Access to fresh water is one of the major issues of northern and sub-Saharan Africa. The majority of the fresh water used for drinking and irrigation is obtained from large ground water basins where there is minor contemporary recharge and the aquifers cross national borders. These aquifers include the Nubian Aquifer System shared by Chad, Egypt, Libya, and Sudan; the Iullemeden Aquifer System, extending over Niger, Nigeria, Mali, Benin, and Algeria; and the Northwest Sahara Aquifer System shared by Algeria, Libya, and Tunisia. These resources are subject to increased exploitation and may be severely stressed if not managed properly as witnessed already by declining water levels. In order to make appropriate decisions for the sustainable management of these shared water resources, planners and managers in different countries need an improved knowledge base of hydrological information. Three technical cooperation projects related to aquifer systems will be implemented by the International Atomic Energy Agency, in collaboration with the United Nations Educational, Scientific and Cultural Organization and United Nations Development Programme/Global Environmental Facility. These projects focus on isotope hydrology studies to better quantify ground water recharge and dynamics. The multiple isotope approach combining commonly used isotopes 18O and 2H together with more recently developed techniques (chlorofluorocarbons, 36Cl, noble gases) will be applied to improve the conceptual model to study stratification and ground water flows. Moreover, the isotopes will be an important indicator of changes in the aquifer due to water abstraction, and therefore they will assist in the effort to establish a sustainable ground water management.  相似文献

As development of ground water resources reaches the limits of sustainability, it is likely that even small changes in inflow, outflow, or storage will have economic or environmental consequences. Anthropogenic impacts of concern may be on the scale of natural variability, making it difficult to distinguish between the two. Under these circumstances, we believe that it is important to account for effects from both ground water development and climate variability. We use several statistical methods, including trend analysis, cluster analysis, and time series analysis with seasonal decomposition, to identify climate and anthropogenic effects in regional ground water levels and spring discharge in southern Nevada. We discuss the parameterization of climate and suggest that the relative importance of various measures of climate provides information about the aquifer system response to climate. In our system, which may be characteristic of much of the arid southwestern United States, ground water levels are much more responsive to wet years than to dry years, based on the importance of selected climate parameters in the regression. Using cluster analysis and time series seasonal decomposition, we relate differences in amplitude and phase in the seasonal signal to two major forcings—climate and pumping—and distinguish between a regional recharge response to an extremely wet year and a seasonal pumping/evapotranspiration response that decays with distance from the pumping center. The observed spring discharge data support our hypothesis that regional spring discharge, particularly at higher elevation springs, is sensitive to relatively small ground water level changes.  相似文献

China’s economic and social development is severely restricted by regional water deficiency, and the determination of water deficiency level in different regions is an important basis of water resource management. In this study, we zoned 32 provinces of China into five surface water deficiency levels based on surface water deficit index derived from the Chinese meteorological satellite FY-2C images. The result shows that China is facing serious water shortage crisis with only 15.44% of total area without water deficiency, which is located in the south and southeast coast. More than 60% of total area of China suffered from severe or extremely water deficiency, which are mainly distributed in western and northern regions. Jingjinji area (namely Beijing, Tianjin and Hebei province), which is a special region with high amount of gross domestic product and relative abundant water resources, is suffering from severe water deficiency. It revealed that water resources were interacted with regional development and water management should consider local conditions. To Jingjinji area, water management should focus on adjustment of industrial structure, urban expansion control and scientific water resources allocation. In general, the surface water deficit index based water deficiency zoning will be of significant value to be applied in water resources management at regional scales.  相似文献

Safe-yield concepts historically focused attention on the economic and legal aspects of ground water development. Sustainability concerns have brought environmental aspects more to the forefront and have resulted in a more integrated outlook. Water resources sustainability is not a purely scientific concept, but rather a perspective that can frame scientific analysis. The evolving concept of sustainability presents a challenge to hydrologists to translate complex, and sometimes vague, socioeconomic and political questions into technical questions that can be quantified systematically. Hydrologists can contribute to sustainable water resources management by presenting the longer-term implications of ground water development as an integral part of their analyses.  相似文献

