This article summarises the results of case studies carried out in six developing countries. The case studies analyse the economics of small and medium-scale aquaculture and fisheries enterprises, in particular their capital requirement to cover investment and operating costs, and discuss the demand and supply of financial services. Given that capture fisheries face problems in many parts of the world due to stagnating or declining stocks, it is likely that in the future aquaculture, including mariculture, will have to play an increasing role in supply. In order to achieve sustainable growth in aquaculture businesses in sub-Saharan Africa a range of constraints—technical and financial—need to be overcome. Traditional financial instruments seem unable to meet the financial needs of small and medium-scale enterprises (SMEs) in the aquaculture and fisheries sector. Accordingly, innovative financial models for SMEs need to be developed to fill the gap between traditional banking and grant-based donor finance. One key characteristic of investment funds specialising in SMEs in Africa is the combination of investment funds with business development funds in order to ensure the economic growth of SMEs as well as the likelihood of prompt loan repayment.  相似文献

Fishmeal is a critically important feed ingredient for use in animal (e.g., poultry and pigs) and aquaculture production (e.g., salmon, trout and shrimp). There is great concern that increasing demand for fishmeal will place stress on the world's pelagic fisheries and may undermine the sustainability of aquaculture systems. Our research shows that after 1998 the fishmeal sector changed. The change has increased costs for animal and fish producers, which seems to have acted as a stimulus for innovation. The results have considerable implications for the management and health of pelagic fisheries.  相似文献

This study analyzes how overall changes in political and economic life during the last decade have affected the Estonian coastal fishery of the Baltic Sea. At the beginning of the nineties, the opportunity to export fish to the European market emerged. Opening of this new market resulted in rapidly increasing pressure on fish stocks. Some of the most important coastal fishery resources were over-fished because of high export market demand coupled with insufficient resource management and ineffective control and enforcement mechanisms. The costs associated with fishery have grown much more than the first-buyer prices. Additionally, dynamic development of the Estonian economy has resulted in substantial increases in earnings in other economic sectors and therefore the relative wealth of fishermen has steadily declined. This has resulted in increasing social problems. In conclusion, countries in transition may encounter serious difficulties in the fisheries sector, arising from privatization and economic reforms, which may affect the fisheries even years after the establishment of new ruling principles.  相似文献

In recent years, negative impacts of jellyfish blooms (JB) on marine human activities have been increasingly reported. Aquaculture has been affected by jellyfish outbreaks, mostly documented through repeated episodes of farmed salmon mortalities in Northern Europe; however, the valuation of JB consequences on the aquaculture sector still remains poorly quantified. This study aims to provide the first quantitative evaluation effects of JB on finfish aquaculture in the Mediterranean Sea and to investigate the general awareness of JB impacts among Mediterranean aquaculture professional workers. The aquaculture workers' perception about JB was assessed through a structured interview-based survey administered across 21 aquaculture facilities in central and western Mediterranean. The workers' awareness about JB impacts on aquaculture differed among countries. Italian and Spanish fish farmers were better informed about jellyfish proliferations and, together with Tunisian farmers, they all recognized the wide potential consequences of JB on sea bream and sea bass aquaculture. On the contrary, the majority of Maltese respondents considered JB as a non-significant threat to their activity, mostly based on off-shore tuna farming. This study for the first time shows that JB may negatively affect different Mediterranean aquaculture facilities from Tunisia (Sicily Channel) and Spain (Alboran Sea), by increasing farmed fish gill disorders and mortality, clogging net cages, or inflicting painful stings to field operators, with severe economic consequences. Available knowledge calls for the development of coordinated preventive plans, adaptation policies, and mitigation countermeasures across European countries in order to address the JB phenomenon and its impacts on coastal water activities.  相似文献

