The risks of oil pollution in the Barents Sea have grown substantially in recent years, triggered by ongoing and projected petroleum developments and increased oil transportation. This study examines the bilateral oil-spill response (OSR) regime established by Norway and Russia to provide mutual assistance in combating accidents caused by oil pollution. The article examines the structure and functioning of the regime, discussing its effectiveness analytically in terms of regime outputs, outcomes, and impacts, and the interplay between the political and profession-based aspects of the regime. This Norwegian-Russian OSR cooperation in the Barents Sea has developed into an effective bilateral regime. The general framework for cooperation, the roles and functions of the cooperating parties, and the operative coordination procedures in an emergency situation have been established through a set of formal institutional procedures. These procedures have been followed up by the parties and practiced regularly through bilateral and multilateral training exercises. Although the regime has not had to be activated, the results of the exercises and interview data indicate mutual satisfaction with the practical aspects of the cooperation and shared confidence in successful joint OSR operation. This article further explains the evolution of this effectiveness through analysis of the political and profession-based constituents of the regime. The limited political dynamic of the regime has ensured stability as well as facilitating the development of professional relations between representatives of the agencies dealing with operational issues. Therefore, the effectiveness of the Norwegian–Russian OSR regime has been a function of both political stability and professional-level achievements contingent on developments in the political processes.  相似文献

The following periods reflected in the composition and distribution of benthic communities are distinguished in the development of the Sea of Azov during the last 80 years: (1) prior to the regulation of the Don River discharge, (2) after its regulation, (3) stabilization of the Don River hydrological regime, and (4) desalination of the sea. The distribution of benthic communities in the Sea of Azov is characterized by concentric patterns, which are distorted due to the changes in the hydrological and oxygen regimes after oxygen depletion. The basic factors that influence the distribution of macrozoobenthic communities are the aeration regime of the sea and the character of the sediment accumulation. The steady distribution of benthic communities composed largely of euryhaline species adapted to the conditions of an unstable salinity in the Sea of Azov shows no correlation with the salinity fluctuations from 9 to 14‰ during the 80-year-long period.  相似文献

Conflicts between artisanal and industrial fishermen—targeting increasingly scarce resources in Senegal—are posing a serious threat to human security and are only symbolically addressed by the country's fisheries governance regime. Severely outmatched in terms of political influence and size, artisanal fishermen are more vulnerable to the fallout of conflicts at sea. The loss of fishing materials threatens the livelihoods of fishermen and their families; collisions and violence between members of the two sectors often result in injury and death. This study examines at-sea interactions between Senegal's artisanal and industrial sectors and the formal and informal mechanisms in place for managing them. Conflictive interactions are found to co-exist alongside cooperative ones and both emerge in response to changes in marine resource abundance and management. Formal systems in place to mediate at-sea conflicts are ineffective and seldom used by artisanal fishermen, who either accept their losses, attempt to informally resolve conflicts with industrial actors or resort to violence.  相似文献

A boundary layer formulation for the dynamic structure of a deep estuary is developed. Cross-stream averages are used, but the boundary layer structure is shown to depend on the cross-stream geostrophic constraint. A similarity transformation and a weighted residual method are used to derive an approximate solution for the velocity and salinity structure of the upper layer. This solution indicates that, in the central regime of the estuary, outflow extends through the entire halocline. Inflow takes place in a much less stratified lower layer, and mass exchange between the layers is by upwelling. This structure is modified in the outer regime of the estuary, where mixing between the layers develops, and in the inner regime, where a sharp halocline develops and where the dynamics are dominated by river runoff. The implications of the dynamics for the flushing process and for pollutant movement and dispersion are discussed.  相似文献

Regime shifts: Can ecological theory illuminate the mechanisms?   总被引:2,自引:0,他引:2  
“Regime shifts” are considered here to be low-frequency, high-amplitude changes in oceanic conditions that may be especially pronounced in biological variables and propagate through several trophic levels. Three different types of regime shift (smooth, abrupt and discontinuous) are identified on the basis of different patterns in the relationship between the response of an ecosystem variable (usually biotic) and some external forcing or condition (control variable). The smooth regime shift is represented by a quasi-linear relationship between the response and control variables. The abrupt regime shift exhibits a nonlinear relationship between the response and control variables, and the discontinuous regime shift is characterized by the trajectory of the response variable differing when the forcing variable increases compared to when it decreases (i.e., the occurrence of alternative “stable” states). Most often, oceanic regime shifts are identified from time series of biotic variables (often commercial fish), but this approach does not allow the identification of discontinuous regime shifts. Recognizing discontinuous regime shifts is, however, particularly important as evidence from terrestrial and freshwater ecosystems suggests that such regime shifts may not be immediately reversible. Based on a review of various generic classes of mathematical models, we conclude that regime shifts arise from the interaction between population processes and external forcing variables. The shift between ecosystem states can be caused by gradual, cumulative changes in the forcing variable(s) or it can be triggered by acute disturbances, either anthropogenic or natural. A protocol for diagnosing the type of regime shift encountered is described and applied to a data set on Georges Bank haddock, from which it is concluded that a discontinuous regime shift in the abundance of haddock may have occurred. It is acknowledged that few, if any, marine data are available to confirm the occurrence of discontinuous regime shifts in the ocean. Nevertheless, we argue that there is good theoretical evidence for their occurrence as well as some anecdotal evidence from data collection campaigns and that the possibility of their occurrence should be recognized in the development of natural resource management strategies.  相似文献

