During the 1970s, several factors conspired together to turn the attention of many of the world's major fishing nations towards some of the untapped resources of the oceans. Since that time, the Antarctic krill fishery has been developing quickly — but hardly dramatically. Nonetheless, it has been in an exponential growth phase which, if maintained, would push krill to the top of the species table in the next few years.  相似文献

The world’s largest mono-specific fishery, the Peruvian anchovy or anchoveta (Engraulis ringens) fishery, has been the subject of many studies since the 1960s. Details of its relationship with other species have mainly focused on alternations with sardine, Sardinops sagax, and little effort has so far been paid to interactions with other species sharing the same ecosystem. This is the case for Pleuroncodes monodon, the crustacean squat lobster or ’munida’, which has become highly abundant along the Peruvian coast since the mid-1990s. Munida is now an important prey for seabirds, mammals and coastal predatory fish. Knowledge of patterns of distribution and ecological niche of munida is scarce however off Peru. Here we describe and compare spatial patterns of distribution of anchoveta and munida and their ecological niches based on data from 26 acoustic surveys performed along the Peruvian coast between 1998 and 2006. The results indicate that munida and anchoveta share ecological niches but that munida is restricted to the coldest part of the productive cold coastal waters whereas anchoveta do not present any temperature preference over a large range (14–23 °C). The recent increase in munida abundance off Peru is concomitant with colder conditions; with their onset munida extended its range from central Chile northwards. Off Peru the very shallow oxycline keeps munida from its usual bottom habitat and has forced it to adopt pelagic behaviour.  相似文献

Based on the fishing net surveying data about anguillid elver of the Yangtze estuary collected in 2006 and historical data from previous research of the region, this study was focused on analyzing the fishing effort and catch variations of the elver, revealing the effects on fishery resources caused by elver fishing activities. It was found that the elver fishing activities took place in the tidal area of the Yangtze estuary from January to April. The yearly elver catch in 2000–2006 was 3 times greater than that in the 1970s–1980s. The catch per unit effort (CPUE) (ind./net/day) of the elver had some characteristics of temporal variation. It was higher in spring tide periods than that in neap tide periods, and the CPUE in February and March was 3–4 times greater than that in January. Twenty-eight fish species, 6 shrimp species, 2 crab species and 8 other invertebrates were found in the by-catch of the eel nets. Among the fishes, shrimps and crabs, the individual proportion of fishes is the highest, and they are mostly juveniles or small-size fishes, while the shrimps and crabs also make up a certain proportion. Most of the individuals in the by-catch were juveniles and were dead when they were harvested. It was proven that the activity of elver fishing has a great negative effect on regional fishery resources, though it has brought great commercial benefit. Relevant management and conversation should be reinforced.  相似文献

Management of the commons for biodiversity: lessons from the North Pacific   总被引:1,自引:0,他引:1  
The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts. These concern the role of law in biodiversity protection, the role of science, and agency capacity for change.  相似文献

A major environmental change, since dubbed a “regime shift”, occurred in the North Pacific in 1976–1977. However, it was not identified as such until the early 1990s. Recognition was complicated by the presence of higher frequency, interannual variations in both the physical and biological time series. In retrospect some symptoms of the event were apparent within a few years of the shift. These included changes in SST distribution and zooplankton abundance as well as in the recruitment, abundance, and distribution of commercial fishes. Such observations, while not diagnostic at the time, are consistent with the larger scale analyses of recent years.Of particular interest was the demonstrated impact on commercial fish stocks, indicating that early recognition of such events could be useful for fishery management. There is some evidence that appropriate ecosystem data, by integrating the higher frequency variations, when combined with physical data might have advantages for early detection of major environmental changes. While fishery data can clearly indicate that change has occurred, their utility for this purpose is often limited because of inadequate sampling, length of fish life cycles, the complicating effects of fishing and delays in processing of the data. Selected zooplankton species might be the most useful early indicators of environmental change if sampling coverage could be increased and speedy means of identification developed.  相似文献