The seasonal nature of Australia’s tropical rivers means that connected groundwater aquifers are an important source of both consumptive and non-consumptive water, particularly during the dry season. The management of these common pool groundwater resources is one of the predominant water issues facing northern Australia. A national program of water reform stipulates the expansion of water trading as a key instrument for water allocation. The effectiveness of new institutional arrangements such as water markets will be determined mostly by how well they coordinate with local environmental requirements, local institutions and local norms. This paper describes a novel application of combined field work, institutional analysis, experimental economics and agent-based modeling to the analysis of a potential water market in the Katherine region of the Northern Territory, Australia. The effectiveness of different versions of the policy instrument is assessed in light of local conditions. Instruments that enable personal relationships and local institutions and norms to play a role in water management are found to be more effective in terms of both farming income and environmental impact.  相似文献

Transboundary aquifers are as important a component of global water resource systems as are transboundary rivers; yet, their recognition in international water policy and legislation is very limited. Existing international conventions and agreements barely address aquifers and their resources. To rectify this deficiency, the International Association of Hydrogeologists and UNESCO's International Hydrological Programme have established the Internationally Shared (transboundary) Aquifer Resource Management (ISARM) Programme. This multiagency cooperative program has launched a number of global and regional initiatives. These are designed to delineate and analyze transboundary aquifer systems and to encourage riparian states to work cooperatively toward mutually beneficial and sustainable aquifer development. The agencies participating in ISARM include international and regional organizations (e.g., Organization of American States, United Nations Environment Programme, United Nations Economic Commission for Europe, Food and Agriculture Organization, and South African Development Community). Using outputs of case studies, the ISARM Programme is building scientific, legal, environmental, socioeconomic, and institutional guidelines and recommendations to aid sharing nations in the management of their transboundary aquifers. Since its start in 2000, the program has completed inventories of transboundary aquifers in the Americas and Africa, and several ISARM case studies have commenced.  相似文献

Delineation of regional arid karstic aquifers: an integrative data approach   总被引:1,自引:0,他引:1  
This research integrates data procedures for the delineation of regional ground water flow systems in arid karstic basins with sparse hydrogeologic data using surface topography data, geologic mapping, permeability data, chloride concentrations of ground water and precipitation, and measured discharge data. This integrative data analysis framework can be applied to evaluate arid karstic aquifer systems globally. The accurate delineation of ground water recharge areas in developing aquifer systems with sparse hydrogeologic data is essential for their effective long-term development and management. We illustrate the use of this approach in the Cuatrociénegas Basin (CCB) of Mexico. Aquifers are characterized using geographic information systems for ground water catchment delineation, an analytical model for interbasin flow evaluation, a chloride balance approach for recharge estimation, and a water budget for mapping contributing catchments over a large region. The test study area includes the CCB of Coahuila, Mexico, a UNESCO World Biosphere Reserve containing more than 500 springs that support ground water-dependent ecosystems with more than 70 endemic organisms and irrigated agriculture. We define recharge areas that contribute local and regional ground water discharge to springs and the regional flow system. Results show that the regional aquifer system follows a topographic gradient that during past pluvial periods may have linked the Río Nazas and the Río Aguanaval of the Sierra Madre Occidental to the Río Grande via the CCB and other large, currently dry, upgradient lakes.  相似文献

In the Southern African Development Community region, Integrated Water Resources Management (IWRM) principles and tools are being implemented through the existing regional framework for water resources development and management. The IWRM approach is applied at river basin level seeking a balance between the economic efficiency, social equity and environmental sustainability in water resources management and development. This paper uses composite indexes to analyze the performance of River Basin Organizations (RBOs) as key implementing agents of the IWRM framework. The assessment focuses on three RBOs that fall under the Regional Water Administration for Southern Mozambique (ARA-Sul) jurisdiction, namely: Umbeluzi, Incomati and Limpopo River Basin Management Units. The analysis focus on the computation of a set of multidimensional key performance indicators developed by Hooper (2010) but adapted to the Mozambican context. This research used 24 out of 115 proposed universal key performance indicators. The indicators for this case study were selected based on their suitability to evaluate performance in line with the legal and institutional framework context that guides the operations of RBOs in Mozambique. Finally these indicators were integrated in a composite index, using an additive and multiplicative aggregation method coupled with the Analytic Hierarchy Process technique employed to differentiate the relative importance of the various indicators considered. The results demonstrate the potential usefulness of the methodology developed to analyze the RBOs performance and proved useful in identifying the main performance areas in need of improvement for better implementation of IWRM at river basin level in Mozambique. This information should support both the IWRM framework adaptation to local context and the implementation at river basin level in order to improve water governance.  相似文献