The increasing global demand for animal protein is a major ecological concern due to its impacts on land use, climate change, global grain supply and fisheries. One method for harvesting animal protein is to grow marine fish. This is widely practiced in coastal environments, but also leads to environmental problems associated with habitat loss and nutrient loading. One alternative is to move marine aquaculture further offshore, away from coastal land-use conflicts and towards ocean currents, which can efficiently dispose wastes. This concept creates a logistical challenge, however, since operators have to transport large amounts of food, fish and fuel to and from offshore cages on a regular basis and in varied weather conditions. In this paper, we discuss the economic feasibility of using offshore oil and gas platforms as bases for open ocean aquaculture in the Gulf of Mexico. We develop net-present value models of a platform-based operation and describe sensitivity analysis of the model output. We conclude that offshore platform-based mariculture may be commercially viable under favorable assumptions, that its viability requires economies of scale and depends principally on the yield per unit of cage volume achieved. This article discusses how the Chinese seafood industry will affect the rest of the world's fishing industries. The analysis is based on theories of economic comparative advantage, the international division of labour and the internationalization process related to trade activities. Given the increasing domestic demand for fish in China, the limited availability of domestic fish stocks and less success for farmed marine fish in China are considered some of the most important factors in restricting the growth in Chinese seafood production. The necessity of raw fish imports into China may increase pressure on global fish stocks and international fish prices, resulting in tighter supplies worldwide and higher seafood prices for the Chinese. Sustainable fish harvests and trade require stronger fishery management, in particular in the relations between seafood companies and governments along the entire international value chain supplying China. Such structural changes may allow new value-added possibilities for fish farming and the upgrading of certain fish species for human consumption that were previously utilized purely for fish feed.  相似文献

Future fish demand-supply scenarios project that investment in aquaculture will be needed to ensure fish for food security in Solomon Islands. In 2010 a study of two peri-urban areas of Solomon Islands analysed the demand and potential for inland aquaculture, and the role of the introduced Mozambique tilapia (Oreochromis mossambicus) in household livelihoods and existing value chains. Of 178 households interviewed, marine reef fish were the preferred fish for consumption, although tinned fish was also common. At the study sites, Mozambique tilapia was accessible and contributed to food security, particularly for inland households. Sixty five percent of the people actively fished for tilapia at least monthly; 13% of these fished on almost a daily basis. Fish were consumed by men, women and children and sold by both men and women in local village markets. Mozambique tilapia is considered to perform poorly in aquaculture. While other species like Nile tilapia or milkfish (Chanos chanos) are being considered for aquaculture by the Solomon Islands Government, Mozambique tilapia is currently the only cost-effective and widely available alternative for farming fish for household food security. This study lends weight to the premise that peri-urban households that are cash poor are likely to benefit nutritionally from easier access to tilapia or other freshwater fish.  相似文献

Fish is a mainstay of food security for Pacific island countries and territories (PICTs). Recent household income and expenditure surveys, and socio-economic surveys, demonstrate that subsistence fishing still provides the great majority of dietary animal protein in the region. Forecasts of the fish required in 2030 to meet recommended per capita fish consumption, or to maintain current consumption, indicate that even well-managed coastal fisheries will only be able to meet the demand in 6 of 22 PICTs. Governments of many PICTs will need to increase local access to tuna, and develop small-pond aquaculture, to provide food security. Diversifying the supply of fish will also make rural households in the Pacific more resilient to natural disasters, social and political instability, and the uncertainty of climate change.  相似文献

Small-scale fisheries are often seen as a solution for ensuring sustainability in marine exploitation. They are viewed as a suitable alternative to industrial fisheries, particularly when considering their social and economic importance in developing countries. Here, we show that the booming small-scale fishery sector in Senegal, in the context of increasing foreign demand, has induced the collapse of one of the most emblematic West African marine fish species, a large grouper Epinephelus aeneus, historically called ‘false cod’ by European fishers. The overexploitation of this species appears to be on account of the increasing effort sustained by a growing international demand and important subsidies, which resulted in a relative stability of the average economic yield per fishing trip and an incentive for continuing targeting this species to almost extinction. It is a critical time for addressing and mitigating the pressure of the small-scale fisheries to prevent declines of fish species that are highly valued by northern markets. A balance between conservation and exploitation is necessary to maintain ecological viability while considering the socio-economic importance of the small-scale fisheries. However, a new strategy is needed for conservation that will consider and articulate simultaneously the concerns regarding unmanaged and growing small-scale fisheries, rampant subsidies and increasing foreign demand.  相似文献

