This paper offers a normative analysis of the current negotiations on reducing emissions from deforestation and forest degradation (REDD) under the United Nations Framework Convention on Climate Change (UNFCCC). Drawing on existing theories of distributive justice, we seek to determine which interpretations of equity are embodied in the key proposals and policy approaches to REDD in the run up to a post-Kyoto climate agreement. Our analysis indicates that whilst the various proposals are characterised by different and sometimes contradictory notions of equity, it is the ideas that are more consistent with neoliberal concepts of justice that tend to prevail. The result is that despite abiding contestations and controversies, emerging REDD policy solutions for the post-2012 climate regime looks very likely to reflect a commitment to market-based approaches to forest governance. However, whilst such market-based approaches might serve the preferences of powerful players, their effectiveness in terms of forest preservation, the protection of indigenous peoples and sustainable community development remains extremely dubious. On a broader note, our analysis reinforces the growing realization that the international arena is not beyond the pale of moral arguments but rather that the governance of global environmental change implicates elemental ethical questions regarding which ways of life human beings ought to pursue.  相似文献

Deforestation is a main threat to the biosphere due to its contribution to biodiversity loss, carbon emissions, and land degradation. Most deforestation is illegal and continues unabated, representing around half of the total deforestation in the tropics and subtropics. Quantifying illegal deforestation is challenging, let alone assessing the social and institutional processes underlying its occurrence. We tackle this challenge by quantifying the relative influence of individual (i.e., landholders’ power, landholding size) and contextual (i.e., subnational institutions, agricultural suitability) factors on the type and size of illegal deforestation in the Argentine Dry Chaco, a major commodity production frontier and global deforestation hotspot. We build a Bayesian network fed with data of 244 illegal deforestation events, obtained from journalistic articles, grey literature, key informant interviews, and geospatial analyses. The results reveal that more powerful landholders were associated with larger illegal deforestation events. Policy simulations suggest that higher concentration of land in the hands of powerful landholders and more flexible subnational forest regulations would escalate illegal deforestation. This points to the need for a smart policy mix that integrates across economic, agricultural, and environmental sectors to halt illegal deforestation at commodity production frontiers. A land tenure reform can facilitate forest protection, while incentives to land-use diversification and the criminal prosecution of illegal deforestation are critical to shift landholder behavior towards more balanced production and conservation outcomes.  相似文献

Since 2005, Parties to the UNFCCC have been negotiating policy options for incentivizing reductions of (greenhouse gas) emissions from deforestation and degradation (REDD) in a future climate regime. Proposals on how to operationalize REDD range from market-based to pure fund-based approaches. Most of the current proposals suggest accounting for REDD at the national level. Accounting for emission reductions and implementing policy reform for curbing deforestation will take time and imply high levels of technical and institutional capacity. Therefore it is essential that developing countries receive sufficient support to implement national REDD programmes. To save time and ensure prompt action in reducing deforestation, a REDD approach is proposed that integrates project-level and subnational REDD schemes into national-level accounting. This ‘nested approach’ can achieve meaningful reductions in GHG emissions from improved forest governance and management, while allowing for an immediate and broad participation by developing countries, civil society and the private sector.  相似文献