Although marine recreational fisheries are socially and economically important, there is often limited funding for their monitoring and assessment. With South African anglers reporting catch declines for almost all targeted species and little long-term monitoring data available, novel methods need to be explored to provide managers with additional information. This study aimed to evaluate the efficacy of content analysis of print-media records for detecting long-term trends in species composition, size composition and distribution of selected recreational fishery species. Information for eight fishes captured in the marine shore-based fishery was collected from South Africa’s most popular recreational fishery magazine, between 1960 and 2009. During the five decades, there were shifts in the catch composition, from being dominated by slow-growing, large predators to faster-growing, large predators and lower-trophic-level species. There were no significant trends in the mean and maximum sizes of the dominant species, except for dusky kob Argyrosomus japonicus, which increased significantly in the maximum size reported during the study period. The distributional range of A. japonicus and leervis Lichia amia significantly increased, and that of galjoen Dichistius capensis significantly decreased. However, it was uncertain whether these trends could be attributed to population changes, changes in angler technology and/or behaviour, or climate signals. Overall, this type of content analysis may provide a cost-effective method to examine changes in species composition and fish distributions over time, but, without detailed knowledge of shifts in angler behavioural patterns, it may not be as useful for understanding changes in the population dynamics of recreational fishery species. It is suggested that fishery-independent monitoring programmes are most suited for this type of complex fishery.  相似文献

As a result of taxonomic uncertainty, generic and higher taxonomic ranks (family, order, class or phylum) are often treated as units in calculating diversity indices, instead of species. In this paper, the errors introduced by such practices are examined for various diversity indices (Shannon - Wiener Index, Maximum Information Index, Evenness, Margalef's Species Richness Index and Hurlbert's Probability of Interspecific Encounter). The use of higher taxonomic ranks may invalidate comparison of diversity indices. In a single study, substantial error and erroneous conclusion may arise, even if consistent practices are adopted.  相似文献

An assessment of catch and effort in the Eastern Cape shore and skiboat linefisheries was undertaken between 1994 and 1996 by means of roving creel and access point surveys. Catch-and-effort data were obtained from direct observation of 3 273 shore-fishers, 172 recreational and 223 commercial skiboat outings. Total effort in the region was high at 903 186 fisher-days year?1 in the shore fishery and 64 266 and 24 357 fisher-days year?1 in the commercial and recreational skiboat sectors respectively. The fisheries are multispecies in nature. The shore fishery consisted of 66 species, the recreational skiboat fishery 44 species and the commercial skiboat fishery 48 species. Just 10 species accounted for 75, 83 and 90% of the catch of the shore, recreational and commercial skiboat fishery respectively. The average catch per unit effort (cpue) was low in all sectors, 1.15 kg fisher?1 day?1 in the shorefishery, 9.4 kg fisher?1 day?1 in the recreational skiboat fishery and 21.5 kg fisher?1 day?1 in the commercial skiboat fishery. Catch data showed that professional and club anglers are more successful fishers. Comparisons with historic records for Port Elizabeth revealed that the cpue in the shore fishery had declined markedly, whereas the total effort increase was negligible (0.1%). New Zealand's quota management system (QMS) was introduced in 1986 to enhance the sustainability of New Zealand's fishery. This paper examines trends in quota and catch share concentration across a range of important fish stocks. It demonstrates that continuing concentration is occurring in the ownership of quota for deepwater species. At the same time there has been an increase in participation by small scale fishers in the inshore fishery. This appears to be driven by the introduction of the Annual Catch Entitlement (ACE) regime, allowing annual catch shares to be accessed at reduced transaction cost.  相似文献

