Policy efforts to reduce fisheries impact have often created micro-management. Detailed regulations are restricting the fishing industry, and are also acknowledged to limit the progress towards sustainable management. Industry representatives, political bodies and scientists have therefore argued for more simplicity and transparency. Here, fisheries management is quantified in terms of trends in regulations for different Swedish fisheries in the Baltic Sea during the period 1995–2009. The results suggest that many fisheries are suffering from increased micro-management, but interestingly some fisheries showing a different trend.  相似文献

The current fisheries management regime in New Zealand involves a system of quota management within which individual quotas are owned by fishermen and are transferable on an open market. The sum of these individual transferable quotas ITQs for a particular species equates to the total allowable catch TAC for that species. The objectives, implementation and consequences of this system are outlined, and its significance for stock assessment for species included in the ITQ system is discussed. A recent need for a TAC reduction in the deep-water fishery for orange roughy Hoplostethus atlanticus is mentioned in the context of the ITQ system. It is suggested that there is potential for economic benefit to the fishing industry in the Benguela system if an ITQ system were to be introduced locally.  相似文献

In response to the shortcomings of the EU's Common Fisheries Policy, the European Commission has suggested regionalising fisheries management. Examples already exist of the more decentralised management of certain fisheries. Since 2007, the Commission has requested national eel management plans (EMPs) from all EU eel-fishing nations, giving national management bodies considerable freedom to develop their own EMPs. To examine the prerequisites for decentralisation, the Swedish EMP was chosen as a case. The European eel is critically endangered due to overfishing and environmental degradation. Analysis of the Swedish EMP reveals serious flaws: the conflict between the objectives of species and fishery preservation has not been clarified nor is the prioritisation clear. The plan has not been critically reviewed and alternative options are not considered. Though the basic data are uncertain, this uncertainty is viewed as support for not adopting any safety margin. Management is therefore directed towards mitigating the negative effects of fishing and other human activities rather than realising the conservation objective. The efficiency of the various protection measures is also disputable; for example, translocation is problematic, as translocated (i.e., stocked) eels display impaired navigational abilities. Another problematic aspect of this conservation strategy is the slow implementation of the EMP. In conclusion, this study emphasises the necessity of legal and social science as well as natural science research to evaluate the efficiency and implementation of fishery management.  相似文献

A review of indicators for an ecosystem approach to fisheries management is presented, focusing on multispecies fisheries and limited resources for assessments and implementation, as often is the case in developing countries. Emphasizing the need to link indicators to management objectives, indicators from the literature are grouped into four categories, relating to the immediate fisheries resource base (single-species and multispecies indicators) and the wider ecosystem (habitat structure and ecosystem functioning). The usefulness of these indicators is assessed along three dimensions of acceptability among stakeholders, observability, and relation to fisheries management using a traffic light approach. The top ranking indicators are highlighted as a generally good start for any particular fishery management case. It is, however, argued that, even with similar management objectives, indicators need to be specific to both ecosystems and the institutional set-up if they are to be effective for management, and that indicators may consequently differ considerably between individual management applications.  相似文献

In the face of environmental change, managing coastal resources effectively to benefit coastal stakeholders means understanding both complex coastal processes and the needs of stakeholders. Surfers are a culturally and economically significant group of coastal resource users who, in the act of participating in their sport, can acquire deep knowledge about the coastal environment and about wave resources in particular. As the primary users of wave resources, surfers could contribute substantially to both understanding the resources themselves and supplying locally-relevant data to inform their management. This study investigates the local knowledge of surfers through two surveys of more than one thousand California surfers and promulgates, based on survey data, a formal definition of surfers’ local knowledge as "wave knowledge." In so doing, this study makes the case that wave knowledge can be used to inform coastal management decision-making in those situations where wave resources, and thus the growing stakeholder group of surfers, could possibly be affected.  相似文献

Interviews with government staff responsible for fisheries management in Maluku, Indonesia in 1997–98 revealed problems in capacity, and an emphasis on economic development rather than management. The traditional institutions which persisted in some villages to regulate the access and withdrawal rights over key inshore species, were also disjunct from government departments. The period following December 1998 is marked by political upheaval, legislative change that (in theory) decentralized governance over inshore waters, and violent unrest centered in Maluku. All these make the data collected in 1997–98 of historical interest. The state of fisheries management in Maluku remains undefined, pending further legislative reform and peace that will allow governments and communities to negotiate and implement new institutional arrangements.  相似文献

