Past research suggests that how we perceive risk can be related to how we attribute responsibility for risk-related issues, such as climate change; however, a gap in research lies in exploring possible connections between attribution of responsibility, risk perception, and information processing. Using the Risk Information Seeking and Processing model, this study fills this gap by examining how RISP-based variables are related to information processing and whether attribution of responsibility for mitigating climate change influences communication behaviors that are often predicted by elevated risk perceptions. Undergraduates at two large research universities (N = 572) were randomly assigned to read one of two newspaper articles that emphasized either individual responsibility (by highlighting personal actions) or societal responsibility (by highlighting government policy) for climate change mitigation. Results indicate that subjects in the individual responsibility condition were significantly more likely to process the message in a systematic manner; however, attribution of responsibility did not interact with risk perception to influence systematic processing. Moreover, attitudes toward climate change information and negative affect mediated the relationship between other key variables and systematic processing. These and other findings suggest that strategic communication about climate change may benefit from emphasizing individual responsibility to attract more attention from diverse audiences and to promote deeper thinking about the issue. Climate change may be the most fundamental collective action problem of all time. To solve it through collective action, collective motivation is required. Yet, given the complexity and scale of the collective problem, it may be difficult for individuals to experience such motivation. Intriguingly, the experience of hope may increase collective motivation and action. We offer an integrative coping perspective on hope and collective action in the context of climate change. It explains how hope stimulates individuals’ collective motivation to act against climate change (serving a problem-focused coping function), or fails to do so (serving an emotion-focused coping function). Testing these competing hypotheses, we conducted three studies that experimentally manipulated a core antecedent of hope (i.e., the perceived possibility of change) among US participants (total N = 1020). Across the board, this manipulation increased individuals’ hope but not their collective motivation and action. Furthermore, collective motivation predicted collective action intentions across all three studies. Hoping thus seems to serve an emotion-focused coping function and hence may not increase the collective motivation required for collective action in the context of climate change.  相似文献

Various aspects of the role of uncertainty in greenhouse gas emission reduction policy are analyzed with the integrated assessment model FUND. FUND couples simple models of economy, climate, climate impacts, and emission abatement. Probability distribution functions are assumed for all major parameters in the model. Monte Carlo analyses are used to study the effects of parametric uncertainties. Uncertainties are found to be large and grow over time. Uncertainties about climate change impacts are more serious than uncertainties about emission reduction costs, so that welfare-maximizing policies are stricter under uncertainty than under certainty. This is more pronounced without than with international cooperation. Whether or not countries cooperate with one another is more important than whether or not uncertainty is considered. Meeting exogenously defined emission targets may be more or less difficult under uncertainty than under certainty, depending on the asymmetry in the uncertainty and the central estimate of interest. The major uncertainty in meeting emissions targets in each of a range of possible future is the timing of starting (serious) reduction policies. In a scenario aiming at a stable CO2 concentration of 550 ppm, the start date varies 20 years for Annex I countries, and much longer for non-Annex countries. Atmospheric stabilization at 550 ppm does not avoid serious risks with regard to climate change impacts. At the long term, it is possible to avoid such risks but only through very strict emission control at high economic costs.  相似文献

How can individuals be convinced to act on climate change? It is widely assumed that emphasizing personal responsibility for climate change is effective at increasing pro-climate behavior whereas collectively framing the causes of climate change diffuses responsibility and dampens the incentive for individual action. We observe the opposite result. Here we find, across three experiments, that emphasizing collective responsibility for the causes of climate change increases pro-climate monetary donations by approximately 7 % in environmental group members and by 50 % in the general public. Further, highlighting collective responsibility amplifies intent to reduce future carbon emissions. In contrast, focusing on personal responsibility for climate change does not significantly alter donations to climate change advocacy or the intent for future pro-climate behavior. These effects replicate and persist multiple days after treatment.  相似文献

