The Netherlands has ratified The Kyoto protocol and agreed to reduce its emissions of greenhouse gases. Since 1990 the goals were made less ambitious several times, but still the last goal for 2000 was not met. Economic growth surely has been one of the main culprits. The main reason economic growth results in higher CO2 emissions, is the fact that it causes higher energy consumption. So far policy measures to reduce CO2 emissions, including many energy efficiency and energy reduction measures, did not succeed in beating the effects of economic growth. The Netherlands did not manage to decouple economic growth and environmental pressure (measured here as CO2 emissions). Absolute decoupling will require an economy that has a fuel mix with a large proportion of renewables, and a much higher energy efficiency level, and probably some major technological breakthroughs. It is not very likely that current policy measures will lead to the Kyoto goals. Therefore, it is concluded that emission trading and levies would offer good, and efficient options for further reductions of CO2 equivalents. It might, however, make it difficult for The Netherlands to realise 50% of its reduction domestically, as CO2 reduction abroad will most likely be at least five times cheaper. The Ministry of VROM will have to invent new policy measures to meet the Kyoto goals.  相似文献

We analyze the dynamics of global fossil resource markets under different assumptions for the supply of fossil fuel resources, development pathways for energy demand, and climate policy settings. Resource markets, in particular the oil market, are characterized by a large discrepancy between costs of resource extraction and commodity prices on international markets. We explain this observation in terms of (a) the intertemporal scarcity rent, (b) regional price differentials arising from trade and transport costs, (c) heterogeneity and inertia in the extraction sector. These effects are captured by the REMIND model. We use the model to explore economic effects of changes in coal, oil and gas markets induced by climate-change mitigation policies. A large share of fossil fuel reserves and resources will be used in the absence of climate policy leading to atmospheric GHG concentrations well beyond a level of 550 ppm CO2-eq. This result holds independently of different assumptions about energy demand and fossil fuel availability. Achieving ambitious climate targets will drastically reduce fossil fuel consumption, in particular the consumption of coal. Conventional oil and gas as well as non-conventional oil reserves are still exhausted. We find the net present value of fossil fuel rent until 2100 at 30tril.US$ with a large share of oil and a small share of coal. This is reduced by 9 and 12tril.US$ to achieve climate stabilization at 550 and 450 ppm CO2-eq, respectively. This loss is, however, overcompensated by revenues from carbon pricing that are 21 and 32tril.US$, respectively. The overcompensation also holds under variations of energy demand and fossil fuel supply.  相似文献

The drivers of Chinese CO2 emissions from 1980 to 2030   总被引:4,自引:0,他引:4  
China's energy consumption doubled within the first 25 years of economic reforms initiated at the end of the 1970s, and doubled again in the past 5 years. It has resulted of a threefold CO2 emissions increase since early of 1980s. China's heavy reliance on coal will make it the largest emitter of CO2 in the world. By combining structural decomposition and input–output analysis we seek to assess the driving forces of China's CO2 emissions from 1980 to 2030. In our reference scenario, production-related CO2 emissions will increase another three times by 2030. Household consumption, capital investment and growth in exports will largely drive the increase in CO2 emissions. Efficiency gains will be partially offset the projected increases in consumption, but our scenarios show that this will not be sufficient if China's consumption patterns converge to current US levels. Relying on efficiency improvements alone will not stabilize China's future emissions. Our scenarios show that even extremely optimistic assumptions of widespread installation of carbon dioxide capture and storage will only slow the increase in CO2 emissions.  相似文献

In this study, a long-range energy alternative planning (LEAP) model was built to evaluate the relative priority of three kinds of policies expected to be implemented for the energy-intensive manufacturing sectors (EIMS) in China to achieve CO2 mitigation and energy conservation targets. These policies encourage (1) the use of more electricity instead of coal; (2) the continuous improvement of energy efficiency; and (3) a shift to other less energy-demanding sectors. The results indicate that the policy of shifting economic activity from the EIMS to other sectors is most helpful for China to achieve its targets of mitigating CO2 emissions and conserving energy. Encouraging the EIMS to use more electricity can help China to achieve a higher proportion of non-fossil-fuel based energy in its overall primary energy consumption. No single policy will allow China to achieve all the targets, emphasizing the need for an integrated policy design that combines all types of policies.

