Global change increasingly threatens nature, endangering the ecosystem services human wellbeing depends upon. Biodiversity potentially mediates these impacts by providing resilience to ecosystems. While biodiversity has been linked to resilience and ecosystem service supply on smaller scales, we lack understanding of whether mediating interactions between biodiversity and anthropogenic drivers are global and ubiquitous, and how they might differ between systems. Here, we examine the potential for biodiversity to mediate anthropogenic driver-ecosystem service relationships using global datasets across three distinct systems: mountains, islands and deltas. We found that driver-ecosystem service relationships were stronger where biodiversity was more intact, and weaker at higher species richness, reflecting the negative correlation between intactness and richness. Mediation was most common in mountains, then islands, then deltas; reducing with anthropogenic impact. Such patterns were found across provisioning and regulating ecosystem services, and occurred most commonly with climate change and built infrastructure. Further, we investigated the contribution of biodiversity and abiotic and anthropogenic drivers to ecosystem services. Ecosystem service supply was associated with abiotic and anthropogenic drivers alongside biodiversity, but all drivers were important to different ecosystem services. Our results empirically show the importance of accounting for the different roles that biodiversity plays in mediating human relationships with nature, and reinforce the importance of maintaining intact biodiversity in ecosystem functioning.

Economic instruments such as Payments for Ecosystem Services (PES) schemes are increasingly promoted to protect ecosystems (and their associated ecosystem services) that are threatened by processes of local and global change. Biophysical stressors external to a PES site, such as forest fires, pollution, sea level rise, and ocean acidification, may undermine ecosystem stability and sustained ecosystem service provision, yet their threats and impacts are difficult to account for within PES scheme design. We present a typology of external biophysical stressors, characterizing them in terms of stressor origin, spatial domain and temporal scale. We further analyse how external stressors can potentially impinge on key PES parameters, as they (1) threaten ecosystem service provision, additionality and permanence, (2) add challenges to the identification of PES providers and beneficiaries, and (3) add complexity and costs to PES mechanism design. Effective PES implementation under external stressors requires greater emphasis on the evaluation and mitigation of external stressors, and further instruments that can accommodate associated risks and uncertainties. A greater understanding of external stressors will increase our capacity to design multi-scale instruments to conserve important ecosystems in times of environmental change.

A significant challenge in resource management is addressed: the perceived trade-off between economic growth and ecosystem restoration and conservation. Traditional approaches to management regard restoration as a potential cost to economic productivity. In this study we show that by considering a broader range of economic values, including ecosystem services values, an argument can be made that restoration of lake ecosystems also leads to favourable economic outcomes when commonly disregarded values are considered. Our case study analyses the ecological outcomes of different catchment mitigation and land use scenarios in terms of water quality results in a lake, assessing changes in land use values based on opportunity costs, and ecosystem services values. We show that when considering the value of ecosystem services, intensive agricultural land use is not necessarily the most economically valuable form of land use within a lake catchment. Indeed, a shift towards alternative land uses within a catchment can lead to both ongoing economic benefits and improvements in water quality. In this context, land-use change offers an option for water quality improvement that minimises lake and land mitigation costs, while adding value to catchment land use. An argument is made supporting land use change towards indigenous forest types, which can sustain alternative sources of income such as a range of recreational values, while supporting important ecosystem functions for the region.

There is currently a considerable effort to evaluate the performance of Payments for Ecosystem Services as an environmental management tool. The research presented here contributes to this work by using an experimental design to evaluate Payments for Ecosystem Services as a tool for supporting biodiversity conservation in the context of an African protected area. The trial employed a ‘before and after’ and ‘with and without’ design. We present the results of social and ecological surveys to investigate the impacts of the trial in terms of its effectiveness, efficiency and equity. We find the scheme to be effective at bringing about additional conservation outcomes. However, we also found that increased monitoring is similarly effective in the short term, at lower cost. The major difference – and arguably the significant contribution of the Payments for Ecosystem Services – was that it changed the motives for protecting the park and improved local perceptions both of the park and its authority. We discuss the implications of these results for conservation efficiency, arguing that efficiency should not be defined in terms of short-term cost-effectiveness, but also in terms of the sustainability of behavioral motives in the long term. This insight helps us to resolve the apparent trade-off between goals of equity and efficiency in Payments for Ecosystem Services.

