Developing economy greenhouse gas emissions are growing rapidly relative to developed economy emissions (Boden et al. 2010) and developing economies as a group have greater emissions than developed economies. These developments are expected to continue (U.S. Energy Information Administration 2010), which has led some to question the effectiveness of emissions mitigation in developed economies without a commitment to extensive mitigation action from developing economies. One often heard argument against proposed U.S. legislation to limit carbon emissions to mitigate climate change is that, without participation from large developing economies like China and India, stabilizing temperature at 2 degrees Celsius above preindustrial (United Nations 2009), or even reducing global emissions levels, would be impossible (Driessen 2009; RPC Energy Facts 2009) or prohibitively expensive (Clarke et al. 2009). Here we show that significantly delayed action by rapidly developing countries is not a reason to forgo mitigation efforts in developed economies. This letter examines the effect of a scenario with no explicit international climate policy and two policy scenarios, full global action and a developing economy delay, on the probability of exceeding various global average temperature changes by 2100. This letter demonstrates that even when developing economies delay any mitigation efforts until 2050 the effect of action by developed economies will appreciably reduce the probability of more extreme levels of temperature change. This paper concludes that early carbon mitigation efforts by developed economies will considerably affect the distribution over future climate change, whether or not developing countries begin mitigation efforts in the near term.  相似文献

Article 2 of the United Nations Framework Convention on Climate Change commits its parties to stabilizing greenhouse gas concentrations in the atmosphere at a level that “would prevent dangerous anthropogenic interference with the climate system.” Authors of the Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC 2001a, b) offered some insight into what negotiators might consider dangerous by highlighting five “reasons for concern” (RFC’s) and tracking concern against changes in global mean temperature; they illustrated their assessments in the now iconic “burning embers” diagram. The Fourth Assessment Report reaffirmed the value of plotting RFC’s against temperature change (IPCC 2007a, b), and Smith et al. (2009) produced an unpated embers visualization for the globe. This paper applies the same assessment and communication strategies to calibrate the comparable RFC’s for the United States. It adds “National Security Concern” as a sixth RFC because many now see changes in the intensity and/or frequency of extreme events around the world as “risk enhancers” that deserve attention at the highest levels of the US policy and research communities. The US embers portrayed here suggest that: (1) US policy-makers will not discover anything really “dangerous” over the near to medium term if they consider only economic impacts that are aggregated across the entire country but that (2) they could easily uncover “dangerous anthropogenic interference with the climate system” by focusing their attention on changes in the intensities, frequencies, and regional distributions of extreme weather events driven by climate change.  相似文献

The scientific community is developing new global, regional, and sectoral scenarios to facilitate interdisciplinary research and assessment to explore the range of possible future climates and related physical changes that could pose risks to human and natural systems; how these changes could interact with social, economic, and environmental development pathways; the degree to which mitigation and adaptation policies can avoid and reduce risks; the costs and benefits of various policy mixes; and the relationship of future climate change adaptation and mitigation policy responses with sustainable development. This paper provides the background to and process of developing the conceptual framework for these scenarios, as described in the three subsequent papers in this Special Issue (Van Vuuren et al., 2013; O’Neill et al., 2013; Kriegler et al., Submitted for publication in this special issue). The paper also discusses research needs to further develop, apply, and revise this framework in an iterative and open-ended process. A key goal of the framework design and its future development is to facilitate the collaboration of climate change researchers from a broad range of perspectives and disciplines to develop policy- and decision-relevant scenarios and explore the challenges and opportunities human and natural systems could face with additional climate change.  相似文献