Cynoscion guatucupa Cuvier 1829 is a migratory pelagic fish species, which has a wide geographical distribution. It is the most important fishing resource for local communities in Bahía Blanca estuary and has been captured by artisanal fishermen since the 1900s. The industrial fleet has been fishing this species in the coastal area of Buenos Aires province since the 1950s, and, since 1970, landings have increased sharply. Between 2000 and 2004, the artisanal fishery in the estuarine waters of Bahía Blanca collapsed. Variations in total landings of the artisanal fleet might have arisen from the environmental variables within the estuary, fishing activity in the surrounding sea region, local pressure within the estuary and/or several other variables. Our results suggest that neither oceanographic parameters nor local pressure seem to have influenced the artisanal fishery of C. guatucupa in the estuarine region. Instead, this fishery seems to have been partially influenced by the increasing fishing pressure exerted by the industrial fishing fleet operating in open waters around the estuary. This study emphasizes the need to take into account fisheries data from both the estuarine environment and the surrounding sea region, particularly when designing management plans for the sustainable use of migrating fish resources.  相似文献

The hake resource is the most important commercial fish species in the demersal sector of Namibia's fisheries, both in terms of annual catch and contribution to Gross Domestic Product (GDP). The fishery now spans four decades. In the 1960s and 1970s, hake were exploited heavily by mainly foreign fleets, total catches peaking at more than 800 000 tons in 1972. The first control measures, the use of a minimum mesh size of 110 mm and the allocation of quotas to each member country participating in the hake fishery, were implemented by the International Commission for the Southeast Atlantic Fisheries in 1975. In 1990, the Namibian Government took action to control fishing activities in Namibian waters, and the enactment of its Fisheries Policy (1991) and Sea Fisheries Act of 1992 provided for the control measures to be taken. The conservative management strategy adopted between 1990 and 1993 resulted in gradual increase in hake biomass, but thereafter the stock declined. The hake fishery is currently managed on the basis of a total allowable catch that takes into consideration the rate of increase or decrease in the size of the resource. Since 1990, the demersal trawl fishery has accounted for approximately 90% of the total hake catch. The resource is subjected to both directed fishing and bycatch, the latter taken in directed fisheries for species such as horse mackerel, monkfish and sole.  相似文献

The rise of organised illegal fishing and trade in abalone from the late 1990s destabilised South Africa’s historically stable, quota-managed fishery, culminating in its closure in 2008. The development of the fishery is described in a historical context, including the evolution of South Africa’s science-based abalone fishery management system. The diverse suite of responses deployed to combat illegal fishing and the black market trade in abalone are reviewed, including;- fishery reform to expand rights to a greater number of previously disadvantaged fishers, a territorial user rights fishery (TURF) system, special compliance operations and courts, the CITES listing of abalone, and the serial reduction in the TAC, culminating in the controversial and legally contested closure of the fishery. The main causes of the rise of the illegal fishery are diagnosed as 1) the massive increase in the abalone price that occurred in the 1990s triggering an abalone fishing “gold-rush” and 2) the failure of the post-Apartheid fishery reform process to accommodate many traditional fishers in a legal fishing rights framework resulting in them operating outside the formal fishery management system. By contextualising the abalone fishery as a complex system, embedded in South Africa’s socio-political setting, we show how the resource focussed fishery management system did not have the capacity to incorporate the powerful social, political and economic drivers determining fisher behaviour. We conclude with the need to revisit South Africa’s abalone fishery management paradigm, and argue that a more integrated governance approach is required that takes into account the biological, socio-political and economic factors determining the fishery activities.  相似文献

The principal inshore fishery in the southwest Irish Sea is currently for whelk Buccinum undatum, which expanded in the 1990s and yielded almost 10,000 t in 2003. The fleet exploiting it consisted largely of old boats many of which previously used a variety of gears but which cannot any longer compete with more modern towing craft. Whelk is the only target species for the majority. The fishery is in open access and is not regulated and the paper examines the consequences of this for the fishers, particularly the problems associated with maintaining a way of life traditionally associated with remuneration by share rather than wage. Lack of regulation, it is argued, encourages a short term, opportunistic harvesting regime, which is not conducive to maintain a biologically sustainable fishery.  相似文献