Agriculture is responsible for approximately 25% of anthropogenic global GHG emissions. This significant share highlights the fundamental importance of the agricultural sector in the global GHG emissions reduction challenge. This article develops and tests a methodology for the integration of agricultural and energy systems modelling. The goal of the research is to extend an energy systems modelling approach to agriculture in order to provide richer insights into the dynamics and interactions between the two (e.g. in competition for land-use). We build Agri-TIMES, an agricultural systems module using the TIMES energy systems modelling framework, to model the effect of livestock emissions and explore emissions reduction options. The research focuses on Ireland, which is an interesting test case for two reasons: first, agriculture currently accounts for about 30% of Ireland's GHG emissions, significantly higher than other industrialized countries yet comparable with global levels (here including emissions associated with other land-use change and forestation); second, Ireland is both a complete and reasonably sized agricultural system to act as a test case for this new approach. This article describes the methodology used, the data requirements, and technical assumptions made to facilitate the modelling. It also presents results to illustrate the approach and provide associated initial insights.

Policy relevance

Most of the policy focus with regard to climate mitigation targets has been on reducing energy-related CO2 emissions, which is understandable as they represent by far the largest source of emissions. Non-energy-related GHG emissions – largely from agriculture, industrial processes, and waste – have received significantly less attention in policy discourse. Going forward, however, if significant cuts are made in energy-related CO2 emissions, the role of non-energy-related GHG emissions will grow in importance. It is therefore crucial that climate mitigation analyses and strategies are not limited to the energy system. This article shows the value of using integrated energy and agriculture techno-economic modelling techniques to draw evidence for new comprehensive climate policy strategies able to discern between the full range of technical solutions available. It enables the production of economy-wide least-cost climate mitigation pathways.  相似文献

The main assumptions and findings are presented on a comparative analysis of three GHG long-term emissions scenarios for Brazil. Since 1990, land-use change has been the most important source of GHG emissions in the country. The voluntary goals to limit Brazilian GHG emissions pledged a reduction in between 36.1% and 38.9% of GHG emissions projected to 2020, to be 6–10% lower than in 2005. Brazil is in a good position to meet the voluntary mitigation goals pledged to the United Nations Framework Convention on Climate Change (UNFCCC) up to 2020: recent efforts to reduce deforestation have been successful and avoided deforestation will form the bulk of the emissions reduction commitment. In 2020, if governmental mitigation goals are met, then GHG emissions from the energy system would become the largest in the country. After 2020, if no additional mitigation actions are implemented, GHG emissions will increase again in the period 2020–2030, due to population and economic growth driving energy demand, supply and GHG emissions. However, Brazil is in a strong position to take a lead in low-carbon economic and social development due to its huge endowment of renewable energy resources allowing for additional mitigation actions to be adopted after 2020.

Policy relevance

The period beyond 2020 is now relevant in climate policy due to the Durban Platform agreeing a ‘protocol, legal instrument or agreed outcome with legal force’ that will have effect from 2020. After 2020, Brazil will be in a situation more similar to other industrialized countries, faced with a new challenge of economic development with low GHG energy-related emissions, requiring the adoption of mitigation policies and measures targeted at the energy system. Unlike the mitigation actions in the land-use change sector, where most of the funding will come from the national budgets due to sovereignty concerns, the huge financial resources needed to develop low-carbon transport and energy infrastructure could benefit from soft loans channelled to the country through nationally appropriate mitigation actions (NAMAs).  相似文献

In the recent climate change negotiations it was declared that the increase in global temperature should be kept below 2°C by 2100, relative to pre-industrial levels. China's CO2 emissions from energy and cement processes already account for nearly 24% of global emissions, a trend that is expected to keep increasing. Thus the role of China in global GHG mitigation is crucial. A scenario analysis of China's CO2 emissions is presented here and the feasibility of China reaching a low-carbon scenario is discussed. The results suggest that recent and continued technological progress will make it possible for China to limit its CO2 emissions and for these emissions to peak before 2025 and therefore that the global 2°C target can be achieved.

