Over the past six years international interest in multi-use marine spatial planning (MSP), as a practical process to launch integrated coastal management (ICM), exploded. This paper explores the extent to which existing national legal frameworks can support this process, focusing on the coastal marine environment. First the characteristics of an appropriate legal regime for multi-use MSP are explored by interrogating secondary data sourced from literature reviews and case studies. Key paradigms are distilled as a means of dissecting this complex process into a suite of characteristic determinants that disclose the underpinning environmental management approaches or principles. These criteria are then used to assess the compatibility of national legal regimes for multi-use MSP—in this instance the South African legal framework. Although multi-use MSP has not been explicitly adopted as a process within South Africa's broader ICM implementation, existing legislation does reveal support. The department responsible for the environment is viewed as the most appropriate agency to house the statutory mechanism for multi-use MSP at national and provincial levels, but delegating local multi-use MSP processes to local government agencies. The political will to deploy and dedicate duties and resources to effective implementation of multi-use MSP, however, remains critical. Finally, the approach adopted here is proposed as a means to assess the compatibility of other national legal regimes for multi-use MSP, although the suite of characteristic determinants may need to be reviewed from time to time, as new learning emerges from practice.  相似文献

对中国珊瑚礁资源衰退状况和原因进行了调查和分析.结果表明,中国南海珊瑚礁资源衰退状况严重,珊瑚礁破坏率高达 90%以上,其中,占全国珊瑚礁总面积98%的海南,80%~95%的珊瑚礁受到破坏.除自然因素外,对珊瑚礁资源的不当的、过度的开发利用,社会经济发展带来的海洋环境污染等人为因素,是珊瑚礁资源衰退的主要原因.建立南中国海珊瑚礁生态系统保护与管理国际合作机制,正确评估珊瑚礁的生态功能与价值,建立珊瑚礁自然保护区及监测网络系统,是中国珊瑚礁资源保护性开发利用的可行对策.  相似文献

评述了以红树林和珊瑚礁为代表的我国热带生物海岸的分布及其面积、生物群落的破坏、海岸保护与管理、科学研究等各个方面的现状,以及生态系统修复与重建技术研究进展,指出热带生物海岸及其上的红树林、珊瑚礁热带海岸生态系统具有特殊的资源价值和生态效益,对热带海岸社会经济可持续发展的十分重要;另一方面对日益频繁的人类开发活动和自然环境变异十分敏感和脆弱,而且其直接经济价值相对较低而通常易于被忽视,随着我国自然环境变异十分敏感和脆弱,而且其直接经济价值相对较低而通常易于被忽视,随着我国社会经济近20年来的快速发展,导致热带海岸地区人口、资源、环境压力加剧,热带生物海岸红树林和珊瑚礁资源已经受到生态破坏性开发活动的极大破坏而急需保护。尽管政府采取了保护管理的各种措施,包括相关法律、自然保护区、科学研究、生态系统修复与重建的实验、研究和推广,但是总体上衰退的趋势尚未扭转,热带生物海岸在我国河口海岸生态环境变异和资源可持续利用研究中具有特别重要要的意义,应该加强我国热带生物海岸的调查、监测、评估、研究,以适应热带生物海岸和相关生态系统的保护、管理、恢复、重建和可持续发展的紧迫要求。  相似文献

The Farasan Islands in the southern Red Sea of Saudi Arabia have nationally and internationally significant conservation values, and are important for a range of marine-based resource uses. In preparation for the establishment of a marine protected area around the Farasan Islands and its management, surveys were undertaken to assess the state of the coastal and marine resources, and the issues associated with human activities. Stakeholders were interviewed about issues and their attitudes towards the proposed protected area, and constraints to planning and management were identified. Marine habitats included seagrass beds, mangroves, and extensive areas of fringing reef dominated by a diverse coral community or a mixture of coral and macroalgae. Although used for a diverse range of human activities (fishing, shipping, transport, military purposes, recreation, waste dumping, sand extraction) impacts were minimal and localized. The most immediate threat to the marine resources was over-exploitation by fisheries. The types of management activities appropriate to the MPA, and the scale of management, were constrained by a number of unique and important factors: declines in national financial support for conservation efforts, a lack of trained personnel, difficulties in attracting staff to this remote location, loss of community support, the absence of a tourist base from which economic instruments could be developed, and the lack of local non-governmental organizations. Management recommended for the Farasan Islands Marine-Protected Area included zoning, community participation in management, public awareness, and training as a first step, followed by site-specific management actions, research and monitoring, and infrastructure development.  相似文献