Expert elicitation studies have become important barometers of scientific knowledge about future climate change (Morgan and Keith, Environ Sci Technol 29(10), 1995; Reilly et al., Science 293(5529):430–433, 2001; Morgan et al., Climate Change 75(1–2):195–214, 2006; Zickfeld et al., Climatic Change 82(3–4):235–265, 2007, Proc Natl Acad Sci 2010; Kriegler et al., Proc Natl Acad Sci 106(13):5041–5046, 2009). Elicitations incorporate experts’ understanding of known flaws in climate models, thus potentially providing a more comprehensive picture of uncertainty than model-driven methods. The goal of standard elicitation procedures is to determine experts’ subjective probabilities for the values of key climate variables. These methods assume that experts’ knowledge can be captured by subjective probabilities—however, foundational work in decision theory has demonstrated this need not be the case when their information is ambiguous (Ellsberg, Q J Econ 75(4):643–669, 1961). We show that existing elicitation studies may qualitatively understate the extent of experts’ uncertainty about climate change. We designed a choice experiment that allows us to empirically determine whether experts’ knowledge about climate sensitivity (the equilibrium surface warming that results from a doubling of atmospheric CO2 concentration) can be captured by subjective probabilities. Our results show that, even for this much studied and well understood quantity, a non-negligible proportion of climate scientists violate the choice axioms that must be satisfied for subjective probabilities to adequately describe their beliefs. Moreover, the cause of their violation of the axioms is the ambiguity in their knowledge. We expect these results to hold to a greater extent for less understood climate variables, calling into question the veracity of previous elicitations for these quantities. Our experimental design provides an instrument for detecting ambiguity, a valuable new source of information when linking climate science and climate policy which can help policy makers select decision tools appropriate to our true state of knowledge.  相似文献

Greenhouse gases emission inventories are computed with rather low precision. Moreover, their uncertainty distributions may be asymmetric. This should be accounted for in the compliance and trading rules. In this paper we model the uncertainty of inventories as intervals or using fuzzy numbers. The latter allows us to better shape the uncertainty distributions. The compliance and emission trading rules obtained generalize the results for the symmetric uncertainty distributions that were considered in the earlier papers by the present authors (Nahorski et al., Water Air & Soil Pollution. Focus 7(4–5):539–558, 2007; Nahorski and Horabik, 2007, J Energy Eng 134(2):47–52, 2008). However, unlike in the symmetric distribution, in the asymmetric fuzzy case it is necessary to apply approximations because of nonlinearities in the formulas. The final conclusion is that the interval uncertainty rules can be applied, but with a much higher substitutional noncompliance risk, which is a parameter of the rules.  相似文献

We determine the parameters of the semi-empirical link between global temperature and global sea level in a wide variety of ways, using different equations, different data sets for temperature and sea level as well as different statistical techniques. We then compare projections of all these different model versions (over 30) for a moderate global warming scenario for the period 2000–2100. We find the projections are robust and are mostly within ±20% of that obtained with the method of Vermeer and Rahmstorf (Proc Natl Acad Sci USA 106:21527–21532, 2009), namely ~1 m for the given warming of 1.8°C. Lower projections are obtained only if the correction for reservoir storage is ignored and/or the sea level data set of Church and White (Surv Geophys, 2011) is used. However, the latter provides an estimate of the base temperature T 0 that conflicts with the constraints from three other data sets, in particular with proxy data showing stable sea level over the period 1400–1800. Our new best-estimate model, accounting also for groundwater pumping, is very close to the model of Vermeer and Rahmstorf (Proc Natl Acad Sci USA 106:21527–21532, 2009).  相似文献

Given the well-documented campaign in the USA to deny the reality and seriousness of anthropogenic climate change (a major goal of which is to “manufacture uncertainty” in the minds of policy-makers and the general public), we examine the influence that perception of the scientific agreement on global warming has on the public’s beliefs about global warming and support for government action to reduce emissions. A recent study by Ding et al. (Nat Clim Chang 1:462–466, 2011) using nationally representative survey data from 2010 finds that misperception of scientific agreement among climate scientists is associated with lower levels of support for climate policy and beliefs that action should be taken to deal with global warming. Our study replicates and extends Ding et al. (Nat Clim Chang 1:462–466, 2011) using nationally representative survey data from March 2012. We generally confirm their findings, suggesting that the crucial role of perceived scientific agreement on views of global warming and support for climate policy is robust. Further, we show that political orientation has a significant influence on perceived scientific agreement, global warming beliefs, and support for government action to reduce emissions. Our results suggest the importance of improving public perception of the scientific agreement on global warming, but in ways that do not trigger or aggravate ideological or partisan divisions.  相似文献

