Long-term interannual changes in abundance, biomass, diversity and structure of littoral fish assemblages were examined between 1993 and 2009 by experimental trammel net fishing up to six times per year, within the warm period - May to September, at multiple areas along the eastern Adriatic coast with the aim of testing for the consistency of patterns of change across a large spatial scale (∼600 km). The results revealed spatially consistent increasing trends of total fish abundance and biomass growing at an average rate of 15 and 14% per year, respectively. Of the diversity indices analysed, the same pattern of variability was observed for Shannon diversity, while Pielou evenness and average taxonomic distinctness measures Δ and Δ+ showed spatial variability with no obvious temporal trends. Multivariate fish assemblage structure underwent a directional change displaying a similar pattern through time for all the areas. The structural change in fish assemblages generally involved most of the species present in trammel net catches. A large pool of fish species responsible for producing the temporal pattern of assemblage change was relatively different in each of the areas reflecting a large geographic range covered by the study. An analysis of 4 fish species (Symphodus tinca, Pagellus erythrinus, Mullus surmuletus, Scorpaena porcus) common to each of the study areas as the ones driving the temporal change indicated that there were clear increasing trends of their mean catches across the years at all the study areas. A common pattern among time trajectories across the spatial scale studied implies that the factor affecting the littoral fish assemblages is not localised but regional in nature. As an underlying factor having the potential to induce such widespread and consistent improvements in littoral fish assemblages, a more restrictive artisanal fishery management that has progressively been put in place during the study period, is suggested and discussed.  相似文献

To develop a management strategy for informal fishers, a necessary first step is information about the nature of these fishers, their numbers and their socio-economic status. To accomplish this, a survey of socio-economic conditions and use of marine resources was undertaken in 1999 at 20 localities where fishing occurs around the coast of South Africa, concentrating on subsistence or small- to micro-scale artisanal commercial fishers. In each locality, 16–31 "fisher households" were surveyed by questionnaires, focus-group discussions and interviews with key informants. Demographic analyses revealed a low level of migrancy (~5%), an average of 5.3 persons per household and a mean age of 27. Only ~20% of fishers were women and ~15% were children. Poverty was prevalent: unemployment averaged 40.3% (much higher than the national norm of 29.3%). Mean adult equivalent income per month spanned R193–R735 among regions, and was not correlated with size of settlement. Education levels were low, only ~33% of people >20 years old having completed primary school. Migrancy was highest in rural areas (but still much less than the national norm), intermediate in towns and least in metropolitan areas. Household size, participation of women and poverty all followed similar trends. Comparing regions, the East Coast and the province of KwaZulu-Natal had higher migrancy rates, larger household sizes, greater poverty, and greater participation by women in fishing, than on the South and West coasts. Household expenditure on food was ~R450 per month on the South-East and KwaZulu-Natal coasts and ~R750 on the West Coast, and exceeded 60% of income (a measure of "food security") in about half the households surveyed. Harvested resources were sold, consumed or used as bait. In all regions, the two most frequently harvested resources were fish (mostly sold, predominantly fished by men) and intertidal rocky-shore invertebrates (largely consumed, and involving women to a greater degree). On the West Coast, rock lobster Jasus lalandii was the third-most important resource, but on the South and KwaZulu-Natal coasts this species was replaced by estuarine invertebrates. Abalone Haliotis midae, oysters, sandy-beach invertebrates and kelp or seaweeds made up the balance. Diversity of harvested resources increased west to east, following biogeographic trends. The resources could be divided into those of high value (rock lobsters, abalone and, to a lesser extent, fish) and those of lower value (such as limpets, mussels and bait organisms). It is argued that high-value resources are best used to create micro- and small-scale commercial enterprises that can serve to uplift poor fishers. Low-value resources constitute subsistence resources, for which preferential rights should be established for subsistence fishers, including development of exclusive-use zones where necessary. Emerging characteristics of fishing communities that were helpful in defining subsistence fishers in the South African context were poverty, harvest for self-use (whether by consumption or sale to meet basic needs of food security), use of low-technology gear, and concentration of effort on or from shores or in estuaries. At least portions of the catches of all resources are sold, and the majority of equipment is purchased, so any definition of subsistence fishers cannot exclude those who sell part of their catch or do not use hand-made equipment. Some success was evident with co-management, encouraging further exploration of this style of management for subsistence fishers.  相似文献

