There is growing acknowledgement of the need for both quantitative and qualitative methods to unravel complex human-environment interactions and inform a more advanced move towards global sustainability. Nonetheless, qualitative methods still play an understated role in climate and ocean change research. One important reason for this are continuing tendencies in the natural sciences to value ‘hard’ and value-free quantitative approaches over ‘soft’ and value-laden qualitative approaches. This paper argues that to overcome such methodological reservations, it is necessary to inform not only about the key characteristics of qualitative research but also – and this has received little attention – about the concrete empirical insights that can be gained from qualitative as opposed to quantitative data, despite sharing the same research focus.The environmental literature still lacks relevant examples from fieldwork that explain in detail how exactly decisive information is elicited from specific qualitative datasets, thereby illustrating how qualitative approaches matter. This paper seeks to help fill this gap by demonstrating to sceptical quantitative researchers the necessity and added value of integrating qualitative data in global environmental change research and highlighting impeding factors. This is done by presenting empirical findings about climate and ocean change adaptation in Norwegian coastal fisheries and elucidating how different qualitative interview techniques reveal that fishers who initially state that they do not worry about climate change actually do worry, and vice versa. Self-categorisation theory from social psychology is used to better explain such contradictory statements. Detecting salient but masked climate concern and understanding the reasons behind it are crucial for avoiding misleading conclusions and effectively tailoring adaptation strategies to the requirements of specific audiences.  相似文献

Two decades ago, an article was published in Global Environmental Change proposing the importance of place attachments, at local and global scales, for understanding human responses to climate change (Feitelson, 1991). Despite concluding that ‘studies of individual's attachment to place may provide important inputs for strategies to enhance the prospects for sharing the globe’ (p. 406, 1991), the article remains overlooked. This article takes up and extends Feitelson's argument for more systematic research on place attachments and climate change. First, the paper critically reviews interdisciplinary literature on place attachment and the related concept of place identity, drawing on scholarship in human geography, environmental and social psychology. The review identifies a lack of cross-disciplinary dialogue, as well as several limitations to the ways that scalar aspects have been researched. Second, climate change research, encompassing adaptation, mitigation and communication that has incorporated place related attachments and identities is critically reviewed; in particular, emerging research on the role of ‘psychological distance’ is critiqued. The article concludes with five recommendations for future research: to capture place attachments and identities at global as well as local scales; to integrate qualitative and quantitative methods that capture constructions of place as well as intensity of attachments and identifications; to investigate links between attachments, identities and collective actions, particular ‘NIMBY’ resistance to adaptation and mitigation strategies; to apply greater precision when investigating spatial frames of risk communication; and to investigate links between global attachments and identities, environmental worldviews and climate change engagement. Finally, the implications of such research for evaluating area-based climate interventions are discussed.  相似文献

The capacity of a nation to address the hydrological impacts of climate change depends on the institutions through which water is governed. Inter-institutional networks that enable institutions to adapt and the factors that hinder smooth coordination are poorly understood. Using water governance in India as an example of a complex top-down bureaucratic system that requires effective networks between all key institutions, this research unravels the barriers to adaptation by combining quantitative internet data mining and qualitative analysis of interviews with representatives from twenty-six key institutions operating at the national level.Institutions' online presence shows a disconnect in the institutional discourse between climate change and water with institutions such as the Ministries of Water Resources, Earth Sciences and Agriculture, indicating a lesser involvement compared to institutions such as the Ministries of Finance, External Affairs, Planning Commission. The online documents also indicate a more centralised inter-institutional network, emanating from or pointing to a few key institutions including the Planning Commission and Ministry of Environment and Forests. However, the interviews suggest more complex relational dynamics between institutions and also demonstrate a gap between the aspirational ideals of the National Water Mission under the National Action Plan on Climate Change and the realities of climate change adaptation. This arises from institutional barriers, including lengthy bureaucratic processes and systemic failures, that hinder effective inter-institutional networks to facilitate adaptation. The study provides new understanding of the involvement and barriers of complex multi-layered institutions in climate change adaptation.  相似文献