Ireland's waters represent a valuable resource encompassing productive fishing grounds and important oil and gas reserves. As a species rich marine environment, Ireland's waters are also an important habitat for many species of marine mammal. Specifically, grey seals (Halichoerus grypus) and harbour seals (Phoca vitulina) are widespread in Irish coastal waters and at least 24 species of cetacean have been reported at sea. The coastal zone represents critical habitat for many of these species, in particular seals that use both terrestrial and aquatic coastal habitat and are vulnerable to habitat degradation. Increasing exploitation of marine resources has increased their exposure to a range of anthropogenic effects including pollution and habitat loss. As top predators seals interact with commercial fisheries both directly and indirectly for resources and conflicts arise. The relatively recent move towards ‘greener’ resource exploitation such as marine renewable energy does not come without negative consequences for marine mammals including seals, which are afforded protection under national and international conservation legislation, highlighting the difficulties faced by resource managers. The sustainable exploitation of resources whilst conserving biodiversity is a challenging task and effective management implementation depends on appropriate policy informed by reliable scientific data. This paper outlines the conservation needs of seals in Irish waters, reviews our current knowledge of these species in Irish water, provides a critical analysis of the existing legislative framework and describes how research outputs can inform present and future policy decisions.  相似文献

Indonesia is the largest archipelago in the world. The 3.1 million km2 seas cover about two-thirds of its territory. The 200 miles exclusive economic zone adds another 2.7 million km2. Marine related programmes are given a high priority by the Indonesian government. During the last two decades a concerted effort in marine capacity building has been carried out through bilateral, regional and international co-operation. This effort included, among others, increasing manpower development, expanding and improving research facilities, establishing a national marine data centre, and improving communications and co-operation throughout the marine science community. The bilateral agreement with the Netherlands in the mid-1980s for the implementation of the Snellius II Programme, laid the intellectual basis for the Indonesian marine science capability. The necessary research vessels were obtained through bilateral co-operation with France. At present Indonesia operates: a network of tide gauges and current meter stations; two satellite ground stations; tropical radar wind profiling stations; a network of marine pollution stations; a number of ocean going, coastal and fisheries research vessels; and six SEAWATCH monitoring buoys. It is expected that Indonesia will play a major role in the western Pacific region in the near future. This paper gives a brief review of the Indonesian experience in developing a national marine capability.  相似文献

Reforms within the Indonesian political system, following the fall of the Soeharto regime in 1998, have led to some fundamental changes in the structure of government and civil administration. Two new laws, Law No. 22/1999 on Regional Government (Decentralization Law) and Law No. 25/1999 on the Fiscal Balance between the Central Government and the Regions (Fiscal Decentralization Law), which have already been revised with the enactment of laws 32/2004 and 33/2004 promote a reconsideration of community-based approaches to coastal zone management. These laws also provide new opportunities for institutionalization of local values and community institution to manage coastal resources. This paper examines community-based and co-management approaches in coastal zone management in Indonesia. It is argued that co-management is an appropriate approach in managing Indonesian coastal zone as it allows for the development of a model containing a balance of power between governments, communities as whole and a wide range of individual stakeholders.  相似文献

This article examines the role of the concept of sovereignty over national resources in the management of resources. Resource management as opposed to resource exploitation is more desirable both for the protection of the environment and for the sustainable development of resources. It is argued that the national right over resources is an essential element in rational resources management which in turn is indispensable to carrying out a policy of sustainable development. The article first describes the Southeast Asian seas environment. Second, the article examines the regime of archipelagic waters according to the UN Convention on the Law of the Sea, 1982 and its significance for the right of the management of natural resources in the Indonesian marine space. Third, utilization of living resources in the national marine space is reviewed. Fourth, the article deals with the mechanism for a rational management of non-living resources: the Kontrak Karya and production sharing systems for hard minerals and oil and gas respectively.  相似文献

