Community energy initiatives can foster a sustainable energy transition by promoting sustainable energy behaviour in the communities in which they are embedded. This raises the question of what motivates people to become involved in these initiatives. We investigated the importance of financial, environmental, and communal motives for initiative involvement. We propose that communal motives (i.e., being involved in one’s local community) may be related to initiative involvement, as community energy initiatives not only aim to promote sustainable energy behaviour but also enable people to be involved in their community. Across three studies, respondents rated financial and environmental motives as more important than communal motives for their involvement in community energy initiatives. Yet, environmental and communal motives were uniquely related to initiative involvement, while financial motives were not. The discrepancy between which motives people rate as important and which motives actually relate to their initiative involvement suggests that financial motives are an overrated motive, while communal motives are an underrated motive for involvement in community energy initiatives. Our results suggest that targeting communal motives may be an additional way to enhance involvement in community energy initiatives and foster sustainable behaviour among people, who may not otherwise be interested in environmental protection.  相似文献

The absorption properties of the water vapor continuum and a number of weak bands for H2O, O2, CO2, CO, N2O, CH4, and O3 in the solar spectrum are incorporated into the Fu-Liou radiation parameterization program by using the correlated k-distribution method (CKD) for the sorting of absorption lines. The overlap absorption of the H2O lines and the H2O continuum (2500-14500 cm^-1) are treated by taking the two gases as a single-mixture gas in transmittance calculations. Furthermore, in order to optimize the computation efforts, CO2 and CH4 in the spectral region 2850-5250 cm^-1 are taken as a new singlemixture gas as well. For overlap involving other absorption lines in the Fu-Liou spectral bands, the authors adopt the multiplication rule for transmittance computations under which the absorption spectra for two gases are assumed to be uncorrelated. Compared to the line-by-line (LBL) computation, it is shown that the errors in fluxes introduced by these two approaches within the context of the CKD method are small and less than 0.48% for the H20 line and continuum in the 2500-14500 cm^-1 solar spectral region, -1% for H2O (line) H2O (continuum) CO2 CH4 in the spectral region 2850-5250 cm^-1, and -1.5% for H2O (line) H2O (continuum) O2 in the 7700-14500 cm^-1 spectral region. Analysis also demonstrates that the multiplication rule over a spectral interval as wide as 6800 cm^-1 can produce acceptable errors with a maximum percentage value of about 2% in reference to the LBL calculation. Addition of the preceding gases increases the absorption of solar radiation under all sky conditions. For clear sky, the increase in instantaneous solar absorption is about 9%-13% (-12 W m^-2) among which the H20 continuum produces the largest increase, while the contributions from O2 and CO2 rank second and third, respectively. In cloudy sky, the addition of absorption amounts to about 6-9 W m^-2. The new, improved program with the incorporation of the preceding gases produces a smaller solar absorption in clouds due to the reduced solar flux reaching the cloud top.  相似文献

Abstract

The first substantial radiative effects of the El Chichón volcanic cloud were observed in Fairbanks in the winter of 1982/83. Winter is the time when stratospheric temperatures can vary widely owing to sudden stratospheric warmings, and interannual variations are large. Mean monthly temperatures of the stratosphere were analysed for the 50‐, 40‐, 30‐, 25‐, 20‐, 15‐, and 10‐mb levels, with the greatest density of the volcanic cloud expected to be around the 20‐mb level. For the four winter months, December 1982 to March 1983, an increase in temperature was observed. This increase was not only observed in Fairbanks, but also for two other stations (McGrath and Anchorage) close by, for which we also analysed the stratospheric temperatures.

