Human adaptation to climate change is comprised of “adjustments” in response to (or anticipation of) climatic impacts. Adaptation does not necessarily imply favorable or equitable change, nor does it automatically imply sustainable use of ecosystems. “Sustainable adaptation” in this case implies strategic, collective action to respond to or anticipate harmful climate change to reduce disruption to key resource flows and adverse effects on general well-being. This research examined social-ecological system responses to recent warming trends in the remote northwest region of Interior Alaska using a unique vulnerability and adaptive capacity assessment (VA) approach that integrated indigenous observations and understanding of climate (IC) with western social and natural sciences. The study found that Alaska Native communities that were historically highly mobile and flexible across the landscape for subsistence hunting are increasingly restricted by the institutional rigidity of the regulatory system for wildlife and subsistence management. This has resulted in negative impacts to game harvest access and success threatening food security and community well-being. This suggests that policies limiting the ability of natural resource-dependent societies to be flexible, diversify, or innovate can threaten livelihoods and exacerbate vulnerability. Nevertheless, opportunities for sustainable adaptation exist where wildlife management is adaptive and includes an understanding of and response to climate variability and slow-onset climate change with the human dimensions of subsistence hunting for more effective “in-season” management.  相似文献

Vulnerability of Himalayan transhumant communities to climate change   总被引:1,自引:0,他引:1  
Climate change vulnerability depends on who you are, where you are and what you do. The indigenous communities who primarily depend on natural resources for subsistence livelihoods are among the first and most affected by climate change. Climate models have predicted pronounced warming in high altitude regions of the Himalayas. The transhumant communities of the Himalayas follow traditional lifestyles based on seasonal livestock rearing and subsistence agriculture. There is however, no information on how vulnerable transhumant communities are to climate change, and how vulnerability of transhumant herders differs across the mountainous areas of Nepal. Based on semi-structured interviews with transhumant herders and using the IPCC climate change vulnerability framework, this study assessed and compared the vulnerability of transhumant communities from three districts representing Eastern, Central and Western mountainous region of Nepal. The results showed that the livelihood vulnerability and the climate change vulnerability differ across sites; both of them having lowest index values in the Central region. The vulnerability dimensions viz. exposure, sensitivity and adaptive capacity are largely influenced by diversity in livelihood strategies, income sources and crops, and access to food, water and health facilities. The findings will inform the design of policies and programmes to reduce vulnerability and enhance adaptive capacity of indigenous communities in general and the transhumant communities of the Himalayas in particular.  相似文献

This paper provides an overview of climate change impacts on tribal water resources and the subsequent cascading effects on the livelihoods and cultures of American Indians and Alaska Natives living on tribal lands in the U.S. A hazards and vulnerability framework for understanding these impacts is first presented followed by context on the framework components, including climate, hydrologic, and ecosystem changes (i.e. hazards) and tribe-specific vulnerability factors (socioeconomic, political, infrastructural, environmental, spiritual and cultural), which when combined with hazards lead to impacts. Next regional summaries of impacts around the U.S. are discussed. Although each tribal community experiences unique sets of impacts because of their individual history, culture, and geographic setting, many of the observed impacts are common among different groups and can be categorized as impacts on—1) water supply and management (including water sources and infrastructure), 2) aquatic species important for culture and subsistence, 3) ranching and agriculture particularly from climate extremes (e.g., droughts, floods), 4) tribal sovereignty and rights associated with water resources, fishing, hunting, and gathering, and 5) soil quality (e.g., from coastal and riverine erosion prompting tribal relocation or from drought-related land degradation). The paper finishes by highlighting potentially relevant research questions based on the five impact categories.  相似文献

In much of sub-Saharan Africa, considerable research exists on the impacts of climate change on social-ecological systems. Recent adaptation studies emphasize sectoral vulnerability and largely physical adaptation strategies that mirror anti-desertification plans. The adaptive role of subsistence farmers, the vulnerable ‘target’ population, is largely overlooked. This article aims to fill this gap by putting the views from the vulnerable in the center of the analysis. Drawing from participatory risk ranking and scoring among smallholders in central Senegal, data on multiple hazards indicate that farmers’ adaptive capacity to climate change is undermined by poor health, rural unemployment, and inadequate village infrastructure. Results from conceptual mapping reveal incomplete understanding of causes and consequences of climate change. Yet, shared knowledge and lessons learned from previous climatic stresses provide vital entry points for social learning and enhanced adaptive capacity to both wetter and drier periods now and in the future.  相似文献