Environmental and ecological issues caused by water resources crisis have brought enormous challenges to the sustainable development of water-deficient area. Water resources allocation management balancing the relationship between the social-economic development and the ecological environment has become a hot topic in recent years. In this paper, an inexact fuzzy chance-constrained programming (IFCCP) approach is proposed for regional water resource allocation optimization with the aim of promoting the harmonious development of the social economic and the ecological environment, improving water utilization efficiency, and realizing water resources consumption control under uncertainties. The method is incorporated with interval parameter programming, fuzzy programming, and chance-constrained programming, for handling system uncertainties and balancing the optimal objectives with the risk of violating system constraints. Under this framework, an IFCCP model for water resources allocation management was successfully formulated and applied to a typical water-deficit area, Tianjin, China, for obtaining a better water resources plan among multiple users under resources and environmental limitation. Different total water consumption control policies are designed for assessing regional water allocation schemes. The results indicated that the gap of supply and demand will only be solved by foreign water, the transferred water from Luan River and Changjiang River would still be the main supplier in planning horizon. Moreover, the strict total water consumption control policy would guarantee the water requirement of ecological environment, lead to changes in the structure of water supply, actively guide on water conservation, and promote the large-scale utilization of desalted water and recycle water.  相似文献

A substantial body of research has been conducted on transboundary water, transboundary water law, and the mitigation of transboundary water conflict. However, most of this work has focused primarily on surface water supplies. While it is well understood that aquifers cross international boundaries and that the base flow of international river systems is often derived in part from ground water, transboundary ground water and surface water systems are usually managed under different regimes, resulting in what has been described as "hydroschizophrenia." Adding to the problem, the hydrologic relationships between surface and ground water supplies are only known at a reconnaissance level in even the most studied international basins, and thus even basic questions regarding the territorial sovereignty of ground water resources often remain unaddressed or even unasked. Despite the tensions inherent in the international setting, riparian nations have shown tremendous creativity in approaching regional development, often through preventive diplomacy, and the creation of "baskets of benefits," which allow for positive-sum, integrative allocations of joint gains. In contrast to the notion of imminent water wars, the history of hydropolitical relations worldwide has been overwhelmingly cooperative. Limited ground water management in the international arena, coupled with the fact that few states or countries regulate the use of ground water, begs the question: will international borders serve as boundaries for increased "flows" of hydrologic information and communication to maintain strategic aquifers, or will increased competition for shared ground water resources lead to the potential loss of strategic aquifers and "no flows" for both ground water users?  相似文献

Economic value of water and economic analysis of water use management in Gansu Province of China have attracted widespread public attention. With the socioeconomic development, research on water resources has become more important than before. In this study, we define “water productivity” as the changes of economic production outputs of sectoral activities in every cubic meter of water input, which is also the technical coefficient of water resource use in each sector. According to Computable General Equilibrium (CGE) framework, based on the Input–Output Table 2007 and water resources bulletin of Gansu Province, we introduced the water into the ORANI-G (A Generic Single-Country Computable General Equilibrium model) model through the nested constant elasticity of substitution (CES) production function to analyze the changes of economic productions caused by water supply changes. We then examined water productivity in different sectors. Empirical results showed that current water productivity is underestimated. Agricultural water productivity is lower than that of the secondary and tertiary industries, even although agricultural water use is the largest part of water use in Gansu Province, and therefore improving agricultural water productivity can greatly mitigate the water shortage. Simulation results indicate that industrial transformation and development of water-saving industries will also mitigate water scarcity. Moreover, sensitivity analysis shows that the empirical results are robust under different scenarios. The results also show that higher constant elasticity of substitution rate (CES) between water and other production factors will contribute to sustainable development.  相似文献

The scarcity of available water resources in the Middle East (ME) along with the occurrence of severe drought during the last two years has stimulated interest in minimizing regional water shortages by developing new and additional water using non-conventional options including large scale brackish and sea water desalination and water import projects. After a regional review is conducted of available water resources and uses, water demand projections, potential water development options, sustainable water demand management, and non-conventional water development options, it was concluded that (1) although most low-cost conventional resources in the region have already been developed, further potential exists, but marginal costs will increase rapidly, (2) the least cost solution for short and medium term water development for the ME is water conservation through water demand management practices, and (3) regional cooperation is required on the long-term to meet the future water needs through the development of new and additional water using non-conventional options.  相似文献

