The marine ecological environment and fishery resources can be severely polluted or destroyed by waste oil from fishing vessels if they are emitted directly into the ocean without any proper pre-treatment process. International conventions such as MARPOL 73/78 regulate waste-oil emissions and require the installation of a waste oil–water separator only for ocean-going ships of over 400 gross tons. Hence, these international conventions are not applicable to most fishing ships due to their low gross tonnages. In addition, space on most fishing vessels is too limited to allow waste-oil storage tanks or a waste oil-water separator to comply with international maritime regulations. Because a significant amount of waste oil is produced by fishing vessels around the world every day, effective strategies or measures are needed to prevent this waste oil from polluting the marine environment. This study thus investigates strategies and measures for improving the effectiveness of waste-oil collection from fishing vessels. This study found that existing procedures for the collection and treatment of waste lubricating oil on land could be applied to the management of waste oil and bilge water from fishing vessels. Sufficient oil–water separators and storage facilities for the collection of waste oil should be placed at each fishing port and shipyard. Fishermen should then be required to deliver their waste oil to these storage facilities, from where it can be transported to legal recycling companies for further treatment. In addition, fishing harbor authorities should bear definitive responsibility for monitoring the illegal dumping of waste oil and for checking the waste-oil record books of fishing vessels. Each maritime country should enforce relevant laws and regulations to reduce the emission of waste oil from fishing vessels into the ocean.  相似文献

Socio-economic development of small-island fishing communities is greatly dependent on local coastal and marine resources. However, illegal fishing and aggressive practices in insular ecosystems lead to over-exploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents the adequate monitoring of marine resources. This paper focuses on the integration of local fishing communities into decision-making processes with the aim of promoting artisanal fishing on the Island of Tenerife (the Canary Islands), as a way to preserve the marine ecosystem and socio-economic development of traditional cofradias (fishers' organisations). A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was used to identify the main factors impeding the sustainable development of the artisanal fishing sector on the island and to elaborate collective proposals with policy implications. The fishing community involved identified four main issues that are maintaining an unsustainable island fishery: 1) Over-exploitation; 2) Poor self-management of cofradias and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. Results show the required policy enhancements to tackle them and the need to adapt regulations to the local situation.  相似文献

南海区海洋垃圾污染日益恶化对治理提出了严峻的挑战,公众既是海洋垃圾污染的直接受害者,也是海洋垃圾治理的直接受益者,更可以成为南海区海洋垃圾治理的参与者。文章阐述公众参与南海区海洋垃圾治理有助于从源头上控制南海区海洋垃圾污染状况、提升南海区海洋垃圾治理决策的科学性和针对性、降低政府治理南海区海洋垃圾的人力、物力成本的必要性,分析南海区海洋垃圾治理公众参与存在公众海洋垃圾治理参与意识薄弱、公众海洋垃圾治理参与方式不足、知情权和参与权未得到充分保障、海洋环保NGO的作用未充分发挥等问题,借鉴日本濑户内海、美国墨西哥湾、厦门五缘湾等国内外区域海洋垃圾治理公众参与的实践经验,提出培育参与意识和技能、开发新兴参与方式、建立健全政策法规、发展海洋环保NGO等完善公众参与治理的对策。  相似文献

In the last few decades, use of foreign labor in the Norwegian fishing fleet has increased. As fishing is a high-risk occupation, this article investigates a prevalent question regarding how the increased share of foreigners affects communication and safety on Norwegian fishing vessels. The article shows that multilingual crews and varying language proficiencies are not perceived by the fisheries actors themselves as risk factors in terms of safety in everyday operations. Fishing experience, hybrid language and body language compensate for language challenges and contribute to fishers' feeling of safety.  相似文献

In September 1997, the International Maritime Organization (IMO) adopted an international convention protocol to reduce air pollution from ships, in order to achieve sustainable maritime development. This protocol has been approved by 15 member countries and will be enforced in May 2005. Pollutants emitted from ships, such as nitrogen oxides, volatile organic compounds, sulfur oxides, etc. will be regulated by this convention through ship inspections and issuance of certificates. Ships belonging to maritime countries such as Taiwan, which sail around the world and berth in commercial ports, must obey this convention. This study has investigated possible strategies, which may be adopted by maritime countries to conform to this IMO convention in order to reduce the air pollution from ships. A sea-going ship must prepare EIAPP and IAPP certificates for inspection by port-state-control officials, when the ship is anchored at a maritime port. These port-state-control officials may also require the continuous detection and sampling of a ship's emissions, while it is berthed at the port. Legislative support is necessary for successful implementation of these safeguards. It is suggested, therefore, that the administration of both navigational and environmental protection, in maritime countries, cooperate in the revision of relevant federal laws, to implement the provisions of the MARPOL 73/78/97 convention; in this way, the air pollution from ships can be effectively controlled. Installation of advanced detection equipment can effectively detect any ships’ violations of air pollution regulations. The Harbor Affairs’ Bureau should also establish a database of air pollution inspections for ships berthed within their harbor, requiring that ships’ equipment comply with the requirements of the MARPOL convention, for the reduction of air pollution.  相似文献