We evaluate the claim by Gay et al. (Clim Change 94:333–349, 2009) that “surface temperature can be better described as a trend stationary process with a one-time permanent shock” than efforts by Kaufmann et al. (Clim Change 77:249–278, 2006) to model surface temperature as a time series that contains a stochastic trend that is imparted by the time series for radiative forcing. We test this claim by comparing the in-sample forecast generated by the trend stationary model with a one-time permanent shock to the in-sample forecast generated by a cointegration/error correction model that is assumed to be stable over the 1870–2000 sample period. Results indicate that the in-sample forecast generated by the cointegration/error correction model is more accurate than the in-sample forecast generated by the trend stationary model with a one-time permanent shock. Furthermore, Monte Carlo simulations of the cointegration/error correction model generate time series for temperature that are consistent with the trend-stationary-with-a-break result generated by Gay et al. (Clim Change 94:333–349, 2009), while the time series for radiative forcing cannot be modeled as trend stationary with a one-time shock. Based on these results, we argue that modeling surface temperature as a time series that shares a stochastic trend with radiative forcing offers the possibility of greater insights regarding the potential causes of climate change and efforts to slow its progression.  相似文献

A new approach is proposed to predict concentration fluctuations in the framework of one-particle Lagrangian stochastic models. The approach is innovative since it allows the computation of concentration fluctuations in dispersing plumes using a Lagrangian one-particle model with micromixing but with no need for the simulating of background particles. The extension of the model for the treatment of chemically reactive plumes is also accomplished and allows the computation of plume-related chemical reactions in a Lagrangian one-particle framework separately from the background chemical reactions, accounting for the effect of concentration fluctuations on chemical reactions in a general, albeit approximate, manner. These characteristics should make the proposed approach an ideal tool for plume-in-grid calculations in chemistry transport models. The results are compared to the wind-tunnel experiments of Fackrell and Robins (J Fluid Mech, 117:1–26, 1982) for plume dispersion in a neutral boundary layer and to the measurements of Legg et al. (Boundary-Layer Meteorol, 35:277–302, 1986) for line source dispersion in and above a model canopy. Preliminary reacting plume simulations are also shown comparing the model with the experimental results of Brown and Bilger (J Fluid Mech, 312:373–407, 1996; Atmos Environ, 32:611–628, 1998) to demonstrate the feasibility of computing chemical reactions in the proposed framework.  相似文献

Several studies show that the El Niño-Southern Oscillation (ENSO) is an important factor in determining interannual rainfall variability in South America. This signal is detected in the region including Northeastern Argentina, Uruguay and part of southern Brazil, in the form of excessive rains and big floods in the regional rivers. To check that this relationship was similar in the past the objectives of this paper were to construct a time series of large floods in the Paraná River region from documentary records, during the sixteenth to eighteenth centuries, and to evaluate the relationship between that historical record of extreme floods, the ENSO documentary evidence (Ortlieb, The Documented Historical Record of El Niño Events in Perú: An Update of the Quinn Record (Ortlieb, sixteenth through nineteenth centuries, Diaz and Markgraf, (eds.), El Niño and the southern oscillation. Multiscale variability and global and regional Impacts. Cambridge University Press, pp. 207–295, 2001; Quinn and Neal, The historical record of El Niño events, Bradley and Jones (eds.), Climate since a.d. 1500, Routledges, pp. 623–648, 1992) and the temperature index of the Pacific Ocean (Mann ME et al., Global temperature patterns in past centuries: an interactive presentation, IGBP pages/world data center for paleoclimatology data contribution series #2000-075. NOAA/NGDC Paleoclimatology Program, Boulder CO, USA, 2000). Considering that the period 1904–2000, where 11 out of 16 floods occurred during El Niño events, it can be concluded that the proportion of years with exceptional flow volume in the Paraná River in years with El Niño events in the seventeenth and eighteenth centuries was relatively lower than that of the twentieth century. We present a minimal conceptual model for the Atlantic meridional overturning circulation which incorporates the advection of salinity and the basic dynamics of the oceanic pycnocline. Four tracer transport processes following Gnanadesikan in Science 283(5410):2077–2079, (1999) allow for a dynamical adjustment of the oceanic pycnocline which defines the vertical extent of a mid-latitudinal box. At the same time the model captures the salt-advection feedback (Stommel in Tellus 13(2):224–230, (1961)). Due to its simplicity the model can be solved analytically in the purely wind- and purely mixing-driven cases. We find the possibility of abrupt transition in response to surface freshwater forcing in both cases even though the circulations are very different in physics and geometry. This analytical approach also provides expressions for the critical freshwater input marking the change in the dynamics of the system. Our analysis shows that including the pycnocline dynamics in a salt-advection model causes a decrease in the freshwater sensitivity of its northern sinking up to a threshold at which the circulation breaks down. Compared to previous studies the model is restricted to the essential ingredients. Still, it exhibits a rich behavior which reaches beyond the scope of this study and might be used as a paradigm for the qualitative behaviour of the Atlantic overturning in the discussion of driving mechanisms.  相似文献

