This article explores New Zealand's experience with introducing species into the quota management system (QMS). The Fisheries Amendment Act 1986 brought about the QMS based on the allocation of individual transferable quota (ITQ) to those who met the eligibility criteria. At that time, 27 commercially valued species were introduced into the QMS. While the intent was to manage more species within the QMS, introduction occurred slower than initially anticipated, with only another 15 species introduced into the QMS by 2000. The last major impediments to the QMS introduction process were removed in 2001 with the full implementation of the Fisheries Act 1996 and the development of a new registry computer system. The Ministry of Fisheries then embarked on a project to introduce a further 50 species into the QMS by 2004. This article outlines the challenges encountered and legislative and procedural changes made for introducing species into the QMS. This article contributes to the broader discussion on the application of ITQ to the management of fisheries resources and does not necessarily express the views of the Ministry of Fisheries.  相似文献

New Zealand's fisheries are perhaps best known for the individual transferable quota (ITQ) system brought about by the Fisheries Amendment Act 1986. The 1986 Act allocated quota to fishing firms and individuals that met the allocation criteria. Part-time fishers, many of whom were Maori, New Zealand's indigenous people, were excluded from the initial allocation. The 1986 Act did not address claims by Maori of having indigenous rights guaranteed by the Treaty of Waitangi 1840. Since the Treaty, Maori have protested against government actions and legislation that have eroded their rights guaranteed by the Treaty. The implementation of the 1986 Act prompted further Treaty-based claims to large areas of fisheries, and the ITQ system was used to settle several claims. This paper explores Maori views on resource use and claims to fisheries resources, legislative changes enacted to settle Maori fisheries claims, and claims that remain outstanding. The insights of this paper have relevance to the broader discussion on the position of indigenous peoples throughout the world.  相似文献

Iceland's nationwide privatized Individual Transferable Quota (ITQ) system is over thirty years old but remains a topic of public and political debate, particularly because of the continued effects on small-scale fisheries. A national survey of small-boat fishermen was distributed to: (1) identify major defining characteristics of participants in ITQ and non-ITQ fisheries, (2) document and examine differences in satisfaction with fisheries management, and (3) evaluate the existing options for newcomers to participate in small-boat fisheries. Survey results indicate that Icelandic small-boat fishermen are engaged in multiple management systems within a wide range of boat sizes. Those who held quota were more satisfied with the current ITQ system compared to those who did not hold quota; however, nearly all fishermen were still critical of fisheries management in Iceland and the two major non-ITQ options of lumpfish and coastal fishing were not perceived to offer significant opportunity for entry-level fishermen. Dissatisfaction stemmed from the lack of decision-making power, a distrust of scientific advice, and the perception that the ITQ system did not serve the purpose of protecting fisheries resources, but was rather oriented only toward economic goals. The dynamic nature of Icelandic small-boat fishing livelihoods and the pervasive negative attitudes thirty years after ITQ implementation demonstrate the need for culturally appropriate and equitable fisheries management schemes where success is measured in social as well as economic and biological terms.  相似文献

This paper examines efforts to develop stakeholder led self-governance in the Bluff oyster fishery. The paper focuses on collaborative management and its ability to address some of the unintended consequences of management. The Bluff oyster fishery's administrative, biological, and economic performances are analysed to assess whether or not the participatory management model, in this case fisheries self-governance, complements individual transferable quota (ITQ) for this inshore shellfish fishery.The paper argues that the Bluff oyster fishery's current self-governance model, based on a fishery plan, aids in improving the performance of the fishery, and that the Bluff oyster fishery has the capacity to shift further towards a stakeholder led self-regulated fishery.  相似文献

New Zealand's fisheries management institutions represent a globally recognised story of a successful sustainable management regime, an accolade perceived to be based on its early and comprehensive adoption of a quota management system (QMS). This article questions these assumptions. There are three main strands to the argument. First, that the interpretation of sustainability in the New Zealand QMS disregards the social while simultaneously accentuating a particularly neoliberal economic paradigm in which sustainability is directed towards sustaining the wealth generating potential of quota holdings. Second, while in theory there is a separation of biological and economic conceptions of sustainability in the QMS, these processes are, in fact, deeply intertwined. Third, that the sustainability brand works to legitimise the privatisation and marketization of marine environments, to protect the income stream of quota investors, and to effectively incorporate and discipline dissent.  相似文献