The aquaculture industry can meet food security needs and reduce the pressure on marine resources. The expansion of aquaculture allows the fisheries industry to restructure from hunting to farming, and thus drives the need for an analysis of the economic impacts of aquaculture industry in consideration of the interdependence between capture fisheries and aquaculture industry. This study attempts to analyze the economic impacts of two fishery sectors using input–output (I–O) analysis, with specific application to Korea. To this end, this study applies the I–O models to the Korean I–O tables generated by the Bank of Korea, paying particular attention to the two fishery sectors in Korea, considering them as exogenous, and then determining their impacts. Specifically, the production-inducing effects, employment-inducing effects, supply shortage effects, sectoral price effects, forward linkage effects, and backward linkage effects of the two fishery sectors are presented over the period 1995–2010. For example, the production-inducing effect of a KRW 1.0 change in fisheries investment is larger in the petroleum and chemical sectors than in other sectors. Moreover, the aquaculture sector has larger employment-inducing effects than the capture fisheries. Finally, the potential uses of the results of this analysis are presented from the perspective of policy instruments, and policy implications are discussed.  相似文献

As a result of the stagnation of commercial fishery landings, aquaculture activities are expected to increase over the next decades to match the growing demand for marine protein. Overall, it is expected that the aquaculture sector could reduce some of the fishing pressure applied to wild stocks. However, this development is likely to be limited by the availability of key aquaculture inputs, specifically fishmeal and fish oil products (FMFOP). Aquaculture provided 60 % (fish meal) and 80 % (fish oil) of the world total consumption of these products in 2007. FMFOP are generally derived from small pelagic fish species, but can also be derived from other sources. Identifying the origin of FMFOP is crucial to understanding the effects of this new pressure on marine social-ecological systems. Two factors are of particular importance in the reduction sector transforming wild fish into fishmeal or fish oil: the two “conversion ratios” (i.e. the ratio between the quantity of wild fish harvested and the resulting quantity of FMFOP, and the ratio between the quantity of FMFOP and aquaculture production), and the type of raw material used by the reduction sector. Based on trade and production databases from FAO and the International Fishmeal and Fish oil Organisation (IFFO), this paper proposes an approach to identify the origin of FMFOP. It shows that whereas different countries use different pelagic resources to produce FMFOP, other countries use non-pelagic sources, and some countries use pelagic resources for human consumption.  相似文献

Mud crab (Scylla serrata) is a delicacy for subsistence consumption in fisher communities and tourist hotels in the coast of Kenya while export demand to markets in China and Japan is expanding and provides competitively higher prices. Crab exploitation and degradation of the mangrove forests have increased over the last decades therefore threatening the capture fishery. The preferred market size crab has consistently decreased from more than 1 kg two decades ago to the current size of 0.5 kg therefore posing both management and livelihood threat to the critical ecosystem (mangrove) and coastal populations. To meet the increased tourist and export demand and provide surplus for the local community while conserving the critical crab ecosystem, small-scale aquaculture has been initiated in the concept of silvofisheries. Initial culture methods have targeted sub-adult crabs of 150–350 g for culture to market size (>0.5 kg) in drive-in cages and pens (mud crab fattening). These technology attained survival of between 50 and 70% and a market price of 5 dollars per kilogram. However, research is ongoing to assess viability of stocking juvenile seed crabs directly in ponds as practised in South East Asia (SEA) as opposed to stocking of sub-adults in drive-in cages. In comparison with other areas, crab capture fisheries in East Africa have limited management and enforcement frameworks/capabilities within the wider regional fisheries policies. Also there is limited understanding of wild mud crab resources and suitable management options to avoid over-exploitation as observed in SEA. The double-edged demand (wild market size capture and juvenile capture for aquaculture) for mud crabs in addition to mangrove degradation are likely to cause great challenges to stock exploitation and livelihoods of the coastal people dependent on the resource. This review paper provides an inside onto the tradition, trends and options for development of mud crab capture and culture in Kenya.  相似文献