Fifty-four broadband models for computation of solar diffuse irradiation on horizontal surface were tested in Romania (South-Eastern Europe). The input data consist of surface meteorological data, column integrated data, and data derived from satellite measurements. The testing procedure is performed in 21 stages intended to provide information about the sensitivity of the models to various sets of input data. There is no model to be ranked “the best” for all sets of input data. However, some of the models performed better than others, in the sense that they were ranked among the best for most of the testing stages. The best models for solar diffuse radiation computation are, on equal footing, ASHRAE 2005 model (ASHRAE 2005) and King model (King and Buckius, Solar Energy 22:297–301, 1979). The second best model is MAC model (Davies, Bound Layer Meteor 9:33–52, 1975). With very few exceptions, just about all limited area models (LAMs) used in operational NWP and regional climate modeling use the Davies (Q J R Meteorol Soc 102:405–418, 1976) relaxation lateral boundary conditions (LBCs), even though they make no effort to respect the basic mathematics of the problem. While in the early stages of the primitive equation LAM development in the seventies numerous schemes have been proposed and tested, LAM communities have eventually for the most part settled on the relaxation LBCs with few questions asked. An exception is the Eta model used extensively at NCEP and several other centers, in which the Mesinger (Contrib Atmos Phys 50:200–210, 1977) LBCs are used, designed and based on knowledge available before the introduction of the relaxation scheme. They prescribe variables along the outermost row of grid points only; all of them at the inflow points and one less at the outflow points where the tangential velocity components are extrapolated from inside of the model domain. Additional schemes are in place to suppress separation of gravity-wave solutions on C-subgrids of the model’s E-grid. A recent paper of Veljovic et al. (Meteor Zeitschrift 19:237–246, 2010) included three 32-day forecasts done with both the Eta and the relaxation LBCs and the comparison of some of their verification results. Here we extend this experiment by three additional forecasts to arrive at an ensemble of six members run with both schemes, and present a more complete discussion of results. We in addition show results of one of these forecasts in which the linear change of relaxation coefficients was replaced by the change following the recommendation of Lehmann (Meteorol Atmos Phys 52:1–14, 1993). We feel that the results of our two verification schemes strongly suggest the advantage of the Eta over the conventional relaxation scheme, thereby raising doubts as to the justification for its use.  相似文献

It has recently been suggested that the structure and strength of the meridional overturning circulation in the global ocean is governed by the input of mechanical energy to the system by winds and tides. However, it is not clear how this suggestion relates to the existence of multiple equilibria of the meridional overturning circulation, which depends on thermohaline feedbacks and is more consistent with a buoyancy-driven view of the circulation. Both theories have been illustrated by box models in the past (Stommel in Tellus 13:224–230, 1961; Gnanadesikan in Science 283:2077–2079, 1999). Here we incorporate these two theories into a single box model in an attempt to reconcile the roles of mechanical and buoyancy forcing in driving the meridional overturning circulation. The box model has two equilibrium solutions, one with sinking at high northern latitudes as in the present-day Atlantic, and one without. The circulation is mechanically driven, but the northern sinking can be thought of as a release valve which acts as a sink of potential energy when the surface water at high northern latitudes is dense enough to convect. While the source of energy comes from mechanical forcing, the presence or otherwise of multiple equilibria is therefore determined by thermohaline feedbacks. In some areas of parameter space an oscillation between the model’s two circulation regimes occurs, reminiscent of a bipolar seesaw.  相似文献

