In rapidly developing countries, where large sections of the population are highly dependent on marine resources, coastal livelihoods are vulnerable to sudden shocks and long-term change. National policy can attempt to mitigate this vulnerability within a multi-level framework by addressing the three aspects of vulnerability (exposure, sensitivity, adaptive capacity) through well-documented interventions. This article reviews the Indonesian policy framework for coastal and marine policy interventions that either directly or indirectly address different dimensions of coastal livelihood vulnerability. The findings show that the policy environment for addressing coastal livelihood vulnerability is heavily based on developing adaptive capacity and to a certain extent sensitivity without adequately addressing exposure, the initial cause of vulnerability. In addition, the complexities and inconsistencies within the Indonesian governmental structures, as well as more general issues of funding gaps and poor coordination, mean that policies created at national level rarely filter down to provide the intended benefits to coastal communities. It is recommended that practitioners and policymakers engage in a more cohesive and balanced approach to addressing livelihood vulnerability in coastal management by focusing more on the causes of the disease, exposure, rather than healing just the symptoms.  相似文献

Fishing for prawn (Macrobrachium rosenbergii) postlarvae is a major contributor to the livelihoods of the coastal poor in Bangladesh, including women. A study of coastal livelihoods along the lower Pasur River in southwest Bangladesh indicates that on average 40% of total annual income comes from postlarvae fishing during the few months involved. However, indiscriminate fishing of wild postlarvae, with high levels of by-catch, has an impact on biodiversity in coastal ecosystems. This has provoked imposition of restrictions on postlarvae collection. The ban has, however, not been firmly enforced because of the lack of alternative livelihoods for coastal poor. A conceptual framework, drawn from an approach to poverty reduction known as the sustainable livelihoods approach, is applied to understanding the role of prawn postlarvae fishing. Evidence from this study suggests that postlarvae fishers faced a number of livelihood constraints, including poor livelihood assets. This paper concludes that wider livelihood options need to be found for postlarvae fishers to support their livelihoods.  相似文献

This is the first regional study of artisanal fisheries in Pacific Island countries and territories that demonstrated that the future of the region's artisanal fishery sector and the livelihood of coastal communities will be highly dependent on alternative subsistence and income sources, which are necessary to reduce fishing pressure to a sustainable level to maintain ecosystem services and food security. The overall objective of this study was to identify socio-economic indicators and drivers to improve the understanding of the dynamics between socio-economic conditions and current exploitation levels of finfish and invertebrates of coastal communities in 17 Pacific Island countries and territories. We showed that exploitation rates and thus possible overexploitation are not solely the consequence of a simple demographic growth process but are in fact a result of the choices people have. Our results confirmed a close relationship between resource exploitation rates and economic development at the national level and the availability of alternative income opportunities at the community level. Multivariate analysis results suggest that communities in countries with somewhat unfavourable conditions and limited access to alternatives and fishing households in communities with overall favourable economic conditions are at highest vulnerability as they have the highest dependence on coastal fisheries resources. Alternative economic opportunities at the national scale and availability of alternative income at the community level vary significantly between cultural groups. Based on our results, the development of management strategies with realistic expectations of ensuring livelihood of coastal communities and sustainable resource use in Pacific Island countries and territories requires a hierarchical and integral approach. Major drivers identified at the regional, cultural and local levels should be used to identify priorities, to assess overall advantages and limitations at the different levels as well as the vulnerability of communities targeted, and to develop strategies accordingly.  相似文献

Over the last 30 years, a range of different livelihoods have been provided and implemented in fishing and coastal communities in the Philippine with mixed success and sustainability by the fisher and household. This paper reports on an analysis of livelihood projects for fishing communities and households implemented in the Philippines and the identification of lessons learned and factors which can lead to an improved success and sustainability rate for livelihood projects and programs. The analysis identified primary factors that are critical to improving the success and sustainability rate of livelihood interventions.  相似文献