Multi species fisheries management requires managers to consider the impact of fishing activities on several species. Precautionary harvest quota restrictions for single species causes displaced effort to be redirected toward alternative species and single-species measures can therefore have a multi-species impact. Portfolio theory and the expected utility hypothesis is used to predict changes in fishers' targeting choices in the Hake–Monkfish–Megrim and Cod–Haddock–Whiting fisheries when species-specific hypothetical precautionary constraints are implemented. Results suggest that the utility maximising assumption in a mean variance optimisation framework gives a good approximation of fishers' objective function in these two fisheries. Changes in the species composition of fishers' optimal harvest portfolio (given implementation of the hypothetical precautionary measures) suggest significant displacement of fleet into alternative fisheries occurs when barriers to such alternation do not exist.  相似文献

This study investigated the interpretation and level of support of government regulations in Bahía de Kino, Sonora, one of the most important fishing communities in terms of diving extraction of benthic resources in the Northern Gulf of California. Research was conducted from April to August 2007, focusing on the small-scale fisheries sector of commercial divers. Information on fishers’ awareness of current policies, fishers’ attitudes concerning different aspects of fisheries regulation, and fishers' suggestions on how their fisheries should be managed, was gathered through structured interviews (including open and closed-ended questions), informal talks and participant observation. Results provide further evidence supporting the need for formally recognizing the fishers as key stakeholders in local fisheries, and for working cooperatively towards the design of management strategies and regulations that provide better stimulus for resource stewardship and discourage overfishing. Very importantly, this study suggests that there is strong support from resource users for implementing regulatory measures for local fisheries. Results could be used as a preliminary baseline to initiate the discussion among fishery stakeholders towards the development of species-specific management plans for the area, as required by the recently enacted fisheries act in Mexico, the “Ley General de Pesca y Acuacultura Sustentables”.  相似文献

Transforming fisheries into tourism has become a global trend. It arises mostly due to a decline in income generated by traditional fisheries, and fishers thus turn to seek alternatives by engaging in marine tourism activities. Taiwan has practiced this transformation policy for more than two decades, and fishing tourism has developed as a major outcome. This paper aims to investigate Taiwan's experience with developing this activity, with an emphasis on the emerging concerns it faces and anglers’ perception of trip quality and potential management measures. The results show that anglers had a general satisfaction with the service delivered by operators. However, concerns regarding sustainable development of this activity were identified, mostly involving ineffective enforcement of regulations against illegal fishing, conflicts of interest between commercial fishing and recreational fishing, lack of statistics on harvest, improper angler behavior, and competition from yachts. Lastly, management implications for sustainable fishing tourism were discussed, highlighting suggestions to alleviate the concerns, including strengthening management of the harvest, encouraging dialogue between commercial and recreational sectors, enhancing marine environmental stewardship among anglers, and improving coordination of management to create a fair and balanced environment for recreational fishing vessels and yachts.  相似文献

In Piriápolis (Uruguay) and Paraty (Brazil), artisanal fishers view fishing as a way of life, rather than just a job. The freedom of fishing and an inherent satisfaction in the occupation figure large in fishers' attachment to it. There are strong indications, however, that the relationship of fishers to fishing is changing. First, while fishers from both areas wish to keep fishing in the future, they are moving into different occupations or supplementing their work in fishing with other employment. Second, artisanal fishers from Piriápolis and Paraty identified fishing as an undesirable occupation for their children because they believe that in the future fishing will no longer be a viable occupation. Nonetheless, despite the wishes of their parents, young men and women in Piriápolis and to a much lesser degree in Paraty continue to become involved in fishing and fishing-related activities. The paper uses a social wellbeing perspective to interpret fisher responses to the changing circumstances they face. Wellbeing is a lens to understand the distinctive features of artisanal fisheries and helps to understand fishers' disenchantment with fisheries governance processes, in a scenario where participation is being promoted by the state in Uruguay and Brazil. The implications of these findings for state efforts to promote fisher participation in governance are discussed.  相似文献

