This article introduces the most advanced form of electronic chart display and information systems (ECDIS) which complies with the performance standards for ECDIS established by the International Maritime Organization (IMO) and International Hydrographic Organization (IHO). It also describes the key features and the important functions of ECDIS, which we developed. This system is different from the productions developed by C-map, Seven-cs, offshore, and others. It is more suitable for China Marine Safety Administration Bureau to manage the navigation marks real-time. Using this system charts were located and accessed rapidly, and displayed smoothly. This article also discusses in ECDIS application system how to dynamically access and desert charts data in a limited memory (limited computer memory and resource). We constructed a tridimensional structure to manage a large amount of charts data. Vertically, according to the scale range, all charts were divided into eight levels, and a data structure called as “Multiple Scale Quad-tree” was constructed. And horizontally, a grid (every unit has a fixed size) was given to a certain scale level. We call this data structure a “Regular Page.” We explore the implementation of such a structure on the worldwide charts management utilizing quad-trees. Then we discuss the future development of ECDIS and its application system in marine agencies in China.  相似文献

A system for displaying tidal currents in an electronic chart display and information system (ECDIS) has been developed and implemented in compliance with the standards of the International Hydrographic Organization (IHO). The tidal current fields can be displayed in real time on the electronic navigational chart and several options and functions for updating and zooming have been designed. The current fields are calculated from a data base with the harmonic constants for the four major tidal constituents. The harmonic constants are obtained from a high resolution numerical model with horizontal grid resolution of 100 m. The model is validated by comparing with sea level and current measurements. The depth matrix for the central part of the model domain was calculated from data from multibeam bathymetric surveys. An application example of the implementation is given for Trondheimsleia, a part of the main sailing route along the western coast of Norway.  相似文献

Soundings on nautical charts provide information about the shape of the ocean bottom between chart depth curves. A single chart may have thousands of soundings posted on it. This article describes a system for automatic cartographic sounding selection. In this system, a new algorithm for automated selecting soundings is developed. The algorithm is employed in such a way that it can guarantee (a) fast and accurate selecting sounding, (b) processing the circular depth curves, (c) solving the overplotting problems between depth curves and soundings, and (d) keeping selected soundings “prettier.” The system was intensively tested using real data sets, and its superiority has been revealed by the testing results.  相似文献

This paper is concerned with the implementation and realisation of a Worldwide Electronic Navigational Charts Database (WEND), adopted by the International Hydrographic Organization (IHO) and its members in supporting marine navigation. It identifies the issue of gaps and overlaps between adjoining Electronic Navigational Charts (ENCs) and explores its consequences to the operation of Electronic Chart Display and Information Systems (ECDIS) and the fulfilment of International Maritime Organization (IMO) chart carriage requirements. As the ENCs production is directly dependent on states’ cartographic competences, this paper delves into the coastal states’ jurisdiction in accordance with international law of the sea, and in particular the United Nations Convention on the Law of the Sea, and ΙΗΟ and IMO instruments. Through a case study on recently produced ENCs in the Mediterranean and more specifically in the Aegean Sea, this paper documents the necessity to respect states’ cartographic competences in realising the WEND concept and cautions that, otherwise, new and extended overlaps emerge, which pose a risk to the safety of navigation, and, at the same time, become means through which states may promote their geopolitical aspirations as to jurisdiction over certain marine areas.  相似文献

Functioning of the Black Sea ecosystem has profoundly changed since the early 1970s under cumulative effects of excessive nutrient enrichment, strong cooling/warming, over-exploitation of pelagic fish stocks, and population outbreak of gelatinous carnivores. Applying a set of criteria to the long-term (1960–2000) ecological time-series data, the present study demonstrates that the Black Sea ecosystem was reorganised during this transition phase in different forms of top-down controlled food web structure through successive regime-shifts of distinct ecological properties. The Secchi disc depth, oxic–anoxic interface zone, dissolved oxygen and hydrogen sulphide concentrations also exhibit abrupt transition between their alternate regimes, and indicate tight coupling between the lower trophic food web structure and the biogeochemical pump in terms of regime-shift events.The first shift, in 1973–1974, marks a switch from large predatory fish to small planktivore fish-controlled system, which persisted until 1989 in the form of increasing small pelagic and phytoplankton biomass and decreasing zooplankton biomass. The increase in phytoplankton biomass is further supported by a bottom-up contribution due to the cumulative response to high anthropogenic nutrient load and the concurrent shift of the physical system to the “cold climate regime” following its ∼20-year persistence in the “warm climate regime”. The end of the 1980s signifies the depletion of small planktivores and the transition to a gelatinous carnivore-controlled system. By the end of the 1990s, small planktivore populations take over control of the system again. Concomitantly, their top-down pressure when combined with diminishing anthropogenic nutrient load and more limited nutrient supply into the surface waters due to stabilizing effects of relatively warm winter conditions switched the “high production” regime of phytoplankton to its background “low production” regime.The Black Sea regime-shifts appear to be sporadic events forced by strong transient decadal perturbations, and therefore differ from the multi-decadal scale cyclical events observed in pelagic ocean ecosystems under low-frequency climatic forcing. The Black Sea observations illustrate that eutrophication and extreme fishery exploitation can indeed induce hysteresis in large marine ecosystems, when they can exert sufficiently strong forcing onto the system. They further illustrate the link between the disruption of the top predators, proliferation of new predator stocks, and regime-shift events. Examples of these features have been reported for some aquatic ecosystems, but are extremely limited for large marine ecosystems.  相似文献