New Zealand's quota management system (QMS) was introduced in 1986 to enhance the sustainability of New Zealand's fishery. This paper examines trends in quota and catch share concentration across a range of important fish stocks. It demonstrates that continuing concentration is occurring in the ownership of quota for deepwater species. At the same time there has been an increase in participation by small scale fishers in the inshore fishery. This appears to be driven by the introduction of the Annual Catch Entitlement (ACE) regime, allowing annual catch shares to be accessed at reduced transaction cost.  相似文献

In the last few decades Western democracies, predominately those of British origin, have debated vigorously about how to improve public management performance. These debates have created an influx of new ideas and initiatives regarding the concept and practise of public management. New Zealand implemented public management reform further and faster than most other nations. At the same time, New Zealand implemented sweeping reforms to the management of fisheries, which led to the quota management system based on the allocation of individual transferable quota. This article briefly outlines the history of changes in New Zealand's public management system and the effect these changes have had on institutional arrangements for managing fisheries. Each institutional arrangement has been devised to accommodate the priorities and policies of the government of the day, spanning the Marine Department established in 1866 to recent structural changes made to the Ministry of Fisheries. The recent structural changes have placed greater emphasis on governance to improve performance, but have also led to substantial losses of in-house experience and institutional knowledge. This article contributes to the broader discussion about whether structural changes provide measureable benefits or the most cost effective way to deliver improvements in performance.  相似文献

Excess capacity is a major concern for fisheries management worldwide. It is often argued that Individual Transferable Quota (ITQ) systems will enhance efficiency and alleviate problems of excess capacity. While improvements in efficiency have been observed, most empirical studies have found only modest changes in excess capacity as a result of such systems. Using a database of compulsory log-book information for the Tasmanian Rock Lobster Fishery in Australia, from January 2000 to December 2013, this study presents the first analysis to investigate the dynamic behaviour of both excess capacity and efficiency (i.e. technical and scale efficiency) in an industrialised fleet after the introduction of quota management. The analysis revealed weak evidence for a prolonged adjustment in the fishery following the introduction of an ITQ system. In addition, no marked changes in excess capacity were observed over the study period; and furthermore, there was no evidence for an increase in excess capacity during a period of non-binding Total Allowable Catch (TAC) when race to fish behaviour increased in the fishery. The results suggest a limited ability of the ITQ system to alleviate levels of excess capacity in fisheries in the long-term.  相似文献

Increasing populations and development in many of the small Pacific Island nations have placed heavy pressures on coastal environments and on inshore fisheries. The population of Samoa, in the Southwestern Pacific, has increased 5–6-fold in the past 150 years. Wetlands, lagoons and coral reefs have been seriously degraded because of inappropriate land-use and fisheries practices and recent catastrophic cyclones, and many fish and invertebrate stocks have declined in the past 10–15 years. A research program was established in 1990 to determine the status of the coastal and inshore environments, to monitor inshore subsistence and commercial fisheries, to determine the status of stocks, and to identify potential management actions. An inventory of inshore resources was produced using aerial photography and ground and underwater surveys. Fisheries catch and effort were established through a national census, questionnaire surveys in households and schools, and creel and market surveys. A major aid program was commenced in 1995 by the Australian government (AusAID) to assist Samoa to establish an effective inshore fisheries and environment management program. A key strategy was the devolution of powers in inshore fisheries management back from the national government to the villages and local fishers. A culturally appropriate co-management model was developed and tested, and has now been adopted by many villages. An inshore fisheries extension capability was developed within Samoa's Fisheries Division to assist villagers to undertake their own environmental and fisheries surveys; identify major factors affecting fisheries; identify ways of reducing these factors; establish an agreed (between village council and national government) plan of management and regulations; and establish their own fisheries management bodies. By the end of 1997 the Inshore Fisheries Extension Service had been established and trained; 26 villages had entered the co-management program and established their own plans of management; and 20 fisheries reserves had been established. The techniques for inshore environmental and fisheries assessment and management developed for Samoa are applicable, with appropriate modification, to subsistence fishing communities elsewhere in the South Pacific.  相似文献