Mountains are critical ecosystems that have a strong influence far beyond their topographic boundaries. More than 50 million people inhabit the Himalayas, and more than one billion people depend on the ecosystem services they provide. Anthropogenic activities have driven concurrent deforestation and regeneration in the Himalayas, and interventions to reduce forest loss and promote forest recovery require a synthetic understanding of the complex and interacting drivers of forest change. We conducted a systematic review of case studies from 1984 to 2020 (n = 137) and combined a system dynamics approach with a causal network analysis to identify, map and articulate the relationships between the drivers, actors and mechanisms of forest change across the entirety of the Himalayan mountain range. In total, the analysis revealed five proximate drivers, 12 underlying drivers, two institutional factors and five ‘other’ factors connected by a total of 221 linkages. Forest change dynamics have been dominated by widespread smallholder agriculture, extensive non-timber forest product extraction, widespread commercial and non-commercial timber extraction, and high rates of agricultural abandonment. Underlying drivers include population growth, poor agricultural productivity, international support for development projects, and successful community forest management systems. Contradictory linkages emerge from a combination of contextual factors, which can have negative impacts on conservation goals. Global processes such as shifts in governance, transnational infrastructure-development programs, economic slowdowns, labor migrations and climate change threaten to destabilize established dynamics and change forest trajectories. The underlying and proximate drivers interact through multiple pathways that can be utilized to achieve conservation goals. Based on this analysis, we highlight five thematic focus areas to curtail forest loss and promote recovery: (1) decreasing the population pressure, (2) sustainable increase of agricultural productivity, (3) strengthening of forest management institutions, (4) leveraging tourism growth and sustainable infrastructure expansion, and (5) fuel transition and establishing firewood plantations on degraded land. The broader adoption of systems thinking, and specifically a system dynamics approach and causal network analysis, will greatly enhance the rigour of policy development, help design site-specific interventions at multiple spatial scales which can respond to local and global changes, and guide deeper inquiry to enhance our understanding of driver-forest dynamics.  相似文献

Supply chain interventions, which include certification schemes and zero-deforestation commitments that aim to produce environmentally and socially beneficial outcomes, are increasingly common, but evidence of their efficacy is scarce. We quantified avoided deforestation from Brazil's zero-deforestation cattle agreements by exploiting variation in the policy's rollout and the acquisition of slaughterhouses by the agreements’ signatories from 2007 to 2015 in the Amazonian states of Mato Grosso and Pará. We found no average impact of the agreements on forest cover in the regions surrounding signatory slaughterhouses by the end of 2014. Our results show avoided deforestation of about 6% from the agreements on properties that enrolled early in the rural environmental land registry. However, forest loss increased commensurately on those properties that registered later, thus washing out the positive conservation effects from the early registrants. Our results also highlight that slaughterhouses bought plants in regions with higher deforestation both before and after the agreement, suggesting that companies are not avoiding these important hotspots. We conclude that the agreements have led to some avoided deforestation on registered properties, whose boundaries are transparent and publicly accessible, but that more robust reductions in deforestation will require additional action. The agreements could be made more effective by expanding monitoring to include all properties in the supply chain, as well as ensuring that all slaughterhouses monitor.  相似文献

Due to human activities, most natural ecosystems of the world have disappeared and the rest are threatened. At a global scale, 40% of the remaining forests occur in Indigenous Peoples Lands (IPL). While several studies show that IPL contribute to conserve forest-cover and halt forest-loss, other studies have found opposite results. The differing results on the role of IPL in forest conservation and loss are probably because of the effect of other variables, e.g. land tenure security. In this study, we addressed the role of IPL in forest conservation and loss, differentiating IPL with land-tenure security (IPL-S) and insecurity (IPL-I). We worked in a deforestation hotspot, the South American Dry Chaco region. First, we mapped IPL in the Dry Chaco. Then, covering the period 2000–2019, we measured forest cover and loss in IPL-S, IPL-I and in areas that are not Indigenous (non-IPL). Finally, we used a matching estimators method to statistically evaluate if IPL-S and IPL-I halt forest loss. To avoid bias, we accounted for the effect of variables such as Country (Argentina/Bolivia/Paraguay), Protected Area (yes/no), etc. We created the first map of IPL for the Dry Chaco, and found that at least 44% of the remaining forests are in IPL, and 67% of them are IPL-I. Our results also showed that IPL-S work as deforestation barriers. Inside PA, the effect of IPL-S was not always significant, probably because PA were already reducing forest loss. The effect of IPL-I on halting forest-loss was variable. We conclude that land-tenure security is key for IPL to reduce forest-loss, adding evidence on the importance of securing land-tenure rights of Indigenous communities for conservation purposes. At a regional scale, a large proportion of the remaining forests are Indigenous and conservation initiatives should be co-developed with locals, respecting their rights, needs and cosmovisions.  相似文献