Guam consists of a single main island surrounded by shallow fringing coral reefs. The marine species and ecology of Guam's coral reefs have been studied extensively, especially through programs of the University of Guam's Marine Laboratory. In addition to overfishing and destructive fishing practices, the marine benthic communities of Guam have been damaged by major storm waves; loss of corals to crown of thorns starfish predation; damage by recreational swimmers, divers and watercraft operators; grounding of ships and pollutant discharges of sewage and of stormwater. But the most serious damage is due to accelerated siltation, sedimentation and turbidity due to erosion related to land use practices. Steps are being taken to protect Guam's coral reefs and coastal waters through legislation, regulations, permit systems and policies. Environmental impact assessments, Guam's Coral Reef Initiative and controls by the Guam Seashore Protection Commission help greatly in the protection of Guam's marine benthic environment, while new legislation and research to protect Guam's coral reefs is underway.  相似文献

The fisheries sector is a significant contributor to the Egyptian economy. Recently, issues relating to fishing ports have been highlighted in port planning, availability of facilities, management, and environmental issues. Additional problems include Egypt's lack of specific guidelines for planning and design of fishing ports. This paper aims to assess the current status of five fishing ports (both natural and artificial) located along the Mediterranean coast of Egypt. Data were collected via a questionnaire supplied directly to the fishermen. The questionnaire contains two sections that cover information regarding the fishermen and fishing vessels. There are sections to assess the degree of satisfaction of the fishermen regarding economic, environmental, planning, facilities, and managerial issues. 250 fishermen received the questionnaire. The data were analyzed quantitatively and qualitatively. The results confirm that the fishing ports are negatively affected by a number issues, as well as management deficiencies, resulting in several weaknesses. The main issues include pollution, sedimentation, deterioration of infrastructure, and lack of port facilities. It is recommended that decision-makers should develop monitoring tools and improve infrastructure and services. Recommendations are made for future development to enable the expansion in the fishing industry and improve the sustainability of fishing ports.  相似文献

海洋垃圾已经逐渐成为一个全球性的新兴话题,尤其是塑料垃圾对于海洋环境具有破坏性的影响。我国目前还缺少海洋塑料垃圾的统一管理机制,对海洋塑料垃圾的防治还未有专门的战略规划,使得目前的污染防治成效不甚乐观,因此,整合 各部门力量和资源,对海洋塑料垃圾防治进行统一规划、统一管理是关键。本文在对欧盟及其成员国的海洋塑料垃圾政策搜集和梳理分析的基础上,从塑料的生产和使用、入海塑料垃圾的处理、海洋中已有垃圾的处置三方面与我国进行了对比,并从海洋塑料垃圾的法律体系、行动计划、全过程管控、监测防治技术、宣传教育手段和全球治理等方面为我国加强海洋塑料垃圾污染防治提出了建议。  相似文献

One way that illegal, unreported, and unregulated (IUU) fish catch is laundered into the seafood market is through transshipments at-sea. This practice, which often occurs on the high seas (the areas of ocean beyond national jurisdiction), allows vessels fishing illegally to evade most monitoring and enforcement measures, offload their cargo, and resume fishing without returning to port. At the same time, transshipment at-sea can facilitate trafficking and exploitation of workers who are trapped and abused on fishing vessels. This study gives an overview of high seas transshipment as well as evaluates transshipment at-sea regulations across 17 Regional Fisheries Management Organizations (RFMOs), which are responsible for regulating fisheries on the high seas. Transshipment at-sea regulations have become increasingly strict in most RFMOs since the late 1990s. However, only five RFMOs have mandated a partial ban, and only a single RFMO, the South East Atlantic Fisheries Organization (SEAFO), has mandated a total ban on transshipment at-sea. A total ban on transshipment at-sea across all RFMOs would support the ability of oversight and enforcement agencies to detect and prevent IUU fishing and also likely reduce human trafficking and forced labor on the high seas.  相似文献

Cruise ships represent less than 1% of the global merchant fleet yet it has been estimated that they are responsible for 25% of all waste generated by merchant vessels. This volume of waste produces pressures on the environment, particularly with respect to ship-generated waste disposal at home ports and ports of call. Southampton, home port for both Cunard and P&O, and a port of call for Royal Caribbean Cruises, is the focus of this study. This paper investigates current waste management and disposal options for cruise ship generated waste and the associated impacts of this waste for ports. It is concluded that all cruise vessels should vigorously pursue a waste reduction strategy and for ports to provide adequate recycling, reduction and re-use facilities for cruise ship generated waste, optimising use of local facilities whenever possible.  相似文献