The Law of the Sea Convention constrains regional environmental regimes, especially with respect to navigation beyond the territorial sea. Existing soft-law institutions, notably the Arctic Council, have already strengthened environmental governance in the region by (1) improving the knowledge base; (2) preparing practical guidance on risk reduction; (3) highlighting in broader regulatory fora the Arctic dimension of problems like long-range transported hazardous compounds; and (4) supporting the capacity of Arctic states to implement existing commitments. None of those functions would be much enhanced by a legally binding Arctic environmental regime. The political impediments to reaching circumpolar agreement on a single comprehensive legal regime would suggest a flexible approach to norm building that seeks productive interplay with existing institutions.  相似文献

This article examines the federal legislative regime for governing offshore oil development in Australia. Adopting an evolutionary perspective, the article considers how the Australian petroleum regime has been able to avoid the ‘asymmetry of costs and benefits’ which have shut down the offshore oil leasing program on the US west coast. To this end, it is shown that the Petroleum (Submerged Lands) Act has overcome jurisdictional issues by creating a partnership between the federal and state governments, enabling both to share in the benefits of policy making. This joint decision-making structure is narrowly focused upon exploitation, though, and does not deal with environmental issues outside of its original scope. The absence of a complementary regime to fill this policy gap permits environmental costs to go unaccounted in petroleum development. This shortcoming notwithstanding, the Petroleum (Submerged Lands) Act provides a useful model by which federal/state jurisdictional limitations can be overcome. Ocean and coastal issues are currently receiving political attention in Australia, and it is timely for the cooperative governance model to be revisited and also extended to other marine policy sectors. Moreover, joint authority approaches could be considered by other federations struggling with offshore jurisdiction issues.  相似文献

Evidence supports the hypothesis that two climatic regime shifts in the North Pacific and the Japan/East Sea, have affected the dynamics of the marine ecosystem and fisheries resources from 1960 to 2000. Changes in both mixed layer depth (MLD) and primary production were detected in the Japan/East Sea after 1976. The 1976 regime shift appears to have caused the biomass replacement with changes in catch production of major exploited fisheries resources, including Pacific saury, Pacific sardine and filefish. Both fisheries yield and fish distribution are reflected in these decadal fluctuations. In the 1960s and 1990s, common squid dominated the catches whereas in the 1970s and 1980s, it was replaced by walleye pollock. In the post-1988 regime shift, the distribution of horse mackerel shifted westward and southward and its distributional overlap with common mackerel decreased. The habitat of Pacific sardine also shifted away from mackerel habitats during this period. To evaluate changes in the organization and structure of the ecosystem in the Japan/East Sea, a mass-balanced model, Ecopath, was employed. Based on two mass-balanced models, representing before (1970–75) and after (1978–84) the 1976 regime shift, the weighted mean trophic level of catch increased from 3.09 before to 3.28 after. Total biomass of species groups in the Japan/East Sea ecosystem increased by 15% and total catch production increased by 48% due to the 1976 regime shift. The largest changes occurred at mid-trophic levels, occupied by fishes and cephalopods. The dominant predatory species shifted from cephalopods to walleye pollock due to the 1976 regime shift. It is concluded that the climatic regime shifts caused changes in the structure of the ecosystem and the roles of major species, as well as, large variations in biomass and production of fisheries resources.  相似文献

Based on an experimental study of directed dissipation coefficients and aerosol microstructure in the coastal area the problem of wind regime manifestation is considered. It is shown that the main changes of parameters of dissipation indicatrix form near angles =15°–165°, which are conditioned by submicron fractions of aerosol particles, take place without regard for wind regime. Usually they are defined by effect of relative air humidity. It is found that specific manifestations of wind regime are observed close to small dissipation angles and are conditioned by the effect of coarse-dispersed aerosol fractions.UDK 551.593  相似文献

长江口南北港分汊口河段新浏河沙护滩潜堤及南沙头通道潜堤工程是典型的航道整治工程,经调查发现限流潜堤冲刷坑在两侧余排外对称分布,12 m以深等深线呈不连续坑状,南侧个别区段冲刷坑已侵入排内。基于工程地形监测和地质资料分析,通过现场水深测量、旁扫声纳扫测、潜水探摸、水文观测和三维潮流数学模型计算等手段,对限流潜堤排外局部冲刷情况和发生原因进行研究。研究结果表明潜堤排外冲刷是越顶水流长期作用所致,冲刷发展变化具有代表性,冲刷最大深度与地质条件有一定相关性。潜堤南侧护底余排边缘局部余排受外力损毁,引起排内冲刷,如进一步发展会影响堤身及结构安全,需对护底损坏部位进行修复以保证整治建筑物护底功能正常发挥。  相似文献