Community forest management has been identified as a win-win option for reducing deforestation while improving the welfare of rural communities in developing countries. Despite considerable investment in community forestry globally, systematic evaluations of the impact of these policies at appropriate scales are lacking. We assessed the extent to which deforestation has been avoided as a result of the Indonesian government’s community forestry scheme, Hutan Desa (Village Forest). We used annual data on deforestation rates between 2012 and 2016 from two rapidly developing islands: Sumatra and Kalimantan. The total area of Hutan Desa increased from 750 km2 in 2012 to 2500 km2 in 2016. We applied a spatial matching approach to account for biophysical variables affecting deforestation and Hutan Desa selection criteria. Performance was assessed relative to a counterfactual likelihood of deforestation in the absence of Hutan Desa tenure. We found that Hutan Desa management has successfully achieved avoided deforestation overall, but performance has been increasingly variable through time. Hutan Desa performance was influenced by anthropogenic and climatic factors, as well as land use history. Hutan Desa allocated on watershed protection forest or limited production forest typically led to a less avoided deforestation regardless of location. Conversely, Hutan Desa granted on permanent or convertible production forest had variable performance across different years and locations. The amount of rainfall during the dry season in any given year was an important climatic factor influencing performance. Extremely dry conditions during drought years pose additional challenges to Hutan Desa management, particularly on peatland, due to increased vulnerability to fire outbreaks. This study demonstrates how the performance of Hutan Desa in avoiding deforestation is fundamentally affected by biophysical and anthropogenic circumstances over time and space. Our study improves understanding on where and when the policy is most effective with respect to deforestation, and helps identify opportunities to improve policy implementation. This provides an important first step towards evaluating the overall effectiveness of this policy in achieving both social and environmental goals.  相似文献

Recent work on global patterns of deforestation has shown that countries with high per capita GDP or low remaining forest cover are more likely to be experiencing afforestation than deforestation. Here, I show that the relationship is more complex than previously described, because the effect of one variable is dependent upon the value of the other. As a result, high-income nations exhibit the opposite response to disappearing forest cover than low-income nations. In an analysis of 103 countries, I found that high-income countries with low forest cover have the highest rates of afforestation, typically through the establishment of new plantations. In contrast, low-income countries with little forest are more likely to consume that remaining portion at a faster proportional rate than do low-income countries with more forest. Nations with large amounts of forest have approximately equal deforestation rates, regardless of national wealth. These results highlight for the first time that there is a strong interaction between forest cover and economic development that determines rates of forest change among nations.  相似文献

Deforestation in Brazilian Amazonia accounts for a disproportionate global scale fraction of both carbon emissions from biomass burning and biodiversity erosion through habitat loss. Here we use field- and remote-sensing data to examine the effects of private landholding size on the amount and type of forest cover retained within economically active rural properties in an aging southern Amazonian deforestation frontier. Data on both upland and riparian forest cover from a survey of 300 rural properties indicated that 49.4% (SD = 29.0%) of the total forest cover was maintained as of 2007, and that property size is a key regional-scale determinant of patterns of deforestation and land-use change. Small properties (≤150 ha) retained a lower proportion of forest (20.7%, SD = 17.6) than did large properties (>150 ha; 55.6%, SD = 27.2). Generalized linear models showed that property size had a positive effect on remaining areas of both upland and total forest cover. Using a Landsat time-series, the age of first clear-cutting that could be mapped within the boundaries of each property had a negative effect on the proportion of upland, riparian, and total forest cover retained. Based on these data, we show contrasts in land-use strategies between smallholders and largeholders, as well as differences in compliance with legal requirements in relation to minimum forest cover set-asides within private landholdings. This suggests that property size structure must be explicitly considered in landscape-scale conservation planning initiatives guiding agro-pastoral frontier expansion into remaining areas of tropical forest.  相似文献

