Transitioning ocean governance into an ecosystem-based approach requires improved knowledge of ecosystems and existing management systems. While there has been increased effort to compile and synthesize ecological data, relatively little scholarship has been focused on improving and understanding ocean management systems. This paper presents a unique dataset that makes objective analyses of ocean management possible across multiple jurisdictions and sectors in the California Current. Following an explanation of the criteria used to compile relevant statutes and regulations, the paper suggests applications for the dataset including education and policy uses and ecosystem-based management tool development to identify and measure problems of fragmented management.  相似文献

The large marine ecosystem (LME) concept and approach has had a global impact on marine ecosystem-based management. The LME approach provides a framework for assessing and monitoring LMEs and is based on five modules: productivity, fish and fisheries, pollution and ecosystem health, socioeconomics, and governance. It appears that the LME approach is also being used to structure interventions to bring about change. Its appropriateness for the latter purpose is questioned. The major concerns are that the LME approach is not consistent with current thinking about enabling governance and its compartmentalized structure does not facilitate effective governance intervention. Current thinking on good governance suggests that it is more appropriate to approach governance interventions at the LME scale through multi-level governance policy cycles.  相似文献

Fisheries co-management in the Shiretoko World Natural Heritage area was expanded to ecosystem-based management, in which the fisheries sector plays an essential role in management. A marine management plan was drawn up to define the management objectives, strategies to maintain major species, and methods for ecosystem monitoring. A network of coordinating organizations from a wide range of sectors was established to integrate policy measures. Experience from this case could inform ecosystem-based management in other countries where large numbers of small-scale fishers take a wide range of species under a fisheries co-management regime.  相似文献

Ecosystem-based management is an increasingly prominent paradigm for the management of living marine resources with a focus on maintaining ecosystem level properties and processes. Although highly migratory marine and anadromous fish species often disproportionately contribute to the structure and function of ecosystems, incorporating these species into ecosystem-based management policies remains difficult because they spend a considerable portion of time outside the boundaries that define a particular management area. In this paper, two case studies are used to examine how the challenges of ecosystem openness, imperfect information, and ecosystem complexity can impede efforts to integrate highly migratory Pacific salmon into ecosystem-based management policies. This analysis highlights three main factors that hinder more effective integration: (1) uncertainties about impacts of human activities and ecological processes that occur in geographically distant jurisdictional areas or at spatial scales larger than the ecosystem-based management area, (2) spatial asymmetries in the distribution of costs and benefits associated with management decisions (i.e., positive or negative externalities), and (3) static management policies that prevent updating management decisions in a timely manner when ecosystem conditions change or new information becomes available. Given these factors, two potential strategies to address migratory challenges are suggested. First, the creation of an international ecosystem synthesis group is recommended to facilitate the collection, analysis, and dissemination of ecological, social, and policy information across national and other jurisdictional boundaries. Second, the expanded use of dynamic in-season management policies is recommended, which allow for rapid updating of management decisions based on evolving information about ecosystem conditions.  相似文献

For decades, the scientific community has conducted essential background research and developed appropriate modeling tools in support of an ecosystem-based approach to natural resource management. Resource managers and the public, however, lack a clear roadmap for working with scientists to move beyond the traditional single-species approach. With current management processes so strongly focused on working in a species-by-species framework, there are entrenched cultural and institutional challenges to shifting those processes toward ecosystem-based management. We propose using the integrated ecosystem assessment process to both develop new management ideas for a particular ecosystem, and to help shift public policy processes and perceptions to embrace ecosystem approaches to management.  相似文献

In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance.  相似文献

In this introduction, we explore the recent discussion on the ecosystem-based approach to fisheries management (EBAFM) and extract important points for implementation of EBAFM from the social science literature on participation and participatory processes in environmental management. A critical issue in marine ecosystem-based management is addressing the compatibility of extractive use with ecosystem protection. Analysis of the protected area planning process for the Northwestern Hawaiian Islands suggests the key elements of an ecosystem-based approach to protected area management include establishing a common understanding among decision makers of ecosystem boundaries and ecosystem condition, informed by the best available science. A participatory process is proposed that relies on an informed assessment of whether extractive use compromises ecological integrity and is consistent with conservation objectives. Best practices for compatibility determinations are proposed for multi-agency protected area management and planning.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

Marine spatial planning (MSP) has emerged worldwide as a tool for sustainable ocean governance. This paper reviews how sustainability and ecosystem-based management (EBM) have been included so far within the MSP general framework, by carrying out: (1) a review on the links between sustainability, EBM and MSP in EU maritime policy initiatives; (2) an analysis on the differences between ecosystem-based MSP versus MSP focused on delivering blue growth; and (3) a discussion on how adaptive management may address some of the main challenges found in achieving sustainable ocean management. From the EU Green Paper (2006) to the MSP Directive Proposal (2013), MSP processes based on the principle of EBM have been recognized as a necessary tool to ensure maritime sustainable development. Although ecosystem-based MSP has been recently presented as the best way to ensure both ecosystem conservation and development of human activities, most national and European MSP initiatives seem to follow a MSP approach focused in delivering blue growth. A challenge, therefore, arises: how to adjust policy decisions to properly preserve ecosystems and the services they provide? If truly implemented, an adaptive approach seems to be a way forward in ensuring that spatial planning, management and policy-making in marine spaces can be continuously adjusted, thus allowing for sustainability.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献