Policy relevance

In signing the Copenhagen Accord, China agreed to the global 2°C target. Results from this article could be used to justify low-carbon development policies and negotiations. While many still doubt the feasibility of a low-carbon pathway to support the global 2°C target, the results suggest that such a pathway can be realistically achieved. This conclusion should increase confidence and guide the policy framework further to make possible China's low-carbon development. Related policies and measures, such as renewable energy development, energy efficiency, economic structure optimization, technology innovation, low-carbon investment, and carbon capture and storage (CCS) development, should be further enhanced. Furthermore, China can play a larger role in the international negotiations process. In the global context, the 2°C target could be reaffirmed and a global regime on an emissions mitigation protocol could be framed with countries’ emissions target up to 2050.  相似文献

This paper presents the overview of the Shared Socioeconomic Pathways (SSPs) and their energy, land use, and emissions implications. The SSPs are part of a new scenario framework, established by the climate change research community in order to facilitate the integrated analysis of future climate impacts, vulnerabilities, adaptation, and mitigation. The pathways were developed over the last years as a joint community effort and describe plausible major global developments that together would lead in the future to different challenges for mitigation and adaptation to climate change. The SSPs are based on five narratives describing alternative socio-economic developments, including sustainable development, regional rivalry, inequality, fossil-fueled development, and middle-of-the-road development. The long-term demographic and economic projections of the SSPs depict a wide uncertainty range consistent with the scenario literature. A multi-model approach was used for the elaboration of the energy, land-use and the emissions trajectories of SSP-based scenarios. The baseline scenarios lead to global energy consumption of 400–1200 EJ in 2100, and feature vastly different land-use dynamics, ranging from a possible reduction in cropland area up to a massive expansion by more than 700 million hectares by 2100. The associated annual CO2 emissions of the baseline scenarios range from about 25 GtCO2 to more than 120 GtCO2 per year by 2100. With respect to mitigation, we find that associated costs strongly depend on three factors: (1) the policy assumptions, (2) the socio-economic narrative, and (3) the stringency of the target. The carbon price for reaching the target of 2.6 W/m2 that is consistent with a temperature change limit of 2 °C, differs in our analysis thus by about a factor of three across the SSP marker scenarios. Moreover, many models could not reach this target from the SSPs with high mitigation challenges. While the SSPs were designed to represent different mitigation and adaptation challenges, the resulting narratives and quantifications span a wide range of different futures broadly representative of the current literature. This allows their subsequent use and development in new assessments and research projects. Critical next steps for the community scenario process will, among others, involve regional and sectoral extensions, further elaboration of the adaptation and impacts dimension, as well as employing the SSP scenarios with the new generation of earth system models as part of the 6th climate model intercomparison project (CMIP6).  相似文献

The RCP2.6 emission and concentration pathway is representative of the literature on mitigation scenarios aiming to limit the increase of global mean temperature to 2°C. These scenarios form the low end of the scenario literature in terms of emissions and radiative forcing. They often show negative emissions from energy use in the second half of the 21st century. The RCP2.6 scenario is shown to be technically feasible in the IMAGE integrated assessment modeling framework from a medium emission baseline scenario, assuming full participation of all countries. Cumulative emissions of greenhouse gases from 2010 to 2100 need to be reduced by 70% compared to a baseline scenario, requiring substantial changes in energy use and emissions of non-CO2 gases. These measures (specifically the use of bio-energy and reforestation measures) also have clear consequences for global land use. Based on the RCP2.6 scenario, recommendations for further research on low emission scenarios have been formulated. These include the response of the climate system to a radiative forcing peak, the ability of society to achieve the required emission reduction rates given political and social inertia and the possibilities to further reduce emissions of non-CO2 gases.  相似文献