Further, the interdiurnal variation of temperature (the radiosonde ascents are made at 0200 and 1400 local time) showed marked and significant increases for all three stations. This can be explained by the fact that during daytime the volcanic cloud is warmed by absorption of solar radiation, while at night no substantial temperature effect for this layer was detected.  相似文献

We conduct several experiments using a fully-coupled climate model to understand the role of Tibetan Plateau (TP) surface heating in the climate variations over West Asia, South Europe, North Africa, and the North Atlantic during summer. Emphasis has been placed on the physical processes and responsible mechanisms that involve the shift of the Hadley cell and the important features of rotational and divergent response of the atmosphere to the TP heating. The relative importance of the TP to the Asian continent is also analyzed. A heating of the TP surface leads to local increases in tropospheric temperature and the thickness of the air column due to the so-called air pumping effect. In the upper troposphere, the South Asian high intensifies and extends westward. To the west of TP, especially in West Asia, South Europe, North Africa, and the North Atlantic, distinguished Rossby wave responses to the TP heating occur with anomalous high pressure and uniform warming in the entire troposphere. Correspondingly, descending motions intensify and precipitation decreases. However, the tropical Sahel rainfall increases because of a northward shift of the Atlantic intertropical convergence zone and the anomalous westerlies due to the weakening of the southeastern portion of the Atlantic subtropical high. These effects of the TP heating explain a remarkable portion of the effects by the Asian continent heating. In addition, the impacts of different magnitudes of TP surface heating are also discussed.

The recent accumulation of all published precipitation records from 1870–1889 in the central and northern Great Plains of the United States provides a renewed potential in analyzing climatic reality during early settlement, corresponding to a time when some written histories documented that the Rain followed the Plow. Growing season precipitation in the central and northern Great Plains from 1870–1889 were examined relative to modern climatic normals (1961–1990). Growing season totals mostly exhibit little changes in precipitation in the region as compared to today. Some wetter springs and summers occurred in the Dakotas during the late 1870s and early 1880s, subsequent to the drier early-mid 1870s and corresponding to the Great Dakota Boom. Wetter summers occurred over the central Plains in the mid-1880s, corresponding to increased migration in Nebraska and Kansas. Drier summers occurred during the early 1870s and inactive settlement in the early 1880s. Although increased rainfall may have been conducive for early settlement, in general the Rain did not follow the Plow, with extreme seasonal and monthly heavy precipitation events at the subregional scale perhaps playing important roles on settlers' climatic perceptions. The results of this study provide a framework in order to conduct historical climate impact analyses as well as information that can be applied towards understanding spatial climatic variations further back into time.  相似文献

Are violent conflict and socio-political stability associated with changes in climatological variables? We examine 50 rigorous quantitative studies on this question and find consistent support for a causal association between climatological changes and various conflict outcomes, at spatial scales ranging from individual buildings to the entire globe and at temporal scales ranging from an anomalous hour to an anomalous millennium. Multiple mechanisms that could explain this association have been proposed and are sometimes supported by findings, but the literature is currently unable to decisively exclude any proposed pathway. Several mechanisms likely contribute to the outcomes that we observe.  相似文献

The latest scientific findings indicate that the increased concentration of greenhouse gases emitted by anthropogenic sources is significantly altering the balance of the global climate system. Considering forecasts of changes in the hydrological cycle and temperature related to global warming, the dynamics governing the functioning of the Pantanal Wetland, responsible for its rich biodiversity, find themselves threatened. Thus, this study was designed in the space-time of the Pantanal people called pantaneiros, and aims to discuss the Traditional Ecological Knowledge (TEK) of the Traditional Community Cuiabá Mirim regarding climate change. The information presented was obtained from 22 pantaneiros, between March 2008 and March 2010. The population sample was selected by the Snow Ball method. For data collection, semi structured interviews and oral histories were used. The results were compared with observations, simulations and projections of the IPCC AR4 for the region. The main findings of this research indicate that TEK presents itself as a crucial and complementary source of information for the development of local/regional adaptation strategies to climate change, bringing a distinct and relevant point of view from vulnerable stakeholders to the decision makers.  相似文献

