Resource conflict is a common feature of coastal management. This conflict is often managed by using spatial planning tools to segregate uses, with access decisions made through a comparison of the economic costs and benefits of the competing sectors. These comparisons rarely include an in-depth analysis of the extent or nature of the conflict. One commonly experienced form of resource conflict in coastal communities involves professional fishing, recreational fishing and broader coastal tourism. In New South Wales, Australia the professional fishing industry is often seen as being in conflict with recreational fishing and tourism, and there are frequent calls to close areas to professional fishing, arguing that this will provide improved economic benefits to local communities. This research examined the relationships between the three sectors using economic valuations, qualitative interviews and a large-scale representative questionnaire of the general public. The results revealed highly interconnected and mutually supportive relationships, with professional fishing providing a range of services that benefit both tourism and recreational fishing. These results suggest that spatial management exercises that seek to segregate or remove one sector from an area, may be counterproductive to the interests of all these groups. Relying on economic valuations of each sector as if they stand alone is insufficient to adequately understand their roles in local communities. Resource allocation decisions should be based on evaluations that consider the interconnections between sectors, and consider whether negotiated sharing of resources may provide greater community benefits than excluding certain groups of users.  相似文献

This study investigates whether there has been a decline in fish stocks of a coral reef in Thailand, and if so, whether that decline is due to small-scale fishing. The research methods used included fish sampling by UVC, interviews and questionnaires with key informants and artisanal fishers. The results confirmed that there has been a decline in piscivores and carnivores (though not herbivores), and the main perceived threat came not from artisanal but from commercial fishing. Recommendations are to replace the largely unrestricted fishery with a more regulated regime backed by effective enforcement.  相似文献

High sea industrial longline fishing can be understood as a case study of the cultural, economic, environmental and social impacts of unsustainable fishing technology. While much attention has been attributed to the impact of industrial longlines on the marine ecosystem, little is known about the impact of longline fishing on local food security, employment, cultural belief systems and traditions, revenue generation from marine tourism and climate change. New data demonstrate that the contributions of Marine Protected Areas, marine tourism and recreational fishing to local coastal economies dwarf the contributions of longline fishing. When combined with the impact of overfishing on coastal fishing communities and fish consumers, policies promoting sustainable fisheries must be expanded to take these other factors into account along with issues of biodiversity.  相似文献

The extent to which flag States are bound by the conservation rules of regional fishery management organisations is an important question in the quest to reduce unregulated fishing. The European Union implemented a trade suspension against Cambodia under Council Regulation 1005/2008, in response to unregulated fishing by Cambodian vessels in high seas areas managed by regional fishery management organisations. Limitations in the arguments underpinning the decision evidence the flaws of unregulated fishing as a legal concept, underlining the need for it to be appropriately interpreted and contextualised in the international legal framework. Clarity on the differences between conventional and customary sources of international legal obligation, and their implications for State consent, should guide the implementation of the Regulation to maximise the normative potential of resulting practices.  相似文献

We estimate the unregulated catch and fisher income of the Kabui Bay migrant anchovy fishery operating in the Raja Ampat regency, Papua, Indonesia. Interviews with migrant fishers were conducted in April and November 2006, and estimates were generated through Monte Carlo simulations. Anchovy fisher income averaged US $1835 per year, about twice the average fisher income in the area. The income levels estimated by this study suggests that there is potential for the Raja Ampat Fisheries Bureau to capture some economic rent from the fishery to help fund a fisheries management program, from which Raja Ampat could benefit.  相似文献

Commercial whaling is highly contentious, angering animal rights groups and conservation organizations, who threaten boycotts. Proponents of whaling argue that many whale stocks are plentiful enough to support sustainable harvests. In terms of economic efficiency, a nation's decision to engage in whaling depends on rents from the whaling industry, ecological and market linkages, and the potential for boycotts. We analyze the tradeoffs involved in a nation's decision to engage in whaling, whale-watching, and fishing. Scenarios exist in which whaling is economically rational. Indeed, sometimes it makes economic sense to subsidize whaling. In other circumstances, market pressures make commercial whaling inefficient.  相似文献

A rejoinder to our recent paper suggests that there has been confusion over our central point. The 85 IUCN Red List Threatened species that the International Game Fish Association issues world records became threatened due to commercial overfishing, not recreational. However, given that they are threatened now, we have concerns about trophy fishing for them, at least in the current form that precludes catch and release. Additionally, while the IGFA claims that an insignificantly low number of record applications for these species have been submitted, many more anglers attempt to catch a large fish than end up submitting record applications. In the last years, the overall fish industry in the lagoon of Venice has shown a gradual decline. In order to better understand this process, we carry out a socio-economic questionnaire next to the fisherman population. Questionnaire contains significant qualitative and quantitative data that allow us to evaluate the social and the cultural profile of the respondents, including information with respect to the different technological fishing characteristics involved, type and amount of the species harvested as well as the overall productivity of the activity. Furthermore, the questionnaire contains an economic valuation exercise so as to assess in monetary terms the preferences of the fishermen with respect to different alternative policy options that may characterize a future regulation of this economic activity. Estimation results show that fishermen welcome any regulation initiative that is characterized by: (1) banning all fishing activities during the night, (2) allocating fishing concessions areas to each fishermen in a way that minimize the distance between the fishing area and the harbor, and (3) by introducing of a labeling mechanism that certifies the origin of the product. Moreover, the underlying economic valuation mechanism reveals to sensitive to respondent's motivational profile, including the overall trust and confidence that fisherman community places on the current institutional bodies. This result reveals to be of particular significance when attempting the design of an efficient, widely supported regulation of the fishing activity in the lagoon of Venice.  相似文献