A dynamic global vegetation model (DGVM) is coupled to an atmospheric general circulation model (AGCM) to investigate the influence of vegetation dynamics on climate change under conditions of global warming. The model results are largely in agreement with observations and the results of previous studies in terms of the present climate, present potential vegetation, present net primary productivity (NPP), and pre-industrial carbon budgets. The equilibrium state of climate properties are compared among pre-industrial, doubled, and quadrupled atmospheric CO2 values using DGVM–AGCM and current AGCM with fixed vegetation to evaluate the influence of dynamic vegetation change. We also separated the contributions of temperature, precipitation and CO2 fertilization on vegetation change. The results reveal an amplification of global warming climate sensitivity by 10% due to the inclusion of dynamic vegetation. The total effects of elevated CO2 and climate change also lead to an increase in NPP and vegetation coverage globally. The reduction of albedo associated with this greening results in enhanced global warming. Our separation analysis indicates that temperature alters vegetation at high latitudes such as Siberia or Alaska, where there is a switch from tundra to forest. On the other hand, CO2 fertilization provides the largest contribution to greening in arid/semi-arid region. Precipitation change did not cause any drastic vegetation shift.  相似文献

Coral reefs support the livelihood of millions of people especially those engaged in marine fisheries activities. Coral reefs are highly vulnerable to climate change induced stresses that have led to substantial coral mortality over large spatial scales. Such climate change impacts have the potential to lead to declines in marine fish production and compromise the livelihoods of fisheries dependent communities. Yet few studies have examined social vulnerability in the context of changes specific to coral reef ecosystems. In this paper, we examine three dimensions of vulnerability (exposure, sensitivity, and adaptive capacity) of 29 coastal communities across five western Indian Ocean countries to the impacts of coral bleaching on fishery returns. A key contribution is the development of a novel, network-based approach to examining sensitivity to changes in the fishery that incorporates linkages between fishery and non-fishery occupations. We find that key sources of vulnerability differ considerably within and between the five countries. Our approach allows the visualization of how these dimensions of vulnerability differ from site to site, providing important insights into the types of nuanced policy interventions that may help to reduce vulnerability at a specific location. To complement this, we develop framework of policy actions thought to reduce different aspects of vulnerability at varying spatial and temporal scales. Although our results are specific to reef fisheries impacts from coral bleaching, this approach provides a framework for other types of threats and different social-ecological systems more broadly.  相似文献

The response of terrestrial ecosystems to climate warming has important implications to potential feedbacks to climate. The interactions between topography, climate, and disturbance could alter recruitment patterns to reduce or offset current predicted positive feedbacks to warming at high latitudes. In northern Alaska the Brooks Range poses a complex environmental and ecological barrier to species migration. We use a spatially explicit model (ALFRESCO) to simulate the transient response of subarctic vegetation to climatic warming in the Kobuk/Noatak River Valley (200 × 400 km) in northwest Alaska. The model simulations showed that a significantly warmer (+6 °C) summer climate would cause expansion of forest through the Brooks Range onto the currently treeless North Slope only after a period of 3000–4000 yr. Substantial forest establishment on the North Slope didnot occur until temperatures warmed 9 °C, and only following a 2000 yr time lag. The long time lags between change in climate and change in vegetation indicate current global change predictions greatly over-estimate the response of vegetation to a warming climate in Alaska. In all the simulations warming caused a steady increase in the proportion of early successional deciduous forest. This would reduce the magnitude of the predicted decrease in regional albedo and the positive feedback to climate warming. Simulation of spruce forest refugia on the North Slope showed forest could survive with only a 4 °C warming and would greatly reduce the time lag of forest expansion under warmer climates. Planting of spruce on the North Slope by humans could increase the likelihood of large-scale colonization of currently treeless tundra. Together, the long time lag and deciduous forest dominance would delay the predicted positive regional feedback of vegetation change to climatic warming. These simulated changes indicate the Brooks Range would significantly constrain regional forest expansion under a warming climate, with similar implications for other regions possessing major east-west oriented mountain ranges.  相似文献