The lowlands of eastern and northeastern Bolivia are characterized by a transition between the humid evergreen forests of the Amazon Basin and the deciduous thorn-scrub vegetation of the Gran Chaco. Within this landscape lies one of the world’s best preserved areas: the ecoregion known as the Chiquitano dry forest, where deforestation patterns over a 30 year period were analyzed. Results indicate that the area of the natural cover was reduced from 97.21 % before 1976 to 82.10 % in 2008, causing significant change in the landscape, especially in the spatial configuration of forest cover. The density of forest fragments increased from 0.073 patches per 100 ha before 1976 to 0.509 in 2008, with a mean distance between patches of 151 and 210 m over the same period, leading to a considerable reduction in the fragment sizes, from 1,204 ha before 1976 to a mere 54 in 2008. This pattern, observed in forests, does not occur in the savannas because, on one hand the savanna area is much lower compared to that of forests, and on the other because the deforestation process tended to be concentrated within forested areas. Based on the observed patterns, it is possible that in the future the natural landscapes will be substituted principally by anthropic landscapes, if there is no change in the economic and land distribution policies. If this process continues, it will stimulate the expansion of mechanized agriculture and the colonization of new areas, which will lead to further deforestation and landscape fragmentation.  相似文献

South America’s tropical dry forests and savannas are under increasing pressure from agricultural expansion. Cattle ranching and soybean production both drive these forest losses, but their relative importance remains unclear. Also unclear is how soybean expansion elsewhere affects deforestation via pushing cattle ranching to deforestation frontiers. To assess these questions, we focused on the Chaco, a 110 million ha ecoregion extending into Argentina, Bolivia, and Paraguay, with about 8 million ha of deforestation in 2000–2012. We used panel regressions at the district level to quantify the role of soybean expansion in driving these forest losses using a wide range of environmental and socio-economic control variables. Our models suggest that soybean production was a direct driver of deforestation in the Argentine Chaco only (0.08 ha new soybean area per ha forest lost), whereas cattle ranching was significantly associated with deforestation in all three countries (0.02 additional cattle per hectare forest loss). However, our models also suggested Argentine soybean cultivation may indirectly be linked to deforestation in the Bolivian and Paraguayan Chaco. We furthermore found substantial time-delayed effects in the relationship of soybean expansion in Argentina and Paraguay (i.e., soybean expansion in one year resulted in deforestation several years later) and deforestation in the Chaco, further suggesting that possible displacement effects within and between Chaco countries may at least partly drive forest loss. Altogether, our study showed that deforestation in the Chaco appears to be mainly driven by the globally surging demand for soybean, although regionally other proximate drivers are sometimes important. Steering agricultural production in the Chaco and other tropical dry forests onto sustainable pathways will thus require policies that consider these scale effects and that account for the regional variation in deforestation drivers within and across countries.  相似文献

Peru contains the fourth largest area of tropical forest in the world, yet faces a worsening net deforestation rate. In 2008, to address this threat, the national government announced its ambition to reduce deforestation to zero by 2021. Via literature review and key informant interviews, this study assess two years of REDD+ readiness preparations according to six readiness functions. A mixed pattern of outcomes emerge. Although significant advances were made by various local-level initiatives, national-level efforts continue to struggle. Three crucial challenges persist: (1) greater involvement and coordination of ministries and government agencies associated with REDD+ planning, (2) better understanding of deforestation agents and drivers, and (3) integration of REDD+ policies into national and regional plans, which includes clarification of safeguard procedures and design of incentive mechanisms. Integrated land use planning is presented as a platform to foster dialogue that helps to reconcile divergent stakeholder perspectives, coordinate changes to land use, and resolve overlapping land rights.