Marine legislation is becoming more complex and marine ecosystem-based management is specified in national and regional legislative frameworks. Shelf-seas community and ecosystem models (hereafter termed ecosystem models) are central to the delivery of ecosystem-based management, but there is limited uptake and use of model products by decision makers in Europe and the UK in comparison with other countries. In this study, the challenges to the uptake and use of ecosystem models in support of marine environmental management are assessed using the UK capability as an example. The UK has a broad capability in marine ecosystem modelling, with at least 14 different models that support management, but few examples exist of ecosystem modelling that underpin policy or management decisions. To improve understanding of policy and management issues that can be addressed using ecosystem models, a workshop was convened that brought together advisors, assessors, biologists, social scientists, economists, modellers, statisticians, policy makers, and funders. Some policy requirements were identified that can be addressed without further model development including: attribution of environmental change to underlying drivers, integration of models and observations to develop more efficient monitoring programmes, assessment of indicator performance for different management goals, and the costs and benefit of legislation. Multi-model ensembles are being developed in cases where many models exist, but model structures are very diverse making a standardised approach of combining outputs a significant challenge, and there is a need for new methodologies for describing, analysing, and visualising uncertainties. A stronger link to social and economic systems is needed to increase the range of policy-related questions that can be addressed. It is also important to improve communication between policy and modelling communities so that there is a shared understanding of the strengths and limitations of ecosystem models.  相似文献

As a contribution to South Africa's move towards an ecosystem approach to fisheries management, this study explores the existence of common perceptions about South Africa's pelagic fishery between resource users and scientists. It represents a collaborative research effort of social and natural scientists. A brief overview is given of the southern Benguela upwelling ecosystem and small pelagic fish resources, the fishery, and management of the fishery. Stakeholder knowledge and views were determined by conducting open-ended qualitative local knowledge interviews. Candidate indicators to address five major issues raised in the interviews were selected: length-at-50% maturity, total mortality, exploitation rate, proportion of bycatch, mean length of catch, and centre of gravity of catches. The indicator approach is shown to be a useful tool to manage the South African small pelagic fishery, and can be made compatible with existing management approaches. The foundation of a good adaptive fisheries management system is a data collection system that enables multi-disciplinary analysis and provides a basis on which decisions can be made.  相似文献

The range of the Cape fur seal Arctocephalus pusillus pusillus population largely coincides with the region of the cold, nutrient-rich Benguela Current Large Marine Ecosystem (BCLME) adjoining the west coast of South Africa, Namibia and Angola. Range-wide scientific monitoring of the seal population was initiated in the 1970s to inform on population management questions related to commercial seal harvesting and seal–fishery interactions. Since the 1970s, seal-related management goals have changed, especially in South Africa where seal harvesting ceased in 1990 and government has conformed to scientific advice against the culling of seals for the intended benefit of fisheries. However, renewed impetus has been provided to seal research and monitoring through the expansion of the ‘ecosystem-based management’ concept in the region, as well as improved international cooperation in the management of marine resources. Together with wide-scale ecosystem changes in the marine environment, and forecast effects of global climate changes, this has justified the continuation and improvement of range-wide scientific monitoring of Cape fur seals. We prioritised seal monitoring based on cost, effort, and relevance to monitoring objectives that have been identified for the region, with consideration given to the conservation status of top predators, interspecific and predator-fishery interactions and the potential use of Cape fur seals as indicators of ecosystem health. An integrated approach incorporating a suite of life-history attributes of seals is recommended, useful monitoring tools are discussed and the need for coordinated monitoring effort and standardisation of sampling techniques is emphasised.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

The Barents Sea ecosystem, one of the most productive and commercially important ecosystems in the world, has experienced major fluctuations in species abundance the past five decades. Likely causes are natural variability, climate change, overfishing and predator–prey interactions. In this study, we use an age-length structured multi-species model (Gadget, Globally applicable Area-Disaggregated General Ecosystem Toolbox) to analyse the historic population dynamics of major fish and marine mammal species in the Barents Sea. The model was used to examine possible effects of a number of plausible biological and fisheries scenarios. The results suggest that changes in cod mortality from fishing or cod cannibalism levels have the largest effect on the ecosystem, while changes to the capelin fishery have had only minor effects. Alternate whale migration scenarios had only a moderate impact on the modelled ecosystem. Indirect effects are seen to be important, with cod fishing pressure, cod cannibalism and whale predation on cod having an indirect impact on capelin, emphasising the importance of multi-species modelling in understanding and managing ecosystems. Models such as the one presented here provide one step towards an ecosystem-based approach to fisheries management.  相似文献