Australia's Great Barrier Reef is the largest coral reef ecosystem on earth. The governance of such a large and iconic area is complex due to the overlapping federal and state (Queensland) jurisdictions. Since 1975 this globally significant area has been protected by pioneering federal legislation which enabled the ‘reasonable use’ of natural resources to co-exist with conservation, thus introducing the concept of a multiple-use marine park. In 1981 the Great Barrier Reef was listed as a UNESCO World Heritage Area. Today a federal multiple-use Marine Park covers 99% of the Great Barrier Reef Region and World Heritage Area, with the remaining areas under state jurisdiction. A close working partnership between the federal and state governments has evolved over 37 years and includes complementary legislation, joint field management and joint permits. In the face of increasing pressures, management of the Great Barrier Reef continues to be effective for a range of reasons, including a sound governance/legislative framework together with complementary federal/state legislation; integrated management with relevant federal and state agencies; and the application of ecosystem-based management principles both inside and outside the area of the marine park's jurisdiction. This integrated and comprehensive management model is widely regarded as effective by marine and coastal managers around the world.  相似文献

随着沿海地区社会和经济活动不断增加,在人类活动和全球气候变化的双重压力下,全球珊瑚礁生态健康状况日益衰退。如何有效地监测珊瑚礁生态系统,使管理部门能够及时采取保护措施防止珊瑚礁生态系统的退化,已成为拥有珊瑚礁资源的国家亟需解决的环境问题。各主要国家均在大力发展珊瑚礁监测技术与装备。文中综述了国内外在珊瑚礁生态系统监测技术方面的研究现状,基于前人提出的原位在线监测技术,在南海某岛礁海域建设了珊瑚礁生态环境原位在线监测系统,并进行了1年多的业务化运行。在业务化运行期间,原位在线监测系统成功监测到了珊瑚礁的"白化-死亡-微藻附着-珊瑚骨骼腐烂-大型藻占领"这一退化过程,表明该监测系统能够实现珊瑚礁的长期、实时、连续监测。本文研究对于进一步认识珊瑚礁生态系统的时间变化特征及其影响机制均具有重要意义。  相似文献

This paper provides an overview of the emerging policy landscape for marine spatial planning in the European Union, which consists of four main categories of policy drivers: environmental legislation, legislation on marine renewable energy, fisheries regulations and the Integrated Maritime Policy. The weak links between these categories of policy drivers, underpinned by a lack of clarity regarding the vision for sustainability, pose major challenges for the emergence of ecosystem-based and integrated marine spatial planning in Europe. In addition, there is still uncertainty arising from on-going reform of the Common Fisheries Policy, and discussions on the need for a new marine spatial planning directive. This paper concludes with the view that better integration of environmental concerns into the Common Fisheries Policy is needed to strengthen the link between environmental legislation and fisheries regulations, and that the existing policy landscape, particularly the Marine Strategic Framework Directive, already provides a legal framework for ecosystem-based marine spatial planning. Such a framework is consistent with the recognition that ecosystem conservation underpins other pillars of sustainable development and provides the foundation for cross-sectoral marine planning and management.  相似文献

In rapidly developing countries, where large sections of the population are highly dependent on marine resources, coastal livelihoods are vulnerable to sudden shocks and long-term change. National policy can attempt to mitigate this vulnerability within a multi-level framework by addressing the three aspects of vulnerability (exposure, sensitivity, adaptive capacity) through well-documented interventions. This article reviews the Indonesian policy framework for coastal and marine policy interventions that either directly or indirectly address different dimensions of coastal livelihood vulnerability. The findings show that the policy environment for addressing coastal livelihood vulnerability is heavily based on developing adaptive capacity and to a certain extent sensitivity without adequately addressing exposure, the initial cause of vulnerability. In addition, the complexities and inconsistencies within the Indonesian governmental structures, as well as more general issues of funding gaps and poor coordination, mean that policies created at national level rarely filter down to provide the intended benefits to coastal communities. It is recommended that practitioners and policymakers engage in a more cohesive and balanced approach to addressing livelihood vulnerability in coastal management by focusing more on the causes of the disease, exposure, rather than healing just the symptoms.  相似文献