How contested sources of energy such as shale gas are perceived in frontier countries considering their development is incredibly important to national and international climate policies. The UK shale development case is of particular interest currently as the Government attempts to position the UK as a pioneer of European, safe, sustainable shale gas development. We conduct a mixed-methods analysis of the UK policy debate on shale gas development involving 30 stakeholder interviews and 1557 political documents. This empirical focus extends the existing literature by identifying the use of frames in and through the institutions and practices of formal UK politics. We identify nine key frames and their associated storylines, analyse their use over time, and compare these findings with other national case studies. Perhaps unsurprisingly, given most UK Governments within our timeframe have supported shale development, pro-shale development frames dominate in the policy debate; however, we also find a high level of anti-shale development frame use, suggesting a deep and ongoing framing contest in national formal political sites. We find in particular a more prominent focus on land-use issues and impacts on the landscape than other UK studies or other national contexts. Conceptually, the study puts forward an integrative approach to the related concepts of frames and storylines, as well as arguments concerning the impotence of storylines in anticipatory political debate and the polyvalence of framing strategies. Questions about governance are raised by the general lack of consensus over the framing of shale development within formal political sites, let alone amongst the broader public; and by the lack of a coherent response from the Government to criticisms of its approach. Finally, we reflect on the apparent lack of evidence for Hajer’s ‘communicative miracle’ in our case, and speculate as to whether the lack of broad-based resonance of the ‘bridge’ storyline signals trouble for the positive-sum thinking of ecological modernisation.  相似文献

Since the 1980s, the US Pacific Northwest has been shattered by a major environmental policy conflict related to the management of Federal forests. These “timber wars” were similar to forest environmental policy conflicts in several other countries, but were particularly polarized. They resulted in a significant change in Federal forest policy from timber production orientation to biodiversity conservation. The change occurred suddenly and had significant economic and social consequences within the region and beyond, but was embedded in long-term societal and institutional trends.In this paper, I adopt an interpretive approach in order to, first, understand contemporary interpretations of the 1993 policy change and, second, to reconstruct the contemporary discursive ‘landscape’ of the Pacific Northwest including the major resource management paradigms and narratives that guide policy making in this region today. Empirically, my interpretation is mostly built on 37 qualitative interviews with policy stakeholders that were conducted in the summer of 2011.Based on this evidence, the paper argues that there are four narratives circulating amongst policy stakeholders that represent different conceptualizations of the 1993 policy change. Yet, all narratives highlight the importance of environmental strategy making that mobilized the socio-institutional setting in order to prepare and finally achieve the change.Current forest policy in the region is characterized by a policy stalemate resulting from the confluence of diverse institutional, context-related factors and the inability of stakeholders to create enough contradictions or crisis by combining these factors in order to promote change-enabling narratives. Four resource management paradigms compete in the region and, within these, narratives and counter narratives on physical and social events are developed. Current forest policy is dominated by an ecosystem management paradigm, but forest management practices aim to reconcile demands arising from the different paradigms to a certain degree, for instance via the concept of “ecological restoration”. Yet, given that the material base that feeds such compromises is finite, a new crisis in Pacific Northwest forest policy in the future is likely.In conclusion, this paper offers an interpretation of Pacific Northwest forest policy (change) as a process in which social and physical events are ‘discursively mobilized’ by means of narratives that are produced against the background of major natural resources paradigms. This includes the art of ‘discourse agents’ in constructing problematizations and intervention logics to either defend the current policy state or to increase the likelihood of change.  相似文献