The 1982 United Nations Convention on the Law of the Sea declares the seabed beyond national jurisdiction and its mineral resources as the “common heritage of mankind” (CHM). This article examines the operationalisation of the CHM principle in the international seabed mining regime, with focus placed on the sharing of benefits derived from mining. The article begins by providing an overview of the CHM principle, before examining four modalities provided for in the Convention, both institutional and substantial, and their role in giving effect to the CHM principle: (1) financial benefits; (2) the “Enterprise”; (3) the parallel system of reserved areas; and, (4) marine scientific research. Finally, overarching issues are discussed and some suggestions on ways forward are presented. The article considers that the deep seabed mining regime is not yet ready to effectively share the benefits derived from the common heritage of mankind. In particular, the future of the Enterprise is uncertain and changes to the so-called parallel system that affect the CHM have received minimal discussion. Moreover, a lack of publicly available research data related to seabed mining is hindering current benefits for humankind. However, work is underway at the International Seabed Authority to establish rules and policies with respect to the sharing of financial benefits. While the CHM principle remains largely untested, approaches that are transparent, inclusive, accountable, and equitable are more likely to be successful.  相似文献

A short survey prepared by the Russian Commission on Atmospheric Radiation contains the most significant results of works in the field of atmospheric-radiation studies performed in 2007–2010. It is part of the Russian National Report on Meteorology and Atmospheric Sciences prepared for the International Association on Meteorology and Atmospheric Sciences (IAMAS). During this period, the Russian Commission on Atmospheric Radiation, jointly with concerned departments and organizations, ran the conference “Physics and Education,” dedicated to the 75th anniversary of the Department of Physics at St. Petersburg State University (2007); the International Symposium of CIS Countries “Atmospheric Radiation and Dynamics” (2009); and the 5th International Conference “Atmospheric Physics, Climate, and Environment” (2010). At the conferences, central problems in modern atmosphere physics were discussed: radiative transfer and atmospheric optics; greenhouse gases, clouds, and aerosols; remote methods of measurements; and new measurement data. This survey presents five directions covering the whole spectrum of investigations performed in the field of atmospheric radiation.  相似文献

针对波浪模式问题,将变分多尺度方法与自由面捕捉技术相结合;把波浪模式的各个物理量分解到“粗” “细”两种尺度上,引入消除数值伪振荡的稳定化结构;最后求解“粗” “细”两种尺度耦合的整体变分多尺度方程,模拟了水波自由晃动的1个周期和波浪的传播过程。模拟结果表明:采用变分多尺度方法模拟水波晃动和波浪传播不会引起数值伪振荡,得到精确的数值解,能够正确模拟水波自由晃动的周期性变化现象以及波浪的传播过程。  相似文献

Some scholars have thought the United Nations Convention on the Law of the Sea would transform marine politics and policy by incorporating social values of equity and justice via the Common Heritage of Mankind and authentic conservation of an essential part of the biosphere, displacing the dominant commodification of the ocean. Likewise, the United Nations Food and Agricultural Organization has claimed that the “productivity paradigm” of growth in fishery catch has been replaced by balanced norms of sustainability. This article tests these claims by asking “What is the ‘generative grammar’, or value-based blueprints, of governance for the World Ocean?” using a quantitative content analysis of all extant State of the World Fisheries and Aquaculture (SOFIA) reports (1995–2016). Not only does the analysis disprove the FAO’s assertions, this research reveals an otherwise invisible, non-codified economistic regime governing the World Ocean that is guided by the norms of sheer volume production, named here simply the “World Ocean Regime.” This partially explains why the marine world is experiencing structural ecological changes, including massive biodiversity loss partly driven by overfishing. The analysis finds that overfishing, ecological life support, moral aesthetic values, social equity, and science are very minor concerns for the World Ocean Regime. Governance is the second-most important set of discourses, but this governance is clearly driven by economic values and norms. The World Ocean Regime has critical implications not only for the sustainability of the World Ocean, but the planetary system that depends on the World Ocean.  相似文献

