Extreme floods are the most widespread and often the most fatal type of natural hazard experienced in Europe, particularly in upland and mountainous areas. These ‘flash flood’ type events are particularly dangerous because extreme rainfall totals in a short space of time can lead to very high flow velocities and little or no time for flood warning. Given the danger posed by extreme floods, there are concerns that catastrophic hydrometeorological events could become more frequent in a warming world. However, analysis of longer term flood frequency is often limited by the use of short instrumental flow records (last 30–40 years) that do not adequately cover alternating flood‐rich and flood‐poor periods over the last 2 to 3 centuries. In contrast, this research extends the upland flood series of South West England (Dartmoor) back to ca AD 1800 using lichenometry. Results show that the period 1820 to mid‐1940s was characterized by widespread flooding, with particularly large and frequent events in the mid‐to‐late 19th and early 20th centuries. Since ca 1850 to 1900, there has been a general decline in flood magnitude that was particularly marked after the 1930s/mid‐1940s. Local meteorological records show that: (1) historical flood‐rich periods on Dartmoor were associated with high annual, seasonal and daily rainfall totals in the last quarter of the 19th century and between 1910 and 1946, related to sub‐decadal variability of the North Atlantic Oscillation and receipt of cyclonic and southerly weather types over the southwest peninsula; and (2) the incidence of heavy daily rainfall declined notably after 1946, similar to sedimentary archives of flooding. The peak period of flooding on Dartmoor predates the beginning of gauged flow records, which has practical implications for understanding and managing flood risk on rivers that drain Dartmoor. The occurrence of devastating floods in the British uplands during the first two decades of the twenty‐first century poses two key questions: (1) are recent events unprecedented in terms of their frequency and magnitude; and (2) is climate and/or land‐use change driving the apparent upturn in flooding? Conventional methods of analysing instrumental flow records cannot answer these questions because upland catchments are usually ungauged, and where records do exist they rarely provide more than 30–40 years of data. In this paper we analyse all lichen‐dated upland flood records in the United Kingdom (UK) to establish the longer‐term context and causes of recent severe flooding. Our new analysis of torrential sedimentary deposits shows that twenty‐first century floods are not unprecedented in terms of both their frequency (they were more frequent before 1960) and magnitude (the biggest events occurred during the seventeenth–nineteenth centuries). However, in some areas recent floods have either equalled or exceeded the largest historical events. The majority of recent floods have been triggered by torrential summer downpours related to a marked negative phase of the summer North Atlantic Oscillation (NAO) between 2007 and 2012. It is of concern that historical data suggests there is far more capacity in the North Atlantic climate system to produce wetter and more prolonged flood‐rich periods than hitherto experienced in the twenty‐first century. Looking forwards, an increased likelihood of weather extremes due to climate change means that geomorphological based flood series extensions must be placed at the centre of flood risk assessment in the UK uplands and in similar areas worldwide. High‐magnitude floods across Europe within the last decade have resulted in the widespread reassessment of flood risk; this coupled with the introduction of the Water Framework Directive (2000) has increased the need for a detailed understanding of seasonal variability in flood magnitude and frequency. Mean day of flood (MDF) and flood seasonality were calculated for Wales using 30 years of gauged river‐flow records (1973–2002). Noticeable regional variations in timing and length of flood season are evident, with flooding occurring earlier in small catchments draining higher elevations in north and mid‐west Wales. Low‐altitude regions in West Wales exposed to westerly winds experience flooding during October–January, while large eastern draining catchments experience later flooding (January–February). In the northeast and mid‐east regions December–January months experience the greatest number of floods, while the southeast has a slightly longer flood season (December–February), with a noticeable increase in January floods. Patterns obtained from MDF data demonstrate their effectiveness and use in analysing regional patterns in flood seasonality, but catchment‐specific determinants, e.g. catchment wetness, size and precipitation regime are important factors in flood seasonality. Relatively strong correlations between precipitation and flood activity are evident in Wales, with a poorer relationship between flooding and weather types and the North Atlantic Oscillation (NAO). A number of previous studies have identified changes in the climate occurring on decadal to multi‐decadal