We used dendroclimatology to quantify inter-annual to multi-decadal climatic variation effects on white spruce radial growth in southwest Yukon, Canada. Local climate is dry and cold, such that tree growth was primarily moisture- rather than temperature-limited, although the mechanisms varied temporally. During the 20th century, significant increases in precipitation countered warming temperatures, so that heat?moisture indices have not changed significantly. Directional climatic change, superimposed on variation due to the Pacific Decadal Oscillation (PDO), resulted in unstable climate?growth relations. Prior to 1977, ring widths were positively correlated with previous growing season precipitation and warm temperatures had a negative impact, exacerbating moisture limitations in dry years especially during the cool, dry negative PDO phase (1946?1976). After 1977, correlations with previous growing season precipitation became negative and correlations with previous fall and winter precipitation and current year July and August temperatures became positive, although not statistically significant. These changes suggest precipitation and temperature increases over recent decades benefitted white spruce growth. Climate projections for this region include further temperature and precipitation increases, which may promote white spruce growth depending on the seasonality and interactions between temperature and precipitation. This study demonstrated the complexity of potential responses of white spruce to climate variation and change.  相似文献

Research on vulnerability and adaptation in social-ecological systems (SES) has largely centered on climate change and associated biophysical stressors. Key implications of this are twofold. First, there has been limited engagement with the impacts of social drivers of change on communities and linked SES. Second, the focus on climate effects often assumes slower drivers of change and fails to differentiate the implications of change occurring at different timescales. This has resulted in a body of SES scholarship that is under-theorized in terms of how communities experience and respond to fast versus slow change. Yet, social and economic processes at global scales increasingly emerge as ‘shocks’ for local systems, driving rapid and often surprising forms of change distinct from and yet interacting with the impacts of slow, ongoing ‘trends’. This research seeks to understand the nature and impacts of social shocks as opposed to or in concert with trends through the lens of a qualitative case study of a coastal community in Mexico, where demand from international seafood markets has spurred rapid development of a sea cucumber fishery. Specifically, we examined what different social-ecological changes are being experienced by the community, how the impacts of the sea cucumber fishery are distinct from and interacting with slower ongoing trends and how these processes are affecting system vulnerability, adaptations and adaptive capacity. We begin by proposing a novel framework for conceptualizing impacts on social systems, as comprised of structures, functions, and feedbacks. Our results illustrate how the rapid-onset of this fishery has driven dramatic changes in the community. New challenges such as the ‘gold-rush-style’ arrival of new actors, money, and livelihoods, the rapid over-exploitation of fish stocks, and increases in poaching and armed violence have emerged, exacerbating pressures from ongoing trends in immigration, overfishing and tourism development. We argue that there is a need to better understand and differentiate the social and ecological implications of shocks, which present novel challenges for the vulnerability and adaptive capacity of communities and the sustainability of marine ecosystems.  相似文献

The Tibetan Plateau has experienced rapid warming like most other alpine regions. Regional assessments show rates of warming comparable with the arctic region and decreasing Asian summer monsoons. We used meteorological station daily precipitation and daily maximum and minimum temperature data from 80 stations in the eastern Tibetan Plateau of southwest China to calculate local variation in the rates and seasonality of change over the last half century (1960–2008). Daily low temperatures during the growing season have increased greatly over the last 24 years (1984–2008). In sites of markedly increased warming (e.g., Deqin, Yunnan and Mangya, Qinghai), daily and growing season daily high temperatures have increased at a rate above 5 °C/100 years. In Deqin, precipitation prior to the 1980s fell as snow whereas in recent decades it has shifted to rain during March and April. These shifts to early spring rains are likely to affect plant communities. Animals like yaks adapted to cold climates are also expected to show impacts with these rising temperatures. This region deserves further investigation to determine how these shifts in climate are affecting local biodiversity and livelihoods.  相似文献