Although the spatial and temporal scales on which climate varies is a prominent aspect of climate research in the natural sciences, its treatment in the social sciences remains relatively underdeveloped. The result is limited understanding of the public's capacity to perceive climate variability as distinct from change, and uncertainty surrounding how and when to best communicate information on variability/change. Ignoring variability in favour of change-focused analyses and language risks significant misrepresentation of public perception and knowledge, and precludes detailed synthesis of data from the social and natural sciences. An example is presented based on a regional comparison of variability-dominated climate observations and change-focused survey data, collected in western Newfoundland (Canada). This region experiences pronounced, slow-varying natural variability, which acted to obscure broader climate trends through the 1980s and 1990s; since the late 1990s, the same variability has amplified apparent change. While survey results confirm residents perceive regional climate change, it is not clear whether respondents distinguish variability from change. This presents uncertainty in the best approach to climate science communication in this region, and raises concern that subsequent variability-driven transient cooling will erode public support for climate action. Parallels are drawn between these regional concerns and similar uncertainty surrounding treatment of variability in discussion of global temperature trends, highlighting variability perception as a significant gap in human dimensions of climate change research.  相似文献

Environmental artists have risen to the challenge of communicating the urgency of public action to address environmental problems such as air pollution and climate change. Joining this challenge, the immersive artwork Pollution Pods (PPs) was created through a synthesis of knowledge from the fields of environmental psychology, empirical aesthetics, and activist art. This study summarizes the scientific process in this transdisciplinary project and reports the findings from a questionnaire study (N = 2662) evaluating the effect of the PPs on visitors. Data were collected at the first two exhibitions of the installation, one in a public park in Trondheim, Norway, and one at Somerset House, London, UK. Intentions to act were strong and slightly increased after visiting the art installation. Individual changes in intentions were positively associated with self-reported emotions of sadness, helplessness, and anger and self-reported cognitive assessment their awareness of the environmental consequences of their action, their willingness to take responsibility for their consequences, and belief in the relevance of environmental problems for daily life. Education and age were negatively associated with intentions. Despite favorable intentions, however, taking advantage of an actual behavioral opportunity to track one's climate change emissions behavior after visiting the PPs could not be detected. We conclude that environmental art can be useful for environmental communication and give recommendations for communicators on how to best make use of it. We emphasize the potential benefits of art that encourages personal responsibility and the need for valid behavior measures in environmental psychological research.  相似文献

The results from a semi-experimental study of Swedish students’ stated willingness to purchase emission allowances for carbon dioxide are presented. Drawing heavily on recent developments in the literature on integrating norm-motivated behaviour into neoclassical consumer theory, it is assumed that individuals have a preference for maintaining a self-image as a responsible (and thus norm-compliant) person. The results indicate that students’ willingness to purchase carbon allowances is determined by both price and the presence of norms: those who feel personally responsible for contributing to reducing climate damages also appear more inclined to buy allowances. The empirical findings are consistent with the notion that a person's beliefs about others’ stated willingness to purchase carbon allowances imply improvements in their own self-image and ultimately behavioural change. This suggests that information campaigns that attempt to influence beliefs about others’ intentions could promote ‘green’ consumer behaviour in the carbon allowance market. Such (stated) behaviour also appears to be influenced by a person's awareness of the problem of climate change and their beliefs about their own ability to contribute to solving it.

Policy relevance

Although there is a concern that public goods such as reduced climate change may be under-provided in the free market, individual concern for the environment occasionally has profound impacts on consumer choice and voluntary action. This research suggests that information campaigns that attempt to influence beliefs about others’ intentions could promote ‘green’ consumer behaviour in carbon allowance markets. Publicly-provided information about the impacts of climate change and the ways in which these damages stem from individual choices could also induce this type of behaviour.  相似文献

Mitigating climate change is recognized as an increasingly urgent task that requires understanding a range of different strategies, including voluntary behavior change. Among the psychological barriers to behavior change are perceptions of powerlessness and the commons dilemma. This paper examines the association between these factors in a sample of New Zealand citizens and clarifies their importance in relation to other barriers to action to mitigate climate change, including uncertainty and perceived risk. Stronger perceptions of powerlessness and the commons dilemma were related to lower levels of action to mitigate climate change and lesser importance being placed upon climate change as an influence on individual actions. The perceived risk of climate change and the perception that humans influence climate change were the strongest predictors of mitigation action.  相似文献