This paper examines the development and effects of a rapid livelihood transition on households, and reflects on how it fits within historic trends of livelihood change for people living in highly variable and vulnerable environments. It also discusses the implications of livelihood dynamism for local governance of natural resources. In recent decades, seaweed cultivation has expanded exponentially in coastal communities across the Asia-Pacific. A case study is presented of a remote small-island community in eastern Indonesia where over the last ten years a dramatic shift in livelihood focus has occurred. Previous dependence on diverse low-productivity livelihood activities transitioned to a predominant focus on seaweed farming. The case shows how social, economic and cultural environments co-develop as people move out of conditions of collective poverty and into more nuclear household-oriented livelihood activities. Specific attention is given to the influence on a marine resource co-management program operating on the island to illustrate how local livelihood dynamics relate to broader paradigm-driven conservation and rural development initiatives. While alternative livelihood programs seek to relieve pressure on resource stocks and provide opportunities for coastal people, this case study provides timely insights into the kinds of unintended effects, trends and impacts that are associated with rapid change in the way people make a living. This study argues that, in addition to achieving higher standards of income and well-being, livelihood improvement interventions need to adequately ensure that conditions under which new livelihood arrangements come to function can be maintained locally.  相似文献

The development of seawater desalination plants to increase water reliability in coastal areas poses a threat to the health of near shore marine ecosystems and may affect the effectiveness of marine protected areas (MPAs) that have been established to meet international conservation targets. This paper applies a multi-criteria analysis approach to quantify stakeholder groups’ priorities for seawater desalination plants that have been proposed in communities adjacent to a National Marine Sanctuary. All groups placed the highest importance on minimizing environmental impacts on protected areas and endangered species that could be affected by water intake and brine discharge emphasizing the need for integrated land and sea conservation. Minimizing socio-economic impacts on coastal communities was much less important. Stakeholders also weighted reducing pressure on water levels in rivers, streams, and aquifers as more important than increasing water for residential consumption, which may foster coastal growth rather than replacing water taken from other sources. The study further revealed differences in the importance of multiple management objectives among stakeholder groups, which highlights the need to elicit distinct priorities of all groups to understand concerns and potential conflicts of desalination with existing marine users. The analysis of consistency ratios revealed that around half of all surveyed stakeholders had high inconsistencies in their responses, which suggests either a lack of understanding of desalination, or reflects the complexity of establishing desalination plants in coastal areas adjacent to a marine protected area.  相似文献

This paper assesses challenges for social impact assessment (SIA) for coastal and offshore infrastructure projects, using the case study of the Tomakomai Carbon Capture and Storage (CCS) Demonstration Project in Hokkaido, Japan. Interest in SIA and linked concepts such as social licence to operate is growing, yet marine environments also have potential to raise additional complexity in project governance. Drawing on qualitative research conducted in Tomakomai and Japan more widely across the project development and implementation phase, the paper argues that building an understanding of the social, cultural and historical relationship between the community, industry and the sea is crucial to understanding the neutral or cautiously supportive response of the citizens and stakeholders in Tomakomai to the project. Moreover, effective SIA in coastal regions needs to find a way to account for – or at least make visible – these complex relations between society and the sea. Based on the findings, it is suggested that developers or policymakers overseeing SIA in coastal regions ought to pay extra attention to the extent to which developments like CCS are viewed by communities as 'new' as opposed to a continuation of existing activities in the sea; to the importance of engagement on monitoring during the project operations phase; and to the non-economic values such as pride and identity which communities and stakeholders may derive from the sea.  相似文献