Policy relevance

This article presents the outcomes of a multi-dimensional assessment of the REDD+ readiness process in Peru. The six key functions in the analytical framework provide the opportunity to evaluate the process in an integrated and systematic manner and highlights the persistence of complex, transversal governance challenges across diverse economic sectors and government agencies. Research findings also reveal a need for policy change and continued investment to ensure success of the national process in Peru. Strong leadership is needed to generate consensus in cross-sectoral negotiations and to establish coordinated land governance and monitoring mechanisms.  相似文献

Protected areas (PAs) serve as a critical strategy for protecting natural resources, conserving biodiversity, and mitigating climate change. While there is a critical need to guide area-based conservation efforts, a systematic assessment of PA effectiveness for storing carbon stocks has not been possible due to the lack of globally consistent forest biomass data. In this study, we present a new methodology utilizing forest structural information and aboveground biomass density (AGBD) obtained from the Global Ecosystem Dynamics Investigation (GEDI) mission. We compare PAs with similar, unprotected forests obtained through statistical matching to assess differences in carbon storage and forest structure. We also assess matching outcomes for a robust and minimally biased way to quantify PA efficacy. We find that all analyzed PAs in Tanzania possess higher biomass densities than their unprotected counterfactuals (24.4% higher on average). This is also true for other forest structure metrics, including tree height, canopy cover, and plant area index (PAI). We also find that community-governed PAs are the most effective category of PAs at preserving forest structure and AGBD – often outperforming those managed by international or national entities. In addition, PAs designated under more than one entity perform better than the PAs with a single designation, especially those with multiple international designations. Finally, our findings suggest that smaller PAs may be more effective for conservation, depending on levels of connectivity. Taken together, these findings support the designation of PAs as an effective means for forest management with considerable potential to protect forest ecosystems and achieve long-term climate goals.  相似文献

Jamaica is experiencing one of the highest rates of deforestation in the world, with severe environmental consequences attendant to the loss of its forests. It is also plagued by high levels of poverty, particularly in rural areas. As throughout much of the tropics, impoverished peasant farmers are blamed as the primary agents in Jamaica's forest colonisation. Employing a case study in the Blue Mountains, this paper explores the discord that exists between forest conservation and the development priorities of poor farmers, arguing that this unsustainable dichotomy can only be understood by acknowledging the political economy which constrains peasant agriculture.  相似文献

Deforestation, the second largest source of anthropogenic greenhouse gas emissions, is largely driven by expanding forestry and agriculture. However, despite agricultural expansion being increasingly driven by foreign demand, the links between deforestation and foreign demand for agricultural commodities have only been partially mapped. Here we present a pan-tropical quantification of carbon emissions from deforestation associated with the expansion of agriculture and forest plantations, and trace embodied emissions through global supply chains to consumers. We find that in the period 2010–2014, expansion of agriculture and tree plantations into forests across the tropics was associated with net emissions of approximately 2.6 gigatonnes carbon dioxide per year. Cattle and oilseed products account for over half of these emissions. Europe and China are major importers, and for many developed countries, deforestation emissions embodied in imports rival or exceed emissions from domestic agriculture. Depending on the trade model used, 29–39% of deforestation-related emissions were driven by international trade. This is substantially higher than the share of fossil carbon emissions embodied in trade, indicating that efforts to reduce greenhouse gas emissions from land-use change need to consider the role of international demand in driving deforestation. Additionally, we find that deforestation emissions are similar to, or larger than, other emissions in the carbon footprint of key forest-risk commodities. Similarly, deforestation emissions constitute a substantial share (˜15%) of the total carbon footprint of food consumption in EU countries. This highlights the need for consumption-based accounts to include emissions from deforestation, and for the implementation of policy measures that cross these international supply-chains if deforestation emissions are to be effectively reduced.  相似文献

Reducing Emissions from Deforestation and Forest Degradation projects currently cover an area approximately twice the size of Germany and challenge traditional concepts of centralization and decentralization in studies of environmental governance. Emerging from the interactions of a complex network of actors, Reducing Emissions from Deforestation and Forest Degradation demonstrates that transnational governance networks of organizations can become spatially centralized. Using a historical analysis of the development of Reducing Emissions from Deforestation and Forest Degradation, we argue that the evolution of Reducing Emissions from Deforestation and Forest Degradation policy has been directed primarily from donor countries, especially in North America and Europe. Adopting a social network analysis approach, we present findings from a new dataset of collaboration on 276 Reducing Emissions from Deforestation and Degradation, avoided deforestation, and sustainable forest management projects that began some on-the-ground operations between 1989 and June 2012, finding that organizations in donor countries have from the beginning been the central actors in the Reducing Emissions from Deforestation and Forest Degradation network. We conclude that Reducing Emissions from Deforestation and Forest Degradation exhibits spatial centralization within transnational governance architectures despite institutional fragmentation, raising important normative questions about participation in transnational forest governance.  相似文献