This article documents the use of tipping points in climate change discourse to discuss their significance. We review the relevant literature, and discuss the popular emergence of tipping points before their adoption in climate change discourse. We describe the tipping point trend in mainstream US and UK print news media and in the primary scientific literature on climate change by replicating the methodologies of Oreskes [Oreskes, N., 2004. The scientific consensus on climate change. Nature 306, 1686] and Boykoff and Boykoff [Boykoff, M.T., Boykoff, J.M., 2004. Balance as bias: global warming and the US prestige press. There is growing recognition of the importance of ecosystem-based approaches for adaptation to climate change—it is a cost-effective measure that has multiple benefits and can overcome many of the drawbacks of more common engineering adaptation options. Viet Nam has a rich biodiversity and is also one of the most vulnerable countries impacted by climate change. Climate change policies have been adopted at national and local levels as well as by sector, making Viet Nam one of the nations to most systematically fulfill their obligation under the United Nations Framework Convention on Climate Change. Consequently, we have used Viet Nam as a case study, to assess the integration of ecosystem-based approach to adaptation to climate change. We found that ecosystem-based adaptation is being implemented in some projects but, overall, is inadequately considered by Viet Nam’s climate change policies. Instead, policies predominantly rename infrastructure projects as climate change adaptation and focus on hard solutions for disaster reduction, rather than responding to long-term climate change through ecosystem-based adaptation. Moreover, ecosystem-based adaptation projects have focused on only a few relevant types of ecosystems. Viet Nam should revise its existing climate change policies and sectoral strategies to integrate ecosystem-based adaptation across different scales of governance. As other nations develop adaptation policies at different scales, the lesson from Viet Nam is that engineering measures need to be balanced with ecosystem-based adaptation for more affordable and effective responses to climate change.  相似文献

Funding for climate change efforts in developing countries is firmly established in the Articles of the United Nations Framework Convention on Climate Change (UNFCCC). Since the early days of the climate change negotiations, finance has been a key focus of attention and, often, a principal source of tension between developed and developing countries. Understandably, these tensions have led to numerous efforts to reform the financial mechanism of the UNFCCC. The history of reforms of the Global Environment Facility – for some time the only operating entity of the financial mechanism – and the recent establishment of the Green Climate Fund are good examples of such efforts. It is asked here whether these efforts have been sufficient to keep pace with a rapidly changing, more complex and radically different world from that of 1992 when the UNFCCC was signed by most countries in Rio de Janeiro. On the 21st anniversary of the signing of the UNFCCC, the effects that global transformations have had on climate change finance are here explored, and some of the new challenges, as well as emerging opportunities, resulting from the new landscape of climate finance that has emerged as a result are described.

Policy relevance

The climate change negotiations are entering a critical period. The issue of finance is one of the key pillars on which the success of a new deal on a binding agreement depends. A better understanding of the increasing complexity of the climate finance landscape is essential. The world of climate finance and the geopolitics in which it operates have been significantly transformed since the signing of the UNFCCC. A better understanding of this transformation would help policy makers and negotiators find more effective and realistic ways to help unleash the immense amount of financial resources that could potentially be made available for the great challenge that many countries face to address climate change. The need for up-front and significantly scaled-up investments requires effective mechanisms that can leverage and encourage investments into areas where they are most needed to face the challenge of climate change. The role of the Green Climate Fund will be critical in this regard.  相似文献

近年来,全球气候变暖及其对世界经济的影响已经引起了社会各界的关注和重视,判断当前全球的温度变化趋势,已经成为研究气候变化的一个至关重要的问题。进一步发展新的气候变化检测技术以适应全球增暖的新特征则显得尤为重要。因此,结合(1)气候突变和转折检测技术、(2)观测数据信息的分离和提取、(3)气候系统内在复杂性、(4)气候系统动力学结构特征的识别、(5)极端气候事件定义及其检测等方面的气候变化检测技术研究,分别介绍了中国近期气候变化检测技术的研究进展及部分研究成果,主要侧重于新检测技术和方法的介绍。最后,就当前气候变化检测技术方面的一些焦点和难点问题做了简单的讨论。  相似文献