Fisheries management has long been characterised by strong user-group involvement, created to enhance the legitimacy and proficiency of decisions. Due to perennial problems of overfishing and resource depletion, the privileged position of users are increasingly being challenged, and there have been calls for more inclusive and democratic institutions. Fish, it is argued, is a public resource and should be managed through institutional arrangements that take the public interest into account. Taking the demands for more inclusive and transparent management institutions as our starting point, the article addresses some of the issues emanating from a stakeholder approach to fisheries management. Against the backdrop of stakeholder theory, as it has been developed in the literature on business management, we attempt to identify—and classify—those with a legitimate stake in the fisheries. We also address some of the problems and complexities of stakeholder management, and conclude with a discussion of some of the central issues and challenges pertaining to the creation of more inclusive and transparent institutions in fisheries management.  相似文献

In the Pacific, coastal communities have compensated for chronically low capacity of governments to manage fisheries by implementing local regulations in their marine tenure areas. In order to investigate the performance of community-based fisheries management (CBFM) in Vanuatu, trajectories and factors of change in CBFM systems since the 1990s were analysed. Focal group interviews were conducted in seven villages on Efaté island in 2011 and supplemented by a review of supporting literature. Results reveal the increasing and excessive reliance of CBFM systems on external agencies that promoted overly complex management plans. Examination of trends in CBFM systems shows that community and national fishing rules that were highly acceptable by local societies were more likely to be enforced in the long run. In particular, the establishment of marine reserves was the most widespread and best enforced community rule for the purposes of conservation, ecotourism, and/or fisheries. Overall, the results challenge the current effectiveness of CBFM in achieving sustainability of reef fisheries in Vanuatu, and highlight the over-reliance on small marine reserves as a management tool. Community initiatives must be strengthened by new specific national regulations governing subsistence and commercial reef fisheries as part of a multi-scale co-management approach.  相似文献

Increasingly, natural resource management decision making is being undertaken by management committees that consist of a range of stakeholder groups. Representatives on these committees potentially have widely differing objective preferences. Consequently, there exists the potential for management decisions to be affected not only by the type of representation, but by the individuals themselves. In this paper, the robustness of management decision making to both the stakeholder representation and the individual representatives is tested using the case of fisheries management, for which a number of studies have been undertaken in Australia to assess objective preferences within a multi-objective framework. The results suggest that, in most cases, management decisions are robust to membership, but in a small number of instances the actual composition of individuals in a committee may result in different decisions.  相似文献

This paper has two aims. First, New Zealand’s quota management system is analysed using a simple analytical economic model. Second, the paper describes how the system has evolved in response to pressures since implementation. The quota management system has provided a remarkably robust platform for addressing fisheries management problems during its first ten years of operation. It also provided the government with an instrument for settling Maori fishing claims. In 1996, the unsubsidised New Zealand fishing industry exported most of its harvest to highly competitive international markets. The release of phosphorus (P) from the sediments of eutrophic lakes is often associated with the proliferation of nuisance algal blooms, especially cyanobacteria. The successful implementation of management actions aimed at reducing such algal blooms requires an integrated approach, including both external and internal nutrient loads. The internal load of P can be a significant source of P for primary production, with greatest inputs occurring when lakes stratify and the hypolimnetic waters become anoxic. We reviewed the nature and characteristics of New Zealand lakes in relation to factors which affect the application of technologies to manage internal P loads within individual lakes. New Zealand's windy maritime climate causes lakes to mix more deeply than lakes in continental areas, which are characterised by relatively hot, calm summers. We assessed a range of management options which may be used to control internal P loads, and considered these in a de cision‐support framework aimed at identifying the key factors which may limit successful application. Methods to reduce P release from sediments include: physical approaches—such as artificial destratification, hypolimnetic aeration, enhanced lake flushing, and dredging/discing; and geochemical approaches—such as the application of alum and iron as flocculation agents, and other products as “capping” materials. The capping materials may be either a passive physical barrier (e.g., sand, gravel, clay) or an active barrier. The active barrier systems are generally pervious chemical or geochemical materials capable of binding contaminants by adsorption or precipitation processes. A decision‐support and risk assessment framework is provided to assist managers in the development of appropriate strategies for reducing or controlling internal P loads, and thus cyanobacteria blooms. A review of the sediment characteristics of lakes in the Taupo volcanic zone showed marked variability in sediment P content, and elevated geothermal arsenic concentrations in some lake sediments, which may affect the efficacy of chemical capping agents, indicating that site‐specific consideration of capping agent dose is required.  相似文献