The Paper presents the regional perspective on the conditions and efforts for the integrated coastal management (ICM) that exist in the Wider Caribbean Region (WCR).The Caribbean Action Plan was adopted in 1981 with an initial workplan of activities of evaluation and control of marine pollution, evaluation of impacts on the coastal area, fishing studies, watershed management, evaluation of natural hazard effects, energy accounting systems studies, urbanisation of the coastal area, building capacity and training. The Convention for the Protection and Development of the Marine Environment of the WCR is the only regional legal framework for the protection and sustainable development of marine resources.The Paper describes some region-wide ICM-related programme initiated or supported by the CEP as well as actions at the national level. Other ICM-related general activities and training programmes of CEP are also presented.Trends in national policies in ICM and current developments and issues are also highlighted and recommendations made.  相似文献

在全球珊瑚礁生态系统面临退化威胁的情况下,珊瑚礁生态修复工作成为人类帮助珊瑚礁恢复健康的重要手段之一,并且在全球各个珊瑚礁区域都得到广泛应用。我国近岸珊瑚礁生态系统退化严重,本实验探讨利用珊瑚移植技术在三亚市蜈支洲岛典型的近岸珊瑚礁环境下恢复造礁石珊瑚的覆盖率,希望推动企业参与海洋生态保护并从中受益。在与当地旅游公司的合作下,2017年6月移植6000株包括风信子鹿角珊瑚(Acropora hyacinthus)、美丽鹿角珊瑚(A.muricata)等8种造礁石珊瑚。经过3 a的生长,移植珊瑚的平均存活率为61.3%,修复区域造礁石珊瑚平均覆盖率从9.3%提升到35.3%,珊瑚覆盖率的提升主要归结于移植珊瑚个体的生长。从恢复效果来看,本次实验有效地恢复了珊瑚礁的珊瑚覆盖率,修复区域内珊瑚礁不仅健康状况有所恢复,同时水下景观得到改善,带动了相关企业参与海洋生态保护的积极性。本次研究结果证明了在我国近岸退化珊瑚礁中利用生态修复技术恢复珊瑚礁生态是可行和有效的。  相似文献

Coral mining for use as construction material is a major cause of reef degradation in several coastal nations. We studied the long-term impact of coral mining at the Wakatobi marine park, Indonesia, where a substantial mining event was undertaken two decades ago in order to supply building material for a jetty. The mined area shows significant differences in reef viability compared to a control reef 1000 m away: the percentage of dead coral in the substrate, the percentage of live coral coverage, the species richness and abundance of hard corals are all greatly reduced. For the most part, soft corals and other (non-coral) invertebrates do not show significant differences in richness, abundance or diversity, but their species composition differs greatly: the control site abounds giant clams, whereas these are absent at the mined site; instead, the dominant species there is Strombus, an algae-grazing gastropod associated with stressed reefs. We conclude that the mined reef flat failed to recover from the severe mining event, despite being un-mined for over 20 years. Our results demonstrate that without effective management and enforcement, coral mining may cause a long-term, destructive impact on the coral reef ecosystem. We propose the following management steps: first, law enforcement measures must become more stringent; second, alternative income sources such as aquaculture, ecotourism, or even land-based alternatives need to be actively promoted and financed; third, alternative building materials such as landrock and concrete should become more accessible and affordable; and fourth, education and awareness regarding both the MPA regulations and the environmental impact of coral mining have to be strengthened.  相似文献

This paper reviews the socio-economic and ecological context of Fijian reef fisheries. This review is deemed necessary because improved understanding of the state and trends of Fiji's coral reef fisheries on a national level is required for designing an effective management plan for Fiji's inshore reef fisheries. The most important point that emerges from our review is that despite numerous studies of Fiji's reef fisheries, the current status of reef-associated fisheries at the national level is still uncertain due, mainly, to the lack of dependable data on the subsistence fisheries. This in turn leads to uncertainty about how the continuation of fishing, in particular, fishing focused on target species for the coral reef resources trade, will affect fishing communities and the ecosystem.  相似文献