A structurally highly simplified, globally integrated coupled climate-economic costs model SIAM (Structural Integrated Assessment Model) is used to compute optimal paths of global CO2 emissions that minimize the net sum of climate damage and mitigation costs. The model is used to study the sensitivity of the computed optimal emission paths with respect to various critical input assumptions. The climate module is represented by a linearized impulse-response model calibrated against a coupled ocean-atmosphere general circulation climate model and a three-dimensional global carbon-cycle model. The cost terms are represented by strongly simplified expressions designed for maximal transparency with respect to sensitive input assumptions. These include the discount rates for mitigation and damage costs, the inertia of the socio-economic system, and the dependence of climate damages on the change in temperature and the rate of change of temperature. Different assumptions regarding these parameters are believed to be the cause of the marked divergences of existing cost-benefit analyses based on more sophisticated economic models. The long memory of the climate system implies that very long time horizons of several hundred years need to be considered to optimize CO2 emissions on time scales relevant for a policy of sustainable development. Cost-benefit analyses over shorter time scales of a century or two can lead to dangerous underestimates of the long term climatic impact of increasing greenhouse-gas emissions. To avert a major long term global warming, CO2 emissions need to be reduced ultimately to very low levels. However, the draw-down can be realized as a gradual transition process over many decades and even centuries. This should nevertheless not be interpreted as providing a time cushion for inaction: the transition becomes more costly the longer the necessary mitigation policies are delayed. However, the long time horizon provides adequate flexibility for later adjustments. Short term energy conservation alone is insufficient and can be viewed only as a useful measure in support of the necessary long term transition to carbon-free energy technologies. For standard climate damage cost expressions, optimal emission paths limiting long term global warming to acceptable sustainable development levels are recovered only if climate damage costs are not significantly discounted. Discounting of climate damages at normal economic rates yields emission paths that are only weakly reduced relative to business as usual scenarios, resulting in high global warming levels that are incompatible with the generally accepted requirements of sustainable development. The solutions are nevertheless logically consistent with the underlying discounting assumption, namely that the occurrence of global warming damages in the distant future as a result of present human activities is of negligible concern today. It follows that a commitment to long term sustainable development, if it in fact exists, should be expressed by an intertemporal relation for the value of the earth's future climate which does not degrade significantly over the time horizon relevant for climate change. Since the future climate is a common assett whose value cannot be determined on the market, the appropriate discount rate for future climate damages should be determined by an assessment of the public willingness to pay today for the mitigation of future climate change. To translate our general conclusions into quantitative cost estimates required by decision makers, the present exploratory study needs to be extended using more detailed disaggregated climate damage and mitigation cost estimates and more realistic socio-economic models, including multi-actor interactions, inherent variability, the role of uncertainty and adaptive control strategies.  相似文献

On the basis of the IPCC B2, A1b and B1 baseline scenarios, mitigation scenarios were developed that stabilize greenhouse gas concentrations at 650, 550 and 450 and – subject to specific assumptions – 400 ppm CO2-eq. The analysis takes into account a large number of reduction options, such as reductions of non-CO2 gases, carbon plantations and measures in the energy system. The study shows stabilization as low as 450 ppm CO2-eq. to be technically feasible, even given relatively high baseline scenarios. To achieve these lower concentration levels, global emissions need to peak within the first two decades. The net present value of abatement costs for the B2 baseline scenario (a medium scenario) increases from 0.2% of cumulative GDP to 1.1% as the shift is made from 650 to 450 ppm. On the other hand, the probability of meeting a two-degree target increases from 0%–10% to 20%–70%. The mitigation scenarios lead to lower emissions of regional air pollutants but also to increased land use. The uncertainty in the cost estimates is at least in the order of 50%, with the most important uncertainties including land-use emissions, the potential for bio-energy and the contribution of energy efficiency. Furthermore, creating the right socio-economic and political conditions for mitigation is more important than any of the technical constraints.  相似文献

