In response to a public demand for action, following a series of high profile marine pollution events in their waters, several European States sought designation, by the International Maritime Organization (IMO), for an extensive marine area as a Particularly Sensitive Sea Area (PSSA). The approval ‘in principle’ of this area as a PSSA led to demands by several States to re-examine and constrain the entire PSSA concept. This paper analyses the European application and the response, by many IMO members, to the decision to approve the application in principle. Consideration is given to the legal basis for such an application as well as the potential implications the decision may have on future PSSA applications.  相似文献

Successful species conservation typically results in conflicts between wildlife protection and economic uses of natural resources as in fisheries and aquaculture. This article shows why managing these conflicts require a more comprehensive approach than currently pursued by endangered species conservation programmes. Against the background of several case studies focussing on wildlife conflicts in European waters this article derives two challenges for institutional response: First, the question of mandate—which societal actor initiates management related processes that require multiple actors to collaborate? Mesoscale anticyclonic eddies in the Gulf of Alaska are an important mechanism for cross-shelf exchange of high iron, low nitrate coastal waters and low iron, high nitrate offshore waters. A Kenai eddy was sampled in September 2007, 8 months after formation. The subsurface eddy core layer contained reactive iron concentrations more than eight times greater than waters at the same depths outside the eddy. The subsurface core of the Kenai eddy (25.4≤σθ≤25.8) is suggested to be seasonally important as these waters can be brought to the surface with storm events and deep winter mixing. The deeper core layer (25.8≤σθ≤27.0) is suggested to be a source of iron to HNLC waters on a longer timescale, due to isopycnal mixing and eventual eddy relaxation. The subsurface and deeper core layers are important reservoirs of iron that can promote and sustain primary productivity over the lifetime of the Kenai eddy. In addition, dissolved and leachable particulate manganese are shown to be excellent tracers of eddy surface and subsurface waters, respectively.  相似文献

Water column samples have been collected in the outer channel of the Ferrol Ria (NW Spain) during four occasions over a tidal cycle. The objective was to study the exchange of dissolved and particulate Cd, Cu, Pb and Zn and particulate Al, Fe and Si between the ria and the adjacent coastal waters. This study provides the first extensive dataset on dissolved and particulate metal concentrations in the water column of a Galician ria. Typical concentrations of dissolved Cd (96 ± 31 pM), Cu (8 ± 4 nM), Pb (270 ± 170 pM) and Zn (21 ± 10 nM) were similar than in other European Atlantic shelf and coastal waters. The fraction of metals in the particulate phase followed the trend: Pb > Cu Zn > Cd. The outgoing water from the ria was enriched in dissolved and particulate Cu, Pb and Zn compared with incoming waters, whereas Cd concentrations were similar for both waters. The suspended particulate matter was composed of a mixture of marine and continental material. The latter end-member was found to arise from the metal-rich ria bed sediments, which is diluted by the dominant metal-poor marine end-member. The net output flux of Cu from the channel is balanced by the freshwater inputs to the ria, and the net Zn flux gave a positive output to coastal waters. For Pb, the net flux to the coastal waters is less than that input from the rivers, as a result of its particle reactivity and deposition in sediments. On the contrary, a net input flux of dissolved Cd from coastal waters was observed, highlighting the oceanic source of this metal in the Galician rias. Results from the budget calculations are in agreement with the differential geochemical behavior of these elements in coastal waters.  相似文献

Particularly Sensitive Sea Areas (PSSAs) are a tool designed to protect vulnerable marine areas from vessel-source pollution through measures approved by the governing body, the International Maritime Organisation. Recent developments triggered by the proposal to designate, amongst others, a large part of the Western European Atlantic a PSSA have brought the instrument to a decisive stage. Although the proposal appears to be lawful, its implications for the concept, which this paper seeks to assess, are questionable. The significance of the instrument is at risk if it is overused. As a consequence, new protective mechanisms should be contemplated.  相似文献