This study presents the response of fisheries management to the extreme climatic events that affect marine capture fisheries and mariculture in Taiwan. Two regional approaches that can be applied universally to help capture fisheries and mariculture adapt to extreme weather events are also proposed. In the winter of 2008, an anomalously strong and continuous northeasterly wind caused by a La Niña event drove the cold China Coastal Current southward to penetrate the southern Taiwan Strait, and a portion of this current intruded eastward to the southern Penghu Archipelago. The cold current intrusion appreciably damaged marine aquaculture and the wild fish population, causing the death of more than 73 t of wild fish and 80% of cage aquaculture fish at the Penghu Islands. This extremely cold seawater event occurred between late January and the beginning of February 2008. To recover fishery resources around the waters of Penghu, fishery-related agencies adapted recovery measures over 3 years starting in April 2008 that included hatchery juvenile release, environmental monitoring, fishery subsidies, and ecological field investigations. This study suggests that responding to extreme climatic influences on fisheries and mariculture should include (1) establishing an early warning system by connecting fisheries agencies and marine research institutions to assist decision makers in performing time-adaptive measures, (2) temporarily suspending fishing activities after the occurrence of a natural disaster to help recover fishery resources and ecosystems, (3) altering the governance of farming fishing right so that fish farmers can temporarily transfer their aquaculture cages from high-risk areas to waters outside the influence of extreme weather events, and (4) continually filing surveys to understand the recovery status of marine ecosystems.  相似文献

Fisheries resources play a major role in the national economy and to food security in Solomon Islands. Climate change is likely to have a substantial impact on fish production that can lead to a fragile food security condition in the country. This paper assesses the potential economic impact of three important climate change adaptation strategies – natural resource management (NRM), fish aggregating devices (FAD) and aquaculture – in Solomon Islands. The study used a country-specific partial equilibrium economic model with six fish sub-sectors and analyzed potential impact of alternate climate change adaptation strategies for 2035 and 2050. The modeling and scenario analyses show that total fish demand is likely to surpass domestic fish production in 2050. Without appropriate climate adaptation strategy, per capita consumption of domestically produced fish will decline, which has serious negative food security implications for the country. The economic (welfare) analysis conducted based on modeling results show that the national level net economic gains due to climate change adaptation strategies are substantial. If cost and topographic conditions permit, low-cost inshore FADs are expected to be a good mechanism for augmenting domestic supplies of tuna and similar species in Solomon Islands.  相似文献

The global aquaculture sector has grown continuously over the past 40 years, though unevenly among countries. Differences in factors such as inputs, climate, management, technology, markets, social environment, and institutions might be reasons for the disparities in growth. This study focuses on institutions, by analyzing the relationship between annual growth in the production of the major aquaculture countries and the quality of their institutions over three decades (1984–2013). Based on an ex-ante set of criteria, seventy-four aquaculture countries from five different regions - Africa, the Americas, Asia, Europe and Oceania - were selected. Annual percentage change in total aquaculture production, in terms of quantity and value, was used as a proxy for sector development. Three indices - governance, corruption, and competitiveness - were used as institutional quality proxies. Empirical results suggest that the aquaculture growth did not significantly correlate with the quality of institutions. By region, Africa had the fastest growth in the aquaculture sector, though from a low base, with 7.35% and 9.28% higher annual percentage change in aquaculture quantity and value respectively, than the Asian region. While, the European region experienced significantly lower annual percentage change in aquaculture quantity, a difference of 3.78% compared to the Asian region. Furthermore, the study found that total aquaculture production was not positively correlated with eco-label certification. The study is concluded by discussing the “aquaculture paradox.”  相似文献