Commercial exploitation of lobsters from the Indian seas began in the 1950s. Annual landings have been declining from a peak of 4075 t in 1985 to 1364 t in 2002. Major fisheries were located on the north‐west, south‐west, and south‐east coasts. Among the 12 species recorded, only four species of spiny lobsters (three littoral and one deep sea) and one species of slipper lobster are commercially important. At Kayalpattinam and Tharuvaikulam, on the south‐east coast, lobster landings sharply declined for the gill‐net fishery. Of the two species that contributed to the fishery, Panulirus ornatus and Panulirus homarus, the latter has been more affected owing to high vulnerability to fishing activities. Catch composition analysis of the trammel‐net fishery showed that 35% of the landings consisted of P. homarus in the size range of 23–50 mm carapace length. On the north‐west coast, the spiny lobster Panulirus polyphagus and the slipper lobster Thenus orientalis are incidentally caught in trawl nets. However, the fishery for T. orientalis in the waters off Mumbai lasted only up to 1994. Large‐scale exploitation of spawning females, which formed 60% of the total catch, might have been detrimental to the recruitment process resulting in rapid decline and total collapse of the fishery. Abundance of P. polyphagus reached its maximum during September, constituting 23% of the average annual landing during 1988–2002. A high exploitation ratio (>0.7) indicated over‐fishing of the stock. Repeated spawning and high annual egg production are probably responsible for sustaining the stock, despite over‐exploitation. Major problems confronting the resource management of the multi‐gear and multi‐species lobster fisheries in India are discussed. An operational project, involving fisher community, has been taken up for creating awareness of the need for sustainable exploitation of the resource. Regulatory measures, such as closure of the fishery during the peak of the breeding season, ban on trammel‐net, mandatory release of egg‐bearing lobsters, and establishment of lobster sanctuaries are suggested to the State Governments for implementation.  相似文献

Today, the tuna fishery of the western and central Pacific is one of the world's largest fisheries. Annual catches exceed 2 million mt—approximately 50% of the global tuna catch—with an estimated landed value of USD 3 billion (in 2005). The fishery expanded rapidly from the mid 1980s, following the development of the purse-seine fishery. From the mid 1990s, it was recognised that a Regional Fisheries Management Organisation was required to facilitate cooperation in the management of the resource. Following almost a decade of negotiations and planning, the Western and Central Pacific Fishery Commission (WCPFC) was established in 2004. During the interim period, stock assessments for the key tuna species were developed and revealed that for two species (yellowfin and bigeye tuna) there was concern regarding the increased levels of fishing mortality. However, declarations and resolutions calling for restraint in the expansion of fishing effort were largely unheeded over the last decade and, to date, the WCPFC has been unable to introduce any measures to effectively reduce (or limit) the level of fishing mortality on yellowfin and bigeye tuna. This paper proposes a number of mechanisms for improving the performance of the WCPFC with respect to meeting the conservation and management objectives of the commission and argues that Pacific Island nations need to collectively take the lead to ensure the effective management of the resource.  相似文献

Many marine ecosystems exhibit a characteristic “wasp-waist” structure, where a single species, or at most several species, of small planktivorous fishes entirely dominate their trophic level. These species have complex life histories that result in radical variability that may propagate to both higher and lower trophic levels of the ecosystem. In addition, these populations have two key attributes: (1) they represent the lowest trophic level that is mobile, so they are capable of relocating their area of operation according to their own internal dynamics; (2) they may prey upon the early life stages of their predators, forming an unstable feedback loop in the trophic system that may, for example, precipitate abrupt regime shifts. Experience with the typical “boom-bust” dynamics of this type of population, and with populations that interact trophically with them, suggests a “predator pit” type of dynamics. This features a refuge from predation when abundance is very low, very destructive predation between an abundance level sufficient to attract interest from predators and an abundance level sufficient to satiate available predators, and, as abundance increases beyond this satiation point, decreasing specific predation mortality and population breakout. A simple formalism is developed to describe these dynamics. Examples of its application include (a) a hypothetical mechanism for progressive geographical habitat expansion at high biomass, (b) an explanation for the out-of-phase alternations of abundances of anchovies and sardines in many regional systems that appear to occur without substantial adverse interactions between the two species groups, and (c) an account of an interaction of environmental processes and fishery exploitation that caused a regime shift. The last is the example of the Baltic Sea, where the cod resource collapsed in concert with establishment of dominance of that ecosystem by the cod’s ‘wasp-waist” prey, herring and sprat.  相似文献