time‐scales. Recent studies also have revealed multi‐decadal variability in the modulation of the magnitude of El Niño–Southern Oscillation (ENSO) impacts on rainfall and stream flow in Australia and other areas. This study investigates multi‐decadal variability of drought risk by analysing the performance of a water storage reservoir in New South Wales, Australia, during different climate epochs defined using the Inter‐decadal Pacific Oscillation (IPO) index. The performance of the reservoir is also analysed under three adaptive management techniques and these are compared with the reservoir performance using the current ‘reactive’ management practices. The results indicate that IPO modulation of both the magnitude and frequency of ENSO events has the effect of reducing and elevating drought risk on multi‐decadal time‐scales. The results also confirm that adaptive reservoir management techniques, based on ENSO forecasts, can improve drought security and become significantly more important during dry climate epochs. The increasing frequency and/or severity of extreme climate events are becoming increasingly apparent over multi‐decadal timescales at the global scale, albeit with relatively low scientific confidence. At the regional scale, scientific confidence in the future trends of extreme event likelihood is stronger, although the trends are spatially variable. Confidence in these extreme climate risks is muddied by the confounding effects of internal landscape system dynamics and external forcing factors such as changes in land use and river and coastal engineering. Geomorphology is a critical discipline in disentangling climate change impacts from other controlling factors, thereby contributing to debates over societal adaptation to extreme events. We review four main geomorphic contributions to flood and storm science. First, we show how palaeogeomorphological and current process studies can extend the historical flood record while also unraveling the complex interactions between internal geomorphic dynamics, human impacts and changes in climate regimes. A key outcome will be improved quantification of flood probabilities and the hazard dimension of flood risk. Second, we present evidence showing how antecedent geomorphological and climate parameters can alter the risk and magnitude of landscape change caused by extreme events. Third, we show that geomorphic processes can both mediate and increase the geomorphological impacts of extreme events, influencing societal risk. Fourthly, we show the potential of managing flood and storm risk through the geomorphic system, both near‐term (next 50 years) and longer‐term. We recommend that key methods of managing flooding and erosion will be more effective if risk assessments include palaeodata, if geomorphological science is used to underpin nature‐based management approaches, and if land‐use management addresses changes in geomorphic process regimes that extreme events can trigger. We argue that adopting geomorphologically‐grounded adaptation strategies will enable society to develop more resilient, less vulnerable socio‐geomorphological systems fit for an age of climate extremes. © 2016 The Authors. The Middle East region, where arid and semi‐arid regions occupy most of the land, is extremely vulnerable to any natural or anthropogenic reductions in available water resources. Much of the observed interannual‐decadal variability in Middle Eastern streamflow is physically linked to a large‐scale atmospheric circulation patterns such as the North Atlantic Oscillation (NAO). In this work, the relationship between the NAO index and the seasonal and annual streamflows in the west of Iran was statistically examined during the last four decades. The correlations were constructed for two scenarios (with and without time lag). The associations between the annual and seasonal streamflows and the simultaneous NAO index were found to be poor and insignificant. The possibility of streamflow forecasting was also explored, and the results of lag correlations revealed that streamflow responses at the NAO signal with two and three seasons delays. The highest Spearman correlation coefficient of 0.379 was found between the spring NAO index and the autumn streamflow series at Taghsimab station, indicating that roughly 14% of the variance in the streamflow series is associated with NAO forcing. This paper aims to provide a comprehensive review of previous studies and concepts concerning the North Atlantic Oscillation. The North Atlantic Oscillation (NAO) and its recent homologue, the Arctic Oscillation/Northern Hemisphere annular mode (AO/NAM), are the most prominent modes of variability in the Northern Hemisphere winter climate. The NAO teleconnection is characterised by a meridional displacement of atmospheric mass over the North Atlantic area. Its state is usually expressed by the standardised air pressure difference between the Azores High and the Iceland Low. ThisNAO index is a measure of the strength of the westerly flow (positive with strong westerlies, and vice versa). Together with the El Niño/Southern Oscillation (ENSO) phenomenon, the NAO is a major source of seasonal to interdecadal variability in the global atmosphere. On interannual and shorter time scales, the NAO dynamics can be explained as a purely internal mode of variability of the atmospheric circulation. Interdecadal variability maybe influenced, however, by ocean and sea-ice processes.  相似文献