Coral reefs are among the most productive and diverse ecosystems on earth and provide a multitude of valuable ecosystem services. Moreover, the resources derived from coral reefs are essential to the food security of millions of people living within tropical coastal communities. Unfortunately, burgeoning human populations in coastal regions are placing an unsustainable burden on these resources such that degradation of coral reefs is common. In addition, during 1998, El Niño driven increases in sea temperature caused a mass bleaching event that further degraded many of the world's coral reefs. This article provides a brief review of the status of the world's coral reefs and highlights their value to society. Also, the anthropogenic and natural disturbances that threaten the future of coral reefs are discussed and finally, this article offers some potential remedies that promote sustainable use of coral reef resources thus ensuring their future survival.  相似文献

Coral Cay Conservation, a United Kingdom-based not-for-profit organization, operates using teams of international volunteers to conduct coral reef and tropical marine resource assessments in order to provide a baseline of data to facilitate marine resource management. This modus operandi provides the resources necessary to conduct a detailed study at minimal cost to the host country partners.This paper introduces a technique of data analysis to define the conservation value of the shallow (<30 m) tropical coastal environment. All data initially undergoes multivariate analysis to define discrete benthic habitat classes using the methods described by Mumby and Harborne [Development of a systematic classification scheme of marine habitats to facilitate regional management and mapping of Caribbean coral reefs. Biological Conservation 1999;88:155–63]. Subsequent analysis of benthic and reef fish data in terms of biodiversity and reef health indices allows spatial comparison of sites of differing conservation value and the geographic delineation of areas suitable for Marine Protected Area status.  相似文献

为掌握霞浦核电基地海洋生物的放射性本底水平,在其周边50 km范围内采集5类9种海洋生物样品,测量其中的天然放射性核素238U、232Th、226Ra、40K,以及人工放射性核素137Cs、134Cs、90Sr、58Co、60Co、54Mn、110mAg、65Zn的活度浓度并进行辐射剂量评价。结果显示,所有样品中134Cs、58Co、60Co、54Mn、110mAg、65Zn的活度浓度均低于最小可探测活度浓度,238U、232Th、226Ra、40K、137Cs和90Sr的平均活度浓度分别为(0.48±0.48)、(0.86±1.20)、(0.27±0.34)、(74.3±43.0)、(0.023±0.019)、(0.242±0.167) Bq/kg,处于我国食品天然放射性本底水平内。当地公众由于食入海产品所致年有效剂量为55.1 μSv/a,其中137Cs、90Sr所致剂量分别为0.021、0.49 μSv/a;海洋生物所受辐射剂量为0.048~0.276 μSv/h。〖JP2〗当地公众及海洋生物所受辐射剂量均远低于国家标准限值或国际推荐控制值。本次调查为霞浦核电厂运行前海洋生物放射性本底建立了基线数据,并提出了今后海洋生物监测的重点核素,除137Cs、134Cs、90Sr、58Co、60Co、54Mn、110mAg、65Zn,还应增加对3H、14C、131I的监测。  相似文献

本文阐述了东亚海区海岸带综合管理实践如何从地方性的示范发展到区域性的合作管理框架,如何实现海洋和海岸带资源的可持续利用.文中着重突出了厦门市政府在维持环境保护和经济发展的平衡,启动和实施海岸带综合管理,以及与沿海国在国际合作方面的经验,总结了厦门实施海岸带综合管理的主要经验,包括多部门间综合协调机制、海岸带综合管理法律框架、科技支撑体系的建立,海洋功能区划、环境剖面和战略环境管理计划的制定,以及实现海上联合执法等等.同时阐述了东亚海域环境管理区域合作计划(PEMSEA)与澳大利亚合作伙伴之间的关系在推动沿海城市的国际合作中将起到的作用.  相似文献