A proper understanding of the management status of small-scale subsistence and artisanal fisheries requires not only detailed sociocultural study, but comprehensive analysis of the state of the fished population(s), using rigorous stock assessment and other fisheries biology tools. In this article I describe several approaches taken to assess the artisanal trochus fishery at West Nggela. This includes stock density and other data, that demonstrate many reefs are overfished. I discuss the social and economic factors influencing the performance of the fishery. The importance of an understanding of property tenure is dealt with in some detail. An analysis of the various categories of fishers’ ecological knowledge about trochus is also presented, and discussed with respect to the categories of biological and ecological information considered by most fisheries biologists as essential to the assessment and management of a fishery.  相似文献

In Florida, United States, the Caribbean spiny lobster, Panulirus argus, supports an important commercial fishery and also perhaps the most intensive recreational fishery of any lobster species, with sales of recreational lobster fishing permits exceeding 100 000 annually. For the past decade, we have used mail surveys of recreational lobster license holders to estimate spatially explicit landings and fishing effort when recreational fishers are most active—during the state's “Special Two‐Day Sport Season”, which takes place just before the opening of the commercial season, and during the first month of the regular recreational season, which coincides with the commercial season. From 1993 through 2002, fishing effort during the Special Two‐Day Sport Season has ranged from 60 000 to 112 000 person‐days, and landings have ranged from c. 112 to 255t. Both fishing effort and landings have varied without trend. Fishing effort during the regular season over the same period has ranged from 261 000 to 514 000 person‐days, and landings have ranged from 434 to 825 t. Fishing effort has shown a marginally statistically significant decreasing trend, the result of a progressive decrease in effort since 1999. The largest proportion of both fishing effort and landings was concentrated along the south‐east coast. Despite the recent decrease in landings, the proportion of total landings made by the recreational fishery has increased. From 1993 through 1998, the fishery was responsible for c. 30% of commercial landings; by 2001, that percentage increased to nearly 40%. Such a shift in landings away from the commercial trap fishery toward the recreational fishery was recognised as a potential but unintended effect of the ongoing management plan of restricting effort in the commercial trap fishery. Our 2001 surveys revealed that recreational lobster fishers spent more on a person‐day basis than the general visitor to the Florida Keys did, but less than those visitors using the region's coral reefs. Consequently, managers must establish management strategies that allow the coexistence of this resource's user groups and also incorporate the social and environmental concerns of nonuser groups.  相似文献

Fishers from several ethnic groups on islands in eastern Indonesia seasonally fish for sea cucumbers at Scott Reef in Australia's Exclusive Economic Zone in the Timor Sea. Despite evidence suggesting that sea cucumbers are severely over-exploited fishers continue to voyage to the reef. How the traditional fishery operates under this condition and more broadly what economic drivers cause fishers to make the long and arduous voyage is vital to understanding this small-scale fishery and developing appropriate strategies for management. This study is the first to investigate these dynamic livelihood aspects using semi-structured interviews and fishers’ voluntarily recorded data on their catches, costs of fishing and the sales of those catches and income received over a six year period. The study demonstrated that costs, borrowings, and revenues differed between crews, leading to widely varying profits. Nevertheless, every crew that recorded the sale of their catches made a profit. Rapidly appreciating prices for their sea cucumber harvest, predominantly comprising low value species, was critical to maintaining the fishery's profitability. The income earned by some crews and boat owners were far greater than those potentially available to them through other livelihood strategies such as agriculture, coastal fisheries or trade opportunities. This study also suggests the depletion of high value sea cucumber species is ongoing. This Indonesian sea cucumber fishery at Scott Reef illustrates the linkages between stock sustainability, fishers’ livelihood outcomes, and the burgeoning Asian demand for sea cucumbers and the findings can inform the current management discourse on this small-scale transboundary fishery.  相似文献
