australia and their relation to the new visa scheme in combination with shifts in rural development policies. Drawing on survey data of graduates describing the ‘before’ (2005) and ‘after’ (2008) periods of the introduction of the 485 visa scheme, this paper shows that the propensity of overseas graduates to move between Australia's regions has increased substantially. In particular, there have been an increasing proportion of overseas graduates moving to major cities despite rural development policy efforts to attract human capital to rural areas. However, these policy efforts appear to have attracted overseas graduates with particular qualifications (education and health) to work in such locales.  相似文献

What is successful migration? At a macro-socio-political level migration by individuals may appear to be successful when it has met the objectives of governments, industries and domestic profit makers. However, delving beneath the surface can reveal contradictions and other measures of success at the individual, or micro-level. Within a broader critical historical ethnography, we interviewed 26 post-World War 2 (WW2) British migrants living in South Australia. All interviewees could be viewed as successful at the macro-level, having remained in Australia for many years and having established multi-generational Australian families. Their migration was a ‘success’ when measured against the priorities that were actively promoted by Australian governments in the post-WW2 period. At a micro-level, the migrants involved in this study reported mixed outcomes. While migration did result in self-identified aims of migration including employment, opportunities and adventure, some migrants reported high levels of distress and longing, linked to loss and dislocation from people and places in geographically distant locales. For some, these feelings extended into the present, raising questions over the ‘success’ of their migration experiences at a personal level. We argue that pro-active migration recruitment—such as that undertaken by Australian governments in the post-WW2 period—has the potential to pressure some persons into migration, creating ongoing and unresolvable tensions. Experiences of such disruptions merit further exploration to develop deeper critical understandings of migration success.  相似文献

An Australian federal government report ‘Acting against disability discrimination’ (1994) claims that disabled people ‘throughout Australia have organised themselves into a movement which is growing in strength, militancy, numbers and political sophistication, particularly over the last two decades’. The purpose is to determine whether the disabled people's movement has any strength or influence on government in Victoria. Participant observation, focused interviews, and document analysis showed that confrontational disability rights groups remain marginal to the decision making and policy making of governments in Victoria. This is because of their strategies of direct action, staging visible actions to attract media attention and subverting the ‘normal’ use of space, their non-hierarchical structure, lack of direct government funding and their small membership base that includes non-disabled people. Marginalisation may require disability groups to rethink their organisation and means of resistance if they are to gain greater influence in the formal political arena.  相似文献

Governmental influences on technological change, unlike private-sector efforts, have received little attention from geographers. A major influence in a regional context is the direct government spending on R&D conduted by private firms. This paper focuses on the agglomeration and linkage effects of federal R&D spending in the United States, isolating defense and space R&D as the largest single sources of federal funds. The empirical findings suggest that federally funded R&D takes place in different agglomerations than private R&D, and that relatively few places are linked into the network of R&D subcontracts.  相似文献

收费公路是公路网系统的重要组成部分,为中国高等级公路(尤其是高速公路)的快速发展起到了重要的作用。自20 世纪80 年代初以来,我国收费公路发展经历了三个阶段:起步探索阶段(1981-1997 年)、快速发展阶段(1998-2003 年)以及规范治理阶段(2004 年以来)。国际比较研究显示,人口、经济总量和国土面积会影响收费公路的规模,而中国收费公路的发展明显偏离了当前的经济发展水平,存在路网规模过大、空间布局不合理的问题。总体上,中国收费公路在空间格局上具有显著的反U型结构--东、西部地区收费公路规模均高于中部地区,且西部地区高于东部地区,与中国东中西地区依次递减的梯度经济格局不协调。收费公路财务指标的投资、收入和支出具有U型空间结构,与经济发展的区域格局不一致;但单位公里的收益水平呈现梯型结构,与中国经济发展的区域格局大体吻合;投资回收期表明中国收费公路总体具有可行的盈利水平,但省级区域差异较大。  相似文献