The Pan-Canadian Framework on Clean Growth and Climate Change is designed to put Canada on track to meet its Paris commitments. A key pillar of the plan is the introduction of a pan-Canadian carbon price by the end of 2018. However, four Canadian provinces, nearly 85% of the Canadian economy and population, have already implemented carbon pricing systems. British Columbia (BC) has a carbon tax. Alberta is transitioning from an output-based allocation system for industrial emitters to a hybrid system combining a carbon levy and refined output-based system. Québec and Ontario have implemented cap-and-trade systems, linked to California. Recognizing these existing systems, rather than impose a single carbon pricing mechanism, the Pan-Canadian Approach to Carbon Pricing gives provinces and territories the flexibility to adopt a carbon tax, a hybrid system, or a cap-and-trade system. To address concerns relating to ‘fairness’ and equivalency of carbon price, a federal carbon pricing benchmark establishes criteria relating to minimum ‘common scope’ and ‘increases in stringency’ that provincial and territorial carbon pricing systems must meet. This article explores the design features of the existing Alberta, BC, Ontario and Québec carbon pricing systems, and considers how the benchmark affects stringency and addresses equivalency of carbon price across these different systems.

Key policy insights

  • Canada is taking advantage of its federal structure of government to introduce a minimum pan-Canadian carbon price of $10/tCO2e in 2018, rising by $10/year to $50/tCO2e in 2022.

  • Rather than imposing a uniform pricing mechanism, the Canadian federal government is recognizing existing subnational carbon pricing mechanisms with very different design features – BC’s carbon tax, Québec and Ontario’s cap-and-trade systems, and Alberta’s hybrid system – to deliver the pan-Canadian carbon price.

  • In order to deliver a minimum level of increasing stringency and to address issues of equivalency of carbon price across sub-national jurisdictions, the federal government is in the early stages of implementing a federal carbon-pricing benchmark.

  • The lessons learned from the Canadian experience will be relevant to harmonizing carbon pricing systems across both other federal jurisdictions and countries.

We report results of preliminary high-resolution in situ atmospheric measurements through the boundary layer and lower atmosphere over the southern coast of Perú. This region of the coast is of particular interest because it lies adjacent to the northern coastal edge of the sub-tropical south-eastern Pacific, a very large area of ocean having a persistent stratus deck located just below the marine boundary layer (MBL) inversion. Typically, the boundary layer in this region during winter is topped by a quasi-permanent, well-defined, and very large temperature gradient. The data presented herein examine fine-scale details of the coastal atmosphere at a point where the edge of this MBL extends over the coastline as a result of persistent onshore flow. Atmospheric data were gathered using a recently-developed in-house constructed, GPS-controlled, micro-autonomous-vehicle aircraft (the DataHawk). Measured quantities include high-resolution profiles of temperature, wind, and turbulence structure from the surface to 1,300 m.  相似文献

In this paper, change-points in time series of annual extremes in temperature and precipitation in the Zhujiang River Basin are analyzed with the CUSUM test. The data cover the period 1961–2007 for 192 meteorological stations. Annual indicators are analyzed: mean temperature, maximum temperature, warm days, total precipitation, 5-day maximum precipitation, and dry days. Significant change-points (1986/87, 1997/98, 1968/69, and 2003/04) are detected in the time series of most of the indicators. The change-point in 1986/87 is investigated in more detail. Most stations with this change-point in temperature indicators are located in the eastern and coastal areas of the basin. Stations with this change-point in dry days are located in the western area. The means and trends of the temperature indicators increase in the entire basin after 1986/87. The highest magnitudes can be found at the coast and delta. Decreasing (increasing) tendencies in total and 5-day maximum precipitation (dry days) are mostly observed in the western and central regions. The detected change-points can be explained by changes in the indices of the Western Pacific subtropical high and the East Asian summer monsoon as well as by change-points in wind directions. In years when the indices simultaneously increase and decrease (indices taking reverse directions to negative and positive) higher annual temperatures and lower annual precipitation occur in the Zhujiang River Basin. The high station density and data quality are very useful for spatially assessing change-points of climatic extreme events. The relation of the change points to large-scale oscillation can provide valuable data for planning adaptation measures against climate risks, e.g. for flood control, disaster preparedness, and water resource management.  相似文献