Fisheries have long been managed through public–private partnerships based on collaboration between government and user-groups. The alleged benefits of involving the latter—as representatives of civil society—are a management system that is more flexible and legitimate than one based exclusively on top–down command and control. A question that is rarely addressed is whether civil society is up to the task. Are voluntary associations fit—‘technically’ and ‘democratically’—to take on management responsibilities? Assessing the pros and cons of involving civil society in fisheries governance requires a closer look at the role of user-groups in public policy-making. This paper attempts to do that by examining certain aspects of the Norwegian system of fisheries management, focusing—in particular—on the role of its most prominent civil society player: the Norwegian Fishers’ Association. The association has long been a privileged partner, virtually monopolizing the attention and goodwill of government. How has this been justified, and does it still serve its original purpose? As the fishery has changed, so—we contend—has the association: from something akin to a public interest group into what is essentially a ‘trade union’ pursuing the economic interests of its most powerful members. How and why did this change—in goals and priorities—come about, and is it tenable that this particular partnership continues? What lessons, if any, can be drawn from the Norwegian case about the pros and cons of user involvement, interactive governance and the role of civil society in fisheries management?  相似文献

Many authors have suggested the use of a cap and trade auction system to help reduce bycatch—the incidental take of species by fishing gear targeting other species—of sea turtles in the Hawaii-based swordfish longline fishery. However, we know of no quantitative evaluations of the method. We present a simple mathematical model to serve as a framework to evaluate bycatch auction systems quantitatively. We conclude that cap and trade auction systems have the potential to reduce sea turtle bycatch by creating a financial incentive, while keeping permit costs down to 2–3% of total revenues. While stringent regulations aimed at conserving endangered sea turtles would still be essential, implementation of an auction for issuing transferable bycatch permits would likely enhance the economic efficiency of the fleet. Sea turtle mortality could be reduced further if a shrinking cap on total turtle mortality was introduced, taking advantage of the incentives for reducing turtle mortality that are introduced by the cap and trade auction system.  相似文献

Coastal marine environments are important links between the continents and the open ocean. The coast off Mangalore forms part of the upwelling zone along the southeastern Arabian Sea. The temperature, salinity, density, dissolved oxygen and stable oxygen isotope ratio (δ18O) of surface waters as well as those of bottom waters off coastal Mangalore were studied every month from October 2010 to May 2011. The coastal waters were stratified in October and November due to precipitation and runoff. The region was characterised by upwelled bottom waters in October, whereas the region exhibited a temperature inversion in November. The surface and bottom waters presented almost uniform properties from December until April. The coastal waters were observed to be most dense in January and May. Comparatively cold and poorly oxygenated bottom waters during the May sampling indicated the onset of upwelling along the region. δ18O of the coastal waters successfully documented the observed variations in the hydrographical characteristics of the Mangalore coast during the monthly sampling period. We also noted that the monthly variability in the properties of the coastal waters of Mangalore was related to the hydrographical characteristics of the adjacent open ocean inferred from satellite-derived surface winds, sea surface height anomaly data and sea surface temperatures.  相似文献

Utilizing the 45 a European Centre for Medium-Range Weather Forecasts(ECMWF)reanalysis wave data(ERA-40),the long-term trend of the sea surface wind speed and(wind wave,swell,mixed wave)wave height in the global ocean at grid point 1.5×1.5 during the last 44 a is analyzed.It is discovered that a majority of global ocean swell wave height exhibits a significant linear increasing trend(2–8 cm/decade),the distribution of annual linear trend of the significant wave height(SWH)has good consistency with that of the swell wave height.The sea surface wind speed shows an annually linear increasing trend mainly concentrated in the most waters of Southern Hemisphere westerlies,high latitude of the North Pacific,Indian Ocean north of 30 S,the waters near the western equatorial Pacific and low latitudes of the Atlantic waters,and the annually linear decreasing mainly in central and eastern equator of the Pacific,Juan.Fernandez Archipelago,the waters near South Georgia Island in the Atlantic waters.The linear variational distribution characteristic of the wind wave height is similar to that of the sea surface wind speed.Another find is that the swell is dominant in the mixed wave,the swell index in the central ocean is generally greater than that in the offshore,and the swell index in the eastern ocean coast is greater than that in the western ocean inshore,and in year-round hemisphere westerlies the swell index is relatively low.  相似文献