The majority of climate change impacts assessments account for climate change uncertainty by adopting the scenario-based approach. This typically involves assessing the impacts for a small number of emissions scenarios but neglecting the role of climate model physics uncertainty. Perturbed physics ensemble (PPE) climate simulations offer a unique opportunity to explore this uncertainty. Furthermore, PPEs mean it is now possible to make risk-based impacts estimates because they allow for a range of estimates to be presented to decision-makers, which spans the range of climate model physics uncertainty inherent from a given climate model and emissions scenario, due to uncertainty associated with the understanding of physical processes in the climate model. This is generally not possible with the scenario-based approach. Here, we present the first application of a PPE to estimate the impact of climate change on heat-related mortality. By using the estimated impacts of climate change on heat-related mortality in six cities, we demonstrate the benefits of quantifying climate model physics uncertainty in climate change impacts assessment over the more common scenario-based approach. We also show that the impacts are more sensitive to climate model physics uncertainty than they are to emissions scenario uncertainty, and least sensitive to whether the climate change projections are from a global climate model or a regional climate model. The results demonstrate the importance of presenting model uncertainties in climate change impacts assessments if the impacts are to be placed within a climate risk management framework.  相似文献

While scientific consensus and political and media messages appear to be increasingly certain, public attitudes and action towards the issue do not appear to be following suit. Popular and academic debate often assumes this is due to ignorance or misunderstanding on the part of the public, but some studies have suggested political beliefs and values may play a more important role in determining belief versus scepticism about climate change. The current research used two representative postal surveys of the UK public to: measure scepticism and uncertainty about climate change; determine how scepticism varies according to individual characteristics, knowledge and values; and examine how scepticism has changed over time. Findings show denial of climate change is less common than the perception that the issue has been exaggerated. Scepticism was found to be strongly determined by individuals’ environmental and political values (and indirectly by age, gender, location and lifestyle) rather than by education or knowledge. Between 2003 and 2008, public uncertainty about climate change has remained remarkably constant, although belief that claims about the issue are exaggerated has doubled over that period. These results are interpreted with reference to psychological concepts of motivated reasoning, confirmation bias and ‘finite pool of worry’. Implications for communication and policy are discussed.  相似文献

A computer simulation model (FINICS) was used to project the interactive effects of CO2-induced climate change on a drought-deciduous shrubland. FINICS simulates the competitive relations of five dominant shrub species of Californian coastal sage scrub, based on their aboveground growth and reproductive behavior. The model was used to simulate the separate and combined effects of altered precipitation, temperature, ambient ozone levels, and fuel loads and fire intensity, on species composition. Both growth chamber and field data were used to parameterize the model. Projections show that changes attributed to climate variation alone were markedly accentuated when the indirect effects of climate change on fire intensity and ozone pollution were considered. Model results emphasized that change in community composition will result from shifting competitive abilities of individual species under the changed environmental conditions. While neither all of the secondary effects of climate change nor all possible species were included in the model, the projections suggest that inclusion of secondary interactions and species competition will be important in predicting vegetation change realistically.  相似文献

To explore how uncertain climate events might affect investment decisions that need to be made in the near future, this paper examines (1) the relative magnitude of the uncertainties arising from climate change on engineering design in water resources planning and (2) a restricted set of water resource planning techniques that deal with the repeated choice of investment decisions over time. The classical capacity-expansion model of operations research is exploited to show the relative impacts upon engineering design choices for variations in future demand attributable to changes in the climate or other factors and the possible shortfall of supply due to climate change. The type of engineering decisions considered in the paper are sequential, enabling adjustments to revealed uncertainty in subsequent decisions. The range of possible impacts analyzed in the paper lead to similar engineering design decisions. This result means that engineers must be on their guard with respect to under-design or over-design of systems with and without the threat of climate change, but that the sequential nature of the decision-making does not call for drastic action in the early time periods.  相似文献