The scarcity of data on fish catches difficult management of small-scale fisheries in developing countries. This study applies fishers’ knowledge to investigate temporal changes in the amount (biomass) and composition (major ecological categories) of fishing resources exploited by small-scale coastal fisheries in the southeastern Brazilian coast. Four hypotheses were investigated: (1) The amount of fish caught reported by fishers would decrease over time. (2) Older fishers would report higher fish catches than younger fishers. (3) Recent interviews would mention large-sized predators less often. (4) Recent interviews would mention less high valued fishing resources. Interviews with 421 fishers in 36 communities in the southeastern Brazilian coast were analyzed, covering a time span of 14 years, from 1995 to 2009. The hypothesis 1 was confirmed, 3 was partially confirmed, while 2 and 4 were not confirmed. Fishers’ age was unrelated to all variables. The results from fishers’ interviews indicated the temporal trends of: (1) a decrease in the biomass of fish caught; (2) an increase in the occurrence of smaller fish and invertebrates in the catch; (3) an increase of high value fishing resources; and (4) maintenance of large predators. The first two indicators suggest excessive fishing, but the later indicators (3 and 4) suggest that the socioecological system of the southeastern Brazilian coast had not yet undergone major ecological shifts.  相似文献

Effective species management requires good knowledge on vessel dynamics, either at a stock basis or through the establishment of multiannual management plans as advisable under the new European Common Fisheries Policy (CFP). Achieving such knowledge on Portuguese multi-gear fisheries is challenging given the large number of species caught and the different management measures applied to potential target species. The latter ranges from no input or output controls to output controls based on individual vessel quotas (IVQ). To provide accurate regional knowledge to the CFP, the dynamics of vessels involved in the trammel net fishery targeting anglerfish (Lophius spp.) was characterised based on onboard sampling data and logbook reports. The selected vessels were very dynamic, and were found to target other species such as hake (Merluccius merluccius), John Dory (Zeus faber) and octopus (Octopus vulgaris). Anglerfish landing trends can be explained by changes in abundance, quota availability and shifts/changes in fishing effort. Overall, the dynamics of these vessels varied with area of exploitation, IVQ value and anglerfish total allowable catch (TAC). These results show the influence of different management systems in the dynamics of vessels and the advantage of an IVQ management system, where fishers can spatially and temporally allocate effort. Results also highlight a fishing effort shift towards unregulated species in face of IVQ or TAC restrictions.  相似文献

Understanding the socio-economic drivers underpinning fishers' decisions to target elasmobranchs is considered vital in determining sustainable management objectives for these species, yet limited empirical data is collected. This study presents an overview of elasmobranch catch, trade and socio-economic characteristics of Zanzibar's small-scale, artisanal fishery. The value of applying this information to future elasmobranch fisheries policy is demonstrated. In August 2015, interviews were conducted with fishers (n = 39) and merchants (n = 16) at two landing sites, Kizimkazi-Dimbani and Mkokotoni, along with the main market site in Stone Town. Additionally, elasmobranch catches were recorded across the same locations between June and August 2015. Elasmobranchs were listed as target species by 49% of fishers interviewed. Whilst most fishers (n = 30) stated that 76–100% of their household income came from fishing, there was variation in how elasmobranch catch and trade contributed. One-third of fishers (n = 36) that caught and sold elasmobranchs reported that 41–60% of their income came from elasmobranch catch. However, for some fishers (n = 8) elasmobranch catch represented 0–20% of their income, whilst for others (n = 4) it represented 81–100%. Differences in fisheries income and elasmobranch price could be attributed to several interacting factors including season, weather, fishing effort, fishing gear, target catch and consumer demand. Further, elasmobranch price was influenced by size and species. The study revealed information on catch, trade, markets and socio-economy that is important for future research, conservation and management of elasmobranchs and fisheries in Zanzibar. The methods utilised have potential for broader application to understudied, artisanal elasmobranch fisheries in the western Indian Ocean.  相似文献