Whitings (patches of suspended fine-grained calcium carbonate) on the Great Bahama Bank (GBB) have been studied since the 1940s. The source and cause of these whitings have been hotly debated for a number of years. Recent studies have shown that resuspension of underlying sediments act as seed crystals for the slow precipitation of CaCO3. Similar studies have not been conducted on the nearby more northerly Little Bahama Bank (LBB) where satellite photographs indicate the presence of extensive whitings north of the Grand Bahama Island. Research cruises were made to the LBB in July 2003 and May 2005. On board measurements were used to examine the distribution of the components of the carbonic acid system in LBB waters. The distribution of suspended calcium carbonate was also determined and samples of the suspended material and underlying sediments were collected for analyses, including 14C age determinations.The maximum residence time for waters on the LBB is a little over half (~ 144 d) that on the GBB. A ~ 20% decrease was found in the salinity-normalized titration alkalinity for inner bank waters. This yields a carbonate precipitation rate similar to waters on the GBB. However, unlike the waters in the whitings on the GBB where no changes in carbonic acid system parameters have been detected, large changes in the carbonic acid system parameters were found in the whiting waters of the LBB. These results clearly indicate that active precipitation was occurring in these waters. These observations are interpreted as indicating that there is a much slower mixing of waters associated with whitings and surrounding bank waters on the LBB than on the GBB. The more closed nature of whitings on the LBB makes them better targets for study of the processes taking place in whitings.Suspended carbonate mineralogy and geochemistry closely matched those of the fine-grained portion of the underlying sediments. These results support a close relationship between carbonates found in whitings and those in underlying sediments. This is further evidenced by a similar age for whiting carbonates (~ 700 y) and easily resuspended sediment carbonates (~ 1000 y) and is what was previously observed on the GBB.These observations indicate that the processes leading to whiting formation and associated calcium carbonate precipitation along with changes in water chemistry are quite similar in these two shallow carbonate bank environments in the Bahamas.  相似文献

This report presents a new analysis of the results of two hydrochemical surveys over the Ob Bay in 2010 performed by the Institute of Fisheries and Oceanography (VNIRO) and the Institute of Oceanology (IO RAS). The unique world feature of the Ob River-Ob Bay system is shown. The water volume in the bay exceeds the average annual runoff of the Ob River, being somewhat under the total runoff of all the inflowing rivers. Because of this, the complete renovation of the waters in the bay requires a long time. The within-year distribution of the runoff is characterized by both the flood waters and those of the Ob River winter runoff characterized by much different hydrochemical parameters registered even in the course of summer surveys in the bay. This fact, but not the biological transformation of the waters, as assumed previously, is the primary cause of the variability of the water composition in the bay. The summer waters of the Ob River reach the sea-ward boundary of the bay only in the next spring, enter the Kara Sea with the spring flood, and form lenses of desalinated waters in the sea. The autumn expeditions by the IO RAS found that the waters in the lenses were quite similar to the autumn waters in the bay, although these were the Ob River waters of different years, which was disregarded formerly.  相似文献