The North Atlantic Oscillation (NAO) is a large‐scale mode of natural climate variability governing the path of Atlantic mid‐latitude storm tracks and precipitation regimes in the Atlantic and Mediterranean sectors. The primary focus of this study is to investigate the variability of lake levels in seven lakes scattered across Turkey using the method of continuous wavelet transforms and global spectra. The long winter (December, January, February and March) lake‐level series and the NAO index (NAOI) series were subjected to wavelet transform. The global wavelet spectrum (energy spectrum of periodicities) of lake levels and winter NAOI anomalies, in most cases, revealed a significant correlation. It was shown that the Tuz, Sapanca, and Uluabat lakes reflect much stronger influences of the NAO than the other four lakes. In contrast, weak correlations were found in the coastal areas of the Mediterranean and eastern Turkey. The periodic structures of Turkish lake levels in relation to the NAO revealed a spectrum between the 1‐year and 10‐year scale level. Although the periodicities of more than 10‐year scale levels were detected, explaining significant relations between the NAO and these long‐term periodicities remains a challenging task. This paper presents work from a geomorphological investigation carried out in the Aradena Gorge, southwestern Crete, Greece. The gorge is typical of many steepland fluvial systems in the Mediterranean, with steep relief, coarse‐gravel sediments and high rates of sedimentation generated during intense winter storm events. Hillslope deposits and coarse‐gravel flood units within a 5 km section of the gorge have been mapped, dated (using lichenometry and dendrochronology), and their sedimentological characteristics recorded to establish a c. 200‐year record of flood frequency/magnitude and hillslope/channel sediment supply variability. This record has been compared with instrumented and previously published records of climate change from Crete and the Mediterranean region and used to establish the major controls on flooding and sediment dynamics within the Aradena Gorge. Rates of colluviation and sediment delivery to the channel appear to have been greater than the present sometime before c. AD 1800 and may be related to cooler climates with a more seasonal precipitation regime during the Little Ice Age (c. AD 1450 to 1850). In gorge sections where the present rate of sediment supply from hillslope colluvium is very low, the channel has incised into older alluvial and colluvial deposits. Conversely, in the few sections where sediment supply is currently very high, the channel is aggrading with a braided pattern. Major rock‐fall deposits at certain locations in the gorge have restricted any major downstream sediment transfer. Twelve periods of increased flooding during the last 150 years have been identified and these correlate quite well with negative or declining phases of the North Atlantic Oscillation (NAO). Analysis of daily precipitation data from Crete suggests negative phases of the winter NAO are characterized by an increase in the number of long‐duration, high‐intensity storms. These storms, particularly those with five‐day and greater duration, appear to be significant in triggering major floods in the Aradena Gorge. During the last 40 years the NAO index has been increasing and become locked into a positive phase. As a consequence of this, major flooding appears to have declined during the same period. Relationships were examined between variability in tropical Atlantic sea level and major climate indices with the use of TOPEX/POSEIDON altimeter and island tide gauge data with the aim of learning more about the external influences on the variability of the tropical Atlantic ocean. Possible important connections were found between indices related to the El Niño–Southern Oscillation (ENSO) and the sea levels in all three tropical regions (north, equatorial, and south), although the existence of only one major ENSO event within the decade of available altimetry means that a more complete investigation of the ENSO-dependence of Atlantic sea level changes has to await for the compilation of longer data sets. An additional link was found with the Indian Ocean Dipole (IOD) in the equatorial region, this perhaps surprising observation is probably an artifact of the similarity between IOD and ENSO time series in the 1990s. No evidence was obtained for significant correlations between tropical Atlantic sea level and North Atlantic Oscillation or Antarctic Oscillation Index. The most intriguing relationship observed was between the Quasi-Biennial Oscillation and sea level in a band centered approximately on 10°S. A plausible explanation for the relationship is lacking, but possibilities for further research are suggested.  相似文献