Over 3000 predominantly small-scale fishers have exited the New Zealand's quota management system (QMS) between its inception in 1986 and 2000. This study, based on the Ministry of Fisheries database and a questionnaire sent to the exiters, establishes that compliance costs in general, and those specifically related to the QMS, were one of the most consistent reasons for exit. Uncertainty about future QMS policy and the high cost of quota were also significant factors. It appears that the small fishers’ perception of high compliance cost can be supported by industry data.  相似文献

This paper has two aims. First, New Zealand’s quota management system is analysed using a simple analytical economic model. Second, the paper describes how the system has evolved in response to pressures since implementation. The quota management system has provided a remarkably robust platform for addressing fisheries management problems during its first ten years of operation. It also provided the government with an instrument for settling Maori fishing claims. In 1996, the unsubsidised New Zealand fishing industry exported most of its harvest to highly competitive international markets. Interviews with government staff responsible for fisheries management in Maluku, Indonesia in 1997–98 revealed problems in capacity, and an emphasis on economic development rather than management. The traditional institutions which persisted in some villages to regulate the access and withdrawal rights over key inshore species, were also disjunct from government departments. The period following December 1998 is marked by political upheaval, legislative change that (in theory) decentralized governance over inshore waters, and violent unrest centered in Maluku. All these make the data collected in 1997–98 of historical interest. The state of fisheries management in Maluku remains undefined, pending further legislative reform and peace that will allow governments and communities to negotiate and implement new institutional arrangements.  相似文献

New Zealand fisheries legislation provides commercial fishing rights to holders of individual transferable quota (ITQ). The settlement of fisheries claims against the Crown by Mäori, New Zealand's indigenous people, brought about the transfer of ITQ holdings to Mäori, and an obligation on the Crown to recognise and provide for indigenous (customary) fishing rights over fishing grounds and other areas that have been of special significance to Mäori. Some types of customary fishing areas exclude commercial fishing and could affect recreational fishing. Fisheries legislation requires that regulatory measures be put in place to avoid, remedy or mitigate the adverse effects of fishing. The Government also aims to protect marine biodiversity by having 10% of New Zealand waters in some form of protection by 2010. The legislative processes for protecting the marine environment and establishing customary fishing areas include assessment of effects on fishing rights. This paper explores the conflicts that arise from legislative obligations to uphold the rights of fishers, to sustain fishstocks and to protect the marine environment. The paper concludes that inconsistent legislative obligations and their disparate processes have led to spatial conflicts and a race for the allocation of space. Legislative obligations need to be integrated to maintain a balance between use of fisheries resources and protection of the marine environment.  相似文献

The Netherlands was one of the first nations to introduce ITQs in their fisheries to manage national yearly Total Allowable Catches (TACs). These ITQs have gradually developed from an individual quota system in 1976 to an ITQ system in the 1980s. In 1993 the system was reformed into a co-management system. In this paper it is argued that many of the usual negative socio-economic consequences of ITQs mentioned in the literature have been largely absent, due to the embeddedness of ITQs in co-management arrangements. However, cracks have appeared lately in this combined management system, allowing an identification of its vulnerabilities. These findings show that the social and economic structure of Dutch fisheries is changing from a rather cooperative to a more competitive and exclusive system, more like conventional ITQs.  相似文献

Despite the increasingly positive reviews of individual transferable quotas (ITQs), few studies have considered how quota leasing activities can reduce the economic benefits to society and to fishermen operating under the ITQ fisheries system. This analysis reveals negative economic impacts of ITQs previously overlooked by examining the extent of quota leasing and the relationship between the catch value, the cost of fishing, and the quota lease price in the BC halibut fishery, long considered a poster child for ITQs. Findings challenge assumptions of economic theory used to promote the benefits of ITQs.  相似文献