Small-scale fisheries and the communities they support are often given the protection of designated fishing zones from which non-artisanal vessels are excluded. This paper looks at one example of this approach, the trawl ban introduced in the Gulf of Castellammare (NW Sicily), focussing on the economic sustainability of the artisanal fishery currently operating within the protected area. The consequences of lifting the trawl ban and how far this would jeopardise the sustainability of the artisanal fishery are explored via an analysis of the financial viability of trammel net vessels under alternative assumptions concerning catch rates. The paper also investigates fishermen's attitudes towards the trawl ban and their predisposition either to remain in the fishery or to quit in the event of the ban being removed.  相似文献

Decline in tuna fish stocks due to weak enforcement of regulations on fishing effort poses a challenge to the sustainability of tuna fishery. Intervention programs to address this problem require an understanding of the operational behaviour of the fishers and how various socioeconomic factors may impact fishers’ decisions to continue or discontinue their fishing efforts. A semi-structured interview questionnaire was developed to find whether fishers are willing to keep, change their fishing strategies or exit the fishery if their regular catch will decline by half. Boat captains, assistant boat captains and crew from General Santos City, Lupon, Mati City and Governor Generoso in the Philippines (n=293) were purposively selected for interviews. Results show that fishers from General Santos City with ancillary industries and Lupon with fewer economic development are more willing to adapt or change their fishing strategies. The catch value or price was found to have a strong influence on the likelihood that anchored FAD tuna fishers will adapt or change their fishing strategy when their catches decline. Fishers whose catch fetched a price of PhP 151.00 (US$ 3.48) and above Php 200 (US$ 4.61) have 80% probability to change their fishing strategy. The proportion of catch sold also had a high influence on the decisions to adapt in the fishery with fishers selling 36% and 73% of their catches have 100% and 70% probability to adapt. The results suggest a reluctance to exit the fisheries even when tuna fishing is no longer economically viable, fishers opt to adapt.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

The Northern Gulf of California is an area important for small-scale fisheries in terms of economic activity and food security, but widespread non-compliance with fisheries regulations impedes effective management of resources and conservation efforts. Where a previous study evaluated quantitatively a theoretical situation in which all regulations are perfectly followed, this article compares a suite of recently proposed ecosystem-based management (EBM) policies against the expected benefits of full enforcement of current regulations. Policies evaluated include no-take marine protected areas (MPAs), breeding period closures, changes in hook size and fishing effort, and gear-specific spatial closures. No-take MPAs yield ecological benefits over a wide range of MPA sizes and characteristics, but do not increase overall catch. Seasonal closures are effective at reducing overfishing for the depleted leopard grouper (Mycteroperca rosacea); changing the hook size of artisanal longlines does not increase catch of either the target species or the assemblage, and gear-specific fishery closures for crab traps near Puerto Peñasco are effective at reducing overfishing of blue crab (Callinectes bellicosus and C. arcuatus). In general, full enforcement of existing regulations outperforms these EBM policies in terms of conservation benefits, but it may be less palatable to stakeholders as it requires major reductions in catch.  相似文献

Marine fisheries in Costa Rica have become characterized by overexploitation, ineffective centralized management and increased conflict among fishing sectors. Despite high economic and socio-cultural importance of small-scale fisheries, no formal mechanisms existed until recently to facilitate the participation of fishers in management. Marine Areas for Responsible Fishing (Áreas Marinas para la Pesca Responsable, AMPR) were legally recognized in 2009 as a co-management approach, enabling the designation of spatial management areas to be implemented collaboratively by artisanal fishers and government agencies. In this paper, we examine property and access relations shaping this emerging participatory management model using case studies primarily from the Gulf of Nicoya region. The policy demonstrably improves upon some aspects of management, for instance, by allowing artisanal fishers to determine gear restrictions within designated areas. However, the model lacks other attributes of more successful co-management scenarios, particularly exclusive access. The fugitive nature of resources further complicates property relations over these fisheries. The cases explored also illustrate broader institutional and systemic issues that preclude effective participatory management. Lessons from the region are used to propose significant shifts to the management of small-scale fisheries in Costa Rica.  相似文献