This paper provides estimates of emissions of two important but often not well-characterized greenhouse gas (GHG) emissions related to transportation energy use: methane (CH4) and nitrous oxide (N2O). The paper focuses on emissions of CH4 and N2O from motor vehicles because unlike emissions of CO2, which are relatively easy to estimate, emissions of CH4 and N2O are a function of many complex aspects of combustion dynamics and of the type of emission control systems used. They therefore cannot be derived easily and instead must be determined through the use of published emission factors for each combination of fuel, end-use technology, combustion conditions, and emission control system. Furthermore, emissions of CH4 and N2O may be particularly important with regard to the relative CO2-equivalent GHG emissions of the use of alternative transportation fuels, in comparison with the use of conventional fuels. By analyzing a database of emission estimates, we develop emission factors for N2O and CH4 from conventional vehicles, in order to supplement recent EPA and IPCC estimates, and we estimate relative emissions of N2O and CH4 from different alternative fuel passenger cars, light-duty trucks, and heavy-duty vehicles.  相似文献

This paper is Part II of a two-part series in which the risks associated with unrestrained greenhouse-gas emissions, and with measures to limit emissions, are reviewed. A sustained limitation of global CO2 emissions requires global population stabilization, a reduction in per capita emissions in the developed world, and a limitation of the increase in per capita emissions in the developing world. Reducing or limiting per capita emissions requires a major effort to improve the efficiency with which energy is transformed and used; urban development which minimizes the need for the private automobile and facilitates district heating, cooling, and cogeneration systems; and accelerated development of renewable energy. The following risks associated with these efforts to limit CO2 emissions are reviewed here: (i) resources might be diverted from other urgent needs; (ii) economic growth might be reduced; (iii) reduction measures might cost more than expected; (iv) early action might cost more than later action; (v) reduction measures might have undesired side effects; (vi) reduction measures might require heavy-handed government intervention; and (vii) reduction measures might not work. With gradual implementation of a diversified portfolio of measures, these risks can be greatly reduced. Net risk is further reduced by the fact that a number of non-climatic benefits would result from measures to limit CO2 emissions. Based on the review of risks associated with measures to limit emissions here, and the review of the risks associated with unrestrained emissions presented in Part I, it is concluded that a reasonable near-term (20–30 year) risk hedging strategy is one which seeks to stabilize global fossil CO2 emissions at the present (early 1990's) level. This in turn implies an emission reduction of 26% for industrialized countries as a whole and 40–50% for Canada and the USA if developing country emissions are to increase by no more than 60%, which in itself would require major assistance from the industrialized countries. The effectiveness of global CO2-emission stabilization in slowing down the buildup of atmospheric CO2 is enhanced by the fact that the airborne fraction (ratio of annual atmospheric CO2 increase to total annual anthropogenic emissions) decreases if emissions are stabilized, whereas it increases if emissions continue to grow exponentially. The framework and conclusions presented here are critically compared with so-called optimization frameworks.  相似文献

Legal commitments to reduce CO2 emissions require policy makers to find cost-efficient means to meet these obligations. Marginal abatement cost (MAC) curves, which illustrate the economics associated with climate change mitigation, have recently attracted a great amount of attention. A number of limitations with MAC curves are explained by the implication they should be just one tool in a broader set of decision-making aids used in assessing climate policy. MAC curves, for example, omit ancillary benefits of greenhouse gas emission abatement, treat uncertainty in a limited manner, exclude intertemporal dynamics and lack the necessary transparency concerning their assumptions. MAC curves based on the individual assessment of abatement measures suffer from additional shortcomings such as the non-consideration of interactions and non-financial costs, a possibly inconsistent baseline, double counting and limited treatment of behavioural aspects. Reducing emissions from deforestation and forest degradation exhibit many of the above-mentioned problems, making it particularly difficult to capture in a cost curve. Policy makers should therefore be cautious when interpreting MAC curves, pay attention to the underlying assumptions, consider non-financial costs and be aware of the important uncertainties and underlying path dependencies.  相似文献