Entrenched contests about the future of Cape York Peninsula's lands, waters and people have for long received national prominence. In the federal arena, this has climaxed with the campaign to overturn the State's declarations on wild rivers. Initially pursued as a means of influencing decisions on the determination of the government in a finely balanced federal parliament, it has been retained as an early test of the survivability of the minority Labor government. The peninsula's prominence is founded on its iconic conservation status and the continuity of Aboriginal occupance of their country, reinforced by the formidable capabilities of Indigenous and conservationist leaders. Contests are characterised by their complexity, durability and intractability. Contests are bedevilled by shifting alliances and schisms within Indigenous and conservationist constituencies. Increasingly potent is the schism between modernist/reformist/regionalist visions of Indigenous futures, forcefully presented by Noel Pearson against more traditionalist/localist visions held by many community leaderships. Other participants, notably conservationists, State politicians and bureaucracies have needed to align their policies around these contested visions. Over the last two decades, policies of State Labor governments have maintained some continuity, being pro-active on conservation goals, selectively supportive of Aboriginal advancement, necessarily passive in the determination of land claims, reactive in the resolution of land tenures and property rights, and inconsistent and ineffectual in conflict resolution and in providing leadership in shaping sustainable, multifunctional futures, attuned to the peninsula's unique challenges and potentials.  相似文献

World-wide, people and governments are gradually becoming more aware of the potential environmental, economic and health effects of climate change and the need for governments to take action to mitigate such impacts. This was emphasised by the creation of the United Nations Framework Convention on Climate Change (UNFCCC), signed at the Rio Earth Summit in 1992. There has been much discussion on the greenhouse policy response of the commonwealth government of Australia, especially its stance taken at Kyoto in December 1997. Despite the recent nationalisation of Australia's state energy markets, due to Australia's federal political structure, much of the policy responsibility for energy and environmental issues rests with the states. Given these circumstances it is surprising that there has been relatively little academic focus on the energy policies of the states. This paper attempts to partially fill the policy analysis 'gap' by investigating the present environmental aspects of the energy policies of NSW and Victoria, implemented since the signing of the UNFCCC in 1992. NSW and Victoria are Australia's most populous states and are responsible for the bulk of the nation's greenhouse gas emissions with two very distinct policies.  相似文献

In the early 1900s, U.S. state and Canadian provincial governments began to register automobiles and issue license plates to their owners. Within several decades of the first issuance of license plates, state and provincial governments began to use these plates for advertising purposes, such as promoting local economies and tourism. In recent decades, however, governments have used license plates to promote national identities and nationalist ideals. Using examples from the United States and Canada, I examine how governments have used such banal signifiers of place as license plates to craft and promote these identities and how drivers have contested that usage.  相似文献

"This paper examines national immigration processes and demographic change in South Australia and Tasmania over the last four decades. Particular attention is paid to the inter-censal period 1986-1991.... The paper investigates the impact of the historic make-up of immigrant flows on settlement patterns, and examines the impact on policies intended to increase immigrant settlement in these states. It argues that the policies being pursued by state and federal governments are unlikely to add to the numbers settling in these states, because they pay too little attention to migration processes, and especially the attraction of others from the source country."  相似文献

According to many environmentalists, the U.S. transportation sector is being subsidized by federal, state, and local governments. Whether or not road users are, in fact, paying the cost of using roads is a critical issue in supporting sustainable transportation. Subsidies increase road consumption above levels that would otherwise be dictated by the market. This paper compares different estimates of transportation subsidies, noting their strengths and weaknesses. Following this discussion, the issue of transportation as a public good is covered. How economic efficiency and equity are considered depends in large part on the role of transportation in society. If transportation is deemed a public good, then alternative evaluation criteria must be applied. If not, then economic efficiency would need to be considered. Both efficiency and equity could be enhanced by a pollution tax. Such a measure would improve equity by charging users for the pollution they generate. In addition, economic efficiency could be enhanced by internalizing the environmental externalities associated with transportation. This study, compares different estimates of transportation subsidies as a prelude to discussing economic efficiency and equity issues. The study does not develop a definitive answer to the problem of transportation subsidies, but rather highlights the important public policy issues that exist within this arena.  相似文献

Historical first‐generation frontier roads in America's trans‐Appalachian West often evolved from buffalo and Indian trails into pioneer routeways such as Daniel Boone's Trace and, eventually, into twentieth‐century hard‐surface highways. Period cartographers found these routes difficult to document accurately, and present‐day scholars often depict them only on small‐scale maps, which simply illustrate connections between origin and destination points. Accurately mapping Kentucky's first‐generation roads at large scale requires detailed site and contextual topographic information over long distances, but historical maps, diaries, surveyors' reports, and other period documents often lack sufficient detail for route‐related sites to support mapping. Use of gis software enables positioning historical routes onto U.S. Geological Survey contour‐ and hill‐shaded base maps by mapping verifiable locations and linking them through interpretation of best‐choice routes that consider frontier migrants' transportation priorities, such as direction, distance, gradient, and land‐surface character.  相似文献