Agricultural insurance programs are currently being championed by international donors in many developing countries. They are acclaimed as promising instruments for coping with climate risk. However, research on their impacts has mainly focused on economic considerations. Studies on broader social and ecological consequences are sparse and have produced ambiguous and inconclusive results. We address this knowledge deficit by (a) advocating for a holistic view of social-ecological systems and vulnerability when considering insurance impacts; (b) offering a systematic overview highlighting the potential beneficial and adverse effects of ‘climate insurance’ in agriculture, particularly where programs target intensifying agricultural production; and (c) suggesting preliminary principles for avoiding maladaptive outcomes, including specific recommendations for designing appropriate impact studies and insurance programs. Our synopsis brings together scientific knowledge generated in both developing and developed countries, demonstrating that agricultural insurance programs shape land-use decisions and may generate serious economic, social, and ecological consequences. If insurance is to be an appropriate tool for mitigating the impacts of climate change, it needs to be carefully developed with specific local social-ecological contexts and existing risk coping strategies in mind. Otherwise, it is liable to create long-term maladaptive outcomes and undermine the ability of these systems to reduce vulnerability.  相似文献

Abstract

We assessed the impacts of some key Pacific ocean‐atmosphere circulation patterns on annual cycles of temperature and precipitation across British Columbia, Yukon, and southeast Alaska. The El Niño‐Southern Oscillation (ENSO), the Pacific Decadal Oscillation (PDO), and ENSO conditional on PDO states were considered in composite analyses of 71 long, high‐quality datasets from surface meteorological stations. Month‐by‐month, station‐by‐station Monte Carlo bootstrap tests were employed to assess statistical significance. The results trace precipitation and temperature responses as a function of location, season, and climate mode. In summary, temperature responses were relatively uniform, with higher (lower) temperatures during the warm (cool) phases of these circulation patterns. Nevertheless, strength and seasonal persistence varied considerably with location and climate mode. Impacts were generally most consistent in winter and spring but could extend through most of the year. Overall spatiotemporal patterns in precipitation response were decoupled from those in temperature and were far more heterogeneous. Complexities in precipitation signals included north‐south inverse teleconnectivity along the Pacific coast, with a zero‐response hinge point in the approximate vicinity of northern Vancouver Island; seasonally opposite anomalies in several interior regions, which might conceivably reflect contrasting effects of Pacific climate modes on wintertime frontal storms versus summertime convective storms; and a consistent lack of substantial response in northwestern British Columbia and possibly southwestern Yukon, conjectured to reflect complications associated with the Icefield Ranges. The product is intended primarily as a basic‐level set of climate response maps for hydrologists, biologists, foresters, and others who require empirical assessments of relatively local‐scale, year‐round ENSO and PDO effects across this broad region.  相似文献

Climate change-induced sea-level rise, sea-surface warming, and increased frequency and intensity of extreme weather events puts the long-term ability of humans to inhabit atolls at risk. We argue that this risk constitutes a dangerous level of climatic change to atoll countries by potentially undermining their national sovereignty. We outline the novel challenges this presents to both climate change research and policy. For research, the challenge is to identify the critical thresholds of change beyond which atoll social-ecological systems may collapse. We explain how thresholds may be behaviorally driven as well as ecologically driven through the role of expectations in resource management. The challenge for the international policy process, centred on the UN Framework Convention on Climate Change (UNFCCC), is to recognize the particular vulnerability of atoll countries by operationalising international norms of justice, sovereignty, and human and national security in the regime.  相似文献