Time series of wind-stress data, AVHRR and SeaWiFS satellite images, and in situ data from seven cruises are used to assemble a coherent picture of the hydrographic variability of the seas off the Northwest Iberian Peninsula from the onset (September-October) to the cessation (February-May) of the Portugal coastal counter current (PCCC). During this period the chemistry and the biology of the shelf, slope and ocean waters between 40° and 43°N have previously been undersampled. Novel information extracted from these observations relate to:
1.
The most frequent modes of variability of the alongshore coastal winds, covering event, seasonal and long-term scales;
2.
The conspicuous cycling between stratification and homogenisation observed in PCCC waters, which has key implications for the chemistry and biology of these waters;
3.
The seasonal evolution of nitrite profiles in PCCC waters in relation to the stratification cycle;
4.
The Redfield stoichiometry of the remineralisation of organic matter in Eastern North Atlantic Central Water (ENACW)—the water mass being transported by the PCCC;
5.
The separation of coastal (mesotrophic) from PCCC (oligotrophic) planktonic populations by a downwelling front along the shelf, which oscillates to and fro across the shelf as a function of coastal wind intensity and continental runoff; and
6.
The photosynthetic responses of the PCCC and coastal plankton populations to the changing stratification and light conditions from the onset to the cessation of the PCCC.

The East/Japan Sea is a mid-latitude marginal sea that has undergone dramatic changes during the last 50–60 years. One of the most prominent characteristics of these changes is a rapid decrease in the amount of dissolved oxygen in deep waters. As a consequence of these changes, some investigators have even argued that the East/Japan Sea might become an anoxic sea in the next 200 years. While the causes of these changes are still under investigation, it has been shown that they are mainly due to modifications in the mode of the deep water ventilation system in the East/Japan Sea: a slowdown and complete cessation of bottom water formation accompanied by an enhancement of upper water formation instead. A simple moving-boundary box model (MBBM) was developed in order to analyze and quantify the processes involved in such changes over the last 50–60 years. Using a MBBM, we estimated the levels of several conservative chemical tracers (CFCs, Tritium, SF6, 137Cs) and bioactive tracers (oxygen and phosphate) in the deep water masses of the East/Japan Sea, comparing these with the historical data available, and making predictions for the near future. The model predicts that the East/Japan Sea should remain well-oxygenated, despite recent rapid oxygen decreases in its deep waters, accompanied by such structural changes as a shrinking of its oxygen-depleted deeper waters and an expansion of its oxygen-rich upper waters over the next few decades.  相似文献

This paper addresses the question of the eventual control of barium concentration in seawater by an equilibrium with barite. For this, we have used a new thermodynamic model to compute the barite saturation index of ocean waters, mainly from GEOSECS data. Our results show that equilibrium between barite and seawater is reached in a number of places: cold surface waters of the Southern Ocean, waters at intermediate depths (2000–3500 m) in the Pacific, deep waters (2000–3500 m) of the Gulf of Bengal. The only samples for which a slight barite supersaturation is found are the surface waters at GEOSECS station G89 in the Weddell Gyre. Besides these locations, the rest of the world's oceans is undersaturated, as was established by Church and Wolgemuth [Church, T.M., Wolgemuth, K., 1972. Marine barite saturation, Earth Planet. Sci. Lett. 15 35–44.]. There is a return to undersaturation of the water column at depths of about 3500 m in the Pacific and of about 2500 m in the Southern Ocean. The reverse is found for GEOSECS station 446 in the Gulf of Bengal for which the highest Ba concentrations can be found at depth: surface waters are undersaturated and equilibrium is reached below 2000 m. Finally, we briefly discuss the role of biogenic and inorganic processes on barite formation in the ocean as well as the influence of strontium substitution in marine barites.  相似文献

Chromium(VI) concentrations ranging between 3.0 and 6.1 nmol l−1 and 3.1 and 7.3 nmol l−1 were found in the Arctic and Atlantic Oceans, respectively. The vertical profiles show modest depletion of chromium(VI) in surface waters, but poor overall correlations between Cr(VI) and nutrient profiles. Given that Cr(VI) is the dominant oxidation state of chromium in open-ocean waters, these data are combined with literature data to reassess the distribution of Cr in oceanic waters. It is concluded that while Cr shows some characteristics of both “recycled” and “accumulated” vertical profiles, it does not fall clearly within either group.  相似文献