The Special Climate Change (SCC) fund was established by the Marrakesh Accords under the United Nations Framework Convention on Climate Change. This fund will finance climate change activities in the areas of: adaptation, technology transfer, certain specific sectors, and activities to assist oil-exporting countries diversify their economies. These activities are to be complementary to those funded by the Global Environment Facility and by bilateral and multilateral funding. This paper describes the origins of the SCC fund and proposes a framework for the prioritisation of its activities. The fund has a complicated history that is intrinsically linked to numerous Convention issues, which explains the range of activities included in it. The framework proposed is based on certain principles: sound scientific knowledge, the ultimate objective of the Convention, “common but differentiated responsibilities and respective capabilities” and the status of the climate negotiations. This appraisal suggests that the fund should prioritise adaptation, followed by mitigation and finally economic diversification.  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

Knowledge on climate change impacts, adaptation, and vulnerability is fragmented, because it is found in disparate case studies which use inconsistent terminology and focus on distinct aspects relevant to adaptation. While large-scale syntheses such as the Assessment Reports of the Intergovernmental Panel on Climate Change provide a high level overview and are useful for international decision-making, there is a need for systematic and flexible access to this research-based knowledge in order to aid future adaptation research and decision-making. Against this background, we present a ‘conceptual’ meta-analysis, a novel approach to meta-analyse studies on climate change impacts, adaptation, and vulnerability in Europe. The meta-analysis results in a classification scheme for relating the diverse studies. This scheme consists of (i) a classification of studies according to the type of adaptation-relevant results they produce and (ii) a hierarchical classification of the regional and thematic context of studies. The implementation of this scheme, for example in the form of a database, overcomes some of the identified gaps of current adaptation knowledge representation. We furthermore present a quantitative analysis of the classified studies that exemplifies how the developed classification scheme can be applied to get a systematic and quantitative overview of the knowledge they contain. Thus, the conceptual meta-analysis and the classification scheme represent a first step towards a systematisation of knowledge on climate change impacts, adaptation, and vulnerability and may be seen as a useful complement to qualitative literature reviews.  相似文献

Climate change impacts threaten existing development efforts and achieving future sustainability goals. To build resilience and societal preparedness towards climate change, integration of adaptation into development is being increasingly emphasized. To date, much of the adaptation literature has been theoretical, reflecting the absence of empirical data from activities on the ground. However, the Funds established under the United Nations Framework Convention on Climate Change and managed by the Global Environment Facility, the Least Developed Countries Fund, the Special Climate Change Fund and the Strategic Priority for Adaptation, have approved financing for 133 adaptation projects in 70 countries with sufficient documented experience to allow for initial categorization and evaluation. This article provides the first substantial compendium of adaptation actions identified through the allocation and disbursement of these Funds and organizes these actions into a generalized typology of adaptation activities. The information obtained sheds new insight into what adaptation is, in practice, and suggests some next steps to strengthen the empirical database. Ten types of overarching adaptation activities were identified through an analysis of 92 projects financed through these Funds. This paper analyzes these adaptation activities and compares them with theoretical constructs of adaptation typologies. We find that many of the early ideas and concepts advanced by theoreticians are consistent with results from the field. The adaptation categories that recur the most in Global Environment Facility projects are enabling and relatively inexpensive measures, such as those related to capacity building, policy reform, and planning and management. However, a rich panoply of technical actions ranging from information and communications technology, to early warning systems, to new or improved infrastructure, are also identified as common project goals. Future refinements of the costs of various adaptation actions, the mixture of technical and management options, and evaluating the efficacy of actions implemented, will be key to informing the future global adaptation agenda.  相似文献