Sea level rise is one of the most pressing climate adaptation issues around the world. Often, coastal communities are interdependent in their exposure to sea level rise – if one builds a seawall, it will push water to another – and would benefit from a coordinated adaptive response. The literature on social-ecological systems (SES) calls for actors placed at higher levels of governance (e.g. regional government in a metropolitan area) to improve coordination between local managers by serving as brokers. However, we lack empirical insight on how higher-level actors might improve coordination in practice, and theoretical development on the implications of their intermediation. To address these gaps, we study the case of adaptation to sea level rise in the San Francisco Bay Area. We build a social-ecological network of social actors and shoreline segments using original survey data and simulated scenarios of tidal and traffic interdependencies between shoreline segments. We perform a frequency analysis of network motifs that operationalize social-ecological ‘fit’ in the context of the Bay Area. We find that regional actors and non-governmental organizations increase social-ecological fit by providing intermediation between actors who work on different shoreline segments, whether interdependent or not. This shows that these actors provide adaptive social-ecological fit, future-proofing the Bay Area to current and future climate adaptation challenges.  相似文献

Small-scale fisheries in developing regions are particularly vulnerable to climate change, but the assessment of climate-induced changes and impacts are often hampered by the data poor-situation of these social-ecological systems. Based on 40 years of scientific and local ecological knowledge, we provide a coherent narrative about the effects of a marine hotspot of climate change on a small-scale fishery across different geographical and temporal scales. We applied a mixed-methods approach to assess biophysical changes, social-ecological impacts, and the incremental spectrum of actions implemented at multiple levels to increase the adaptive capacity of a small-scale clam fishery. The warming hotspot here analyzed was the fastest-warming region in the South Atlantic Ocean. Long-term changes in wind intensity and direction were also noticeable at a regional scale. Both sea surface temperature and winds showed a clear shifting pattern in the late 1990 s. These climate-related stressors determined ecosystem and targeted population changes (e.g. clam mass mortalities, slow stock recovery rates after ecological shocks, habitat narrowing), and favored harmful algal bloom-forming organisms. Climate-induced drivers also affected the human component of the social-ecological system, preventing fishers from securing a fulltime livelihood and limiting the fishery economic potential. Adaptive responses at multiple levels provided some capacity to address climate change effects, and transformative pathways are being taken to adapt to climate-induced changes over the long-term. Transformative changes were fostered by the local perception of environmental change, shared narratives, sustained scientific monitoring programs, and the interaction between knowledge systems, facilitated by a bridging organization within a broader process of governance transformation. The combination of autonomous adaptations (based on linking social capital and fishery leaders agency) and government-led adaptations were essential to face the challenges imposed by climate change. Our results serve as a learning platform to anticipate threats and envision solutions to a wide range of small-scale fisheries in fast-warming regions worldwide.  相似文献

In this study, we investigated the response of trees growing at the cold margins of the boreal forest to climate variation in the 20th century. Working at eight sites at and near alpine and arctic treeline in three regions in Alaska, we compared tree growth (from measured tree ring-widths) to historical climate data to document how growth has responded to climate variation in the 20th century. We found that there was substantial regional variability in response to climate variation. Contrary to our expectations, we found that after 1950 warmer temperatures were associated with decreased tree growth in all but the wettest region, the Alaska Range. Although tree growth increased from 1900–1950 at almost all sites, significant declines in tree growth were common after 1950 in all but the Alaska Range sites. We also found that there was substantial variability in response to climate variation according to distance to treeline. Inverse growth responses to temperature were more common at sites below the forest margin than at sites at the forest margin. Together, these results suggest that inverse responses to temperature are widespread, affecting even the coldest parts of the boreal forest. Even in such close proximity to treeline, warm temperatures after 1950 have been associated with reduced tree growth. Growth declines were most common in the warmer and drier sites, and thus support the hypothesis that drought-stress may accompany increased warming in the boreal forest.  相似文献

In current scientific efforts to harness complementarity between resilience and vulnerability theory, one response is an ‘epistemological shift’ towards an evolutionary, learning based conception of the ‘systems-actor’ relation in social-ecological systems. In this paper, we contribute to this movement regarding the conception of stakeholder agency within social-ecological systems. We examine primary evidence from the governance of post-disaster recovery and disaster risk reduction efforts in Thailand's coastal tourism-dependent communities following the 2004 Indian Ocean Tsunami. Through an emerging storyline from stakeholders, we construct a new framework for conceptualising stakeholder agency in social-ecological systems, which positions the notion of resilience within a conception of governance as a negotiated normative process. We conclude that if resilience theory is proposed as the preferred approach by which disaster risk reduction is framed and implemented, it needs to acknowledge much more explicitly the role of stakeholder agency and the processes through which legitimate visions of resilience are generated.  相似文献