On the basis of General Circulation Model (GCM) experiments with increased CO2, many parts of the northern latitudes including western Europe, are expected to have enhanced hydrologic cycles. Using observations of precipitation and streamflow from Ireland, we test for climatic and hydrologic change in this maritime climate of the northeast Atlantic. Five decades of hourly precipitation (at eight sites) and daily streamflow at four rivers in Ireland were investigated for patterns of climate variability. An increase in annual precipitation was found to occur after 1975. This increase in precipitation is most noticeable on the West of the island. Precipitation increases are significant in March and October and are associated with increases in the frequency of wet hours with no change in the hourly intensities. Analysis of streamflow data shows the same trends. Furthermore, analysis of extreme rainfall events show that a much greater proportion of extremes have occurred in the period since 1975. A change also occurred in the North Atlantic Oscillation (NAO) index around 1975. The increased NAO since 1975 is associated with increased westerly airflow circulation in the Northeast Atlantic and is correlated with the wetter climate in Ireland. These climatic changes have implications for water resources management particularly flood analysis and protection.  相似文献

In this study extreme droughts and extremely wet periods in the Danube upper and middle basin (DUMB) have been highlighted with specific indices. The most widely used indices have been considered to estimate both the dry and wet phenomena severity and the frequency or spatio‐temporal extension. The climatic condition of 15 meteorological stations situated in the Danube basin has been evaluated using four indices: Palmer Drought Severity Index (PDSI), Palmer Hydrological Drought Index (PHDI), Weighted PDSI (WPLM) and Palmer Z‐index (ZIND). The four indices have been analysed separately for each of the four seasons between 1901 and 2000. First the internal structure of the time series of the four indices has been analysed separately. Then the overall temporal characteristic has been analysed by means of the principal component of the Multivariate Empirical Orthogonal Functions decomposition of the four indices (PC1‐MEOF). For the discharge in the Danube lower basin, station Orsova has been chosen, representing an integrator of the discharges from the DUMB. A very close connection has been found between Palmer indices and Danube discharge in all seasons (with correlation coefficients greater then 0.80) excepting the spring season. A classification in five classes of both the four indices separately and the PC1‐MEOF has been achieved in order to highlight extreme events. The impact of phenomena quantified by Palmer indices in DUMB upon discharges in Danube lower basin is evident. It was demonstrated in this study that the Greenland‐Balkan Oscillation (GBO) influences the south‐east European hydro‐climatic regime more than the North Atlantic Oscillation (NAO) Index. There is some evidence of rapid changes in the global atmosphere and hydrological cycle caused by the influence of climate variability. In West Africa, such changes impact directly on water resources leading to incessant extreme hydro‐meteorological conditions. This study examines the association of three global climate teleconnections—El‐Niño Southern Oscillation (ENSO), Indian Ocean Dipole (IOD), and Atlantic Multi‐decadal Oscillation (AMO) with changes in terrestrial water storage (TWS) derived from both Modern‐Era Retrospective Analysis for Research and Applications (MERRA, 1980–2015) and Gravity Recovery and Climate Experiment (GRACE, 2002–2014). In the Sahel region, positive phase of AMO coincided with above‐normal rainfall (wet conditions) and the negative phase with drought conditions and confirms the observed statistically significant association (r = 0.62) between AMO and the temporal evolutions of standardised precipitation index. This relationship corroborates the observed presence of AMO‐driven TWS in much of the Sahel region (though considerably weak in some areas). Although ENSO appears to be more associated with GRACE‐derived TWS over the Volta basin (r =?0.40), this study also shows a strong presence of AMO‐ and ENSO‐induced TWS derived from MERRA reanalysis data in the coastal West African countries and most of the regions below latitude 10°N. The observed presence of ENSO‐ and AMO‐driven TWS is noticeable in tropical areas with relatively high annual/bimodal rainfall and strong inter‐annual variations in surface water. The AMO has a wider footprint and sphere of influence on the region's TWS and suggests the important role of North Atlantic Ocean. IOD‐related TWS also exists in West Africa and its influence on the region's hydrology maybe secondary and somewhat complementary. Nonetheless, presumptive evidence from the study indicates that ENSO and AMO are the two major climatic indices more likely to impact on West Africa's TWS.  相似文献