The Panama Ship Registry has its origins in the year 1917. Nowadays, Panama has the largest vessel registry in the world. The second placed registry in the world ranking is Liberia, which does not have even half the number of Panamanian ships. In this Centennial, the aim of this paper is to analyse the evolution of the Panamanian Registry, the structure of the Panamanian-flagged fleet and the level of compliance with international standards in relation to maritime safety and working conditions. To undertake the analysis, two different qualitative and quantitative approaches are compared and integrated for the evaluation of the Panama Ship Registry: the degree of ratification and enforcement of the Conventions and Recommendations of the International Maritime Organization and International Labour Organization, and the results of Panamanian flagged vessels in inspections carried out within the major Port State Control Memoranda of Understanding. This paper fills a research gap by discussing an approach to the concept of flag of convenience and flag State, Panama is more an international registry, whose role is becoming less important from the points of view of safety or working conditions. The fleet performance evolution has been very positive as evidenced by the data presented in this article regarding Port State Control.  相似文献

The National Geophysical Data Center's (NGDC's) mission is data management in the broadest sense, playing a role in the nation's research into the environment and providing data to a wide group of users. NGDC also operates components of the International Council of Scientific Unions (ICSU) World Data Center A. The Marine Geology and Geophysics Division of NGDC handles bathymetric data acquisition, manipulation, archival, and dissemination and operates the International Hydrographic Organization Data Center for Digital Bathymetry. Four major data bases have been developed to manage the large volume of data received: the Global Marine Geophysical Data Base (geophysical data acquired in a time series); the NOAA National Ocean Service Hydrographic Data Base; the International Hydrographic Data Base (contains bathymetric data, other than NOS surveys, with no time‐tagging); and the Multibeam Bathymetric Data Base. In addition, gridded data sets such as ETOPO5 are available from NGDC. Bathymetric data are acquired by NGDC through data exchange, funded and contract programs, processing of long‐term data holdings, data digitization from hardcopy sources, and national and international linkages. NGDC personnel participate nationally and internationally on numerous committees associated with studies of the seafloor including charting and bathymetric needs.  相似文献

We evaluate the strengths and weaknesses of six publicly available global bathymetry grids: DBDB2 (Digital Bathymetric Data Base; an ongoing project of the Naval Research Laboratory), ETOPO2 (Earth Topography; National Geophysical Data Center, 2001, ETOPO2 Global 2’ Elevations [CD-ROM]. Boulder, Colorado, USA: U.S. Department of Commerce, National Oceanic and Atmospheric Administration), GEBCO (General Bathymetric Charts of the Oceans; British Oceanographic Data Centre, 2003, Centenary Edition of the GEBCO Digital Atlas [CD-ROM] Published on behalf of the Intergovernmental Oceanographic Commission and the International Hydrographic Organization Liverpool, UK), GINA (Geographic Information Network of Alaska; Lindquist et al., 2004), Smith and Sandwell (1997), and S2004 (Smith, unpublished). The Smith and Sandwell grid, derived from satellite altimetry and ship data combined, provides high resolution mapping of the seafloor, even in remote regions. DBDB2, ETOPO2, GINA, and S2004 merge additional datasets with the Smith and Sandwell grid; but moving from a pixel to grid registration attenuates short wavelengths (<20 km) in the ETOPO2 and DBDB2 solutions. Short wavelengths in the GINA grid are also attenuated, but the cause is not known. ETOPO2 anomalies are offset to the northeast, due to a misregistration in both latitude and longitude. The GEBCO grid is interpolated from 500 m contours that were digitized from paper charts at 1:10 million scale, so it is artificially smooth; yet new efforts have captured additional information from shallow water contours on navigational charts. The S2004 grid merges the Smith and Sandwell grid with GEBCO over shallow depths and polar regions, and so is intended to capture the best of both products. Our evaluation makes the choice of which bathymetry grid to use a more informed one. This study presents data on chloride and bromide concentrations in porewater, water and anion diffusion coefficients, and their accessible porosities based on radial diffusion experiments on rock samples collected from a 2000 m-deep borehole (EST433) drilled by Andra in the eastern Paris Basin. The distributions of water stable isotope and chloride concentrations in porewater along this column reveal transient flows of water and solutes between the aquitard layers and the surrounding aquifers. These distributions confirm the occurrence of two separate aquitard/aquifer systems: “Oxfordian/Callovo–Oxfordian/Dogger” and “Dogger/Liassic/Rhaetian”. This separation is confirmed by Cl/Br ratios, which are low in Liassic and Dogger porewater, suggesting the influence of primary brines, and which are close to the marine ratio in the Dogger groundwater. Based on these results, transport simulations in the two systems were carried out according to different scenarios. The simulation results confirm that transport properties obtained in the laboratory at sample scale may be extrapolated to the formation scale. It is highly probable that diffusion is the main transport process in the Callovo–Oxfordian formation. This may also be the case in the Dogger/Liassic layer, although a limited contribution from advection cannot be totally excluded. By testing different scenarios of boundary conditions in diffusive models, it is proposed that the Dogger aquifer was first activated in the Early Miocene.  相似文献