Local material and symbolic values have to date remained underrepresented in climate change research and policy and this gap is particularly salient in places that have been identified as at significant risk from climate change. In such places, the dominant approach to understanding the effects of climate change has been centred on vulnerability; it has highlighted the social determinants of vulnerability and the differential and uneven distribution of effects. This approach cannot, however, illuminate the diverse and nuanced meanings people attach to specific aspects of their way of life, how the changing climate might affect these, and what this implies for adaptation. To address this gap, this empirical study uses the concept of values, defined as trans-situational conceptions of the desirable that give meaning to behaviour and events, and influence perception and interpretation of situations and events. We develop a set of values from 53 qualitative interviews in two remote communities in subarctic easternmost Canada. It draws on these values to frame how effects of climate change, specifically intangible and subjective effects, are felt, and how responses to them are imagined by those affected. The article argues that values are crucial in shaping perception of climate impacts and adaptation to them. Distinct values, such as tradition, freedom, harmony, safety, and unity shape different interpretations and meaning of impacts, and lead to distinct views on how to adapt to these. Conflicting and competing values can act as barriers to adaptation. The findings imply that adaptation research and policy need to address values explicitly if efforts for planned adaptation are to be perceived as legitimate and effective by those affected by the changing climate.  相似文献

The recent Mexican government study, The Economics of Climate Change in Mexico (ECCM), which has largely influenced Mexico's stance on climate change issues and international negotiations, is critically reviewed. Whilst the importance of such government-supported national studies as a first attempt to provide estimates on the anticipated costs of climate change is recognized, there is scope to strengthen the underlying analysis. It is argued that some of the key policy recommendations of ECCM are weakly supported by its analysis, that it has some methodological weaknesses, and that there are inconsistencies with the approach adopted in the Stern Review. Furthermore, it is likely that the estimated costs severely under-represent future climate change damages in the case of Mexico, which could deter drastic mitigation and adaptation efforts. New estimates of the costs of climate change are presented based on the impact functions of two integrated assessment models.

Policy relevance

Due to its large influence in building a regional view of what climate change could imply for Latin America, the analysis of the ECCM highlights the need to strengthen the analysis of national climate documents to ensure they properly support national/regional policy making. The academic evaluation of national climate change documents is a necessary prerequisite for the development of sound climate policy.  相似文献

This paper analyzes discourses and practices of flood response and adaptation to climate change in Mozambique. It builds on recent publications on climate change adaptation that suggest that the successes and failures of adaptation highly depend on the cultural and political realms of societal perceptions and the sensitivity of institutions. To capture this, the paper adopted a multi-sited ethnographic approach. Acknowledging that there is no central locus of representation that can unveil the working of disaster response in Mozambique, the paper brings together five vignettes of research in different ‘sites’ of concern to the rise in floods in Mozambique. These are the politics of climate change adaptation at the national institutional level, societal responses to increased flooding, local people's responses to floods, the evacuation and resettlement programme following the 2007 flood. The paper finds how adaptation to climate change becomes part of everyday politics, how actors aim to incorporate responses into the continuation of their normal behavior and how elites are better positioned to take advantage of adaptation programmes than the vulnerable people that were targeted. It argues that climate change adaptation must be made consonant with historically grown and ongoing social and institutional processes. It concludes with lessons that the analysis and methodology of the research can provide for the practice of climate change adaptation.  相似文献

Adaptation has emerged as an important area of research and assessment among climate change scientists. Most scholarly work has identified resource constraints as being the most significant determinants of adaptation. However, empirical research on adaptation has so far mostly not addressed the importance of measurable and alterable psychological factors in determining adaptation. Drawing from the literature in psychology and behavioural economics, we develop a socio-cognitive Model of Private Proactive Adaptation to Climate Change (MPPACC). MPPACC separates out the psychological steps to taking action in response to perception, and allows one to see where the most important bottlenecks occur—including risk perception and perceived adaptive capacity, a factor largely neglected in previous climate change research. We then examine two case studies—one from urban Germany and one from rural Zimbabwe—to explore the validity of MPPACC to explaining adaptation. In the German study, we find that MPPACC provides better statistical power than traditional socio-economic models. In the Zimbabwean case study, we find a qualitative match between MPPACC and adaptive behaviour. Finally, we discuss the important implications of our findings both on vulnerability and adaptation assessments, and on efforts to promote adaptation through outside intervention.  相似文献