Projecting twenty-first century regional sea-level changes   总被引:2,自引:0,他引:2  
We present regional sea-level projections and associated uncertainty estimates for the end of the 21 st century. We show regional projections of sea-level change resulting from changing ocean circulation, increased heat uptake and atmospheric pressure in CMIP5 climate models. These are combined with model- and observation-based regional contributions of land ice, groundwater depletion and glacial isostatic adjustment, including gravitational effects due to mass redistribution. A moderate and a warmer climate change scenario are considered, yielding a global mean sea-level rise of 0.54 ±0.19 m and 0.71 ±0.28 m respectively (mean ±1σ). Regionally however, changes reach up to 30 % higher in coastal regions along the North Atlantic Ocean and along the Antarctic Circumpolar Current, and up to 20 % higher in the subtropical and equatorial regions, confirming patterns found in previous studies. Only 50 % of the global mean value is projected for the subpolar North Atlantic Ocean, the Arctic Ocean and off the western Antarctic coast. Uncertainty estimates for each component demonstrate that the land ice contribution dominates the total uncertainty.  相似文献

‘Scepticism’ in public attitudes towards climate change is seen as a significant barrier to public engagement. In an experimental study, we measured participants’ scepticism about climate change before and after reading two newspaper editorials that made opposing claims about the reality and seriousness of climate change (designed to generate uncertainty). A well-established social psychological finding is that people with opposing attitudes often assimilate evidence in a way that is biased towards their existing attitudinal position, which may lead to attitude polarisation. We found that people who were less sceptical about climate change evaluated the convincingness and reliability of the editorials in a markedly different way to people who were more sceptical about climate change, demonstrating biased assimilation of the information. In both groups, attitudes towards climate change became significantly more sceptical after reading the editorials, but we observed no evidence of attitude polarisation—that is, the attitudes of these two groups did not diverge. The results are the first application of the well-established assimilation and polarisation paradigm to attitudes about climate change, with important implications for anticipating how uncertainty—in the form of conflicting information—may impact on public engagement with climate change.  相似文献

Is the prospect of possible climate change relevant to water resources decisions being made today? And, if so, how ought that prospect be considered? These questions can be addressed by decision analysis, which we apply to two investments in the Great Lakes region: a regulatory structure for Lake Erie, and breakwaters to protect Presque Isle State Park, PA. These two decisions have the elements that potentially make climate change relevant: long lived, "one shot" investments; benefits or costs that are affected by climate-influenced variables; and irreversibilities. The decision analyses include the option of waiting to obtain better information, using Bayesian analysis to detect whether climate change has altered water supplies. The analyses find that beliefs about climate change can indeed affect optimal decisions. Furthermore, ignoring the possibility of climate change can lead to significant opportunity losses—in the cases here, as much as 10% or more of the construction cost. Yet the consequences of climate uncertainty for Great Lakes management do not appear to be qualitatively different from those of other risks, and thus do not deserve different treatment. The methods of sensitivity analysis, scenario planning, and decision analysis, all of which are encouraged under US federal guidelines for water planning, are applicable. We recommend increased use of decision trees and Bayesian analysis to consider not only climate change risks, but also other important social and environmental uncertainties.  相似文献

Improving the adaptive capacity of small-scale irrigation systems to the impacts of climate change is crucial for food security in Asia. This study analyzes the capacity of small-scale irrigation systems dependent on the Asian monsoon to adapt to variability in river discharge caused by climate change. Our study is motivated by the Pumpa irrigation system, a small-scale irrigation system located in Nepal that is a model for this type of system. We developed an agent-based model in which we simulated the decisions farmers make about the irrigation strategy to use according to available water flow. Given the uncertainty associated with how climate change may affect the Asian monsoon, we simulated the performance of the system under different projections of climate change in the region (increase and decrease in rainfall, reduction and expansion of the monsoon season, and changes in the timing of the onset of the monsoon). Accordingly to our simulations, farmers might need to adapt to rainfall intensification and a late onset in the monsoon season. The demands for collective action among farmers (e.g. infrastructure repair, meetings, decisions, etc.) might increase considerably due to climate change. Although our model suggests that investment in new infrastructure might increase the performance of the system under some climate change scenarios, the high inequality among farmers when water availability is reduced might hinder the efficiency of these measures due to a reduction of farmers’ willingness to cooperate. Our modeling exercise helps to hypothesize about the most sensitive climate change scenarios for smallscale irrigation farming in Nepal and helps to frame a discussion of some possible solutions and fundamental trade-offs in the process of adaptation to improve for food and water security under climate change.  相似文献