Cynoscion guatucupa Cuvier 1829 is a migratory pelagic fish species, which has a wide geographical distribution. It is the most important fishing resource for local communities in Bahía Blanca estuary and has been captured by artisanal fishermen since the 1900s. The industrial fleet has been fishing this species in the coastal area of Buenos Aires province since the 1950s, and, since 1970, landings have increased sharply. Between 2000 and 2004, the artisanal fishery in the estuarine waters of Bahía Blanca collapsed. Variations in total landings of the artisanal fleet might have arisen from the environmental variables within the estuary, fishing activity in the surrounding sea region, local pressure within the estuary and/or several other variables. Our results suggest that neither oceanographic parameters nor local pressure seem to have influenced the artisanal fishery of C. guatucupa in the estuarine region. Instead, this fishery seems to have been partially influenced by the increasing fishing pressure exerted by the industrial fishing fleet operating in open waters around the estuary. This study emphasizes the need to take into account fisheries data from both the estuarine environment and the surrounding sea region, particularly when designing management plans for the sustainable use of migrating fish resources.  相似文献

Subsistence fishers were first recognized as a formal fishing sector in South Africa when new fishing legislation, aimed at redressing past inequalities, was enacted in 1998. Little information was available about these fishers, their activities, and the resources upon which they rely. Recognizing the imperative to gain an understanding of the fishers and to consult broadly, the national agency responsible for the management of marine living resources, Marine and Coastal Management (MCM) of the Department of Environmental Affairs and Tourism, appointed a Subsistence Fisheries Task Group (SFTG) in December 1998 to provide advice on the implementation of appropriate management systems for subsistence fisheries. This paper describes the process followed to formulate recommendations that were presented by the SFTG to MCM in February 2000. The activities of the SFTG fell into two categories: research aimed at identifying subsistence fishers and gaining an understanding of their activities and socio-economic profiles; and consultation aimed at ensuring that the needs and aspirations of fishers and the experience of local managers were incorporated. Research included both field-based studies and synthesis of information about comparative fisheries elsewhere. Consultation took the form of local interviews and focus-group discussions, meetings with fishers and a national workshop. A pivotal activity was the development of a clear definition and qualifying criteria for subsistence fishers. A significant outcome was the identification of a separate small-scale commercial sector, previously erroneously lumped with subsistence fishers. Needs of fishers and problems identified during the process provided the basis for recommendations in the following areas: definitions, assessment and categorization of resources, management systems, communication mechanisms, application and allocation procedures, capacity building, compliance, research and monitoring, and funding and staff required for the management of this new sector. An evaluation is made of the opportunities presented by the SFTG process, constraints experienced and lessons learnt, giving important insights that are applicable to other similar processes, yet seldom documented in formal literature.  相似文献

This paper summarizes recommendations for the management of previously marginalized and neglected subsistence fisheries in South Africa. The recommendations stem from the activities and analyses of a task group appointed by Government and mandated to provide advice about management of the new fishing sector. The following focus areas were identified for attention: planning for implementation; definitions of subsistence fishers and other sectors; assessment and categorization of resources; determination of types of fishing activities; zonation; management systems; training; communication mechanisms; application and allocation procedures; compliance processes; research and monitoring; development of institutional capacity. Subsistence fishers were defined as poor people who personally harvest marine resources as a source of food or to sell them to meet basic needs of food security; they operate on or near to the shore or in estuaries, live in close proximity to the resource, consume or sell the resources locally, use low-technology gear (often as part of a long-standing community-based or cultural practice), and the resources they harvest generate only sufficient returns to meet basic needs of food security. A second group of informal fishers was identified that fishes for profit but cannot be equated to large industrial fisheries, and a new sector was proposed to accommodate these artisanal "small-scale commercial" fishers. Resources were classified for use by these different sectors based on accessibility, fishing methods, cash value and sustainability. In all, 12 different categories of subsistence and small-scale commercial fisheries were identified, and a preliminary list of resource species suitable for different fishing sectors is presented. A multi-tiered institutional management structure is recommended, with the national agency (MCM) controlling issues of national concern, and supporting and coordinating the activities of provincial and local structures. The management agents required for effective implementation were identified and include a dedicated national Subsistence Fisheries Management Unit, provincial management agencies that have the capacity to be delegated authority, Regional Fieldworkers, an independent Advisory Group for Subsistence Fisheries Management, local co-management structures, and community monitors responsible for observing and recording fishing activities and catches. Co-management, involving both authorities and users in joint management, is advocated in preference to previous top-down approaches, because of its potential to improve communication and compliance.  相似文献