Policy measures regarding adaptation to climate change include efforts to adjust socio-economic and ecologic systems. Colombia has undertaken various measures in terms of climate change mitigation and adaptation since becoming a party of the Kyoto protocol in 2001 and a party of the United Nations Framework Convention on Climate Change (UNFCCC) in 1995. The first national communication to the UNFCCC stated how Colombian agriculture will be severely impacted under different emission scenarios and time frames. The analyses in this document further support that climate change will severely threaten the socioeconomics of Colombian agriculture. We first query national data sources to characterize the agricultural sector. We then use 17 Global Circulation Model (GCM) outputs to quantify how Colombian agricultural production may be affected by climate change, and show the expected changes to years 2040–2069 (“2050”) under the A2 scenario of the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios (SRES-A2) and the overall trends in both precipitation and temperature to 2100. We then evaluate expected changes within different regions and measure the proportion of area affected within each crop’s distributional range. By 2050, climatic change in Colombia will likely impact 3.5 million people, 14?% of national GDP corresponding to agriculture, employment of 21?% of the population, agro-industries, supply chains, and food and nutritional security. If no adaptation measures are taken, 80?% of crops would be impacted in more than 60?% of their current areas of cultivation, with particularly severe impacts in high value perennial and exportable crops. Impacts also include soil degradation and organic matter losses in the Andes hillsides; likely flooding in the Caribbean and Pacific coasts; niche losses for coffee, fruit, cocoa, and bananas; changes in prevalence of pests and diseases; and increases in the vulnerabilities of non-technically developed smallholders. There is, however, still time to change the current levels of vulnerability if a multidisciplinary focus (i.e., agronomic, economic, and social) in vulnerable sectors is undertaken. Each sub-sector and the Government need to invest in: (1) data collection, (2) detailed, regionally-based impact assessments, (3) research and development, and (4) extension and technology transfer. Support to vulnerable smallholders should be given by the state in the form of agricultural insurance systems contextualized under the phenomenon of climate change. A national coordination scheme led by (but not restricted to) the Ministry of Agriculture and Rural Development (MADR) with the contributions of national and international institutions is needed to address agricultural adaptation.  相似文献

In many countries around the world impacts of climate change are assessed and adaptation options identified. We describe an approach for a qualitative and quantitative assessment of adaptation options to respond to climate change in the Netherlands. The study introduces an inventory and ranking of adaptation options based on stakeholder analysis and expert judgement, and presents some estimates of incremental costs and benefits. The qualitative assessment focuses on ranking and prioritisation of adaptation options. Options are selected and identified and discussed by stakeholders on the basis of a sectoral approach, and assessed with respect to their importance, urgency and other characteristics by experts. The preliminary quantitative assessment identifies incremental costs and benefits of adaptation options. Priority ranking based on a weighted sum of criteria reveals that in the Netherlands integrated nature and water management and risk based policies rank high, followed by policies aiming at ‘climate proof’ housing and infrastructure.  相似文献

A growing body of research documents how individuals respond to local impacts of global climate change and a range of policy efforts aim to help individuals reduce their exposure and improve their livelihoods despite these stressors. Yet there is still limited understanding of how to determine whether and how adaptation is occurring. Through qualitative analysis of focus group interviews, I evaluated individual behavioral responses to local forest stressors that can arguably be linked to global climate change among landowners in the Upper Midwest, USA. I found that landowner responses were planned as well as autonomous, more proactive than reactive, incremental rather than transformational, and aimed at being resilient to change and transitioning to new conditions, rather than resisting change alone. Many of the landowners’ responses can be considered forms of adaptation, rather than coping, because they were aimed at moderating and avoiding harm on long time horizons in anticipation of change. These findings stand in contrast to the short-term, reactive, and incremental responses that current socio-psychological theories of adaptation suggest are more typical at the individual level. This study contributes to scientific understanding of how to evaluate behavioral adaptation to climate change and differentiate it from coping, which is necessary for developing conceptually rigorous analytical frameworks to guide research and policy.  相似文献