Management interventions to reduce pressures on coral reefs often include attracting fishers to non-extractive non-fishery supplemental livelihoods. We look at the case of coral reefs in Lingayen Gulf, Philippines to understand the impacts of local (i.e., aquaculture and tourism), regional, and national development on the artisanal fisheries sector. Using household surveys and a coral reef interaction index (CRII), we obtained relative levels of dependency and impacts of fisheries, aquaculture, and tourism on coral reefs for livelihood. Results show that overall dependency on coral reefs remains high despite its decreasing quality. Socio-economic profiles reveal steep hurdles in shifting fishers to aquaculture. Both aquaculture and fisheries will continue to grow and eventually compete for space if left unmanaged further resulting in reduced reef quality. Shifts of fishers to tourism-based and other low-capital requirement mariculture (e.g., sea ranching) are more realistic than the expectation of absorbing fishers into current aquaculture businesses. Strengthening local coastal governance capacity to improve proactive responses for micro–macro development interactive synergy will also help reduce the impacts of development on reefs. Improving safety nets for coastal communities through skills enhancement and supplemental livelihood options that facilitate stewardship and reef recovery is an imperative. Transforming the lessons learned at village level actions to sustain municipal scale programs and institutional cooperation among stakeholders such as through marine protected area networks remain a challenge. Sharing forums and joint financing of coastal resource management remain to be realized through public and private partnerships and expansion of development for investments in social enterprises.  相似文献

The Atlantic Coastal Action Program (ACAP) is a community-based coastal management initiative that has been underway on Canada's east coast for the past 6 years. Coalitions of local stakeholders have been assisted by government in taking a lead role for the planning and management activities in 13 coastal ecosystems throughout Atlantic Canada. The program was initiated and originally facilitated by the federal government (Environment Canada) but has come to be led and owned at the local level. The objective is to have all those affecting and/or affected by local decisions involved in this process. In ACAP, the traditional role of government is shared with the local roundtables that are established in each coastal ecosystem. Instead of government departments being the lead agencies that set policy and priorities, the communities assume this function and the government agencies become partners in responding to their identified needs. ACAP is a practical demonstration of the joint management, or collective governance approach to Integrated Coastal Management and offers lessons to governments and coastal communities looking to establish lasting partnership approaches that have the potential to achieve the sustainable development of coastal ecosystems.  相似文献

Most of the fishers of coastal East Africa particularly among the Bajuni, Kojani, Macua and Vezo ethnic communities have historically practiced migration. This study explores the strategies used by migrant fishers’ of Pemba in the Western Indian Ocean region. By adopting a modified sustainable livelihoods framework (SLF), the study uses in-depth interviews and questionnaires to explore the life histories of the fishers in migrant communities, their motivations to migrate, and their associated socioeconomic and ecological implications. Results point out to a complexity of factors contributing to migration including natural, to economic and social factors. Interaction of such factors is instrumental in shaping fisher migration as an activity into an important livelihood strategy. The study concludes that SLF provides holistic understanding of migration. However the incorporation of the ‘livelihood spaces’ extends this knowledge by integrating the spectrum of spatial aspects. This understanding is critical in the design of policies and interventions necessary to ensure resource sustainability and secure fishers livelihoods. This multi-method approach is critical in empirical study of fisher migration.  相似文献

为定量研究沿海城市经济高速发展对其海岸类型变迁的影响以及海岸类型变迁历程对经济发展阶段的响应作用,文章基于厦门地区30余年来海岸类型和海洋经济的统计数据,阐明自厦门经济特区成立以来不同海岸类型占比变化与海洋经济总值和产业类型变化的规律及其关联性。厦门海岸类型变迁经历3个阶段:1984—2000年,海岸开发利用处于起步阶段,海岸利用类型为以盐业和渔业为主的粗放型和集约化的低产值类型;2000—2010年,海岸开发利用处于高速发展阶段,海岸利用类型为以大规模填海造地、交通运输和旅游娱乐为主的开发型高产值类型;2010年至今,海岸开发利用处于合理开发与保护并行且以保护为重的恢复阶段,海岸利用类型为生态恢复和软质护岸等近自然类型。厦门海岸类型变迁与经济发展密切相关,人类日益增长的物质文明和生态文明需求对城市海岸类型变迁的响应特征十分显著。从粗放型第一产业,到发展型第二产业,再到保护型第三产业,经济发展从理念与要求并存到理念超越要求,最终实现理念与要求和谐共存和相融互进的经济发展模式。  相似文献