Small pelagics are the main fish resource in North West Africa. In Senegal, these are mainly sardinellas (Sardinella aurita and S. maderensis) and bonga shad (Ethmalosa fimbriata). The fisheries, mainly encircling gillnets and purse seines, are predominantly performed by artisanal fishers and are of great importance for the Senegalese economy and for food security in the region. However, in recent years, the main conditions for these fisheries have changed and recent observations have shown strong declines in profit. An analysis over the last twenty years (1993–2013) show that the fisheries lost profit between 65% and 100% while operating costs increased by 25% and 90%, for encircling gillnet and purse seine, respectively. While the fuel price dominates as determining factor during the survey period, important other drivers during the last five years were a decrease in fish biomass and an increase in fishing effort.  相似文献

Groupers are highly targeted and vulnerable reef fishes. The effects of fishing pressure on the density of three reef fishes were investigated in 21 islands outside (n=15) and inside (n=6) a Marine Protected Area (MPA) at the Paraty Bay, Brazilian southeastern coast. Two valued groupers (Epinephelus marginatus and Mycteroperca acutirostris) and a non-target grunt (Haemulon aurolineatum) were studied. The total biomass of fish caught in each island was considered as a measure of current fishing pressure, while the island distance from the villages was considered as a measure of past fishing pressure. Fish densities were recordedin number and biomass. The biomass of M. acutirostris was inversely related to current fishing pressure, which did not affect the other two fishes. The density of E. marginatus increased with the island distance from one of the fishing villages, which indicated that past fishing may have had decreased the abundance of E. marginatus. Densities of the three fishes and fishing pressure did not differ between islands inside and outside the MPA. Data on fishing pressure, densities of groupers and coral cover were combined here to assign conservation scores to islands. A redefinition of MPA boundaries to reconcile fish conservation, fishing activities and fishers’ food security was proposed.  相似文献

This study investigates whether there has been a decline in fish stocks of a coral reef in Thailand, and if so, whether that decline is due to small-scale fishing. The research methods used included fish sampling by UVC, interviews and questionnaires with key informants and artisanal fishers. The results confirmed that there has been a decline in piscivores and carnivores (though not herbivores), and the main perceived threat came not from artisanal but from commercial fishing. Recommendations are to replace the largely unrestricted fishery with a more regulated regime backed by effective enforcement.  相似文献

Many of the world's fish populations are overexploited, including Ghana's fish resources. This study examines spatio-temporal trends in fish species composition in relation to biotic, abiotic and anthropogenic factors, towards achieving better-informed management of the beach-seine fisheries. Fishery-dependent data were collected between November 1999 and October 2001 from 94 beach-seine hauls fished at two stations along the Ghanaian coast. The catch consisted of fish, crustaceans, other invertebrates, and macroalgae. Generally, juveniles of species that are exploited by offshore fisheries were found in the catches. Species abundance and their occurrence generally peaked between November and January. Duration of solar radiation and tide level appeared to be important predictors of fish biomass. It is important to exploit the nearshore fish assemblage sustainably because of its nursery role. A co-managed (fishers and government) three-month ban on beach-seining (between May and July) is recommended as the most appropriate control measure towards the sustainability of Ghanaian fish stocks.  相似文献

Effective management of artisanal fisheries requires understanding fishers, their behaviors, and the drivers that underpin their choices. Behavioral drivers are critical links in understanding the interactions between social and ecological systems and can help inform effective management approaches. A Bayesian Belief Network modeling approach was used to investigate a diverse range of qualitative and quantitative social and ecological drivers of spatial location choice in a multi-species artisanal dive fishery in Costa Rica. Empirical and observer data used to populate the BBN showed the influence of economic factors, environmental conditions as well as social interactions on the decision-making process of spatial location choice. Good governance scenarios represented by Responsible Fisheries Marine Areas Management were analyzed for both hookah and free diving methods to assess the effects of responsible fishing on the fishers and the fishery. Model based-scenario analysis suggests that management interventions should consider the fisher's potential behavioral responses in the context of environmental variability, dependence on cultural assets, and food security. The results show that there is a need to understand fisher's decisions based on broad socio-ecological system understanding and consider the environmental outcomes alongside food security and the cultural significance of different marine species to fishing communities.  相似文献
