The challenge of sustainability is not about producing more or better managerial knowledge. It is in fact a transformation of the systems and structures that perpetuate environmental problems that is emerging as the key sustainability goal. In this paper we show the relevance of this argument, by using wildfires as symptoms of the challenges posed by global change to western societies, where wildfires are becoming increasingly problematic. Climate change, land abandonment, exurban expansion and fire suppression schemes are some of the main reasons behind this. Tackling the increasing intensity and complexity of wildfires is consequently emerging as an important research and policy topic. A central question in the literature is how to achieve a more sustainable coexistence with wildfire. Fuel reduction treatments, fire restoration, the reform of current suppression policies and adaptive institutional arrangements have all been debated. However, the social-ecological transformations needed to effectively implement these management options are not sufficiently understood. This paper looks at the efforts of the Catalan wildfire management system to cope with wildfire risk over the last decades. In particular, the emergence of GRAF, a group of wildfire fighting specialists in the Fire Department, is described. Emphasizing the need to understand wildfires as an inherent part of Mediterranean ecosystems, the expansion of GRAF highlights how learning to coexist with wildfire in Catalonia has triggered a set of transformative processes in institutional arrangements and power relationships of the wildfire management system. Our data also illustrate how coexisting with wildfire entails a dramatic social-ecological transformation in terms of land-uses, settlement patterns, energy supply systems and social values about wildfires. Moreover, we warn that in the absence of such systemic changes, management improvements might paradoxically reinforce risk. We conclude that wildfire researchers and practitioners should link the proposed management options to a deeper debate on how to produce alternative, less flammable landscapes, as agents of a broader social-ecological transformation to sustainability.  相似文献

Detailed tephrochronologies are built to underpin probabilistic volcanic hazard forecasting, and to understand the dynamics and history of diverse geomorphic, climatic, soil-forming and environmental processes. Complicating factors include highly variable tephra distribution over time; difficulty in correlating tephras from site to site based on physical and chemical properties; and uncertain age determinations. Multiple sites permit construction of more accurate composite tephra records, but correctly merging individual site records by recognizing common events and site-specific gaps is complex. We present an automated procedure for matching tephra sequences between multiple deposition sites using stochastic local optimization techniques. If individual tephra age determinations are not significantly different between sites, they are matched and a more precise age is assigned. Known stratigraphy and mineralogical or geochemical compositions are used to constrain tephra matches. We apply this method to match tephra records from five long sediment cores (≤ 75 cal ka BP) in Auckland, New Zealand. Sediments at these sites preserve basaltic tephras from local eruptions of the Auckland Volcanic Field as well as distal rhyolitic and andesitic tephras from Okataina, Taupo, Egmont, Tongariro, and Tuhua (Mayor Island) volcanic centers. The new correlated record compiled is statistically more likely than previously published arrangements from this area.  相似文献

Privacy, reconsidered: New representations, data practices, and the geoweb   总被引:3,自引:0,他引:3  
Blogging, social networking, and other Web 2.0 practices have sparked widespread debate about the status and future of privacy. This paper examines an explicitly geographical aspect of Web 2.0 with respect to these debates: the geospatial web, or ‘geoweb’. As part of fundamental shifts in the kinds of geographic information available, its circulation, and representative forms it assumes, the geoweb implies new objects of privacy concern and subsequent privacy-related negotiations over the aggregate of its component information, technologies, and data praxes. Thus we argue that privacy must not only be revisited, but indeed re-conceptualized. Whereas prior research on privacy vis-à-vis geographic information technologies has tended to question what privacy ‘is’, we focus instead on the constitutive outcomes of societal struggles over privacy. We examine how privacy is being negotiated around two geoweb services - Google Street View and the Twitter GeoAPI - to illustrate that these contestations produce privacy as a social object in particular ways. We show that public discourse around actual or anticipated privacy harms stemming from geoweb services and their uses, as well as the preventatives and remedies proposed or implemented to address such harms, reconstitute the objects and practices of privacy concern, and alter the roles and relationships of state, civil and corporate actors in the construction of privacy. Finally we suggest that the geoweb raises new privacy concerns because some of its representational forms - namely geo-tagged images and self-authored texts - facilitate identification and disclosure with more immediacy and less abstraction.  相似文献