The concentrations of arsenic species in continental-shelf waters of the southeastern U.S. are controlled mainly by simple physical mixing of shelf waters and Gulf Stream intrusions. The biota mediate redox reactions which result in a disequilibrium of arsenic species; up to 20% of the total arsenic (averaging 1.1 μg/l) occurs as unstable arsenite [As (III)] and dimethylarsenic, the remainder consists of thermodynamically favored arsenate [As (V)]. Uptake of arsenic by the biota has a minor effect on arsenic distribution in offshore waters, producing a deep-water arsenate maximum, and minima for arsenite and dimethylarsenic. Riverine and atmospheric arsenic inputs to the shelf waters are relatively insignificant. Southeastern rivers contain only about 0.3 μg/l dissolved arsenic, and the atmosphere adjacent to continental shelf waters contains about 1.7 ng/m3 of As (V), exclusively associated with the particulate fraction.  相似文献

Iodide oxidation to iodate in near-surface waters of the open oceans is an elusive process, and an unequivocal demonstration of it would simplify modelling of the marine iodine system. In the open ocean, the upward advection of iodate complicates any mathematical treatment of the problem. In this context, the high concentration (0.1 μM) of iodate in the Black Sea surface waters suggested that this Sea might be a place where oxidation might be demonstrated. Hydrologically, the surface waters of the Black Sea appear to be downstream of the deeper waters and, given the latter's anoxicity, the surface waters seemed likely to gain most of their iodine as iodide by upward advection. To test this further, prior to experimentation, an iodine budget for the near-surface waters, based upon the latest hydrological model of the Sea was prepared; this predicts a minimum oxidation flux of 3.89×10−4 mol I m−2 a−1. The chemistry of this oxidation is discussed in the light of existing knowledge of the sulfide system. It is argued that as the redox potential of the IO3/I and I2/I couples at pHs typical of the Black Sea (7.75) are much higher than that of the sulfate–sulfide couple, iodide is probably oxidized in the near-surface domain. This contrasts with sulfide oxidation in the suboxic zone. The possible role of nitrifying bacteria in the oxidation is discussed.  相似文献

This paper reports on the case study of Rattray Island (Great Barrier Reef, northeast Australia), lying perpendicular to tidal flow in shallow waters. At ebb and flood, attached (stable) eddies develop in the wake where swirls of turbidity suggest that sediment-laden waters are brought to the surface as a result of vertical transport. Both eddy and tip upwellings are encountered in the tidal flow around Rattray Island but there is currently no clear-cut answer as to which secondary flow generates upwelling with the largest intensity. This paper addresses this specific issue through idealized and realistic high-resolution numerical experiments. The analysis is supported by physical arguments based on the theory of flow separation. Given Rattray's geometry and surrounding bathymetry, the mechanism of flow separation in shallow waters helps explain the asymmetry in size of the eddies and their intensity. The results of idealized numerical experiments also suggest that eddy and tip upwellings may be of similar intensity at Rattray Island.  相似文献

The publication presents the results of the studies on the carbonate system of the waters of the East Siberian Sea performed aboard R/V Ivan Kireev in September 2003–2004. It is shown that the aquatic area considered may be subdivided into two biohydrochemical provinces. The western part of the sea is a CO2 supplier to the atmosphere, while its eastern part is a sink for CO2. This is caused by the fact that the western part of the East Siberian Sea was affected by the waters of the southeastern part of the Laptev Sea, which were desalinated by riverine runoff, turbid, and enriched in the bioactive organic matter supplied into the water due to the coastal (and bottom) erosion. In the eastern part, cold waters of Pacific origin prevailed (saline, transparent, and productive), which caused a pronounced decrease in the partial pressure of CO2(pCO2) in the surface layer. In the frontal zone delimiting the desalinated shelf waters and those of the Pacific origin, the direction of the CO2 flux between the atmosphere and the sea changed (from evasion to invasion). The interannual variability of the carbonate system parameters in the coastal-shelf zone of the East Siberian Sea was determined by the intensity of the propagation of the waters of different origins over the sea aquatic area caused by the atmospheric circulation, as well as by the riverine runoff intensity and the dynamics of erosion processes.  相似文献