The southern rock lobster, Jasus edwardsii, is South Australia's most valuable fisheries resource, with an annual landed value of c. AU$100 million. Approximately 80% of this revenue comes from the southern zone (SZ) rock lobster fishery, which has been managed under an individual transferable quota system since 1993. The total allowable commercial catch is currently set at 1900 tonnes. Long‐term spatial trends in catch and effort were analysed over the period 1970–2005 to investigate possible changes in the spatial dynamics of the fleets as a result of quota introduction. Data indicate that the fishery contracted into three main Marine Fishing Areas (MFAs) after 1993. In particular, the long‐term catch average in MFA 51 decreased from 185.4 tonnes pre‐quota to 59.8 tonnes post quota. This MFA is located in the northern region of the SZ and is one of the furthest MFAs from the main fishing ports in the region. The fishery is also spatially contracted within MFAs. Approximately 80% of the annual catch comes from <60m depth despite catch rates being 2–3 times greater in offshore sites as evidenced from both fishery‐dependent and independent sources. Such trends appear driven by recent market preferences that select for small (<1 kg), red‐coloured lobster that are primarily located on inshore grounds. As a result, fishers now target inshore sites to maximise returns under the quota‐based system. The observed shift in the spatial dynamics of the SZ has clear implications for the biological performance indicators on which the fishery is managed. Specifically, the results highlight the need for a fishery‐independent assessment of the resource that provides estimates of catch rate and biomass independent of current harvest strategies. Preliminary results from a trial survey undertaken in 2005/06 and 2006/07 show higher lobster abundance in lowly exploited offshore sites compared with inshore areas. These trends highlight the need for refined spatial management of the resource, which is the focus of the new management plan for the fishery.  相似文献

Subsequent to extension of fishery jurisdiction in 1977 it was Canadian policy to favour the inshore sector in rehabilitation of the Canadian groundfish fishery. Catch allocation, limited entry licensing and vessel replacement policies were implemented, which at first allowed and then increasingly attempted to limit inshore fleet expansion, which was being encouraged through financial assistance programmes. New regulatory authorities wer obtained to deal with the increasingly difficult task of limiting annual harvests to catch quota levels. A 1986 study concluded that the licensed capacity of the Nova Scotia inshore fleet was approximately four times that required to exploit the resource at target levels. As a result of a government task force report released in January 1990, substantial changes were made in the control of fishing by inshore fleets, including establishment of an individual boat catch quota system for some sectors. This article documents the regulatory actions taken to date to control inshore fleet development and annual fishing activities, and the responses of fishermen to these, as a possible guide to the implementation of new approaches.  相似文献

Balancing catch with annual catch entitlement (ACE) is crucial both for the financial viability of fishers and for the efficient operation of the New Zealand quota management system (QMS). This study examines the information channels that are used by fishers to search for ACE availability, and notes how these channels differ between large and small fishers. Special attention is given to the viability of small independent fishers whose participation in the fishery is dependent on their acquiring ACE in the open ACE market. An ACE market survey along with extensive consultation captured the views of fishers, fish processors, and quota brokers. These sources provide valuable insights into the day-to-day operation of the ACE market. They suggest that while elements of market power are evident in the ACE market there are also characteristics of an efficient market.  相似文献

Flying fish play a vital role in maintaining the balance of marine ecosystems. In Taiwan, flying fish resources are mainly utilized in three ways. The Tao aboriginal people regard them as an important, and spiritual, source of food and utilize the resource sparingly and cautiously. Conversely, in northern Taiwan, fisheries harvest flying fish roe, which may in the future lead to ecosystem damage. Thirdly, large quantities are caught for promoting seafood to tourists at various events. The latter two utilizations may cause overfishing and scarcity.In 2007, the Taiwanese government began to adjust fisheries management policies for monitoring the utilization of flying fish resources. The current policies protect aboriginal marine culture and employ ‘total allowable catch’ (TAC) as a transitional mechanism in flying fish caviar harvesting. In the future, the government should employ collaborative measures at a regional level, including quota allocation based on scientific evidence, in order to maintain ecosystem balance and ensure the sustainability of fish resources. Activities to promote seafood, and the catching of adult fish on a large scale, must be stringently managed according to the amount of resources available. Finally, the most appropriate and least risky approach, is to designate flying fish spawning grounds as marine protected areas.  相似文献

In 1998 a management system based on individual transferable quota (ITQ) was introduced in the Tasmanian rock lobster fishery. This marked the continuation of a management trend that has favoured economic efficiency at the cost of reduced employment and greater restrictions on access to the fishery. The authors discuss management trends in the fishery in the context of Tasmania's history, and social and political characteristics, which it is argued, have shaped development of Tasmania's resource management culture. Implications for social equality, economic well-being and environmental sustainability are discussed. In conclusion the difficulty of reforming policy that has been shaped by vested interests and which establishes rent-seeking activity is considered.  相似文献