Technical assistance (TA) has a long and varied history as a development practice. It initially emerged as a set of ‘hard’ programs, tools, and technologies delivered to developing countries by imported First World experts, typically in the agricultural and resource sectors. Later, in response to critical and antidevelopment theories, TA morphed into its ‘soft’ version, attempting to empower marginalized people in the Global South by delivering the know-how - often collaboratively generated - sufficient to produce forms of development ‘from below’. In spite of this shift in the politics and practices of TA, it remains susceptible to neoliberal styles of development that have proceeded apace with withdrawal of state institutions in the funding and operation of social and economic development programs, and with the concomitant rise of nongovernmental organizations (NGOs).In this paper, we follow the operation of one TA program operated by an intermediary NGO in Oaxaca, Mexico. We find that the program intersects with neoliberalization in two prominent ways, relying on a form of governmentality that codifies and prescribes: (a) the social spaces of action and need, and (b) learning subjects deficient in entrepreneurial initiative and know-how. We conclude by commenting on the political economic conditions that continue to underwrite TA as a development practice in spite of a decade or more of criticism directed at it and we consider the possibilities for its subversion.  相似文献

Besides the traditional post-separation residential arrangement in which the children live with the mother and have regular contact with the father, new arrangements have emerged and become more widespread in which parents strive for a more equal division of tasks. We used an explanatory mixed methods research design to enhance insight into the life course characteristics of separated parents involved in shared residence arrangements. Survey data derived from the Netherlands Kinship Panel Study (NKPS) and Divorce in the Netherlands 1998 were supplemented with information from in-depth interviews with NKPS respondents. We found that shared residence parents seem to be a typical modern category of separated parents with a specific set of characteristics. The distance between the residences of the ex-partners plays a crucial role in maintaining a shared residence arrangement. Highly educated, dual-career ex-couples, and those with high incomes are also more likely to be involved in a shared residence arrangement. Shared residence arrangements were more likely when the woman had a new partner, but less likely when the man had a new partner. Our findings on gender differences are in line with the idea that involvement in non-traditional residential arrangements is a sign of increased paternal involvement, but decreased maternal involvement, compared with the traditional arrangements.  相似文献

Satellite technologies are increasingly being deployed to manage infectious disease outbreaks. Although there is a substantive literature concerned with the geopolitics of space and the ethical issues raised by the use of remote sensing in warfare and counterinsurgency, little study has been made of the critical role played by satellites in public health crises. In this paper, we focus on the 2014–2015 Ebola virus disease (EVD) epidemic in West Africa, which saw the widespread use of public and commercial satellite-derived data, to investigate how overhead orbital and close-up viewpoints enabled by satellites are shaping attitudes to disease and determining responses to infectious threats. We argue that high-resolution satellite imagery is acting as a spur to a new spatio-temporal targeting of disease that parallels the ever more vertical dimension of contemporary warfare. At the same time, this new visualization of disease is promoting a broader ecological perspective on pathogen emergence. How can these divergent perspectives be reconciled? In addressing this question, we analyze the different uses to which satellite imagery has been put in tracking and mapping Ebola ‘hotspots’ across Guinea, Liberia, and Sierra Leone. We also consider the institutional contexts that have enabled the acquisition of this imagery. Given the rapid integration of space technologies in epidemiology and health logistics, there is now a need to examine how and with what consequences remote-sensing and communication technologies may be reconfiguring the practices and scope of global health.  相似文献

Recent increases in the use of Web 2.0 and Geoweb technologies by citizens have led many governments to investigate the adoption of these technologies. This research examines the motivations driving multiple levels of government in Quebec, Canada to consider the adoption of the Geoweb within a context of rural development. We present results from a series of interviews with key government representatives that identifies the SWOT (strengths, weaknesses, opportunities, and threats) of the Geoweb within provincial and municipal government. Respondents define two implementations of the Geoweb, informational and participatory, indicating that SWOT differs for each. This research concludes that for government to implement an informational Geoweb, there are few barriers, but that a participatory Geoweb will require a more substantial, and potentially long-term renegotiation of the relationship between citizen and government.  相似文献