The Earth has warmed at an unprecedented pace in the decades of the 1980s and 1990s (IPCC in Climate change 2007: the scientific basis, Cambridge University Press, Cambridge, 2007). In Wu et al. (Proc Natl Acad Sci USA 104:14889–14894, 2007) we showed that the rapidity of the warming in the late twentieth century was a result of concurrence of a secular warming trend and the warming phase of a multidecadal (~65-year period) oscillatory variation and we estimated the contribution of the former to be about 0.08°C per decade since ~1980. Here we demonstrate the robustness of those results and discuss their physical links, considering in particular the shape of the secular trend and the spatial patterns associated with the secular trend and the multidecadal variability. The shape of the secular trend and rather globally-uniform spatial pattern associated with it are both suggestive of a response to the buildup of well-mixed greenhouse gases. In contrast, the multidecadal variability tends to be concentrated over the extratropical Northern Hemisphere and particularly over the North Atlantic, suggestive of a possible link to low frequency variations in the strength of the thermohaline circulation. Depending upon the assumed importance of the contributions of ocean dynamics and the time-varying aerosol emissions to the observed trends in global-mean surface temperature, we estimate that up to one third of the late twentieth century warming could have been a consequence of natural variability.  相似文献

As a first qualitative assessment tool, LOVECLIM has been used to investigate the interactions between insolation, ice sheets and the East Asian Monsoon at the Marine Isotopic Stage 13 (MIS–13) in work by Yin et?al. (Clim Past 4:79–90, 2008, Clim Past 5:229–243, 2009). The results are in need of validation with a more sophisticated model, which is done in this work with the ARPEGE atmospheric general circulation model. As in the Earth system Model of Intermediate Complexity, LOVECLIM, ARPEGE shows that the northern hemispheric high insolation in summer leads to strong MIS–13 monsoon precipitation. Data from the Chinese Loess Plateau indicate that MIS–13 was locally a warm and humid period (Guo et?al. in Clim Past 5:21–31, 2009; Yin and Guo in Chin Sci Bull 51(2):213–220, 2006). This is confirmed by these General Circulation Model (GCM) results, where the MIS–13 climate is found to be hotter and more humid both in the presence and absence of any added ice sheets. LOVECLIM found that the combined effects of the ice sheets and their accompanying SSTs contribute to more precipitation in eastern China, whilst in ARPEGE the impact is significant in northeastern China. Nonetheless the results of ARPEGE confirm the counter-intuitive results of LOVECLIM where ice sheets contribute to enhance monsoon precipitation. This happens through a topography induced wave propagating through Eurasia with an ascending branch over northeastern China. A feature which is also seen in LOVECLIM. The SST forcing in ARPEGE results in a strong zonal temperature gradient between the North Atlantic and east Eurasia, which in turn triggers an atmospheric gravity wave. This wave induces a blocking Okhotskian high, preventing the northwards penetration of the Meiyu monsoon front. The synergism between the ice sheets and SST is found through the factor separation method, yielding an increase in the Meiyu precipitation, though a reduction of the Changma precipitation. The synergism between the ice sheets and SST play a non-negligible role and should be taken into consideration in GCM studies. Preliminary fully coupled AOGCM results presented here further substantiate the finding of stronger MIS–13 monsoons and a reinforcement from ice sheets. This work increases our understanding of the signals found in the paleo-observations and the dynamics of the complex East Asian Summer Monsoon.  相似文献