对海岸线变化和脆弱性的了解对地方政府部门非常重要,拥有这方面的知识将有助于进行沿海地区的管理和开发。为了研究海南岛的海岸变化特征及其脆弱性,近年来我们采集了大的沉积物样品,并结合海图和遥感卫片分析海岸线变化特征。海南四大城市(海口,文昌,三亚和长江)虽然没有显著的侵蚀特征(海岸线处于相对稳定状态),通过脆弱性评价发现其均为中等脆弱性,主要是由于大量人口对海岸造成的压力所致。因此,本文提出的基于包括人为-自然因素的海岸脆弱性评价方法,具有制定海岸带管理和适应性策略的运用潜力。  相似文献

This article contributes to the understanding of the changes in distribution and total area of mangrove forests along the mainland Tanzania coast over the past decade. Mangroves are recognized as critical coastal habitat requiring protection and special attention. The Tanzania coastline forms a suitable habitat for establishment of mangrove forests. Mangrove forests are distributed from Tanga in the north to Mtwara in the south covering approximately 109,593 hectares from 1988-1990 and about 108,138 hectares in 2000. The largest continuous mangrove stands are found in the districts of Rufiji, Kilwa, Tanga-Muheza, and Mtwara. Comparison of data between these two time periods shows that the geographic coverage of mangroves has no dramatic change in the past decade. The Tanzania Mangrove Management Project and other closely related programs and efforts pertaining to mangrove conservation contribute to direct restoration and natural regeneration of mangroves. This study documents the changes of mangroves and demonstrates that remote sensing and GIS offer important data and tools in the advancement of coastal resource management and ecosystem monitoring. Application of geographic information technologies is critical for improved coastal resources management and decision making for sustainable development in Tanzania.  相似文献

ICZM (Integrated Coastal Zone Management) is a decision-making process for sustainable use, development and protection of coastal marine areas and their resources, in continuous realization. Norway is currently dependent upon the commitment and motivations of the municipalities to fulfill its ICZM initiatives. These communities are lacking epistemic communities that can help prevent the simmering conflicts surrounding aquaculture expansion, as demonstrated by media data from 1984–2010. With the forthcoming harvest of the zooplankton redfeed in Norwegian and surrounding waters, the Aquaculture industry could be in a situation of expanded feed resources, which would ensure its expansion if localities are made available. This would also be in line with the Norwegian government's commitment to the expansion of this industry. A government-endorsed growth of the Aquaculture industry will add fuel to these simmering conflicts concerning the use of the eco-system of collective goods and services available along national coastline in Norway for Aquaculture purposes. The suggestions from the recently released report from the Select Committee appointed by the Ministry of Fisheries and Coastal Affairs in Norway on Effective and Sustainable Area Use in the Aquaculture Industry cab be an aid to supporting the growth of epistemic communities and a subsequent successful national ICZM implementation, thereby paving the way for a conflict-less coastal area management.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

Despite a raft of livelihood programs designed to help Indonesian small-scale fishers there are concerns that the needs of the poor are still not being addressed. This study examines this concern through a two-pronged approach. Firstly, through a broad-scale series of interviews with fishers, community leaders and government employees in 25 fishing villages in the province of West Sumatra to identify which sectors of the fishing industry the poor operate in and the types of livelihood initiatives targeted at helping them. Secondly, by using three case studies of livelihood development projects and identifying the social, economic and institutional lessons learned that point both to best and worst practice. Three groups of poor fishers were identified; a large group of non-boat owning “labourers”, a group of “small-scale boat owners” and a small group of “processors and sellers”. Empowerment programs by the Department for Fisheries between 2005 and 2009 emphasised improving physical capital through providing fishing gear, motorisation and processing equipment. These initiatives could potentially help small-boat owners but would not benefit non-boat owning labourers. The new livelihood improvement programme GPEMP had non-fishing alternative livelihoods that could help labourers, but still demonstrated an ongoing bias towards physical capital interventions. The three case studies demonstrated that aspects of leadership, trust, advocacy, administration, accountability and ongoing institutional support are key elements of empowering coastal communities towards livelihood improvement. Human and social capital components need prioritisation in future poverty alleviation policy and programs in Indonesia, particularly for the large marginalised group of labourers.  相似文献