The wide variety of goods and services provided by the coastal zone (food, medicines, nutrient recycling, control of flooding, typhoon protection) account for its many uses (fisheries, aquaculture, agriculture, human settlements, harbors, ports, tourism, industries). Aquaculture now provides a third of total fisheries production. Half of the total aquaculture yield comes from land-based ponds and water-based pens, cages, longlines and stakes in brackish water and marine habitats. But the opportunities for employment, income and foreign exchange from coastal aquaculture have been overshadowed by negative environmental and social effects. The environmental impacts include: mangrove loss, bycatch during collection of wild seed and broodstock, introductions and transfers of species, spread of parasites and diseases, misuse of chemicals, and release of wastes. The socioeconomic impacts include: privatization of public lands and waterways, loss of fisheries livelihoods, food insecurity, and urban migration. The paper gives recommendations on the attainment of responsible and sustainable aquaculture with emphasis on herbivorous and omnivorous species, polyculture, integration with agriculture and mangroves, and self-regulation in the form of codes of conduct and best management practices. Recommended approaches include holistic Integrated Coastal Zone Management based on stakeholder needs, mechanisms for conflict resolution, assimilative capacity of the environment, protection of community resources, and rehabilitation of degraded habitats, to improvements in the aquaculture sector pertaining to management of feed, water, and effluents.  相似文献

This article provides a historical account of Chinese public policy on fisheries subsidies, and a discussion of problems and limitations resulting from the World Trade Organization (WTO) Doha Round fisheries subsidies negotiation. By analyzing subsidization trends and applying a proportional assessment of subsidized areas, the article tracks the evolvement of Chinese fishery policy objective and priorities. Chinese fishery is not historically significantly subsidized in light of its relatively market-oriented structure and a sustained momentum in reducing marine capture capacity. However, due to the commitment to encouraging qualitative growth and to satisfying a rising domestic demand for fish, the government seeks for adequate policy space to employ fuel, distant water fisheries, infrastructure and various ‘green light’ subsidies. Whether or not such a claim can be accepted as a developmental right not an exception remains to be answered by the revision of current negotiation draft.  相似文献

In a recent commentary, Pauly and Zeller disagreed with the Food and Agriculture Organization's interpretation of its global capture fishery production records, arguing that trends were distorted by unreliable statistics in some countries. They criticized FAO for not having used their “catch reconstructions” in the 2016 State of the World Fisheries and Aquaculture (SOFIA) report and questioned the interpretation and significance of FAO's aquaculture production statistics. In this paper, we refute their claims and demonstrate that their critique is based on fundamental misunderstandings caused by mixing up statistical metrics and using simple normative explanations to interpret highly complex datasets. We explain how FAO maintains, curates and updates the only validated source of global fisheries landings, describe our capacity building projects and activities underpinning the annual updates for the over 231 different sources of fisheries data, and clarify such updates include dialogues with member countries to improve and revise present and historical records. FAO will continue to work closely with member states, IGOs, NGOs, academia and civil society, to further improve fishery and aquaculture databases, while calling on states to make renewed efforts to improve data quality. It also welcomes research efforts that contribute to the improvement of statistical data which are critical to the sustainable management of fisheries and aquaculture.  相似文献

For the first time, the production of fisheries in Kuwait was assessed both quantitatively and qualitatively by comparing the production of the late 1980s and the mid-2000s using official data. The results indicate that total fisheries production has declined over time, with local production (artisanal and industrial) having decreased by approximately 25%, while imports increased by 25%, representing 62% of the total fisheries production over time. Current consumer preferences have led to increased demand of fish species formerly having inferior commercial importance. The verified per capita fish consumption in 2010 was 22.32 kg yr−1 suggesting the existence of an unrecorded supplementary supply of fish. Predictions show a dramatic decrease in fishery production by 2025, with a low supply of only 0.5 kg per individual per annum. The results have practical implications for legislators’ management strategies for the sustainability of local fishery stocks.  相似文献