The Arrhenius expressions and the data plotted in Figure 2 of Rodriguez et al. 2008 give rate coefficients of approximately 2?×?10-8 cm3 molecule-1 s-1 at 255 K. Such values are approximately two orders of magnitude larger than expected from simple collision theory (Finlayson-Pitts and Pitts 1986). The rate coefficients reported at sub-ambient temperatures are substantially greater than the gas kinetic limit and are not physically plausible. The rate coefficients reported by Rodriguez et al. imply a long range attraction between the reactants which is not reasonable for reaction of neutral species such as chlorine atoms and unsaturated alcohols. We also note that the pre-exponential A factors (10-23-10-20) and activation energies (?15 kcal mol-1) are not physically plausible. We conclude that there are large systematic errors in the study by Rodriguez et al. (Atmos Chem 59:187–197, 2008).  相似文献

The surface air temperature increase in the southwestern United States was much larger during the last few decades than the increase in the global mean. While the global temperature increased by about 0.5 °C from 1975 to 2000, the southwestern US temperature increased by about 2 °C. If such an enhanced warming persisted for the next few decades, the southwestern US would suffer devastating consequences. To identify major drivers of southwestern climate change we perform a multiple-linear regression of the past 100 years of the southwestern US temperature and precipitation. We find that in the early twentieth century the warming was dominated by a positive phase of the Atlantic multi-decadal oscillation (AMO) with minor contributions from increasing solar irradiance and concentration of greenhouse gases. The late twentieth century warming was about equally influenced by increasing concentration of atmospheric greenhouse gases (GHGs) and a positive phase of the AMO. The current southwestern US drought is associated with a near maximum AMO index occurring nearly simultaneously with a minimum in the Pacific decadal oscillation (PDO) index. A similar situation occurred in mid-1950s when precipitation reached its minimum within the instrumental records. If future atmospheric concentrations of GHGs increase according to the IPCC scenarios (Solomon et al. in Climate change 2007: working group I. The Physical Science Basis, Cambridge, 996 pp, 2007), climate models project a fast rate of southwestern warming accompanied by devastating droughts (Seager et al. in Science 316:1181–1184, 2007; Williams et al. in Nat Clim Chang, 2012). However, the current climate models have not been able to predict the behavior of the AMO and PDO indices. The regression model does support the climate models (CMIP3 and CMIP5 AOGCMs) projections of a much warmer and drier southwestern US only if the AMO changes its 1,000 years cyclic behavior and instead continues to rise close to its 1975–2000 rate. If the AMO continues its quasi-cyclic behavior the US SW temperature should remain stable and the precipitation should significantly increase during the next few decades.  相似文献

Several studies have shown that the use of different calendars in paleoclimate simulations can cause artificial phase shifts on insolation forcing and climatic responses. However, these important calendar corrections are still often neglected. In this paper, the phase shifts at the precession band is quantitatively assessed by converting the model data of the transient GCM climate simulation of Kutzbach et al. (Clim Dyn 30:567?C579, 2008) from the ??fixed-day?? calendar to the ??fixed-angular?? calendar with a new and efficient approach. We find that insolation has a big phase shift in September?COctober?CNovember (SON) when the vernal equinox (VE) is fixed to March 21. At high latitude, the phase bias is up to 60° (about 3650?years). The insolation phase bias in SON in Southern Hemisphere (SH) is especially important because it can influence the timing of the SH summer monsoon response due to the large heat capacity of ocean. The calendar correction has minor effect (±2°) on the phase relationships between forcing and precipitation responses of the six global summer monsoons studied in Kutzbach et al. (2008). After correcting the calendar effect, especial on SH ocean temperature, the new phase wheel results are more similar for both hemispheres. The results suggest that the calendar effect should be corrected before discussing the dynamics between orbital forcing and climatic responses in phase studies of transient simulations.  相似文献

We investigate the relationship between a thousand-year history of violent conflict in Europe and various reconstructions of temperature and precipitation. We find that conflict was more intense during colder period, just like Zhang et al. (Clim Change 76:459–477, 2006) found for China. This relationship weakens in the industrialized era, and is not robust to the details of the climate reconstruction or to the sample period. As the correlation is negative and weakening, it appears that global warming would not lead to an increase in violent conflict in temperature climates.  相似文献