This paper proposed to provide valuable information for integrated water resources management through evaluating the research on the interaction mechanism among land use changes, regional hydrological ecosystem services and human well-being. Firstly, the driving mechanism of land use and land cover changes was introduced in this paper. Secondly, the overview of the interaction mechanism among land use and land cover changes, regional hydrological ecosystem services and human well-being was given. Based on the meta-analysis, land use changes have a profound influence on regional hydrological ecosystem services, and the variation of hydrological ecosystem could benefit or impair human well-being. Finally, two suggestions were emphasized for managers or policy makers for the future integrated water resources management: (1) Proper land use makes for the water resource management; (2) Blindly pursuing the provisioning services weakens other services of hydrological ecosystem.  相似文献

Abstract

This paper reviews current knowledge of the potential impacts of climate change on water resources in Africa and the possible limits, barriers or opportunities for adaptation to climate change in internationally-shared river basins. Africa faces significant challenges to water resources management in the form of high variability and regional scarcity, set within the context of generally weak institutional capacity. Management is further challenged by the transboundary nature of many of its river basins. Climate change, despite uncertainty about the detail of its impacts on water resources, is likely to exacerbate many of these challenges. River basins, and the riparian states that share them, differ in their capacities to adapt. Without appropriate cooperation adaptation may be limited and uneven. Further research to examine the factors and processes that are important for cooperation to lead to positive adaptation outcomes and the increased adaptive capacity of water management institutions is suggested.  相似文献

Climate-induced drought has exerted obvious impacts on land systems in northern China. Although recent reports by the Intergovernmental Panel on Climate Change (IPCC) have suggested a high possibility of climate-induced drought in northern China, the potential impacts of such drying trends on land systems are still unclear. Land use models are powerful tools for assessing the impacts of future climate change. In this study, we first developed a land use scenario dynamic model (iLUSD) by integrating system dynamics and cellular automata. Then, we designed three drying trend scenarios (reversed drying trend, gradual drying trend, and acceleration of drying trend) for the next 25 years based on the IPCC emission scenarios and considering regional climatic predictions in northern China. Finally, the impacts of drying trend scenarios on the land system were simulated and compared. An accuracy assessment with historic data covering 2000 to 2005 indicated that the developed model is competent and reliable for understanding complex changes in the land use system. The results showed that water resources varied from 441.64 to 330.71 billion m3 among different drying trend scenarios, suggesting that future drying trends will have a significant influence on water resource and socioeconomic development. Under the pressures of climate change, water scarcity, and socioeconomic development, the ecotone (i.e., transition zone between cropping area and nomadic area) in northern China will become increasingly vulnerable and hotspots for land-use change. Urban land and grassland would have the most prominent response to the drying trends. Urban land will expand around major metropolitan areas and the conflict between urban and cultivated land will become more severe. The results also show that previous ecological control measures adopted by the government in these areas will play an important role in rehabilitating the environment. In order to achieve a sustainable development in northern China, issues need to be addressed such as how to arrange land use structure and patterns rationally, and how to adapt to the pressures of climate change and socioeconomic development together.  相似文献

太湖及太湖流域在长三角自然和经济地理空间具有举足轻重的地位,更是长三角区域一体化发展国家战略实施的关键地区.在当前区域一体化高质量发展背景下,太湖治理面临新的形势和任务,也面临一系列新的挑战,着重体现在水环境治理形势更加复杂严峻和水资源供给压力不断提升两方面.传统水陆分割治理难以解决湖泊问题,行政区治理难以适应区域一体化发展要求,水资源共享和付费机制尚未建立等问题,对长三角区域一体化进程也构成了较大阻滞.太湖水问题绝不局限于太湖本身,需要从湖泊—流域系统视角构建资源、环境、生态、社会与经济多要素协调统筹治理的新体系,考虑水陆空间协同治理与开发和不同次区域经济、社会、自然效益的均衡,以推动长三角区域一体化高质量发展.基于此,研究提出新背景下的太湖及流域治理思路:推动太湖水资源生态环境之间以及与流域经济社会的联动,撬动长三角生态环境一体化的思维创新;探索关键卡脖子技术研发和流域管理综合集成的科学体系,推动长三角资源环境领域的创新一体化发展;探索太湖流域跨行政区域的水生态环境共治、水资源共享和绿色发展机制,牵动一体化协调制度的改革创新.  相似文献