Energy is crucial for supporting basic human needs, development and well-being. The future evolution of the scale and character of the energy system will be fundamentally shaped by socioeconomic conditions and drivers, available energy resources, technologies of energy supply and transformation, and end-use energy demand. However, because energy-related activities are significant sources of greenhouse gas (GHG) emissions and other environmental and social externalities, energy system development will also be influenced by social acceptance and strategic policy choices. All of these uncertainties have important implications for many aspects of economic and environmental sustainability, and climate change in particular. In the Shared-Socioeconomic Pathway (SSP) framework these uncertainties are structured into five narratives, arranged according to the challenges to climate change mitigation and adaptation. In this study we explore future energy sector developments across the five SSPs using Integrated Assessment Models (IAMs), and we also provide summary output and analysis for selected scenarios of global emissions mitigation policies. The mitigation challenge strongly corresponds with global baseline energy sector growth over the 21st century, which varies between 40% and 230% depending on final energy consumer behavior, technological improvements, resource availability and policies. The future baseline CO2-emission range is even larger, as the most energy-intensive SSP also incorporates a comparatively high share of carbon-intensive fossil fuels, and vice versa. Inter-regional disparities in the SSPs are consistent with the underlying socioeconomic assumptions; these differences are particularly strong in the SSPs with large adaptation challenges, which have little inter-regional convergence in long-term income and final energy demand levels. The scenarios presented do not include feedbacks of climate change on energy sector development. The energy sector SSPs with and without emissions mitigation policies are introduced and analyzed here in order to contribute to future research in climate sciences, mitigation analysis, and studies on impacts, adaptation and vulnerability.  相似文献

The energy sector is the main contributor to GHG emissions in Saudi Arabia. The tremendous growth of GHG emissions poses serious challenges for the Kingdom in terms of their reduction targets, and also the mitigation of the associated climate changes. The rising trend of population and urbanization affects the energy demand, which results in a faster rate of increase in GHG emissions. The major energy sector sources that contribute to GHG emissions include the electricity generation, road transport, desalination plants, petroleum refining, petrochemical, cement, iron and steel, and fertilizer industries. In recent years, the energy sector has become the major source, accounting for more than 90% of national CO2 emissions. Although a substantial amount of research has been conducted on renewable energy resources, a sustainable shift from petroleum resources is yet to be achieved. Public awareness, access to energy-efficient technology, and the development and implementation of a legislative framework, energy pricing policies, and renewable and alternative energy policies are not mature enough to ensure a significant reduction in GHG emissions from the energy sector. An innovative and integrated solution that best serves the Kingdom's long-term needs and exploits potential indigenous, renewable, and alternative energy resources while maintaining its sustainable development stride is essential.

The main contributor to GHG emissions in Saudi Arabia is the energy sector that accounts for more than 90% of the national CO2 emissions. Tremendous growth of GHG emissions poses serious challenges for the Kingdom in their reduction and mitigating the associated climate changes. This study examines the changing patterns of different activities associated with energy sector, the pertinent challenges, and the opportunities that promise reduction of GHG emissions while providing national energy and economic security. The importance of achieving timely, sustained, and increasing reductions in GHG emissions means that a combination of policies may be needed. This study points to the long-term importance of making near- and medium-term policy choices on a well-informed, strategic basis. This analytical paper is expected to provide useful information to the national policy makers and other decision makers. It may also contribute to the GHG emission inventories and the climate change negotiations.  相似文献

Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53–86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected. Thus, the design of emission reduction measures should be considered thoroughly before implementation.  相似文献