The film The Age of Stupid depicts the world in 2055 devastated by climate change, combining this with documentary footage which illustrates many facets of the problems of climate change and fossil-fuel dependency. This study investigates the effects of the film on UK viewers’ attitudes and behaviour through a three-stage survey. Analysis of changes in attitudes focussed particularly on respondents’ concern about climate change, motivation to act, fear about the potential for catastrophe, beliefs about responsibility for action, and sense of agency. The film increased concern about climate change, motivation to act, and viewers’ sense of agency, although these effects had not persisted 10-14 weeks after seeing it. It was also successful in promoting some mitigation actions and behavioural change, although respondents reported barriers to further action, such as limited options for improving home energy efficiency among those in rented accommodation. However, filmgoers were atypical of the general public in that they exhibited very high levels of concern about climate change, knowledge about how to reduce their carbon emissions, and contact with organisations campaigning about climate change, before they saw the film. The paper considers how these factors may have enabled viewers to respond to the film as they did, as well as policy implications for those seeking to develop effective climate change communications.  相似文献

There has been substantial analysis of the possible impact of climate change on water supply, especially with respect to runoff and river flows. Less attention has been given to urban water use. Little is known of the suitability of various water use forecasting models for predicting climate impacts or of the best procedures for assessing this issue. This paper will: (1) demonstrate the feasibility of a scenario approach to describing possible changes in climate, (2) evaluate the IWR-MAIN model as a source of plausible water use forecasts given uncertain future climate, (3) test the effectiveness of conservation and pricing interventions in reversing the postulated effects of climate change, and (4) assess the significance of climate change for future urban water management. Other possible responses to climate change, such as supply augmentation, are not explicitly considered. Using data for the Washington (DC) metropolitan area, the study reveals problems with IWR-MAIN version 5.1 when used for this purpose, but results in a reasonable assessment of the possible water use consequences of climate change. Variation in future water use due to climate uncertainty was found to be moderate compared to other uncertain influences, and well within reach of feasible policy interventions.  相似文献

In public debate surrounding climate change, scientific uncertainty is often cited in connection with arguments against mitigative action. This article examines the role of uncertainty about future climate change in determining the likely success or failure of mitigative action. We show by Monte Carlo simulation that greater uncertainty translates into a greater likelihood that mitigation efforts will fail to limit global warming to a target (e.g., 2 °C). The effect of uncertainty can be reduced by limiting greenhouse gas emissions. Taken together with the fact that greater uncertainty also increases the potential damages arising from unabated emissions (Lewandowsky et al. 2014), any appeal to uncertainty implies a stronger, rather than weaker, need to cut greenhouse gas emissions than in the absence of uncertainty.  相似文献

This paper presents a global scale assessment of the impact of climate change on water scarcity. Patterns of climate change from 21 Global Climate Models (GCMs) under four SRES scenarios are applied to a global hydrological model to estimate water resources across 1339 watersheds. The Water Crowding Index (WCI) and the Water Stress Index (WSI) are used to calculate exposure to increases and decreases in global water scarcity due to climate change. 1.6 (WCI) and 2.4 (WSI) billion people are estimated to be currently living within watersheds exposed to water scarcity. Using the WCI, by 2050 under the A1B scenario, 0.5 to 3.1 billion people are exposed to an increase in water scarcity due to climate change (range across 21 GCMs). This represents a higher upper-estimate than previous assessments because scenarios are constructed from a wider range of GCMs. A substantial proportion of the uncertainty in the global-scale effect of climate change on water scarcity is due to uncertainty in the estimates for South Asia and East Asia. Sensitivity to the WCI and WSI thresholds that define water scarcity can be comparable to the sensitivity to climate change pattern. More of the world will see an increase in exposure to water scarcity than a decrease due to climate change but this is not consistent across all climate change patterns. Additionally, investigation of the effects of a set of prescribed global mean temperature change scenarios show rapid increases in water scarcity due to climate change across many regions of the globe, up to 2 °C, followed by stabilisation to 4 °C.  相似文献