The integration of geographically referenced information into the conceptual frameworks and applied uses of the social sciences and humanities has been an ongoing process over the past few centuries. It has gained momentum in recent decades with advances in technologies for computation and visualization and with the arrival of new data sources. This article begins with an overview of this transition, and argues that the spatial integration of information resources and the cross-disciplinary sharing of analysis and representation methodologies are important forces for the integration of scientific and artistic expression, and that they draw on core concepts in spatial (and spatio-temporal) thinking. We do not suggest that this is akin to prior concepts of unified knowledge systems, but we do maintain that the boundaries to knowledge transfer are disintegrating and that our abilities in problem solving for purposes of artistic expression and scientific development are enhanced through spatial perspectives. Moreover, approaches to education at all levels must recognize the need to impart proficiency in the critical and efficient application of these fundamental spatial concepts, if students and researchers are to make use of expanding access to a broadening range of spatialized information and data processing technologies.  相似文献

In this paper, we map the gendered contours of contemporary water management in order to demonstrate that regimes for individual ownership of water rights, markets, and the productive use of water simply reinscribe and simultaneously submerge in their apparent gender-neutrality a normative masculinity that underpins economic globalization and fortifies existing power relations. Not only do such arrangements disadvantage reproductive values and non-consumptive users; more generally, they also lack the capacity to ensure water’s sustainable development. Consequently, new management institutions for sustainability are demanded and, in making a case for equity-enhancing and adaptive institutions that better reflect water’s materiality, its multiple values and emerging water scarcity, we argue the need to invoke the conserving and ecologically protective feminine principle. To support our reasoning, we analyse water reform processes instituted in Australia and specifically by the State of Tasmania, referring to the latter jurisdiction to illustrate the gendered nature of resource management and to underscore tensions between economic globalization and sustainability, concluding that the tensions between the two agendas are probably irresolvable. We position our work in the borderlands among gender studies, feminist geography and philosophy, and political ecology, drawing together insights about the construction of resource management, the possibilities of the feminine care ethic, and ideas about the characteristics of institutional systems that could ensure equitable allocation and sustainable use of the planet’s resources.  相似文献

Critiquing the usefulness of cosmopolitanism this paper argues that we need a more nuanced and subtle understanding of how commonalities are found, created and maintained across difference. This paper uses two juxtapositions of perspective (around place and environment) to explore how such boundaries of difference can be negotiated. It uses an examination of the ways in which environmental groups in Australia have sought to negotiate Indigenous interests through creating spaces of dialogue and changing working practices. It is based on 30 interviews with both Indigenous and non-Indigenous activists across two case regions; Cape York (Queensland) and Barmah-Millewa (Victoria/New South Wales). Four issues were identified that have proved particularly contentious in negotiations to build collaborative campaigns: language; power and ownership; scale and timeframes; and economics. There are examples of both successes and ongoing problematic practices across these tensions. However there is also a growing mutual ownership of the issues. Moving beyond a colonial paternal sense of responsibility, to a dynamic and engaged mutuality of concern for both processes and outcomes has resulted in gradual, small, and progressive steps forward in Indigenous/non-Indigenous collaborative environmental campaigning.  相似文献

This paper explores the extensification of work—that is the distribution or exporting of work across different spaces/scales and times—and its impact on individual workers and households. We argue that contracting out and the work life balance debates might be developed more usefully within the holistic framework of extensification. The key process that we follow can be described as overflowing. We contrast the universally positive representations of spillovers and embedding that we are familiar with in economic geographies with the more negatively characterised overflowing of work into and out of the household. The paper is built around a case study of those involved in the new media industry in San Francisco: households, workers and companies.  相似文献