The three countries of the Benguela Current Large Marine Ecosystem (BCLME), namely Angola, Namibia and South Africa, have committed to implementing ecosystem-based management (EBM) including an ecosystem approach to fisheries (EAF) in the region, to put in practice the principles of sustainable development in ocean-related matters. There is also recognition of the need for marine spatial planning (MSP) as a process for informing EBM with regard to the allocation and siting of ocean uses so that ecosystem health is ensured and trade-offs between ecosystem services are appropriately dealt with. Marine spatial planning is both an integrated and an area-based process, and this paper produces a spatial characterisation of the BCLME for achieving a common basis for MSP in the region, focusing on the oceanography, biology and fisheries. Recognising spatial variation in physical driving forces, primary and secondary production, trophic structures and species richness, four different subsystems are characterised: (1) north of the Angola–Benguela Front, (2) from the Angola–Benguela Front to Lüderitz, (3) from Lüderitz to Cape Agulhas, and (4) from Cape Agulhas to Port Alfred on the south-east coast of South Africa. Research and monitoring requirements of relevance for MSP and EBM in the region are identified, focusing on understanding variability and change, including with regard to the boundary areas identified for the system. To this end, 14 cross-shelf monitoring transects are proposed (including seven that are already being monitored) to estimate fluxes of biota, energy and materials within and between the subsystems. The usefulness of models for understanding ecosystem variability and changes is recognised and the need for fine-scale resolution of both sampling and modelling for adequate MSP as input to EBM for the often-conflicting interests of conserving biodiversity, and managing fisheries, recreation, offshore oil and gas exploration and exploitation, offshore mining and shipping routes, is emphasised.  相似文献

In previous work, we show that accumulated anomalies of physical indices are proportional to California sardine landings and that the accumulated anomaly curves change the sign of their slope, showing maxima (minima) when climate is favorable (unfavorable) to successful completion of the sardine life cycle change. Here, we find unique time series characteristics of the periods when the climate changed for sardines in the 1930–2004 period. Only one 50–70 year cycle is examined but the consistency of the dominant signals in measurements taken independently within the sardine's environment at locations separated by thousands of kilometers, supports the argument that the events affecting the ocean-climate of the California Current region and consequently sardine life-cycle are large-scale and persist over multi-decadal periods. Year-to-year monitoring of the climate regime-state in the physical environment and its accumulating effects on sardine populations is also described. The ability to analyze climate shifts and monitor their effects on the sardine populations can reduce uncertainty in making resource management, social and business decisions. Possible effects of management decisions affecting transboundary fisheries issues within United States (US) and between the US and its Pacific neighbors are clarified. The methods presented will add an analysis of low-frequency events to the current management oriented analyses of interannual events, which are part of the existing Pacific Fishery Management Council sardine management plan.  相似文献

Taiwan used to have the biggest precious coral fisheries industry in the world. However, due to changes in the fishery, including increased fishing restrictions and the replacement of obsolete vessels, the scale of the industry had been gradually reduced since 1979. Unfortunately, the initiative proved to be poorly managed and resulted in an increase in illegal, unreported and unregulated (IUU) coral fishing. This forced the government to review and amend the precious coral fisheries management regulations, which had been in place for decades. The Taiwanese government introduced stringent monitoring, control and surveillance (MCS) management methods, already used in deep water fisheries, as a precautionary approach. At the same time, an investigation and evaluation of existing resources was carried out. Together, these initiatives were introduced in order to encourage the domestic industry to adopt the concept of ecosystem-based fishery management.  相似文献

Limit reference points (LRPs) for catch, which correspond to thresholds to undesirable population or ecosystem states, offer a consistent, objective approach to management evaluation and prioritization across fisheries, species, and jurisdictions. LRPs have been applied successfully to manage catch of some marine megafauna (elasmobranchs, marine reptiles, seabirds, and marine mammals) in some jurisdictions, such as the use of Potential Biological Removal (PBR) to manage incidental mortality of marine mammals under the U.S. Marine Mammal Protection Act. However, implementation of ecosystem-based management is still in its infancy globally, and LRPs have not yet been widely adopted for marine megafauna, particularly for incidental catch. Here, guidelines are proposed for estimating catch LRPs for marine megafauna, with particular attention to resolving common technical and political challenges, including (1) identifying management units, population thresholds, and risk tolerances that align with common conservation goals and best practices, (2) choosing catch LRP estimators, (3) estimating input parameters such as abundance and productivity, (4) handling uncertainty, and (5) dealing with mismatches between management jurisdictions and population boundaries. The problem of cumulative impacts across sectors is briefly addressed. These guidelines, grounded in marine policy, science, precedent, and lessons learned, should facilitate wider application of catch LRPs in evaluation and management of fisheries impacts on marine megafauna, in support of global commitments to conserve biodiversity and manage fisheries responsibly.  相似文献