The larger wetlands of Sub-Saharan Africa, cover 2,072,775 km2 (9.01 %) of the landmass. This paper reviews the major threats, including climate change, to these wetlands, a number of which lie in semi-arid regions. Climate change predictions are that the arid or semi-arid regions of Africa in the latitudes around the Tropics of Capricorn and Cancer will become drier. The future of wetlands is allied to human well-being, and the effects of climate change cannot be de-linked from human activities occurring in and around wetlands. The high productivity of wetlands supports substantial populations of poor people dependent on ecosystem services for at least part of their livelihood. This is particularly so in the semi-arid Sahel in the North and equivalent latitudes in the south, which are seen as vulnerable to climate change largely due to high levels of poverty and low adaptive capacity. While sustainable ecosystem management is a long-term goal, survival is more immediate to poor people depending on ecosystem services for their livelihoods. Population increase and a decrease in the resource base due to predicted decreased rainfall will lead to over exploitation of the resource base. Certain engineering interventions redistribute ecosystem services to the benefit of those upstream or away from the river system. Governance systems play a key role in the sustainable management of resources. Breakdown of governance systems through civil war is seen as a driver of poverty and a major cause of breakdown in resource conservation, increasing the dependence of poor people on ecosystems.  相似文献

Interbasin ground water movement of 200 to 240 L/sec occurs as underflow beneath a mountainous surface water divide separating the topographically higher Salar de Michincha from the topographically lower Salar de Coposa internally drained basins in the Altiplano of northern Chile. Salt-encrusted flats (salars) and saline lakes occur on the lowest parts of the basin floors and comprise the principal evaporative discharge areas for the basins. Because a surface water divide separates the basins, surface water drainage boundaries do not coincide with ground water drainage boundaries. In the region, interbasin ground water movement is usually not recognized, but occurs for selected basins, and at places is an important component of ground water budgets. With increasing development of water for mining industry and potential exportation of ground water from the Altiplano for use at coastal cities, demonstration and quantification of interbasin movement is important for assessment of sustainable ground water development in a region of extreme aridity. Recognition and quantification of interbasin ground water underflow will assist in management of ground water resources in the arid Chilean Altiplano environment.  相似文献

Exchange of water between conduits and matrix is an important control on regional chemical compositions, karstification, and quality of ground water resources in karst aquifers. A sinking stream (Santa Fe River Sink) and its resurgence (River Rise) in the unconfined portion of the Floridan Aquifer provide the opportunity to monitor conduit inflow and outflow. The use of temperature as a tracer allows determination of residence times and velocities through the conduit system. Based on temperature records from two high water events, flow is reasonably represented as pipe flow with a cross-sectional area of 380 m2, although this model may be complicated by losses of water from the conduit system at higher discharge rates. Over the course of the study year, the River Rise discharged a total of 1.9 x 10(7) m3 more water than entered the River Sink, reflecting net contribution of ground water from the matrix into the conduit system. However, as River Sink discharge rates peaked following three rainfall events during the study period, the conduit system lost water, presumably into the matrix. Surface water in high flow events is typically undersaturated with respect to calcite and thus may lead to dissolution, depending on its residence time in the matrix. A calculation of local denudation is larger than other regional estimates, perhaps reflecting return of water to conduits before calcite equilibrium is reached. The exchange of matrix and conduit water is an important variable in karst hydrology that should be considered in management of these water resources.  相似文献

Páramos, a neotropical alpine grassland-peatland biome of the northern Andes and Central America, play an essential role in regional and global cycles of water, carbon, and nutrients. They act as water towers, delivering water and ecosystem services from the high mountains down to the Pacific, Caribbean, and Amazon regions. Páramos are also widely recognized as a biodiversity and climate change hot spots, yet they are threatened by anthropogenic activities and environmental changes. Despite their importance for water security and carbon storage, and their vulnerability to human activities, only three decades ago, páramos were severely understudied. Increasing awareness of the need for hydrological evidence to guide sustainable management of páramos prompted action for generating data and for filling long-standing knowledge gaps. This has led to a remarkably successful increase in scientific knowledge, induced by a strong interaction between the scientific, policy, and (local) management communities. A combination of well-established and innovative approaches has been applied to data collection, processing, and analysis. In this review, we provide a short overview of the historical development of research and state of knowledge of the hydrometeorology, flux dynamics, anthropogenic impacts, and the influence of extreme events in páramos. We then present emerging technologies for hydrology and water resources research and management applied to páramos. We discuss how converging science and policy efforts have leveraged traditional and new observational techniques to generate an evidence base that can support the sustainable management of páramos. We conclude that this co-evolution of science and policy was able to successfully cover different spatial and temporal scales. Lastly, we outline future research directions to showcase how sustainable long-term data collection can foster the responsible conservation of páramos water towers.  相似文献