According to the concept of “natural flow regime,” introduced and developed in the 1990's in aquatic ecology, streamflow can be described using five basic characteristics: magnitude, frequency, duration, period of occurrence and variability. A sixth could be added to these, namely, distribution curve. Our study, which focused exclusively on the temporal variability of these six characteristics, had these objectives: (1) to compare their stationarity, (2) to determine the links among these characteristics and (3) to analyze, for the first time, their relationship to six climatic indices (Atlantic Multidecadal Oscillation, Artic Oscillation, North Atlantic Oscillation, Niño3.4, Pacific decadal Oscillation and Southern Oscillation Index). To do this, we used the Vermillon River (2670 km²) as an example, analyzing the streamflow of heavy spring floods (equal to or greater than the annual flood streamflow), as measured between 1934 and 2000.  相似文献

Multi‐proxy indices retrieved from sediments in Lake Chaonaqiu, an alpine lake on the western Loess Plateau (LP) of China, were used to reconstruct a precipitation history over the last ~300 years. The results correlate well with records from tree rings and historical documents in neighboring regions. We show that the lake oscillated between two states, i.e. wetter climatic conditions, which favored denser vegetation cover, and promoted weaker catchment soil erosion; and drier climatic conditions, which lead to less vegetation coverage, correlate with stronger surface soil erosion. Several intensive soil erosion events were identified in the sediment cores, and most of these occurred during decadal/multi‐decadal dry periods, and correlate well with flood events documented in historical literature. The results of this study show that soil erosion by flood events is particularly intense during dry periods, and further highlights the role of vegetation cover in the conservation of water and soil in small lake basins on the Chinese LP. This work examines future flood risk within the context of integrated climate and hydrologic modelling uncertainty. The research questions investigated are (1) whether hydrologic uncertainties are a significant source of uncertainty relative to other sources such as climate variability and change and (2) whether a statistical characterization of uncertainty from a lumped, conceptual hydrologic model is sufficient to account for hydrologic uncertainties in the modelling process. To investigate these questions, an ensemble of climate simulations are propagated through hydrologic models and then through a reservoir simulation model to delimit the range of flood protection under a wide array of climate conditions. Uncertainty in mean climate changes and internal climate variability are framed using a risk‐based methodology and are explored using a stochastic weather generator. To account for hydrologic uncertainty, two hydrologic models are considered, a conceptual, lumped parameter model and a distributed, physically based model. In the conceptual model, parameter and residual error uncertainties are quantified and propagated through the analysis using a Bayesian modelling framework. The approach is demonstrated in a case study for the Coralville Dam on the Iowa River, where recent, intense flooding has raised questions about potential impacts of climate change on flood protection adequacy. Results indicate that the uncertainty surrounding future flood risk from hydrologic modelling and internal climate variability can be of the same order of magnitude as climate change. Furthermore, statistical uncertainty in the conceptual hydrological model can capture the primary structural differences that emerge in flood damage estimates between the two hydrologic models. Scenario‐neutral assessments of climate change impact on floods analyse the sensitivity of a catchment to a range of changes in selected meteorological variables such as temperature and precipitation. The key challenges of the approach are the choice of the meteorological variables and statistics thereof and how to generate time series representing altered climatologies of the selected variables. Different methods have been proposed to achieve this, and it remains unclear if and to which extent they result in comparable flood change projections. Here, we compare projections of annual maximum floods (AMFs) derived from three different scenario‐neutral methods for a prealpine study catchment. The methods chosen use different types of meteorological data, namely, observations, regional climate model output, and weather generator data. The different time series account for projected changes in the seasonality of temperature and precipitation, in the occurrence statistics of precipitation, and of daily precipitation extremes. Resulting change in mean AMF peak magnitudes and volumes differs in sign between the methods (range of ?6% to +7% for flood peak magnitudes and ?11% to +14% for flood volumes). Moreover, variability of projected peak magnitudes and flood volumes depends on method with one approach leading to a generally larger spread. The differences between the methods vary depending on whether peak magnitudes or flood volumes are considered and different relationships between peak magnitude and volume change result. These findings can be linked to differing flood regime changes among the three approaches. The study highlights that considering selected aspects of climate change only when performing scenario‐neutral studies may lead to differing representations of flood generating processes by the approaches and thus different quantifications of flood change. As each method comes with its own strengths and weaknesses, it is recommended to combine several scenario‐neutral approaches to obtain more robust results.  相似文献