This paper investigates the equity implications of marketing ecosystem services in protected areas and rural communities. We use a three-tiered equity framework to analyse four distinct efforts to commercialise watershed recharge and carbon dioxide fixation by forests in Meso-America. We show that project development and participation are strongly mediated by organisational networks, as well as existing rights of access over land and forest resources. We demonstrate that procedural fairness diverges strongly when initiatives are implemented in protected areas or in rural communities. While in the former reserve managers and intermediaries concentrate all decision-making power, initiatives working with rural communities are able to integrate more significantly service providers in management decisions. Marketing ecosystem services in protected areas contributes to reduce expenditure rates for protected area management, but also results in less equitable outcomes, as rural communities and forest resource users become excluded from receiving sustained development benefits. When ecosystem services are commercialised by rural farmers, payments do not cover opportunity costs but act as a significant incentive for participation in most cases. Ecosystem service providers also benefit from complementary project activities, such as forest management training and agricultural extension support. We argue that limited economic impact and existing inequities in decision-making and outcomes can be explained by problems of institutional design, in particular the inability of markets and payments for ecosystem services to account for context-related factors, such as property rights.

In Amazonia, our knowledge of the trade-offs and possible thresholds in the relationships among social, economic and environmental parameters remains quite limited and hinders the design of sustainable socio-environmental systems. To fill this gap, we analyzed relationships among landscape metrics, socio-economic patterns, biodiversity and soil-based ecosystem services within a total of 51 farms located at 6 sites of the Colombian and Brazilian Amazon. Farms were representative of an initial set of 274 and they represented colonization ages from 10 to 80 years and a range of public policies found in the region.Cluster analysis separated farms in 7 types of production systems according to 5 main criteria (size of the farm, human capital, incomes, farm products and production intensity) selected from an initial set of 18 criteria. Biodiversity was summarized into a composite index Bd built with data from 8 different groups: trees, shrubs, grasses and forbs, birds, Saturnidae and Sphingidae moths, Drosophilidae, earthworms and ants. Provision of ecosystem services was quantified by a composite indicator of 6 sub-indicators of soil hydrological functions, C storage and chemical fertility. Increasing intensity of production systems was linked to a significant decrease of indicators of natural capital biodiversity (Bd) and soil based ecosystem services (Es) with 20% and 37.3% variance explained, respectively. No relationship was observed between production systems and an indicator of human wellbeing (Sb) based on a set of 5 criteria identified with the farmers. Findings indicate that early colonizers migrate when a certain level of development has been achieved (as a result of their activities) and are replaced by wealthier populations. An overall indicator of sustainability (Su) – that combines production efficiency (Ep), Sb, Bd and Es indices (ranging from 0.1–1.0) – decreases significantly with the landscape intensification (Li) with 18.7% variance directly explained by this relationship. Su was also significantly related to production systems (36.4% variance explained): while this indicator remained relatively stable with a value of 0.5 across the early and intermediate phases following deforestation, it dropped down considerably (0.2) for production systems based on cattle ranching on highly degraded pastures with less than 2% forest cover remaining. Restoration with sylvopastoral systems allowed some farms of this former group to increase sustainability to a value of 0.35 after less than 5 years. Agroforestry systems on sites deforested at the same time maintained values around 0.5, as they allowed the maximum production efficiencies and maintained relatively high values of the Biodiversity (Bd) and Ecosystem services (Es) indexes. This is evidence that beyond the general negative trade-off between human development and natural capital observed in Amazonia, agro ecological options to revert the trend are quite promising. A general methodological approach for the reconstruction of sustainable landscapes in farms of the deforested Amazonian region is proposed as a conclusion.

Ecosystem stewardship is a framework for actively shaping trajectories of ecological and social change to foster a more sustainable future for species, ecosystems, and society. We apply this framework to conservation challenges and opportunities in the Arctic, where the rapid pace of human-induced changes and their interactions force us now to consider a new relationship between people and the rest of nature. Biodiversity, which has traditionally been the target of conservation efforts, is increasingly affected by human impacts such as energy demand and industrial development that are motivated more by short-term profits than by concerns for societal consequences of long-term arctic biodiversity change. We posit that effective approaches to conservation must (a) foster both ecosystem resilience and human wellbeing, (b) integrate ecological and social processes across scales, and (c) take actions that shape the future rather than seeking only to restore the past. To this end, we identify progress through actions that have been or could be taken at local, national, and international scales to promote arctic resilience and conservation. A stewardship approach to conservation aims to prevent undesirable changes and prepares for adaptation to rapid and uncertain changes that cannot be avoided and for transformation to avoid or escape undesirable states. The greatest opportunity for arctic stewardship at the local scale may lie in building upon culturally engrained (often indigenous) respect for nature and reliance on local environment, empowering it through knowledge and power sharing with national regulatory frameworks. This, in turn, allows connection of drivers with impacts across scales and raises awareness of the value of human–environment relationships. At national and international scales stewardship provides rules for coordinated action to reconcile local and regional conservation actions with those that are motivated by constraints at the global level, to foster ecosystem integrity and human wellbeing in the face of transformative changes in environment, landscapes, species, and society.