Since 2002, the Australian Natural Heritage Trust Phase 2 (NHT2) has required community groups seeking funds for natural resource management projects to have developed nationally accredited regional strategies and investment plans. This case study reports on the progress of one such regional (and sub-regional) group, examining in particular the perceptions of the community group members and other stakeholders of the overall process. Through interviews, participant observation and document analysis in 2004–05, the process of developing a regional strategy and an investment plan by the Northern Agricultural Catchments Council in Western Australia, and the involvement of regional stakeholders in the process, were examined. While the concept of regional-scale management was perceived favourably by community interviewees, their concerns related to increasing bureaucracy, the need for further local involvement, more on-ground action instead of further planning, the relevance of the regional Council to local communities, and the motives of Council members. Communication with regional stakeholders was extensive in preparing the regional strategy, but fell short during the development of the investment plan. The success of the regional planning process will be evidenced by whether members of the regional community actively implement regional priorities, and whether long-term funding and support from the State and Australian governments are provided.  相似文献

Moose–vehicle collisions (MVCs) pose a serious safety and environmental concern in many regions of Europe and North America. For example, in the state of Vermont, one‐third of all reported MVCs resulted in motorist injury or fatality while collisions have increased from two in 1982 to 164 in 2002. Our work used a MVC dataset from 1983 to 1999 in the Northeastern Highlands of Vermont (four major roads) to perform space, time and spatiotemporal analyses and guide future mitigation strategies. An adapted kernel density estimator was implemented for exploratory analyses to detect high density collision hotspots on roads. The kernel in space showed seven major density peaks which varied in magnitude and spread between roads. The kernel estimator in time for all roads showed an exponentially increasing trend with annual periodicity and a seasonal cyclic component, where the majority of collisions occurred from May to October. Spatiotemporal kernel estimation exhibited discontinuous density hotspots in time and space suggesting changing animal movement patterns across roads. We used an adapted Ripley's K‐function to test the hypothesis that MVCs clustering occurred at multiple scales in space, in time and in space–time combined. Statistically significant spatial clustering was evident on all roads at spatial scales from 2 to 10 km. A more consistent clustering in time occurred on all roads at a scale distance of 5 years. Similar to the kernel estimation, annual periodicity was also evident. Positive space–time clustering was present at small spatial (5 km) and temporal scales (2 years) indicating that where MVCs occur is also influenced by when they occur. In retrospect, using multiple road lengths, and the combined kernel estimation and Ripley's K‐function in time and space, provided a powerful methodology to study varying spatiotemporal patterns of wildlife collisions along roads. This can greatly assist transportation planners in identifying optimal mitigation strategies along specific roads, such as deciding on location and spatial length for permanent and expensive measures (e.g. crossing structures and associated fencing) versus less permanent and inexpensive structures (e.g. wildlife signage and reduced speed limits).  相似文献

Concerns for river health in the Murray-Darling Basin (MDB) area and shifting priorities for water use have led to a significant process of water reform over the last decade. The MDB area, also known as the food bowl of Australia, produces much of the country's food and is home to a significant portion of the population. A long-term drought, historical over-allocation of water for irrigation and climate variability have led to mounting concerns about the long-term viability of the rivers. While the reform process has resulted in the Commonwealth government taking control of the rivers from the States, it has also been influenced by changes in governments and consequent shifts in water allocation priorities from a privileging of agriculture to a broader approach encompassing economic, environmental and social concerns. This had led to uncertainty for the people and communities in the Basin and some confusion between the various layers of governance structures. This paper presents the results of exploratory research conducted with key, high-level stakeholders involved in water reform to examine their perceptions of the evolving water policy process. Despite agreement amongst stakeholders that returning water to the environment to ensure river health is critical, our research reveals significant tensions between stakeholders concerning the evolving process, particularly centred on the potential social outcomes and fairness and equity. This suggests the need for more integrated and transparent governance structures, attention to levels of trust between partners and a common vision that incorporates environmental, economic and social goals.  相似文献