Rivers display temporal dependence in suspended sediment–water discharge relationships. Although most work has focused on multi‐decadal trends, river sediment behavior often displays sub‐decadal scale fluctuations that have received little attention. The objectives of this study were to identify inter‐annual to decadal scale fluctuations in the suspended sediment–discharge relationship of a dry‐summer subtropical river, infer the mechanisms behind these fluctuations, and examine the role of El Niño Southern Oscillation climate cycles. The Salinas River (California) is a moderate sized (11 000 km2), coastal dry‐summer subtropical catchment with a mean discharge (Qmean) of 11.6 m3 s?1. This watershed is located at the northern most extent of the Pacific coastal North America region that experiences increased storm frequency during El Niño years. Event to inter‐annual scale suspended sediment behavior in this system was known to be influenced by antecedent hydrologic conditions, whereby previous hydrologic activity regulates the suspended sediment concentration–water discharge relationship. Fine and sand suspended sediment in the lower Salinas River exhibited persistent, decadal scale periods of positive and negative discharge corrected concentrations. The decadal scale variability in suspended sediment behavior was influenced by inter‐annual to decadal scale fluctuations in hydrologic characteristics, including: elapsed time since small (~0.1 × Qmean), and moderate (~10 × Qmean) threshold discharge values, the number of preceding days that low/no flow occurred, and annual water yield. El Niño climatic activity was found to have little effect on decadal‐scale fluctuations in the fine suspended sediment–discharge relationship due to low or no effect on the frequency of moderate to low discharge magnitudes, annual precipitation, and water yield. However, sand concentrations generally increased in El Niño years due to the increased frequency of moderate to high magnitude discharge events, which generally increase sand supply. In the context of global warming, some climatic models predict an increase in flooding in some regions of the world. It is therefore important to better define the high-risk areas and to limit the use of these areas by riverside communities as much as possible. The study deals with the historical and chronological reconstruction of flood events (from 1865 to 2005) in the southern Quebec basins, and compare with the hydroclimatic data (streamflow, temperature, precipitation) over the past century. Different statistic tests are used on hydroclimatic series and flood events to detect the trend observed. We note an important variability of hydrometric data series and the chronological flood events shows a significant trend in increased flooding in the last 100 years.  相似文献

Small, steep watersheds are prolific sediment sources from which sediment flux is highly sensitive to climatic changes. Storm intensity and frequency are widely expected to increase during the 21st century, and so assessing the response of small, steep watersheds to extreme rainfall is essential to understanding landscape response to climate change. During record winter rainfall in 2016–2017, the San Lorenzo River, coastal California, had nine flow peaks representing 2–10‐year flood magnitudes. By the third flood, fluvial suspended sediment showed a regime shift to greater and coarser sediment supply, coincident with numerous landslides in the watershed. Even with no singular catastrophic flood, these flows exported more than half as much sediment as had a 100‐year flood 35 years earlier, substantially enlarging the nearshore delta. Annual sediment load in 2017 was an order of magnitude greater than during an average‐rainfall year, and 500‐fold greater than in a recent drought. These anomalous sediment inputs are critical to the coastal littoral system, delivering enough sediment, sometimes over only a few days, to maintain beaches for several years. Future projections of megadroughts punctuated by major atmospheric‐river storm activity suggest that interannual sediment‐yield variations will become more extreme than today in the western USA, with potential consequences for coastal management, ecosystems, and water‐storage capacity. The occurrence of two years with major sediment export over the past 35 years that were not associated with extremes of the El Niño Southern Oscillation or Pacific Decadal Oscillation suggests caution in interpreting climatic signals from marine sedimentary deposits derived from small, steep, coastal watersheds, to avoid misinterpreting the frequencies of those cycles.