Identifying and quantifying the relative abundance of minerals is a fundamental part of many aspects of both pure and applied geology. Historically, quantitative mineralogy could be achieved using optical microscopy and point counting. This is a slow and operator dependent process, and practically impossible to achieve in, for example, very fine grained samples. Over the last decade a range of automated mineralogy technologies have arisen from the global mining industry and are being increasingly used in other branches of geology. These technologies, based on scanning electron microscopy with linked energy dispersive spectrometers, have the potential to revolutionise how we quantify mineralogy. In addition, during measurement, the sample textures are also captured, providing a wealth of valuable data for the geologist. In this article we review the current state of automated mineralogy and highlight the many areas of application for this technology.  相似文献

Across Africa, development corridors – networks of roads, railways, pipelines and ports that facilitate the movement of commodities between landlocked production areas, processing zones and global markets – are being built at an unprecedented pace. In mainstream development discourse, these mega-infrastructure projects have been framed as an effective way of creating conditions that are attractive to investors while simultaneously driving inclusive economic growth and development. Yet, recent geographic research on new development corridors has revealed certain tensions and inconsistencies in this win–win narrative, drawing attention to cases where the spatial reorganization of land that has accompanied corridor development has introduced new patterns of spatial exclusion and immobility. This article shows how approaching the study of development corridors using the new mobility paradigm – paying attention to uneven and conflicting mobilities along new corridor routes – stands to generate important empirical and theoretical insights about peoples' lived experiences with corridors, as well as about the trajectories of power enacted through corridor development. Ultimately, it is argued that applying the new mobilities paradigm in future research on development corridors may help researchers to better understand emergent forms of spatial exclusion and immobility created by new corridors.  相似文献

High-performance computing provides unprecedented capabilities to produce higher resolution 4-D models in a fraction of time. Thus, the need exists for a new generation of visualization systems able to maintain parity with the enormous volume of data generated. In attempting to write this much data to disk, each computational step introduces a significant performance bottleneck, yet most existing visualization software packages inherently rely on reading data in from a dump file. Available packages make this assumption of postprocessing at quite a fundamental level and are not very well suited for plotting very large numbers of specialized particles. This necessitates the creation of a new visualization system that meets the needs of large-scale geodynamic modeling. We have developed such a system, gLucifer, using a software framework approach that allows efficient reuse of our efforts in other areas of research. gLucifer is capable of producing movies of a 4-D data set “on the fly” (simultaneously with running the parallel scientific application) without creating a performance bottleneck. By eliminating most of the human efforts involved in visualizing results through postprocessing, gLucifer reconnects the scientist to the numerical experiment as it unfolds. Data sets that were previously very difficult to even manage may be efficiently explored and interrogated without writing to disk, and because this approach is based entirely on memory distributed across as many processors as are being utilized by the scientific application, the visualization solution is scalable into terabytes of data being rendered in real time.  相似文献

In this paper we situate the rise of corporate social responsibility in the context of a re-casting of the boundaries between corporate- and state-centred regulation. We argue that this process can be understood in a theoretical framework of “rolling-out” neoliberalisation. We focus firstly upon an emergent CSR consultancy industry within the UK context, demonstrating that there is now a network of organisations dedicated to making profit out of socially-responsible corporate behaviour. These organisations have helped to re-define the nature and meaning of the private sector. Then we interpret global framework agreements on corporate behaviour (such as the UN Global Compact, the Equator Principles, and the World Economic Forum’s Global Corporate Citizenship Initiative) as examples of how neoliberalism is created in and through new “in-between” spaces that set the rules of political action. Subsequently, we note that some NGOs have recently recognised the limits on campaigning for more socially responsible corporate activity, and re-connect these concerns with longer-term debates on corporate voluntarism versus state-centred regulation. We conclude that demonstrating how hegemony is constructed in and through neo-liberalising corporate social responsibility remains to be fully explored, but argue that it is beneficial to consider the diversity of political projects involved in this ongoing process.  相似文献