鉴于我国东部地区对全球气候变化的高度敏感性,本文应用1960~2014年的CRU和HadISST等全球地表(地球表面的简称,包括陆地和海洋表面,下同)温度再分析资料,采用地理等温线和春、秋季(代表月地表温度)时间的变迁速度等指标,分析了全球和中国东部地区的气候变化速度以及春、秋季物候的变化。结果显示:(1)自1960年以来,全球地表温度呈现十分清晰的上升趋势,其中,北半球(陆地)比南半球(海洋)变暖更显著,地理等温线向两极方向迁移;(2)南、北半球的春(秋)季明显提前(滞后);(3)中国东部地表温度呈快速上升趋势,陆地升温虽普遍快于海洋,但东部海域升温快于相邻的陆地,地理等温线总体向北迁移,海域的春、秋季物候变化较陆地显著;(4)中国东部生物物候受气候变化影响明显,海域地理等温线的北移受到沿岸地形的抑制,海洋生物适应气候变化的能力受到限制,海洋生态系统及生物多样性将面临气候变化带来的显著风险。  相似文献

In the past decade, polar bears have become the poster species of climate change. But in March 2013, a joint proposal by the governments of the United States and the Russian Federation to up-list polar bears to Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) diverted public attention from climate change towards the hunting of polar bears. Prior to a vote on the proposal, non-governmental organisations spear-headed a media campaign to support the up-listing. In the United Kingdom the campaign received support from celebrities and was widely reported in English language news media. Narratives of commercial legal and illegal polar bear hunting and the imminent extinction of polar bears were aggressively promoted, rhetorically supported by the manipulation of trade and scientific data. By rendering discourses of commercial hunting and a lucrative global trade in polar bear parts highly visible, sustainable hunting and climate change-induced habitat loss were rendered invisible. Media reports of commercial hunting de-coupled polar bear conservation from climate change mitigation, and disassociated polar bear hunting from regulated indigenous subsistence practices. A review of current polar bear conservation measures and an analysis of media coverage leading up to the CITES decision reveal these conflicting discourses, and suggest that more nuanced media coverage of polar bear conservation is necessary if appropriate multilateral conservation policies are to be enacted and publicly supported.  相似文献

Climatology and interannual variations of wintertime extratropical cyclone frequency in CCSM3 twentieth century simulation are compared with the NCEP/NCAR reanalysis during 1950–1999. CCSM3 can simulate the storm tracks reasonably well, although the model produces slightly less cyclones at the beginning of the Pacific and Atlantic storm tracks and weaker poleward deflection over the Pacific. As in the reanalysis, frequency of cyclones stronger than 980 hPa shows significant correlation with the Pacific/North America (PNA) teleconnection pattern over the Pacific region and with the North Atlantic Oscillation (NAO) in the Atlantic sector. Composite maps are constructed for opposite phases of El Nino-Southern Oscillation (ENSO) and the NAO and all anomalous patterns coincide with observed. One CCSM3 twenty-first century A1B scenario realization indicates there is significant increase in the extratropical cyclone frequency on the US west coast and decrease in Alaska. Meanwhile, cyclone frequency increases from the Great Lakes region to Quebec and decreases over the US east coast, suggesting a possible northward shift of the Atlantic storm tracks under the warmer climate. The cyclone frequency anomalies are closely linked to changes in seasonal mean states of the upper-troposphere zonal wind and baroclinicity in the lower troposphere. Due to lack of 6-hourly outputs, we cannot apply the cyclone-tracking algorithm to the other eight CCSM3 realizations. Based on the linkage between the mean state change and the cyclone frequency anomalies, it is likely a common feature among the other ensemble members that cyclone activity is reduced on the East Coast and in Alaska as a result of global warming.  相似文献