Oceans in the Asia-Pacific region are being impacted by increasing levels of marine debris, with many governments unaware of the extent that marine debris damages marine industries, the economy and the marine environment. We examine the economic costs associated with marine debris and present a simple marine debris cycle model to discuss the costs and benefits of prevention, clean-up and the benefits of using biodegradable materials. For the 21 economies of the Asia- Pacific rim we estimate that marine debris-related damage to marine industries costs US$1.26bn per annum in 2008 terms. Marine debris imposes an avoidable cost that can be reduced through policy implementation to economically optimal levels. Options to control debris, using regulations, technical intervention and market based instruments, may have a role. In this pollution policy area, additional economic cost data are required to inform governments on the most economical ways to control levels of marine debris.  相似文献

This article is an analysis of observed changes in the level of fishing effort and the spatial distribution of fishing effort following implementation of a marine reserve off the California coast. The Rockfish Conservation Area (RCA) closes the area between depth contour based boundaries to commercial trawl fishing. In this analysis, commercial fishing vessels are grouped based on their level of fishing effort within the closed area prior to the closure in order to compare changes in effort levels between groups. The results suggest that the RCA may have had a small effect on the level of fishing effort in the California groundfish trawl fishery. Spatial distribution of fishing effort before and after implementation of the marine reserve is also compared. Some concentration of effort occurred along parts of the closed area boundaries. This pattern suggests the “fishing the line” behavior noted in the marine reserve literature, but other possible explanations exist including the effects of coincident changes in other regulations and changing bioeconomic conditions.  相似文献

Measures to combat illegal, unreported and unregulated (IUU) fishing increasingly seek to constrain access to markets. These measures include enhanced seafood traceability and catch documentation schemes, the blocking of port access and landings, the identification and assessment of vessels engaged in IUU fishing and the prohibition on imports, transhipments or trade of fish products. It is important that such measures are in accordance with international law, including the agreements of the World Trade Organisation (WTO). This article evaluates a range of market-related measures for compatibility with international trade law, including the General Agreement on Tariffs and Trade (GATT) and the Agreement on Technical Barriers to Trade. The law requires measures to be non-discriminatory and, for certain technical regulations, not more trade-restrictive than necessary to achieve a legitimate objective. However, there are exceptions to these rules, including for measures relating to the conservation of exhaustible natural resources or for measures necessary for the protection of animal life or health, public morals, or to secure compliance with certain laws or regulations. While the design of current unilateral measures to combat IUU fishing appears to accord with trade law requirements, this article argues that there is scope for a wider and more collective approach. In this vein, new provisions in the recently concluded Trans-Pacific Partnership (TPP) are identified. The article concludes with recommendations for governments, international organisations, private actors and the global community wishing to take action in this area.  相似文献

The ability to comply fully with the discharge requirements set out in the MARPOL 73/78 Convention depends upon the availability of adequate facilities on land for the reception of shipgenerated waste. This paper considers ways of ensuring adequate provision of reception facilities, and discusses the approach taken by the UK to reduce the amount of pollution entering the marine environment from the deliberate discharge of waste from ships. Arguably, the most significant of the measures adopted by the UK is the requirement for all ports and harbours to prepare port waste management plans. Disincentives to the use of port waste reception facilities are examined, together with the benefits and shortcomings of various financing arrangements, and compulsory discharge of waste in ports. The paper concludes that the statutory approach to improving the provision and use of waste facilities should be supported by an appropriate awareness campaign to educate shipowners about the need to discharge waste legally to port reception facilities.  相似文献

Management of tropical reef ecosystems under pressure from terrestrial and extractive marine activities is not straightforward, especially when the interests of extractive and non-extractive marine resource sectors compete. Before implementing management actions, potential outcomes of alternative management strategies can be evaluated in order to avoid adverse or unintended consequences. In tropical reef ecosystems the continued existence of the cultural and recreational fishing activities and the economically important dive-based tourism and recreation industry rest on sustainably managed marine resources. Through a case study of Guam, an ecosystem model was linked with human behavior models for participation in fishing and diving to evaluate future socio-ecological impacts of different management options. Ecosystem indices for reef status and resilience, and extraction potential were identified to evaluate the performance of alternative management scenarios. These marine ecosystem indices link the natural system to human uses (fishing and dive-based tourism and recreation). Evaluating management scenarios indicate that applying a single management tool, such as input controls or marine preserves, without also managing the watershed, is suboptimal. Combining different management tools has negative near-term costs, particularly for the fishing sector, but these are likely to be outweighed by the long-term benefits obtained from greater species abundance. Adopting watershed management measures in addition to fishery regulations distributes the burden for improving the reef status across multiple sectors that contribute to reef pressures.  相似文献