Large parts of East and South Asia were affected by heavy precipitation and flooding during early summer 2020. This study provides both a statistical and dynamical characterization of rains and floods affecting the Yangtze River Basin (YRB). By aggregating daily and monthly precipitation over river basins across Asia, it is shown that the YRB is one of the areas that was particularly affected. June and July 2020 rainfall was higher than in the previous 20 years, and the YRB experienced anomalously high rainfall across most of its sub-basins. YRB discharge also attained levels not seen since 1998/1999. An automated method detecting the daily position of the East Asian Summer Monsoon Front (EASMF) is applied to show that the anomalously high YRB precipitation was associated with a halted northward progression of the EASMF and prolonged mei-yu conditions over the YRB lasting more than one month. Two 5-day heavy-precipitation episodes (12?16 June and 4?8 July 2020) are selected from this period for dynamical characterization, including Lagrangian trajectory analysis. Particular attention is devoted to the dynamics of the airstreams converging at the EASMF. Both episodes display heavy precipitation and convergence of monsoonal and subtropical air masses. However, clear differences are identified in the upper-level flow pattern, substantially affecting the balance of airmass advection towards the EASMF. This study contextualizes heavy precipitation in Asia in summer 2020 and showcases several analysis tools developed by the authors for the study of such events.  相似文献

Summary This paper investigates tropical-extratropical interactions over the northwestern Pacific Ocean that involve tropical cyclones and subtropical jet streaks. Another aspect of this study is to examine the relation between 6–25 day convective variability and tropical cyclones. This investigation is conducted for the fall and early winter season, with a focus on the months, October through December (OND). In addition to outgoing longwave radiation (OLR) data, we use 10 years (1985–1994) of WCRP/TOGA archive II analyses produced by ECMWF to compute equivalent temperature, e , precipitable water, W, and kinematic and kinetic energy transfer variables. These variables are composited for two classes of tropical cyclones, recurving cyclones (RCs) and non-recurving cyclones (NCRs), in order to examine the influence of tropical cyclones and baroclinic processes on changes in the jet streak intensity.We found that RCs interacted with extratropical regions during all composite days. A strong baroclinic zone developed throughout the troposphere on the north side of the composite cyclone as it propagated poleward. Between the day of recurvature, DR, and the day after recurvature, DR+1, the main band of convection shifted from the RC to a frontal band within the baroclinic zone indicating a transformation of the tropical cyclone into an extratropical one. An eastward propagating jet streak at 200 hPa, located north of the RC and in the vicinity of the baroclinic zone, increased its speed from 57 ms–1 to 79 ms–1 on DR+1. Although we could not measure the role of baroclinic processes in this regard, we were able to infer that upper-level outflow from the RC did supply momentum and energy to the jet streak.Whereas we expected tropical-extratropical interactions for the RCs, we also found evidence that NRCs that stay south of 20° N throughout their lifetime and that dissipate over Indo-China have an influence on the subtropical jet by their upper-level outflow, especially in the late OND season. The tropical (i.e., momentum) forcing did appear to cause increases in the speed of the jet after the composited storm crossed the Phillippines on the fourth day of its life cycle, D4. Concurrently, a baroclinic zone developed along the coast of southern China by about D4, but it was confined to the lower troposphere.Finally, our spectral analysis investigations for the northwestern Pacific showed significant peaks at 6–10 days and 15–20 days from late September to early December. The first peak is well known and is associated with typhoon activity. In several of the investigated autumn seasons (1987, 1989, 1992, and 1993), the second peak was clearly related to the recurrence interval of northwestern Pacific tropical cyclones. This result is in accordance with the findings of Hartmann et al. (1992). For some years of the investigation period (1985, 1986, and 1988), however, our results showed that westward propagating convective disturbances that fail to reach tropical depression strength also contribute to the power in the 15–25 day band, whereas in a few years (1990 and 1991), no OLR peak between 15 and 20 days could be found at all. Therefore, it appears that further work needs to be done with regard to the relationship between convective systems and their accompanying relationships on time scales ranging between 10 and 25 days.With 15 Figures  相似文献