This introduction and the collection of papers it introduces seek to progress debates on the intersections between citizenship, practice, materiality, and mobility. In contrast to more static framings of formal citizenship where subjects are considered equal in terms of enjoying the same safeties and freedoms, in this introduction citizenship is conceived of as a set of processual, performative and everyday relations between spaces, objects, citizens and non-citizens that ebbs and flows. Through the papers that comprise this collection we see the process of citizenship becoming fragmented in both urban and rural mobility spaces. We also see it as being shaped by particular technologies and artefacts which construct and relate mobile subjects to each other and the state in particular ways. Our key contribution lies in outlining three related areas where work informed by the mobilities turn could focus: Firstly we seek to demonstrate that far from being a product of citizenship status, mobility must be seen as actively constituting citizenship relations. Secondly we seek to demonstrate the roles that styles of movement and the ‘stuff’ of mobility play in shaping the extent of citizenship for particular mobile publics. Thirdly we illustrate the ways in which cross-border flows relating to concepts such as cosmopolitan and ecological citizenship can act through mobility practices to challenge locally held notions of appropriate mobility and inevitably citizenship. Ultimately what we argue and intend to demonstrate is that mobility is such an important, pervasive and politicised element of late modernity that the ways in which we move and confer meanings on movement, cut across and even over-ride more established relationships between social and cultural identity, citizenship and the state.  相似文献

Increasing penetration by the market into the governing of agri-environments, and the use of market-oriented approaches in an attempt to produce more sustainable outcomes, is a characteristic feature of what scholars have called the ‘neoliberalisation of nature’. While accepting that neoliberal forms of governing tend to extend market relations into new domains, a number of scholars have argued that they may at the same time create spaces of resistance, open up progressive political possibilities, or incorporate alternative rationalities of governing. This literature has so far focused primarily on the policy and/or programme level with limited connection made to the growing body of research that explores landholder responses to specific market instruments. We address this gap by focusing on a market instrument – Wimmera Habitat Tender – in the State of Victoria, Australia, which aims to provide incentives for farmers in managing native vegetation. This case study explores how a specific tender-based market instrument seeks to construct natural resource managers as neoliberal subjects, as well as the complex ways in which farmers contest or resist the neoliberal governing of their agri-environmental practices. Through our analysis we contend that closer scrutiny of how the techniques underpinning market-based environmental instruments are taken up or resisted contributes to a more robust understanding of the environmental possibilities created by market instruments, as well as the challenges involved in attempts to neoliberalise nature.  相似文献

We examine the current ‘datafication’ process underway in low- and middle-income countries (LMICs), and the power shifts it is creating in the field of international development. The use of new communications and database technologies in LMICs is generating ‘big data’ (for example from the use of mobile phones, mobile-based financial services and the internet) which is collected and processed by corporations. When shared, these data are also becoming a potentially valuable resource for development research and policy. With these new sources of data, new power structures are emerging within the field of development. We identify two trends in particular, illustrating them with examples: first, the empowerment of public–private partnerships around datafication in LMICs and the consequently growing agency of corporations as development actors. Second, the way commercially generated big data is becoming the foundation for country-level ‘data doubles’, i.e. digital representations of social phenomena and/or territories that are created in parallel with, and sometimes in lieu of, national data and statistics. We explore the resulting shift from legibility (Scott, 1998) to visibility, and the implications of seeing development interventions as a byproduct of larger-scale processes of informational capitalism.  相似文献

This paper critically reflects on the building of the Dublin Dashboard – a website built by two of the authors that provides citizens, planners, policy makers and companies with an extensive set of data and interactive visualizations about Dublin City, including real-time information – from the perspective of critical data studies. The analysis draws upon participant observation, ethnography, and an archive of correspondence to unpack the building of the dashboard and the emergent politics of data and design. Our findings reveal four main observations. First, a dashboard is a complex socio-technical assemblage of actors and actants that work materially and discursively within a set of social and economic constraints, existing technologies and systems, and power geometries to assemble, produce and maintain the website. Second, the production and maintenance of a dashboard unfolds contextually, contingently and relationally through transduction. Third, the praxis and politics of creating a dashboard has wider recursive effects: just as building the dashboard was shaped by the wider institutional landscape, producing the system inflected that landscape. Fourth, the data, configuration, tools, and modes of presentation of a dashboard produce a particularised set of spatial knowledges about the city. We conclude that rather than frame dashboard development in purely technical terms, it is important to openly recognize their contested and negotiated politics and praxis.  相似文献