Marine fisheries support the livelihoods of millions of people worldwide. These fisheries and the communities that depend on them are highly vulnerable to climate change and other interacting anthropogenic threats. The cumulative and interacting effects of these stressors could potentially produce declines in fish production, which would significantly impact artisanal fishers. Assessing relative vulnerability of fishing communities to anthropogenic stressors is an important first step to identifying mitigation or adaptation strategies. This study assessed the vulnerability of 12 coastal communities in the Northern Gulf of California to disruptions in fishing activities from anthropogenic stressors, including climate change. The Northern Gulf is a megadiverse area and a major source of fishery resources. Quantitative indicator indices based on secondary and primary data were developed to assess the three aspects of vulnerability: sensitivity, exposure, and adaptive capacity. The key components of vulnerability varied amongst communities. Vulnerability was higher in communities with higher fishing dependence and lower socioeconomic diversification. The approach presented here provides important insights into the type of policy actions that might be needed in different communities for adaptation and mitigation.  相似文献

Tropical fisheries are in decline around world as a result of diverse anthropogenic threats. These threats are intimately linked to biodiversity and conservation values because of the heavy dependence of both fisheries and high value marine and coastal wetlands on coastal ecosystem health. Consequently, if the widespread degradation of coastal ecosystems can be halted and remediated, there are substantial benefits to fisheries output, ecosystem resilience, food security, livelihoods, recreation and the protection of ecological assets of national and global significance. The extent, intactness and quality of Australia׳s tropical coastal ecosystems has declined markedly since European settlement, due to the cumulative impact of many small encroachments and local barrier construction on the extent and productivity of coastal wetlands, mangroves and seagrass meadows. Additionally, coastal ecosystem dependent biota has been excluded from large areas of critical habitats. Despite these changes, coastal fisheries show no clear declines that could not be explained by changes in effort. This lack of detectable decline is probably partly attributable to the short history of available fisheries catch data. However, it is also likely that it reflects the offsetting of lost natural productivity by greatly increased anthropogenic nutrient loads; a substantial problem as governments are committed to large scale, long term efforts to reduce discharges of nutrients to coastal waters. This possibility underlines the importance of rejuvenating lost coastal productivity. Evaluation of past remediation efforts show that documented success is rare, due to a complex of factors including ineffective prioritisation, a lack of necessary knowledge and resources, and inefficient monitoring and evaluation. Past experiences from Australia׳s tropics and around the world, together with current ecological understanding, suggests some generally desirable characteristics to enhance the likelihood of successful remediation and repair actions.  相似文献

Growing coastal populations, rising sea levels, and likely increases in the frequency of major storm events will intensify coastal vulnerability in coming decades. Decisions regarding how and when to fortify estuarine shorelines against coastal hazards, such as erosion, flooding, and attendant property damages, rest largely in the hands of waterfront-property owners. Traditionally, hard engineered structures (e.g. bulkheads, revetments, seawalls) have been used to protect coastal properties, based on the assumption that these structures are durable and effective at preventing erosion. This study evaluates the validity of these assumptions by merging results from 689 surveys of waterfront-property owners in NC with empirical shoreline damage data collected along estuarine shorelines after Hurricanes Irene (2011) and Arthur (2014). The data show: 1) homeowners perceive bulkheads to be the most durable and effective at preventing erosion, but also the most costly; 2) compared to residents with revetments and natural shorelines, property owners with bulkheads reported double the price to repair hurricane damage to their property and four times the cost for annual shoreline maintenance; 3) 93% of evident post-hurricane shoreline damage was attributable to bulkheads or bulkhead hybrids and a higher proportion of surveyed homeowners with bulkheads reported having property damage from hurricanes; and, 4) shoreline hardening increased by 3.5% from 2011 to 2016 along 39 km of the Outer Banks. These results suggest that bulkheads are not meeting waterfront property-owner expectations despite continued use, and that nature-based coastal protection schemes may be able to more effectively align with homeowner needs.  相似文献