Chile has a very diverse and variable coastal zone, with a series of phenomena that occur unexpectedly and which demand great flexibility from the management models that are implemented. The oceanographic characteristics have provided Chile’s coastal zone with important pelagic fisheries in the country’s north and center and benthonic fisheries in the south. They have also led to the explosive growth of aquaculture in the last ten years, mostly in the canals zone. In the northern and central regions, megaprojects have dominated coastal zone investments and are about to go into the far north. Also a sustained popùlation increase in central and southern coastal areas is expected as a consequence of the saturation of big cities and development in road, transport and communications.The incorporation of Chile into trade blocks such as APEC, NAFTA, and MERCOSUR together with some recently signed bilateral trade treaties will undoubtedly give a push to the port activity. The construction of different corridors throughout the country that will provide access to the Pacific for some regions in Brazil, Paraguay, Bolivia and Argentina will have a similar effect.Alterations in the quality of the environment (Pollution), threats to the coastal zone’s diversity (exhausted resources) and conflicts among users are mentioned among the principal problems affecting coastal zone urging for an integrated management approach for this critical and sensitive area.A coastal zone management plan for Chile, more than creating new regulations, many of which already exist, should be able to set up effective mechanisms among the different sectors involved in the use of the coastal zone, generate mechanisms to resolve differences, provide adequate scientific and technical information for decision making and establish simple and realistic mechanisms for education and citizen participation. The National Management Plan should be essentially FOCUSED, REGIONALIZED, INTEGRATED AND INFORMED. In fact, the basic idea promoted by Fundación Chile and the Navy’s Maritime Territory National Board would be to generate a system supported by one or two central coordinating institutions articulated with regional institutions, which would carry out the above-mentioned objectives. The greatest benefit of a Plan like this one is that Chile’s coastal zone and its resources can be used sustainably with the appropriate mechanisms, but in an informed and integrated way and respect regional and local peculiarities. This paper presents an overview of Taiwan׳s aquaculture development and management, focusing on the transition of the industry and the current management measures that particularly address environmental effects, ecolabels and diversification into tourism and ornamental fish business. Since the late 1980s when Taiwan׳s aquaculture in its heyday was pounded by emergent environmental problems, a policy was established on enhancing governance over aquaculture, in seeking to transform it towards an environmentally, economically and socially sustainable industry. The paper shows that positive outcomes have been achieved after the policy measures have been implemented over the past two decades. However, potential challenges of ongoing environmental impacts, conflicts regarding multiple sea uses, concerns on seafood safety, lack of management of “black” farms, low market penetration of ecolabeled products and lack of participative management were identified. It argues for the need to encourage ICZM programs to solve sea use conflicts and minimize environmental impacts, reduce “black farms” to fill the management gap, enhance market shares of ecolabeled products and a transition to a more participative mode of governance.  相似文献

A multi-objective programming model has been applied to investigate conflicting goals of the Norwegian cod fisheries. The goals included in this article are economic rent and employment. Fisheries managers are confronted with the problem of how best to allocate the total allowable catch (TAC) of cod among eight vessel groups. Compromise solutions taking into account both objectives by giving them equal weights in the multi-objective programming model are calculated and discussed. This article is an extension of an earlier article in which the trade-off analysis was performed using data only for North Norway and one particular year. The present analysis includes the entire Norwegian cod fisheries and is carried out using time series data for 2003–2007, examining the annual variations of key economic and technological parameters of the cod fisheries. Based on the results from compromise programming, the article discusses management and policy implications of reallocation of the TAC by vessel groups.  相似文献