The adoption of the EEZ in the 1982 UNCLOS represents the culmination of an effort by some parts of the international community to separate “jurisdiction” over the natural resources in offshore waters from the “sovereignty” manifest in the territorial sea. It is clear that the EEZ is a zone that is neither territorial waters nor wholly high-seas. It is also a zone in which competencies are balanced between the need of coastal States to have sufficient authority to exploit and manage their economic resources and the need of all other States to retain high-seas navigation and communications freedoms and uses related to such freedoms. From South Korea's perspective, the EEZ is a sui generic zone in which military and intelligence activities are limited or not allowed without the consent of the coastal State. This is equally applicable in peace and war. Although several States stress that Article 58 of the 1982 UNCLOS permits such activities, increasing EW and IW capabilities may result in reinterpretation of certain provisions of the 1982 UNCLOS.  相似文献

This study involved outcrop, drilling, seismic, gravity, and magnetic data to systematically document the geological records of the subduction process of Proto-South China Sea (PSCS) and establish its evolution model. The results indicate that a series of arc-shaped ophiolite belts and calcalkaline magmatic rocks are developed in northern Borneo, both of which have the characteristics of gradually changing younger from west to east, and are direct signs of subduction and collision of PSCS. At the same time, the subduction of PSCS led to the formation of three accretion zones from the south to the north in Borneo, the Kuching belt, Sibu belt, and Miri belt. The sedimentary formation of northern Borneo is characterized by a three-layer structure, with the oceanic basement at the bottom, overlying the deep-sea flysch deposits of the Rajang–Crocker group, and the molasse sedimentary sequence that is dominated by river-delta and shallow marine facies at the top, recording the whole subduction–collision–orogeny process of PSCS. Further, seismic reflection and tomography also confirmed the subduction and collision of PSCS. Based on the geological records of the subduction and collision of PSCS, combined with the comprehensive analysis of segmented expansion and key tectonic events in the South China Sea, we establish the “gradual” subduction-collision evolution model of PSCS. During the late Eocene to middle Miocene, the Zengmu, Nansha, and Liyue–Palawan blocks were separated by West Baram Line and Balabac Fault, which collided with the Borneo block and Kagayan Ridge successively from the west to the east, forming several foreland basin systems, and PSCS subducted and closed from the west to the east. The subduction and extinction of PSCS controlled the oil and gas distribution pattern of southern South China Sea (SSCS) mainly in three aspects. First, the “gradual” closure process of PSCS led to the continuous development of many large deltas in SSCS. Second, the deltas formed during the subduction–collision of PSCS controlled the development of source rocks in the basins of SSCS. Macroscopically, the distribution and scale of deltas controlled the distribution and scale of source rocks, forming two types of source rocks, namely, coal measures and terrestrial marine facies. Microscopically, the difference of terrestrial higher plants carried by the delta controlled the proportion of macerals of source rocks. Third, the difference of source rocks mainly controlled the distribution pattern of oil and gas in SSCS. Meanwhile, the difference in the scale of source rocks mainly controlled the difference in the amount of oil and gas discoveries, resulting in a huge amount of oil and gas discoveries in the basin of SSCS. Meanwhile, the difference of macerals of source rocks mainly controlled the difference of oil and gas generation, forming the oil and gas distribution pattern of “nearshore oil and far-shore gas”.  相似文献