While a sustained flow of ecosystem services brings tangible benefits to humans, some ecosystem states and suites of services may be more desired by some people than others. Allocating or using the flow of services is loaded with asymmetries, complex power dynamics and political struggles between groups of people. We argue that the issues associated with such allocation and use questions are poorly integrated into the literatures of resilience, sustainability, and vulnerability. To illustrate this, we focus on three socially constructed factors that inhibit a fuller understanding about how to sustain the flow of ecosystem services: (1) rigidity/poverty traps; (2) power asymmetries; and (3) scientization of policy/politicization of science. These factors limit our ability to assess the sustainable flows of ecosystem services, and in particular to better understand the trade-offs and limits to aggregate human activity. We demonstrate that an improved understanding of the allocation trade-offs and limits to the flows of ecosystem services could result from more applied research that integrates the developing fields of deliberative democracy, pragmatic environmental philosophy, and legitimacy and rule compliance. Without the understanding that such integration would bring, researchers and policy makers risk underestimating the limits on flows of ecosystem services and how to accomplish their provision toward the greater collective - rather than individual - good.

Since the Millennium Ecosystem Assessment, ecosystem service science has made much progress in framing core concepts and approaches, but there is still debate around the notion of cultural services, and a growing consensus that ecosystem use and ecosystem service use should be clearly differentiated. Part of the debate resides in the fact that the most significant sources of conflict around natural resource management arise from the multiple managements (uses) of ecosystems, rather than from the multiple uses of ecosystem services. If the ecosystem approach or the ecosystem service paradigm are to be implemented at national levels, there is an urgent need to disentangle what are often semantic issues, revise the notion of cultural services, and more broadly, practically define the less tangible ecosystem services on which we depend. This is a critical step to identifying suitable ways to manage trade-offs and promote adaptive management. Here we briefly review the problems associated with defining and quantifying cultural ecosystem services and suggest there could be merit in discarding this term for the simpler non-material ecosystem services. We also discuss the challenges in valuing the invaluable, and suggest that if we are to keep ecosystem service definition focused on the beneficiary, we need to further classify these challenging services, for example by differentiating services to individuals from services to communities. Also, we suggest that focussing on ecosystem service change rather than simply service delivery, and identifying common boundaries relevant for both people and ecosystems, would help meet some of these challenges.

Over the last few decades, numerous initiatives have advanced forest landscape restoration in the Amazon, and in 2015 the Brazilian government set an ambitious, still-valid, target to restore 4.8 million hectares of degraded Amazonian land by 2030. This has contributed to an emergent global restoration network that connects multiple stakeholders and processes for funding, implementing and monitoring restoration actions in such a way that prepares various ecosystem services for market integration. The network arose in tandem with the evolution of an institutional framework that includes regulatory requirements within Brazil, global commitments linked to climate change mitigation, corporate sustainability strategies, and the growth of crowd-sourcing activism. This paper presents restoration activities as embedded within a Global Production Network (GPN) for an ecosystem service, which we use as a heuristic device to inform our understanding of emergent environmental governance structures. The resulting multi-scalar, networked mode of environmental governance is presented as a web-like structure co-created by institutional evolution, actor-specific strategies, and interactions between firms and non-firm actors. The article pays particular attention to a case study of how the restoration network manifests territorially in the Upper Xingu region of the Brazilian Amazon. Despite the strong North-South orientation of dominant funding relationships, network governance is also seen to be relational. This is evident from the dissemination of ideas, supply models and seeding techniques from Upper Xingu to other regions of Brazil. These insights could be applied to improve landscape restoration outcomes, and indeed the provisioning of ecosystem services more broadly.