Large-scale conversion of tropical forests into pastures or annual crops will likely lead to changes in the local microclimate of those regions. Larger diurnal fluctuations of surface temperature and humidity deficit, increased surface runoff during rainy periods and decreased runoff during the dry season, and decreased soil moistrue are to be expected.It is likely that evapotranspiration will be reduced because of less available radiative energy at the canopy level since grass presents a higher albedo than forests, also because of the reduced availability of soil moisture at the rooting zone primarily during the dry season. Recent results from general circulation model (GCM) simulations of Amazonian deforestation seem to suggest that the equilibrium climate for a grassy vegetation in Amazonia would be one in which regional precipitation would be significantly reduced.Global climate changes probably will occur if there is a marked change in rainfall patterns in tropical forest regions as a result of deforestation. Besides that, biomass burning of tropical forests is likely adding CO2 into the atmosphere, thus contributing to the enhanced greenhouse warming.  相似文献

Collective Payments for Ecosystem Services (PES), where forest users receive compensation conditional on group rather than individual performance, are an increasingly used policy instrument to reduce tropical deforestation. However, implementing effective, (cost) efficient and equitable (3E) collective PES is challenging because individuals have an incentive to free ride on others’ conservation actions. Few comparative studies exist on how different enforcement strategies can improve collective PES performance. We conducted a framed field experiment in Brazil, Indonesia and Peru to evaluate how three different strategies to contain the local free-rider problem perform in terms of the 3Es: (i) Public monitoring of individual deforestation, (ii) internal, peer-to-peer sanctions (Community enforcement) and (iii) external sanctions (Government enforcement). We also examined how inequality in wealth, framed as differences in deforestation capacity, affects policy performance. We find that introducing individual level sanctions can improve the effectiveness, efficiency and equity of collective PES, but there is no silver bullet that consistently improves all 3Es across country sites. Public monitoring reduced deforestation and improved the equity of the program in sites with stronger history of collective action. External sanctions provided the strongest and most robust improvement in the 3Es. While internal, peer enforcement can significantly reduce free riding, it does not improve the program’s efficiency, and thus participants’ earnings. The sanctioning mechanisms failed to systematically improve the equitable distribution of benefits due to the ineffectiveness of punishments to target the largest free-riders. Inequality in wealth increased group deforestation and reduced the efficiency of Community enforcement in Indonesia but had no effect in the other two country sites. Factors explaining differences across country sites include the history of collective action and land tenure systems.  相似文献

This article explores deforestation and reforestation dynamics over 415,749 hectares of 25 titled Indigenous Community Lands (ICLs) in the Peruvian Amazon over forty years at three scales: total area, regions, and communities. We focus on ICLs as the territorial unit of analysis, as they are increasingly discussed regarding their importance for conservation. Additionally indigenous communities (ICs) are a too-marginalized group in the Amazon that merit more attention. Analyses of this kind are often short-term and use only large-scale Earth Observation methodologies. We use a multi-method approach linking remote sensing with ground verification, and qualitative historical political ecology work with ICs. We find that overall accumulated deforestation was low at 5%, but that when reforestation is considered, net deforestation was only 3.5%. At the community level deforestation and afforestation dynamics are complex, except for one period that indicates a macro state driver in the region. Results suggest inadequate accounting for forest regeneration in deforestation analyses and challenge the notion that presenting stakeholders with accumulated forest loss values is helpful in tropical areas where forests and people are dynamic. Furthermore, our work with communities highlights that categorizing them and their lands as pro-environment or not in general terms is unhelpful for determining fund flows to ICLs for environmental or development purposes.  相似文献