Transportation contributes to a significant and rising share of global energy use and GHG emissions. Therefore modeling future travel demand, its fuel use, and resulting CO2 emission is highly relevant for climate change mitigation. In this study we compare the baseline projections for global service demand (passenger-kilometers, ton-kilometers), fuel use, and CO2 emissions of five different global transport models using harmonized input assumptions on income and population. For four models we also evaluate the impact of a carbon tax. All models project a steep increase in service demand over the century. Technology change is important for limiting energy consumption and CO2 emissions, the study also shows that in order to stabilise or even decrease emissions radical changes would be required. While all models project liquid fossil fuels dominating up to 2050, they differ regarding the use of alternative fuels (natural gas, hydrogen, biofuels, and electricity), because of different fuel price projections. The carbon tax of 200 USD/tCO2 in 2050 stabilizes or reverses global emission growth in all models. Besides common findings many differences in the model assumptions and projections indicate room for further understanding long-term trends and uncertainty in future transport systems.  相似文献

Abstract

Carbon dioxide emissions from UK energy use have fallen by more than 20% over the last 30 years, and carbon intensity—carbon emissions per unit of GDP—has halved. These reductions have been achieved by a combination of decarbonisation of the energy system and substantial improvements in energy efficiency. Use of natural gas in power generation has been a big factor in recent years, but energy efficiency improvements in households and particularly industry have been more important over a longer period. Government policies designed primarily to address climate change have not been important contributors, until recently.

Future reductions in emissions will require more proactive policies. However, they are possible without any economic difficulties, notably by adopting cost-effective energy efficiency measures, using new renewable energy sources and reducing dependence on private cars. These policies will improve economic efficiency. The new UK Climate Change Programme includes policies that combine regulation, investment, fiscal measures and other economic instruments. By working with the grain of other social, environmental and economic policies, they can achieve far more than a carbon tax alone, set at any politically acceptable level. Modelling the costs of emission reductions using a carbon tax as the only instrument would not only massively over-estimate costs, it would bear little resemblance to real world politics.

The paper demonstrates that a more diverse set of policy instruments is likely to be an effective and politically acceptable approach in a mature industrial economy. It is concluded that the UK's Kyoto target of a 12.5% reduction in greenhouse gas emissions is not challenging. The UK Government's target of reducing carbon dioxide emissions by 20% between 1990 and 2010 is also achievable. By 2010 per capita emissions from the UK will be well below 2.5 tC per year. Claims that some countries, notably the USA, could not reduce per capita emissions below 6 tC per year seem inconsistent with this experience.  相似文献

As the number of instruments applied in the area of energy and climate policy is rising, the issue of policy interaction needs to be explored further. This article analyses the interdependencies between the EU Emissions Trading Scheme (EU ETS) and the German feed-in tariffs (FITs) for renewable electricity in a quantitative manner using a bottom-up energy system model. Flexible modelling approaches are presented for both instruments, with which all impacts on the energy system can be evaluated endogenously. It is shown that national climate policy measures can have an effect on the supranational emissions trading system by increasing emission reduction in the German electricity sector by up to 79 MtCO2 in 2030. As a result, emission certificate prices decline by between 1.9 €/tCO2 and 6.1 €/tCO2 and the burden sharing between participating countries changes, but no additional emission reduction is achieved at the European level. This also implies, however, that the cost efficiency of such a cap-and-trade system is distorted, with additional costs of the FIT system of up to €320 billion compared with lower costs for ETS emission certificates of between €44 billion and €57 billion (cumulated over the period 2013–2020).

Policy relevance

In order to fulfil ambitious emission reduction targets a large variety of climate policy instruments are being implemented in Europe. While some, like the EU ETS, directly address CO2 emissions, others aim to promote specific low-carbon technologies. The quantitative analysis of the interactions between the EU ETS and the German FIT scheme for renewable sources in electricity generation presented in this article helps to understand the importance of such interaction effects. Even though justifications can be found for the implementation of both types of instrument, the impact of the widespread use of support mechanisms for renewable electricity in Europe needs to be taken into account when fixing the reduction targets for the EU ETS in order to ensure a credible long-term investment signal.  相似文献