In a context of neo-liberal environmental governance, imperatives for global climate change mitigation are motivating a new round of policy initiatives and projects aimed at carbon forestry: conserving and enhancing forest carbon stocks, and trading these values in emerging carbon markets. In this context modelling and measurement, always significant in framing and justifying forest policy initiatives, are of renewed importance, with a growing array of protocols focused on counting and accounting for forest carbon as a commodity. This article draws on perspectives from science and technology studies and environmental discourse analysis to explore how these modelling and measurement processes are being co-constructed with forest carbon policies and political economies, and applied in project design in local settings. Document analysis and key informant interviews are used to track and illustrate these processes in a pair of case studies of forest carbon projects in Sierra Leone and Ghana. These are chosen to highlight different project types – focused respectively on forest reserve and farm-forestry – in settings with multi-layered histories of people-forest relations, landscape change and prior project intervention. The analysis shows how longer established framings and assessments of deforestation are being re-invoked and re-worked amidst current carbon concerns. We demonstrate that measurement processes are not just technical but social and political, carrying and thus cementing particular views of landscape and social relations that in turn make likely particular kinds of intervention pathway, with fortress style conservation or plantations becoming the dominant approach. In the process, other possibilities – including alternative pathways that might treat and value carbon as part of complex, lived-in landscapes, or respond more adaptively to less equilibrial people–forest relations, are occluded.

Payment for Ecosystem Services (PES) schemes are proliferating but are challenged by insufficient attention to spatial and temporal inter-dependencies, interactions between different ecosystems and their services, and the need for multi-level governance. To address these challenges, this paper develops a place-based approach to the development and implementation of PES schemes that incorporates multi-level governance, bundling or layering of services across multiple scales, and shared values for ecosystem services. The approach is evaluated and illustrated using case study research to develop an explicitly place-based PES scheme, the Peatland Code, owned and managed by the International Union for the Conservation of Nature’s UK Peatland Programme and designed to pay for restoration of peatland habitats. Buyers preferred bundled schemes with premium pricing of a primary service, contrasting with sellers’ preferences for quantifying and marketing services separately in a layered scheme. There was limited awareness among key business sectors of dependencies on ecosystem services, or the risks and opportunities arising from their management. Companies with financial links to peatlands or a strong environmental sustainability focus were interested in the scheme, particularly in relation to climate regulation, water quality, biodiversity and flood risk mitigation benefits. Visitors were most interested in donating to projects that benefited wildlife and were willing to donate around £2 on-site during a visit. Sellers agreed a deliberated fair price per tonne of CO2 equivalent from £11.18 to £15.65 across four sites in Scotland, with this range primarily driven by spatial variation in habitat degradation. In the Peak District, perceived declines in sheep and grouse productivity arising from ditch blocking led to substantially higher prices, but in other regions ditch blocking was viewed more positively. The Peatland Code was developed in close collaboration with stakeholders at catchment, landscape and national scales, enabling multi-level governance of the management and delivery of ecosystem services across these scales. Place-based PES schemes can mitigate negative trade-offs between ecosystem services, more effectively include cultural ecosystem services and engage with and empower diverse stakeholders in scheme design and governance.

Restoring tree cover in tropical countries has the potential to benefit millions of smallholders through improvements in income and environmental services. However, despite their dominant landholding shares in many countries, smallholders’ role in restoration has not been addressed in prior global or pan-tropical restoration studies. We fill this lacuna by using global spatial data on trees and people, national indicators of enabling conditions, and micro-level expert information. We find that by 2050, low-cost restoration is feasible within 280, 200, and 60 million hectares of tropical croplands, pasturelands, and degraded forestlands, respectively. Such restoration could affect 210 million people in croplands, 59 million people in pasturelands and 22 million people in degraded forestlands. This predominance of low-cost restoration opportunity in populated agricultural lands has not been revealed by prior analyses of tree cover restoration potential. In countries with low-cost tropical restoration potential, smallholdings comprise a significant proportion of agricultural lands in Asia (∼76 %) and Africa (∼60 %) but not the Americas (∼3%). Thus, while the Americas account for approximately half of 21st century tropical deforestation, smallholder-based reforestation may play a larger role in efforts to reverse recent forest loss in Asia and Africa than in the Americas. Furthermore, our analyses show that countries with low-cost restoration potential largely lack policy commitments or smallholder supportive institutional and market conditions. Discussions among practitioners and researchers suggest that four principles – partnering with farmers and prioritizing their preferences, reducing uncertainty, strengthening markets, and mobilizing innovative financing – can help scale smallholder-driven restoration in the face of these challenges.