Recent legislation aimed specifically at protecting the marine environment has had a direct impact on the environmental management of port and harbour operations. Effective implementation of suitable policies requires options and responses based on scientific data derived from appropriate technology and methodology. UK ports, operating under an increasingly European regime in terms of legislation, have responded to the environmental challenge through a series of organisational and research initiatives. Fundamental to the notion of sustainable port development is the ability to characterise environmental performance through appropriate monitoring and mapping protocols. Monitoring, the systematic and repeated measurement of the direct or indirect effect of our activity or contaminant on the environment, can play a crucial role in verifying implementation of port policy and evaluating the effectiveness of the management option. Aspects such as adherence to specific regulatory standards, investigation of pollution trends, provision of research data, measurements for the development of standards and early warning of critical changes in certain parameters are all facilitated by an appropriate monitoring protocol. The long established techniques of monitoring physical and chemical parameters to assess environmental quality are increasingly being supplemented by ecological monitoring programmes. By mapping marine habitats with their associated communities and species, the vulnerability and sensitivity of the habitats to port operations can be found and biological indicators such as the occurrence of particular species, species richness and diversity indices can be identified to assist decision making on environmental protection issues.  相似文献

This study proposes a hybrid operational model to manage marine activities. This approach combines cost-benefit analysis (CBA), the analytic hierarchy process (AHP), and the Dempster–Shafer theory (DST), and retains the advantages of CBA as well as facilitating the incorporation of incomplete information into the evaluation process. A particular advantage of this hybrid approach is that it can synthesize evaluation results into an easily understood unit: namely, utility. Conflicts between marine resource users (user–user conflicts) and between users and marine environment (user-environment conflicts) can easily be evaluated using this hybrid operational model. A sea use management system is proposed, which incorporates a permitting process and elements of marine spatial planning (MSP). In the proposed system, marine activities are grouped into three clusters based on their potential environmental impacts and exclusive use, then assigned to competent authorities, a panel of experts or government agencies for review and permit approval. This study suggests that the central and local governments share responsibility for approving permits for marine activities. More importantly, it suggests that the integration of marine activities needs to be handled by the central government. A numerical example is used to illustrate the application of the hybrid operational model.  相似文献

Human agglomerations in the coastal zone bring about unprecedented changes, the impacts of which are on the rise. A clear picture has emerged recently on the deterioration of the highly fragile and sensitive zone of the coastal ecosystem due to overexploitation of living and non-living resources. The formulation of “coastal regulation zones” (CRZ) in this context necessitates the proper management and conservation of these regions by identifying areas that require adequate attention for preservation and development. This paper critically reviews the planning and implementation of CRZ with emphasis on socio-economic aspects as well as traditional practices under Indian conditions. The study also incorporates management strategies for developing countries factually threatened by physical constraints and accelerated ecological changes.  相似文献

This Special Issue reflects work developed during and following the execution of the Science and Policy Integration for Coastal System Assessment project. Theoretical and practical outcomes of case studies have been of direct relevance to coastal management not only at local but also at a European scale. Papers included here consider the long term legacy of the project for academics and practitioners involved specifically in integrated coastal zone management. These align to two themes, the first focussing on the generic application of the Systems Approach Framework to coastal management and the second focussing on the specific application of the approach at case study sites.  相似文献

Regional multilateral arrangements potentially have a strong role to play in supporting coastal management, particularly in developing countries. This article examines how well such multilateral arrangements have performed in sub-Saharan Africa. It, firstly, develops a conceptual framework which identifies key elements of regional multilateral arrangements and the functions they could potentially fulfil. Secondly, the article describes and evaluates the performance of five multilateral arrangements currently operating in sub-Saharan Africa. It finds that these arrangements have resulted in the development of a constituency of skilled and committed people and the building up of considerable practical experience in coastal management. In addition, the region appears to have a somewhat out-dated but adequate legal framework for joint action on coastal management. A key issue to be addressed is the establishment of a financially viable and effective regional institutional base, as well as an effective programme, to support the implementation of the Nairobi and Abidjan Conventions and Protocols. In addition, substantial external resources need to be mobilised to support regional coastal management efforts in the short-to-medium term. Long-term sustainability will require building further capacity in coastal management as well as developing a much closer involvement of the private sector than has occurred to date.  相似文献
